Mobile telecommunications have been facing a vast number of challenges across the globe, with special emphasis on emerging countries. Their increasing importance for economic growth of countries make the presence of infrastructure essential in a progressively more global and technological world. Sharing telecommunication infrastructures can facilitate the implementation of mobile communications in a giving region or country. In the case of Mozambique, one of the poorest country of the world, a sharing strategy could potentially allow for a rapid expansion of telecommunication services. In this work project, a tool that supports the techno-economic study of scenarios of telecommunication infrastructure sharing was developed. Through this mechanism, scenarios that consider the Mozambican’s reality have been set up. This dissertation aims then to contribute to the development of the telecommunications sector in emerging markets.

Résumé :

Over the last decade, both the Internet and mobile telephony has become parts of daily life, changing the ways we communicate and search for information. These two distinct tools are now slowly merging. The topic of this thesis is TCP over wireless, and the automatic control that is used both within the system, from the link-layer power control to the end-to-end congestion control. It consists of three main contributions.

The first contribution is a proposed split-connection scheme for downloads to a mobile terminal. A wireless mobile terminal requests a file or a web page from a proxy, which in turn requests the data from a server on the Internet. During the file transfer, the radio network controller (RNC) sends radio network feedback (RNF) messages to the proxy. These messages include information about bandwidth changes over the radio channel, and the current RNC queue length. A novel control mechanism in the proxy uses this information to adjust the sending rate. The stability and convergence speed of the proxy controller is analyzed theoretically. The performance of the proposed controller is compared to end-to-end TCP Reno, using ns-2 simulations of realistic use cases. It is shown that the proxy control is able to reduce the response time experienced by users, and increase the utilization of the radio channel. The changes are loalized to the RNC and the proxy; no changes are required to the TCP implementation in terminal or server.

The second contribution is the analysis of an uplink channel using power control and link-layer retransmissions. To be able to design the link-layer mechanisms in a systematic way, good models for the link-layer processes, and their interaction with TCP, are essential. The use of link-layer retransmissions transforms a link with constant delay and random losses into a link with random delay and almost no losses. As seen from the TCP end points, the difference between such a link and a wired one is no longer the loss rate, but the packet delay distribution. Models for the power control and link-layer retransmissions on the link are used to derive packet delay distribution, and its impact on TCP performance is investigated.

The final contribution considers ways to optimize the link-layer processes. The main result is that TCP performance, over a wireless link with random retransmission delays, can be improved by adding carefully chosen artificial delays to certain packets. The artificial delays are optimized off-line and applied on-line. The additional delay that is applied to a packet depends only on the retransmission delay experienced by that same packet, and this information is available locally at the link.

Turkey is considering privatizing its telecommunications system. Any developing country must analyze whether its economic, social, and institutional environment is appropriate for the privatization of a utility. The purposes of this study are (1) to establish a model to assist policy makers, (2) to analyze whether Turkey meets the prerequisites for telecommunications privatization, and (3) to provide Turkish leaders pragmatic policy alternatives pertaining to privatization of the Turkish Telecommunications system.High inflation rate, weakness of the private sector and the lack of regulatory regime are the major impediments facing Turkey's privatization efforts. Turkey might consider several options including (1) not privatizing at all, (2) retaining public ownership of the network operations while privatizing only the physical equipment market, or (3) following the British privatization model.

Several factors affect the development of telecommunications policy in a country. These include government intervention, geography, alliances, and economic stability. By studying different countries, and comparing these factors and the rates of growth of each state, one can further understand the different levels of telecommunications development. This thesis will explore telecommunications policy, its success and failures, in the Dominican Republic and Haiti, where telecommunications has become a major source of jobs and economy due to foreign investments. Analysis of telecommunications policies, regulatory bodies, and agreements will be studied and compared to each country's rate of growth in the past 10 years. This thesis will provide recommendations for the successful implementation of regulatory policies in the named developing Caribbean nations. By examining the policies in these nations, this thesis will determine the effectiveness of the country's telecommunications policy. Additionally, the thesis will explore the influence of specific actors, such as corruption, nonenforcement of regulatory laws, lack of developed accounting and auditing systems, and the limitation of the government in developing policy.

