Résumé :
PurposeTo give a quick and easy approach to library advocacy, with regard to the ongoing needs of keeping in touch with stakeholders due to poor or reducing government funding for public libraries, librarians are in the situation of having to advocate in new and different ways.Design/methodology/approachGiven the state of New York and federal funding, this approach explores the best practices that anyone can apply to approach stakeholders and policy makers for more funding.FindingsFunding for libraries in the USA is often tied to “who” the library knows and this article gives a direct “how to” approach that can be used throughout the local, state or federal lobbying process. Especially in meeting the sophisticated demands of library users, this approach ties funding to patron activities, such as reading, electronic resources and programming.Originality/valueThis snapshot on advocacy can give those in the front lines or new to the advocacy process a way to start thinking in new ways to getting an advocacy action plan in place. A web resource of state activities in the State of New York offers resources on advocacy, specifically targeted to library advocates. Other benefits include developing messages and building coalitions.

Résumé :
The Frick Art Reference Library, founded in 1920 as a research library accessible to the public, grew steadily in holdings and reputation throughout the 20th century. Its special text and image resources now make it ideal for a new era. Projects are underway to transform the Photoarchive into a digital surrogate. Among the aims of the Library’s newly established Center for the History of Collecting in America, as it responds to the changing needs of researchers, is to incorporate new areas for discussion, dialogue and workshops. As a participant in the planning stage of the New York Art Resources Consortium (NYARC), a recently conceived collaborative, the Frick will focus on shared access and delivery, reducing duplication, and further expanding research capabilities for a broader, ever-evolving community of users.

Résumé :
The main theme of 2020 for libraries around the world is organizing the work under the constraints associated with COVID-19, which was confirmed by the results of information searches for articles in the world’s largest databases (Google Scholar, Web of Science, Scopus, etc.), which discuss actual problems of libraries’ activity during this period. Their solution is achieved by developing common approaches to challenges at the global level, sharing best practices and methods of working in a pandemic. The purpose of the article is to present the key reports presented in the cycle of online meetings entitled “Life of the world’s libraries during a pandemic”, organized by the State Public Scientific and Technological Library of the Siberian Branch of Russian Academy of Science (SPSTL SB RAS). The article presents the experience of foreign and Russian libraries: Bibliothèque universitaire des langues et civilisations (France), the Libraries of New York University and Harvard Universities (USA), University of Tartu Library (Estonia), the National Library of the Republic of Turkey, the Scientific Library of the Belarusian National Technical University, Research Library of Tomsk State University and SPSTL SB RAS. The authors showed the activities of libraries to organize the work of employees and service users. As a result, it was determined that libraries choose different ways and methods of working with users, develop innovative services, expand the repertoire of information resources / products, take measures to ensure the safe work of employees, including remotely. It was emphasized that not all types of work could be transferred to a remote mode, and that required quick decisions on the redistribution of functions among employees and the мlaunch of new projects. It is concluded that librarians need to continue learning digital etiquette and gaining new skills and competencies for telecommuting.

Résumé :
In the past, oral history recordings often lay inert and ignored on archival or library shelves. The digital revolution has transformed accessibility to oral histories, primarily by opening digital archives to a variety of users. Nevertheless, many audiences, particularly in rural areas, still do not engage with these digital archives. By incorporating digital oral history content into public programs, however, public historians can involve their audiences in community dialogues that connect past and present and open new avenues for engaging with challenging contemporary issues. This approach employs the dialogue methodology of the International Coalition of Sites of Conscience and has been successfully implemented in rural central New York State. Collecting with the intention of incorporating oral histories into community dialogue programs shifts the focus from static preservation and exhibition to a dynamic model of sharing authority, which directly engages one's local community.

