The recruitment of about seven thousand Italian migrant workers by the postwar British Labour government is an interesting study in the use of foreign labor recruitment as a diplomatic policy. Foreign labor recruitment has generally been regarded as primarily an economic policy, with political ramifications entering into the picture in the form of domestic issues around integration, racism, labor relations and so on. However, the various British schemes to recruit Italian migrant workers from 1945 to 1951, and the discussion around the movement of migrant workers in postwar Europe carried on in various inter-European bodies, illustrate that foreign labor recruitment can be a much more complex phenomenon.

This article examines translations and adaptations of Russian literature in Italian periodicals and book series for children in the fascist period (1921–1945). By analyzing the repertoire of publications translated from Russian and other languages and comparing it with the repertoire of translations from other foreign literatures, the share of Russian authors is established, the most popular genres and narrative characteristics of Russian texts are identified, the cultural and pedagogical aims of publishing Russian books and what factors influenced the selection of works for translation are clarified if possible. Special attention is paid to the cooperation between Russian emigrants and Italian editors and illustrators, as well as to the perception of Russian literature by Italian educational critics. The analysis offers an essential contribution to the study of Italian-Russian cultural and literary relations in the first half of the twentieth century and sheds light on hitherto little-studied publishing practices that after World War II would allow Russian classics to reach an increasingly diverse audience in Italy.

This article aims to shed light on how the Yugoslav motor industry in the first post-war years sought to overcome the difficulties of mastering the technology of motor vehicle production on a modern industrial basis. During this period, gigantic efforts were made to get the country out of economic backwardness in the shortest possible time. The motor industry had one of the key roles on the path of modernization of the economy, and the state accordingly paid special attention to the construction of factories in this branch of industry. Reliance on pre-war pioneering moves of truck fabrication based on a license purchased in Czechoslovakia was the main capital with which began the process of emancipation of the domestic motor industry. Due to the impossibility to independently solve the issue of construction of all types of motor vehicles, help was sought abroad. Negotiations with the USSR and Hungary were started first, but even before the severance of all relations caused by the conflict between the Yugoslav and Soviet leadership, this attempt to establish cooperation failed. In the following years, after the failure in the East, the state concentrated all its efforts on establishing strong economic ties with the West. Thanks to favorable foreign policy circumstances, the reorientation of state policy had achieved great economic benefits for the further construction of the motor industry. Licenses for the fabrication of the “Ansaldo TCA/60” tractor were purchased, thus resolving the production of all heavy types of vehicles, as well as the production of oil-powered engines. By the early 1950s, cooperation had been established with several renowned companies from Germany, Italy and Switzerland, which provided opportunities for the Yugoslav engine industry to keep pace with the latest technological solutions. However, despite the transfer of technology that played a dominant role in raising the national car and tractor industry, domestic forces played a significant role in the production of the first air-cooled engine, a light wheeled tractor with a gasoline engine and the “Prvenac” truck. The Yugoslav example has shown that reliance on one’s own strength and international cooperation are two inextricably important factors in overcoming all the difficulties that come with the forced industrialization.

Although never more than a junior partner or rival to the hegemonic powers Great Britain and United States, the German states and later the Reich have since independence played an important role in the foreign relations of Latin America. German-Latin American relations in the nineteenth and twentieth centuries have been the subject of a growing body of research over the last three decades. The interest of historians has focused on the development of these relations throughout the nineteenth century, the era of German imperialism 1890-1914, and on the infiltration of National Socialism and its Auslandsorganisation (organization for Nazi party members living abroad) in Latin America from 1933 to 1945. In addition, the reconstruction of German ties to the Latin American states after the Second World War and postwar emigration from Germany to Latin America are subjects which scholars have recendy begun to analyze.

