Purpose – The purpose of this paper is to construct index system of international cooperation project selection, propose a grey cluster model for project selection and apply propose model for Jiangsu international cooperation key-technology projects selection. Design/methodology/approach – Considering supply of international cooperation project is different with its demand, and regional key cooperation technologies should consider urgency and possibility of project cooperation, the author separately construct index groups for supply and demand. To aggregate assessment information of each cooperation project, whitenization function for each index is constructed and then cluster coefficient of index group could be aggregated by using each index and its weight information. Fixed weight grey cluster model is redefined and applied for selecting international cooperation project. And steps of calculation of model are given out. Real application of Jiangsu international cooperation projects’ selection is used for demonstrating process of the proposed model. Findings – Results show that constructed indexes of international cooperation project selection can be used for selecting regional cooperation projects well. And proposed fixed weight grey cluster model can aggregate all indexes information well. Therefore, proposed indexes and model in this manuscript is effective and also it can be used for solving similar problems. Practical implications – Jiangsu province is a developed region of China, and its international cooperation is more active than other regions accordingly. Constructed indexes of international cooperation project selection and fixed weight grey cluster model can help government to select needed projects easily. Originality/value – This manuscript first define a demand as urgency and supply as possibility, and a new index system of international cooperation project selection is constructed with several urgency indexes and several possibility indexes. And a new assessment model, named as fixed weight grey cluster model, is proposed to aggregate indexes’ information.

Abstract The current paper is an ethnographic study of an international cooperation project between an international organisation for the fight against the HIV/AIDS epidemic and the organisation LAMBDA, the largest LGBT NGO in Mozambique. The objectives of this paper are, firstly, to demonstrate how due to the international flow of financial resources attached to certain concepts and agendas, these projects end up somehow institutionalising a homosexuality project in Mozambique, in addition to reviving potentially neo-colonial practices. It also seeks to demonstrate how external bureaucratic practices can clash with local cultural practices, in what has been called ‘NGOisation.’

The article discusses the role of international cooperation in relation to advanced space programs, especially in the interests of developing countries. Options for international cooperation in space projects such as the ISS and the Tiangong space station. The author of the calculation that China’s defense space project, the Tiangong space station, is a promising area of cooperation between Russia and China. To implement this project, China is emphasizing global cooperation and inviting more advanced space nations to release large amounts of hydrocarbons. In addition, China provides an opportunity to participate in long-term countries in the interest of greater international cooperation. The purpose of this international study is to analyze the situation in the field of relations in the field of space, as well as a forecast on the implementation of promising space projects and the development of international space cooperation. The methodological component of the study of systemic, functional, comparable, normative-value, as well as prognostic methods. The author also came to the conclusion that the current geopolitical situation requires immediate decision-making on making decisions on amending most international acts.

Since the initiation of the Belt and Road Initiative (BRI), Public-Private-Partnership (PPP) projects have remained one of the initiative’s most successful results. As the success of the Cambodian Gan Then Hydropower Station project demonstrates, cooperation in legislation can be crucial to the development of PPP projects on the platform of the BRI. Meanwhile, by comparing this project to the failure of the Poland Highway Project, it is apparent that the imperfect legal systems and cooperative barriers between the various BRI countries may lead to an increase in risks for PPP projects. This article will discuss how to reinforce legislation and cooperation regarding PPP projects on the platform of the BRI in terms of treaties, national legislation, unified evaluation criteria, and a dispute settlement mechanism.

