This dissertation considers processes of hegemony, or the construction of consent, in network television marketing practices in the 1950s. Specifically, a case study of the Today show, which premiered in 1952, examines how RCA, and subsidiary network NBC, generated consent for continuing domination of the national television airwaves. In the context of post-World War II concern about the place of the multi-national corporations and the media in American democracy, RCA/NBC constructed its company, programming, and the image of its audience within a nexus of anti-trust, good trust (or legal monopolies/public utilities), and free speech/free press regulations. To understand this regulatory context, the study begins by identifying the deep structural contradictions of liberal democratic capitalism and the political economic conditions which demand that power, privilege, and control be legitimated. These conditions shape rhetorics of common interest through which groups and individuals---empowered by the state with delegated authority---seek to establish and maintain consent. This control is constructed as an exception to the rules of free trade and free speech/press. In the end, the study suggests that processes of hegemony construct market control---and consumer free choice---as natural, preordained, and in the best interests of the public as a whole, while downplaying, denying, or discrediting any other real alternatives or possibilities. The particular findings of this deep historical and case study can inform present day broadcast reform efforts and offer core approaches for re-framing hegemonic corporate rationales.

The Internet is a ubiquitous feature in everyday life, but its application to social movements has yet to be completely understood. This phenomenological study examines the lived experiences of bloggers who focused on the gay, lesbian, bisexual, and transgender (LGBT) movement in the United States to understand the impact bloggers and their work as online activists have on existing LGBT social movement organization and operation. Data collection is gathered from semi-structured and open-ended interviews with four social movement bloggers using web-conference software over the course of three months. The results of this study indicated that internet has empowered individual activists, allowing them to gather a following and share their views to a large audience over the web, independent from existing social movement organizations. Consequently, bloggers and online activists maintain a relationship with existing social movement structure that is both collaborative and antagonistic. The results of this study contribute to the current understanding of social movement organizations as well as the impact of technological innovations on social movement advocacy.

The regulation of people and products moving between the United States and Mexico, most visible along their 2,000 mile-long boundary, also depends on the complementary function of a series of border zones. Located adjacent to the boundary, they form part of each country's administrative attempts to balance national interests and the particular needs of the border area. The boundary, limit of national sovereignty, allows a certain degree of interaction; border zones, while broadening the area of contact, impose some limitations upon it. The form and function of border zones have varied over time, just as administration of the boundary has adjusted to change. Since residents of Northern new Spain met participants of American westward expansion, the two central governments have used border zones to impose restrictions on the interchange. Mexico has feared its northern neighbor's territorial ambitions and economic power. Immigration and drugs from Mexico concern the United States.

Efforts are currently underway in the US federal context to improve and strengthen evaluation practice and increase the use of evaluation results to inform policies and programs. However, these efforts remain unrealized, due partly to the lack of a comprehensive theoretical framework that views evaluation and related organizational processes and institutions as part of a larger system. Early intuitive theoretical taxonomies of evaluation policy suffer from the lack of connection to specific examples and instances, and are missing clear classification criteria that would allow practical application. To generate a grounded taxonomy of evaluation policy, this study surveyed members of the American Evaluation Association in 2009, asking them to generate examples of evaluation policy, and then to sort and rate these suggested policies. Results are analyzed using the concept mapping method of Trochim (1989), which first translates aggregate sorting decisions into conceptual “distances” on a two-dimensional dot map, then uses hierarchical cluster analysis to generate groupings of ideas. These groupings become the foundation for categories in a theoretical taxonomy. Findings reveal several different dimensions by which participants grouped evaluation policies, including the dimensions of “value” and “policy mechanism.” A values-by-mechanisms taxonomy and instructions for its use in an evaluation policy inventory process are proposed.

