Résumé :
This thesis deals with legal immigration in the Czech Republic. The aim is to answer the question of whether migration is always mainly economic, that is, whether the main motive for migration is economic activity in the territory, or whether there are differences between different ethnic groups. The chosen method was the comparison of economic development and migration flows in selected countries in comparison with the Czech Republic. Furthermore the subject is an analysis of the economic activities of foreigners in the labor force and flexibility of the labor market in relation to the current economical crisis. The outcome of the thesis is the fact that Ukraine and Vietnam are typical representatives of countries with economic immigration and that motives for migration from Russia are not economical. An interesting finding of this work is the fact that even a restrictive policy of the state to protect the labor market did not affect a number of citizens in foreign territory (Czech Republic), only it reduced their total employment.

The Czech economic transition started in the beginning of nineties, coming with a number of changes to tore down the dogma of socialist methods not only in the labour force allocation. The most important contribution of this thesis is to reflect these changes by using the empirical testing of selected models and commonly available statistical indicators. The thesis investigates the development of the labour market in the Czech Republic at a critical period of reform in the last decade of the twentieth century. In addition to the main objective the work focuses also on the identification of causal relationships between indicators and critically assesses them. In conclusion of the thesis are summarized the most important changes that created the Czech labour market during the reporting period, the success of the Czech economic transformation is valorised in the context of other countries in the region with similar experiences. The work is primarily based on academic economic literature and analyses of officially published statistical indicators.

Voucher privatisation was designed to effect a rapid transformation of state-owned enterprises into private ownership with as limited state intervention as possible. Premised on neo-classical economic theory, the Czech government anticipated new private owners would emerge with greater incentives than the state to undertake restructuring and ensure the efficient operation of these firms. However, this thesis argues that for restructuring to occur, formal ownership patterns are less important than an ability to exercise control because of institutional influences. The de jure and de facto roles of owners, managers, and labour are discussed, showing how endogenous and exogenous factors affect their ability to dictate and control restructuring outcomes in voucher privatised firms. The thesis argues that observed post-privatisation restructuring outcomes cannot be understood without considering the institutional environment within which firms are situated. Institutions are conceived to comprise formal, informal and enforcement aspects, but also with a temporal dimension encapsulated by the use of path- dependency and embeddedness. The explanatory framework offered here is a modified version of new institutionalism perspectives, termed "embedded institutionalism". Case studies of seven firms privatised by voucher are presented in this study to demonstrate how the interaction of institutional influences, understood through embedded institutionalism, is the most appropriate framework for understanding postprivatisation restructuring processes in post-communist countries. This approach provides a synthesis between the theoretical expectations of neo-classical economic theory and the practical outworking of post-privatisation restructuring in Czech firms. Voucher privatisation was a novel scheme, and became the central aspect of the Klaus government's economic transformation. Important historical and contemporary institutional influences impacted on its design and implementation. However, it is argued that understanding privatisation and its effects on restructuring through embedded institutionalism negates the view that a unique Czech way of privatisation exists, and that observed outcomes are simply responses to the surrounding institutional environment.

This thesis applies a 'europeanisation' perspective to the analysis of the adoption of European Union (EU) regional and agricultural policy in the Czech Republic and Poland during the pre-accession period. EU regional and agricultural policy in the pre-accession period potentially challenged both the sectoral institutional arrangements and the wider executive structure in the Czech Republic and Poland. However, the degree of prescription varied between policy sectors. Temporal factors and policy factors meant that in the regional policy cases the challenge to the executive structure was largely mediated. On the other hand, EU agricultural policy had a high level of prescription. In the case of a fundamental 'misfit' between the EU requirements and the domestic set-up, the research, following neo-institutional perspectives, expects limited adaptation on the sectoral and executive levels. This is the case in Polish agriculture. In the case of Czech agriculture, sectoral reform should be seen in the context of agricultural policy reform started in 1997. In regional policy, the neo-institutional perspective works less well. Here, the thesis proposes an actor- based perspective to explain sectoral adaptation. This sectoral adaptation, such as the alignment of administrative procedures, remains within the range permitted by the national executive structure. The effects can be found mostly on the sectoral level. The main effect of the EU pre-accession process on executive structure is the institutional enhancement of certain national executive actors. Only, the Polish case shows an unexpected change of the executive structure. This change can be explained by endogenous reform of the institutional configuration. This research makes two main contributions to the literature. First, it is one of the first studies to apply systematically a 'europeanisation' perspective to the Eastern enlargement. Secondly, empirical evidence on East and Central Europe, based on the 'europeanisation' perspective, has been limited. In this way, the thesis will contribute to extending 'europeanisation East' and hope to produce a better conceptualisation of the EU preaccession process and domestic factors mediating the impact of the EU.

