Résumé :
Social networking websites are: face book, twitter, beebo, orkut etc. The fact is that this technological advancement is changing the urban sociology drastically. Its effects range from personal friendships to political movements. The demonstrations in Iran were mainly organised through face book and twitter. They had a major role in the overthrow of Tunisian president. There are wide spread protests in Egypt also. People of Egypt were demanding the end of Hosni Mubarak's regime and Egyptian government has banned both face book and twitter because people were demanding that president Hosni Mubarak should resign. These websites don't start any movement but people who start movements use them to contact public. Previously it was difficult to arrange demonstrations and political parties had to announce in advance, which gave the government the chance to put a ban or just block the area where demonstration was to be held but now what they do is they just announce it one hour before the actual time and the government has no time to control it, that is why these websites have made political demonstrations more effective. On the personal level they have made it easier to maintain contact with your friends but the level of close friendships is reduced. Previously we used to have few friends and one or two were very close friends but now we have hundreds of friends but no one is close. Besides dedicating more time to online activities means we have less time to actually go out and meet friends. This phenomenon is very common in the developed world. It is a major change and we still don't know where this change is leading. The other aspect of technological advancement is that now knowledge is not restricted. Everybody and anybody can learn whatever they want all they need is an internet connection. The fact is nobody can close the internet. So internet in effect is the new super power in the world. America is not the super power internet is because America cannot close the internet but internet can close America.

Résumé :
Information access and open communication – through in person and mediated information and communication technology – are critical to an informed citizenry in democratic societies. The 2011 Arab Spring uprising that originated in Tunisia and resulted in the overthrow of long-time Tunisian authoritarian president Ben Ali, established a new transitional government with more democratic institutions and more open press and political expression. In this paper, we explore changes over time (2011–2019) in the use by young, educated Tunisians of different political information sources, the perceived reliability of these sources, their information sharing behavior, and sense of being politically well-informed (i.e., political information efficacy). We report here results from the third of three surveys we administered of an online questionnaire to three different but comparable opportunity samples of young, educated Tunisians. The first two surveys conducted in 2012 and 2015 have been previously reported. We compare results from the most recent survey regarding 2019 elections with findings from the two prior surveys. Our findings confirm increasing perceived reliability of government information sources during the 2014 and 2019 elections, and decreasing reliability of social media. Results also confirm that higher perceptions of information reliability along with information sharing, lead to greater political information efficacy which is an important predictor of further democratic political participation.

Résumé :
Objectives: There is growing interest in implementing hospital-based health technology assessment (HB-HTA) as a tool to facilitate decision making based on a systematic and multidisciplinary assessment of evidence. However, the decision-making process, including the informational needs of hospital decision makers, is not well described. The objective was to review empirical studies analysing the information that hospital decision makers need when deciding about health technology (HT) investments. Methods: A systematic review of empirical studies published in English or Danish from 2000 to 2012 was carried out. The literature was assessed by two reviewers working independently. The identified informational needs were assessed with regard to their agreement with the nine domains of EUnetHTA's Core Model. Results: A total of 2,689 articles were identified and assessed. The review process resulted in 14 relevant studies containing 74 types of information that hospital decision makers found relevant. In addition to information covered by the Core Model, other types of information dealing with political and strategic aspects were identified. The most frequently mentioned types of information in the literature related to clinical, economic and political/strategic aspects. Legal, social, and ethical aspects were seldom considered most important. Conclusions: Hospital decision makers are able to describe their information needs when deciding on HT investments. The different types of information were not of equal importance to hospital decision makers, however, and full agreement between EUnetHTA's Core Model and the hospital decision-makers’ informational needs was not observed. They also need information on political and strategic aspects not covered by the Core Model.

