В статье на основании летописных и просопографических данных уточняется контекст последнего псковского князя Ивана Репни Оболенского в Пскове. Обстоятельства его княжества дали основание для аннексии Пскова Московским государством и ликвидации его республиканских органов. Кроме того, рассматриваются некоторые детали, касающиеся статуса псковских князей и роли института князя в политической системе Псковской республики. The article clarifies the context of the last Pskov prince Ivan Repnya Obolensky’s princedom in Pskov basing on annalystic and prosopographic data. Circumstances of his princedom afforded ground for annexation of Pskov by Muscovite state and deconstruction of its republican bodies. Besides that, several details concerning Pskov princes’ status and role of the institution of the prince in political system of Pskov republic are considered.

Prince Charles' allegations of institutional gaslighting against Buckingham Palace in 2022 sparked an extensive discussion around a phenomenon that, until this event, was considered predominantly psychological in academia. The authors of this article, relying mostly on socio-cultural and institutional approaches, also abandon the strictly psychological interpretation of gaslighting as a form of violence in favor of an interdisciplinary approach. This made it possible to identify the foundations and features of institutional gaslighting, studied by scientists in economics and management, healthcare, science and education, politics, etc. The article also reveals the tools for implementing institutional gaslighting in various spheres of social life. As a result, the authors conclude that the key feature of institutional gaslighting is the ability of the institutions themselves to change the mental environment and influence the perception of reality. This was actually ruled out, for example, by D. North, who denied institutions independent existence. In addition, the authors consider gaslighting not just as an institutional betrayal, but as a dysfunction of any institution, one of the most important functions of which is to limit and control violence in society.

Irish physician Sir Matthew John Tierney (1776–1845) was a vaccine pioneer who learnt the procedure directly from Edward Jenner in Gloucestershire. In 1802 Tierney completed an MD at Glasgow on vaccination and moved to Brighton, where he was appointed physician to the Prince of Wales (the future King George IV). This paper considers Tierney’s role in the foundation of the 1804 Sussex Vaccine Institution. Tierney was the first president of the Institution’s Medical Council. His leadership lay in his knowledge of vaccination (including transporting cowpox material) and his close relationship with the Prince of Wales. The Institution’s official name was the Royal Sussex Jennerian Society for the Extermination of the Small-pox and offered vaccination at 16 stations across the county and one in Kent. Vaccination was undertaken by local surgeons at their houses at set hours. In its first year, the Institution vaccinated 946 individuals, of whom 509 for free. Despite this, concerns were raised over uptake by poorer members of society. The Institution’s Brighton station was probably absorbed into the new 1809 dispensary. Tierney’s promotion of vaccination and instructions for new practitioners represent the embryonic beginnings of evidence-based medicine and modern medical education in Brighton.

This essay considers how conceptions of manliness shaped the electoral franchise on Victorian Prince Edward Island. Soon after its institution of responsible government, Prince Edward Island shifted away from a property-based franchise to one grounded in the performance of statute labour. Instead of heralding the male property owner, this new law championed the man who used his labour to faithfully serve and improve his community. Because of limited land distribution, bourgeois ideals of manliness based upon property ownership fit the conditions of the colony poorly. A statute labour franchise better reflected the gender ideals upheld by the Island’s unpropertied majority. Like all gender ideals, these standards were not accepted across Prince Edward Island unopposed.

