Résumé :
While the importance of logistics service competency is widely acknowledged, more research is needed to investigate its antecedents. In this conceptual paper, we synthesize extant marketing and logistics/supply chain literature and propose a new concept - logistics service orientation, which consists of both logistics service’s internal and external market orientation. It is argued that a firm’s logistics service orientation has direct impacts on its logistics service performance. In addition, it is also proposed that this impact can be indirectly achieved through enhanced internal integration. This research contributes to existing knowledge by offering new insights on the development of logistics service competency.

Résumé :
The objective of the research was to analyse the main components of internal logistics costs that are shown in the process of Peruvian coffee exports in the period 2015-2019. This study used various government sources, document review, and extraction of information systems. To do this we take into account 6 departments with greater coffee production, connected with three logistics corridors that have as a starting point the production areas and reach the export channels of Callao and Paita. Also, using the information gathered from the logistics performance index, a brief internal transport comparison was made between Peru and Colombia. As a result, the logistic cost of both countries is higher than 14.1% (Latin American average), taking into account that in both countries the only internal logistic component in which they coincide is transportation. It is concluded that national transportation hurts impact on logistics costs, since these are affected in the final price of coffee and the profitability of the Peruvian farmer.

Résumé :
This empirical study aims to elucidate the effects of logistics information technology (LIT), top management beliefs (TMBs), and suppliers' resources selection (SRS) on logistics performance. The extended resources-based view (ERBV) supports the development of the proposed relationships in the study model, based on previous studies measures. Structural equation modeling (SPSS and AMOS v 25) was utilized to test the validity of the model and proposed hypotheses. Based on responses from 229 surveyed companies in Sudan’s food and beverages sector, this study’ findings showed that the LIT, TMBs, and SRS influence logistic cost performance (LCP) and logistic delivery performance directly. Additionally, it showed that company size could moderate the relationship between LCP and LIT, TMBs, and SRS. This study provides several theoretical and practical implications by evaluating the ability of LIT, SRS, and TMBs to improve delivery and cost performance.

Résumé :
International and internal service logistics are advancing at a tremendous pace in our modern life, and future forecasts for this area are optimistic. For this reason, we face a task in the control, optimization and safety and security checking of complex logistical systems with many internal agents working in a changing environment. Our paper aims to show how mathematical modeling, especially behavior algebra, can provide an opportunity for predicting the behavior and stability of logistics environments and checking their safety and security properties. The main security properties of complex logistics systems of different capacities and levels are stability of operation, resistance to external threats and detection and elimination of vulnerabilities. During the development of software systems, it is advisable to use a model approach. It involves the creation of models as tools at every stage of software development for the application of verification, testing and validation methods. Algebraic models of logistics systems can be used to analyze the behavior of all agents involved and to prove their ability to fulfill their goals and the ability of the whole system to constantly exist and remain stable. As examples of practical use the application in practice of algebra of behaviors on an example of the operating closed logistic system of a farm is considered.

Résumé :
Purpose The purpose of this paper is to compare perspectives on humanitarian logistics (HL) and supply chain management (SCM) among programmes and logistics/support staff. Design/methodology/approach Underpinned by services supply chain management (SSCM) theory, a single case study of a leading international non-governmental organisation is presented based on a web-based survey of the organisation’s global operations staff, supplemented by semi-structured interviews conducted with senior representatives. Findings The study is believed to be the first to consider the different perspectives of programmes and logistics staff on the interpretation of logistics and SCM. The results indicate both significant divergence between the views of these two cohorts, as well as a general lack of clarity over the concept of SCM, its relationship with logistics and the cross-functional nature of SCM. Research limitations/implications Insufficient responses from programme staff limit the generalisability of the findings. Suggestions for future research include further examination of the potential of applying SSCM and demand chain management concepts to the humanitarian context. Practical implications The results support the notion that a broader, more strategic interpretation of SCM, more clearly distinguished from the practice of HL, may assist in breaking down perceived jurisdictional boundaries, bridging the gap between programmes and logistics teams, and strengthening demand-chain influences and the “voice of the beneficiary”. Originality/value By taking into account the views of non-logisticians, a broader, cross-functional interpretation of SCM is offered leading to revised definitions for both SCM and HL within this sector, together with a framework that integrates SCM across humanitarian relief and development contexts.