The challenges we face as a nation are complex and recalcitrant; to address them, we need to be equipped with multifaceted and resilient solutions. Yet, substantial pressures – such as significant fiscal constraints, growing citizen expectations, and the rapid pace of technology – prevent the U.S. Government from efficiently and effectively solving the nation’s ills alone. The public, private, and nonprofit sectors must partner and collaborate to create lasting social change and the best solutions to address our nation’s most pressing social issues lie in the power of social innovation. Drawing from nearly thirty years of scholarship, the views of leading experts in the field of social innovation, and three case studies of social innovation offices in the United States, this paper addresses the case for social innovation in the United States by answering four key questions: what is social innovation; why does the U.S. need it; what has the U.S. government done to support social innovation; and what is the future of social innovation in this United States.

Both in Canada and in the United States the law disadvantages gay men and lesbians.
This master's thesis considers whether the guarantee of equality in the U.S. Constitution and in the Canadian Charter of Rights and Freedoms can change this situation.
The first part argues that in theory the Fourteenth Amendment's equal protection clause provides a promising basis for challenges to policies and statutes that discriminate against gays. Nevertheless, these challenges are unlikely to be successful because most U.S. courts fail to see beyond the stereotypes that prevent homosexuals from gaining access to their civil rights.
The second part contends that the approach to constitutional equality taken by the Supreme Court of Canada might be more helpful in eradicating discrimination against gays. Challenges of, e.g., policies excluding homosexuals from the Canadian Forces or the exclusion of same-sex couples from the benefits that heterosexual couples enjoy should be successful.

The purpose of the study was to develop a model of strategic planning which was fitted to the specifics of the planning need of public schools. In order to develop such a model certain questions were addressed:1. What administrative procedures are suggested prior to the initiation of a formal strategic process in a public school district?2. What school district organizational structure facilitates a strategic planning process?3. What are the mayor variables that should be included in a strategic planning process for public schools?4. What information is included in a strategic planning document and what format is suggested for such a plan?5. What procedural methods can be used in the public school district to transfer a strategic plan into strategic action?6. What factors tend to restrict the use of a strategic planning process?Significance of the StudyThe significance of the study was based on the the factor of accelerating change in today`s environment with the resulting impacts on the realm of public education. While the public school systems are not competitive in the same essence as are businesses, school districts are in constant competition for resources and the maintenance of educational goals which will assist the United States in maintaining a competitive status in the global environment.The above cited challenges require tools for planning that go beyond the traditional introspection of long-range planning or the programming, planning and budgeting system (PPBS). The required tools must embrace the total environment and those forces therein that impact on the pursuit of elementary and secondary schooling by the U. S. populace.Shirley (1981, p. 1) concluded that most planning guides stop short of full paradigm development. That author also indicated that the non-profit sector represents a new and virtually untapped area for research and writing in strategic planning. The absence of published articles and only one book on strategic planning for public schools sustains Shirley's position.If public school superintendents and district school boards were to be influential in meeting the opportunities and threats of the future environment, the need for tools to assess and plan for those enterprises was imperative. The development of a strategic planning model for public schools could provide such a tool.Limitations of the StudyThe limitations of this study were:1. The analysis and recommendations were based on limited research related to strategic planning for public school administration.2. The study was limited to analysis of selected strategic planning models used in private profit and non-profit environments with a resulting new model tailored for the public school situation.3. The new model was developed using the concepts of strategic planning in the private and non-profit sectors. Components were refined to consider the public school environment with a new archetype. A panel of experts in the fields of strategic planning and public school administration were used to verify the appropriateness of the new model and its various components.4. The model's usefulness was restricted to use in planning for public educational institutions.5. A field test of this model was beyond the scope of this research.Definition of TermsThe following terms were applied and used throughout this study to insure clarity and consistency (Lewis, 1983).Problem-solving planning. This type of planning is of short duration (one to two months) and is used to restore performance back to a routine level. (p. 9)Operational planning. This type of planning is of a duration of up to one year and is used to improve on routine performance or to reach an aspirational performance level. (p. 9)Long-range planning. This type of planning is of a longer duration of three to five years and is used to determine performance gaps and resources needed to remedy these gaps. A prime characteristic of this type of planning is its focus on the internal or microenvironment. (p. 11)Strategic planning. This type of planning is of longer duration usually three to ten years and is used to improve performance in order to reach the mission and educational goals of the school district. A prime characteristic of this type planning is the recognition of both the internal or microenvironment and the external or macroenvironment in the planning process. (p. 10)Critical analysis. The role of the critical analysis is to identify, analyze, and evaluate the key trends, factors, forces, and phenomena having a potential impact on the formulation and implementation of the long-range goals and strategies. (p. 35)MethodThe model was developed using the following procedures:1. A comprehensive review of selected literature in the field of strategic management was conducted. Findings from this review were analyzed to provide a basis for the development of an initial strategic planning model for specific application to public school systems.2. The initial model was developed and presented to the doctoral committee of the researcher for review and recommendations.3. A working draft of the revised model was presented individually to a panel of public school experts. Interviews were conducted to seek opinions on the completeness of the model and its application to the public school environment.4. A review was made of the information and opinions received from the experts. Such information provided the basis for refining the model.5. Upon completion of the refinement process, the model was again presented to the doctoral committee of the author for a final review of the findings.Organization of the StudyThe study was developed into five chapters and a selected bibliography. Chapter I includes the introduction, purpose of the study, significance of the study, definition of terms, methodology, and organization of the study.Chapter II contains a review of the literature related to strategic planning in the private and non-profit sectors of the environment and planning in public school administration.Chapter III contains the presentation of the methods and procedures used in this study.Chapter IV contains the report of the results of the study and the findings regarding the research model.Chapter V contains a summary, conclusions and recommendations which resulted from the study.A selected bibliography is attached as the concluding section.