(francuski) Depuis longtemps l'historiographie a ?tabli la pr?sence de princes (knez, pi. knezov?) sur les terres serbes m?di?vales, de sorte que les porteurs de ce titre ont fait l'objet de d?bat dans divers ouvrages. II y a d?j? un si?cle K. Jirecek a proc?d? ? une classification des princes en trois grands groupes. Celle-ci distingue : a) les princes, chefs de communaut?s valaques s'adonnant ? l'?levage; b) les princes, chefs d'agglom?rations urbaines ? de villes, voisines de lieux de march? (trg) ou de sites miniers; et c) les princes, chefs de certaines r?gions ou contr?es historiques, c.-?-d. les grands princes et les princes territorial. Ce travail s'int?resse exclusivement ? ce dernier groupe. En vertu des sources disponibles il a ?t? possible de constater que les porteurs de cette dignit? apparaissent sur les terres serbes durant la seconde moiti? du XII?me si?cle, soit qu'il s'agit des souverains de petits ?tats serbes vassaux, soit qu'il s'agit de princes territorial (princeps terrae, udeoni knez) des Etats de Serbie (Rascie) et de Bosnie. Au cours de la seconde moiti? du XIIeme si?cle les petits ?tats serbes s'?chelonnant le long du littoral adriatique tels que la Diocl?e avec Trebinje et la Terre de Hum (Humska zemlja) furent englob?s dans le cadre de la Serbie mais ne perdirent pas totalement, pour autant, leur autonomie politique en obtenant le statut de principaut? territorial (udeona knezevina). A leur t?te se trouvait un prince territorial ou un grand prince de la famille r?gnante des Nemanjic. Finalement, ce sont les ann?es cinquante du XIII?me si?cle qui firent la suppression des principaut?s territorial et de la dignit? de grand prince par le roi de Serbie Uros. Les principaut?s territorial existaient ?galement dans l'Etat bosniaque m?di?val, mais leurs caract?ristiques restent inconnues, tant en raison du manque de sources qu'en raison du d?veloppement plus faible de cette institution. Les seigneurs de principaut?s territorial jouissaient d'une autonomie politique relativement large, de sorte qu'au niveau de l'Etat ils partageaient effectivement le pouvoir avec le roi de Serbie. Ils reconnaissaient n?anmoins le pouvoir supr?me du roi, et leurs principaut?s ?taient consid?r?es comme faisant partie int?grante de l'Etat serbe. Suite ? l'extinction des principaut?s territorial en Serbie, le titre de prince (knez) n'est pas tomb? dans l'oubli pour autant. Dans les trois premi?res d?cennies du XIV?rne si?cle les rois de Serbie l'attribuaient parfois aux gouverneurs de certaines r?gions, en revanche la dignit? de prince territorial ?tait alors de plus en plus supplant?e par le titre de k?phal? g?n?ral d?j? fortement ancr? dans le pays. Apr?s le couronnement imp?rial de Stefan Dusan et l'introduction des principaux titres byzantins, de despote, s?bastocrator et c?sar, qui ?taient attribu?s aux parents de l'empereur, mais aussi ? ses gouverneurs en terres grecs, les anciens titres serbes ont retrouv? un regain de popularit? avec notamment l'attribution plus fr?quente des dignit?s de grand prince et grand joupan aux gouverneurs de l'empereur ? la t?te de terres serbes. Apr?s la mort de l'empereur Stefan Uros (1371) et la d?composition de l'Empire serbe il n'y avait plus personne pour d?cerner les titres serbes les plus ?lev?s, de sorte que ceux-ci ont rapidement disparu. Ils se sont transform?s en dignit?s port?es par certains seigneurs locaux ayant retrouv? leur ind?pendance comme cela ?tait le cas pour le prince serbe ou le grand prince Lazar. Le d?veloppement ult?rieur du titre de prince en Bosnie fut tout autre. Apr?s la suppression des princes territorial le titre de prince, mais non celui de grand prince, a ?t? attribu? ? tous les fils et descendants des princes territorial. Un tel processus contribua a cr?? une nette distinction entre le titre et la fonction, et le nombre de princes ne fit que cro?tre. Avec l'apparition de seigneurs locaux ind?pendants ce processus ne fit que gagner en intensit?, principalement en raison du lien ?troit rattachant les seigneurs locaux aux milieux dont ils ?taient issus, qu'il s'agissent de leur tribu que de leur fraternit?, de sorte que tout parent m?le d'un seigneur local recevait le titre de prince. Ce titre ?tait ?galement obtenu lors de l'anoblissement de serviteurs en raison de leurs m?rites. Malgr? cela la dignit? de prince territorial fut pr?cis?ment r?tablie par ces m?me seigneurs locaux qui l'introduisirent dans leur titulature. Ainsi l'herceg Hrvoje Vukcic s'enorgueillit jusqu'? la fin de sa vie du titre de prince des Donji Kraj(ev)i (des Contr?es Basses), et l'herceg Stefan Vukcic Kosaca de celui de prince drinski (de la Drina). Au d?but du XV?me si?cle le roi de Bosnie introduisit la dignit? de prince de Bosnie ou grand prince de Bosnie qu'il d?cerne au seigneur le plus fid?le et le plus m?ritant de Bosnie. Il s'agissait l? d'un l'?quivalent du cornes palatinus. De fait, par sa position le porteur de ce titre diff?rait nettement du prince drinski ou de celui de Donji Kraj(ev)i. .

