SummaryInterest in the history of consumer cooperation has grown in recent years, but the transnational dimensions of the movement, including the International Cooperative Alliance (ICA), remain under-researched. This paper examines the debates about the meanings of cooperation during the period 1918–1939, focusing on the Nordic countries as a case study within the ICA. The paper considers how cooperators drew on the legacy of the Rochdale Pioneers as the basis for a programmatic statement for the ICA, before turning to explore the implications of this for the ordinary members who shopped in the cooperative stores. Examination of these debates within the cooperative movement can, it is argued, illuminate our understandings of both the transnational politics of consumption, and the ambitions, limits, and practices of internationalism during the interwar years. Lastly, some attention is given to the role of cooperation in the emergence of a distinctive Nordic region.

The solar-terrestrial space is of considerable significance for human activities. Since the first artificial satellite Sputnik 1 was launched in 1957, more knowledge about the dynamic conditions of the space environment has been acquired. With growing dependence on modern technology – both in space and on the ground, the vulnerability of the modern society and its infrastructure to space weather has increased dramatically. To better understand, forecast and reduce the adverse effects of space weather, science programs on space weather always prioritize the measurement or acquisition of the data from different locations of the geo-space, such as in magnetopause, polar cusps, and the magnetic tail. For the ground observations, it is necessary to locate the instruments in different longitudes and latitudes. For a single country, it is impossible to cover all these observation points. Therefore, international cooperation is very much needed. The paper reviews some of the international space weather observation programs we have experienced at the system design level. It may provide lessons learned for the community that may enable such kind of cooperative programs in the future.

Abstract. International geoscientific unions (geounions) have been coordinating and promoting international efforts in Earth and space sciences since the beginning of the 20th century. Thousands of scientists from many nations and specific scientific disciplines have developed ways of cooperation through international unions and learned how to work together to promote basic geosciences. The unions have been initiating, developing, and implementing international cooperative programmes, setting scientific standards, developing research tools, educating and building capacity, and contributing to science for policy. This paper analyses the role of geounions in and their added value to the promotion of geoscience internationally in the arena of the existing and emerging professional societies of geoscientists. The history of the geounions and the development of international cooperation in geosciences are reviewed in the paper in the context of scientific and political changes over the last century. History is considered here to be a key element in understanding and shaping the future of geounions. Scientific and organisational aspects of their activities, including cooperation with international and intergovernmental institutions, are analysed using the example of the International Union of Geodesy and Geophysics (IUGG). The geounions' activities are compared to those of professional societies. Future development of scientific unions and their role in the changing global landscape of geosciences are discussed.

The world witnessed one of the fasted responses in history to a new disease in terms of drug and vaccine development. However, despite the fact that safe and effective vaccines for COVID-19 were developed at a remarkable pace, international cooperation seems to have failed regarding the global equitable allocation of vaccines. This article explores challenges to international cooperation in global health and specifically to the fair allocation of vaccines at a global scale. We will present major obstacles to cooperative efforts and an interesting answer such as the COVAX facility, a cooperative redistribution scheme that has recently been launched by WHO, CEPI and Gavi. Considering COVAX a laudable and necessary first step to improve international cooperation in health, we nevertheless argue that the facility needs to identify key areas of potential improvement.

Toward the turn of the 21st century, the rise of local governments unto international scene has been witnessed. In spite of the relatively short history, the role of local governments in international society underwent an evolutionary process at a rapid pace: from bilateral to multilateral. Bilateral cooperation, the traditional form of local cooperation is already widespread with the emergence of the age of globalization. In these days, more and more governments seek a new way to cooperate with international partners by forming a multilateral agency. The paper aims at analyzing such a new type of international cooperation by local governments as multilateral cooperation. It first analyzes the evolutionary process of international cooperation by local governments in Chapter Two. Then, an in-depth study is attempted to describe and evaluate the best-practice case example of multilateral cooperation of local governments in Korea, the experiences of the Gangwon province in building international cooperation networks in East Asia. As a conclusion, the paper identifies problems arisen in the process of implementation and proposes strategies to promote multilateral cooperation movement for other local governments by illustrating the experiences in management of multilateral cooperative networks.