Considered is the complex nature of political discourse comprising both its variable and invariable aspects reflecting discursive constancy and change which are regarded as manifestations of the sliding mode usually applicable to exact sciences phenomena. The major factors of transformation depend on social change caused by dramatic events in history, namely political conflicts. The invariable part of political discourse is concentrated around the text structure with dicteme as the main information and structure unit of the text and discourse. The variable part is determined by factors of speech regulation including target content of the utterance, status of the speaker and the listener, pre-supposition and post-supposition. Genre and register specificity of political discourse as its constant characteristics reflect the change. Résumé :
How are women utilizing the capabilities of Information and Communication Technologies (ICTs) in the service of social and political transformation in the wake of the Arab Spring Uprisings? The structure of information flows on new media platforms have enabled activist groups to gain leverage in political systems and social contexts that otherwise marginalized them and this was never more apparent in the use of ICTs during the Arab Spring. However, Morocco continues to be a largely forgotten hub of revolution as researchers grapple with the systemic shifts observed in countries like Egypt, Libya, and Tunisia. Women’s rights movements in Morocco exploded in increased action, engagement and influence during the same period, largely by virtue of increased accessibility to and innovative capabilities of ICTs. Morocco’s movement for women’s rights and democratisation (gradualist movement) is a lesser-explored context of women’s heightened engagement since the Arab Spring and hence, the focus of this research. Women’s use of alternative civic spaces to organize and enact social and political change has resulted in global networks of activism that are changing the climate of the MENA as well as perceptions of it from elsewhere. The region, while often politically turbulent, is also characterized according to a single narrative in the West. The “resistance against communal norms” and broadening use of digital media as an extension to existing women’s voices (Robinson, 2014, p. ii) has helped disseminate critical knowledge on the importance of gender equity to democratic ideals. It has also put an emphasis on women’s public praxis in Morocco over their religious affiliations or domestic labour. Keywords: new media, Morocco, activism, communication, technology, social justice

Résumé :
In recent years, studies on social networks have begun to become more and more numerous in the literature, with scientists showing a real interest in an influential analysis that they have on societies. Social networks are tools through which political candidates have the opportunity to distribute their political message during election campaigns, as well as outside them, to a growing audience. A very strong connection has been made between technology and communication, outside of which we, as individuals, can no longer exist, the virtual space managing to exploit communication in all its aspects. Online political communication, an easily accessible form of manifestation that attracts disinterested political groups, offers the possibility of avoiding information bottlenecks for citizens by changing content in real time, with low information costs, which means a real advantage for politicians. The importance of social networks in political communication is even greater as its role is the main channel of communication and occupies a special place in election campaign strategies. The present study aimes to analyze the phenomenon of social networks in terms of the benefits it offers to politics, through an online political communication with content transmitted in real time, without time limit and with low costs.

Résumé :
The article concentrates on the issue of Hungarian education reforms brought about by radical political changes, in particular, the country’s admittance to the European Union. The paper outlines priorities in educational process transformation, as well as risks emerging in the system of teacher education and lifelong learning. The challenges associated with our times transform the teacher’s consciousness, shiftingfocus to the mandatory use of information technology, the activation of students’ information mobility, and the detailed analysis of employers’ requirements. The study reveals the Hungarian government’s key activities in relation to the socialization of the Roma minority and other national minorities compactly residing in Ukraine. The research illustrated educational resources used to train teachers at educational institutions to instill tolerance and mutual respect. The 2020s’ are marked by powerful globalization and political factors penetrating all spheres of social life. The dynamic formation of the civilized information society is accompanied by a number of contradictions and conflicts, the strengthening of social ties, and changing living conditions (R.ti, 2009), (V.g. and Vass 2006). Despite numerous methodological and conceptual studies, the issues of updating the modern teacher’s training to enableteachers to train and educate students and adequately react to challenges imposed by digitalization remain open. In this respect, the experience of European states that successfully carried out a number of educational reforms is of great scientific interest and deserves to be systematically studied, popularized and introduced into the domestic educational system. One of such countries is Hungary, which borders on Ukraine both territorially and functionally (Transcarpathia is compactly inhabited by Hungarian national minorities). The aim of the article is to substantiate the essence of the key educational reforms in Hungary and to identify the risks and priorities brought about by transformational changes in the country.

