Scholars and policymakers generally assume that multilateral cooperation is a necessary condition for economic sanctions to be of any use. However, previous statistical tests of this assumption have shown that sanctions are more successful with lower levels of cooperation. This puzzle calls into question established theories of economic statecraft as well as theories of international cooperation. In this article I test possible explanations for the ineffectiveness of multilateral cooperation on sanctions events using James Fearon's (1998) breakdown of cooperation into bargaining and enforcement phases as a framework for discussion The empirical results show that when multilateral economic sanctions fail, their failure is due to enforcement, not bargaining problems Without the support of an international organization, cooperating states backslide from promises of cooperation Backsliding occurs because of domestic political pressures and uncertainty about the intentions of the other sanctioning countries; backsliding causes an initial burst of cooperative behavior to decay over time. Without institutional support, cooperation is worse than useless—it is counterproductive. This result suggests that international cooperation is a more fragile equilibrium than previously thought but undercuts realist arguments that international organizations are unimportant.

Introduction. One of the most important stages of the company's participation in international cooperation is undoubtedly the search and selection of a cooperating partner and establishing relationships with him. This plays a key role in achieving the goals and desired results of companies' participation in international cooperation and requires detailed study, systematization and graphical representation. The purpose of the paper is to improve the participation of enterprises in international cooperation by developing a sequence of establishing relationships with foreign cooperating partners in the context of using a certain method of international cooperation. Results. As participation in international industrial cooperation involves long-term partnership and pooling of resources to achieve common goals, the effectiveness of international cooperation depends directly on the cooperating partner. The process of finding and selecting a cooperating partner, establishing relationships with him is long-term and multi-stage, so it requires a clear definition of its components, their sequence and consistency. Thus, one of the necessary conditions for an enterprise to participate effectively in international cooperation is to develop a clear sequence of establishing relationships with a foreign cooperating partner, which consists of seven stages. The result of the successful completion of each of the stages of the proposed sequence of networking is the signing of an agreement with a foreign cooperating partner on the use of a certain method of international cooperation. If at a certain stage the actual results don`t coincide with the planned ones, it is possible to return to the problem areas and make certain adjustments in order to eliminate the shortcomings. Conclusion. Against the background of globalization and integration processes, the role of international cooperation as one of the effective ways to improve the competitiveness of both individual enterprises and the country's economy as a whole is constantly growing. However, the effectiveness of participation in international cooperation depends not only on the company itself, but also on the chosen cooperating partner. The proposed sequence of establishing relationships with a foreign cooperating partner in the context of the implementation of the method of international cooperation is a practically significant and universal tool that companies can adapt to their own goals and peculiarities and repeatedly apply in the future to choose a cooperating partner.

International cooperation to address the threat of climate change has become more institutionally diverse over the past decade, reflecting multiple scales of governance and the growing inclusion of climate change issues in other policy arenas. Cooperation under the United Nations Framework Convention on Climate Change has continued to evolve from the 1997 Kyoto Protocol to the 2015 Paris Agreement, while other governmental and private sector international fora for cooperation have arisen. As the level of activity in international cooperation on climate change mitigation has increased, so too has the related scholarly literature. In this review, we synthesize the literature on international climate change cooperation and identify key policy implications, as well as those findings most relevant for the research community. Our scope includes critical evaluation of the organization and implementation of agreements and instruments, retrospective analysis of cooperative efforts, and explanations of successes and failures.

In the present article the authors describe the essence of cooperation and those strategic problems that can be solved internationally only through cooperation efforts. In this context, the authors propose to understand cooperation as the actions of a few companies, corporations from one country or several countries that through their activities contribute to the achievement of goals of economic, ecological and social importance for a region, a country, many countries or for all humanity. The role of consumer cooperation arises undoubtedly from the fact that, with the craft, it is a component of the private sector, structured coherent, able to guarantee and develop a good middle class individual. Consumer cooperation is mainly directed social section with relatively low income and its role, in the fact, is to unite material and intellectual efforts, to a wide range of individuals can become, through a participatory coherent system, totally economic independent, thus ensuring a decent and adequate social protection. Cooperation generates productive systems based on principles and technologies, it can be multispectral, creates preconditions for demand increasing, solves some marketing problems, creates a comfortable space for the activities of all economic subjects. В статье рассмотрена сущность кооперации и те стратегические проблемы, которые могут быть решены только на международном уровне и путем сотрудничества между странами. Авторы предлагают рассматривать кооперацию как совместные действия нескольких компаний, корпораций из одной или нескольких стран, которые своими дей­ствиями делают вклад в общее экономическое, экологическое и социальное развитие регионов, стран и человечества в целом. Кооперация рождает производственные систе­мы на основе технологий, создает предпосылки для роста спроса, решает проблемы маркетинга, создает условия для эффективного функционирования всех экономических субъектов.

