Thesis (LLD)--Stellenbosch University, 2013.<br>The general public should have wide access to copyrighted materials for education and research. However, since the current copyright law system subtly favors copyright holders, it is time to re-evaluate copyright law to ensure it meets its original purpose of promoting the learning of the society. The research primarily focuses on how to broaden copyright limitations and exceptions for the public to access and use learning materials. Within the framework of the copyright law system, other mechanisms that allow users to access copyrighted materials at a reasonable price also are considered. Such mechanisms include an efficient collective copyright management system and various licensing schemes. In an information network environment, it is time for developing countries to reform copyright law in order to promote education and research. It is hoped the findings of this study not only benefit South Africa and People's Republic of China, but also provide insights and guidelines to other developing countries with similar conditions.

In the current literature on productivity and economic growth, many studies have explored the relationship between information and communications technology (ICT) and growth. In these studies, ICT capital stock is treated as an individual input in the production process that contributes to output growth. In fact, ICT is found to be a key driver of productivity growth in the developed economies. However, few empirical studies deal with China which has in recent years become one of the world's largest ICT markets and production centres. The lack of empirical work in this field contrasts sharply with the wealth of literature which presents background and descriptive studies of China's high technology sectors that include the telecommunications, the computer and the Internet sectors. This dissertation attempts to fill the void in the literature by examining the role of ICT in China's economy over the past two decades. It aims to develop a framework which emphasizes ICT as a production factor and apply it to interpret China's economic growth. The dissertation contributes to the empirical literature by focusing on the following core aspects underlying the linkage between ICT and economic growth. First, it attempts to estimate the size of China's ICT capital stock using the perpetual inventory method. Second, based on such estimates, the dissertation measures the contribution of ICT to China's economic growth by means of a production function model that segregates ICT from all other forms of capital. Third, the dissertation examines the impact of ICT on technical efficiency in China's regions by applying a stochastic frontier model. Lastly, the dissertation looks at the demand aspect of the ICT industry by estimating and projecting demand for ICT services, namely, the telecommunications and computer markets in China. According to this study, ICT capital is found to be a positive driver for the Chinese economy, and is responsible for about 25% of the country's economic growth, although the percentage varies at different periods. ICT capital is also found to have a positive and significant impact on technical efficiency in the Chinese regions. However, the disparity between the coastal and inland regions in terms of technical efficiency scores is found to be very wide, due to the bulk of ICT investment going into the municipal cities and coastal provinces. It is also found that China may be facing the beginning of a period of strong productivity growth driven by increased investment in ICT, especially innovative investment. Furthermore, projections of demand show that the majority of Chinese citizens will have access to a fixed-line telephone or the mobile phone in five years from now, while about half of the Chinese population is expected to use the computer by 2010.

This study explores the contradiction of the heart of ICT: the technology presents to us all manner of possibilities yet it habitually fails to deliver on those promises. This failure is often seen as arising from either a problem with the technology or end-user proficiency. Thus better technology and/or more effective end-user education are seen as the solutions. This study is based on the premise that such approaches are inherently faulty and explores how applicable notions of alienation can be in researching the contradictory nature of ICT. By using a critical realist methodology allied to tools available through PAR, this investigation engaged with participants in three distinct settings: ICT professionals; scholars concerned with researching the ethical/societal implications of ICT; and a group of pensioners living in South East London, UK. The research interrogated the literature concerned with themes of alienation and ICT to show there is a consensus that something called alienation does exist but that the term is used as a poorly defined descriptor of dissatisfaction with ICT. It also revealed that minimal research in the subject area has been undertaken using theories of alienation and none which involve multiple settings. The thesis makes an original and distinct contribution to the field by utilising one approach to alienation, that presented by Marx, in three seemingly disconnected settings to draw out the underlying commonalities shared by participants of these settings. In doing so, the findings challenge widespread assumptions about end-user experience of ICT and offer new insights into the much mentioned but little understood alienated way we experience ICT. Moreover, the thesis, in moving beyond description of alienation, to reveal the genesis of the condition, indicates the inadequacy of simply using the term alienation as an ill-defined label to describe people’s experiences of ICT. It argues for embracing a more rigorous approach to the issue to realise the significant potential offered through investigating and applying theories of alienation in research. Additionally it advances knowledge in the area by emphasising shared experiences of user groups which has considerable implications for future research. Finally the thesis is unique in highlighting the prospective benefits to be realised by researchers in adopting a CR methodology working in tandem with PAR methods in ICT research.