“Social process’ analyses of technology implementation have had a major influence on research carried out over the last 15 years. Technology implementation is now widely regarded as a ‘socially negotiated’ process the outcome of which is likely to be shaped by different interests and constituencies within the innovating firm. However, the explanatory status accorded to questions of power and political process remains problematic. This paper combines an empirical investigation of the political processes associated with the implementation of CAD/CAM with a cross-disciplinary treatment of the underlying theoretical issues. The concluding part of the paper focuses on ‘political’ and ‘learning’ aspects of technical change. ‘Power’, ‘knowledge’ and ‘control’ rationalities are included in a revised theorization of the technical change process.

The results of the environment monitoring in Czech Republic (its natural and humane components) are publicized in numeric form (field measurements data including derived indicators) and in cartography representation (Geographical Information System) at any internet servers of various levels of public administration. Environment indicators are nation-wide. At self-government region management authority level publication of regional indicators describing natural and human components of environment is null practically, in both print and electronic form. Résumé :
This study aims to investigate the quality management of public transportation services in the Tunisian context during the COVID-19 outbreak. The empirical study was based on the conjoint analysis approach. The sample collected is composed of 250 individuals who often use the train as a means of transport and the pairwise comparison method is adopted for conjoint analysis. This study assesses quality management of customer service and takes into account four aspects of service quality such as comfort, way of reservation (possibility of online booking), speed, and safety. The findings revealed that the optimal combination of service offered by the Tunisian national railway company is characterized by the terms “first class”, “online booking”, “express”, and “safety”. It is favored by Tunisian customers during the COVID-19 outbreak.Additionally, the results show that the maximum utility corresponds to the “safety train” modality followed by “second class”, “online booking”, and finally “stopover”. Moreover, the use of new information and communication technologies (NICT) has importance for train users during the COVID-19 outbreak. Indeed, Tunisians are looking for safety and measures to reduce crowding in a train, to minimize the risk of contagion of COVID-19 outbreak.

One of the main issues of world politics since the 21st century is a scientific and technological breakthrough that can have far-reaching consequences in all areas of human activity. The computerization and information revolution have led to scientific and technological progress in the military field. The application of high technology has radically changed the nature and capabilities of conventional armaments, intelligence and military command systems, and expanded the possibilities of long-distance warfare. Today, the tactics of creating conflicts in many military and other fields with the help of information technology are changing in the world. Who controls information and misinformation plays an important role. Sometimes misinformation becomes a dangerous weapon. Although the existing terms "Information Security" and "Information War" are more commonly used in the military field, they are beginning to take on a slightly different meaning with the development of mass media and communication technologies. This article identifies the legal characteristics and legal specifics of the information rights of citizens, proclaimed by the Constitution of Azerbaijan. The article substantiates the need to consider the constitutional and legal foundations of information security as a complex political and legal phenomenon. It is proposed to analyze the constitutional and legal aspects of information security in the synthesis of constitutional ideology, constitutional theory and constitutional practice of the development of Azerbaijani statehood. Résumé :
This study examines why ordinary people sympathize with a terrorist network in the Middle East and North Africa (MENA). Holding literalist religious outlook resonating with al-Qaeda’s marginal interpretation of Islam constant, it is maintained that anti-Americanism and its varieties matter a great deal in explaining attitudes toward al-Qaeda. Using Pew Global Attitudes Surveys conducted in Turkey, Egypt, Jordan, and Tunisia, the authors run conditional mixed process estimations combining seemingly unrelated regressions with selection models to account for the missing values and endogeneity problems. The analysis reveals significant variation both cross-nationally and in the effects of varieties of anti-Americanism on favorability of al-Qaeda. While the dislike of certain aspects of American culture generates sympathy toward al-Qaeda, anti-Americanism as a general attitude does not. More interestingly, dislike of American democracy, technology, and policy has either negative or no effect on favorable views of al-Qaeda. Literalist religious outlook generates positive views of al-Qaeda, but religiosity has a negative impact. These findings imply that we need to draw careful distinctions between politicized Islamic preferences and personal religiosity as well as the different types of anti-American sentiments in understanding Muslim political attitudes about terrorist groups.

