Résumé :
Abstract Should English be promoted as a worldwide lingua franca for justice-related reasons? Philippe Van Parijs answers affirmatively in order to promote global distributive justice. In contrast, I argue that a rapid expansion of English could lead to one undesirable consequence that ought to be prevented: the globalization of an Anglo-American life-world that impoverishes democratic-deliberative debates. Inspired by John Stuart Mill, I will defend the idea that the more dominant the Anglo-American life-world is, the less diversity of life-worlds and, therefore, the less diversity of substantial voices in the global democratic-deliberative process there will be. It might be that more voices could be heard (because of the lingua franca), but with less substantial diversity of opinions. In that sense, the life-worlds (and language as an access key to them) have an instrumental value that enables plurality and better deliberative discussion. For that reason, I contend that there is a pro tanto reason to prevent the expansion of English as a lingua franca.

Résumé :
In a European context, where member states of the European Union share a common language policy, multilingualism and foreign language (FL) learning are strongly promoted. The goal is that citizens learn two FLs in addition to their first language(s) (L1). However, it is unclear to what extent the multilingual policy is relevant in people’s lives, at a time when the English language is established as a lingua franca. This survey-based study contributes insights into the relevance of the EU multilingual policy in an intra-European migration context, by focusing on Swedish migrants (n = 199) in France, who are L1 speakers of Swedish. We investigated the perceived importance of skills in FL French, FL English, and L1 Swedish, for professional and personal life. The quantitative analyses showed that participants perceive skills in French and in English to be equally important for professional life, whereas skills in Swedish were perceived to be less important. For personal life, skills in French were perceived as the most important, followed by skills in English, and then Swedish. In conclusion, the European multilingual language policy appears to be reflected in Europeans’ lives, at least in the case of Swedish migrants in France.

This article reports on a study that examines the attitudes of 69 Flemish university students towards the emerging conceptualization of English as a lingua franca (ELF) on the basis of a questionnaire survey. Built on the notion of ELF as a functional term theorized on sociolinguistic grounds, this study seeks to understand the relation between ELF as a theoretical construct and ELF as a reality in the life of these language students through their experiences of engagement with English, both within and outside the academic community. The results show that the students have embraced some ideas of the ELF phenomenon on a macro level, but retain a strong belief in the native standard norm on a micro level.

Résumé :
In this issue, Raphael Cohen-Almagor reviews some of the terms used in the discussion of bioethical issues at the end of a patient's life; he argues that they are “valueladen” and serve “primarily the physicians, at times at the expense of the patients’ best interest.” Each of the following terms comes under scrutiny: “death with dignity,” “persistent vegetative state,” “futility,” “double effect,” and “brain death.” He argues that these concepts, developed in recent decades, “have generated an unhealthy atmosphere for patients, which might lead to undesirable actions at the end of patients’ lives.” He issues a plea to discontinue the use of the term “persistent vegetative state” because it is dehumanizing, to explain “double effect” and “futility” in detail and with sincerity, and to clarify the motivation for using these terms and others. He warns physicians not to use terminology that is offensive to patients and loved ones or that weakens their patients’ will to live.

Résumé :
SUMMARY "Immigrant Languages" and the French School System The situation of children who continue to be called "immigrant" in France, even though most of them were born or raised there, is paradoxical to say the least. On one hand, the government seeks to integrate the foreign communities established in France, and this would tend to relegate language maintenance to the sphere of private life. But at the same time, education experts have since 1970 imposed the idea that a foreign child will only learn his or her second language well (French in this case) only if he or she first learns to speak, read and write his/her "mother tongue" or "language of origin". Such culturally determined notions have dictated specific policies in the public schools which in fact often serve to create segregation. This article attempts, in sociolinguistic and historic perspective, to analyze a situation which concerns a large fraction of the school population in France, in four parts: (1) The status of foreigners and their languages in France and the social representations surrounding them; (2) Government policy concerning foreign pupils and languages in public schools since 1970; (3) Volunteer associations and "mother tongue" maintenance; (4) Family strategies.

The Syrian political crisis that swept through the country caused a fierce, exhausting, destructive war and forced hundreds of thousands of Syrians to leave their homes in search of a safe life, though full of deprivation. Many of them have settled in the EU. According to psychologists, the level of stress that a person experiences during the process of adaptation to a new environment and integration into a new society is enormous and equal to 8 (on a scale from 1 to 10), which certainly affects many aspects of life, including the artistic potential. The aim of this study is to analyze the art of the Syrian descendants which is currently becoming a new way of communication and helps to discuss problems in those fields where the artistic expression is more effective than the verbal means of communication.