The Czech Republic, slated to be a future member of the North Atlantic Treaty Organization in 1999, will likely occupy a weak position within NATO's decision-making process. The country's historical experience, its geo- strategic situation, and certain economic factors have led Czech policy makers to the strategic decision to join NATO. The Czech Republic's security and defense policy, together with its strategic political culture will influence the country's future role in NATO. However, because it is a small state and because of other inherent structural factors, the Czech Republic will probably fail to occupy a position in NATO comparable with other small powers. This contrasts directly with the case of the Netherlands, a small state in the Alliance which has managed to become a reliable member and occupy an influential position. Although both countries had similar motives for joining or having joined NATO, certain aspects of the Czech Republic's policies and strategic political culture do not correspond with those of the Dutch

The main goal of this thesis has been a study of alternative policy rules in a small structural model calibrated to capture the Czech economy. After the overview of the historic development of economic theory and structural modeling we have specified a small open economy model that has served as a main technical tool for the analysis. The model represents a framework, where forward-looking model-consistent expectations are formed with respect to the development of the exchange rate and interest rates. Inflation expectations are forward looking too with some nominal rigidities in inflation dynamics. The model's structure is relatively simple. The IS curve captures the dynamics of real GDP, that exhibits real rigidity, motivated by habit formation or investment adjustment costs. In our specification the real GDP is a function of (the deviation of) real XR, real IR and foreign demand (from corresponding equilibrium levels). The Phillips-curve is based on the F-M type wage setting behavior, therefore it enables to consider domestic prices, that are modeled as mark-ups over wages. CPI inflation then consists of domestic, imported and administered inflation, including the effect of any indirect taxes changes. The exchange rate is modeled by the UIP arbitrage condition. Exchange rate expectations are forward-looking, but with some inertia in expectation formation. Interest rates with one year maturity are also modeled as an arbitrage condition on the money market, they are fully model-consistently forward looking. The model is closed by a Taylor-type forward-looking policy rule. The interest rate exhibits some inertia and feeds back from deviation of inflation from target and output from its equilibrium. The specification (parameterization) of the rule is general enough to examine CPI and domestic inflation targeting. The model specification has been followed by empirical work leading towards the implementation of the previously specified model on Czech data. Based on the sources of the Czech Statistical Office, Czech National Bank, Consensus Economics Inc., we first processed the data by executing seasonal adjustment and other transformations necessary for being consistent with the definition of model variables. The database has been created by an automatic MATLAB based routine, therefore the calculations were relatively easy to update. The database being completed, we have set up a Kalman-filter for determining equilibrium values for the real interest rate, exchange rate and output. At the same time through Kalman filtering we identified all model residuals. We paid special attention to the decomposition of the output gap and discussing In order to assess the overall dynamic properties of the model and judge how well the model fits the data, we conducted several exercises. First we decomposed some of the important endogenous variables of the model to shocks to see, whether the identified shocks are in line with our intuition and episodes of the recent Czech economic history. We found, that the shocks are not in contrast with some of the clearly distinguishable episodes. After the shock decomposition we run in-sample simulations to see, how well the model is able to fit the reality two years ahead. We found the overall results quite encouraging. We were able to fit quite well the output gap as well as MP inflation. Domestic inflation has been slightly more inertial in model simulations than in reality, but even in this case the results were acceptable. The model was not able to fit the 2001-2 appreciation of the nominal XR footnote{Understandably it neither forecasted well the fast fall in inflation after the appreciation period.}, which is not a big surprise. The model calibration part of the thesis concludes, that the model fits the data and economic story reasonably well.

