We present here the Large-scale Cryogenic Gravitational wave Telescope (LCGT) project which is aimed to improve the sensitivity of the existing gravitational wave projects by ten times. LCGT is the project constructing the km-scale gravitational wave detector in Japan succeeding the TAMA project, which adopts cryogenic mirrors with a higher power laser. We are planing to build it in an underground site in Kamioka mine. If its target sensitivity is attained, we will be able to catch a few events per month.

Large-scale information technology (IT) projects experience higher failure or abandonment rates than smaller IT projects and represent significant costs to both organizations and society. This paper describes the context of a three-decade long attempt to modernize a critical IT application in the U.S. government. The project has been revamped, stopped and restarted several times, and as of the writing of this paper has not been completed. Archival analysis of this implementation history reveals a set of emerging project characteristics and how these contributed to a pair of capability gaps which, in turn, influenced modernization efforts both pre- and post-abandonment. From a systems perspective, the problem appears to be related to dynamic and repeating management failures with an embedded project management model. The authors illustrate their hypothesis with a simulation model of project managements and show that even a relatively small but persistent introduction of new requirements has a dramatic effect on project overruns, setting the stage for abandonment and restart.

As most of the global economic activity takes place in the form of projects/programs, their effective management and governance is becoming more and more critical to the competitive position of organizations and societies. Project auditing and risk management, elaborate on methodologies that could be used for analyzing project progress, by identifying potential risks and liabilities, and finally recommending corrective and preventive actions. In relation to these fields, this paper proposes a fuzzy set based approach for project risk ranking in large-scale programs. The proposed approach defines a generic list of risk factors which is used for the ranking and risk assessment of all projects of a program. Data describing projects' progress as well as expert's evaluation of risk factors and project's risk exposure are being used as input parameters to the fuzzy set system. The relative probability of risk appearance due to risk factors for each of the projects is being calculated by providing valuable means for efficient decision-making and success of the program. Finally, this paper describes a case study called Operational Program "Road Axes, Ports, Urban Development" of Community Support Framework III in Greece, where the proposed approach was successfully applied.

This paper focuses on the visions incorporated by the Hydrogen Road in Norway (HyNor) project. This is a large-scale project that aims to demonstrate real life implementation of hydrogen in the transport sector in Norway. The starting point of the analysis is that visions play an important role in technological projects. Visions carry, communicate and construct valid practices and meanings in technology. Consequently, visions in technological projects should be a matter of analysis. The following paper discusses both the meaning of technological visions and the kinds of visions that have been deployed in the HyNor project. This discussion shows that HyNor's visions are numerous, flexible and dynamic. Furthermore the ambivalence and tension in the project's visions represent a challenge that needs to be dealt with.

They introduced the complete agile manifesto. The agile model has main components that make it more viable for use in well-organized software development. One of these is scrum methodology. The reason for the agile-scrum popularity is its use for small-scale projects, making small teams and allows change requests at any stage of a project from the client. It works for client satisfaction. Instead of so much popularity and distinctive features, agile-scrum also has some limitations when used for large scale projects development that makes it less efficient for development. This article discusses the agile-scrum methodology and its limitations when using for large-scale project organization.

The article discusses the federal program “Ecology of the Angara-Yenisei region (AYR)”. The description of the systemic synthesis of different approaches to the assessment of the program of restoration and preservation of the natural complex of the Yenisei, as the skeletal basis of the ecological-assimilation potential of AEP is given. The necessity of taking into account the uncertainty factor when evaluating large-scale environmental projects is substantiated. Purpose of the study. Show that the effects of large-scale projects affect the very scenario of economic development, in this regard, it is incorrect to use the primitive integration of an alternative (strategy) into the same scenario, it is shown that it is necessary to evaluate the “project – scenario” relationship. Materials and methods. The authors propose to use three levels of assessment for evaluating large-scale projects: macro level, meso level and micro level. This classification allows you to gradually reduce the level of uncertainty. The information obtained at the previous level of assessment is the source for the lower level. Results. At the first stage, the judgments of the experts were processed using computer products developed at the IEIE. At the second step, the National Project “Ecology of Russia” was analyzed, consisting of 11 federal projects, and a mathematical model was developed for the multicriteria problem of optimal cost management of the project, taking into account the uncertainty factor. The result of the third step was the creation of a hybrid model for assessing large-scale environmental projects from a logical-heuristic model based on expert information and an economic-mathematical model. Analogs of such models, created with the participation of the authors, work in the evaluation of large-scale railway projects. This refers to a family of semi-dynamic optimization models, which have been tested to varying degrees in solving meso-level problems, both in planned and market economies. Moreover, on the basis of one of the versions of this family, a medical-ecological-economic model was developed, and with its help, a scenario analysis of the development of the subjects of the Asian part of Russia was carried out. Conclusion. The article provides a brief description of the functionality and the need to use the appropriate mathematical and software tools as the stages of large-scale projects progress from concept to implementation.