Résumé :
ABSTRACTThis article discusses recent attempts to describe English as a lingua franca (ELF). In it, I will consider claims made for ELF as a variety of English ‘with a life of its own’, which is said to be emerging among users of English for whom it is not their mother tongue. I examine a number of weaknesses in the case made for ELF by a school of thinking in mainland Europe, focusing on: the role of the native speaker in ELF; the relationship between ELF and Standard English; and the search for a grammatical common core for contexts in which English is used as an international lingua franca. The article draws on research which suggests that the aspect of Standard English which may be inappropriate for ELF is not in the grammatical system but the area of idiomaticity. I conclude with a consideration of the pedagogic implications of the ELF debate.

For the study two neighborhoods have been chosen: the Conjunto Habitacional Jardim Palma and the Parque Residencial Santa Maria, both were built at the end of the 1980 and beginning of the 1990. At this period the city was expanding due to the great concentration of people in the city pessoas promoted by the jobs at footwear industries. To deal with the life quality of these neighborhoods, there was the necessity of discussing, at first, the meaning of the terms quality and life quality, making a relation with the conception of human development that is taken in consideration when calculalting the Human Development Index (HDI), pointed by the United Nations Development Programme (UNPD), as the instrument of measurement of the quality of life in countries. Using some pieces of information from HDI and Municipal Human Development Index (MHDI), a study was made on the social and economical conditions of Brazil and the city of Franca/SP, hence these conditions have na influence on people's everyday life on these neighborhoods. The resident's organization appears as a mechanism of resistence to the social questions and it also represents them at the fight for the human rights warranty. All this effort considers the hypothesis that the indices created to measure life quality are not capable of analyzing the complexity of human life in relation to its quality, and that this quality is easier and also more possible of being improved if the residents are politically organized.

Benson, Michaela Caroline. « There's 'more' to life : British migration to rural France ». Thesis, University of Hull, 2007. http://hydra.hull.ac.uk/resources/hull:6997.

Texte intégral
Résumé :
This thesis is about the lives of Britons who migrate to the Lot, a rural, inland département in southwest France. It shows that, while these migrants are a diverse population, they hold in common the pursuit of a different way of life. Both their imaginings of life in rural France and their previous experiences of life in Britain motivate their migration and continue to impact on their new lives in the Lot. The migrants view the lives they led in Britain as constraining, while they imagine that through migration and living in the Lot, they augment their abilities to define the world (and their lives) in their own terms. Following migration however, they soon realize that leading a different way of life is not such a straightforward process; although they desire to be a part of the local community and acquire what they imagine to be a rural French lifestyle, this takes both time and effort to achieve. As their narratives demonstrate, they thus occupy an ambiguous position between the lives they led in Britain and the lifestyle they associate with rural France. They strive to overcome these feelings of ambivalence by demonstrating the distinctiveness of their new lives. The ultimate measure of this distinctiveness is integration into the local population. Their narratives thus reveal their attempts to become insiders of the Lotoise community. The thesis concludes by arguing that the pursuit of difference is a central feature of the migrants' daily lives. The persistence of this quest highlights the fact that the migrants never fully resolve their ambivalence. This thesis thus emphasizes that it is the process of achieving a distinctive life that is a characteristic of the lives of British migration in the Lot (rather than the different way of life itself). It seems that there is always 'more' to life.

Quality of life is a multidimensional, complex and particular perception. It is based on the satisfaction of the most basic needs of human life for the individuals to live, love, work, produce goods, services, science or art. In the world of work is observed the increasingly of the capital accumulation and the exploration of the workers, the new management techniques and new means of production become stratagems to improve extraction of surplus value. In this scenario, the dedicated and committed education professionals have been working in inadequate conditions, underpaid and undervalued socially. Abstract: Quality of life is a multidimensional, complex and particular perception. The objective of this study is to understand the quality of life of the woman that teaches as a career. As a professional, how she deals with increasing demands and responsibilities, with disbelief in education, depreciation of their career, and also how she reconciles the double and triple journeys. The purpose of this dissertation will be to draw attention to the life and works of French composer, scientist, inventor and philosopher Jean Cras (1879-1932), whose music, at the moment of this writing, is enjoying a vibrant revival in Europe. During the 1920's, after his opera Polypheme had won the Premier Prix du Concours musical de la Ville de Paris, and premiered in Paris during the 1922-23 operatic season, Jean Cras' became as much a household name as Maurice Ravel's. Part of this dissertation will attempt to explain why he was forgotten during the half-century between 1935 and 1985 [TRUNCATED]

Martinengo, Marta. « Improving some non-structural risk mitigation strategies in mountain regions : debris-flow rainfall thresholds, multi-hazard flooding scenarios and public awareness ». Doctoral thesis, Università degli studi di Trento, 2022. http://hdl.handle.net/11572/353702.