This study aims to examine the future educational leadership model with a review of the foundations of religion, philosophy, psychology and sociology. The locus of this research is the Prince Dharma Kusuma Segeran Indramayu Islamic High School. This study uses a qualitative approach with descriptive analysis method. Interviews were conducted directly with informants, consisting of the Dean, Deputy Dean, Heads of the Program Study and Educational Staff and Non-Educational Personnel involved in the educational institution. The results of observations and documentation were obtained from various studies of documents, manuscripts, and archives related to the implementation of educational leadership at the Prince Dharma Kusuma Segeran Indramayu Islamic High School. The results of the study indicate that the educational leadership model for the future in the Segeran Indramayu Islamic High School after direct interviews with all parties involved in educational institutions can be explained in the discussion of this study. Purpose. The aim of the article is to study the genesis and development of constitutional responsibility in Kyiv Rus. Methodology The methodology provides for a comprehensive study of historical and theoretical material on this issue, as well as the formulation of relevant conclusions and recommendations. In the course of the study, the following methods of scientific knowledge were used: historical, historical-legal, terminological, formal-logical, system-functional. Results. In the course of the study it was established that during the period of Kyiv Rus constitutional legal responsibility had the following types: 1) individual constitutional and legal responsibility, which was manifested in the responsibility of the Kyiv prince and princes for their social and political activities; 2) collegial constitutional and legal responsibility, the subjects of which were the council, the council of boyars, as well as other state bodies that existed under the Kyiv prince and princes. Scientific novelty. According to the results of the study, it was established that the institution of constitutional legal responsibility of the period of Kyiv Rus was at the stage of formation and provided for a combination of positive and negative, individual and collegial aspects of constitutional legal responsibility. Practical significance. The results of the study and historical experience of legal regulation can be used to improve the current legislation of Ukraine on constitutional responsibility.

The article is devoted to the creative work of the Ukrainian Diaspora scientist, teacher, historian of art, architect and graphic artist, Prince Vsevolod Karmazyn-Kakovsky (1898–1988), about whom there is very little information in Ukraine. The study emphasizes his Ukrainian roots. The publication is based on materials from the home archive of Ph.D., sculptor and artist Kristina Kishakevich-Kachaluba from Switzerland. Prince Vsevolod Karmazyn-Kakovsky studied and lived in Ukraine until 1944. In 1944 he left Ukraine for permanent residence in Romania. As a teacher he organized faculties of landscape architecture in universities in Ukraine (Odessa, Kharkiv) and Romania (Iasi). From 1978, professor lived and worked in Italy, then in France, Germany, lectured on the history of Ukrainian art, cooperated with Ukrainian research institutions in Western countries. As an artist he created and implemented the projects of health and recreational complexes on the Black Sea coast in Ukraine and Romania, which combined architecture with natural landscape, contributing to human health and longevity, and embodied the principles he established for enriching the expressiveness of landscapes. The Prince founded the Research Institute of Landscape Architecture (1921–1981), which worked in Ukraine, and then in Romania. This institution was focused on combining and harmonizing endogenous (internal) factors of human longevity with exogenous (external) factors — the synthesis of nature with art. The scientist argued that the tree crown shapes (triangular, ellipse-like, round) differently influence the mood and psychological state of a person, therefore, developed special health boxets in sanatorium complexes. This method of healing people, proposed by V. Karmazyn-Kakovsky in 1971–1981, was adopted in Czechoslovakia, Poland, France, Italy, Germany, and the United States of America. As a scientist he published more than 200 scientific works, including Monographs devoted to Ukrainian art, Lemkivska and Boykovska churches, art of Ukrainian houses, Ukrainian books. He designed his own works and covers for his books. He was skilled in the technique of pencil, sepia, watercolor, skillfully conveyed the space in the landscape, was perfect in the technique of pen and ink. The artist’s graphics is dominated by subjects closely related to his scientific works in the field of art history. Karmazyn-Kakovsky supplements almost all of his works with illustrations, headpieces, stylized folk motifs, architectural historical monuments of Romanian and Ukrainian cultures, valuable for the history of Ukrainian art, and landscape projects. V. Karmazyn-Kakovsky made more than 1200 drawings of wooden Ukrainian churches. He had personal exhibitions in Warsaw, Rome, Paris, Munich.