Résumé :
Constant raising the requirements for logistics service of end-consumer expand sales markets and economic relationships that are formed under conditions of uncertainty and instability of the environment, leading to the need to consider not only the logistics system of internal factors but also external. This issue is especially important for Commonwealth of Independent States that rebuilt to a market economy. Nowadays, the grocery logistics network distribution system that would fit for end-consumer and logistics systems owner simultaneously have not fully developed. On the one hand, consumers are looking for minimal cost, which can be provided by direct logistic channels, but minimal cost do not give flexibility in quantity and volumes or other services. On the other hand, the multilevel system provides high level of service and diversity in channel, but products are more expensive in it. Finding the balance between rational price and level of service for end-consumer and logistics system profits in period is been up-today issue in consumer-oriented logistics. The development of mechanisms makes it possible to assess the scale of the rational use of direct and multi-level logistics for the distribution of material flows, which was demonstrated with the numbering of participants in the logistics system in the current situation (external and internal factors). The paper considers the functioning of the system for delivering goods on a direct and multilevel distribution channel. An integrated approach to evaluate the efficiency of the functioning of the logistics system and the consumer had been used.

Abstract The paper presents findings from a comparative analysis of three major topical fields of interest notably supply chain management, technological progress and mass flux analysis in six European forest regions of the IN2WOOD project (FP7 RoK 2010-2012). The study identifies matching strengths and weaknesses and summarizes cross-regional priorities. Based on this information, a set of the region’s strategies was compiled in view of the general objective to optimise logistics. Four different strategy types were proposed: SO-strategy (internal strengths were used to realise external opportunities, WO-strategy (reducing internal weakness to realise external opportunities), ST-strategy (internal strengths were used to minimise external threats) and WT-strategy (reducing the internal weaknesses to avoid external threats). Main common strategies for forestry logistics are: developing clear concepts for the implementation of ICT applications for difficult terrain like GPS-maps in mountainous regions, increasing the possibility of co-operations between the actors involved and developing a detailed mass flux analyses as a basis for SCM concepts.

Authors discuss about main training needs and problems in the logistics as main driving motive for learning and training process organization in the universities and at the non‐formal training places ‐ work places, courses and training organizations. All driving motives can be named as internal and external forces which influence persons. In many cases external driving motives are related to person's “positive pushing” direction, for example, integration and globalization process in business or implementation of the new technologies. The internal driving motives sometimes are related to problematical points of training, i. e. negative self‐estimation, negative view of environment and bad understanding of knowledge's benefits in the person's practical life. The main problems and perspectives of logistics training process are named in this article. Main reasons for training process, methodology and training costs are described.

Résumé :

Purpose: The article presents a concept of synergy between MTM (Methods Time Measurement) and TWI (Training within the Industry) methods through a case study conducted on elementary logistics processes. MTM brings optimisation into logistics operations and creates quality and efficiency standards. TWI provides the means of application of these standards at work to drive improvement.

Methodology/Approach: To show a prospective viability/added value of the MTM and TWI combination, we present a case study involving simple logistics processes. We use the MTM as a standardisation method and the TWI as a variability control and process improvement concept.

Findings: The MTM times generally determined as an external regulation, may not reflect the level of skills of workers in a specific company and often create a barrier to internal improvement. The concept of work standardisation based on the MTM method synergised with the TWI creates a dynamic improving system.

Research Limitation/implication: Individual variations in the processes need to be accounted for and the terminology of current optimisation method and improvement concept need to be adapted accordingly in the present analysis. The methods of MTM and TWI employed in our study now slowly penetrate the logistics processes.
Originality/Value of paper: The paper introduces a new approach to the methodology of internal logistics improvement. The MTM work standards increase the stability and productivity in logistics. However, they often hinder the change by allowing for only low degree of flexibility. Combining them with the concept of TWI, we can enhance quality and foster the human potential to change.