In calling for the deployment of high-capacity telecommunications infrastructures, the Clinton Administration is relying on market forces to drive demand toward self-sustaining development. There is little doubt that many firms will embrace the new telecommunications services for a variety of reasons including market differentiation, vertical market integration, and other organization-specific factors. However, there is little evidence at the firm level that adopting the use of increased-capacity telecommunications technologies is associated with improvements in firm profitability. This study seeks to identify the presence of impacts on firm income that can be associated with the adoption of T1 telecommunications services.

Résumé :
Government influence and direction over a countrys telecommunication infrastructure is determined by policies and regulations designed to provide oversight of how a telecom company should conduct business within the country. While these policies and regulations can range from extremely liberal to authoritarian, a nations ideology will dictate how governments interact with telecommunications providers and, ultimately, the telecommunications companys ability to become a viable entity for economic growth. Vast opportunities within the Latin American and Caribbean region exist for telecommunication investors willing to tackle these complex government ideologies. This thesis explores the Caribbean countries of Jamaica and Cuba, where telecommunication has developed in different ways, based on government involvement in the telecom market, and the policies and regulations designed to foster competition, or lack thereof. A detailed analysis into political, business and foreign influence shows that Jamaica and Cuba can benefit directly from private investors willing to venture into these countries. A comparison reveals that policy enforcement affects the balance in relationship between government oversight, telecommunications business investors, consumers, and the economy. Recommendations are provided for policy and regulatory enforcement/updates to better support privatization and liberalization of the telecommunications infrastructure of Cuba and Jamaica.

Résumé :
The telecommunications industry is being shaped by technological and market developments, and is moving into the 21st Century. The telecommunications technology of the future is integrated services digital networks. ISDN, which is the concept for a future digital telecommunications network for delivery of a wide range of innovative voice, data and video services through satellite systems and the national information highways being developed in several countries, will lead to a Global Information Infrastructure. ISDN development will pose challenges to traditional telecommunications regulation, lead to increased multimodal competition between ground and space-based transmission systems, and erode INTELSAT's market base since future digital ISDN systems will be interchangeable with satellite systems.
This study begins in Chapter I with an examination of the emerging technologies and recent market trends which challenge traditional regulation, as well as the importance of upholding regulation in the emerging ISDN telecommunications environment. Chapter II discusses the recent market developments in Canada, the legal implications of emerging technologies for the current regulatory regime, and the need for comprehensive policy and regulation. Chapter III discusses the role of satellites in the emerging global ISDN environment, the mandate of INTELSAT in terms of spectrum/orbit resource management, the regulation of multimodal telecommunications under the INTELSAT Agreement, the challenges to INTELSAT represented by ISDN development, the role of the ITU in the regulation of the emerging global ISDN environment, and the future of INTELSAT in light of competition, technological progress, and regulatory trends. This is followed by a conclusion in Chapter IV.

Chapter one treats fixed and mobile services. Non-reciprocal, lower than termination costs, access charges should be adopted for their asymmetric provision. A price discrimination and negotiated reciprocal access charges should be accepted otherwise. Chapter two considers incumbent operators competing domestically while deciding their reciprocal international settlement rate : inflated settlement and collection rates, and lover traffic are induced unless a receiver pays principle is applied. Chapter three investigates networks' decision to upgrade their technology : either networks adopt both the new, or the old, technology, or only one adopts it, depending on the quality-seeking and conservative consumers as compared to its adoption cost. Chapter four examines competition over coverage, with cross-access of Mobile Internet services. Entire coverage is guaranteed, but not duplication inflates network's rents unless a minimum coverage, or a control over the roaming charges are required

Résumé :
Mestrado em Engenharia Eletrónica e Telecomunicações
The mobile telecommunications market faces growing challenges throughout the world, especially in the emerging markets on the African continent. The increase of private investment in different areas combined with the need to provide swift, sustainable and efficient answers from an economic and financial perspective has become urgent not only for the desired growth of these markets, but also for their continued development. The market of mobile telecommunications in Mozambique, the country chosen for our study, presents specific challenges in the network coverage in remote and rural areas. In one of the poorest countries in the world, where mobile communications prevail over fixed-network connections, and considering the importance of continuing to attract investment in this sector, without neglecting the least attractive regions from a financial perspective, it is important to study and explore the different technological models which can be implemented. This dissertation identifies the main investment constraints behind the reduced mobile coverage in the least attractive regions in Mozambique and studies the applicability and sustainability of implementing the concept of Neutral Operator associated with infrastructure sharing as one of the solutions to be adopted. It is our purpose that this study may contribute to the development of the mobile telecommunications market in this emerging market and that the Neutral Operator Model may be adapted and improved as needed in order to meet other growth and development objectives for Mozambique.