The aim of this thesis is to present and analyse the alternatives to downsizing of employees from the point of view of the active employment policy applied in Austria during the financial and economic crisis 2008-2010. First, the paper explores downsizing in the period of economic crisis and compares legal forms of employment termination in Austria and in the Czech Republic, as well as other relevant legal topics. Furthermore, it points out some selected issues from austrian labour law. Second, the thesis focuses on active employment policy tools which aim to avoid downsizing at least for the temporary, short-time economic crisis and on tools which at least ease consequences of downsizing by helping the fired employee to find a new employment path. The thesis analyses the evolution, legal background and use of short working time in detail, as well as the background of educational leave. Eventually, the paper deals with a revolutionary version of outplacement -- with labour foundations -- an outplacement model developed in Austria.

After many decades, macroeconomic effects of fiscal policy have returned to the centre of the economic policy debate. Both automatic fiscal stabilizers and discretionary fiscal stimuli have been used to support aggregate demand during the recent global economic crisis with a subsequent need for large-scale fiscal consolidations. In this context, a proper assessment of the size of automatic fiscal stabilizers and fiscal multipliers represents a key input for fiscal policymaking. This dissertation provides a quantitative analysis of the interactions between fiscal policy and real economy in the Czech Republic. The impact of real economy developments on public finances is assessed based on the methods of the OECD, the European Commission and the ESCB for the identification of general government structural balances, i.e. balances adjusted for effects of the economic cycle and net of one-off and other temporary transactions. I find that the underlying fiscal position, as approximated by the government structural balance, was mostly below the level stabilising the debt-to-GDP ratio since mid-1990s. An indistinct improvement in the structural balance can be identified in the period 2004--2007, which was subsequently reversed by the adverse structural impact of the world economic crisis. At the same time, dynamics of unadjusted fiscal balance was largely determined by one-off transactions in the past. The effects of fiscal policy on real economy are analysed using the structural VAR approach. I find that an increase in government spending has a temporary positive effect on output that peaks after one to two years with a multiplier of around 0.6. Tax multiplier appears to be small and, in contrast to standard Keynesian assumptions, positive. Government spending is supportive to private consumption, contradicting the hypothesis of Ricardian equivalence, but it crowds out private investment in the short run. The results should be interpreted with caution, as the analysis is complicated by rapidly changing economic environment in the period of the economic transition, relatively short available time series and a large number of one-off fiscal transactions.

This paper deals with the issue of clusters as relatively new tools of competitiveness in economies and examines their linkage to state through cluster policies and initiatives. At the beginning, a theoretical development of the concept is presented. Afterwards, the cluster concept as such is introduced, putting down a wide scale of supportive rationales, presenting also possible risks and explaining a linkage to innovation and competitiveness. The second part of the thesis treats the issue of cluster policies as possible means of a cluster creation. Aside from examining cluster policies in different views, an emphasis is put on the justification of the role of state which can take part as either contributive or disturbing factor. The empirical part of the paper presents the case of the Czech clustering. Firstly, the Czech cluster policy is analyzed concerning its targets, instruments, approaches and other relevant issues, focusing on shortcomings and problems of the policy. Further, a case study of the Moravian-Silesian automotive cluster is presented. In this part, the particular cluster is observed with a view to its origin, development and activities. The endeavor is to compare the case with the classical Porter model and find out its inadequacies.

Competition policy is an important tool for assurance of the efficient allocation of resources in functioning market economies. Applicability of modern competition policy to situations in former planned economies, however, raises doubts because of fundamentally different states of competition in such markets. This study analyses development of competition policy in Poland, Hungary and the Czech Republic. Particular attention is given to the influence of the EU competition policy in the framework of negotiations for final membership in the EU.
This study proposes reassessment of the competition policy of the three countries in order to better tackle the economic complexities of transition to fully functioning market economies. Harmonization of competition policy of the three candidate countries for EU membership with competition policy of the EU assumes appropriateness of EU competition policy for transition situations. Contrary to this assumption, the thesis argues that competition policy in transition should be tailored closely to the needs of transition. Since harmonization of competition law is only an instrument to evaluate whether a candidate country has a functioning market economy that can be integrated in the EU Internal Market, competition policy aimed at better promoting competition should be welcomed.