Concepts such as “brain drain”, although now outdated, capture the essence of the uneven distribution of costs and benefits of the migration of skilled workers from south to north. There is solid evidence of the positive contributions of skilled immigrants to their host economies. Nevertheless, the sending countries, with few exceptions, have not fully capitalized on the skills and networks of their high-skilled diasporas. This research adopts the diaspora option concept, which capitalizes on these skills and networks as a viable strategy for economic development. Using the migration relationship between Lebanon and the United States, this study contributes to a growing area of research that investigates the search role of skilled immigrants and returnees and their impact on knowledge transfer to the countries of origin. The research presented herein attempted to answer the overarching exploratory question: What are the patterns and dynamics of high-skilled diasporas and returnees’ direct and indirect (search) contributions to the home country and what related policies or facilitative interventions are needed to leverage and enhance these contributions? To address this question, the field research employed interview and survey techniques.

The findings of this research revealed that Lebanese diaspora high achievers and networks, as well as high-skilled returnees, have engaged in different forms of direct and indirect contributions to the home country, but their impact remains less than transformational on Lebanon’s innovation system. There is substantial evidence of the nascent emergence of institutionalized Lebanese transnational search networks attempting to bridge and translate capabilities and opportunities between the home country and the global knowledge markets. These networks hold a growing portfolio of gestating projects and initiatives that have not yet materialized in tangible investments or success stories. Institutional factors at home, such as economic and political instability, weak infrastructure, and outdated regulatory and legal frameworks, in addition to the absence of diaspora engagement public policy, appear to be the main impediments for optimal and transformational engagement. These impeding factors represent areas for possible improvement if diaspora linkages and contributions were to be leveraged. Thus, the case of Lebanon demonstrates a laissez-faire diaspora option that encapsulates the suboptimal incorporation of skilled diasporas into the development process of their home countries without notable diaspora engagement public policy. Consequently, this research advocates for a proactive and fully endorsed diaspora option to better capitalize on countries’ skilled diasporas and returnees for transformational impact.

