Résumé :
The article is dedicated to the analysis of the European Union’s Eastern Partnership program in the post-COVID period. It considers the main features of that program in modern conditions and further prospects for its de- velopment, taking into account the consequences of the COVID-19 pandemic for the European Union and the countries participating in this program. The author analyzes the EU leadership attitude to the individual participants of the program and identifies priorities in relation to the various countries represen- ted in it. To overcome the social and economic consequences of the COVID-19 pandemic, the European Commission decided to provide financial assistance to the participating countries, but the amount of the assistance for individual countries depended on the state of relations between the European Union and the leadership of those countries. It is proved in the article that the European Union currently has the most favorable relations with three countries parti- cipating in the program: Georgia, Moldova and Ukraine, which have openly declared a policy of rapprochement with the European Union in the political and economic fields. The author outlines positions of all the countries and their expectations of participating in the program in the nearest future as well as in the longer term.

The concerns regarding climate change are on the top of government agendas worldwide, and a global response is urgently required given the climate events that countries all over the world are facing. The European Union (EU) is at the forefront, assuming the leadership in environmental policy with several legal initiatives underway, which have culminated in the promulgation of the European Climate Law and the presentation of the proposed Directive of a Carbon Border Adjustment Mechanism (CBAM). Nonetheless, the EU struggles with difficulties regarding the effectiveness of legal measures, in particular carbon leakage problems. Carbon leakage problems prevail globally as production shifts to countries with less stringent climate regulations, avoiding costs in countries with high emission charges. A resolution regarding the implementation of the CBAM was passed by the European Parliament in March 2021. On the 14th of July 2021, the EU presented 13 policy measures aiming to reduce its GHG emissions by 55% by 2030. On the 22nd of June 2022 the European Parliament voted to adopt the regulation about CBAM. As the EU has played a unique and strong role in climate policy enforcement, the aim of this article is to present this policy option, in the light of the oncoming CBAM. Therefore, the ‘EU climate club’ is imposing coercive environmental tax policies on other countries.

Leader evaluations are a crucial aspect in representative democracy. We analyse the patterns, antecedents and consequences of European Union leader evaluations against the backdrop of the 2019 European Parliament elections in ten countries. The article shows, firstly, that leader evaluations are unidimensional, both among voters with low and high knowledge as well as partisans and non-partisans. Secondly, among the antecedents of leader evaluations, European Union trust and performance evaluations are positively associated with leader evaluations, while European identity hardly plays a role compared to other factors. Lastly, the positive effect of leader evaluations on vote choice is conditional upon the individual leader and their party affiliation. Our results have important implications for expectations towards and evaluations of European Union leadership in the long term.

The role of European Union in defining of the international climate change mitigation policy was studied in the historic context of overcoming the differences in the approaches to reaching the sustainable development targets among the EU, the USA, China and some other influential countries. It has been shown that currently the processes of climate policy definition became more polycentric than in 1992, when the UN Framework Convention on Climate Change was signed. The ability to adjust to a new context, to build coalitions and to reach compromise with the wide range of international actors has been crucial for maintaining the EU’s influence on definition of the international climate change mitigation policy. Despite not always supportive internal and external factors, during a quarter of century the EU has managed to maintain its leadership and many times helped to enhance the ambition of global climatic targets by establishing the high level of own commitments and implementing relevant policy instruments. The EU and its members played a decisive role in ensuring of the non-interruptive international climate action during implementation of the Kyoto Protocol and in setting of the Paris Agreement which will define climate regime after 2020. Mitigation of climate change is a complicated task not only in terms of technology and socio-economic aspects but also with respect to policy implementation. Therefore the EU leadership in this sphere remains very important.

Abstract For the last decades interest in leadership skills training is a persistent feature of the design of contents in many educational curricula at different levels. This relevance has been highlighted in an abundant literature on leadership training and in the development of guidelines that some prominent transnational organizations have published as a convenient way to focus that training. This article summarizes the findings of the first part of a research devoted to the study of the approaches of the training in “leadership” and “digital leadership” by three stakeholders: training providers; scholars; and some major transnational organizations. The research aims to clarify the concept adopted, the priorities established and the competencies that have been considered suitable to be transmitted. Through a documentary review of leadership development training programs delivered by national schools of public administration in European Union member countries, this paper examines the perspective adopted to train civil servants in those competencies considered suitable to be transmitted when training for leadership and digital leadership.