Texte intégral
Résumé :
Hydrogeological hazards are quite diffuse rainfall-induced phenomena that affect mountain regions and can severely impact these territories, producing damages and sometimes casualties. For this reason, hydrogeological risk reduction is crucial. Mitigation strategies aim to reduce hydrogeological risk to an acceptable level and can be classified into structural and non-structural measures. This work focuses on enhancing some non-structural risk mitigation measures for mountain areas: debris-flow rainfall thresholds, as a part of an Early Warning System (EWS), multivariate rainfall scenarios with multi-hazard mapping purpose and public awareness. Regarding debris-flow rainfall thresholds, an innovative calibration method, a suitable uncertainty analysis and a proper validation process are developed. The Backward Dynamical Approach (BDA), a physical-based calibration method, is introduced and a threshold is obtained for a study area. The BDA robustness is then tested by assessing the uncertainty in the threshold estimate. Finally, the calibrated threshold's reliability and its possible forecast use are assessed using a proper validation process. The findings set the stage for using the BDA approach to calibrate debris-flow rainfall thresholds usable in operational EWS. Regarding hazard mapping, a multivariate statistical model is developed to construct multivariate rainfall scenarios with a multi-hazards mapping purpose. A confluence between a debris-flow-prone creek and a flood-prone river is considered. The multivariate statistical model is built by combining the Simplified Metastatistical Extreme Value approach and a copula approach. The obtained rainfall scenarios are promising to be used to build multi-hazard maps. Finally, the public awareness within the LIFE FRANCA (Flood Risk ANticipation and Communication in the Alps) European project is briefly considered. The project action considered in this work focuses on training and communication activities aimed at providing a multidisciplinary view of hydrogeological risk through the holding of courses and seminars.

Résumé :
The aim of this work is to help university applicants in their transition phase from high-school to tertiary education starting with their first life-long decision concerning their choice of the field of study. The construction of the decision support system has evolved into an ontology-based model. The model, as well as the decision making rules, have been formulated based on the research study of the cohort of 69000 students of the University of Alicante between 2010 and 2018. The educational and psychological processes have been studied in order to identify the pivot moments and the factors that may lead to an adequate decision making or to an objectively wrong decision which eventually ends up in a drop-out of studies. Analysing the existing methods of occupational and educational choice assistance, the method of John L. Holland on “A Psychological Classification of Occupations” has been selected as the most viable and convenient for this purpose. The Holland Codes have been adopted as a lingua franca of this ontology-based model. As a result, the ontology-based decision support system provides assistance in decision making using the Holland Code terminology and practically unlimited complexity of the object and data properties of and ontological presentation of knowledge.

Résumé :
Learning foreign languages in the 21st century is a human necessity, a prerequisite for personal and professional success, an activity impossible to avoid. In addition, learning English, considered a lingua franca, a language so widely spread in the virtual world, mass media, advertising, music, TV shows, etc. can be easy, entertaining and accessible. Starting from the topic of this workshop, based on my own experience as a Foreign Language Teacher and backed up by specialised courses for teachers of English, this paper aims to review, in a development focused manner, several authentic materials that teachers can use in class and to discuss the variety of sources that students can resort to and use individually. On the one hand, teachers can tailor articles or stories from blogs, company websites, brochures, newspapers, magazines, etc, which, although not written for academic purposes, do contain real life situations, case studies, the genuine vocabulary of a specific field. This article will provide practical examples of online texts modified for the level of the students and the variety of activities derived from this adaptation, thus, matching reading, writing, speaking or vocabulary activities. On the other hand, students, fond of and familiar with the virtual world, and who possess the necessary "habits of mind associated with these technologies" (Beetham and Sharpe, "An Introduction to Rethinking Pedagogy for a Digital Age", 2007: 5) should be encouraged to use the Worldwide Web wisely in order to improve their language skills. Mobile apps for language learning (such as: http://freerice.com or https://www.duolingo.com/) or the inputs given by http://www.bbc.co.uk/learningenglish/ can be used by students on their own, in the comfort of their home. This paper will analyse the two apps and some Podcasts that can help learners to correct their pronunciation, giving them the confidence they need to express themselves in public.