The present study aimed to investigate the psychosocial impacts of large-scale solar (LSS) power projects. There were 225 participants (n = 109 women, n = 3 did not indicate gender) participated in our study by completing a series of questionnaires. We found that participants who lived farther from the LSS power project location and those who viewed the project as being impactful were optimistic about the benefits LSS power projects could bring. Our participants also demonstrated support for renewable energy development in Malaysia. These findings may provide important implications for the implementation and execution of LSS power projects and policies.

They are faced with various risks intervened with each other. this study using analytic hierarchy process and fuzzy evaluation method, conducts the comprehensive analysis of project risk level, and by combining list sorting method with subjective evaluation method grade the risk factors according to their likelihood of occurrence, the degree of serious consequences, and the controllability of occurrence, so that by the multiplication of three scores, the level of risks can be obtained and corresponding strategies can be established according to these different risks.

This article deals with the partial outputs of large-scale infrastructure project risk assessment, specifically in the field of road and motorway construction. The Department of Transport spends a large amount of funds on project preparation and implementation, which however, must be allocated effectively, and with knowledge of the risks that may accompany them. Therefore, documentation for decision-making on project financing also includes their analysis. This article monitors the frequency of occurrence of individual risk factors within the qualitative risk analysis, with the support of the national risk register, and identifies dependent variables that represent part of the economic cash flows for determining project economic efficiency. At the same time, it compares these dependent variables identified by sensitivity analysis with critical variables, followed by testing the interaction of the critical variables’ effect on the project efficiency using the Monte Carlo method. A partial section of the research was focused on the analysis of the probability distribution of input variables, especially “the investment costs” and “time savings of infrastructure users” variables. The research findings conclude that it is necessary to pay attention to the setting of statistical characteristics of variables entering the economic efficiency indicator calculations, as the decision of whether or not to accept projects for funding is based on them.

As more and more work is organized through projects and programmers, project management is becoming increasingly important. Aiming to ensure the project quality, control building progress within a short period and make the cost effective, full-process project management for the construction of a large scale modified UNITANK wastewater treatment plant (WWTP) was conducted and introduced in detail in this paper. Long term operation results indicate that the Qianfeng II WWTP shows good pollutants removal performance and stable operation ability, which demonstrates that these project management methods are practical and could be popularized for the similar projects in the future.

A lack of effective supply chain risk management (SCRM) has repeatedly been identified as one of the main causes. While the SCRM body of knowledge seems increasingly well established, a lack of effective methods meeting the specific requirements of large-scale projects can be observed. Design/methodology/approach This paper presents a structured and prioritized view on the supply chain risk portfolio in this sector: first, the authors identified and categorized the key supply chain risks in the recent literature. Next, the authors surveyed large-scale project managers across multiple industries, mainly coming from the domains of supply chain management and project management. Finally, the authors provide a contextualized risk taxonomy for engineering, procurement and construction (EPC) projects. Findings The identified risk portfolio deviates from generic projects significantly and shows a very high inherent risk exposure of large-scale projects. In particular, behavioral risks are identified as crucial. Additionally, a bias to considerably underestimate risks at project beginning is found. Originality/value The contextualized SCRM taxonomy offers a systematic and structured view on the key supply chain risks in EPC large-scale projects. The identified risks are considerably different in their characteristics compared to generic projects or classical SCRM approaches. The authors thus provide a new perspective on SCRM in this specific setting and complement traditional risk and project risk management techniques.

