A sua crescente importância para o crescimento das economias dos países tornam a sua presença essencial num mundo cada vez mais global e tecnológico. A partilha de infraestruturas de telecomunicações torna a implementação de comunicações móveis numa dada região ou país mais facilitada. No caso de Moçambique, que é dos países mais pobres do mundo, a partilha seria uma estratégia interessante de forma a permitir um rápido crescimento dos serviços de telecomunicações. Neste projeto, foi desenvolvida uma ferramenta que auxilia o estudo tecno-económico de cenários de partilha de infraestruturas de telecomunicações. Esta ferramenta permitiu assim criar cenários para a realidade Moçambicana. Esta dissertação pretende contribuir para o desenvolvimento da área das telecomunicações em mercados emergentes.
Mobile telecommunications have been facing a vast number of challenges across the globe, with special emphasis on emerging countries. Their increasing importance for economic growth of countries make the presence of infrastructure essential in a progressively more global and technological world. Sharing telecommunication infrastructures can facilitate the implementation of mobile communications in a giving region or country. In the case of Mozambique, one of the poorest country of the world, a sharing strategy could potentially allow for a rapid expansion of telecommunication services. In this work project, a tool that supports the techno-economic study of scenarios of telecommunication infrastructure sharing was developed. Through this mechanism, scenarios that consider the Mozambican’s reality have been set up. This dissertation aims then to contribute to the development of the telecommunications sector in emerging markets.

Texte intégralOver the last decade, both the Internet and mobile telephony has become parts of daily life, changing the ways we communicate and search for information. These two distinct tools are now slowly merging. The topic of this thesis is TCP over wireless, and the automatic control that is used both within the system, from the link-layer power control to the end-to-end congestion control. It consists of three main contributions.
The first contribution is a proposed split-connection scheme for downloads to a mobile terminal. A wireless mobile terminal requests a file or a web page from a proxy, which in turn requests the data from a server on the Internet. During the file transfer, the radio network controller (RNC) sends radio network feedback (RNF) messages to the proxy. These messages include information about bandwidth changes over the radio channel, and the current RNC queue length. A novel control mechanism in the proxy uses this information to adjust the sending rate. The stability and convergence speed of the proxy controller is analyzed theoretically. The performance of the proposed controller is compared to end-to-end TCP Reno, using ns-2 simulations of realistic use cases. It is shown that the proxy control is able to reduce the response time experienced by users, and increase the utilization of the radio channel. The changes are loalized to the RNC and the proxy; no changes are required to the TCP implementation in terminal or server.
The second contribution is the analysis of an uplink channel using power control and link-layer retransmissions. To be able to design the link-layer mechanisms in a systematic way, good models for the link-layer processes, and their interaction with TCP, are essential.The use of link-layer retransmissions transforms a link with constant delay and random losses into a link with random delay and almost no losses. As seen from the TCP end points, the difference between such a link and a wired one is no longer the loss rate, but the packet delay distribution. Models for the power control and link-layer retransmissions on the link are used to derive packet delay distribution, and its impact on TCP performance is investigated.
The final contribution considers ways to optimize the link-layer processes. The main result is that TCP performance, over a wireless link with random retransmission delays, can be improved by adding carefully chosen artificial delays to certain packets. The artificial delays are optimized off-line and applied on-line. The additional delay that is applied to a packet depends only on the retransmission delay experienced by that same packet, and this information is available locally at the link.

Texte intégralSeveral factors affect the development of telecommunications policy in a country. These include government intervention, geography, alliances, and economic stability. By studying different countries, and comparing these factors and the rates of growth of each state, one can further understand the different levels of telecommunications development. This thesis will explore telecommunications policy, its success and failures, in the Dominican Republic and Haiti, where telecommunications has become a major source of jobs and economy due to foreign investments. Analysis of telecommunications policies, regulatory bodies, and agreements will be studied and compared to each country's rate of growth in the past 10 years. This thesis will provide recommendations for the successful implementation of regulatory policies in the named developing Caribbean nations. By examining the policies in these nations, this thesis will determine the effectiveness of the country's telecommunications policy. Additionally, the thesis will explore the influence of specific actors, such as corruption, nonenforcement of regulatory laws, lack of developed accounting and auditing systems, and the limitation of the government in developing policy.

Texte intégralThis study begins in Chapter I with an examination of the emerging technologies and recent market trends which challenge traditional regulation, as well as the importance of upholding regulation in the emerging ISDN telecommunications environment. Chapter II discusses the recent market developments in Canada, the legal implications of emerging technologies for the current regulatory regime, and the need for comprehensive policy and regulation. Chapter III discusses the role of satellites in the emerging global ISDN environment, the mandate of INTELSAT in terms of spectrum/orbit resource management, the regulation of multimodal telecommunications under the INTELSAT Agreement, the challenges to INTELSAT represented by ISDN development, the role of the ITU in the regulation of the emerging global ISDN environment, and the future of INTELSAT in light of competition, technological progress, and regulatory trends. This is followed by a conclusion in Chapter IV.