Teaching translation in the global educational environment is associated with the integration of theoretical, methodological and didactic approaches: the search for effective solutions to translation problems can be optimized due to the openness and intensity of academic discussions and the large scale of professional communication of translators. This article considers it necessary to analyze the current translation paradigm focusing on its functionality in preparing translators for the work with texts of tourism discourse and to suggest a variant of didactic translation of tourism texts. The analysis of national and foreign academic and educational papers has been carried out. These papers describe didactic models in teaching different types of translation and discourse-dependent translation strategies. The theoretically substantiated methodological principles forming the basis for the didactization of tourism texts are studied in the article. The research material is represented by the German and Russian texts, which were used in the educational process at Volgograd State University (Russia) and at Johannes Gutenberg University (Germany). The theoretical basis is represented by the concepts of various Russian and German translation scholars, which are significant in the educational process of both universities. The article reveals an algorithm of tourism texts didacticization, shows the genre specifics of tourism texts and studies the problematic areas caused by the cultural transfer of tourism-relevant information. The recommendations for the pre-translation analysis of texts are suggested, since the cultural dimension influences the translation of tourism texts. The practical significance of the research consists in the possibility of using the developed didactic principles in translators’ training. The results of the research can be useful for both specialists in translation studies and intercultural communication and specialists in the field of tourism.

Abstract Communication is an indispensable part of international cooperation and it requires managing different cultures. Being prepared to see and understand different values, trying to understand contrasting views in a consortium, can decrease the potential of misperception which otherwise may act as a real barrier to cooperation. This is why international cooperation necessitates negotiation across cultures. In the case of collaboration, parties come together for a joint work which itself may create common values/understanding, besides the set goals. This is because collaboration requires strong we-feeling and commitment. The purpose of this paper is to focus on cross-cultural communication and collaboration in the area of Open and Distance Learning (ODL), concentrating on the communication processes in project management. Cross-cultural studies point to different communicative behaviours of individuals in multinational work environments e.g. the cultural characteristics affect the preferences towards the use of the media. For the purposes of this paper, the authors make a phenomenological-oriented case study of project management based on interviews with partners of a multilateral Grundtvig (adult learning) project, affiliated with distance education institutions in eight different countries. The authors test their assumptions for constructive and cooperative communication in e-Learning projects; delineating the effects of different cultures as regards the expectations from (1) international projects and (2) communication media.

We examine the Clean Development Mechanism (CDM) market as form of cooperative involvement between developing-host and developed-investor countries, likely to evolve into a form of Foreign Direct Investment (FDI) with opportunities for further collaboration. We use three variables to measure the level of cooperation, namely number of joint CDM projects, volume of CO2 abatement realized from the CDM projects, and volume of investment in the CDM projects. We rely on international economics and international relations literature to suggest that the levels of economic development and institutional development, energy structures of the economies, country vulnerability to various climate change effects, political constraints, trade, and historic relations between the host and investor countries are good predictors of the level of cooperation in CDM projects. The main policy relevant conclusions include the importance of simplifying the CDM project regulation/clearance cycle as an essential policy option for further growth of joint CDM projects; improving governance structures in the host and investor countries that would lead to higher political stability and trust between the countries for business, including CDM; and strengthening trade or other long-term economic activities that connect the countries for fostering CDM cooperation.

The article is dedicated to the issues of increase of international cooperation effectiveness due to timely estimation of the projects, international practice consideration and decision on their applicability at the local market. Nowadays estimation of projects, that are adapted for other markets, is performed the same way as for local projects which, in the authors’ opinion, is inappropriate. Methodology of project success estimation and special tools for searching opportunity of its adaptation to new conditions are suggested for making decision on project extension to new markets. The foundation for the article is adaptation factors classification based on domestic and foreign research. Practical results of using the methodology are provided by the example of cooperation of foreign vendors and domestic supply companies.

This thesis examines the relationship between the benefits and the major objections expressed over burden sharing and international armaments cooperation. These concerns include: (1) protectionism, (2) transfer of technology and (3) bureaucratic problems. An analysis of these factors will be conducted through a case study of the Fighter Support Experimental (FSX) project. It will be conducted so as to determine the validity of these benefits and objections. The objective of this thesis is to examine both the benefits of burden sharing, and the objections raised concerning armaments cooperation in relation to the FSX project. The validity of the objections to the FSX agreement will be analyzed in addition to how they relate to future projects.

