Vos, Louis. « Het politieke falen van een kerkvorst. Kardinaal Suenens en 'Leuven-Vlaams' (1962-1968) ». WT.

A Wide Field for the Student Movement Lies Open.” On the Origin and Character of the Flemish Front Movement This article analyses Cardinal Suenens’ role in the conclusion of the issue ‘Leuven Vlaams’ [Leuven Flemish]. His directive of May 13, 1966 – also supported by the other Belgian bishops – ultimately resulted in the separation of the university in Leuven half a century ago.Suenens’ decision in 1966 to maintain a Francophone branch at the university in Leuven had sparked great opposition in Flanders. This would culminate into a revolt against the clerical authorities because, on the one hand, the Catholic Flemish opinion designated the bishops’ rigid ‘ordinance’ as authoritarian clericalism, and because, on the other hand, a permanent Francophone presence in Leuven was considered a threat to the Flemish character of the province of Brabant. Consequently, the Flemish movement and politicians deemed this unacceptable, and were further emboldened by the fact that as recently as 1963 the linguistic border had been consolidated, which was intended to create linguistically homogenous regions: monolingual in Flanders and Wallonia, and bilingual in Brussels. When in January 1968 the UCL’s expansion plans conveyed its intentions to remain in Leuven, it sparked a second revolt that swept the entire Flemish land. A first consequence was the dissolution of the ecclesiastical hierarchy’s unity, as Flemish and Walloon bishops supported their own linguistic communities’ stance, ultimately leading to the episcopate relinquishing the decision over Leuven to politics. A second consequence was that political parties – starting with the Christian-democrats – disbanded and realigned along the linguistic fault line, which led to the fall of the government, parliamentary elections and a new government that implemented the separation and subsequence transfer of the UCL to Louvain-la-Neuve.The historical relevance of Suenens’ demea-nour is first of all related to the Catholic Church itself. The stark clash with Flemish expectations regarding a unilingual university at Leuven, and the authoritarian tone of the bishop’s directive had led to the abrogation of his pre-eminence by the clerical authorities. Secondly, his conduct strengthened Flemish nationalism and the country’s communitarian cleavage, thereby rendering the subsequent state reforms to federalism inevitable. Finally, Suenens’ stance transformed the student movement in Leuven, entailing a shift from Flemish opposition to the bishop’s decree towards anti-clericalism and anti-authoritarianism. This would subsequently contribute to the emergence of a general New Left critical orientation, which influenced the student movements for over a decade following 1968.All these effects were the exact reverse of the directive’s intentions. That is why Suenens later admitted that he had made a mistake. Four elements help to explain that error: the closed Francophone milieu in which he lived; the normative expectations that were associated with his role as Belgian’s archbishop; the presumption that the unity of ‘the biggest Catholic university in the world’ was a prerequisite for its international stature; and finally his personality, including his elite upbringing and aristocratic personality. These all contributed to the prelate’s political downfall.

Résumé :
ABSTRACT Based on the results of experimental and numerical analyses, we investigate the effects of rotation on tire dynamic behavior. Better understanding of these effects will further improve the ability to control and optimize the noise and vibrations that result from the interaction between the road surface and the rolling tire. The presented work was performed in the framework of the European industry-academia project Tire-Dyn, with partners Goodyear, Katholieke Universiteit Leuven, and LMS International. The effect of rotation on the tire dynamic behavior is quantified for different operating conditions of the tire, such as load and rotation speed. Through combined experimental and numerical analyses, the physical phenomena accounting for the observed rotation influences are described.

Hawara in the Fayum is known to be the site of the Egyptian Labyrinth. Only scanty remains are left of this temple which was part of the pyramid complex of Amenemhat III. Despite drastic interventions such as the construction of a canal and numerous scientific as well as illicit excavations, new evidence on the Labyrinth was found during a survey by the Katholieke Universiteit Leuven (Belgium) in March 2000. Two Middle Kingdom sculptures that probably can be identified as statues mentioned by Lepsius in 1843 have been located in the western sector of the Labyrinth. A group statue possibly representing Amenemhat III both as a Fayum god and as a king, and a mummiform statue of the deified pharaoh fit within the sculptural programme of the temple of Amenemhat.