Member governments of the European Community have frequently urged the necessity of closer cooperation and collaboration in meeting the challenge posed by new technologies and in countering the lead achieved by the United States and Japan. After delays which seemed almost to contradict any sense of urgency, the Council of Ministers of the Community agreed to a multi-annual Framework Programme of Scientific Research in 1983. A critically important element of that Programme, the European Strategic Programme of Research and Development in Information Technology (ESPRIT), was agreed only after further extensive delays in February 1984. The renewal and extension of the Framework Programme was proposed by the European Commission in early 1986 but was finally agreed only in September 1987, the delay having been caused by the opposition of Britain, France and West Germany, the three member states largely responsible for the protracted negotiations on ESPRIT in 1984. Much attention has been paid to the history of the Framework Programme and ESPRIT, but the budgetary aspects of the decisions, aspects that were highly significant in delaying agreement, especially on the part of Britain and West Germany, have tended to be ignored.

Résumé :
In the past twenty years, democratic participation through activism and civil disobedience has been increasingly expanded with the evolution of information and communication technology. It is assumed that the role of traditional media is not as influential as it once was due to the growing presence of self-made war journalists, hacktivists and whistleblowers, facilitated through the potential of the internet. The use of the latter as a tool from which information is disseminated rapidly, is fast influencing societal understanding and exposure to issues as they develop. Social media demonstrates precisely this phenomenon, in which people are able to accrue information and act upon it through mass communication and mobilisation. This article will therefore endeavor to analyse the evolution of media in conjunction with activism, from traditional media ethno-political conflict reporting, to today’s whistleblowers and hacktivists that use the internet as their main platform. By factoring in these different aspects, this article is able to present a detailed account of the advantages and drawbacks of the latest developments in internet and technology, with special emphasis being placed on the role of online activism.

Résumé :
The aim of this study is to examine the institutional organization of the water sector. The Mediterranean area provides very diverse examples of water sector organization. This paper focuses more particularly on two aspects, the recent introduction of private sector participation and the institutional framework. Five countries have been reviewed in detail: Tunisia, Algeria, Egypt, Morocco and Jordan. For each of these countries, the paper analyzes institutional arrangements for the water sector. It presents the theoretical legal framework but also the practice. It shows that ‘independent’ regulatory agencies have been set up in only a few countries. However, a closer look confirms that these regulatory agencies are rarely independent. The study also reveals that in most of the countries, the management of water supply suffers from political interference and is overly centralized. Experience with corporatization has also been limited. While the corporatization of local operators has been legalized in most countries, few have implemented it. Experience with private sector participation in water supply has been relatively positive and is, therefore, expected to expand in the future.

Selecting the promising technologies to incorporate in new products is challenging for enterprises, especially for those who compete in emerging high-technology industries. By integrating external factor evaluation (EFE) and internal factor evaluation (IFE) matrix, this study proposes a new technology selection method. The proposed framework is applied to a real technology selection problem faced by a bio-technology enterprise in the context of Chinas economic, political and social environment. Two major aspects and 24 external/internal factors are determined. This study uses analytic hierarchy process (AHP) method to sort the information and derives weights of each criterion. Empirical results indicate that the candidate technology is promising, and shall be developed as one of the enterprises primary products.