Open Research Data is gaining popularity nowadays, and various research units and individuals are interested to join this trend. However, due to variety of Open Research Data technologies, they have found it is difficult to select proper ones for their specific requirements. Thus, a method for evaluating of Open Research Data related technologies is developed in this study for researchers to select proper ones. Firstly, the theoretical knowledge of research data sharing and reusing barriers is resulted from a structured literature review. As a result, from the 19 primary studies, 96 instances of existing barriers are identified and classified to seven categories, where four of them are research data sharing barriers and rest of them are reusing barriers. This knowledge is regarded as an important resource for understanding researchers’ requirements on Open Research Data technologies, and utilized to develop the technology evaluation method. Additionally, the Open Research Data Technology Evaluation Method (ORDTEM) is developed basing on the Goal/Question/Metric (GQM) approach and resulted research data sharing and reusing barriers. To develop this method, the GQM approach is adopted as the main skeleton to transform these barriers to measurable criterion. Consequently, the ORDTEM, which is consisting of six GQM evaluation questions and 14 metrics, is developed for researchers to evaluate Open Research Data technologies. Furthermore, to validate the GQM-based ORDTEM, a focus groups study is conducted in a workshop. In the workshop, nine researchers who has the need to participate Open Research Data related activities are recruited to form a focus group to discuss the resulted ORDTEM. And by analysing the content of the discussion, 16 critical opinions are addressed which resulted eight improvements including one refinement on an existing metric and seven new metrics to ORDTEM. Lastly, a testing process of applying ORDTEM to evaluate four selected Open Research Data technologies is implemented also for validating whether it can be used in solving real-world evaluation tasks. And more than the validation, this experiment also results the materials about usage of ORDTEM, which is useful for future adopters. However, more than developing the solution to eliminate the difficulty of selecting technologies for participating Open Research Data movements, this study also provides two additional contributions. For one thing, resulted research data sharing and reusing barriers also direct the future effort to prompt Open Research Data and Open Science. Moreover, the experience of utilizing the GQM approach to transform existing requirements to evaluation criterion is possible to be studied for developing other requirement-specific evaluation.

<p> For several decades, the intensifying trend of researchers to believe that sharing research data is “good” has overshadowed the belief that sharing data is “bad.” However, sharing data is difficult even though an impressive effort has been made to solve data sharing issues within the research community, but relatively little is known about data sharing beyond the research community. This dissertation aims to address this gap by investigating <i><b>how data are shared effectively across research and public communities</b></i>.</p><p> The practices of sharing data with both researchers and non-professionals in two comparative case studies, Encyclopedia of Life and CyberSEES, were examined by triangulating multiple qualitative data sources (i.e., artifacts, documentation, participant observation, and interviews). The two cases represent the creation of biodiversity data, the beginning of the data sharing process in a home repository, and the end of the data sharing process in an aggregator repository. Three research questions are asked in each case:</p><p> • Who are the data providers?</p><p> • Who are the data sharing mediators?</p><p> • What are the data sharing processes?</p><p> The findings reveal the data sharing contexts and processes across research and public communities. Data sharing contexts are reflected by the cross-level data providers and human mediators rooted in different groups, whereas data sharing processes are reflected by the dynamic and sustainable collaborative efforts made by different levels of human mediators with the support of technology mediators.</p><p> This dissertation provides theoretical and practical contributions. Its findings refine and develop a new data sharing framework of knowledge infrastructure for different-level data sharing across different communities. Both human and technology infrastructure are made visible in the framework. The findings also provide insight for data sharing practitioners (i.e., data providers, data mediators, data managers, and data contributors) and information system developers and designers to better conduct and support open and sustainable data sharing across research and public communities.</p>

Extensive previous research has shown that web-based technologies have the potential to improve and enhance the quality of learning both on campus and at a distance. However, most of these studies have focused on the application of web-based technologies to support either undergraduates or taught postgraduate programmes, particularly, the use of Virtual Learning Environment (VLE) system to complement module-based courses. Evidence from previous research on the use of VLE to support research students in the context of specific modules showed mixed results. Analysis of the VLE literature suggests that the system arranges courses based on academic calendar. Thus, students will not be able to access the system after the semester end. With postgraduate research, the processes of research are often incomplete even when students have graduated and they often seek to further the work through publication in journals. Therefore, using VLE alone would not possibly support the need of research student, particularly the support that they need throughout the stages of the research life cycle. Therefore, the main aim of this study is to investigate how a web portal could be designed to support the research students throughout the research life cycle. A conceptualised web portal design has been constructed through an extensive review of the web-based technologies, learning theories and research degrees literature. The conceptualised web portal design illustrates that the design is underpinned by adult learning theories and the theory of stages in socialisation development, which in turn inform the framework of this research study. This model was then validated and updated through four action research cycles. A web portal system was developed, using the prototyping method to demonstrate the application of the web portal design informed by the adult learning theories and theory of stages in socialisation development. The research findings suggest that action research and prototyping methodology is capable of designing a web portal that is able to support the needs of research students in the context of a life cycle approach. Furthermore, the study reveals that personalisation and customisation features have proved to be useful in providing relevant information to research students at each stage of the research students’ study. It was found that research students value dynamic content such as Really Simple Syndication (RSS) features for providing condensed, updated content relevant to their interests.

