En este artículo[1] se pretende a partir del diálogo filosófico (como método), abordar brevemente algunos de los problemas más debatidos al interior de la filosofía en la actualidad, tales como: el sentido de la filosofía, la verdad, la objetividad científica, el problema de la racionalidad en las ciencias y el progreso humano. Para este fin se espera, por un lado, dar cuenta de distintos problemas de naturaleza filosófica mediante el carácter discursivo y argumentativo, connatural al diálogo filosófico; y, por otro lado, fomentar el diálogo como método en los procesos de enseñanza y aprendizaje de la filosofía. [1]Este artículo es resultado de la investigación intitulada “racionalidad y progreso en la ciencia. Una propuesta de racionalidad analógica a partir de la epistemología de Evandro Agazzi” (2014- 2017), así como de la estancia investigativa postdoctoral realizada por Carlos-Adolfo Rengifo-Castañeda en el “Centro Internazionale Insubrico Carlo Cattaneo e Giulio Preti per la Filosofía, L Epistemologia, le Scienza e delle Tecniche” della Università degli studi dell insubria. The complexity of biobank research has recently increased generating a number of novel ethical issues. In recent years the University of Insubria is committed to provide specific training programs in Bioethics, Applied Ethics and Clinical Ethics aimed to face to critical topics related to medicine, research and biobanking. Actually we design the Insubria Biobank as a research infrastructure with an appropriate Ethical Framework and responsible for the custody of biospecimens and data according to a model of Charitable Trust. So to answer certain questions is crucial: How could biobank respect the trust placed in it? What resources could promote the goals of the biobank? Do professionals require a specific ethical training? This credit of trust must be fed and confirmed by the ethical choices of the biobank and ensuring maximum transparency and traceability of decisions. The aim of the Insubria Biobank is to become an ethical subject to secure the public trust and to define the ethics criteria to be made public and to which the biobank will comply. In our model we propose the prospective involved parties that could guarantee the achievement of this goal: Informed Consent, Charter of Principles and Biobank Ethics Consultation Services (BECS). Our purpose is to offer a Charter of Principles and BECS to help scientists, health care professionals, patients, donors, institutional review board and policymakers, better navigate the ethical issues in biobanking. An exploratory survey to identify the willingness to use BECS represent our future research plan.

<p><strong>Abstract.</strong> Nowadays, sustainable development and preservation of territories poses a number of challenges requiring innovative and robust technological tools to fully accomplish them. According to this, the design of an integrated tourism management system is here discussed. The tourism management system is developed for the Insubria Region within the INSUBRIPARKS project, funded by the Interreg program of the European Union. The Insubria is a historical-geographical area stretches between Northern Italy and Southern Switzerland embedding a valuable historical and natural heritage. Nevertheless, the tourism potential of the region is not fully exploited due to a fragmented political context within the geographical area that extends across different local and national jurisdictions. The final goal of the project to increase tourism attractiveness of the Insubria Region through the provision of physical infrastructure, the development and promotion of new tourism experiences, and the deployment of a standardized Information Technology infrastructure to support cross-border land management and marketing operations. Central to this paper is the preliminary design of this infrastructure that will provide tools for supporting information generating and consuming among project partners and external stakeholders. The design phase leverages exclusively Free and Open Source Software. Alongside the preliminary architecture, both use cases and user requirements are discussed together with the expected benefits deriving from the co-creation of best tourism management practices by means of open and shared software platforms.</p>

Abstract. The design and implementation of modern tourism management systems have to interface with the growing technological attitude of users which nowadays mostly approach the selection of the desired destinations through the web. In view of the above, the local tourism actors have to fully embrace the digital transformation by integrating Information Technologies into their operational routines. With this in mind, it is here presented the development of a technological infrastructure to provide with new digital assets to the natural parks of the Insubria, cross-border region stretching between Northern Italy and Southern Switzerland. This work is carried out within the INSUBRI.PARKS project, funded by the Interreg program of the European Union. The final goal of the project is to increase tourism attractiveness of the Insubria region through the provision of new infrastructure, the design of new tourism experiences, and the deployment of Information Technology tools to support the cross-border tourism management and marketing. The tools development is described in detail and the application prototypes are presented. The work leverages exclusively Free and Open Source Software that provides the infrastructure with large rooms of improvements and customization while reducing both development and maintenance costs. Future directions for the work are outlined by considering the amelioration of the presented tools, the development of additional components, and the practical applications of the infrastructure functionalities from the perspective of both park managers and visitors.

Abstract. Green areas such as natural and periurban parks provide support to biodiversity and landscape preservation while boosting local economic growth in their hosting territories, thanks to the establishment of eco-tourism activities. Smart management and promotion actions are vital for the sustainable exploitation of such benefits for citizens and visitors. These tasks may be hindered by a lack of economic resources and digital skills of public authorities but also by fragmented local political contexts to which these areas may be subjected. The parks in the Insubria region (between Southern Switzerland and Northern Italy) represent a relevant example of the above. The INSUBRIPARKS project aims at the harmonisation of management and promotion practices for the Insubria parks. The project activities encompass multiple actions, from the establishment of unified territorial marketing strategies to the development of supporting IT tools. Accordingly, this paper provides an overview of the IT tools ecosystem which was designed and developed within the project and an outlook on its role in empowering smart monitoring and promotion for these parks. Tools include a Web portal (enriched with Web mapping components) for a unified presentation of the tourism offers, an analysis framework for social media data exploitation in park visitors’ fluxes assessment, and a mobile tool for users’ engagement in the park areas monitoring. Alongside technical descriptions, lessons learned and residual challenges for the operative adoption of the tools are discussed as to their future improvements.

AbstractTheSeprio is an ancient territory with a history of millennia in which we find five important Longobardcenters: Sibrium(Castelseprio), Pagus Artiaco (Arsago Seprio), Castrum Novate (Castelnovate), and, further north, Stabulum (presently Stabio in the Swiss Canton of Ticino) and Campiliorum (now Campione d’Italia, an Italian exclave in Switzerland). The elements present in the grave goods of the Seprio have allowed us to understand that the Longobardwarrior held a shield, brandished a spatha (sword), and carried a scramasax (short weapon to a single cut), a spear, and in some cases even an axor bow and arrows, while the most important warriors were equipped with mailor lamellar armorand helmet. From the type of accoutrements (harnesses, belt elements, personal objects, pottery, golden crosses), it is possible to trace the owner’s position in the hierarchy of nobility, in the same way, that the degree of sophistication of the weapons and the shield indicated the social position of the warrior who wore them. The spatha and the scramasax were status symbols of the Longobardwarrior; they brought to the fore and underlined his status as a nobleman and free man. The Seprio has always played a leading role in the geopolitical events that have affected ancient Insubria in all its historical phases. In the last fifty years, many relics of the Arimannia of the Seprio have been unearthed and studied, but much still lies buried which scientific research is only slowly bringing to the surface.