This paper aims at unveiling the true nature of the Czech hunting Act by modeling the competition for property rights characteristics among gamekeepers, the subsidized group, and other users of land based resources, the taxed group. We show that the subsidized gamekeepers' group seeking to decrease public opposition tries to obfuscate the true goal of its profit-oriented efforts by supporting relatively less revealing technically imperfect institutions. It does so by advertising artificially created qualities such as tradition and public interest. What hunters try to achieve technically is to shift the reference points of desire of the other users of land-based resources in order to disable them from perceiving total policy costs. As a result taxpayers' intrinsic advantage is undermined, and contrary to the efficient redistribution hypothesis a Pareto-inferior outcome is reached. Moreover taking full account of all costs of rent-seeking, including incomplete externality internalization, institutional rigidity and created moral hazard, total social costs, connected with the outcome of competition for property rights, are not minimized. Regarding empirical testing of the theoretical propositions, analyzing hunting statistics we prove that whereas the acknowledged public goals are not met, the technically imperfect Act 449/2001 Coll. creates moral hazard in favor of gamekeepers' private interests.

This thesis provides an analysis of the national integration strategy developed in the Czech Republic to address the social exclusion of Romani communities. Based on a careful study of policy documents and interviews with the key actors involved in implementing the integration policy in České Budĕjovice and Ostrava, this thesis identifies the main barriers which exclude Roma from the education system and the labour market and describes how national policy in the spheres of education and employment is being implemented at the local level. By discussing the integration strategy with the people responsible for its implementation, it was possible to look at the policy from a new perspective. These people are experts in dealing with the realities of social exclusion in Romani communities and are in the best position to assess the effectiveness of the different programmes which together make up the integration policy. This study reveals that Romani communities continue to suffer from discrimination and that local authorities play a vital role in ensuring that the policies designed by central government become a reality. Communication between policy makers and those responsible for implementation is crucial to ensure that the programmes that form the core of the integration strategy are implemented fully. Some programmes have been more effective in certain places because local political and economic circumstances have a great deal of influence over the likely success of the policy. Anti-Romani prejudices in wider society and the apathy of Roma who are not interested in the programmes designed to help, remain significant obstacles, but creating an inclusive society and addressing the mistrust which has developed over generations takes time and persistence. Therefore, for the integration policy to succeed, all the key agencies, policy makers and practitioners working with Romani communities must cooperate and share the same agenda.

Since economic transition began in many Central East European Countries (CEECs) nine to ten years ago, a number of significant features of development have emerged in relation to changes within CEEC forest sectors. These include changes in ownership of both the forest resource and the forest industry, in forest policy and legislation, and in the production, consumption, trade and marketing of forest products. The objective of this thesis is to analyse recent and prospective forest sector developments in Central Europe, and to consider the implications of these developments on the economy, society, and environment of three Central European study countries (Poland, the Czech Republic and Hungary), and on Central and Eastern Europe as a whole. Policy analysis is carried out through a review of forest sector policies and way in which these policies developed during the second half of the twentieth century. Based on the content of new Forest Acts, a description of current policy and an analysis of the implications of new policies is undertaken. Institutional analysis evaluate the extent to which the state has retreated from its original roles and the private sector has emerged to take on an increased role within the sector. Product market analysis is undertaken through the construction of a forest sector scenario model which projects future levels of production, consumption, import and export of seven forest products, at 5-year intervals, to the year 2050. Projections are made under three scenarios, based on differing rates of future economic growth. In the three study countries, the forest sector has adapted rapidly to the market economy system. New forest policies have been quickly developed and implemented to address the different circumstances in which the sector is in. A well managed forest resource supplies quality raw timber to a modernised and growing processing sector, which in turn is producing an increasingly wide range of timber products to growing domestic and international markets.

The increasing importance of Foreign Direct Investments is evident from the fact that between 1973-1995, the value of annual FDI outflows multiplied twelve times, from US$25· billion to US$315 billion, greater than the increases in world .trade exports over the same period (WTO, 1996). In 2000 FDI reached record levels to US$I.3 trillion, an 18% increase over the year before and at a growth rate faster than other economic aggregates such as world production, capital formation, and trade (UNCTADI WIP, 2001). This expansion of FDI activity is partly due to the liberalization of the world economy but also a greater acceptance by countries around the world that hosting FOI activities can bring economic benefits such as jobs, capital, technology and export revenues. This belief has fuelled not just a willingness by countries to host FDI, but. over the past decade, countries have been actively competing for such activities. The challenge to attract and benefit from FOI is most recent for former and current state socialist countries like the Czech Republic and Cuba respectively. Using a qualitative, case based approach this study attempts to determine the motivations and industry impact of FOI on Cuba and the Czech Republic. This is done from the perspective of both countries policies and programs aimed at attracting FOI, foreign companies operating in both countries and local supplier companies. Using Gary Gereffi's GCC framework as a descriptive and analytical tool, and Robert Yin's approach to case study research, the work highlights theories on FDI motivations and development impact, with a view to finding an appropriate mix of policies to attract and benefit from foreign investor activity in both countries. The results confirmed an important role for FOI in both countries, however the benefits were dependent on the extent to which FDI activities are integrated into local supplier networks. The study confirms the need for pro-active government action towards developing the capacity to attract and service pre-determined foreign investors and to facilitate local linkages by upgrading and matching local suppliers with foreign investment activities. Finally, the research confirmed the value of the GCC framework in conducting industry assessments, and suggested an eclectic approach to attracting foreign investors.