Despite the substantial increase in the percentage of the globe surface covered by mobile communications, there are issues that have hampered the implementation and development of cellular networks in regions where the market and economic power are still under development. Many of these issues are of economic and financial nature. It is curiously a contradictory fact, since mobile communications on several occasions proved to be a great ally for the growth and economic development of this type of regions. Therefore, in situations such as these, where the development or installation of cellular networks is blocked or conditioned by economic and financial factors, the adoption of infrastructure or service sharing methods can facilitate the implementation and expansion of cellular networks in these regions. The work developed in this dissertation seeks to identify and study the most common methods of cellular network sharing. Through the use of a numerical tool, the effects and techno-economic benefits that each sharing method will bring to the operators interested in entering markets with these characteristics will be analyzed.

Colombia's telecommunication industry has changed drastically in the last decade. Among the most salient events, a series of mergers between some of the industry's largest providers which resulted in a reduced number of competitors. One would expect that this reduction in the number of competitors would translate into higher prices. However, competition is at such high level that the media even talk about a "price war". My dissertation aims to shed light on the causes of this apparent inconsistency between a smaller number of competitors and more competitive outcomes. I start by showing that, in effect, the latest of these mergers, the one between Comcel and Telmex, had a pro-competitive effects on the provision of broadband. Next I show that the services provided by Comcel and Telmex were complements and that the pro-competitive effects of the merger can be explained by this complementarity. Finally, I study the effects of price discrimination under oligopolistic competition. In chapter 1 I assess the ex-post short-run effect on broadband provision of the Comcel-Telmex merger. Employing administrative data about the universe of plans and firms providing wired telecom services, I use several difference-in-difference specifications to obtain estimates for the effect of the merger on price and download speeds of plans provided by the merging firm and its rivals. My estimates suggest that, in markets affected by the merger, download speeds rose by .6 Megabits per second on average. The average increase in the markets resulted from increases in the plans offered by the merging firm (1.2 Mbps) and increases in the speeds of plans provided by its rivals (.5 Mbps). In chapter 2 I study mergers of firms producing complementary goods. Mergers of firms producing complementary products have ambiguous effects on consumer welfare. The merged firm may lower prices because the merger internalizes the profits originated by the complementarity. But with the merger the firm gains the ability to bundle and with bundles the firm can exert price discrimination, increasing the prices of standalone products. I employ a comprehensive, administrative data set, which records prices, market shares, and plan attributes of the universe of Colombia’s telecom carriers, to assess which effect dominates. I estimate a random-coefficient discrete choice model of consumer demand model for bundled and standalone telecom products, in which the degree of substitutability or complementarity among products is an essential parameter of interest. I find that major telecom products display a mix of substitutability and complementarity, but in general hardwired and mobile services are perceived as complements by Colombian households. My counterfactual experiments using the estimated model, indicate positive net effects of mergers with complements: despite a small increase in the price of standalone goods, consumer surplus increases by around 7 million dollars per quarter. Finally, in chapter 3, I study price discrimination in an oligopolistic setting. Economic theory is not conclusive about the effects of banning third degree price discrimination under imperfect competition. Price discrimination can enhance competition if the firms practicing don't agree on the ranking of their markets. In this case, price discrimination can lead to lower prices in all markets. Thus, forcing the firms to charge uniform prices can increase their profits and reduce consumers' surplus. Using data on prices, market shares and characteristics of telecommunication services sold under price discrimination by Colombian telecom providers, I estimate a model of competition. The estimates allow me to simulate a counterfactual scenario in which firms lose their ability to exert price discrimination within a city. Simulating a ban on price discrimination has negligible effect on consumer surplus and increases profits slightly.

Résumé :
In the two years 1989-1991 the environment of Poland's telecommunications was fundamentally transformed. This dissertation is an exploratory case study addressing four principal aspects of that country's changing telecommunications: (1) telecommunication regime or the structure of rules in which telecommunication systems function; (2) telecommunication services, defined as the means and methods of communicating from a distance by processing and relaying an electro-magnetic signal (categorized into telephone, mobile, data-messaging, information, data-carrier, and entertainment); (3) telecommunication equipment, or markets for switching, transmission and terminal equipment; and (4) telecommunication subscribers, or principal characteristics of the customer-base in the residential, professional, rural and urban market segments. Each aspect is examined for the purpose of capturing the on-going change. The dissertation identifies the principal agents of change and maps the new conditions onto the models developed by Cowhey and Aronson. Institutional pluralism, market competition, shortage alleviation and market restructuring have transformed Poland's telecommunication environment from the scarcity model to a version of the boutique model.

