Writing is difficult skill in English. This study aims to determine the improvement of students’ writing skills using a leading question strategy. The study was conducted at the bilingual Madrasah Aliyyah class in Kediri. In fact, in the preliminary study, the researcher found that students had difficulty in writing recount texts. Students cannot retell past experiences because of lack of vocabulary and had no ideas for writing. The researcher used leading questions strategy to help students improve their writing skill in recount text. The researcher applied the classroom action research design by collecting data through observation checklists and tests. The research is considered successful if more than 80% of the students of the class achieve a score greater than or equal to 80 in the students' writing test. The finding of this study shows that there is improvement of students’ writing skill in recount text after implementing leading question strategy in one cycle with four meetings. The success percentage of this technique is 94 %, and the average score is 88. The average student scores 88. This means that almost all students pass the written test. The attitude of the students during the writing process was very good. Students' enthusiasm in writing recount text increased significantly. From the results of all meetings, it can be concluded that the use of leading questions strategy can improve students’ writing skill in recount text.

Scholars often interpret balance of power theory to imply that great powers almost always balance against the leading power in the system, and they conclude that the absence of a counterbalancing coalition against the historically unprecedented power of the United States after the end of the Cold War is a puzzle for balance of power theory. They are wrong on both counts. Balance of power theory is not universally applicable. Its core propositions about balancing strategies and the absence of sustained hegemonies apply to the European system and perhaps to some other autonomous continental systems but not to the global maritime system. Sea powers are more interested in access to markets than in territorial aggrandizement against other great powers. Consequently, patterns of coalition formation have been different in the European system and in the global maritime system during the last five centuries. An empirical analysis demonstrates that counterhegemonic balancing is frequent in Europe but much less frequent in the global system. Higher concentrations of power in the global system lead to fewer and smaller rather than more frequent and larger balancing coalitions, as well as to more frequent and larger alliances with the leading sea power than against it.

The leniency system for plea bargaining in China is a plea bargaining system similar to plea bargaining in the United States. With the substantial increase in the application rate of the leniency system for plea guilty and accepting punishment, the criminal policy of "fewer arrests, careful prosecution and prudence" has become its due meaning. In China, the functions of censorship, arrest and prosecution are exercised by prosecutors. The burden of powers and responsibilities of prosecutors allows prosecutors to have procedural decision-making power and substantive disposition power in the plea bargaining process, that is, the procuratorial dominance. In the context of fewer arrests, prudent prosecution and prudent detention, prosecutors have greater discretion over arrest and prosecution during the plea negotiation process, coupled with the high adoption rate of sentencing suggestions in practice, the expansion of prosecutors’ substantive disposition powers, and the procuratorial dominance further highlighted. However, we must clarify the relationship between procuratorial power and sentencing power, clarify the status and responsibilities of prosecutors, and further improve the leading role of prosecutors.

The literature on educational leadership and management has referred to culture since at least the 1970s. Despite the concept’s mention in over one-third of articles written in this journal, there has been little in-depth engagement with how leaders might influence it and the ethical issues involved. The article argues that leadership must engage with culture as a key mediator of power within organizations. Four levels of cultural activity are suggested: the cultural context created by global phenomena; the cultures of local communities; the organizational culture; and the sub- and counter-cultures within the organization. The article considers a bifurcation in the skills assumed necessary to respond to, on one hand, multi- or intra-culture and, on the other, organizational culture. The article suggests that the degree of perceived difference from norms dictates leaders' orientation to and engagement with culture, with cultural competence generally promoted only in relation to multicultural issues. It concludes that leaders are currently ill-served by encouragement to focus on aligning the organization’s members to a single, strong culture and that the persistent surface engagement with culture may perpetuate inequalities. The need to move leaders to engage more deeply with the power and complexity of culture is indicated.

We propose a supervisory technique to monitor the material removal state and tool wear condition as well as the estimation method for overall power consumed in the machining from the effective spindle power change. The effective power (VAcosφ) was the optimal motor related parameter to represent the motor load. The cutting condition can be related with the effective power change by using the averaged effective power for 0.2 seconds. The mean effective power is in proportion to the material removal rate. In addition, the averaged effective power can monitor continuously the tool wear condition and tool breakage. There was a series of cutting conditions where the specific effective power becomes minimum in the grooving operation. Under the cutting conditions with the minimum specific effective power, the cutting would have been conducting at the least cutting resistance and less overall power consumed. These facts indicates that we can determine the cutting conditions, where the cutting resistance and overall power consumed are getting minimum at the same time, by measuring the effective spindle power change during the operation.