This study investigated what determines successful transatlantic defense policy cooperation and how that cooperation can reduce the military capability gap between the United States and its European NATO allies. It examines the differing defense policies and defense capabilities between the United States and its European NATO allies. Several theories in International Relations were also used as a foundation for the argument that cooperation is needed. The approach to defense policy is very different between the United States and Europe. The strategic vision of the world of both parties differs as well. Policy, doctrine and defense projects are all taken into consideration and analyzed. Based on the results of the analysis of policy and doctrines, the policy recommendation is that there should be more cooperation on defense policy planning, military doctrine and defense projects conducted in the effective fashion of current successful cases. The European NATO members will also need to cooperate on such policy if the military capability gap is to be lessened.

Background International cooperation became a wide-spread way of exchanging experience and ideas between organizations of the non-profit sector all over the world. The exchange of new ideas and experience on the international level can very often contain cases of policy transfer, which beyond all doubts can influence the participants of international cooperation. Aim The aim of the presented Master's thesis consists of the investigation and analysis of international project on violence prevention between Swedish and Ukrainian NGOs, assessing and verifying the representation in the project the particular case of policy transfer. Method In order to collect the empirical data, mixed qualitative methods were used in this thesis, which included the concept of triangulation used for the data collection. Result The conduction of the presented qualitative research gave an opportunity to uncover and examine the different roles played by Ukrainian and Swedish NGOs in the welfare systems of their respective countries. It also became possible to observe an occurrence of a particular form of cooperation between the two NGOs in the international cooperation project, which can be related to a particular type of policy transfer. Conclusions Due to the fact that the project analysed in this study is still ongoing, it is still too early to derive any final conclusion about its achievements and formulate an evaluation concerning the nature of the policy transfer process. So far the author of the presented thesis can see that the project on its current stage has an occurrence of lesson-drawing policy transfer.

The aim of the present thesis is to draw a complex picture of the project cycle in the international development cooperation of the Czech Republic and to focus on the matter of the practical implementation of the project cycle in the case of a grant. The theoretical part of the thesis studies the character of the foreign development cooperation policy of the Czech Republic and describes the theory of its project cycle. The thesis describes the individual phases of the project cycle, explains their purpose, notices the roles of all stakeholders and describes the required project documentation. The practical part of the thesis deals with a particular case study. The study presents a description of the project based of an analysis of its project documentation, compares the form of the project cycle implementation with the theory described in the first part and suggests solutions leading to increasing the project cycle's effectiveness in the implementation of future development interventions.

The Tumen River Project is one of the developmental projects designed to bring together former political and ideological adversaries, such as China, Japan, Mongolia, North Korea, Russia and South Korea. Due to the economic regionalism in the world, and to the subsequent need to create some sort of regional structure in the Asia-Pacific, these countries are striving to promote regional cooperation and overcome such serious problems as the reunification of the two Koreas, the security issues on the Korean Peninsula, the Russo-Japanese territorial dispute, and others.

Rund 60 Hochschulvertreter aus neun europäischen Ländern kamen mit dem Ziel zusammen, das Netzwerk der Career Services in Europa zu stärken und Studierenden künftig noch mehr Möglichkeiten für den erfolgreichen Berufseinstieg zu bieten. La coopération décentralisée, brique de l’Aide publique au développement et action extérieure des collectivités territoriales, existe légalement depuis 1992. L’intérêt pour la thématique "eau et assainissement" ainsi que pour les pays de la Méditerranée, nous a amené à mener notre recherche dans les Territoires palestiniens, territoires souffrant du manque d’eau. Ces actions de coopération nécessitent une coordination des parties prenantes sur le territoire partenaire. C’est cette coordination que questionne cette recherche. Pour cela les enjeux de la coopération décentralisée ont été comparés entre la littérature et le terrain, ce qui nous a permis de nous intéresser plus particulièrement à l’enjeu du transfert de connaissances. En effet, les actions de formation ont une part de plus en plus importante dans les projets de coopération décentralisée, du fait notamment des difficultés financières des collectivités territoriales. La littérature du transfert inter-organisationnel a aussi été mobilisée lors de cette recherche. Nous sommes ensuite revenus sur les différentes pratiques managériales liées à la gestion de projet, au suivi de projet, à la mise en place de consultations publiques, etc. Nous avons pu voir que la communication publique était peu existante et que d’autres difficultés existaient comme la gestion du turn-over. Nous avons souhaité comprendre quels pouvaient être les impacts liés à cela, ainsi que les solutions envisageables. Lorsque nous nous sommes intéressés aux difficultés, la coordination des parties prenantes est apparue comme primordiale à améliorer
Decentralized cooperation projects, an aspect of the development aid and external action of local authorities, has legally existed since 1992. Simultaneous interest in water and sanitation issues and in Mediterranean countries motivated us to focus our research in the Palestinian Territories, many of which suffer of a lack of water. These cooperative actions require a coordination of the stakeholders on the partner territory. This research questions the efficacy of these coordinated efforts applied to the water and sanitation field. Herein, issues of decentralized cooperation have been compared between the literature and a field study, which allowed us to focus more particularly on the issue of knowledge transfer. Indeed, training accounted for an increasingly important share of decentralized cooperation projects, due in particular to financial difficulties of local authorities. This is why we focused on knowledge transfer’s literature, inter-organizational transfer actually as it does not meet the same difficulties as private organizations (with holding information, power games, an unstable relationship, etc.) but conversely it is rarely assessed and thus warrants investigation. We also followed up on the different management practices related to project management : project monitoring, implementation of public consultations, etc. We found that public communication is scarce and found others difficulties such as frequent management turnovers. We wished to understand the impact of frequent turnover and solutions to the problems they may create