The article reveals the international cooperation of Taras Shevchenko Kyiv State University with scientific and educational institutions of Western countries in 1944–1975. It was noted that at the end of the Second World War (1944–1945), Kyiv University couldn’t establish ties with educational and scientific institutions of Western countries due to the reconstruction of the city and the university itself. During the period of post-war reconstruction (1946–1950), the Soviet-Western confrontation was added to the mentioned problems, which then turned into the Cold War. However, the liberal social and political changes in the USSR associated with de-Stalinization (1953–1956) and the Khrushchev «Thaw» (1956–1964) had a positive impact on the international activities of the Soviet higher school and KSU named T. G. Shevchenko. It is indicated that since the mid-1950s, delegations and individual scientists from France, Austria, Belgium, and Sweden began to visit Kyiv University. Since the second half of the 1950s, teachers and scientists from Finland and Great Britain, as well as Communist Party leaders, and representatives of student and trade union organizations from Western countries visited Kyiv University to give lectures and deliver scientific reports. However, in 1959–1960, plans for the teaching work of Taras Shevchenko Kyiv State University ​in the Great Britain universities remained unrealized. Nevertheless, since then, teachers and scientists of Kyiv University have actively participated in international scientific events held in Western countries (Madrid, Paris, London, Vienna, and Stockholm). Some teachers completed internships at universities in Italy, France, and Great Britain. Students also did internships in these countries. Mostly, these were senior-year students of the Faculty of Philology who were studying foreign languages. It is noted that the scientific works and teachers of Taras Shevchenko Kyiv State University were published abroad. Among them were Professor Mytropolskyi Yu. (in Great Britain and Sweden), Professor Vsekhsvyatskyi S. (in Great Britain and Belgium), Professor Bileckyi A. (in Greece), Professor Marynych O. (in Great Britain and Sweden) works. Scientists of Kyiv University worked with colleagues from universities and scientific institutions of the West on common scientific themes. The international book exchange of Kyiv State University, as of July 1, 1965, was held with such universities as the Taylor Institute at the University of Oxford, the University of Oslo, the Mathematical Institute at the University of Bonn, Liège (Belgium), Besanson and Cannes (France) universities, and also by the academies of sciences of Denmark and Ireland. The emergence of an international détente in the relations between the West and the USSR at the end of the 1960s had a positive effect on the ties of Taras Shevchenko Kyiv State University with the countries of the West. The number of their youth at Kyiv University continued to grow. Thus, if in 1969 one representative of a Belgian and a Frenchman studied at the university, then as of January 1, 1975, 60 students from the «capitalist countries» studied at the university. In turn, the cooperation of Taras Shevchenko Kyiv State University with educational and scientific institutions of Western countries in 1975–1991 remains understudied. However, this is the subject of the next scientific research.

AbstractAs the clash of aspirations increased among European countries, a European ‘civil war’ started in 1914, which engulfed the whole world. With all the terrible destruction and loss of life, it was felt that an international organization must be established to avert war in future. At the Paris Peace Conference in 1919, the British government succeeded in gaining separate representation for its dominions, including India. This created a rather anomalous situation, since a dependency of a foreign power, a colony which could not control its internal affairs, was accepted as a sovereign state by an international treaty. Europe had hardly recovered from the First World War in the late 1920s when it drifted towards a second holocaust in 1939. India became a founding member of the United Nations in 1945, even though it was still under British rule, participating in the historic founding conference. But Indian national public opinion was neither very hopeful nor enthusiastic about the conference on the new international organization. Not only India, which was not even independent at that time, but Asian countries as such played a very small and insignificant role in the formulation of the UN Charter.

The purpose of the article is to substantiate the methodology of research of international trade and economic relations on the basis of identification of tendencies of formation of a modern paradigm of development of world economy. The main trends in the formation and development of the modern paradigm of the world economy are considered, the implementation of which to the practical aspects of socio-economic processes has a significant impact on applied aspects of the interaction of national economies in trade and economic relations. There are among them: regionalization, deepening specialization between countries in the production of key products, growth of the services sector, strengthening the role of transnational corporations, increasing the importance of supranational regulatory institutions, increasing the impact of social and environmental determinants, exacer-bating social inequality, changing the structure of world leaders. The fundamental orientation of the process of international trade development and economic relations is revealed, which is manifested in the movement from economic contacts to interaction, and then to economic cooperation and international economic integration. The transition from the abstract to the concrete in the study of the formation of the modern configuration of trade and economic relations is carried out on the example of the European Union. The stages of development of trade and economic relations in Europe are distinguished: the stage of origin and development of large-scale foreign trade (first half of the XIII-XIX centuries); industrial revolution (second half of the XIX century - the beginning of the First World War 1914 p.); the period of world wars (1914–1945); modern stage (1950 - our time). It is proved that the development of trade and economic relations in the modern globalization space involves further convergence of market economy and regulatory influence by national and suprana-tional institutions, strengthening the competitive position of individual countries in the world market and further diversification of their development. The conclusion is made about the scope of the methodological content of the study of the trade and economic relations development, which includes their consideration through the prism of institutions, markets and direct interstate partnership. The author of the article, addressed to those who teach and study in higher education economic theory, the history of economic thought and the socio-economic history of Russia, proceeds from the premise that changes in the socio-economic system of the country during the period of change in the dominant technological order actualize the development of the theory of money and the study of various stages of historical evolution of the domestic monetary economy (Russian monetary systems). In this context, an analysis of those periods of this evolution in the first half of the twentieth century, when the credit ruble becomes an extraordinary resource of the «war economy», unfolds. The article also examines the peculiarities of monetary circulation during the operation of the gold standard system and during the period of gold «leaving» to the state reserve fund. The author puts forward a hypothesis according to which the changes taking place in the monetary system in connection with the demonetization of gold are the accumulation of prerequisites for the transition to a post-industrial economic system. Inclusion in the analysis of the events of the global military-political history of 1914–1917 and 1941–1945, i.e. events of the First and Second World Wars, helps to reveal the real basis on which a special type of economic relations was formed — the phenomenon of «war economy». The article identifies the key factors of instability in the twentieth century — industrial, monetary and world crises. The study of the peculiarities of the development of the crisis in peacetime and in the conditions of a «military-inflationary economy» in the works of prominent Russian economists deepens the understanding of the structural deformation of the national economy. It is shown that the «price revolution», which characterizes the explosive growth of inflation, has become a vivid manifestation of the world economic instability during the development of extreme military-political events in Russia and in the countries of Western Europe. Attention is drawn to the fact that the «price revolution» in the conjuncture theory of M.I. Tugan-Baranovsky and the works of Z.S. Katsenelenbaum was considered as a function of qualitative changes that took place in the economic system as a result of the expansion of the sphere of money circulation during the transition from natural production to industrial production. The «price revolution» manifested itself with the greatest force in the conditions of the «war economy». The destruction of the national economy was accompanied by the development of «golden» inflation, indicating a chronic commodity deficit. The author argues that the size of the accumulation of gold in 1920–1945, the emergence of large banks — custodians of the gold and foreign exchange reserves of the countries — members of the monetary unions — largely influenced the results of the competition between the three leading currencies (franc, pound and dollar), claiming to be the world leader. The conclusion is argued that the accumulation of gold and foreign exchange reserves in the conditions of the «war economy» accelerated the formation of a new monetary and financial «map» of the world in the second half of the twentieth century.