In recent times the importance and opportunities a globalized science can offer have become more and more clear and needed. In a world struggling with economic depression, pollution, global warming, over population and looking for a reliable and unlimited source of energy capable of supporting the current needs, science and scientific knowledge needs to be at the center of every state policies. In this thesis I will first give an overview of the first years of international scientific cooperation and what it means for nations to work together. I will describe one of the first international cooperation, the Manhattan Project, and then move on to more recent time and how globalization has changes the way of doing science. Another important point I will take into consideration is the role science can play in international diplomacy, as a tool for nations to find common grounds and build something that can bring them closer. I will then move on to describe modern international cooperation projects, especially the ISS, being the most expensive international project ever started, and ITER, probably the world´s best chance at finding a reliable and durable solution to the energy problem. On ITER I will then focus on the creation of the project, thus analyzing the path that led to the signing of the agreement and of the Domestic Agencies as well as analyzing the problems the project has and is encountering. I will try to provide possible solutions for most of these problems, for the ITER project itself as well as for all future international scientific cooperation projects.

Since the inception of modern police organizations, the police have been on the front lines of counter terrorism operations. The changing concept of terrorism into a more transnational nature has driven police organizations to devise new means to counter this challenge. International police cooperation on countering transnational terrorism is the product of this evolution. There have been several initiatives to build a competent and effective international police cooperation organization to fight against transnational terrorism, and new ones are steadily proposed by different stakeholders in the international arena. Without understanding what makes an international police cooperation organization effective in countering transnational terrorism, these initiatives will only yield to further duplication of efforts, waste of resources, and a steep decrease in the overall performance of those organizations. This project analyzes four international police cooperation organizations using the level of structural relations within the organization and geographic proximity as the independent variables. The cases are evaluated based on the performance of these organizations in achieving three organizational functions information exchange, ad hoc assistance and capacity building, and policy coordination and contracting.

In the current geopolitical and geo-economic conditions, the search for new directions and effective methods and tools for financing international industrial cooperation is becoming increasingly important. Hence, the study of the directions of international industrial cooperation (including cooperation in high-tech industries) in the context of Russia's move toward the East, as well as the tools and techniques for its financing and stimulation, is extremely relevant. The article considers approaches to analyzing methods of stimulating international industrial cooperation. An analysis of financial support for cooperation between Russian enterprises and enterprises in Turkey, China, India, and other Asian countries made it possible to identify the most effective instruments for financing and promoting international cooperation and to classify them into two classes of financial instruments. They are identified as direct and indirect incentive methods. This classification gives an idea of the effective sectoral and national directions for financing international cooperation. The economic importance of each group of financing methods for stimulating industrial cooperation is revealed. The first group is the use of financial instruments that reduce the cost of establishing international relationships. The second group is the use of tools that provide enterprises with special conditions, thereby reducing the financial burden on the international project being implemented. At the same time, in order to achieve an integrated approach to promoting international industrial cooperation, it is appropriate to establish the interstate institutions that will contribute to more complete financial support for international cooperation.

Résumé :
In this essay, based on a key note presentation during the IUC 50th anniversary conference on fostering inclusive internationalisation, the necessity is explored of internationalisation and of inclusive internationalisation in research and education. It is argued that there is not such a thing as national science and that the global challenge we face only can be addressed through international cooperation. The present situation however is far from ideal and there are serious barriers and hurdles for inclusive internationalisation in scientific cooperation. At the same time there are promising counter strategies; related for instance to the Open Science movement, through changing funding schemes and, in particular, by concrete action of universities themselves.