Seminal works on leadership, including those in librarianship define a traditional model of interaction between leaders and followers without reference to the information technology-driven environment. In addition, remote leadership indicates a different model from the traditional model, one that is focused on the interaction of leaders and their staff through digital technology. Although leaders still use face-to-face interaction, due to varied work schedules or job responsibilities, they also recognize the need to lead employees remotely. Leadership studies in library literature have not addressed how library leaders use information technology to lead employees remotely, nor have these studies addressed remote leadership and remote employees, except for some articles on telecommuting. As a result, this research was conducted to address this gap, providing an exploratory foundation of emergent patterns of remote leadership with its associated leadership dimensions rooted in personality traits, behaviors, and skills. Quantitative and qualitative data were obtained from a small sample size of academic and public-library leaders in the United States who participated in a Web-based survey designed specifically for this study, limiting generalizations. Factor analysis was the principal methodology used to obtain findings. Its composite factor scores were also used in the t-test and chi-square analyses. This study identifies some emergent patterns of remote leadership in the library and information-science field, exploring whether library leaders use information technology to be effective remote leaders in a technology-driven environment, and whether existing leadership attributes could be identified as part of the remote-leadership model. Because this study's findings indicated that library leaders are not quite the traditional leader but are not fully integrated into remote leadership, it becomes apparent that they would function with a blend of both face-to-face and electronic interactions, due to the nature of library work. Additionally, this research revealed underlying issues and challenges faced by library leaders as they transition from a traditional-leadership model to a blended model of face-to-face and remote leadership. Future research could include increasing the sample size and response rate to conduct factor analysis properly, and conducting longitudinal studies.

This thesis studies variations in Canadian and American federal spending. We seek to know which factors influence these variations the most, whether they are economic, political, or economic in nature. Judging from the correlations established here, it is apparent that economic variables, more precisely the rate of unemployment and the debt to G.D.P. ratio, have the most impact on federal expenditures. Realizing this, we establish another correlation between the monetary policy (the average annual discount rate) of each country's central bank and the level of federal expenditures. Doing this, we conclude that, not only economic fluctuations, but also monetary policy, are important to consider for any study of federal spending in Western soil.Keywords: federal spending, variations, Canada, United States, economy, political, bureaucracy, monetary policy
Ce mémoire étudie les variations des dépenses fédérales canadiennes et américaines. Nous cherchons à savoir quels facteurs influencent le plus ces variations, qu'ils soient de nature économique, politique ou bureaucratique. D'après les corrélations établies ici, il est apparent que les variables économiques, plus précisément les variations du taux de chômage et du ratio de la dette par rapport au P.I.B.., sont de loin celles qui ont le plus d'impact sur les dépenses fédérales. Suite à cette constatation, nous établissons une autre corrélation entre la politique monétaire (le taux d'escompte moyen annuel) de la banque centrale de chaque pays et le niveau des dépenses fédérales. The purpose of this study was to determine the knowledge of United States Supreme Court decisions affecting education possessed by public school teachers, principals, superintendents, and board members; to determine if significant differences existed among these groups in their knowledge of Supreme Court decisions affecting education; and to determine if significant differences existed within each group depending on years of experience in education and level of education. Five hundred randomly selected subjects from the public school systems in Tennessee were asked to indicate their knowledge of Supreme Court decisions affecting education by completing the survey instrument, Supreme Court Decisions Impacting on Education. This instrument measured respondents' knowledge of Supreme Court decisions in five areas: (1) student rights; (2) employee rights; (3) church-state relationships; (4) race, language, and sex discrimination; and (5) school finance and organization. A total of 241 (48.2%) usable responses were returned. The data revealed that there was a general lack of knowledge of Supreme Court decisions affecting education. Significant differences were found to exist among the four groups in all areas except that of race, language, and sex discrimination. Superintendents scored significantly higher than teachers and board members in knowledge of Supreme Court decisions in the area of student rights. Superintendents and principals scored significantly higher than teachers in the area of employee rights. Superintendents scored significantly higher than all other groups in the area of church-state relationships. In the area of school finance and organization, superintendents and principals scored significantly higher than teachers. On overall knowledge of Supreme Court decisions affecting education, superintendents and principals scored significantly higher than teachers and board members. Years of experience in education was not found to be a significant factor within any of the four groups. Level of education was found to be a significant factor among superintendents. Superintendents with either a doctoral degree or a Master's degree plus additional coursework scored significantly higher than those with a Master's degree or an Education Specialist degree. Level of education was not found to be a significant factor within any other group.