Résumé :
The article presents the results of a study of employment in the Russian media. Given the global trend of feminization of the media, the issues of professional self-realization, salary and career growth were analyzed through the prism of gender. The research tools included, firstly, a mass questionnaire of media workers holding both creative and administrative positions; secondly, a series of in-depth structured interviews with experts experienced in working as journalists and editors-in-chief; heads of journalistic associations; owners and founders of publications; heads of HR services of media structures; and thirdly, analysis of statistics relating to the editorial corps of editions at the municipal, regional and national levels — in the latter case the data on leading news agencies and Internet resources were analyzed. The study confirmed the trend of feminization, which is based on the socio-political (reducing the influence of the media and, consequently, lower salaries) and technological aspects (spread of information technology, forcing traditional media to compete with social media, saving on staff and reducing the quality of materials). Dissatisfied with the decline in income and in the prestige of the profession men were replaced by women, that was facilitated by a marked increase in the accessibility of journalistic education. The size of salaries depends on decisiveness of the media, on region, and also on the topics that a journalist is engaged in; in general, the willingness of women to work for a lower salary is forced. Precarious employment that is widespread in the industry deprives workers of social protection, while most of them are young women. The article examines the so-called “glass ceilings”: the more influential the media, the less often it is led by a woman. At the same time, only a quarter of the respondents acknowledge the presence of gender discrimination in their industry, and most of them are women. This is partly due to the prevalence among journalists of both sexes of traditional ideas about the distribution of the social roles of men and women in family and in society.

Many business and political leaders speculate that globalization is rapidly connecting all aspects of international political, economic, cultural, and social life. One of the most used aspects of globalization is the continued development of instructional technology, particularly e-learning. As a result, e-learning and distance learning technologies have accelerated tremendously during the last decade. e-learning necessitates changes in development and delivery of instructional content, including altered instructional methods and the expansion of support services for e-learning activities. These new information technologies significantly influence most aspects of higher education, both globally and locally. Changes in teaching and learning have impacted everyone associated with applying technology to the global delivery of learning services. E-learning has increasingly become the vehicle of choice for many higher education institutions and corporate clients who are actively engaged in creating diverse international markets for their goods and services.

Résumé :
Recent political developments in the Middle East and North Africa have been occurred in the globalization era. With the advent of globalization and the information revolution, human relations have been greatly altered. The impact of these developments is in such a way that the policy can be analyzed and classified into the periods of before and after the advent of the information technology. Accommodating a wide range of social and political actors in cyberspace, internet and social networks are means to advertise and promote political, social and cultural entities on the one hand and provide a source of political and social awareness on the other hand. They link the political activists to people, and finally provoke the actions of protest and mobilize protests. Hence, the role of the new social media such as the internet and social networks in the acceleration and continuity and expansion of the revolutionary developments in the Middle East and North Africa cannot be ignored. The role of the internet and new media in these revolutions has been so strong that some of them are called revolutions of Facebook and Twitter. Thus, in order to access the right results, you should understand the features and functions of social media, analyze their role in the development of revolutionary upheavals in the Middle East and North Africa. The current study is trying to explain the effect of social networks in the context of globalization on the formation and expansion of recent political developments in the Middle East and North Africa, for instance, in Tunisia, Egypt and Bahrain.

China needs a substantial growth of modern-sector employment to absorb its huge supply of underemployed people and new labor market entrants. The present crisis with its massive layoffs of workers makes the issue even more pressing. Although the government has announced large public investments to deal with the business cycle downturn, less attention has been paid to the structural aspects of Chinese underemployment. One exception is the recent emphasis of technology development. However, science and technology (S&T) can have both positive and negative effects on employment. Using information from a large sample of manufacturing firms in China between 1996 and 2004, we analyze how S&T affects employment. Our results suggest that S&T does not promote employment growth.

This paper aims to shed light on the exercise of power during the development and implementation of organisational information systems. Considering the use of Information Technology (IT) to help solve organisational problems, we employ the concept of the ‘sociology of translation’ to theorise the process by which the organisational problem is constituted and for which the appropriate IT solution is proposed. Discussing the nature of the power relationship between external management consultants in IT and client or user organisations, the paper considers the role of symbolic resources such as managerial discourse, and the differential access to IT knowledge and skills, as important aspects of power in that relationship.