Recent breakthrough studies by Gali and Gertler (1999), Sbordone (2002) and Roberts (2001) argue that the New Keynesian Phillips curve (based on Calvo pricing model) is empirically valid concept and they conclude that the real marginal costs are preferred driving force to output gap in inflation dynamics for open economies. Neiss and Nelson (2002) and Gali, Gertler and Salido (2001), in turn, contradict that to date, there has been only little empirical evidence to support this statement. Neiss and Nelson (2002) add that "once output gap is defined consistently with economic theory, the gap-based New Keynesian Phillips curve has a fit with data which is at least as good as the real marginal costs-based one". For this purpose, my study investigates relationship between output gap and inflation described in the hybrid New Keynesian Phillips curve. Study estimates key coefficients of the hybrid gap-based New Keynesian Phillips curve, with both forward- and backward-looking inflation components, in the Czech Republic for periods 2000Q1 - 2012Q4 using Kalman filtration. My findings suggest that (i) output gap has a significant impact on Czech inflation dynamics (ii) share of forward-looking agents predominates to backward-looking agents in the Czech Republic and (iii) Czech inflation seems to be significantly driven by change in import prices.

The Taylor rule and its variants played a prominent role in the monetary policy discussion among theoreticians and practitioners for more almost two decades. The purpose of this thesis is to assess on the applicability of the simple instrument rules such as a classic Taylor's rule to the Czech economic environment which can be described as a small open economy with banking market specifically skewed by excess liquidity. The applicability is evaluated based on the variants of the Taylor rule and their effectiveness in describing the monetary policy of the central bank. The results of the models presented in this thesis are ambiguous. Traditional specification of the Taylor's rule is clearly unsuccessful in describing the behaviour of the Czech National Bank. However, if the models are altered to their historical variants containing only the information accessible at the time of decision making, their robustness and explanatory value increase significantly. Taking interest rate smoothing and exchange rate into consideration further improves the models. The policy behaviour of the Czech National Bank can be best described by the historical model with the one-year-ahead inflation prognosis, output gap, exchange rate and lagged target interest rate as explanatory variables. One of interesting results of this model is that the output gap does not play important role in the Czech National Bank decision making which is consistent with the opinions presented in the Czech National Bank Board Minutes.

This thesis examines the political process of health care reform between 1989 and 1998 in the most advanced sizable political economy in Central and Eastern Europe (CEE) – the Czech Republic. Its aim is to explain the political process bringing about post-Communist health policy change and stimulate new debates on welfare state transformation in CEE. The thesis challenges the conventional view that post-Communist health care reform in CEE was designed and implemented to improve the health status of the people, as desired by the people themselves. I suggest that this is a dangerous over-rationalisation, and argue that post-Communist health care reform in the Czech Republic was the by-product of haphazard democratic political struggle between emerging elites for power and economic resources. The thesis employs the analytical narrative method to describe and analyse the actors, institutions, ideas and history behind the health policy change. The analysis is informed by welfare state theory, elite theory, interest group politics theory, the assumptions of methodological individualism and rational choice theory, and Schumpeter’s doctrine of democracy. Its focus is on the interests of health policy actors and how they interacted within an unhinged, but fast-consolidating, institutional framework. The results demonstrate that, while historical legacies and liberal ideas featured prominently in the rhetoric accompanying health policy change, in Realpolitik, these were merely the disposable, instrumental devices of opportunistic, self-interested elites. The resultant explanation of health policy change stresses the primacy of agency over structure and formulates four important mechanisms of health policy change: opportunism, tinkering, enterprise, and elitism. In conclusion, the relevance of major welfare state theories to the given case is assessed and implications for welfare state research in CEE are drawn.