While communities in the United States are already experiencing the effects of climate change, scientists project that sea level rise, increased precipitation, and record-breaking extreme weather events will devastate vulnerable regions in the following decades. The absence of federal strategies for climate change adaptation leaves state and city governments with broad discretion to undertake climate change adaptation measures. Yet cities may be unable to adapt to climate change without external assistance, particularly in states where the state leadership has not recognized the need to provide political and financial support to local governments. Collaboration allows cities to pool resources and work across boundaries to ameliorate significant problems such as climate change. Scholars of public administration have extensively researched collaboration. However, we still know little about what factors facilitate horizontal collaboration and why and how collaborative governance may lead to improved policy outputs and outcomes. Using the case of sea level rise preparedness in US cities, this dissertation contributes to better understanding of horizontal collaboration and its effects on public service provision. The analysis draws on quantitative data from surveys, administered to US municipal governments, and qualitative data from semi-structured interviews with city officials. This research has several principal findings. First, organizational propensity to collaborate on sea level rise preparedness is driven by leadership that recognizes the value and need for collaboration, and internal organizational characteristics. Second, horizontal collaboration helps cities advance plans for sea level rise adaptation, particularly when partnering with institutions of higher learning and businesses. Third, the findings show that collaboration with other municipalities and businesses is a positive contributing factor toward better preparedness for sea level rise in US cities. By shedding more light on horizontal collaboration as a tool to help cities adapt to changes in climate, the study contributes to two bodies of literature, including research on climate change policy and collaborative governance. The study also provides a number of recommendations to local policy makers and public administrators on how to facilitate horizontal collaboration to utilize local resources in public problem-solving.

Organizations are beginning to realize the importance of consistent communication with their constituencies. Several organizations have experienced negative consequences for producing inconsistent messages to their publics. This dissertation provides an investigation of the effects of message consistency on perceptions of organizational legitimacy. Legitimacy is the perception that an organization is good and has a right to continue operations. Legitimacy is viewed as an important variable in the study of organizations, since organizations that are not perceived as being legitimate face internal and external threats that could lead to the demise of the organization. Image management theory, crisis management theory, and niche-width theory are relied on in this investigation to examine the effects of message consistency on organizational legitimacy. Image management theory holds that organizations have images in much the same way that people do, and it is therefore incumbent on organizations to engage in strategic communication behaviors designed to influence perceptions of their image. The end goal of image management is the production and maintenance of legitimate organizational status. During crisis events organizational image is threatened, and therefore at no time is the legitimacy of the organization more salient. Crisis management theory provides the explanatory calculus and the context in which to study consistent discourse and perceptions of legitimacy. Finally, niche-width theory argues that different organizational forms are developed in response to different environmental conditions. Two particular types of organizations, generalists and specialists, are found in most organizational fields. Generalist organizations are ones that have many resources and are equipped to deal with much variety in their environment. Specialist organizations, on the other hand, have few resources, and are better equipped to deal with particular aspects of their environment. Niche-width theory is incorporated into the dissertation to determine whether the type of organization (specialist vs. generalist) affects perceptions of organizational legitimacy. These theories provide the foundation for the empirical investigation in this dissertation. Several hypotheses were generated from these theories. Support was found for all but one hypothesis. Results suggest that organizations experiencing crisis should produce consistent messages to both internal and external publics to be perceived as being legitimate.

The amount of force used by law enforcement officers has become a highly-charged topic, especially among racial minority citizens and the law enforcement community. While the use of force by police officers is permitted by law enforcement agencies and expected by citizens, the amount and type of force used can trigger or cause problems, such as distrust or loss of confidence for the police agency, if the public perceives the force to be unjustified. The purpose of this phenomenological study was to explore the use of force by police officers and how to improve the relationship between racial minority citizens and law enforcement. Using Rawls' social justice theory as the foundation, the purpose of this qualitative study was to examine how the perceptions of the police use of force differ among racial minority citizens and police officers in a southern state. Data were collected from 20 racial minority citizens over the age of 18 from two southern cities who agreed to participate in my study. Additionally, 21 completed surveys were collected from current or retired law enforcement officers. Interview and survey data were inductively coded and subjected to a thematic analysis procedure. Survey data were analyzed using descriptive statistics. Findings indicate there needs to be more accountability on the use of force by the police, with many citizens feeling the police cannot be trusted. Both groups suggested perceptions are often influenced by the media, which may provide incorrect information. Results of this study may lead to positive social change with racial minority citizens and the law enforcement community by refining police policies and enhancing police training programs on the use of force. If changes are made, the relationship between the law enforcement community and racial minority citizens could ultimately improve perceptions on the use of force.