Strategic planning can be a critical business process for today’s organizations, especially for IT organizations that are facing continually changes in technology. This research was designed to investigate IT organizations’ use of strategic planning and determine if the organization uses their strategic plan to set project priorities. The second part of this research was to determine if the IT strategic plans are aligned with the overall organization’s strategic plan. This research was conducted using a mail-type survey to IT Executives from organizations with sales/revenues under 100 million dollars, a maximum of 5000 employees, and SIC codes of 201 thru 399. The selected organizations were mailed a survey packet followed by a phone call for all non-responding organizations. The findings that resulted from this research showed that there is statistical evidence to support that organizations do perform the business process of developing a strategic plan. This research also showed that IT organizations do develop an IT strategic plan. However, there is not a high correlation between the organization’s strategic plan and the IT strategic planning process. If the IT organization has a strategic plan, then the plan is reviewed on a regular basis, referenced for project prioritization, and the IT employees are familiar with the plan.

<p> Clinical study data is usually collected without knowing what kind of data is going to be collected in advance. In addition, all of the possible data points that can apply to a patient in any given clinical study is almost always a superset of the data points that are actually recorded for a given patient. As a result of this, clinical data resembles a set of sparse data with an evolving data schema. To help researchers at the Moffitt Cancer Center better manage clinical data, a tool was developed called GURU that uses the Entity Attribute Value model to handle sparse data and allow users to manage a database entity’s attributes without any changes to the database table definition. The Entity Attribute Value model’s read performance gets faster as the data gets sparser but it was observed to perform many times worse than a wide table if the attribute count is not sufficiently large. Ultimately, the design trades read performance for flexibility in the data schema.</p><p>

Résumé :

Hong Kong is renowned for its name of shopping paradise in the past several decades. It not only has the attractive street markets, but also has the different styles, themes and levels of shopping malls. Indeed, the retail industry of Hong Kong serves both visitors and Hong Kong local people as well. From the figures of Hong Kong Retail Management Association, it recorded HK$494,456 million dollars overall retail sale in 2013 and 267,703 person were employed as the workforce under retail as at December 2013. In the past two decades, many large, trendy and featured shopping malls were built, and they were mostly developed and owned by the major developers as a long term investment for rental return. However, as Hong Kong is just a small city, thus this leads to keener competitions between the shopping malls in order to attract shoppers to increase the turnover of the shop tenants inside, thus the rental receivables to the developers in turn. In order to attract more shoppers, other than the asset enhancements, improvements and renovation projects carried out by the shopping malls within a short period of time to have a fresh feeling to the shoppers and improve the deficiencies of the malls, many new and innovative marketing activities were carried out by them as well, such as placing 100 number of full height Doraemom mascots (a famous Japanese cartoon character) outside the shopping mall, arranging a 20 meter height inflatable Holland designer rubber duck to be display on the sea outside the shopping mall, organizing overnight cheering up activities for the student at the eve of the announcement of public exam, providing overnight live broadcasting of World Cup, etc. Besides the above, many information technologies were incorporation in the shopping malls nowadays so as to provide a convenience, better feelings and involvement to the shoppers. Other than retail, telecommunications in Hong Kong is also the leading edge in the world. The mobile penetration rate is 238.6 percent by February 2014, that means every Hong Kong people has over two mobile phones; in which, around 72% is using 3G/4G, it means around two-third of mobile subscribers are using smartphones. For the marketing of the shopping malls, they also provide many information technology applications in order to attract the shoppers. For example, sophisticated webpage design, mobile apps, Facebook, Weibo, Twitter, Instagram, were made for their shopping mall. Résumé :

This thesis addresses the question of the design, production and use of information graphics in health technology assessment (HTA). Drawing on previous research in both information design and health policy, it describes a comprehensive design process for creating new visual presentations that can inform health policy-makers. The thesis begins by introducing, and functionally defining the terms ‘information graphics’ and ‘health technology assessment’ in Chapter 1. It then offers a methodological discussion of how research can be performed at the intersection between these two diverse fields. This discussion forms Chapter 2 of the thesis. The context of use is surveyed in two studies, which are presented in Chapter 3. These assess the current use of information graphics in HTA, and the information needs of health policy decision-making bodies. This enables a needs-based approach to the design of 10 information graphics, that could be used in hta. These are shown in Chapter 4. Finally, two of these information graphics are empirically tested with two further research studies, forming Chapter 5 and Chapter 6. The thesis is aimed at giving practical advice to those wanting to produce graphical presentations of information in HTA, and to provide the foundation for further original research in information design and HTA. Chapter 7 draws together the research from the rest of the thesis, to make recommendations in light of the combined findings.