Résumé :
Purpose The purpose of this paper is to quantitatively and qualitatively analyze library marketing research output using select bibliometric indicators with the aim of identifying top-performing countries, subject subthemes, organizations, authors and journals in the area. Design/methodology/approach The present study has examined 520 publications in library marketing, as indexed in Scopus database during 2006–2017. The study has statistically assessed processed publications and citations data into tables in order to ascertain research growth rate trends, global publication output and share, citation impact and distribution of library marketing research by country of publication, international-level collaborating country share of publication, by broad subject areas and preferred media of research communication. The study also provides bibliometric profile of top research organizations and authors in terms of their publications and citation indicators. Findings The body of literature in library marketing research is still very small, highly scattered and has so far registered no growth during the last 12 years, i.e. 2006–2017. Library marketing research is yet to emerge as a popular research area in library and information science. The USA dominates The library marketing research in the world, whereas other top participating countries including India, China, Japan, Canada, etc., are distant cousins. Top research institutions in the area of library marketing across the world include City University of New York, Florida State University, University of Texas at Austin, USA, Loughborough University and University of Sheffield, UK. The major focus of library marketing research was on academic libraries, followed by public libraries and medical libraries. Of late, the use of social media has emerged as an alternative to traditional library marketing techniques. Research limitations/implications The scope of study describing the status of library marketing research is limited to the period 2006–2017. The results of the study should interest researchers in finding solutions to formulating future library strategies and programs for achieving sustainable growth in this area of study. Originality/value The present study in library marketing research should be of interest to researchers in evolving, and formulating theories/best practices/and policies/programs for outreach to current and potential users for promoting library products and services.

Résumé :
Background Flavored electronic cigarettes (e-cigarettes) have become popular in recent years, especially among youth and young adults. To address the epidemic of e-cigarettes, New York State approved a ban on sales of most flavored vaping products other than tobacco and menthol flavors on September 17, 2019. Objective This study aims to examine the attitude of Twitter users to the policy on flavored e-cigarettes in New York State and the impact of this policy on public perceptions of e-cigarettes. This study also compares the attitudes and topics between New York Twitter users and Twitter users from other states who were not directly affected by this policy. Methods Tweets related to e-cigarettes and the New York State policy on flavored e-cigarettes were collected using the Twitter streaming application programming interface from June 2019 to December 2019. Tweets from New York State and those from other states that did not have a flavored e-cigarette policy were extracted. Sentiment analysis was applied to analyze the proportion of negative and positive tweets about e-cigarettes or the flavor policy. Topic modeling was applied to e-cigarette–related data sets and New York flavor policy–related data sets to identify the most frequent topics before and after the announcement of the New York State policy. Results We found that the average number of tweets related to e-cigarettes and the New York State policy on flavored e-cigarettes increased in both New York State and other states after the flavor policy announcement. Sentiment analysis revealed that after the announcement of the New York State flavor policy, in both New York State and other states, the proportion of negative tweets on e-cigarettes increased from 34.07% (4531/13,299) to 44.58% (18,451/41,390) and from 32.48% (14,320/44,090) to 44.40% (64,262/144,734), respectively, while positive tweets decreased significantly from 39.03% (5191/13,299) to 32.86% (13,601/41,390) and from 42.78% (18,863/44,090) to 33.93% (49,105/144,734), respectively. The majority of tweets related to the New York State flavor policy were negative both before and after the announcement of this policy in both New York (87/98, 89% and 3810/4565, 83.46%, respectively) and other states (200/255, 78.4% and 12,695/15,569, 81.54%, respectively), while New York State had a higher proportion of negative tweets than other states. Topic modeling results demonstrated that teenage vaping and health problems were the most discussed topics associated with e-cigarettes. Conclusions Public attitudes toward e-cigarettes became more negative on Twitter after New York State announced the policy on flavored e-cigarettes. Twitter users in other states that did not have such a policy on flavored e-cigarettes paid close attention to the New York State flavor policy. This study provides some valuable information about the potential impact of the flavored e-cigarettes policy in New York State on public attitudes toward flavored e-cigarettes.

Résumé :
Purpose – The purpose of this paper is to look at the organizational structure and service provisions of cooperative public library systems in New York State. The study also seeks to ask questions of how cooperative public library systems decide what services to provide. Design/methodology/approach – Descriptive statistics, factor analysis and cluster analysis were applied on New York State public library systems’ 2008 annual reports to generate quantitative profiles of public library systems and their service transactions. Three cooperative public library systems displaying different service features were purposefully selected for further study of their service decision-making processes. The face-to-face and phone interviews were adopted in the study. Findings – Research findings from this study provide information on specific service variations across cooperative public library systems. The findings also provide differences of service decision-making processes in addition to the factors that might cause these differences. Originality/value – This study adds knowledge of public library systems’ management and organizational structures, therefore fills a knowledge gap on public library systems. It can also serve as the baseline for future studies using newer annual report data and therefore to study the changing roles and services of cooperative public library systems in New York State.