It then presents the objectives that, from the international scenario, the OECD’s BEPS Project and the Sustainable Development Agenda seek from their good design and implementation. Finally, it presents the current panorama of such incentives in Latin American countries in general, and in those of the Pacific Alliance in particular, analysing, based on a sample of income and value-added tax incentives, their difficulties in meeting international standards. Finally, it proposes a series of public policy recommendations for improvement.

In this article, the main aspects of a managerial nature are presented and analyzed, as well as the results of an international cooperation project in the field of environmental education in which universities from Romania and Iceland participated. Creating open educational resources and accessing them through an online learning platform is a good opportunity to ensure environmental education in disadvantaged rural communities. The conception and implementation of an international cooperation project, in the context of the Covid-19 pandemic, generates additional risks that require appropriate response measures. Such projects constitute a conducive environment for the transfer of knowledge and lessons learned.

When can cooperation arise from self-interested decisions in public goods games? And how can we help agents to act cooperatively? We examine these classical questions in a pivotal participation game, a variant of public good games, where heterogeneous agents make binary participation decisions on contributing their endowments, and the public project succeeds when it has enough contributions. We prove it is NP-complete to decide the existence of a cooperative Nash equilibrium such that the project succeeds. We demonstrate that the decision problem becomes easy if agents are homogeneous enough. We then propose two algorithms to help cooperation in the game. Our first algorithm adds an external investment to the public project, and our second algorithm uses matching funds. We show the cost to induce a cooperative Nash equilibrium is near-optimal for both algorithms. Finally, the cost of matching funds can always be smaller than the cost of adding an external investment. Intuitively, matching funds provide a greater incentive for cooperation than adding an external investment does.