Merriman MSM, University of Maryland University College, 2004 BS, Central Washington University, 1983 Dissertation Submitted in Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy Applied Management and Decision Science Walden University July 2015 The impacts of cyclical economic volatility on state-level fiscal imbalance levels have gained attention, given that beginning in late 2007, the United States experienced the deepest and longest-lasting recession in its history. The problem addressed by this study was whether there was a statistically significant relationship between certain economic factors and fluctuations in state-level fiscal imbalance levels in the U.S. during the period 2000 to 2010. The purpose of this study was to evaluate relationships between certain economic factors and state-level fiscal imbalance levels in the 48 contiguous U.S. states, and to assess how the presence and relational strength of these relationships varied during an economic cycle. Musgrave's theory of public economy, Oates's fiscal federalism theory, and Buchanan's fiscal imbalance theory served as the theoretical foundation. This longitudinal, time-series-cross-sectional study used multiple linear regressions to assess the relationships between the federal agency-provided datasets of unemployment, age, per capita income, poverty, entrepreneurial activity, gross state product, and the levels of fiscal imbalances in the 48 contiguous U.S. states during the period of 2000 to 2010. The study results provided evidence that the set of independent variables explained a significant amount of the overall fluctuation in fiscal imbalance levels from 2000 to 2010, and that the independent variables of unemployment rate, percent of population under the federal poverty level, and gross state product were related to fiscal imbalance levels with varying degrees of statistical significance and strength from one year to the next. The implication of the study for social change is that policy makers who understand these relationships may construct better policies to mitigate fiscal imbalance volatility and to encourage state-level fiscal equivalence across the United States.

Asylum seekers in the U.S. have faced a plethora of impediments leading to some of them abandoning their applications, which may deny them their rights under the United Nations convention on refugees. Despite the abundance of literature on the plight of these persons, no study has examined the lived experiences of asylum seekers in the U.S. from the time they apply for asylum to the time their applications are adjudicated. Using Benet's polarities of democracy as the theoretical framework, the purpose of this single participant narrative study was to explore these experiences in order to provide policy makers with a better understanding of the impacts of US Asylum policies on the rights of asylum seekers. The study's single participant was an attorney from the Congo who sought and received asylum in the U.S. Thematic analysis was applied to her responses using hand coding. Cultural challenges were identified as the dominant negative theme in the asylum-seeking process. These cultural challenges generated fear in the face of survival issues such as joblessness, poor housing, hunger, and lack of health care. These interrelated sub-themes, analyzed through the lens of the polarities of democracy, suggest that policy makers might improve the asylum-seeking process by using the theory to better understand the impacts that the process has on the rights of asylum seekers. This may allow policy makers to develop strategies to maximize the positive aspects of the polarities of democracy pairs while minimizing the negative aspects, particularly for the pairs of freedom and authority, justice and due process, and diversity and equality.

Mentorship in the workplace is a critical component of leader development that benefits both the individual and organization. While the United States Army’s mentorship program takes an informal approach to initiating mentoring connections, active mentorship is an expectation of all leaders. Women in the army remain underrepresented in the senior ranks, creating a situation that may lead to more limited opportunities for the female-to-female interactions that would result in a diverse mentoring experience. This qualitative case study explored the mentoring experiences of a purposive sample of interviews with 10 women officers assigned to Brigade Combat Teams while stationed at Fort Hood, Texas. Results were analyzed using two cycles of inductive coding and pattern-matching techniques. The six themes that emerged provide insight into the conditions and mechanisms that may create more effective professional mentoring relationships for military leaders.