This study aims to understand the role of the leadership styles of Turkish President Recep Tayyip Erdogan and German Chancellor Angela Merkel in European Union-Turkey relations by conducting a Leadership Trait Analysis (LTA), which takes into account the leaders’ personalities in foreign policy. The article makes use of the verbal records of the two leaders regarding the bilateral relations between their countries and the European Union. The results unveil that the two leaders’ personal characteristics bear similarities to a considerable extent; i.e., both leaders are sceptical in inter-personal relations, discernibly intuitive, self-confident and so forth. The study suggests that those personal traits of the leaders which have occasionally outweighed crude rationality have been some of the important factors enabling the sustainability of relations between Turkey and the EU against all odds.

The aim of this study is to examine the relationship between the supervisor’s perceived ethical behavior and work involvement in the context of different economic conditions – those of developed countries and the emerging market economies of the European Union. Economy-specific impact on the perceived ethical behavior of leaders and job involvement as its resultant attitude toward work was assessed by structural equation modeling of the data drawn from the populations of emerging market economies of Central and Eastern Europe and the developed economies of Western Europe. The data for the analysis were drawn from a large-scale European Values Study. Two samples used for the analysis consist of 899 supervisors from four developed economy European countries and 709 supervisors from four emerging economy countries of Central and Eastern Europe. The results provide empirical evidence that economy-specific context impacts the leaders’ perceived ethical behavior and its relationship with the attitude to job involvement.

In the article the Great Britain’s contribution to the development of military-technical cooperation between the countries of the European Union is analyzed. It was found that the British leadership conducted ambiguous policies on military-technical cooperation (MTC) of the European integration. The desire to win the priority in the European MTC was combined with the provision of British companies the benefits of cooperation with American partners. British military-industrial complex became a rival of the military-industrial complex of the states of continental Europe. The position of Great Britain has become one of the obstacles to the formation of a single European arms market. The exit of the kingdom from the EU can stimulate the process of creating a single European militaryindustrial complex, in which France and Germany, supported by other influential industrial states (Italy, Spain, etc.) will dominate. The British military-industrial complex will continue to have a significant impact on the European MTC machinery, which relatively successfully operates outside the EU.

Background: The position of the specialist nurse profession varies across the European Union. Action is required to address the challenges to promote mobility and the contribution of specialist nurses to quality of care. The purpose of the study is to identify the interfaces of the specialist nurse profession across the European Union. Methods: A mixed method study was conducted in October 2019 and total of 40 answers from 18 different European Union countries were selected using a purposive sampling method. Results: The participants had completed various Bologna degree cycles and 57.2% had followed a specific educational programme to become a specialist nurse. More professional autonomy was acquired by 81.9% participants. Conclusion: A striving for homogeneity in the interpretation of the specialist nurses role and competencies is needed to achieve better quality of care provision and facilitate their mobility around the European Union. The lack of recognition identified in this study should encourage nurse managers to consider specialist nurse roles with the aim of capitalizing on the advanced care and expertise that specialist nurses provide. These results are an opportunity to improve the specialist nurses profession with an ultimate impact on management practices of streamlined, cost-effective clinical services.

Comprehensive European or global regulation on sustainable biofuels does not yet exist. In the near future, it is likely that 10 percent of the energy used for transportation in the EU will consist mostly of biofuels, the majority of which will be imported from third countries. As the EU only has legislative jurisdiction regarding its Member States, the asymmetry between the locations of feedstock, the production of biofuel and the end users creates particular legal challenges for the sustainability scheme. It is not enough that to just correct the evident deficiencies of the current scheme; the EU sustainability scheme must provide a comprehensive answer to the complex sustainability challenges. One option could be a global approach driven by the EU leadership position. This article evaluates the legal applicability of the EU sustainability scheme against the global scenario of biofuels. Indirect land-use change is explored as the culminating issue of biofuel sustainability. The article also analyses the current regulatory approach, from the view that is it adequate in terms of securing the sustainable production of biofuels, especially in relation to the notion on "global" biofuels. Combating climate change forces new environmental problems to stand out, which also creates new legal challenges. In the field of dynamic climate change law, biofuel sustainability is an apt example of this.