Discerning the dynamics of complex systems in a mathematically rigorous and physically consistent manner is as fascinating as intimidating of a challenge, stirring deeply and intrinsically with the most fundamental Physics, while at the same time percolating through the deepest meanders of quotidian life. The socio-natural coevolution in climate dynamics is an example of that, exhibiting a striking articulation between governing principles and free will, in a stochastic-dynamic resonance that goes way beyond a reductionist dichotomy between cosmos and chaos. Subjacent to the conceptual and operational interdisciplinarity of that challenge, lies the simple formal elegance of a lingua franca for communication with Nature. This emerges from the innermost mathematical core of the Physics of Coevolutionary Complex Systems, articulating the wealth of insights and flavours from frontier natural, social and technical sciences in a coherent, integrated manner. Communicating thus with Nature, we equip ourselves with formal tools to better appreciate and discern complexity, by deciphering a synergistic codex underlying its emergence and dynamics. Thereby opening new pathways to see the “invisible” and predict the “unpredictable” – including relative to emergent non-recurrent phenomena such as irreversible transformations and extreme geophysical events in a changing climate. Frontier advances will be shared pertaining a dynamic that translates not only the formal, aesthetical and functional beauty of the Physics of Coevolutionary Complex Systems, but also enables and capacitates the analysis, modelling and decision support in crucial matters for the environment and society. By taking our emerging Physics in an optic of operational empowerment, some of our pioneering advances will be addressed such as the intelligence system Earth System Dynamic Intelligence and the Meteoceanics QITES Constellation, at the interface between frontier non-linear dynamics and emerging quantum technologies, to take the pulse of our planet, including in the detection and early warning of extreme geophysical events from Space.

Résumé :
Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.

Résumé :
There is increasing evidence that wellbeing is unequally distributed across sociodemographicgroups in contemporary societies. However, less is known about thedivergence across social groups of trajectories of wellbeing across age groups. This issue is of great relevance in contexts characterised by changing populationstructures and growing imbalances across and within generations, and in whichensuring that everyone has the opportunity to have a happy and healthy life courseis a primary welfare goal. In this study, we investigate wellbeing trends in Franceand Switzerland across age, gender, and socioeconomic status groups. We use twohousehold surveys (the Sant´e et Itin´eraires Professionnels and the Swiss HouseholdPanel) to compare the unfolding inequalities in health and wellbeing across agegroups in two rich countries. We view wellbeing as multidimensional, followingthe literature highlighting the importance of considering different dimensions andmeasures of wellbeing. Thus, we investigate a number of outcomes, includingdifferent measures of physical and mental health, as well as of relational wellbeing, using a linear regression model and a linear probability model. Our findings showinteresting country and dimension-specific heterogeneities in the development ofhealth and wellbeing over age. While our results indicate that there are gender andeducational inequalities in both Switzerland and France, and that gender inequalitiesin mental health accumulate with age in both countries, we also find that educationalinequalities in health and wellbeing remain rather stable across age groups.

Yahav, Shlomo, John McMurtry et Isaac Plavnik. Thermotolerance Acquisition in Broiler Chickens by Temperature Conditioning Early in Life. United States Department of Agriculture, 1998. http://dx.doi.org/10.32747/1998.7580676.bard.