Cette thèse vise à expliquer l'évolution de l'image du prince, aux XVIe et XVIIe siècles, au travers notamment des transformations du concept de « miroir des princes ». Issu du symbolisme de l'objet-miroir en morale et de sa métaphorisation en politique comme objet de représentation de l'idéal vertueux, le terme « miroir des princes » a évolué jusqu'à désigner, durant la période médiévale, un genre de littérature adressée au représentant du régime politique monarchique. Le genre littéraire des miroirs des princes - difficile à définir et à établir selon des critères fixes - s'est vu remettre en cause au XVIe siècle par la pensée machiavélienne. D'un caractère idéal et idéel et forgée sur les bases vertueuses de la morale chrétienne, l'image du prince s'est transformée par son inscription dans la réalité des faits politiques et historiques. Il s'agit alors d'observer l'évolution de l'utilisation de la métaphore du miroir des princes ainsi que du concept théorique de représentation de l'image idéale du gouvernant, dans la littérature politique des XVIe et XVIIe siècles en France, jusqu'à l'invalidation de la figure vertueuse du prince par la réflexion des théoriciens de la souveraineté à l'époque moderne
This thesis aims to explain the evolution of the image of the prince in the 16th and 17th centuries, in particular through the transformations of the concept of the "mirror of princes". The term "mirror of princes", derived from the symbolism of the mirror-object in morality and its metaphorization in politics as an object of representation of the virtuous ideal, evolved to designate, during the medieval period, a kind of literature addressed to the representative of the monarchical political regime. The literary genre of "mirror of princes" - difficult to define and establish according to fixed criteria - was challenged in the 16th century by Machiavellian thought. Of an ideal character and forged on the virtuous foundations of Christian morality, the image of the prince has been transformed by its inscription in the reality of political and historical facts. It is then a question of observing the evolution of the use of the metaphor of the mirror of princes as well as the theoretical concept of representation of the ideal image of the ruler, in the political literature of the 16th and 17th centuries in France, until the invalidation of the virtuous figure of the prince by the reflection of the theorists of sovereignty in the modern era

Chargée de rédiger l’histoire du Roi-Soleil par les devises, les inscriptions et les médailles, elle va rapidement devenir un acteur incontournable de la politique publicitaire royale. En 1701, elle reçoit un règlement qui l’institutionnalise et devient Académie royale des Inscriptions et Belles-Lettres. In 1663, Jean-Baptiste Colbert, Superintendant of the King’s Buildings, gathered a small team composed of members of the Académie Française: the petite Académie was born. Entrusted with the responsibility of writing the history of the Roi Soleil (Louis xiv) in tokens, inscriptions and medals, it soon became an essential actor of royal propaganda. In 1701, it was institutionalised and became the Académie Royale des Inscriptions et Belles Lettres (Royal Academy of Inscriptions and Letters). In the early 18th century, the institution started to add some finer historical studies to its panegyric task. The Académie, a royal institution, then became a reflection of the figure of the Lettered Prince. It thus became an essential link in the Republic of Letters. The way this academy functioned during a century reflects a changing world, between the values of the Grand Siècle (17th century) and the innovations of the period of Enlightment in the 18th century