This publication is the third product of the Erasmus + Project entitled Voices of Immigrant Women (Project Number: 2020-1-ES01-KA203-082364). This product is based on a set of policy recommendations that provides practical guidance on intervention proposals to those with political responsibilities in governance on migration management and policies for integration and social inclusion, as well as to policy makers in the governance of training in Higher Education (University) at all levels. This is intended to promote the development of practical strategies that allow overcoming the obstacles encountered by migrant women during the integration process, favoring the construction of institutions, administrations and, ultimately, more inclusive societies. The content presented in this book proposes recommendations and intervention proposals oriented to practice to: - Improve Higher Education study plans by promoting the training of students as future active protagonists who are aware of social interventions. This will promote equity, diversity and the integration of migrant women. - Strengthen cooperation and creation of networks between academic organizations, the third sector and public administrations that are responsible for promoting the integration and inclusion of migrant women. - Promote dialogue and the exchange of knowledge to, firstly, raise awareness of human mobility and gender in Europe and, secondly, promote the participation and social, labor and civic integration of the migrant population. All this is developed through 4 areas in which this book is articulated. This rapid review synthesises evidence on the bilateral and multilateral donors promoting and protecting the human rights of LGBT+ people on a global scale. It focusses on those donors that have policies, implementation plans and programmes on LGBT+ rights. This review also examines the evidence on the impact of their work. The bilateral donors providing the most support for LGBT+ (Lesbian, Gay, Bisexual, Transgender, +) communities in 2017-18 are the Swedish International Development Cooperation Agency (Sida), UK Department for International Development (DFID), The Netherlands Development Cooperation, Norwegian Agency for Development Cooperation (Norad), and the European Commission (EC). Whilst the multilateral donors providing the most support for LGBT+ are the UN and World Bank. The United Nations (UN) is doing a huge amount of work on LGBT+ rights across the organisation which there was not scope to fully explore in this report. The UN Office of the High Commissioner on Human Rights (UNOCHR) in particular is doing a lot on this theme. They publish legal obligation information, call attention to rights abuses through general assembly resolutions. The dialogue with governments, monitor violations and support human rights treaties bodies. The work of the World Bank in this area focuses on inclusion rather than rights. A small number of projects were identified which receive funding from bilateral and multilateral donors. These were AMSHeR, International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA), and Stonewall. This rapid review focused on identifying donor support for LGBT+ rights, therefore, searches were limited to general databases and donor websites, utilising non-academic and donor literature. Much of the information comes directly from websites and these are footnoted throughout the report. Little was identified in the way of impact evaluation within the scope of this report. The majority of projects found through searches were non-governmental and so not the focus of this report.

This study estimates and analyzes the economic impact of ongoing and future infrastructure development projects in Nepal by using the geographical simulation model developed by the Institute of Developing Economies (IDE-GSM). The IDE-GSM is a computational general equilibrium model based on spatial economics. The simulation analysis reveals that ongoing infrastructure development projects in Nepal benefit the country’s economy, and that the planned connectivity improvement with India will have positive impact with anticipated major shift in mode of transport for trade. The study takes into consideration efforts by the Government of Nepal to promote and strengthen international connectivity under the South Asia Subregional Economic Cooperation framework.

The present research aims to understand the current situation of strategic communication and public relations applied in the professional field of fundraising in the cultural heritage environment. It observes the current patterns used in the sector to obtain and generate long-term sustainable funding, through the stimulation of investors and International Cooperation projects from the European Union in line with UNESCO. Two international case studies are compared: Spain and Mexico, through the selection of territorial samples in Malaga and San Luis Potosi. The methodology used is based on a combination of in-depth interviews with key informants and content analysis. In the first instance, the degree of application of communication and public relations tools for strategic purposes to directly attract economic resources to the management of cultural heritage (tangible and intangible) in the region is studied. In line with the results obtained, the current parameters and key indicators of the profile of the fundraising professional in public and private cultural management are presented.