Résumé :
ICT provides an environment that encourages the development of social entrepreneurship. Regarding its definition, social entrepreneurship is the “third way” of the two sectors running dichotomously: business entities that tend to be profitable and social institutions that are not profit-oriented. The social business carries out business activities with a social mission. Social movements were at different poles from profit-seeking efforts in the past, and digital technology enabled them to achieve them simultaneously. One of the supporting factors is its ability to reduce production, distribution, and even promotion costs. On the other hand, ICT allows social entrepreneurs to amplify their stories. There are no fundamental differences between commercial and social business activities. Both of them produce goods or services. The distinguishing elements are how they do business, the actors involved, and the eventual pursuit. If the commercial company tends to profit, social enterprise talks about social impact. Profit is a medium or tool to have a social impact on business. In the last five years, social entrepreneurship trends have maturated in Indonesia. This trend attracts researchers to take a deeper look at the sustainability aspects brought by social entrepreneurs. As preliminary research, this study explores how social entrepreneurship supports economic sustainability.

Résumé :
Many observers heralded the use of social media during recent political uprisings in the Middle East, even dubbing Iran’s post-election protests a “Twitter Revolution”. The authors seek to put into perspective the use of social media in Egypt during the mass political demonstrations in 2011. We draw on innovation diffusion theory to argue that these media could have had an impact beyond their low adoption rates due to other factors related to the essential role played by social networks in diffusion and the demographics of Internet and social media adoption in Egypt, Tunisia and (to a lesser extent) Iran. To illustrate the argument the authors draw on technology adoption, information use, discussion networks and demographics. They supplement the social media data analysis with survey data collected in June 2011 from an opportunity sample of Egyptian youth. The authors conclude that in addition to the contextual factors noted above, the individuals within Egypt who used Twitter during the uprising have the characteristics of opinion leaders, that is, a group of early adopters with influence throughout their social circles and beyond. These findings contribute to knowledge regarding the use and impact of social media during violent political demonstrations and their aftermath.

Résumé :
The 5G networks are considered to be crucial for the digital transformation of the economy and society and therefore will be subject to the regulations concerning the supply chain cybersecurity. Numerous European documents point out cyberthreats relating the supply chain and oblige the Member States to introduce laws enabling risks assessment of suppliers, which, in accordance with the EU Toolbox, should cover technical and non-technical factors such as dependence of the supplier from third countries. So far, Poland has not introduced regulations in this respect and provisions on recognition of high-risk suppliers to be implemented in the Act on national cybersecurity system are still in the draft phase. The key criterion for the risk assessment will be a threat to the national security, which is vague and may in the future be difficult for interpretation due to the specifics of the proceedings (limited right to participate in the proceedings, limited access to information). As the effects of the proceedings are far-reaching (the obligation to withdraw the products), they may potentially raise some concerns with regard to the freedom of economic activity. The new cutting-edge technologies such as 5G, as well as the need to ensure cybersecurity along with the on-going political polarization in the world will increase the amount of legal regulations relating to the supply chain cybersecurity.

However, the Internet was not embraced actively en masse until 1998, when the nation was suffering a deepening economic crisis. In only half a decade, South Korea leapt to the most wired nation. What brought such a drastic change? This article seeks an answer by exploring the symbolic and semiotic aspects of information and communication technologies (ICTs), focusing on the implications of personal computer (PC) use. Against economic essentialism, this study examines the relationship between ICTs and discourses of ‘modernity’, ‘progress’, and ‘national identity’ in Korea in comparison with Japan.

Al the plenary session held December 4, 1985 during the annual MRS Fall Meeting in Boston, Dr. Gerold Yonas was the keynote speaker. He was introduced to the packed ballroom by 1985 MRS President Elton N. Kauftnann.Kaufmann: To introduce our plenary address this evening, I would like to make a few remarks on the context in which it is being presented. Iam sure you are all aware that materials research, as most fields of science, is a field where it is rare indeed that one can cleanly separate the technical aspects of a program from the social, economic, and political aspects. This evening's topic is certainly no exception. It involves the U.S. government's Strategic Defense Initiative, or SDI for short. It has broad technical and political implications and has raised highly contentious issues of both technical feasibility and political appropriateness. It is in every source of news available today. This evening we want to focus on those technical aspects of SDI which involve materials and which should therefore be of interest to this audience.Recently, in Space Business News, John McTague, Acting Director of OSTP (Office of Science and Technology Policy), indicated that “the technology of Swords and the technology of Plowshares have much in common.” Of course the degree of commonality between the Swords and the Plowshares becomes greateras one goes to more fundamental research. In the same article Gerold Yonas indicated that “several aspects of SDI are likely to have enormous implications in the private sector with spinoffs directed into every part of the economy.” In addition to the technical materials aspect of the program those larger issues will certainly impact our lives. In that spirit we want to make this presentation so you can evaluate the program with a maximum amount of information. Of course, because this is a publicly controversial issue, I need to stress that the Society is not endorsing one particular view or another. But, we are strongly advocating the wide dissemination of information on a topic such as this.