This thesis analyses the role of financial institutions in determining asset prices both theoretically and empirically, and consists of three papers. Chapter 1 provides the motivation and a detailed summary of the three papers. Chapter 2 focuses on the hedge fund industry that has come to play a prominent role in today's financial markets due to its explosive growth. Fierce competition for funds generates relative performance objectives for managers. This paper studies how a hedge-fund manager's investment decision is affected by her tournament concern, incentive contract and liquidation threat. Chapter 3 examines the impact of both managerial capital and delegated capital on asset-market equilibrium by generalising the marginal investor to be a portfolio manager who is paid a relative performance fee. This chapter studies whether it is possible to stabilise financial markets by adopting a less centralized approach based on the idea of altering institutional incentives before a crisis rather than remedial actions after a crisis. Given that the model in Chapter 3 is an example of equity risk-capital models that fit the facts surrounding bank-based intermediaries, Chapter 4 investigates the characteristics of banks' balance sheets and also suggest that banks' balance sheets convey information on predicting subsequent asset-market variations. Chapter 5 concludes.

Résumé :
Tournament incentives have been extensively analyzed, and recommended as policy, by economists and compensation consultants alike. Analysis of tournaments typically looks at the effect of tournament contracts for individuals on individual behavior in non-market settings (public good provision, team tasks, etc.). In contrast, this work investigates the effect of tournament contracts for individual agents on market performance. In particular, this work investigates the effect on asset market performance of individual contracts that reward "beating the market". To this end, both theory and laboratory experiments are employed. The theoretical prediction that the rational expectations equilibrium is destroyed by the introduction of "beat the market" contracts is overwhelmingly supported by the experimental data.

In Chapter 1, the staggered nature of the adoption of interstate bank branching deregulation in the United States is utilized as an exogeneous shock to investigate the managerial incentives involved in corporate socially responsible (CSR) activities. Using Kinder, Lydenberg, and Domini Research & Analytics, Inc. for our CSR measures, we find a significant negative relation between the extent of deregulation and CSR practices, which implies that deregulation-led rising competition in product market makes the non-financial firms more concerned about protecting interests of shareholders than other stakeholders. Specifically, firms with low pricing power tend to significantly reduce their CSR activities. Our results are robust using alternative empirical specifications and CSR measures. Chapter 2 investigates the interaction between price stability and financial stability for “Fragile Five” countries. In the first step, we investigate the causation linkage between price stability and financial stability indicators. In the second step, we analyze the effect of financial stability instruments, lending rate and required reserve ratio, on price stability. We then test the price stability instrument policy rate on financial stability. Empirical findings, in the first step, indicate that there is no meaningful relationship between policy objectives in the short run, while the relation between financial stability and price stability occurs in the longer time frequencies. However, the situation is not valid for all economies. In the second step, we measure the effects of monetary policy tools employed by the central bank of each of the Fragile Five countries. The findings from the analysis that investigates the effects of each policy instrument imply that the policy rate instrument implemented to achieve the inflation target does not affect the financial stability goal. Similarly, the reserve requirement ratio instrument to achieve the financial stability goal does not affect the price stability goal. On the other hand, results give some implication about the negative effects of the lending rate instrument on the inflation targeting objective.

Le principe de l'équilibre institutionnel est la clé de voûte d'un système en constante évolution. Inspiré de la théorie de la séparation des pouvoirs, il s'en distingue du fait que son objet n'est pas de garantir une répartition stricte des pouvoirs entre institutions, mais de protéger un équilibre entre logiques supranationale et intergouvernementale. Il en résulte une répartition atypique des compétences que symbolise ce principe, qui a pour but de régler les relations entre les institutions dans l'exercice de leurs pouvoirs respectifs. Très vite cet équilibre se développe au profit d'un processus intergouvernemental, et ce n'est qu'avec le traité de Maastricht qu'un rééquilibrage des relations interinstitutionnelles s'opère. L'équilibre institutionnel s'inverse donc et montre qu'il est soumis à l'importance donnée à tel ou tel intérêt politique et que, s'il a vocation à régir l'organisation institutionnelle communautaire, il est fortement conditionné par son évolution
The principle of the institutional balance is the keystone of a system in constant evolution. Inspired from the theory of the separation of powers, it distinguishes owing to the fact that its function is not to guarantee a strict distribution of powers between institutions, but to protect a balance between supranational and intergovernmental logics. It results an atypical distribution of competences, which this principle symbolizes, the purpose of which is to regulate the relationship between the institutions in the exercice of their respective powers. Very quickly this balance develops in favor of an intergovernmental process, and it is only with the treaty of Maastricht that a rebalancing of the inter-institutional relations occurs. The institutional balance reverses thus, and shows that it is subjected to the importance given to such or such political interest and that, if it has vocation to govern the Community institutional organization, it is strongly conditioned by its evolution