Résumé :
Computational and data grids represent an emerging technology that allows geographically and organizationally distributed resources (e.g.computing and storage resources) to be linked and accessed in a fashion that is transparent to the user, presenting an extension of the desktop for users whose computational, data and visualization needs extend beyond their local systems. The New York State Grid is an integrated computational and data grid that provides web-based access for users from around the world to computational, application and data storage resources. This grid is used in a ubiquitous fashion, where the users have virtual access to their data sets and applications, but do not need to be made aware of the details of the data storage or computational devices that are specifically employed. Two of the applications that users worldwide have access to on a variety of grids, including the New York State Grid, are theSnBandBnPprograms, which implement theShake-and-Bakemethod of molecular structure (SnB) and substructure (BnP) determination, respectively. In particular, through our grid portal (i.e.logging on to a web site),SnBhas been run simultaneously on all computational resources on the New York State Grid as well as on more than 1100 of the over 3000 processors available through the Open Science Grid.

Résumé :
C. D. Walcott was associated with James Hall in Albany, New York, from 1876-1879, although for at least seven of these 33 months he was in the field. During most of this interval he was a "special assistant" working at both the New York State Museum and Hall's private laboratory, and publishing papers as directed by Hall. Walcott spent two long field seasons collecting Middle Paleozoic fossils, and in spite of his activity was abruptly discharged by Hall. Throughout his stay in Albany, Walcott pursued research interests of his own, after regular working hours. Walcott learned a great deal of paleontology during his time in Albany, probably more from study of the fossil collections and Hall's library than from direct conversation with Hall, for he considered Louis Agassiz his mentor. In July, 1879, Walcott joined the new U. S. Geological Survey and rose to be Director of that agency, subsequently becoming Secretary of the Smithsonian Institution. Perhaps the most important thing Walcott learned in Albany was how to lobby legislators for science, a skill he honed throughout his subsequent career.

Résumé :
Overcrowding in emergency rooms (ERs) is a common yet nagging problem. It not only is costly for hospitals but also compromises care quality and patient experience. Our paper provides solid evidence that telemedicine can significantly improve ER care delivery, especially in the presence of demand and supply fluctuations. We believe such findings are critical for ERs, due to the special setting of unscheduled arrivals leading to high unpredictability of patient traffic. Additional evidence suggests that the efficiency gained from telemedicine does not come at the expense of lower care quality or higher medical expenditure, which points to telemedicine as a feasible solution to the ER overcrowding problem. For healthcare practitioners, our paper highlights the general applicability of telemedicine through the “hub and spoke” architecture. Besides increasing patients’ access to more immediate care from specialists who were not available otherwise, telemedicine enables flexible resource allocation for any hospitals, regardless of where hospitals are located. Our research also provides ground for policymakers to incentivize hospitals to adopt telemedicine in ER, which we believe is critical given the relatively low adoption rate, the lack of direct evidence on its effectiveness, and the current inflexibility of reimbursement policies regarding the application of ER telemedicine.

Résumé :
To construct and maintain transportation facilities in a cost-effective manner, management of a large state highway construction program must address health and safety risks to highway users and workers. Successful management of construction-site risks requires defined objectives, strong agency commitment, adherence to fundamental safety and health principles, and clearly defined procedures. Health and safety risks and associated costs inherent in highway construction are examined, and the New York State Department of Transportation’s construction safety and health program is described. These efforts are offered as a model to other large transportation agencies that may be considering adopting such an approach. Key elements in this program include clear-cut contractual requirements, adequate program staffing, an accident reporting system to identify critical concerns and track progress, formalized procedural manuals to provide operational guidance, quality assurance/ quality control procedures, and compliance measures and outreach efforts to the construction industry and other agencies. Problem areas have been identified where greater program focus can obtain results in terms of reduced losses. Initiatives have been directed toward falls, utility contacts, demolition safety, and work-zone traffic control.