Forest and wildland fires are a natural part of ecosystems worldwide, but large fires in particular can cause societal, economic and ecological disruption. Fires are an important source of greenhouse gases and black carbon that can further amplify and accelerate climate change. In recent years, large forest fires in Sweden demonstrate that the issue should also be considered in other parts of Fennoscandia. This final report of the project “Forest fires in Fennoscandia under changing climate and forest cover (IBA ForestFires)” funded by the Ministry for Foreign Affairs of Finland, synthesises current knowledge of the occurrence, monitoring, modelling and suppression of forest fires in Fennoscandia. The report also focuses on elaborating the role of forest fires as a source of black carbon (BC) emissions over the Arctic and discussing the importance of international collaboration in tackling forest fires. The report explains the factors regulating fire ignition, spread and intensity in Fennoscandian conditions. It highlights that the climate in Fennoscandia is characterised by large inter-annual variability, which is reflected in forest fire risk. Here, the majority of forest fires are caused by human activities such as careless handling of fire and ignitions related to forest harvesting. In addition to weather and climate, fuel characteristics in forests influence fire ignition, intensity and spread. In the report, long-term fire statistics are presented for Finland, Sweden and the Republic of Karelia. The statistics indicate that the amount of annually burnt forest has decreased in Fennoscandia. However, with the exception of recent large fires in Sweden, during the past 25 years the annually burnt area and number of fires have been fairly stable, which is mainly due to effective fire mitigation. Land surface models were used to investigate how climate change and forest management can influence forest fires in the future. The simulations were conducted using different regional climate models and greenhouse gas emission scenarios. Simulations, extending to 2100, indicate that forest fire risk is likely to increase over the coming decades. The report also highlights that globally, forest fires are a significant source of BC in the Arctic, having adverse health effects and further amplifying climate warming. However, simulations made using an atmospheric dispersion model indicate that the impact of forest fires in Fennoscandia on the environment and air quality is relatively minor and highly seasonal. Efficient forest fire mitigation requires the development of forest fire detection tools including satellites and drones, high spatial resolution modelling of fire risk and fire spreading that account for detailed terrain and weather information. Moreover, increasing the general preparedness and operational efficiency of firefighting is highly important. Forest fires are a large challenge requiring multidisciplinary research and close cooperation between the various administrative operators, e.g. rescue services, weather services, forest organisations and forest owners is required at both the national and international level.

The purpose of this study is to present a factual picture of the multiple groundwater governance frameworks that cover the same transboundary aquifers on the Texas-Mexico border. The study can then serve as a foundation to support future research and as a reference for those sharing groundwater resources on the border to use in considering whether and how to coordinate management. Currently, Texas A&M School of Law, the Bush School of Government and Public Service at Texas A&M University, and the Texas Water Resources Institute are collaboratively pursuing a larger interdisciplinary project, and the study presented in this report is part of that concerted endeavor. First, the project establishes a study area, then identifies who are the stakeholders in the area, and finally summarizes the various rules each entity applies to groundwater. The study area selected is based on the aquifers identified in the 2016 study noted above (see Figure 1). Although there is currently no formal agreement between governments or users in Mexico and Texas for managing the reservoirs that cross underneath the international border, this survey represents a preliminary step in addressing the larger problems that the absence of a cooperative groundwater management framework presents. All of the institutional approaches employed in the various jurisdictions surveyed here model features from which developing management approaches could draw. Equally, noting gaps in the institutional approaches themselves and the ad hoc groundwater withdrawals occurring outside the reach of those institutions illustrates potential value in engaging local users in Texas’ and Mexico’s respective groundwater governance arrangements.

Offshore hydrocarbon resources have been developed for many decades, and with technology improvements, many fields which were once impossible to develop, are now economically and technologically feasible. This has led to a growing difficulty in determining the legislative and regulatory framework for resources that straddle the recognized borders between two states. In this paper, we examine a successful framework agreement governing the transboundary resources between the United Kingdom (“U.K.”) and Norway in the North Sea, and the agreement between the United States and Mexico governing the Gulf of Mexico. Following the 2013 Energy Reform, the Mexican energy sector has been revitalized, leading to greater exploration, development, and production than ever before. This means that in the near future transboundary resources may be licensed for production, bringing the issues highlighted in this paper to the attention of multiple government and international entities. This paper seeks to recommend improvements to the transboundary framework in the Gulf of Mexico based on the successful framework agreement utilized in the North Sea. This paper begins by introducing international law for offshore resources in Part II. Part III discusses the offshore regulatory regimes in the U.K. and Norway, analyzing how the two states have successfully used bilateral agreements to facilitate cooperation regarding effective exploitation and apportionment of costs from cross-boundary offshore oil and gas projects in the North Sea. Part IV discusses the offshore regulatory regimes in the United States and Mexico and analyzes the current transboundary agreement in place for the Gulf of Mexico. Part V compares the transboundary agreement governing the North Sea and the same governing the Gulf of Mexico. We highlight the major differences in the agreements and suggest changes to the Gulf of Mexico agreement based on the successful North Sea agreement. Finally, this paper concludes and provides key policy recommendations to improve the rules and regulations surrounding the exploitation of transboundary hydrocarbons in the Gulf of Mexico.