This thesis examines how the newly-born Anglo-Italian alliance operated during World War I, and how it influenced each of Britain's and Italy's strategies. It argues that Britain was Italy's main partner in the conflict: Rome sought to make Britain the guarantor of the London treaty, which had brought Italy into the war on the side of the Allies, as well as its main naval and financial partner within the Entente. London, for its part, used its special partnership with Italy to reach three main objectives. The first was to have Rome increasingly involved in the Entente's global war, thus going beyond the national dimension of the 'fourth war of independence' against Austria-Hungary. Britain aimed in particular to complete the blockade of the Central Powers by securing the Mediterranean. This result was achieved slowly - Italy declared war on Turkey in autumn 1915 and on Germany in summer 1916 - and not without contradictions, such as Italy's persistently self-reliant trade policy. The second British goal was to keep Italy in the war when the Caporetto crisis hit: British financial, commercial and military support was crucial to restore Italian forces and morale, and allow Rome to pursue to fight. Finally, in a wider geo-political sense, Britain took advantage of its good relations with Italy to balance French influence in the Mediterranean and the Middle East. London acted as a mediator in the controversies between Rome, Petrograd and Paris, taking upon it the task of keeping the alliance together. Anglo-Italian relations worsened in 1918. Britain's leadership within the Entente declined and was gradually replaced by American leadership. President Wilson's 'politics of nationalities' produced a significant revision of the London pact: Italy felt betrayed by its main partner, Britain, and this caused a long-lasting resentment towards London which had far-reaching consequences in the post-war period.

This thesis investigates the relationship between Fascist Italy and the League of Nations (LoN) during the interwar period, with a particular focus on the years from 1922 to 1935. This relationship was contradictory, shifting from moments of active collaboration to moments of open disagreement. The existing historiography on the Italian membership of the League has not reflected this oscillation in policy, focusing disproportionally on the crises Italy caused at the League. However, Fascist Italy remained in the League for more than 15 years, ranking as the third-largest power, and was fully engaged in the institution's work. This dissertation investigates the dynamics that developed between Fascist Italy and the LoN through a systematic study of the Italians involved. In so doing, it contributes to the historiography of the LoN and of the Italian foreign policy in the interwar period. The thesis argues that there was more to the Italian membership of the LoN than the Ethiopian crisis. It reveals the extent of the Italian presence and activity in the institution from the beginning, and demonstrates that the organization was more important to the Italian government than previously recognized. Membership of the League was essential to guarantee Italy international legitimation and recognition. Through an active appropriation of internationalism, the Italian government hoped to obtain practical benefits in the colonial sphere. The thesis uncovers the depth and variety of interactions between nationalism and internationalism in the case of Italy and the League, establishing that they did not oppose each other but rather interacted. This dissertation illustrates the complexity of being an Italian working in the League, as well as the grey areas between nationalism and internationalism evident within individual experiences. Finally, it shows the continuity of actors and expertise in Italy's international cooperation between the interwar and the post-1945 period.

