Over the past decades, governments have increasingly been confronted with problems that transcend their boundaries. A multitude of policy fields are affected, including environment, trade and security. Responding to the challenges triggered by Europeanization and globalization, governments increasingly interact across different spheres of authority. Both theoretically and empirically, the puzzle of institutional choice reflected by the variety of arrangements in which intergovernmental cooperation takes place inside individual countries and across their borders remains surprisingly under-explored. In an attempt to solve this puzzle, the dissertation tackles the following questions: Why are the intergovernmental arrangements governments set up to deal with boundary-crossing problems so different? To what extent do these institutional differences affect the effectiveness of intergovernmental cooperation? To address this gap theoretically and empirically, this book adopts a deductive, rationalist approach to institution-building. It argues that internal politics, the type of executive-legislative relations within the interacting governments, explains the nature of institutions set up to channel intergovernmental processes: while power-sharing governments engage in institution-building, power-concentrating governments avoid it. It also shows that these institutional choices matter for the output of intergovernmental cooperation. The approach is applied to Canada, Switzerland, the United States, and finally the European Union. Disaggregating individual government units, the theoretical approach reveals how intragovernmental micro-incentives drive macro-dynamics and thereby addresses the neglect of horizontal dynamics in multilevel systems. The willingness and capacity of lower-level governments to solve collective problems on their own and to oppose central encroachment are crucial to understand the power distribution in different systems and their long-term evolutions.

Texte intégralThis study explores information sharing in government departments from a developing country's perspective. Efforts to understand the relationship between information sharing as a concept and the e-government(s) phenomenon are made and discussed. Literature reviewed in this study indicates that information sharing is a core component of the eadministration part of e-government. E-government initiatives are intended to enable information sharing between and within government departments. ICT initiatives under the egovernment umbrella facilitate information sharing within government departments. However, such initiatives fail to or do not achieve their intended objectives due to technological, organisational, environmental and people related limitations. The process to overcome such barriers can begin by analysing activities focusing on information sharing processes as a means of identifying needs for improvement. There is a need to discuss work activities, actors, aims of activities and the role of Information and Communication Technologies (ICTs) in government departments, in order to identify information sharing needs and make possible recommendations for effective information sharing processes. A conceptual model is recommended to improve information sharing in government departments, and it has shown promise when applied to a selected work activity in this study. The results of the work activity case study show that technology, organization, environmental and people related factors indeed exist in the government's department and can have both a positive and a negative influence on information sharing between the three governing levels of the Namibian government. A pair of recommendations is given in this study. Firstly, a technology-organisationalenvironmental- people framework is recommended to government departments for effective information sharing. Secondly, recommendations are given to facilitate the information sharing needs of the Child Allowance (CA) department in the Ministry of Gender Equality and Child Welfare (MGECW). Limitations of the study and opportunities for further research that have been identified are stated at the end of this study.

Texte intégralMany Western and Central African countries were colonised by France from the early 17th century until the early 1960s. However, Africa has continued to be the private hunting ground for France in the post-independence period. This is because France still needs African resources, particularly its oil. In fact, Africa holds a strategic position for French foreign policy. Therefore, when France gave independence to its African colonies, it did not really mean it was completely disengaging from Africa. In essence, a package was imposed on Francophone African countries which tied them to the revitalised African states to preserve French colonial status. Moreover, France‟s heavy involvement in African countries has earned it a perception of being a police officer of the continent. Within this premise, due to protracted conflicts in French African countries, Francophone Africans bank their hope on France to assist in offering just and lasting solutions to the complex challenges facing their countries. This should be understood within the context that France maintained a significant colonial empire in the continent for almost a century and a half. Nevertheless, France attempts to uphold hegemonic foothold in Francophone Africa through political, economic and cultural connections while the security of Africans is threatened. With this in mind, this study critiques the French foreign policy towards Africa and it uses Ivory Coast and Central African Republic as case studies. These two countries are chosen given their recent conflicts and their assistance in critiquing the French position in African complex challenges. This study also adopted the use of document review and interviews to generate data.