The goal of this thesis is to document and explain the evolution and development of international health collaboration. Utilizing international relations theory, the initial development of the health regulatory regime is traced through the early sanitary conferences. The establishment of international health organizations is then documented, along with the transformation this entailed in international health collaboration. The resulting effect the institutionalization of the international health regime had upon international health collaboration is finally presented. It is determined that states initial interest in international health collaboration grew out of a concern for reducing the impediments to international trade and commerce that quarantine measures imposed. States were, at first, reluctant to collaborate, but as scientific knowledge increased, international cooperation in this area expanded. Realizing the benefits of joint technical cooperation, states formed international organizations. The special characteristics of international health under the guiding influence of medical specialists were to cause an evolution within this regime. Collaboration in this area has greatly increased. The primary concern of the international health regime is no longer the containment of pestilent diseases without significant interference to international commerce. This regime is now concerned with improving the level of health care to all states, regardless of the effects this might have on the interests of the developed states. Technical cooperation and aid to developing countries is now the central focus of the World Health Organization. This evolution has not occurred without some degree of conflict, however, as it is the developing states and the medical elites of the organization have forced the evolution of the previous norms of this regime. The developing states have a clear interest in securing assistance in developing their health infrastructures, and the elites of the WHO are committed by nature of their scientific training to work towards this ideal. The developed states are not in favour of this change as it threatens their interests and power within this regime. Although it initially appeared that collaboration in this area would be relatively easy to secure as an improvement in health would be to every state's benefit, this has not always been the case. International relations theory is utilized in this thesis to explain the origins, the obstacles, and the evolution that has occurred within this regime.

The study of International Relations (IR) emerged in the context of transnational networks of scholars, politicians, and philanthropists who sought to devise a peaceful world order in the face of international conflict. Prompted by the Great War, the pioneers of IR argued that international politics should be subject to public and academic investigation. In order to generate the required expertise, they established a range of university-based as well as policy-oriented institutions during the 1910s and 20s. Rather than studying political theory or advancing scientific methodology, however, early IR scholars focused on current affairs and became involved in foreign politics themselves. Throughout the formative period of IR, from 1914 to 1940, its protagonists oscillated between understanding and making international politics. This dissertation examines the formation of IR from about 1914 to the Second World War, with particular emphasis on the range of international actors and institutions that shaped the discipline. Based on multi-archival research in Austria, Britain, France, Germany, Switzerland, and the United States, it explores the key venues for the study of IR. In particular, the dissertation reflects how IR scholars used transnational forms of exchange, such as the organs of intellectual cooperation at the League of Nations. It also incorporates women and feminist approaches to IR. Contrary to conventional historiography, the dissertation argues that IR was neither founded in 1919, nor dominated by coherent schools of thought during the inter-war period. Instead, it demonstrates how the discipline was formed by an eclectic group of scholars and practitioners, men and women, English-speaking and international. By building on recent revisionist literature and by re- integrating neglected actors, the dissertation reveals the complex and sometimes inconsistent ways in which issues of international politics became the subject of academic study.

This dissertation aims to provide an understanding of the historical and contemporary dynamics of India’s foreign policy towards Israel within the context of religious identity from 1947 to 2015. A historical analysis of the relationship between India and Israel exhibits the ways that religious identity has served as a primary factor impeding as well as facilitating relations between the two nations. The analysis was done within the context of the historical Hindu-Muslim relationship in India and how the legacy of this relationship, in India’s effort to maintain positive relations with the Arab-Muslim world, worked to inhibit relations with Israel prior to normalization in 1992. However, the five years leading up to normalization, and thereafter, the dynamic is reversed with this legacy playing an increasingly progressive role in India-Israel relations via the social construction of shared meanings and identities between India’s Hindu majority with Israel’s Jewish majority. Social construction of shared meanings and identities are based, in part, within an historical/modern-day context of conflict with a minority, religious Other (Islam), and through bridges of connection based in other historical, cultural, social, and religious areas. Formal interviews, archival primary-source analysis of government documents, and secondary-source review were methods employed in the evaluation of the role of religion in India’s foreign policy towards Israel. In conclusion, this dissertation demonstrates the normative and functional effects that religious identities have played, and continue to play, in determining India’s foreign policy towards Israel given the fundamental role religious identity has historically played in the structuring of social perceptions, interactions and worldviews within Indian society up and through the present-day.