This thesis is about the power of the regional policy actors in two European Union countries: Poland and the Czech Republic. Aiming to answer the question of whether their regions are powerful enough to decide on the directions of their development, this thesis describes power struggles between regional policy actors at European, national and sub-national levels. A particular analytical approach is developed which takes into account the following aspects of power: legal credentials, social capital, financial potential, decision-making ability, executive capacity and political potential. Therefore, the thesis is a major contribution to the reduction of the knowledge gap in multi-level governance (MLG) theory in terms understanding of the domestic factors influencing regional engagement in EU policy-making. Moreover, in the light of the opinions that only together with other theoretical approaches may MLG offer meaningful explanations, the author places the deliberation about MLG within the framework of power, offering an innovative and coherent approach to MLG analysis. This thesis aims to answer three major questions: Are the regions in a position to drive their own development and do they have enough power to do so? How has their power to influence regional development been changing for the last few years? If the regions are powerless, who is leading the process? The Polish and Czech regions had no power in the period 2002-2006. In comparison, the 2007-2013 period has seen a major capacity enhancement; both political and decision-making power allow the Polish and Czech regions to be serious players in the domestic arena. The only major difference between Poland and the CR is the level of executive power, which has been significantly reduced in the latter country by the Cohesion Regions. Nevertheless, the governments act as gatekeepers, trying to secure their power. The EC offers major developmental resources but also encourages the regions to adjust to pre-selected objectives in order to maximise the use of financial assistance. The regions still do not have full discretion to drive their development; the EC conditionality is vast in the CEE and its impact is proportional to the EC’s unprecedented financial power. The idea that guided the methodological design was to present the regional policy-making process from different angles. The best way to achieve this was to run a quantitative Delphi Panel, supplement its findings by qualitative semi-structured interviews, and cross-check the conclusion with information available in the literature.

The paper deals with the issue of contemporary flat-tax reforms in Eastern Europe and aims to account for the different approaches that various European countries adopted towards the idea of a flat-tax. Empirically, the work is based on detailed studies of Slovakia, the Czech Republic and Germany. The analysis considers three factors being decisive for the flat-tax feasibility: 1./ party system institutionalization, 2./ coalition/opposition cohesiveness, 3./ labor union institutionalization. First, the study is concerned with each of the factor's influence on the political decision-making process in the three country cases. Secondly, on country paired comparisons the findings for each of the countries are mutually contrasted. Although all identified factors seem to be at play with regard to flat-tax feasibility, I argue that it is either the strength or the weakness of labor unions' institutionalization and welfare identity that underlie the political decision-making in the East and the West and as a result determine the flat-tax (un-)feasibility. The absence of welfare identity in the East allows for higher coalition cohesion in favor and weaker opposition against the flattax adoption in contrast to the West.

The aim of the thesis is to provide an analysis of Czech and Austrian concept of pro-export policy and pointing out common but also individual characteristics. The fundamental method of work is analytical and comparative method, involving the processing of domestic and foreign sources. The essence of this paper is a critical evaluation of both systems and outlining possible scenarios of further development of Czech pro-export policy. Crucial to this topic is getting familiar with basic concepts of trade promotion, or supranational regulatory framework, which describes the thesis in the initial section. Throughout the text is further discussed the importance of exports for each country, the formation of pro-export policies and institutional support for exports. The end of the thesis is devoted to the comparison of pro-export policies of the countries concerned, the paper also deals with comparison of institutional bases and the goals and priorities of both systems of supporting exports. The output of the thesis is to evaluate the pro-export policies of the Czech Republic and Austria and suggestion of improvements of the support for Czech exports.