Thomas Jefferson's contribution to the development of public administration in the United States has been largely neglected. When we think of Jefferson our minds naturally reflect back to his authorship of the Declaration of American Independence, his commitment to religious freedom, his unwavering support for universal education at all levels of instruction, his establishment of the University of Virginia, and his public service as Foreign Minister to France, Secretary of State, Vice President and President of the United States. Such extraordinary political and professional accomplishments often keep us from connecting Jefferson to the art and science of public administration. A careful examination of Jefferson's life, however, from his election to the presidency in 1800 to his death in 1826 reveals that he made important and noteworthy contributions to the study and practice of public administration - contributions that have been virtually ignored by the field as a whole. By examining how Jefferson thought about administration at the beginning of his political career compared with how he applied it during his later, more mature years reveals a remarkable change in perspective that can only come through experience in public service. The purpose of this dissertation is to tell the story of how this transformation occurred. Such a story illustrates how one of the most influential and important statesmen in American history developed an appreciation for administration by governing the nation as president and by establishing a state institution for higher education, radically different from any other in the nation, designed to connect the importance of an educated citizenry with the preservation of the nation's constitutional heritage.

In 2016, women represented 16.6% of all Chief Administrative Officers (CAOs) in local governments across the United States. Previous studies have investigated gender disparities in managerial representation, which is explained by the glass ceiling phenomenon; however, little is known about whether the women that occupy these male dominated positions have the similar levels of responsibilities as their male counterparts. Thus, the purpose of this dissertation is to understand if gender disparities in levels of work authority manifest as a new form of the glass ceiling. Work authority in this study is operationalized as CAOs’ sanctioning authority (control over personnel operations) and decision-making authority (control over formal operations). Using a mixed methods research design, this investigation is implemented in two phases. The first phase employs Ordinary Least Square (OLS) regression to explore the relationship between CAOs’ gender and CAOs’ level of work authority as well as the relationship between CAOs’ levels of work authority and annual pay. In the second phase, using a qualitative research method, I conduct an in-depth investigation of similarities and differences in the career paths of CAOs and the factors that shape their career-related decisions. This research has five main findings. First, female CAOs do not have similar level of sanctioning authority as their male counterparts. Second, disparities in level of sanctioning authority yield economic inequality among CAOs. Third, male and female CAOs take different career paths. Last, female CAOs perform dual roles—professional and personal—whereas most male CAOs are less burdened with household responsibilities in their personal lives. Last, for female CAOs with family responsibilities, their career paths are significantly fashioned by the presence of institutional and social support networks. Findings inform policy makers and public management practices. It informs that gender-based disparities in the workforce continually manifest in new forms, creating unequal employment opportunities for men and women in the workforce. Such disparities also continue perpetuating economic inequalities among men and women in the workforce. Also, it informs public management practices of the critical impact that institutional support has on leveling the playing field women to participate in male-dominated careers.

The purpose of the quantitative study was to analyze the staffing patterns, organizational structures, funding resources, practice of resource allocation, technology use, size of alumni population, size of institution enrollment, and age of the institutions at senior public colleges and universities in the southeastern United States. These institutions were derived from the membership of the Council for Advancement and Support of Education [CASE] during the academic years 2010-2012 in the United States District III region, generally the Southeast to lower Mid-Atlantic states. The study was further limited to public, comprehensive institutions as determined by the Carnegie Classification system. Data were collected through an online internet survey to test 11 research questions and gather demographic information relevant to the study. Of the 100 potential institutions for response, 16 completed surveys were received. The overall results of the tests reflect that 3 of the 11 results were statistically significant. Specifically, resource allocation scores were significantly higher than funding resource scores. Also there were strong positive correlations between technology use and age of institution and between size of alumni and the size of the institution.

The media plays three key roles in promoting good governance: watchdog, civic forum and agenda-setter. Despite decades of scholarship, there is little systematic effort to examine the empirical relationship between the media and governance. Moreover, scholars conceptualized governance with their interests and scope of work. Regardless of political system, this dissertation puts forth a new definition of good governance, and explores how controversies or issues framed by the media can be employed to initiate debates among citizens to enhance their own understanding of the political process, in particular the performance of the government.