Résumé :
ABSTRACTOnly two large collections of Hildegard of Bingen's music are extant, today housed in the Katholieke Universiteit in Leuven (B-LVu, no shelf number) and in the Hochschul-und Landesbibliothek RheinMain in Wiesbaden (D-WI1 2, the so-called ‘Riesencodex’). The Riesencodex, though, was almost lost during World War II. It survived both bombing and plundering in Dresden in February 1945, only to be appropriated by the Soviet Administration in 1947. Using archival records from the Hessisches Hauptstaatsarchiv in Wiesbaden from the 1940s and 1950s, I detail the efforts of a number of people to retrieve the manuscript after the war and bring it back to Wiesbaden. Franz Götting, the director of the Wiesbaden library, spent several years trying to recover the manuscript through official channels. Its eventual return to Wiesbaden in 1948, however, came about surreptitiously, largely through the efforts of Margarete Kühn at the German Academy in East Berlin and an American woman, Caroline Walsh, in Berlin as a military spouse.

Résumé :
The test lecture rooms on Katholieke Universiteit Leuven (KU Leuven) Ghent Technology Campus (Belgium) are a demonstration case of Annex 62: Ventilative Cooling of the International Energy Agency’s Energy in Buildings and Communities programme (IEA EBC). The building is cooled by natural night ventilation and indirect evaporative cooling (IEC). Thermal comfort and the performances of ventilative cooling are evaluated. Long-term measurements of internal temperatures, occupancy, opening of windows and IEC were carried out in the cooling season of 2017. The airflow rates through the windows in cross- and single-sided ventilation mode were measured by both tracer gas concentration decay and air velocity measurements. In addition, the air flow pattern is visualized by measuring air temperatures in the room. The results show that good thermal summer comfort was measured except during heat waves and/or periods with high occupancy. Both nighttime ventilation and IEC operate very well. IEC can lower the supply temperature by day significantly compared to the outdoor temperature. The Air Changes Rates (ACR) of the night ventilation greatly depends on wind direction and velocity. The air temperature profile showed that the air is cooled down in the whole lecture but more in the upper zone. The extensive data monitoring system was important to detect malfunctions and to optimize the whole building performance.

Résumé :
Abstract Benedikt Szmrecsanyi, Professor of Linguistics in the Quantitative Lexicology and Variational Linguistics research group at the Katholieke Universiteit (KU) Leuven, writes this article exploring the connections between register and variationist linguistics. He is involved with various large-scale research projects in areas such as probabilistic grammar, variationist sociolinguistic research, linguistic complexity, and dialectology/dialectometry. Szmrecsanyi’s books include Grammatical Variation in British English Dialects: A Study in Corpus-based Dialectometry (2013, Cambridge) and Aggregating Dialectology, Typology, and Register Analysis: Linguistic Variation in Text and Speech (Szmrecsanyi & Wälchli 2014, Mouton de Gruyter). He is currently a principal investigator on a major grant-funded research project titled ‘The register-specificity of probabilistic grammatical knowledge in English and Dutch’, a project aimed at exploring the question of whether register differences lead to differences in the processes of making linguistic choices. In sharp contrast to the status quo in variationist linguistics, where register is often ignored entirely, much of Szmrecsanyi’s variationist research treats register as a variable of primary importance. The findings from these studies have led Benedikt Szmrecsanyi to state that “we need more empirical/variationist work to explore the differences that register makes” (Szmrecsanyi 2017: 696).