[Preface - Nico Jooste]: For more than ten years, we have been involved in implementing internationalisation of South African Higher Education. The we I am referring too, are those who are both visionaries and passionately dedicated to the process of internationalisation. A small group of South African Higher Education administrators, academics and senior managers involved themselves in the process of internationalisation of their institutions, and collectively the South African system. This process of internationalisation started as an uncoordinated response to the demands of a South African higher education system that was determined to break with the past, and re-connect with global higher education, it was left to a few dedicated visionaries to create the support structure that would not only assist the higher education institutions, but also the system. The other bodies that were supposed to pay attention to this very important aspect of Higher Education in the 21st century were too busy with other, equally important, matters. It became clear that the priorities of organisations like SAUVCA were not internationalisation, and IEASA was established as the vehicle to promote it. This story of IEASA needed to be told. This book is not aimed at IEASA members only, but also at the broader higher education public. This is the story of an organisation that touched all parts of South African Higher Education society as well as the broader society. It is partly the ‘corporate memory’ of Internationalisation, as well as a reflection on achievements. Ten years looked like a short period to reflect on an organisations history, I am however of the opinion that in a society that is changing so rapidly, we need to reflect more frequently on the past so that we can plan a better future. For any historian operating in the modem era of electronic communication, access to sources of information has become a major challenge. IEASA, Thilor Manikam in particular, needs to be commended for the accurate record keeping of events over the past ten years. Kirstin Nussgruber very diligently captured the efforts of the forces driving the establishment of IEASA for the first two years. This book was mainly based on evidence gathered from minutes, reports and letters that are in the possession of the IEASA Office. I also had the privilege, and advantage, to be a member of the Executive Committee for the past five years. This book cannot be the last word on IEASA, as it is only the view of a member. The bias is thus toward IEASA and focusses mainly on its achievements. Chapter 3 focusses mainly on the achievements of a voluntary organisation. The efforts over the ten years of three persons namely. Roshen Kishun as President, Derek Swemmer as Treasurer, and Thilor Manikam as the Administrator stood out, and was the stabilising factor during the foundation years. The role of Roshen Kishun in the publication of Study South African cannot be underestimated. Without his vision, drive and effort, this publication would not be preparing for the launch of the seventh edition. It is a unique source of information about South African Higher Education. Very few other systems, if any. produce such a publication. Although the author was requested by the IEASA Executive Committee to write this book, the views expressed in this publication is not the views of the Executive Committee, but that of the author.

One of the biggest events in international political history at the end of the 20th century was end of the Cold War due to the dissolution of the Soviet Union. With the collapse of the Soviet Union in December 1991, the Cold War system, led by the US and the Soviet Union as the two main axes, disappeared into history, dramatically changing the international situation and creating new independent states in the international community. In the past, as the protagonist of the Silk Road civilization, it was a channel of trade and culture, linking the East and the West, but as members of the former Soviet Union, Central Asian countries whose importance and status were not well known have emerged on the international stage in the process of forming a new international order. After independence, Central Asia countries began to attract attention from the world as the rediscovery of the Silk Road, that is, the geopolitical importance of being the center of the Eurasian continent, and as a treasure trove of natural resources such as oil and gas increased.

The article describes the history of cooperation of the I.S. Lupinovich Belarus Agricultural Library of the National Academy of Sciences of Belarus (BelAL) with foreign information centers and associations in the 1990s – the first half of the 2000s. The goals and directions of this cooperation are outlined; the forms of integration of the Belarusian national agricultural information into the world information space are determined; the results of the interaction of BelAL with international information systems and corporations are analyzed.

In 2021-2022 a team of well-known Russian and Belorussian specialists conducted a major work on assessment of the current conditions and prospects of relations between Russia and Belorussia and the Union State. The project was organized by the Institute of Europe (RAS) and Andrei Gromyko Association of Foreign Policy Studies with the support of Belorussian State University’s Faculty of International Relations and other partners. The present material highlights key results of the research, which have been reflected in several recent publications. Conceptually members of the project share the view that Russia and Belorussia belong to a common civilization with a joint history, culture, the Russian language, economy and geopolitics.