Résumé :
The importance of efficient logistics for trade growth is widely acknowledged. Literature has shown that better logistics performance is strongly associated with trade expansion, export diversification, ability to attract foreign direct investments, and economic growth. On the other hand, international trade represents a challenge to logistic operations in transporting and storing products. High logistic costs and low quality of services may be considered obstacles to international trade. This research aims to assess Brazil’s Logistics Performance Index (LPI) in relation to its major competitors in international trade. The international trade data was collected from SECEX and COMTRADE, while the LPI was provided by the World Bank. Statistical techniques such as cluster analysis and multiple comparison tests of means have been applied to analyze the data. After using LPI index for the 39 competitors, it has been observed that Brazil occupies the 26th position in the rank of performers, behind South Africa, Kuwait and Saudi Arabia. The top performers are in general the leading exporters and importers worldwide (Germany, U.S.A., Japan and the Netherlands). Furthermore, they are the strongest competitors of Brazil in international trade. Thus, the competitiveness of Brazilian domestic firms depends crucially on a dynamic and competitive internal logistic environment in order to stand up to these countries. The results also indicate the bureaucracy as a major obstacle to the logistic performance of the country. The dimension Timeliness of Brazil is very close to the High Logistics Performance Group (HLPG) while Customs is very close to the Low Logistics Performance Group (LLPG). Although Brazil has failed in its customs operations, there seems to be more credibility in Brazilian dealings. The main contribution of this paper is to reveal logistical aspects in which Brazil has shown large inefficiencies. The difference among the logistic performance indexs also appears to be relevant to governments to address their new public policies and also to highlight the logistic obstacles of the Brazilian international trade.

Résumé :
The conceptual analysis of evolutionary development of logistics with definition of the basic principles of implementation of logistic support for agricultural sector enterprises is carried out in this paper on the basis of theoretical generalization of scientific literature data. The specific character of logistic approach is highlighted in this paper. The peculiarities of material flows in agriculture in general and particularly in agro-industrial complex are listed. It is shown that in agriculture, the production and biological processes are closely interconnected, and material flows can be biological in nature. It is determined that the object of production logistics in agriculture is the internal material flow and accompanying enterprise flows on their way from raw materials warehouses to the finished products warehouses, and internal movements of agricultural machinery. The subject of production logistics is material flows optimization within the enterprises that create material values or provide services such as storage, packaging, assembling. Particular attention is paid to the problems of agricultural production and specific features of agro-industrial production. It is also noticed that the efficiency of agricultural production is determined by its technological resource, and the criterion of economic logistics efficiency is maximization while minimizing resource costs. The dynamics of the Logistics Performance Index in Ukraine in comparison with Europe is presented. It is obvious from dynamics analysis, that Ukraine has a high level of logistics costs, which affects both the efficiency of the country's economy in general and agricultural production in particular. It is concluded that the use of logistics at the enterprise should provide the possibility of constant coordination and mutual adjustment of supplier actions, production and sales units. Thus, the use of logistics in agro-industrial economy makes it possible on the one hand to streamline the processes of physical movement of goods, eliminate «bottlenecks» in transportation and warehousing in all sectors of agro-industrial complex, and on the other hand directs the producers to form optimal channels for the movement of finished goods, including agricultural products.

Résumé :
This research aims to identify the causes linked to internal reverse logistics of materials and medicines in a hospital, covering studies for process optimization performed by this department. The study is based on a hospital located in the State of Paraná, Brazil. First, observations were performed through visits during the months of September/2015 to April/2016, and the month of March was chosen for the collection of data. Also, "in loco" visits were carried out for better understanding the process that occurs in both of the drug shipment to patients, as the internal reverse logistics was performed with drugs. To collect the data a survey form was used on the main reasons for discarding of drugs and materials for the central pharmacy. The instrument was adapted from the form used by the institution aimed specifically to the Intensive Care Unit. Through the observations made in the Hospital Unit, it was revealed that the company has a structured logistics process, standardized, and has a fundamental tool for this: information technology, creating efficient, reliable and fast data, requiring however, some improvements aiming primarily to prevent and reduce waste of both time and materials/medicines.