Résumé :
A distance continuing medical education programme was established at the Katholieke Universiteit Leuven using multipoint videoconferencing via ISDN lines at 384 kbit/s. During each of the first three academic years of the project, two or three periods of eight or nine sessions each were organized (a total of 74 sessions). A questionnaire was given to all participants to determine the profile of the users and the efficiency of the project. Sixty-five per cent of the participants were male. The proportion of female participants was higher at the central location than at the peripheral sites. The mean age of the participants was 37.7 years (SEM 0.3). Male participants were older than female ones. At the central location, the mean age was lower than at the peripheral locations. Nearly 90% of the participants at the peripheral sites said that they saved time by attending a videoconference session. The average time saving per participant at the peripheral locations increased from 99 min in the first year to 145 min in the third year of the project. The time saving was closely related to the distance between the peripheral location and the central location. The global cost per participant at the peripheral locations was 43.7 Euros per hour of broadcasting and the indirect estimated cost-saving was 64 Euros per hour. More than 85% of the participants at the peripheral sites stated that they would no longer travel to Leuven (the central location) for these sessions if they were to be organized in a traditional, face-to-face manner, mostly because of the time required, particularly in road travel.

Résumé :
A distance continuing medical education programme was established at the Katholieke Universiteit Leuven in Belgium using multipoint videoconferencing via ISDN lines at 384 kbit/s. The sessions, held in the evening, comprised oral presentations followed by interactive questions and answers, and concluded with a multi-site panel discussion. At all sites the session could be followed on two screens. The speaker/moderator or a questioner at a peripheral site, for example, was shown on the first screen and digital images were projected on the second screen. A multi-site voting system was provided. In weekly sessions between five rotating sites, a multipoint videoconference dealing with a different medical topic was presented and treated in a multidisciplinary way. During the three years of the project, 20 different peripheral sites were visited or revisited. On a five-point scale (with higher scores representing more positive evaluations), the average score for the quality of the image was 3.72 (SEM 0.01) and for sound 3.87 (SEM 0.01) ( n = 3743). The mean rating of the voting system was 3.76 (SEM 0.02) ( n = 3119). For sound, image quality and the voting system, respectively, 73%, 65% and 70% of all participants gave ratings of 'very good' or 'good'. The older participants gave slightly more positive ratings than the younger ones. Videoconferencing appears to be a suitable alternative to face-to-face seminars.

Résumé :
Pharmacopoeial monographs define usually requirements for the use of the particular chromatographic packing materials in a very general way. Even if a selection of particular chromatographic column packed with the defined material is suggested, it appears often that column is currently not present in the laboratory, or is no longer commercially available. With respect to those facts, there are needs to replace the given column material for another one, however with the similar physicochemical characteristics. This can be achieved by using one of the classification systems of columns’ material (e.g., the procedure developed by the researchers at the Katholieke Universiteit Leuven – and therefore called tentatively by us as KUL procedure). In the first stage of the work, it has been proven that the results obtained by KUL procedure can be related to results obtained during chemometrics verification of the suitability of selected stationary phases’ material used in the individual columns for purity test of alfuzosin as pharmaceutical substance and their impurities and related compounds. The next step was to adapt KUL procedure to allow the classification of modern and new UHPLC and Core-Shell (CS) columns’ material characterized by the novel physicochemical properties. Together, properties of 61 columns packed with variable materials have been characterized. The last step comprised the data collection to examine the possibilities to use UHPLC and CS columns materials as equivalent ones to the classical HPLC columns’ materials in view of the method transfer for the previously mentioned assay for alfuzosin.