Texte intégral
Résumé :
The research on thermotolerance acquisition in broiler chickens by temperature conditioning early in life was focused on the following objectives: a. To determine the optimal timing and temperature for inducing the thermotolerance, conditioning processes and to define its duration during the first week of life in the broiler chick. b. To investigate the response of skeletal muscle tissue and the gastrointestinal tract to thermal conditioning. This objective was added during the research, to understand the mechanisms related to compensatory growth. c. To evaluate the effect of early thermo conditioning on thermoregulation (heat production and heat dissipation) during 3 phases: (1) conditioning, (2) compensatory growth, (3) heat challenge. d. To investigate how induction of improved thermotolerance impacts on metabolic fuel and the hormones regulating growth and metabolism. Recent decades have seen significant development in the genetic selection of the meat-type fowl (i.e., broiler chickens); leading to rapid growth and increased feed efficiency, providing the poultry industry with heavy chickens in relatively short growth periods. Such development necessitates parallel increases in the size of visceral systems such as the cardiovascular and the respiratory ones. However, inferior development of such major systems has led to a relatively low capability to balance energy expenditure under extreme conditions. Thus, acute exposure of chickens to extreme conditions (i.e., heat spells) has resulted in major economic losses. Birds are homeotherms, and as such, they are able to maintain their body temperature within a narrow range. To sustain thermal tolerance and avoid the deleterious consequences of thermal stresses, a direct response is elicited: the rapid thermal shock response - thermal conditioning. This technique of temperature conditioning takes advantage of the immaturity of the temperature regulation mechanism in young chicks during their first week of life. Development of this mechanism involves sympathetic neural activity, integration of thermal infom1ation in the hypothalamus, and buildup of the body-to-brain temperature difference, so that the potential for thermotolerance can be incorporated into the developing thermoregulation mechanisms. Thermal conditioning is a unique management tool, which most likely involves hypothalamic them1oregulatory threshold changes that enable chickens, within certain limits, to cope with acute exposure to unexpected hot spells. Short-tem1 exposure to heat stress during the first week of life (37.5+1°C; 70-80% rh; for 24 h at 3 days of age) resulted in growth retardation followed immediately by compensatory growth" which resulted in complete compensation for the loss of weight gain, so that the conditioned chickens achieved higher body weight than that of the controls at 42 days of age. The compensatory growth was partially explained by its dramatic positive effect on the proliferation of muscle satellite cells which are necessary for further muscle hypertrophy. By its significant effect of the morphology and functioning of the gastrointestinal tract during and after using thermal conditioning. The significant effect of thermal conditioning on the chicken thermoregulation was found to be associated with a reduction in heat production and evaporative heat loss, and with an increase in sensible heat loss. It was further accompanied by changes in hormones regulating growth and metabolism These physiological responses may result from possible alterations in PO/AH gene expression patterns (14-3-3e), suggesting a more efficient mechanism to cope with heat stress. Understanding the physiological mechanisms behind thermal conditioning step us forward to elucidate the molecular mechanism behind the PO/AH response, and response of other major organs. The thermal conditioning technique is used now in many countries including Israel, South Korea, Australia, France" Ecuador, China and some places in the USA. The improvement in growth perfom1ance (50-190 g/chicken) and thermotolerance as a result of postnatal thermal conditioning, may initiate a dramatic improvement in the economy of broiler's production.

Revill, James, et Kai Ilchmann. Assessing the SecBio Platform Proposal for the Biological Weapons Convention. UNIDIR, décembre 2022. http://dx.doi.org/10.37559/wmd/22/bwc/04.

Texte intégral
Résumé :
Biosecurity and biosafety are important aspects of the life sciences and they have been discussed in the Biological Weapons Convention (BWC) on several occasions. Moreover, several initiatives are underway to advance biosecurity and safety. However, these initiatives are often context specific and the effective implementation of biosecurity and biosafety measures around the globe remains inadequate. To address this gap, in 2022, France, Senegal and Togo submitted a revised proposal to the BWC for the “establishment of an international platform dedicated to biosecurity and biosafety: SecBio”. The proposal includes three pillars: a searchable repository for biosafety- and biosecurity-related materials; a learning module; and a forum for expert networking to exchange information, data and best practices. To this end, this report draws lessons from past initiatives to develop repositories, learning modules and expert forums in order to inform the development of the SecBio platform (and any such similar initiatives). The report begins with an overview of the importance of biosafety and biosecurity in the context of the BWC. It then proceeds to look at each of the platform pillars in turn, drawing from past experiences to identify lessons and develop options for state parties to consider.

Résumé :
This technical note benchmarks Brazils Ministry of the Economy (ME) value chains and macroprocesses against relevant management models and practices used by ministries of finance, economy, or equivalent in selected Latin American and Organization for Economic Co-operation and Development (OECD) countries. This analysis, undertaken in the context of the creation of the ME by merging five former ministries, was intended to help identify gaps in current practices and propose recommendations for enhancing specific macroprocesses in Brazil. A team, including former ministers of finance and experts from these selected countries, participated in the technical analysis and discussions together with specialists from the Inter-American Development Bank. The findings show: (i) positive initial results after the merge in terms of policy coordination, coherence, and efficiency; (ii) recent policy reforms in line with OECD practices, some of which have just started to be implemented; and (iii) opportunities to continue enhancing management practices in selected macroprocesses.
