This chapter emphasizes the role of unemployment insurance and labour market policies. Starting from the recent evolution of unemployment in the European countries, it presents the main aspects of unemployment insurance systems and shows the disparities in terms of generosity and coverage among the countries. The trade-off between flexibility and protection of employees is presented and the example of the Danish flexicurity is put into perspective with recent reforms introduced in France or Germany that push for more activation and experience rating. The chapter then surveys the recent changes in the nature of European employment such as the case of deported workers or the increase of jobs related to new technologies. These changes exert pressure on the poorest workers and call for controls of work contracts.

SMEs account for more than half of business sector output and employment in Europe, and depend heavily on bank credit. The credit crunch following the recent recession was more severe for banks in countries under greater stress. With banks concentrating on raising additional capital, and handicapped by impaired assets, it is important to expand the sources of long-term funding for SMEs. This chapter reviews the obstacles to a more extensive use of the main market-based debt instruments for SME financing (securitization, covered bonds, small/mid-cap bonds, private placements), from the point of view of the insurance industry, in order to develop policy recommendations that are able to remove barriers without jeopardizing the insurance companies’ overall stability. These recommendations should be considered within the Capital Markets Union initiative, the ultimate success of which will be crucial in determining the future ability of insurers to finance SMEs and, more importantly, in achieving an integrated European financial system.

Youth transitions to employment and adulthood have become increasingly protracted and precarious. The Great Recession exacerbated these difficulties. The varied European experiences affect young people differently in terms of their gender, ethnicity, and socioeconomic status, even in successful countries. Youth Labor in Transition examines young people’s integration into employment, transitions affected by the family and moving away to live independently, and the decisions and consequences of migrating to find work and later returning home. The authors identify some of the key challenges for the future concerning young people not in employment, education, or training (NEETs); overeducation; self-employment; ethnicity; scarring effects; as well as the values and attitudes of young people and how they identify with trade unions. The central concept informing this research is based on a comparative analysis of transitions, policy performance, and learning approaches to overcoming youth unemployment. It illuminates when and how labor market analysis informs policy formulation, implementation, and evaluation based on extensive multimethod empirical research across the European continent. Collectively, the authors illustrate the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of both the sphere of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. Mapping and extensively analyzing these transitions is the result of original empirical analysis drawn from a three-and-a-half-year European Union-funded research project: STYLE—Strategic Transitions for Youth Labour in Europe.