The objective of the study is to analyze the effects of two breakpoints on the relationships of Istanbul Stock Exchange with the European stock markets and on the relationships among these European stock markets to increase the economic integration. The breakpoints are the execution of the Customs Union Agreement of Turkey with the European Union in 1/1/1996 and the introduction of the Euro in 1/1/1999. While both breakpoints have effects on Turkey&rsquo
s economic relations, the European Union countries are expected to be influenced by only the introduction of the Euro. Stock market indices provided by DataStream is utilized. The statistical techniques used include the correlation and cointegration analysis. Results indicate that when examined on pair wise basis Turkish stock market has more liaisons with the European stock markets, in general, after the Customs Union
but less liaisons after the conversion to Euro. However, when examined as a group, the cointegration result finds the Euro as influential as the Customs Union. Alternatively, the European stock markets have decreasing integrations as a result of correlation analysis after the Euro, but it is an influential breakpoint according to cointegrating structures.

L'emploi informel est devenu un sérieux défi pour l'économie ukrainienne et des pays en transition au cours de l'adaptation aux conditions du marché. La tendance du nombre de travailleurs qui participent au secteur informel est en hausse depuis les dernières années. Dans mes recherches, je vais présenter l'état actuel de l'emploi informel en Ukraine et les pays en transition. Une attention particulière est accordée à la répartition du travail entre les différentes catégories de population, en divisant les individus en cinq catégories (employés formels, employés informels, travailleurs indépendants formels, travailleurs indépendants informels et chômeurs) selon la définition de l'emploi informel de l'OIT. Nous examinons le marché du travail en utilisant les données de Ukrainian Longitudinal Monitoring Survey pour l'Ukraine et Survey on Living and Income Conditions pour les pays en transition et nous élaborons la fonction des gains du capital humain pour le marché du travail en appliquant la fonction de répartition des gains de Mincer, afin d'étudier les facteurs qui déterminent les revenus et le choix de l'emploi de l'individu en Ukraine et les pays en transition
Informal employment became a serious challenge for the Ukrainian economy and economy of transition countries during the adjustment to market conditions. Trends of the number of workers participating in the informal sector have been rising for the last years. In my research I will present the current state of informal employment of Ukraine and transition countries. Detailed attention is paid to labour distribution across different population categories by dividing the individuals into five categories (formal employee, informal employee, formal self-employed, informal self-employed and unemployed) following the definition of informal employment from the ILO. We examine labour market using the data of the Ukrainian Longitudinal Monitoring Survey for Ukraine and the Survey on Living and Income Conditions for transition countries and we design human capital earnings function for labour market by applying Mincer earnings distribution function in order to investigate the factors that determine the individual’s earnings and choice of the employment status both for Ukraine and transition countries

Il punto di ricerca principale del lavoro si basa sulla debole analisi svolta finora sui discorsi dei rappresentanti dell’UE, prendendo come base di ricerca il fatto che una leadership sul tema non sia automaticamente voluta e cercata. Il capitolo 1 della tesi è composto dall’analisi generale della documentazione creata dalla comunità scientifica sul tema della leadership ambientale e dei vari aspetti connessi ad essa. Il capitolo 2 prevede l’analisi approfondita delle dichiarazioni sulla leadership legata agli aspetti dell’ambiente degli ultimi decenni, in particolare in relazione ai maggiori eventi storici collegati a questo tema. Il capitolo 3 segue un rapido confronto con i maggiori rivali presi in considerazione dalla comunità scientifica per la leadership ambientale, a dimostrazione del fatto che ci sia stata effettivamente la possibilità per l’Unione Europea di esercitare leadership nel corso degli ultimi anni e che ci sia stato un maggiore e costante interesse su questo tema rispetto ai possibili rivali.

In the last few decades the European Union (EU) and its members have emphasized the importance of human rights and the need to improve human rights conditions in Third World countries. In this research project, I attempted to find out whether the European Union and its members practice what they preach by giving precedence to countries that respect human rights through their Official Development Assistance (ODA) program. Furthermore, I tried to analyze whether European integration occurs at the foreign policy level through aid allocation. Based on the literatures on political conditionality and on the relationship between human rights and foreign aid allocation, I expected that all EU members promote principles of good governance by rewarding countries that protect the human rights of their citizens. I conducted a cross-sectional time-series selection model over all recipients of ODA for each of the twelve members for which I have data, the European Commission, and the aggregate EU disbursements from 1979 to 1998.