Résumé :
Purpose: To summarize the reach, services offered, and cessation outcomes of the New York Quitline and compare with other state quitlines. Design: Descriptive study. Setting: Forty-five US states. Participants: State-sponsored tobacco cessation quitlines in 45 US states that provided complete data to the Centers for Disease Control and Prevention’s National Quitline Data Warehouse (NQDW) for 24 quarters over 6 years (2010-Q1 through 2015-Q4). Intervention: Telephone quitlines that offer tobacco use cessation services, including counseling, self-help materials, and nicotine replacement therapy (NRT), to smokers at no cost to them. Measures: Percentage of adult tobacco users in the state who received counseling and/or free NRT from state quitlines (reach), services offered by state quitlines, and cessation outcomes among quitline clients 7 months after using quitline services. Analysis: Reach, services offered, and cessation outcomes for the New York Quitline were compared with similar measures for the other 44 state quitlines with complete NQDW data for all quarters from 2010 through 2015. Results: New York’s average annual quitline reach from 2010 through 2015 was 3.0% per year compared to 1.1% per year for the other 44 states examined. Conclusion: Although the New York Quitline was open fewer hours per week and offered fewer counseling sessions and a smaller amount of free NRT than most of the other 44 state quitlines, the New York Quitline had similar quit rates to most of those state quitlines.

Résumé :
Repeated (≥ two visits) emergency department (ED) visits by HIV-infected (HIV+) drug users in New York State (NYS) vary widely by region and may reflect regional inequities in receipt of needed drug treatment and medical services. The study’s objective was to evaluate receipt of drug treatment and medical care by HIV+ drug users by region and its effect on ED use. For NYS Medicaid-enrolled HIV+ drug users (N = 11,556) in 1996 and 1997, we identified receipt of long-term (≥ six months) drug treatment, HIV care, and a usual source of medical care from claims files. Regions were classified as New York City , downstate suburban, upstate urban, and rural/small city. We examined adjusted associations of these services with ≥ two ED visits in the entire cohort and separately among patients who do and do not receive these three types of services. Repeated ED visits were greatest in rural/small cities (40.7 percent) and least in New York City (24.1 percent; p < 0.001), and receipt of drug treatment was also poorest (p < 0.001) in rural/small cities, whereas receipt of HIV care and usual source of medical care varied less by region. Adjusted odds of ≥ two ED visits was increased for patients in rural/small cities (1.89 [confidence interval, 1.44 to 2.50]) vs. New York City and reduced for patents with long-term drug treatment (0.76 [confidence interval, 0.69 to 0.84]). Among persons receiving long-term drug treatment, observed regional differences in ED use largely disappeared. Regional variations in receipt of long-term drug treatment by HIV+ drug users in one state appear to contribute to large differences in ED utilization.

Résumé :
One of the prestigious American universities, New York University, NYU, along with the entire city and state, found itself locked out and inaccessible for students, faculty and library staff since mid-March 2020. Restrictions imposed by the pandemic created an unanticipated stress on all systems of the large academic institution in the epicenter of the national outbreak. The article describes in brief the unique nature of the university and its library system, its global reach and associated established library practices. The focus of the article are the activities of KARMS, the cataloging department of the NYU Divisions of Libraries. It describes the way the cataloging department recalibrated its services to allay immediate crisis of the constituent communities in the middle of the final semester of an academic year. The article also details a number of long-term initiatives that received a much needed attention under the conditions of the so-called “distance working”. While the work of any cataloging department is intrinsically linked to physical objects, the article offers several examples of the projects that can be completed remotely

Résumé :
In the summer of 2018, the New York Public Library Instagram page, and Mother—New York City creative company, launched a project named Insta Novels, presenting five canonic literary works in the form of an Instagram Story. Due to its interdisciplinary nature, Insta Novels offers a glimpse into the contradictions that arise when literature and its institutions intersect with social networks, advertising agencies, and digital media. This article explores the Insta Novels project as a case study of how remediation and mediatization serve as useful theoretical concepts, enabling the examination of cultural objects in the new media environment at both the macro and micro levels. A grounded analysis of the project’s stories, articles, and Instagram hashtags revealed four embedded tensions: between literature and technology; eternity and temporality; personal and public; and readers and users.