Résumé :
AbstractOn the basis of recent archaeological evidence unearthed in the course of systematic excavations by the Sagalassos Archaeological Research Project (Katholieke Universiteit Leuven) in southwestern Turkey, this paper attempts to pull together different strings of ceramic data in order to bridge the era between late antiquity and the Middle Ages (mid seventh century to ninth century AD). Our aim is to present samples of the ceramic assemblages excavated at the site of ancient Sagalassos from layers that are most probably dated to the late seventh and eighth centuries. An attempt has been made to examine rigorously the stratigraphy and its contents that are admittedly completely different to the known ceramic forms of the late Roman/early Byzantine (fourth century to mid seventh century) and middle Byzantine (early tenth century to mid 13th century) periods at Sagalassos. Five different pottery types are presented, both kitchenwares and tablewares. The fact that all the ware types presented here are local products should not be seen necessarily as a result of a general decline in trade, rural and/or urban life, but rather as a local response to a generally changing economic system and an emerging local pottery tradition based on household-organised production. The shift from the Roman mass-produced and customised wares (that started to disappear from the market) to non-specialised local/regional production (that started to satisfy basic household needs) need not have been a sudden one. Our ultimate aim is to contribute to recent attempts to throw more light on the archaeologically ‘hidden’ material culture of the so-called ‘Dark Ages’.

Résumé :
AbstractNew biomedical technologies enable the diagnosis of brain tumours by using non-invasive methods. HealthAgents is a European Union-funded research project that aims to build an agent-based distributed decision support system (dDSS) for the diagnosis of brain tumours. This is achieved using the latest biomedical knowledge, information and communication technologies and pattern recognition (PR) techniques. As part of the PR development of HealthAgents, an independent and automatic classification framework (CF) has been developed. This framework has been integrated with the HealthAgents dDSS using the HealthAgents agent platform. The system offers (1) the functionality to search for distributed classifiers to solve specific questions; (2) automatic classification of new cases; (3) instant deployment of new validated classifiers; and (4) the ability to rank a set of classifiers according to their performance and suitability for the case in hand. The CF enables both the deployment of new classifiers using the provided Extensible Markup Language1 classifier specification, and the inclusion of new PR techniques that make the system extensible. These features may enable the rapid integration of PR laboratory results into industrial or research applications, such as the HealthAgents dDSS. Two classification nodes have been deployed and they currently offer classification services by means of dedicated servers connected to the HealthAgents agent platform: one node being located at the Katholieke Universiteit Leuven, Belgium and the other at the Universidad Politécnica de Valencia, Spain. These classification nodes share the current set of brain tumour classifiers that have been trained from in vivo magnetic resonance spectroscopy data. The combination of the CF with a distributed agent system constitutes the basis of the brain tumour dDSS developed in HealthAgents.

Why the AKVS Fell ApartDuring the interwar years, the autonomous Catholic Flemish student movement organized into the AKVS (General Catholic Flemish Student Association) ceased to be. Since the 1870s, it had gathered Catholic students, seminarians, and secondary school students into local sections that were grouped by region and led from the Flemish student circles in Leuven. In 1982 my two-volume book on the growth and downfall of this movement appeared, which garnered criticism from groups of former AKVS members because it did not assign blame for the ‘murder’ of the AKVS in a sufficiently clear-cut manner. This article attempts to bring a measured answer to this question. The conclusion is that the bishops were most responsible for this failure, on account of their condemnation of Flemish nationalism and the incorporation of secondary students into the KSA (Catholic Student Action). In order to explain their actions, this article highlights five ‘fundamental attitudes’ of the bishops: a loyal Belgian patriotism, a concern for institutional infrastructure, a pragmatic power politics, a specific ecclesiology with a particular role for the hierarchy, and a (pedagogical) insensitivity to the way in which young people experienced their directives. Yet not everything can be chalked up to their interventions. In the early 1920s, the choice of the AKVS’s leadership for an anti-Belgian Flemish nationalism led not only to an open conflict with the bishops but also to dissension within its own ranks. In the early 1930s, the ideological leap forward of a new generation of AKVS leaders led within a few years toward a further fragmentation of an already decimated organization, between a usurping Verdinaso, a ravenous VNV, and a Volksdietse (pan-Netherlandish) tendency into which the rump-AKDS/DJV settled in the end. These developments were not initially the consequence of the bishops’ actions, neither in the twenties nor in the thirties.