Abstract The 2 °C target of the Paris Agreement has stimulated the implementation of carbon reducing policies such as carbon taxes and emission trading schemes, which explicitly applies a price on carbon emitting fuels. However, OECD (2016) reports that the effective carbon rate must be at least 30 Euros per ton of CO2. The effective carbon rate includes the implicit carbon price, e.g. energy taxes, along with the explicit carbon price. Previous studies have focused on the effects of explicit carbon prices. In this chapter, we will focus on the effective carbon rate and estimate the effects of carbon policies that increase the effective carbon rate to the 30 Euro threshold. We find that the short-term effect of a carbon tax that raises the effective carbon rate for all industries above 30 Euros will not only effect energy intensive industries, but also downstream industries that already have high effective carbon rates. Furthermore, we find that the carbon tax implemented in 2012 increase the average effective carbon rate, but increases the difference between taxed emitters and non-taxed emitters. Thus, tax exemption for energy intensive industries sacrifices economic efficiency.

There is increasing evidence, particularly in STEMM education, that traditional didactic transmission lecturing is less effective than more active, student-centred learning (Freeman et al., 2014). This mounting evidence has resulted in institution-wide curriculum review, pedagogic transformation and ongoing space refurbishments at Imperial College London, a research-intensive institution that provides the context for this work. Although active learning is proven to improve cognitive outcomes by supporting ‘students to do meaningful learning activities and think about what they are doing’ (Prince, 2004, p.223), its examination remains largely linked to instructional contexts, with neglect for the self-directed, non-timetabled learning spaces that support a rich learning experience. This instructional emphasis is evident from the capital that Imperial College London, among other institutions, continue to invest into ongoing classroom refurbishments to support curriculum review and innovation. However, it could be argued that these changes to physical infrastructure do not accurately reflect and address the growing self-directed workload that students now contend with. Furthermore, as capital spending on maintaining and modernising university buildings in the UK approaches £3 billion annually (Temple, 2018), these refurbishments are increasingly time- and money-intensive, placing a financial strain on institutions. The assumption that students successfully transition between passive and active learning, between directed and self-directed learning and between formal, timetabled and informal, non-timetabled spaces has meant transitional space being overlooked. By seeking to better understand student engagement with these transitional spaces as physical, curricular and cognitive spatial phenomena, this study is generating evidence for the educational importance of transitional space and using this to better understand active learning. By redesigning underutilised ancillary spaces adjacent to formal lecture spaces at lower cost than lecture theatre refurbishments, students can better self-direct active learning at moments of transition into and out of formal, timetabled spaces.

In the second half of 2020, there was a strong increase in building material prices on world markets, which continued in 2021. Given the unstable geopolitical and epidemiological circumstances, future price fluctuations are unknown. Construction projects are sensitive to such oscillations as contracts and plans are concluded at a time when price changes cannot be predicted with certainty. Given the degree of environmental construction, maintenance projects of existing buildings are becoming increasingly important. Public-funded institution maintenance projects under regional and local self-governments are particularly at risk. Public administrators make maintenance decisions based on existing priority systems and available budgets, which are already limited and pressured due to rising material prices. To mitigate the disturbances, this paper aims to analyze fluctuations in the market of frequently used maintenance materials and provide support to public administrators, i.e., decision-makers, in the form of maintenance management recommendations, in the context of activating the price increases risk. The research consists of two parts, a review of the theoretical background and the processing of material cost data. From the available literature, insight was gained into the current way of planning, budgeting, and way of maintenance performing of public institutions in the Republic of Croatia. The problem of fluctuation in construction material prices and its impact on maintenance was recognized. Often used maintenance materials prices data were collected and analyzed, the resulting changes were graphically and numerically presented, and the problems these changes cause within the maintenance process were identified. Finally, recommendations were made to mitigate the identified disorders that public administrators will be able to apply.