Résumé :
A conceptual framework and modeling approach are presented for assessing pipeline adequacy to meet existing and future demands for natural gas in electricity generation after gas demands for traditional end users have been met. Transportation logistics and economics issues are identified that natural gas (and electric) suppliers face in trying to meet traditional and electricity generation gas demands. An integrated electric and gas modeling approach is used for this purpose. The approach uses separate models for electric and gas systems. Consistent equilibrium solutions are obtained by iterating between the two models. The economic decisions and logistical issues facing the gas and electric industries are quite stark. The incentives of the two industries need to be realigned to achieve greater electric efficiency, reliable generation, and better air quality at a reasonable cost. As a detailed case study of the modeling approach, results are presented from an analysis of the ability of the natural gas delivery system to meet future electricity generation requirements in New York State. The analysis integrates the modeling of the gas demands of New York State electric generators with the modeling of available gas supply and delivery capacity to the state. Although the analysis indicates that the gas and electric systems in New York can reliably meet their future loads under a range of electricity generation and gas pipeline expansion scenarios, oil use by electric generators remains a key substitute for gas during times of peak gas demands (e.g., cold winter days).

Résumé :
New York State's first suburban high-occupancy-vehicle (HOV) lanes were opened in May 1994 along a 19.3-km (12-mi) stretch of the Long Island Expressway (LIE), I-495 in western Suffolk County, a major suburb of metropolitan New York City. As with some other HOV facilities across the country, the implementation of HOV lanes on Long Island remains controversial. Nevertheless, HOV lanes continue to have an important role in subsequent plans to manage congestion on the LIE. In May 1991 the New York State Department of Transportation formed the LIE/HOV task force to provide advisory opinions on key HOV issues. The task force, comprising private-sector and government representatives, recommended among its numerous findings that the New York State Department of Transportation establish a comprehensive HOV monitoring program to provide up-to-date information to the media and concerned citizens, as well as help fine-tune operational and marketing elements associated with HOV lane usage and to provide firsthand information and guidance for the subsequent development of HOV lanes on the LIE and in the region. The department, in conjunction with consultant services, instituted a monitoring program that involved surveys and focus groups and periodic compilation of relevant HOV data. The first stage of that ongoing evaluation process is reported. A finding of note is that the HOV lanes have encouraged new ridesharing. Also, both HOV users and nonusers support extending the HOV lanes on the LIE.

ABSTRACT In a collection of Rufus Grider’s drawings at the New York State Library is the tracing of a document attributed to Sir William Johnson, acquired from the Senecas of western New York in 1898. An undated version appears in the published Johnson papers. The tracing is of interest as it contains Grider’s reconstructed sketch of Johnson’s wax seal, the elements of which wend their way into present-day discussions of the “two row wampum” and the Covenant Chain. Once examined, however, Grider’s wax seal is found to be an invention, rendering contemporary accounts of its historical relevance dubious.

Résumé :
Butterfield Lake is a mesotrophic lake in New York State where residents and pets have experienced unexplained health issues. Microseira wollei (basionym Lyngbya wollei) was found at two of 15 sites in Butterfield Lake and analyzed for microcystins, anatoxins, cylindrospermopsins, and paralytic shellfish poisoning toxins (PSTs). Only PSTs and trace levels of anatoxin-a were detected in these samples. This is the first published report of PSTs within a New York State lake. To evaluate the environmental and temporal drivers leading to the observed toxicity, PST content at the two sites was examined in detail. There were distinct differences in the total PST content, filament nutrient, filament chlorophyll, and relationship to environmental drivers between the sites, as well as distinct differences in the total PST content measured using different analytical techniques. A multivariate model containing site, temperature, and filament chlorophyll explained 85% of the variation in PSTs observed over the growing season. This work emphasizes the importance of proper site selection and choice of analytical technique in the development of monitoring programs to protect lake users from the occurrence of benthic cyanobacteria toxins.