The following dissertation discusses the role of norms and norm entrepreneurs in the foreign policy-making of the Czech Republic, Poland and Bratislava after the downfall of communism. In at attempt to unpack the mechanics and appliance of “soft power” in foreign policy practice in post-communist Central and Eastern Europe, it identifies conditions and analyzes processes via which norms come to play the role of intermediary variable in the articulation and enactment of national interest. Capitalizing on the agency-oriented strand of norm diffusion theory in international relations and discursive institutionalism scholarship in comparative politics, the dissertation argues that normative frameworks advocated by value-bound networks of so-called norm entrepreneurs can play a regulative function in foreign policy-making by setting boundaries for discourse and sustaining logics of appropriateness that constrain the pool of available foreign policy choices at critical junctures. In the first part, “the mission and conversion” (1989-1999), the dissertation focuses on the early stages of norm emergence and habituation in the three states in the 1990s, asserting that ideational influence incurred by American “missionaries” on Czech, Polish and Slovak “converts” to democracy via a range of socialization processes related to NATO enlargement and Western democracy promotion efforts in the region gave rise to norm entrepreneur groups bound by a shared commitment to a normative framework dubbed “dissident geopolitics”. In part two, “the zeal”, the dissertation concentrates on the later stages of norm internalisation, demonstrated by norm enforcement in foreign policy. Using case studies of Czech, Polish and Slovak foreign policy during the Iraq War (2002-2003), the Orange Revolution in Ukraine (2004-2005) and the Russia Reset (2009-2011), the dissertation shows how sustained advocacy by norm entrepreneurs with or without structural power, who skillfully use framing to push their normative agendas in discursive competition with other norm entrepreneurs, factors “dissident geopolitics” in the decision-making process that produces activist and value-laden foreign policy outcomes that might not have been expected of “weak” states. Ultimately, the dissertation argues that dominant norms and norm entrepreneur networks can thrive in transition settings when they are less disputed, but they tend to lose coherence and unity, respectively, as the foreign policy landscape diversifies upon completion of democratic consolidation.

The theoretical part of the diploma thesis concerns the definition of the climate change problems and the history of their reflection in the international politics. The second chapter analyses attitudes and positions of Czech political representation as a reaction on internationally important documents, attitudes and negotiations. The third and fourth chapter discuss the basic drivers that have impacts on Czech domestic political discussion on the field of climate change and its consequences on the international scene. These are analyzed on the level of three main political subjects: the Government reflects the matter in a general context, the Ministry of Foreign Affairs reacts on it mostly on the conceptual level in connection with other foreign policy matters, and the Ministry of Environment takes most responsibility as a crucial organization, which works on documents and concrete actions. The thesis also contains an analysis of further domestic subjects (organizations or individuals) that influence the discussion about climate change. The aim of the thesis is to analyze attitudes of Czech political representation on the field of climate change problems, and to analyze specifically the question, whether the attitudes are determined by a passive approach (in the sense of automatic acceptance of international obligations) or by an active approach, when the Czech republic itself has a need to reflect the problems from the normative point of view.

The aim of the thesis is to evaluate financial and economic results of public budgets in the Czech Republic. The analysis concerns all governments between years 1993 and 2010 and shows possible connections with the political-business cycle. Origins of public budgets deficits are investigated in order to classify cyclical and structural deficit. These are established on the basis of political measures and the economic cycle analysis. First part of the thesis is based on the theory of Public finance, Public choice and Political-business cycle. Second part focuses on the analysis of economic cycles within the context of each election period and political decisions. Finally the thesis summarizes results of investigation at the said period and the influence of the economic policy of every government on results of public budgets. The economic cycle analysis demonstrate that between years 1993 and 2010 deficits of public budgets are predominantly structural.

Diploma thesis describes foundation and development of state support of international trade of the Czech Republic. First chapter is contributed to importance of international trade and reasons why states should support it. Second charter characterises system of international exchange during socialism and transformation to market economy. Third chapter, describing first half years 1990s, is devoted to institutions as EGAP, CzechInvest, Czech Centres and CzechTourism. Description and evaluation of above mentioned institutions is not limited by the year 1995. It is prolonged to nowadays for complexity of provided information and convenient orientation of reader. Foundation of Czech Export Bank in 1995 and of CzechTrade agency in 1997 are mentioned in fourth charter. The most recent stage of development being after 2000 year is described in charter number five.

The diploma thesis focuses on the concept of nation branding in foreign policy in general but especially in the context of two Central European countries - the Czech and Slovak Republic. It addresses the question of whether this relatively young discipline is a part of their foreign policy efforts and whether their approach to this tool vary. The comparison is performed through a view on the previous steps and development of the agenda, on the institutional framework and analyses of their nation brands. Nation brand analyses are performed by applying the theoretical apparatus of the concept of image and identity. The image analyses cover assessing the NBI and the CBI indexes, complemented by foreign media analyses and SWOT analyses. The analyses of brand identities are performed through a view on the identity components on the visual level and on the level of substance.