China’s construction industry has been suffering from high cost, high efficiency, and maladjustment of management. The traditional management mode makes the construction project face the risk of cost overruns and delays, which cannot achieve the effect of cost control. Therefore, by summarizing the characteristics of construction projects and the classification of costs, this paper analyzes the foundation of earned value management method in construction and combines it with cost management; in addition, the actual development of Company A is taken as an example, where a cost early-warning system suitable for construction projects is constructed, including the design of the organizational structure, operation platform, and early-warning model of this system, which can improve the cost management level of construction enterprises to a certain extent.

ABSTRACT The use of pilot studies can be a useful tool in determining the most appropriate location, method and design for a large scale restoration project. This paper provides a case study where Trustees implemented a small pilot project and feasibility study to determine the best approach for a large scale oyster reef creation project. While the specific case study is the result of a CERCLA settlement (Alafia River Acid Spill of 1997), this model is transferable to other instances where Trustees are scoping for the most appropriate sites and methods to conduct settlement funded restoration. The Restoration Plan and Environmental Assessment on which the case settlement was based called for creation of approximately 4 acres of oyster reef in addition to 4 acres of estuarine marsh restoration. Through an initial scoping process, the Trustees determined that more information was needed to select the most appropriate locations and techniques to implement the large scale oyster restoration project. The Trustees identified 3 general locations with potential for larger scale oyster reef creation. A portion of settlement funding was used to contract for construction and monitoring of an oyster reef pilot project to examine the efficacy of oyster reef construction at the three locations using 4 different cultch materials. At each of the locations, 4 small reefs (approximately 75’ × 20’) were constructed and monitored for spat set, oyster survival and growth as well as subsidence. A baseline construction report and final monitoring report detailed the results. In addition, a separate report was completed that outlined the feasibility of constructing a 4 acre oyster reef in Hillsborough Bay, FL. This report included several construction considerations such as local sources and costs of cultch materials, shipping/transport, staging areas, construction equipment as well as potential local contractors. This paper reports the results of the oyster pilot project and feasibility report as well as lessons learned from each approach.

As an important task of construction project management, construction schedule management is related to the realization of project period, cost, quality, and other objectives. However, in actual construction, problems such as difficulties in plan implementation and management are often encountered, and schedule delays often occur. Moreover, with the increase in the scale and complexity of modern buildings, the management of construction schedules has brought about larger issues and higher requirements have been put forward for the management level of the construction schedule. The traditional timetable management and scheduling is not highly relevant to the project entity. There is no entity change, the project information loss is serious, the tracking and control of the construction timetable is not in place, there is fine management, and the construction timetable management cannot meet the needs of modern construction. In order to ensure the smooth implementation of projects and objectives, it is urgent to explore new management ideas and methods to promote the smooth progress of construction process management. BIM technology has the advantages of visibility, simulation, adjustment, optimization, and advanced data integration, which helps to make up for the shortcomings of previous schedule management and improve the level of construction schedule management. Based on the research situation of large-scale construction project monitoring system and the analysis of information fusion technology, this paper proposes a large-scale construction project monitoring system scheme based on multisensor network information fusion. Through the investigation of the monitoring content, the composition of the multisensor network is determined. This paper is applicable to large-scale construction projects. Through the research and design of hardware modules, software modules, and fusion algorithms, the data acquisition, transmission, calculation, and display functions of the monitoring system based on multisensor network information fusion are realized, which can effectively monitor the entire process of large-scale construction projects.

In order to study the quality risk of large-scale clusters of engineering project and makes the characteristic analysis of large-scale clusters of engineering project and evaluates quality risk, the author uses analytic hierarchy process to quantify quality risk factor, and the following conclusions are obtained: (a) Construction management unit that makes the project decision-making mainly controls the QRM, comparatively speaking, it has little control over quality risk when the project is completed and ready to get acceptance (b) In the project decision-making stage, the Construction Technology has the greatest influence on the project quality management. This paper puts forward the suggestion that the influence of quality risk factors should be quantified by associated experts, so as to provide a reference for the construction quality management of large-scale cluster projects.