Texte intégralENGLISH ABSTRACT: The 2008 global economic crisis marks the beginning of considerable systemic changes in global governance. The ‘Group of 20’ (G20), which entered the centre stage of global governance in response to the crisis, may be seen as both a result of and as a vehicle for those changes. Representing some 85 per cent of the global economy the group has the potential to alter the international order almost by stealth. Hence, there is good reason for undertaking a deeper examination of its role in and impact on global governance. This study critically examines some of the changes in global governance embodied – and brought about – by the G20. By using analytical tools from the critical theory of Robert Cox and constructivism, it studies changes in three dimensions of global governance: the material, the institutional and the ideational, so as to achieve a holistic understanding of the nature of the changes taking place within global governance. In so doing, the study sheds light on the role of the G20 in global governance, the impact of the group on global cooperation and the nature of the shift in global governance that it represents.
AFRIKAANSE OPSOMMING: Die 2008 globale ekonomiese krisis kan as die begin van aansienlike sistemiese veranderinge in globale regeerkunde beskou word. Die 'Groep van 20' (G20), wat in reaksie op die krisis ’n sentrale rol in globale regeerkunde ingeneem het, kan as beide 'n resultaat en drywer van hierdie veranderinge gesien word. Die groep verteenwoordig ongeveer 85 persent van die globale ekonomie, en het dus die potensiaal om grootskaalse verandering in die internasionale orde te weeg te bring. Dit is dus belangrik om die groep se rol in globale regeerkunde meer deeglik te ondersoek. Deur gebruik te maak van analitiese metodes wat gebasseer is op die kritiese teorie van Robert Cox asook konstruktivisme, ondersoek hierdie studie veranderinge in drie dimensies van globale regeerkunde. Materiële en institusionele veranderinge, asook veranderinge binne die dimensie van idees, word geïdentifiseer met die oog op 'n meer holistiese begrip van die aard van die veranderinge. Die studie werp daardeur lig op die rol van die G20 in globale regeerkunde, die groep se impak op globale samewerking, en die aard van die magsverskuiwing in globale regeerkunde wat dit verteenwoordig.

Texte intégralPurpose: The purpose of this study is to investigate which elements constitute inter-organizational dependence and how inter-organizational dependence influences the relationship between GGP Sweden AB and Stoeryd AB.
Background: The notion of arm's length relationships relying on market competition has been replaced with a new ideal consisting of closer, mutually beneficial relationships with extensive collaboration, cooperative actions, and long-term orientation. The benefits of more collaborative supply chains have also been questioned. Collaborative relationships can bring numerous positive outcomes but also conveys reliance on resources or competences of others. Intensified, collaborative relationship is connected to higher dependence, generating vulnerability when depending on others for survival. Several perspectives in social science lay grounds for the research on inter-organizational dependencies. Dependence is regarded to be an important concept for understanding buyer-supplier relationships.
Method: This case study investigates the relationship and inter-organizational dependence of GGP Sweden AB and their supplier, Stoeryd AB. Various perspectives within business research have laid grounds for a framework by which to investigate dependence. Empirical material of the two case companies has been collected with aim to provide further insights and reflections about inter-firm dependence and the elements affecting it.
Conclusion: A revised framework is presented in the shape of a model including the elements of dependence. The study recognizes the significance of regarding several elements for assessing dependence and that these must be seen in relation to other elements. Further, the behavioral factors of the relationship and intangible characteristics of the offering have been determined to significantly affect dependence. Finally, even if inter-organizational dependence is created within a relationship, elements must be seen in relation to alternative relationships. The connection between higher level of dependence and increased collaboration as apparent also in the case relationship. Trust, commitment and mutual interest are factors apparent in the relationship that may help to control the vulnerability striving from dependence.
Syfte: Syftet med denna studie är att undersöka vilka element som utgör beroende mellan företag samt hur beroende influerar relationen mellan GGP Sweden AB och Stoeryd AB.
Bakgrund: Det finns en utveckling som tyder på att affärsrelationer inte längre bygger på rena transaktioner där företag låter marknadskrafterna styra. Istället visar trenden på att långvariga, djupare relationer som är gynnsamma för båda parterna till högre utsträckning prioriteras. Dessa affärsrelationer karaktäriseras av omfattande samarbete med en strävan mot gemensamma mål. Forskare har även ifrågasatt fördelarna med denna typ av relation i leverantörskedjan. Relationer med hög grad av samarbete bidrar till en rad positiva följder, men bidrar även till ökat beroende av kompetens och resurser från utomstående parter. Detta i sin tur leder till en större sårbarhet då verksamhetens överlevnad beror på en annan aktör. Flertalet perspektiv inom den samhällsvetenskapliga litteraturen ligger till grund för studier om beroendeförhållanden. Beroende ses som ett viktigt koncept för att förstå förhållanden i leverantörskedjan.
Metod: Denna fallstudie syftar till att undersöka förhållandet och beroendet mellan företagen GGP Sweden AB och Stoeryd AB. Flertalet perspektiv inom företagsekonomisk forskning har tagits i beaktning och grundat det teoretiska ramverk studien baseras på. Det empiriska material som samlats in syftar till att ge större insikt om beroendeförhållande mellan aktörer i leverantörskedjan och faktorer som påverkar detta förhållande.
Slutsats: Ett reviderat ramverk presenteras i from av en modell, innehållande de element som påverkar beroende mellan företag. Studien påvisar att dessa element måste ses i förhållande till varandra för att ge en helhetsbild av beroendet. Det upptäcktes också att det fanns en länk mellan beroendet och beteendet i relationen. Även om det inter-organisatoriska beroendet skapas inom förhållandet, så visar studien att elementen ska ses i relation till alternativa förhållanden. Det påvisades också att en högre grad av beroende kan kopplas ett mer omfattande samarbete. Förtroende, engagemang och gemensamma intressen är faktorer som kan minska sårbarheten och öka kontrollen av beroendet.