The article examines the problem of the image formation of Ukraine in the international arena in the historical journalism of Timothy Snyder. The subject of the research is the historical context in the journalistic collection «Ukrainian History, Russian Politics, European Future». It identifies the main considerations of the author on the past of Russian-Ukrainian relations and the need to develop historical consciousness in the fight against Russian manipulation. Methodology: the comparative, historical, system analysis and other methods are used in the process of scientific research. The results of the study were obtained by analysing the author’s journalistic works and by considering the main historical themes raised by Timothy Snyder. Main results: The historical context in Timothy Snyder’s journalism is often focused on the Holodomor and the events of World War II. After all, these events are connected with the beginning of the image formation of the Ukrainian people as supporters of Nazism by the Russian authorities and the devaluation of the Ukrainians’ contribution to the establishment of peace during the Second World War. It is determined that the non-reflective attitude to history, the inability to draw parallels between the events of the past and the future leads to an ineffective response to manipulation and propaganda, which can threaten world peace. Conclusions: the realization that Russian aggression against Ukraine has its own history is a necessary aspect in the elucidation of this issue. The Eurasian Union and cooperation with the European far-right are Russian propaganda tools that discredit the Ukrainian state in the world community. Publicist Timothy Snyder points out that Europe’s future interconnects with the past, so he emphasizes the need to study and rethink history, which today has become the object of propaganda and manipulation. Significance: The results of our study will help journalists who study the historical aspect of journalistic materials and research foreign materials on Ukrainian issues. In addition, our research is necessary for Ukraine, because Russia’s aggression continues, as well as the aggressor’s propaganda, which is based on the distortion and falsification of historical events.

The main recommendations of the panel report can be summarised under four headings: 1. From Source to Sea: River systems, from their source to the sea and beyond, should form the focus for research projects, allowing the integration of all archaeological work carried out along their course. Future research should take a holistic view of the marine and maritime historic environment, from inland lakes that feed freshwater river routes, to tidal estuaries and out to the open sea. This view of the landscape/seascape encompasses a very broad range of archaeology and enables connections to be made without the restrictions of geographical or political boundaries. Research strategies, programmes From Source to Sea: ScARF Marine and Maritime Panel Report iii and projects can adopt this approach at multiple levels; from national to site-specific, with the aim of remaining holistic and cross-cutting. 2. Submerged Landscapes: The rising research profile of submerged landscapes has recently been embodied into a European Cooperation in Science and Technology (COST) Action; Submerged Prehistoric Archaeology and Landscapes of the Continental Shelf (SPLASHCOS), with exciting proposals for future research. Future work needs to be integrated with wider initiatives such as this on an international scale. Recent projects have begun to demonstrate the research potential for submerged landscapes in and beyond Scotland, as well as the need to collaborate with industrial partners, in order that commercially-created datasets can be accessed and used. More data is required in order to fully model the changing coastline around Scotland and develop predictive models of site survival. Such work is crucial to understanding life in early prehistoric Scotland, and how the earliest communities responded to a changing environment. 3. Marine & Maritime Historic Landscapes: Scotland’s coastal and intertidal zones and maritime hinterland encompass in-shore islands, trans-continental shipping lanes, ports and harbours, and transport infrastructure to intertidal fish-traps, and define understanding and conceptualisation of the liminal zone between the land and the sea. Due to the pervasive nature of the Marine and Maritime historic landscape, a holistic approach should be taken that incorporates evidence from a variety of sources including commercial and research archaeology, local and national societies, off-shore and onshore commercial development; and including studies derived from, but not limited to history, ethnology, cultural studies, folklore and architecture and involving a wide range of recording techniques ranging from photography, laser imaging, and sonar survey through to more orthodox drawn survey and excavation. 4. Collaboration: As is implicit in all the above, multi-disciplinary, collaborative, and cross-sector approaches are essential in order to ensure the capacity to meet the research challenges of the marine and maritime historic environment. There is a need for collaboration across the heritage sector and beyond, into specific areas of industry, science and the arts. Methods of communication amongst the constituent research individuals, institutions and networks should be developed, and dissemination of research results promoted. The formation of research communities, especially virtual centres of excellence, should be encouraged in order to build capacity.