Due to the special international status of Taiwan the area of economic cooperation represents one of the most important components of the country's foreign policy. Economic diplomacy is one of the major tools to promote the economic interests of a state in international relations. First, the paper discusses the theoretical definition of economic diplomacy and the changes in approach to foreign relations in Taiwan. Further, it characterizes the institutional system of Taiwan's economic diplomacy. Based on the comparison of Taiwan's bilateral relations with a diplomatic ally and with a country without diplomatic relations, it is examined whether the form or the content of mutual relations is more important in order to achieve the economic diplomacy's objectives.

V práci jsou analyzovány kořeny, vývoj, současné postavení, hrozby a výzvy think-tanků v České a Slovenské republice. Srovnání s jejich tradicí ve Spojených státech zkoumá přenositelnost amerického "modelu" think-tanků do střední a východní Evropy. Tento přenos je značně omezený a krátkodobě nerealizovatelný vzhledem k rozdílným legislativním podmínkám a nerozvinuté filantropii. Zvláštní pozornost je věnována motivům k vytváření regionálních i mezinárodních sítí think-tanků. Práce vychází jednak z dosavadní literatury na toto téma, jednak z dotazníkového šetření.

Diploma thesis dedicated to the integration of foreigners in the Czech Republic is mainly focused on the usefulness and application of integration policy through the institutions dealing with socio-economic integration of foreigners in the Czech Republic. Integration strategies of foreigners in the Czech Republic are examined only very briefly and there is an open field for the many unanswered questions. The work consists of theoretical and practical part, while the theoretical part is devoted to the analysis of the current state of integration policy in the Czech Republic, highlighting the progress and shortcomings of the integration process. Moreover it examines integration policy key institutions on the state and local level that are an integral part of integration. Last but not least it discusses non profit organizations which play within the integration process crucial role. The practical part is focused on the ongoing projects of integration of foreigners at local level. Particularly to the integration project of Pilsen called Integration of foreigners in local government level and the ongoing project of nonprofit organization Slovo 21 - Next door family. Its attempt to create a genuine integration model aims to enable learning through direct contact between the families of foreigners and Czech families.

This thesis titled The impact of monetary policy on cross-border economic activities of enterprises focuses on the monetary policy of four European countries - the Czech Republic, Slovakia, Denmark and Sweden. The first chapter discusses the theoretical principles of monetary policy, the definition of monetary policy, its objectives, tools and various types of transmission mechanisms. The second chapter compares monetary policies of the given countries, focusing on their attitude towards the common monetary union (euro zone). The third chapter analyzes the impact of monetary policy on cross-border economic activities of enterprises. It primarily analyzes effects in terms of risks, balance of payments, competitiveness, etc. The fourth chapter -- in form of case study - examines how the foreign exchange interventions by the Czech National Bank affected the Czech economy and trade. The work focuses on the last five years, where appropriate, the development of the past ten years is captured.

This Master thesis' aim is to compare the export policy in the Czech Republic and Finland. The foreign trade of the Czech Republic and Finland is analyzed in the first chapter with respect to the territorial and commodity structure. The second chapter deals with the export policy of the Czech Republic, its development, conceptual solution and institutional background. The third part describes the export policy in Finland. Both policies are compared in the fourth chapter based on their defined goals, priorities and tools that are being used. The final part of this chapter analyses the export promotion from the Czech and Finnish SME's point of view.

The aim of this work is the description of the unemployment of graduates from selected universities in the Czech Republic between 2012 to 2016 and compare the unemployment of graduates across the fields of study. This work will be split into theoretical and practical parts. The theoretical part will describe the labor market, unemployment, the development of unemployment in the Czech Republic, the legislation on labor market in the Czech Republic, active and passive policy of unemployment and the status of the graduate in the labor market. In the practical part, it will be compared to the unemployment rate of university graduates in custody on the rankings of universities in the Czech Republic. The end of practical part will be based on the survey analysis of work experience and work involvement of students of master's degree at selected universities in the Czech Republic and will be compared with the development of graduate unemployment in the years 2012 to 2016 across the fields of study.