Résumé :
Abstract Background Along with a growing opioid epidemic nationwide, opioid users often have an increased risk of severe infectious diseases including endocarditis, osteomyelitis, and central nervous system (CNS) abscess. As the largest city in the United States, New York City (NYC) may serve as a study model for opioid use and infectious diseases. We investigated the association between opioid use and hospitalizations for endocarditis, osteomyelitis, and CNS abscess in NYC. Methods Data for NYC residents aged ≥18 years discharged from New York State hospitals during 2001–2014 were analyzed using a hospital discharge dataset. We defined a hospitalization for endocarditis, osteomyelitis, and CNS abscess as one with a principal or secondary diagnosis for these conditions within the discharge record. We identified opioid users by examining principal or secondary diagnoses for opioid use within the discharge record at the time of hospitalization for endocarditis, osteomyelitis, and CNS abscess. Log-binomial model was applied among all hospitalized patients using endocarditis, osteomyelitis, and CNS abscess as the outcome, adjusting for age, sex, race, and borough. Results During 2001–2014, there were 139,392 hospitalizations in total for endocarditis, osteomyelitis, or CNS abscess, of which 8,823 (6.3%) were among opioid users. There was an increased risk of hospitalization for endocarditis [RR: 2.6 (95% CI: 2.5–2.7)], osteomyelitis [RR: 1.1 (95% CI: 1.1–1.1)], and CNS abscesses [RR: 1.9 (95% CI: 1.8–2.1)] among hospitalized opioid users compared with hospitalized nonopioid users, adjusted by age, sex, race, and borough. Hospitalized opioid users had four times the risk for endocarditis hospitalization compared with hospitalized nonopioid users in the 18–44 year age group (RR: 4.2 [95% CI: 3.9–4.5]) (Table 1). Conclusion These results provide further evidence that opioid use is associated with an increased risk of endocarditis, osteomyelitis, and CNS abscess. Efforts to combat the opioid epidemic might lower the overall incidence of endocarditis, osteomyelitis, and CNS abscess. Disclosures All authors: No reported disclosures.

Résumé :
The annual publication of the Theatre Library Association is designed “to gather and disseminate scholarly articles dealing with the location of resource materials” relating to all media as well as popular entertainments, the evaluation of those resources, and to include as well “monographs of previously unpublished original material.” The volumes are slim ones, so we should not expect coverage of the many theatre collections available to scholars and practitioners, but rather a highly selective series of essays reflecting the priorities of the Association or of the individual volume editors. This certainly appears to be the case here: the 1998 volume concerns itself with eighteenth- and nineteenth-century American pleasure gardens, whereas, after a publication hiatus of three years, the 2001 volume is focused around the acquisition, scope, and use of four major archives—those of the Joseph Papp/New York Shakespeare Festival and of Lucille Lortel in the New York Public Library of the Performing Arts, the Lawrence and Lee Theatre Research Institute at Ohio State University, and the holdings of the Weill—Lenya Research Center in New York. As a consequence, the tones of the two volumes are very different, as is their utility. The first volume appears to be directed toward a disinterested readership; the second addresses those who might actually use the particular collections.

This article summarizes the first Northeast Regional Unidata Users' Workshop, held 17–19 August 1993 at the State University of New York College at Brockport. The goal of the workshop was to provide a forum where users could exchange ideas and update their understanding of Unidata systems and potential applications to scientific instruction and research. Several presentations documented the successful integration of interactive computer technology into classroom and laboratory environments. Laboratory sessions stressed applications of the latest versions of the Unidata McIDAS, GEMPAK, and WXP analysis and display packages. The positive response of participants indicates that a regional workshop is a useful complement to national Unidata users' meetings.

Résumé :
Personal papers in the archives at Maritime College, State University of New York, document the lives of alumni from the school’s founding in 1874 through the early decades of the 20th century. Journals, diaries, memoirs, and reminiscences located in these collections provide evidence of what it was like to work on a ship, far from home, travelling to foreign lands. In this article, I explore first-hand accounts of maritime life by Van Horne Morris, my maternal grandfather and a 1938 graduate of the Massachusetts Nautical School (now known as Massachusetts Maritime Academy), and several alumni of the New York Nautical School (now known as SUNY Maritime College), who graduated between 1896 and 1929. Close reading of their letters and manuscripts reveals echoes of a maritime literary tradition rooted in the antebellum-era United States. Comparing and contrasting the style and content of their writing to antecedents in the 19th century also illuminates continuity and changes in maritime labour and culture over time.