Résumé :
Purpose The purpose of this paper is to explore how external pressures, internal capability and transaction attributes of logistics outsourcing synergically influence the extent of asset-based and non-asset-based logistics outsourcing. Design/methodology/approach Based on the data surveyed from 250 manufacturing companies in China, this study employed fuzzy-set qualitative comparative analysis (fsQCA) to deduce multiple configurations for logistics outsourcing decisions. Findings The results suggest that asset-based logistics outsourcing is primarily driven by external imitation pressures or internal demands for logistics technologies, while non-asset-based logistics outsourcing is mainly driven by the demands for external management-based logistics services. Asset specificity plays a positive role in promoting both asset-based and non-asset-based logistics outsourcing. The requirement for third-party logistics (3PL) management capability depends on the outsourcing types and outsourcing causes. Practical implications This study provides guidance to practitioners for them to make outsourcing decisions. It suggests that asset-based logistics outsourcing is more appropriate when there are high external imitation pressures or more internal logistics demands, while non-asset-based logistics outsourcing should be used only when a firm needs management-based logistics services. Besides, 3PL users are suggested to outsource their logistics when their 3PL providers are required to make specific investments. In addition, managers should carefully evaluate firms’ capabilities in managing outsourcing relationships. Originality/value Previous studies largely ignored the interaction effects of a set of factors on logistics outsourcing decisions, and to date, little research empirically examined how outsourcing is driven in terms of different types of outsourcing. Drawing on the institutional theory, dynamic capability view, and transaction cost theory and overarching under the complexity theory, this study examines how institutional, organizational and transactional factors interplay with each other to influence different types of logistics outsourcing (i.e. asset based and non-asset based). Methodologically, the configural analysis (i.e. fsQCA) is applied to explore complex causal configurations that drive logistics outsourcing.

Résumé :
Internal material supply management for manufacturing workshops usually suffers from message delay and abnormal logistics events, which seriously holdback the reactivity capability of production system. As a rapid, real-time, accurate information collection tools, Radio Frequency identification (RFID) technology has become an important driver in the production and logistics activities. This paper presents a new idea that uses RFID technology to monitor real-timely the abnormal logistics events which occur at each work space in the internal material supply chain and proposes its construction method in details. With the experimental verification of prototype system, the proposed RFID-based monitoring system can find in time the abnormal logistics events of internal material supply chain and largely improve the circulation velocity of production logistics, and reduce the rate of mistake which frequently occurred in traditional material management based on Kanban.

Résumé :
Purpose. The aim of the article is to develop a simulation model of internal product flow management processes of pharmacy networks. Methodology of research. The theoretical basis for building a system and dynamic model of flow control in the logistics system of the pharmacy network are scientific articles by domestic and foreign scientists on the problems of management of logistics and flow of pharmaceutical companies and pharmacy networks. The following research methods are used to achieve this goal: analysis and synthesis (in the study of the theoretical foundations of the formation of logistics systems of pharmacy networks); economic and mathematical modelling (to optimize the management of domestic commodity flows). Findings. A simulation system and dynamic model of product flow management of the logistics system of the pharmacy network in conditions of demand uncertainty has been developed, in particular: 1) the input variables and parameters of the commodity flow management model in the logistics system of the pharmacy network are studied, the limitations and conditions of its application are formed; 2) a system of difference equations of levels, rates and auxiliary variables of the model is developed. Originality. Scientific and methodological approach to the management of commodity flows of logistics systems of pharmacy networks in terms of random demand is improved on the basis of a simulation model of system dynamics. It includes a sub-model of commodity flows and a sub-model of accounting for logistics costs, the implementation of which within the mechanism of management of commodity flows of logistics systems of pharmacy networks allows to simplify the process of analysis and management of the pharmacy network management decisions of operational and tactical nature. Practical value. The results of the study can be applied in practical activities of pharmacy networks in order to increase the efficiency of formation and operation of their logistics systems. Key words: commodity flow management, logistics systems of pharmacy networks, optimization, modelling.