A price discrimination and negotiated reciprocal access charges should be accepted otherwise. Chapter two considers incumbent operators competing domestically while deciding their reciprocal international settlement rate : inflated settlement and collection rates, and lover traffic are induced unless a receiver pays principle is applied. Chapter three investigates networks' decision to upgrade their technology : either networks adopt both the new, or the old, technology, or only one adopts it, depending on the quality-seeking and conservative consumers as compared to its adoption cost. Chapter four examines competition over coverage, with cross-access of Mobile Internet services. Entire coverage is guaranteed, but not duplication inflates network's rents unless a minimum coverage, or a control over the roaming charges are required

Texte intégralThe mobile telecommunications market faces growing challenges throughout the world, especially in the emerging markets on the African continent. The increase of private investment in different areas combined with the need to provide swift, sustainable and efficient answers from an economic and financial perspective has become urgent not only for the desired growth of these markets, but also for their continued development. The market of mobile telecommunications in Mozambique, the country chosen for our study, presents specific challenges in the network coverage in remote and rural areas. In one of the poorest countries in the world, where mobile communications prevail over fixed-network connections, and considering the importance of continuing to attract investment in this sector, without neglecting the least attractive regions from a financial perspective, it is important to study and explore the different technological models which can be implemented. This dissertation identifies the main investment constraints behind the reduced mobile coverage in the least attractive regions in Mozambique and studies the applicability and sustainability of implementing the concept of Neutral Operator associated with infrastructure sharing as one of the solutions to be adopted. It is our purpose that this study may contribute to the development of the mobile telecommunications market in this emerging market and that the Neutral Operator Model may be adapted and improved as needed in order to meet other growth and development objectives for Mozambique.
O mercado das telecomunicações móveis enfrenta desafios crescentes em todo o mundo, especialmente nos mercados emergentes do continente Africano. O aumento do investimento privado em diferentes sectores, associado à necessidade de fornecer respostas rápidas, sustentáveis e eficientes do ponto de vista económico-financeiro tornou-se premente não só para o desejado crescimento destes mercados, mas também para o seu continuado desenvolvimento. O mercado das telecomunicações móveis em Moçambique, país sobre o qual nos focamos neste estudo, apresenta desafios específicos no que respeita à cobertura de comunicações móveis nas áreas mais remotas e rurais. Num dos países mais pobres do mundo, onde a rede móvel prevalece sobre a rede fixa, e sendo importante continuar a atrair investimento neste sector, não descurando as áreas menos atrativas do ponto de vista financeiro, importa estudar e explorar os diferentes modelos tecnológicos que podem ser implementados. Esta dissertação identifica os principais constrangimentos que levam ao reduzido investimento na cobertura móvel nas áreas menos apetecíveis para investidores em Moçambique, estudando a aplicabilidade e sustentabilidade do conceito de Operador Neutro associado à partilha de infraestruturas como uma das soluções a adotar. Pretende-se que este trabalho contribua para o desenvolvimento da área das telecomunicações móveis neste mercado emergente e que esta proposta possa ser aperfeiçoada de modo a contribuir para outros objetivos de crescimento e desenvolvimento de Moçambique.

Texte intégralDespite the substantial increase in the percentage of the globe surface covered by mobile communications, there are issues that have hampered the implementation and development of cellular networks in regions where the market and economic power are still under development. Many of these issues are of economic and financial nature. It is curiously a contradictory fact, since mobile communications on several occasions proved to be a great ally for the growth and economic development of this type of regions. Therefore, in situations such as these, where the development or installation of cellular networks is blocked or conditioned by economic and financial factors, the adoption of infrastructure or service sharing methods can facilitate the implementation and expansion of cellular networks in these regions. The work developed in this dissertation seeks to identify and study the most common methods of cellular network sharing. Through the use of a numerical tool, the effects and techno-economic benefits that each sharing method will bring to the operators interested in entering markets with these characteristics will be analyzed.
Apesar do crescente aumento da superfície terrestre coberta pelas comunicações móveis, há questões que têm dificultado à implementação e desenvolvimento das redes celulares nas regiões onde o mercado e o poder económico ainda estão em desenvolvimento. Muitas dessas questões são de carácter económico e financeiro. O que se torna, curiosamente, um facto contraditório, uma vez que as comunicações móveis em diversas ocasiões provaram ser um grande aliado para o crescimento e desenvolvimento económico deste tipo de regiões. Portanto para situações como estas, onde o desenvolvimento ou instalação de redes celulares é travado ou condicionado por factores de carácter económico e financeiro, a adopção de métodos de partilha de infraestruturas ou serviços consegue facilitar a implementação e expansão de redes celulares nestas regiões. O trabalho desenvolvido nesta dissertação procura identificar e estudar os métodos mais comum de partilha. Através do uso de uma ferramenta de cálculo, analisam-se também os efeitos e benefícios económicos que cada método de partilha trará para os operadores interessados em entrar em mercados com características aqui consideradas.

Texte intégralTelecommunications industry had been seen as natural monopoly industry and regulated for a long time. However, with the development of technologies and the change of the view of economy theories, this industry remains little feature of natural monopoly. And modern telecommunications industry exhibits the characteristics of network effect, dynamic, convergence and sensitivities. Telecom market requires both deregulation and liberalization to improve the efficiency, innovation, and ultimately to enhance consumer welfare. The experience of deregulation in the United States and the European Union can be taken as a good example for the countries who are in the progress of opening the telecom market, such as China. Especially, the implementation of the EU competition law will provide the enlightenment for reform of telecommunications industry in China. On one hand, competition law should be applied to adjust the anti-competitive behaviors in Chinese telecom industry and independent sector-specific regulatory agency should be established to ensure fair market access and balanced market structure. On the other hand, in dealing with the conflicts between competition law and sector-specific regulation, at the beginning of liberalization, competition law should be taken precedence over the regulatory policy.

Texte intégralThe main objective of the thesis is to review the development of satellite telecommunication with particular reference to India. The thesis assesses the present access status and the regulatory regime, analyzes general challenges of deregulation including concerns of national security, fair competition, equal opportunity for service providers and manufacturers and above all consumer protection. It examines the how the Canadian CRTC and American FCC are addressing the current challenge posed by rapid technological developments and consequent convergence of telecommunications and broadcasting as well as lessons India could learn from the Canadian and American experiences. Finally suggestions are made for a possible logical direction for India's future telecom policy, in particular and the commercialization of space activities, in general.