AbstractIn this chapter, I will argue that the 2013 Chinese Belt and Road Initiative (BRI) has been neither a curse nor a blessing for democracy. Instead, China’s BRI activities in over 140 countries worldwide have triggered many global and local movements and initiatives that have led alternatively to stronger autocratisation and democratisation in some regions, such as across Eurasia. The quantity of investments under the BRI is not a determinant of whether a country democratises or autocratises.Instead, the BRI and the autocratic leadership of the Chinese government in implementing investments across Eurasia has triggered several countermeasures by the European Union (EU) and the G7. One of these is the Global Gateway Initiative (GGI) which aims to invest in infrastructure and development projects worldwide, but with the key difference that its aim is to promote democratic norms and principles of human rights at the same time. Some of the consequences of the New Cold War between democratic and autocratic political systems including the rising unrest of civil society in the face of autocratic forms of governance and anti-Chinese sentiments, these lead to civil unrest and even wars that destabilise entire regions and countries.

The liberalization policies begun after 1980 and globalization process bring with new economic associations and trade blocs among countries. The European Customs Union which established to improve economic relations and to make the political integration possible after World War II, reached large trade capacity today. On the other hand, the Post-Soviet countries that followed similar way like European ones established Eurasian Customs Union under the leadership of Kazakhstan, Belarus and Russia. The advantage of European Customs Union for Turkey which became a member of it in 1995 is still discussed. From this viewpoint the study aims to answer a question that Eurasian Customs Union can be an alternative to European Customs Union for Turkey in point of trade capacity. The aim of the study is to discuss the possibility of the Eurasian Customs Union and to compare it with the European Customs Union in which Turkey is involved. In this context, at first, the conceptual framework about the subject will be discussed and European Customs Union and Turkey relations will be examined. After, the current situation of the Eurasian region will be analyzed and the possibility of the Eurasian Customs Union will be discussed. And, which customs union will be more advantageous in terms of Turkey will be examined by VAR analysis.

In modern conditions, developed market economies base their growth and development on the small and medium enterprises sector and entrepreneurship, as the most efficient segment of the economy, which pro­vides the greatest contribution to employment, GDP and turnover. Since SMEs significantly contribute to employment, competitiveness and exports, developed countries have taken a systematic and organized approach to encourage their development and successful functioning. Following the ex­ample of developed countries, developing countries, are increasingly basing their economic growth and development on the SME sector. In the Republic of Serbia, at the beginning of the 21st century, institutional changes were implemented, which resulted in the improvement of the business environ­ment and significant progress in building a system for encouraging and supporting the development of SMEs. The paper aims to, through compar­ative analysis, explain the development of the SME sector in the Republic of Serbia and the European Union.

The need to understand and characterize management approaches, especially in their modern context, is becoming particularly important, mostly to test small and medium-sized businesses' ability to adapt to modernization's high demands. According to the research team, several challenges generated by various constraints, external and internal to organizations of this type, are why they fail to reach their growth and development potential. However, such a statement must be a subjected to a severe analysis based on the methodology of a new, modern system of indicators to illustrate SMEs' real readiness and ability to be in line with development trends. The regional sector analysis successfully identifies the prerequisites for these enterprises' development and determines their specific regional potentials. The study analyzes the small and medium-sized enterprise sector in the Balkan countries and within the European Union. The research team identifies the predisposition for small and medium enterprises to regional specialization, application of innovations, technologies, entrepreneurial discoveries, digitalization and strategy, planning, and programming of a new generation.

Since 2014, European Union has recommended European regions to conduct development activities based on Smart Specialisation. Smart Specialisation is a place-based approach characterised by the identification of strategic areas based both on the analysis of the regional strengths and potential of the economy. It aims to enhance prosperity of European regions by creating enabling conditions, accelerating research, development and innovation activities as well as supporting Entrepreneurial Discovery Process (EDP) with wide stakeholder involvement. This outward-looking approach embraces open innovation ecosystems supported by collaborative activities combined with effective monitoring mechanisms. This paper examines experiences of the creation and implementation of smart specialisation strategies across Baltic Sea Region and at Häme Region in Finland. The paper introduces results of a SmartUp BSR –project. The study builds on ten cases in nine countries of the Baltic Sea Region. Large number of regional stakeholders involved in regional smart specialization strategy processes participated in project events to share their experiences and best practices. The aim was also to encourage participants to include Sustainable Development Goals 2030 into regional development activities. Activities also included innovation camps and pilots, which endorsed and accelerated activities related to strategy content and chosen spearheads. This also enhanced stakeholder participation and international collaboration widening the scope of the innovation ecosystem. The paper takes a deeper look as a case example of Häme Region, Finland. At Häme region open regional portfolio management tools were created, piloted and taken in use to support implementation of regional smart specialization strategy. Prior to development a benchmarking study was conducted with 18 Finnish regions. The aim was to support collaboration among regional stakeholders, provide flexible monitoring and reporting practices over the time and collection of new development ideas for the future. Experiences of new portfolio management tool practices were openly shared with other Finnish regions and interested stakeholders.The goal of this paper is to share experiences from ecosystem based leadership and management practices for regional development to support active stakeholder participation stakeholder and sustainable development.