This article examines how three Chinese and two British newspapers sourced content from social media in their coverage of the 2008 Wenchuan Earthquake, the 2013 Ya'an Earthquake, and the 2015 Tianjin Explosion. The media outlets citing of social media content present different patterns in line with their political and commercial interests, ideologies, and journalistic values. Diverse images of the three disasters as revealed on social media (social media reality) were constructed in the newspapers' coverage. Journalists gate-keep information from social media and dissolve it into daily disaster reporting, accepting selected aspects of social media reality but rejecting others. Especially in the case of the Chinese newspapers, meeting the needs of domestic political and commercial interest groups, journalists endorse social media content that is favorable to these groups. In so doing, social media technologies are used and tailored to meet the needs of journalism.

Purpose – The purpose of this paper is to present a new tool, business network information ecological chain (BNIEC) aiming to solve the current information problems in business network, make more profits to business websites and to maintain the sustainable development of the business network environment in Internet of Things (IoT) era. Design/methodology/approach – From multi-disciplinary perspectives, learning from the knowledge in information ecology, economics, the IoT and system theory, this paper first analyzes the positioning of BNIEC in different subjects. Second, it proposes the definition, components and characteristics of BNIEC and designs the BNIEC concept map helping to understand the BNIEC system. Last, this paper builds the structural model and the information flow models of BNIEC. Findings – The study first presents the concept of BNIEC and based on the trans-disciplinary point of view, builds the structure model of BNIEC from three aspects: nodes, relations among nodes and link modes and illustrates the model using the knowledge from the system theory. Also, it builds two kinds of the information flow models by the related information knowledge in IoT. Originality/value – This paper aims to introduce not only a new tool but an ecological idea to business network companies, to create a pleasant network environment, more than that, to make more benefits for themselves. Meanwhile, it has important significance in the sustainable development of the business network environment, business websites, business network information resources and information technology. Especially in today’s IoT era, it shows an ecological thinking to solve the information problems in business network that we may face in the future.

Purpose – The purpose of this paper is to explore and engage with connections between the evolving technology of the Internet of Things (IoT) and notions of convenience. In particular, the concept of alpha convenience is introduced in order to articulate the broad scope of Internet “any-everything” connectivity, here called “alpha convenience.” Design/methodology/approach – The recommendations of Constructive Technology Assessment are followed in order to evaluate technology before implementation. The seven value drivers articulated by Fleisch (2010) are utilized in order to envision-specific aspects. Findings – Three critical aspects relating to alpha convenience are identified and discussed: gossiping technology, personalization and the disempowered smartphone user. It is argued that extreme forms of convenience shift traditional areas of human agency onto technology. It is also noted that alpha convenience tends to develop as ubiquitous feature of future society, making it difficult, if not impossible, to opt out. Research limitations/implications – The paper focusses on one powerful concept, although the IoT is merely one of several terms used to deliberate the role of next-generation information technology and society. Notable competitors include semantic web, ubiquitous computing, pervasive computing and ambient intelligence. Social implications – The IoT is predicted to be an intrusive feature into everyday life and the paper identifies important aspects. Originality/value – This is the first critical discussion of the IoT and convenience. The paper aims at conceptual innovation. Overall, there is a substantial lack of critical scrutiny of the emerging ideas of the IoT.