The first study utilized framing theory to identify media frames in portraying four U.S. and Chinese governance issues which address the different dimensions of good governance. Results from the content analysis suggest that both Chinese and U.S. newspapers employed three major mechanisms to frame governance issues, i.e. thematic framing, responsibility framing and heavy reliance on official sources. The second study employed an experimental method by integrating the theories of framing and the spiral of silence, in particular, to investigate the effect of media framing governance issues on public perception and evaluation of U.S. good governance, especially the way that U.S. government handled two governance issues such as the Flint water crisis and the Syrian refugee crisis.

The core research question of this dissertation is: can media framing of governance issues influence one’s perception and evaluation of good governance? Based on two studies, this dissertation has found news framing of governance issues does have an effect on individuals’ opinion and evaluation on the performance of government. In particular, how media frame the governance issues influences the way individuals perceive and evaluate the U.S. government. Additionally, issue attention moderates the governance framing effects. Individuals who pay less attention to governance issues are more likely to evaluate the performance of U.S. government in a positive manner than people who pay more attention. At the same time, the more people are willing to self-censor, the more they will perceive the performance of U.S. government in a positive way. Implications for future trajectory of research are discussed.

Telecommunications policy debates concerning the contentious issue of net neutrality have revolved around a number of broadband network operator behaviors, including discriminatory traffic management – differential treatment of network traffic associated with different Internet applications for the purpose of managing performance. Some stakeholders have advocated for regulatory intervention to prevent network operators from discriminating to the detriment of independent application innovation. Others would prefer to rely on competition between network operators to discipline operator behavior. Fixed-line broadband markets in the United Kingdom and the United States have differed substantially with respect to discrimination, competition, and regulation. The UK has experienced intense competition and pervasive discriminatory traffic management without triggering regulatory activity. The US has seen much less discrimination, limited competition, and regulatory threat followed by regulatory intervention. This thesis uses elite interviews, participant observation, and documentary analysis in a comparative study of these two cases between the mid-2000s and 2011 to determine why network operators take up discriminatory traffic management (or not) and how competition and the regulatory environment affect traffic management outcomes. This thesis demonstrates that network operators take up discriminatory traffic management primarily to control cost, performance, or both. Competition promotes rather than deters discrimination because it drives broadband prices down, encouraging operators to manage high-volume applications whose traffic incurs high costs. Regulatory threat can be sufficient to counteract these desires, but in its absence and without concerns vocalized by interest groups, discriminatory approaches endure. Telecommunications regulators intervene to safeguard nondiscrimination when they conceive of their remits as encompassing social and industrial policymaking, are ambivalent about litigation risk, and are driven by their leaders’ reputational agendas, as in the case of the Federal Communications Commission. With a narrower perception of its remit and more concern for its organizational reputation, Ofcom exemplifies the characteristics that inhibit traffic management regulation.

Research has shown that the United States governments have spent a considerable amount of human and financial resources on transformational leadership initiatives, aimed at improving outcomes within the federal, state and local governments. Transformational leadership holds the answers to those seeking to develop and foster effective leadership traits that are common and valued in public sector organizations. Research has also shown that the concepts of transformational leadership are among the most popular and current approaches to understand effective leadership in organizations. This quantitative study is an attempt to compare the perception of transformational leadership traits from middle-level managers and supervisors across the three levels of government in the United States. The study used Avolio & Bass Multifactor Leadership Questionnaire Form 5X (MLQ) to assess the perceived transformational leadership traits demonstrated by leaders within the federal, state and local government. Transformational leadership comprises five dimensions, which are idealized influence attributes, idealized influence behavior, inspirational motivation, intellectual stimulation, and individualized consideration. A total of 725 employees from federal, state and local government participated in the study. The hypotheses for the study were tested using analysis of variance (ANOVA). The study concluded that while there was no significant difference in the perceived transformational traits among the three levels of government in the United States, the results also indicated that there is need for a higher level of transformational leadership practices across the three levels of government in the United States.