This working paper examines the puzzle of the gaps between the images that the EU projects, voluntarily and involuntarily, and the perceptions of the EU in Latin America. After reviewing some of the debates related to the role of perceptions in public policy and EU Public Diplomacy (EUPD), the paper analyzes some critical developments in global perceptions of the EU based on the study Update of the 2015 Analysis of the Perception of the EU and EU Policies Abroad (2021 Update Study), which assessed the attitudes of the EU in 13 countries. The third section examines some studies on the attitudes of the EU in Latin America, including some contributions from Latinobarometer. The fourth section offers comparative cases of EU perception in Brazil, Mexico, and Colombia based on the findings of the 2021 Update Study. The analysis of each country relies on the interpretation of surveys with some references to the press analysis and interview methods provided in the 2021 Update Study. Each case discusses specific trends in the following areas: visibility, primary descriptors, global economics, and international leadership. Also, it identifies some patterns in perceptions of the EU in social development, climate change, research/technology, development assistance, culture, the case of the critical juncture in the survey (pandemic), and the EU as a normative setter. The final section offers some general trends in the perceptions of the EU in Latin America.

The Ukraine war has added to the pressure to address the links between the environment, natural resource management and conflict. This SIPRI Research Policy Paper assesses the priorities of selected European Union (EU) member states regarding climate-related security risks, explores their strategies for pursuing these at EU level and identifies steps for further action. It finds that the appetite to tackle climate-related security risks at EU level is mixed. While maintaining the operational efficiency of the military is a red line, concentrating efforts on research, development and peacekeeping is acceptable even to countries that do not prioritize climate insecurity in their policies. Country strategies for pursuing such efforts involve spotlighting climate security during their respective rotating Council presidencies, working closely with the European External Action Service and the European Commission, and collaborating with like-minded member states. The paper recommends additional steps for action but in order to make effective adjustments to EU processes, climate security will need greater prominence on the EU agenda.

This SIPRI Research Policy Paper identifies European Union (EU) member states’ efforts to address climate-related security risks in the short to medium term and suggests entry points for further action. Even countries making visible attempts to mainstream the linkages between climate and security are falling short of pursuing a comprehensive approach. Among the ongoing initiatives that might bear fruit in one to three years are: appointing climate security advisers; climate proofing peacebuilding and conflict proofing climate action; investing in early warning and risk mapping; reassessing climate financing and development aid; and building up the operational resilience of the military. Strengthening such efforts would involve: incorporating climate insecurity into foreign and security policy dialogues; increasing conflict-sensitive climate adaptation finance; sensitization to climate change and conflict; and improving the operationalization of early warning. To remain credible, EU member states must advance their climate security initiatives and close the gap between rhetoric and practice.

This paper employs a panel data econometric approach in order to empirically ascertain the role of the phenomenon of financialisation in the deceleration of labour productivity in the European Union (EU) countries from 1980 to 2019. During that time, the EU countries suffered a huge structural transformation based on Reaganomics and Thatcherism and their financial systems have experienced strong liberalisation and deregulation, which have contributed to poor evolution of labour productivity and have revived fears around a new ‘secular stagnation’ in the era of financialisation. Grounded in post-Keynesian literature, the slowdown of labour productivity in the majority of developed economies in the last decades cannot be separated from the phenomenon of financialisation, which has occurred through four different channels, namely the weak economic performance, the decline in the labour income share, the increase in personal income inequality, and strengthening of the degree of financialisation. Our findings confirm that lagged labour productivity, economic performance, and labour income share have a positive impact on labour productivity in the EU countries, while personal income inequality and the degree of financialisation impact it negatively. Our findings also reveal that labour productivity in the EU countries in the last decades would have grown more if there had been a stronger economic performance, a smaller decline (or even a rise) of the labour income share, a smaller increase (or even a decrease) of personal income inequality, and a weakening of the degree of financialisation.