Access to information becomes an important means of achieving success in various aspects of life. Thus, it is considered the rights of every citizen without being impeded by physical or mental limitations. This study aims to analyze access to information that supports students with visual impairments (blind) in conducting learning activities at the university. This research was conducted at the Social and Political Sciences Faculty of Universitas Airlangga (Unair) Surabaya, involving 11 informants, three of whom are visually impaired students (blind) in the faculty. The results of this study indicate that according to three of the visually impaired informants the assistive technologies they used to support their learning processes, such as mobile phones, laptops, scanners, and recording devices, were provided independently. The technology is very helpful for them to obtain information validly and quickly, as well as to understand the contents of the information more easily and assist them to share the information with other colleagues. The supporting informants are 3 lecturers from the Faculty of Social and Political Sciences of Universitas Airlangga who teach visually impaired students, 3 friends of the main informant, 1 university representative, and 1 faculty representative. This paper uses an interpretive paradigm, which aims to analyze a social reality and how that reality is formed. This research uses a qualitative type that seeks to understand social or human problems, based on the creation of a complete holistic picture that is formed with words, reports the views of informants in detail, and arranged in a natural setting.

The modern world is bound not only by global flows of information, capital, services, and movement of goods and people but also by the wide range of opportunities to exert both positive and negative effects on these flows. Already, most of the aforementioned global flows, stationary and variable objects are protected (organized, coordinated, controlled) by digital technology and in the foreseeable future digitization will encompass the most diverse aspects and processes of existence. Access to the development, deployment, management and use of relevant digital technologies has expanded to such an extent that it has become virtually difficult and even impossible to provide timely protection against a wide range of actors, ranging from unauthorized specialized gathering to varying degrees of security. The development of information technology, which increasingly embraces various aspects of the existence of different security entities, calls for a new rethink of the philosophical - ideological, political, economic, social and cultural foundations of public security. In recent decades human rights have dominated in the discourse of legal and political systems. Now the balance between protection of human rights and public safety in the context of digitalization imposes necessity to reflect the concept of fundamental rights once again. If we recognize civil society as an opportunity to express a high civic culture, we understand that the spiritual maturity of citizens is a factor in a full understanding of democratic principles in such a society. With the further development of the human mind, the development of science and technology, the Internet has entered the ranks of the media in the XXI century. This means of communication, which covers the global information space, has both positive and negative aspects. While its positive side is the dissemination and exchange of information for people between the ages of 3 and 80, its negative side serves to spread various destructive ideas, terrorism, obscenity, religious extremism and fundamentalism. We can see this in the example of various advertisements, announcements and small messages. It would be wrong to say that a small frustration, which at first seemed insignificant to us, later became a global problem.

Résumé :
Digital transformation is trending pursuant to the almost ubiquitous use of digital technology by private and public sectors, and general populations. The disruption caused by advancing technology requires strategic responses to mitigate the negative aspects of such disruption and generate positive change. Other disruption, moreover, such as the COVID-19 pandemic, additionally imposes limitations on what we consider to be normal life, further engendering the utilization of digital technology. Even though the impact of digital transformation can be assessed by means of different metrics, including the Digital Economy and Society Index (DESI), they do not provide sufficient clarity in terms of pain points and improvement possibilities. The differences in relation to the availability of said technology and the skills necessary for its optimal use, which are closely related to user education level, age, and economic status, are additional parameters governments and policymakers need to consider, and data-driven decision-making is essential to ensure optimal policy-making and investment vis-à-vis digital transformation, such as the EU Recovery and Resilience Facility. This paper analyses Slovenia’s digital transformation between 2018 and 2021, using data collected from more than 5,000 respondents, to detect technology use differences in terms of demographics, focusing on the digital divide and the COVID-19 crisis, and compares Slovenia’s experience with other EU Member States, focusing especially on online public administration services. Our results evidence that the digital divide is the main differentiating factor in Slovenia and that gender is accordingly not of great import, and that Slovenia’s oldest generation and some members of younger generations face problems when endeavoring to digitally integrate. Compared to other EU Member States, Slovenia is average according to DESI, but the findings show that EU Member States should take its specifics into account to address their own DT paradigm.