The University of Bucharest has been actively contributing to the development and modernization of Romanian education, science and culture. A brief chronological history is presented on the official site (http://www.unibuc.ro/e/n/despre/History.php). The important milestone was the moment when Prince Alexandru Ioan Cuza decided to bring together the Faculties of Law, Sciences and Letters under the umbrella of a single institution and signed the Decree of Creation (decree no. 756 of 4/16 July 1864) of the University of Bucharest. During 2014, the University of Bucharest will celebrate 150 years of existence. During 1994 - 1999, University of Bucharest was included in the project "Phare Multi-Country Programme for Distance Education", aimed at creating a network of 40 Centres of Studies IDD (CSIDD) in 11 countries of Central and Eastern . By Order no. 3289 of 02.19.1998 of the Minister of National Education, the CSIDD centers, their managers, and their affiliation with European Training Foundation (ETF) in Turin, were recognized by the Ministry of National Education. Based on the University of Bucharest Senate's Decision(May 1999), the CSIDD together with other centres already established within international financed projects (CTI Pilot Centre, REDEC, EDUCO) were brought together and named the Department for Distance Learning (acronym CREDIS). CREDIS was created to focus on Distance Learning, lifelong learning and professional conversion. During 2014, will celebrate 15 years of existence. This paper is aiming to present, in details, the Google Apps implementation for CREDIS; the objective was to implement a free LMS with high performance, able to allow future developments, in agreement with the world wide trends in HE. The article presents the results of assessing the level of spatial differentiation of prices for 10 food products in the Far East in the context of the functioning of the PSEDA. A comparative assessment of the levels of spatial price differentiation before and after the creation of TASED is carried out. Three-dimensional printing or rapid prototyping has had a significant impact on manufacturing and educational environments. Manufacturing organizations can now cheaply and quickly create prototypes to provide information on sizes, tolerances, tolerance stack-ups, and assembly. Educational institutions may utilize 3-D printers in much the same ways. Students enhance computer-aided design (CAD) learning by actually making the parts they design and checking assembly operations. From a metrology and GD&T perspective, 3-D printers are also employed to enhance the learning of these topics. Reverse engineering projects are conducted where students use metrology tools to measure a part or assembly, model the part on a computer using CAD, print the part using a 3-D printer, and then measuring the printed part for comparison to the original. As part of the process, students are asked to develop a measuring process that could be employed during an actual manufacturing process of the part including determining the critical dimensions and tools required to measure those dimensions. Additionally, students are required to create 5 GD&T specifications for the part and determine the best way to inspect those specifications.

În acest studiu determinăm atât aspecte pozitive, cât și negative cu privire la colaborarea Republicii Moldova cu instituțiile internaționale financiare, care au ca scop înbunătățirea funcționalității și eficacității piețelor, promovarea cooperării financiare internaționale, posibilitatea accesului la resurse financiare a țărilor mai puțin dezvoltate și în curs de dezvoltare prin acordarea granturilor, ajutorului sau facilităților unor împrumuturi și credite internaționale. Odată cu extinderea procesului de globalizare, rolul acestor instituții financiare internaționale a crescut semnificativ, deoarece acestea își exercită funcțiile prin statornicirea regulilor, drepturilor și obligațiilor ce revin fiecărui stat în cadrul cooperării economice internaționale. Astfel, instituțiile internaționale financiare determină și gestionează relațiile economice dintre statele lumii și promovează, printre acestea, acordarea facilităților reciproce și obținerea unui nivel înalt al economiei internaționale. Ele contribuie la menţinerea deschisă şi transparentă a sistemelor economice naţionale, iar prin analize realiste promovează încrederea în politicile economice ale ţărilor membre şi în obiectivele pe care şi le propun autorităţile naţionale. Totodată, instituţiile internaţionale constituie un forum util pentru discutarea dilemelor de politică economică, în care ţările membre şi guvernele acestora învaţă regulile jocului şi îşi formează deprinderea de a le respecta. Critica constructivă şi reformarea politicilor economice ale statelor participante fac parte din rolul tot mai activ pe care trebuie să îl îndeplinească instituţiile economico-financiare internaţionale. În acest cadru larg, se cuprinde şi reformarea organizaţiilor economice şi instituţiilor financiare internaţionale.