The purpose of this study has been to address an imbalance existing in the historiography relating to American-Canadian relations in the period between 1919-1924. Relying primarily on American sources, this study has attempted to argue that the Canadian government had a unique opportunity to inititiate and execute an independent foreign policy by exploiting her position within the British Empire as well as her close relationship with the United States. In contrast to a number of Canadian studies which have argued that the United States impeded Canada's diplomatic growth in the post World War I period, this work maintains that the United States tried to encourage Canada to assume a more autonomous position because it was in America's interest to do so. Canada's similar attitudes with the United States towards the questions of the renewal of the Anglo-Japanese Alliance, Asian immigration and Article Ten in the League of Nations' Covenant convinced the United States that the Canadian government was potentially useful to the American government in helping to protect its international interests in institutions where it was not represented. The evidence presented in this study maintains that it was the Canadian and British governments that were reluctant to carry out the final steps of appointing a separate Canadian representative to Washington in the early 1920s. As a result, Canada lost her opportunity to establish an independent policy because the United States found alternative methods of protecting its international interests.

This thesis considers how attitudes shaped British, French, and American policy regarding the rebirth of Poland. From the outbreak of war in 1914 to the plebiscite in Upper Silesia in 1921, Allied and American policy-makers first considered whether Poland should be an independent state and then where its borders should be. As they did this, they developed attitudes about these questions, for instance about Poles and the right or ability of the Polish nation to administer a modern state. Such considerations assumed that national character exists and is important in the success or failure of a country. My research draws on literature from social psychology in defining the development of such understandings as consistent with stereotyping, in other words using generalisations about social groups to understand those groups or individuals. Allied and American policy-makers considered Poles to be, for instance, quarrelsome, aggressive, anti-Semitic, pitiable, passionate, or loyal. The thesis begins by examining pre-war attitudes to Poland and the impact of the war on these and on the diplomacy of the Polish question. It then discusses the re-emergence of an independent Poland in 1918 and the impact on policies and attitudes of the Polish delegation’s claims at the Paris Peace Conference, of events on the ground, and of the Russo-Polish War. Allied and American decision-making on the rebirth of Poland was central for European diplomacy not only because the attitudes they expressed left lingering grudges on both sides, but also because Poland’s frontiers were an irritant throughout the interwar period until Germany and Russia invaded Poland in September 1939. Moreover, the conclusion that attitudes were a factor in decision-making contributes to a growing recognition among international historians and international relations theorists that it is necessary to look beyond individuals' 'rational' motivations.

This dissertation attempts to determine what Britain expected from participation in the Supreme Economic Council (SEC) of the 1919 Paris Peace Conference and to what extent its expectations were realized. An investigation of available sources reveals that access to European markets and raw materials and a balance of power to prevent French, German, or Russian hegemony in Europe were British foreign policy goals that SEC delegates sought to advance. Primary sources for this study include unpublished British Foreign Office and Cabinet records, published British, United States, and German government documents, unpublished personal papers of people directing SEC efforts, such as David Lloyd George, Austen Chamberlain, Cecil Harmsworth, Harry Osborne Mance, and John Maynard Keynes, and published memoirs and accounts of persons who were directly or indirectly involved with the SEC. Secondary accounts include biographies and histories or studies of the Peace Conference and of countries affected by its work. Primarily concerned with the first half of 1919, this dissertation focuses on British participation in Inter-allied war-time economic efforts, in post-war Rhineland control, in the creation of the SEC, and in the SEC endeavors of revictualling Germany, providing food and medical relief for eastern Europe, and reconstructing European communications. It concludes with Britain's role in the attempt to convert the SEC into an International Economic Council in the last half of 1919 and with the transfer of SEC duties to the Reparations Commission and to the League of Nations. Through participation in the SEC, Britain led in negotiating the Brussels Agreement and in establishing the Rhineland Commission and the German Economic Commission, reversing French attempts to control the Rhenish economy, preventing French hegemony in Europe, and gaining access to German markets for British goods. Although it failed to achieve its goals of strong eastern European states and access to markets and raw materials there, Britain led in restoration of communications and participated in the relief effort which saved the new states from anarchy in 1919.

This volume provides an introduction to the field of Global Political Economy (GPE). It explores some of the approaches that have addressed the key concerns of theorists of GPE; for example. what conditions are most conducive to the emergence of collaborative behaviour among states on economic issues, or what are the determinants of the foreign economic policies of states. It examines various aspects of the debate about globalization as well as the impact of globalization on world poverty, inequality, and the environment. It also considers how globalization has changed the relations between industrialized and less developed economies. This chapter discusses the global financial crisis and the world economy pre-1914, in the interwar period, and post-1945. It also analyses the emergence of GPE as a field and describes a number of approaches to the study of GPE.