Telecommunications industry had been seen as natural monopoly industry and regulated for a long time. However, with the development of technologies and the change of the view of economy theories, this industry remains little feature of natural monopoly. And modern telecommunications industry exhibits the characteristics of network effect, dynamic, convergence and sensitivities. Telecom market requires both deregulation and liberalization to improve the efficiency, innovation, and ultimately to enhance consumer welfare. The experience of deregulation in the United States and the European Union can be taken as a good example for the countries who are in the progress of opening the telecom market, such as China. Especially, the implementation of the EU competition law will provide the enlightenment for reform of telecommunications industry in China. On one hand, competition law should be applied to adjust the anti-competitive behaviors in Chinese telecom industry and independent sector-specific regulatory agency should be established to ensure fair market access and balanced market structure. On the other hand, in dealing with the conflicts between competition law and sector-specific regulation, at the beginning of liberalization, competition law should be taken precedence over the regulatory policy.

Résumé :
Commercialization of space activities particularly harnessing satellites for telecommunication in the 1970's is perhaps the most dynamic development of the twentieth century comparable only to the industrial revolution of the seventeenth century. The possibilities of civilian applications of satellite technology confined to its military use until the recent past has raised urgent questions of policy and regulations both nationally and internationally.
The main objective of the thesis is to review the development of satellite telecommunication with particular reference to India. The thesis assesses the present access status and the regulatory regime, analyzes general challenges of deregulation including concerns of national security, fair competition, equal opportunity for service providers and manufacturers and above all consumer protection. It examines the how the Canadian CRTC and American FCC are addressing the current challenge posed by rapid technological developments and consequent convergence of telecommunications and broadcasting as well as lessons India could learn from the Canadian and American experiences. Finally suggestions are made for a possible logical direction for India's future telecom policy, in particular and the commercialization of space activities, in general.

Résumé :
This work comprises three independent essays in Telecommunications Policyand Management. In the first study we focus on the deployment of green field next generationaccess network infrastructures when the national regulatory authority has thepower to define geographical markets at sub-national level for which it can applydifferentiated regulatory remedies - Geographically Segmented Regulation(GSR). Using a game theory model that we developed, we confirm the asymmetricbusiness case for the geographic development of these new infrastructures:highly populated areas are likely to develop into competitive telecommunicationmarkets while regions with low household density will only see limited investmentand little or no competition. We show that supply side interdependenciesamong markets make the implementation of GSR non-trivial, namely, we showthat changes in the wholesale access price in one market can have undesirableconsequences in the competitive conditions of interrelated regions wherewholesale prices are unchanged. In the second study we focus on how individual purchase decisions are influenced by the behavior of others in their social circle. We study the case ofthe diffusion of the iPhone 3G across a number of communities sampled froma dataset provided by a major mobile carrier in one country. We find thatthe propensity of adoption increases with the proportion of each indivudal'sadopter friends. We estimate that 14% of iPhone 3G adoptions in this carrierwere due to peer influence. We provide results from several policy experimentsthat show that with this level of effect from peer influence the carrier wouldhardly be able to significantly increase sales by selectively targeting consumersto benefit from viral marketing. Finally, in the third study, we perform a randomized field experiment todetermine the role that likes play on the sales of movies in Video-on-Demand(VoD). We use the VoD system of a large telecommunications provider duringhalf a year in 2012. The system suggests movies to consumers ordered by thenumber of consumer likes they obtained in previous weeks. We manipulatedsuch natural order by randomly swapping likes across movies. We found thatmovies promoted (demoted) increased (decreased) sales, but the amount of informationpublicly available about movies affected the result. Better knownmovies were less sensitive to manipulations. Finally a movie promoted (demoted)to a fake slot sold 15.9% less (27.7% more) than a true movie placed atthat slot, on average across all manipulations. A movie promoted (demoted)to a fake slot received 33.1% fewer (30.1% more) likes than a true movie atthat slot. Hence manipulated movies tended to move back to their true slotsover time. This means that self-fulfilling prophecies widely discussed in theliterature on the effect of ratings on sales are hard to sustain in markets withcostly goods that are sufficiently well-known.