Oil producers small enough to be price takers without barriers to investment or production should have reacted positively to the fourfold price increase after 2002. The seven largest Latin American oil producers reacted to this permanent price signal in different ways. Brazil, Colombia and Peru reacted positively, increasing investment and production. However, Argentina, Ecuador, Mexico and Venezuela did not react to the positive market signal, and instead paradoxically reduced oil production. We argue that these different responses among LA oil producers to the quantum leap in the price level over the last decade can be explained by differences in the institutional frameworks governing the oil sector in each country, and thus by each country's incentives to invest in response to changing price signals.

The paper examines the impact of providing market-based reference prices on public procurement efficiency in Brazil. Specifically, the study focuses on the State Secretariat of Health (SES) in Rio Grande do Sul and the algorithm developed by the local tax administration to calculate representative reference prices for pharmaceutical products. Unlike previous studies, reference prices are calculated based on the universe of local business-to-business transactions. The study finds that SES procurement officers access to this information caused a significant reduction in purchase unit prices, particularly for products characterized by a higher ex-ante unit price, a smaller number of suppliers, and purchased by a smaller number of public institutions. The gains in efficiency are attributed to the use of up-to-date market information, which is particularly useful for products where information asymmetry is more likely to exist between procurement officers and private providers.

There is a growing interest in Latin America and the Caribbean in strengthening the strategic Center of Government (CoG). Stricto sensu, the CoG refers to the institution or group of institutions that provide direct support to the Chief Executive (President or Prime Minister) in the management of government. This paper provides a conceptual framework of the CoG, describing its principal purpose, core functions, and typical structures. In addition, it presents exploratory empirical evidence to analyze to what extent the CoGs in Latin America and the Caribbean are performing these functions. Based on an analysis of the regional trends that will be presented herein, this paper will outline a possible work agenda for CoG strengthening in the region. Finally, the paper proposes an Institutional Development Matrix (IDM) as a tool that can help countries diagnose the capacity gaps between what CoGs are doing and what they should be doing to achieve their stated goals.

This paper estimates the impact of relative price volatility on sector-level investment allocation using a panel of 65 countries with data for 26 manufacturing industries over the period 1985-2003. Results indicate that volatility distorts efficient investment allocation in that investment is not necessarily devoted to relatively more productive sectors, especially in emerging market economies that are highly exposed and may lack the necessary institutions to deal with it successfully. This is evidence in support of theories suggesting that relative price volatility provides incentives for entrepreneurs to adopt more malleable but less productive production technologies, enabling them to accommodate more easily abrupt and frequent changes in relative prices, but at the cost of using less productive technologies.

This report examines some of the implications of price risk and volatility, and weather risks in the LAC region that are important threats to already vulnerable populations. It considers the advantages and limitations of a set of financial instruments for managing these risks; and identifies potential mechanisms for addressing concerns about the socioeconomic consequences of price and weather volatility. In reviewing the innovations that are being tested in the LAC region and around the world, what is striking is that they appear to be disparate and largely piecemeal solutions to the problems of price and natural disaster risk management - they are not integrated. A more efficient and holistic solution should draw upon the recent efforts of coordination among countries within regions. The importance of risk aggregation and pooling combined with the comparative advantage of International Financial Institutions to access capital and work in a regional context, suggests a strategy to develop a fully multicountry approach to risk management. This strategy calls for establishing a Regional Asset Management Platform (RAMP) that integrates central stakeholders and develops pricing and measurement tools for extreme weather risk management and price volatility in a more efficient fashion. Global drivers of price volatility for major commodities can be managed using international futures exchange markets to some extent. However, regional climate anomalies will also mean that individual countries can suffer price volatility that represents a basis risks when using international futures markets. Thus, combining risk transfer products for regional climate anomalies with the use of careful hedging strategies for global volatility may offer better risk management strategies for either lower than expected prices that adversely affect producers or higher than expected prices that adversely affect consumers.