The Large Hadron Collider (LHC) is under construction at CERN, the European Laboratory for Particle Physics, near Geneva, Switzerland. In 2003, a new earned value management (EVM) system was introduced to improve transparency in LHC project reporting, to allow a clearer distinction between cost differences to the baseline due to overruns versus resulting delays, and to provide the project management team with a more reactive project management information system for better decision-making. EVM has become a de facto standard for the follow-up of cost and schedule and several commercial packages are offered for implementing an EVM system. But because none of these packages fulfilled CERN's requirements, its executive management decided to proceed with an in-house development. In this paper, an overview of what CERN considers to be good requirements for an EVM system suited to large-scale projects is provided: the deliverable-oriented, collaborative and lean management dimensions are enforced. In conclusion, we discuss some of our positive and negative experiences so those who would like to develop or implement similar enterprise-wide project control systems can be more aware of common pitfalls.

With the rapid increase in the number of mega-infrastructure projects underway across East Africa, how the social, economic, political and environmental repercussions of these projects intersect with ongoing conflict dynamics is a poorly understood topic. Although recent interest in large-scale land acquisitions has led to a number of detailed investigations into specific projects and trends, there has not yet been a broad, systematic review of how large-scale infrastructure developments in East Africa interact with previous, ongoing and potential conflict in their areas of operation. The objective of this article is to report on an analysis of 26 mega-infrastructure projects across Kenya, Tanzania, Ethiopia and Uganda, with an explicit focus on the common tension points that contribute to security dynamics. The methodology used involved two composite indicators of risk—a conflict risk score and a project impact score. The study found seven common tensions across all projects: in-migration, population displacement and relocation, a negative history of community relations with previous or follow-on developments, land rights, securitisation, environmental degradation and expectations of the local population relative to benefits delivered by the project. The study recommends increased attention on prior assessments that focus on the broader and more interconnected impacts in addition to those confined to the immediate project location, as well as in-depth examination of possible mitigation measures. Due to the unprecedented growth of outsourcing ICT projects by the Iranian government, a critical need exists for the proper execution and monitoring of these projects. In this paper, the authors propose a web-based project management system to improve the efficiency and effectiveness of the management processes and accelerate decision making. Based on the requirements and information flow between various units involved in the complete life-cycle of ICT project management, a functional model and system architecture with various underlying structures has been designed. The functional model contains two sub-systems: process management and information service. The proposed system structure is based on a four-layer client-server computing model. As a part of a publically available ICT system, it must be secure against cybercrime activities. This system can bring efficiency in managing the projects, improve decision making, and increase the overall management process with total accounting and management transparency. The proposed system overcomes the problems associated with a central system and traditional management processes, as is currently the case in Iran.

Carbon capture and storage (CCS) can be an important technological option for managing CO2 emission in the context of addressing global climate change. Launching large-scale CCS projects is an effective way to accelerate technology development and deployment. In order to draw lessons from large-scale energy projects adoption and implementation, this study compares decision-making for large-scale CCS projects in China and the U.S. It compares the project agenda-setting and adoption process based on case study. It is argued that both countries have different advantages in launching large-scale energy projects. And leadership could be a key element for project adoption and implementation successfully. This factor should be highly considered in the technological innovation research.

When a person decides to inspect or modify a third-party software project, the first necessary step is its successful compilation from source code using a build system. However, such attempts often end in failure. In this data descriptor paper, we provide a dataset of build results of open source Java software systems. We tried to automatically build a large number of Java projects from GitHub using their Maven, Gradle, and Ant build scripts in a Docker container simulating a standard programmer’s environment. The dataset consists of the output of two executions: 7264 build logs from a study executed in 2016 and 7233 logs from the 2020 execution. In addition to the logs, we collected exit codes, file counts, and various project metadata. The proportion of failed builds in our dataset is 38% in the 2016 execution and 59% in the 2020 execution. The published data can be helpful for multiple purposes, such as correlation analysis of factors affecting build success, build failure prediction, and research in the area of build breakage repair.
