Indian Railways play a pivotal role in transporting goods along the length and breadth of India. Obviously, Indian Railways occupies a lion's share in the supply chain network nationwide. Private parties are allowed to construct their own terminals for loading freight onto goods trains. But, as per railway policy, they are required to bear the entire expenses for construction at the take-off point even if the land on which it is constructed is owned by railways. The private parties are also required to undertake the maintenance of such terminals. It becomes a cumbersome exercise for private parties both in financial and technical terms to run a private freight terminal. Recently, the prime minister announced a policy to bring together all infrastructure projects in a single frame. The railways have introduced the Gati Shakti Multi-Modal Terminal, whereby all the expenditures are borne by the railways and private parties are free from the burden of bearing the expenditure. Since the concept was introduced recently and is gaining popularity, an attempt to measure the outcome is too early. Nevertheless, this article throws light on the major aspects of the Gati Shakti Multi-Modal Terminal policy implemented by Indian Railways.

In India, as in many countries, railways originated as industrial gauge tracks for the transportation of ore, timber, stone, and other building materials. These were the first industrial railways in India to deliver supplies to construction sites, in particular, Chintadripet in Madras (1835), Red Hill Railroad line (1837), Godavari Dam Construction Railway (1845), and others. Initially, the promoters of the construction of railways, based on the general social and economic situation in the country, did not count on the development of passenger traffic, taking into account the virtually impoverished situation of the vast majority of the population. Efforts were focused on freight transportation. The colonialists proceeded from the need to develop railways as an important exploitation tool for exporting the country’s natural resources to the parent country and to the world market. Throughout almost the entire period of British colonial rule, passenger transportation was intended for a narrow stratum of colonizers and a few of the richest representatives of the country’s indigenous population. By the 1860s, there was a system of dividing passenger traffic on the railways of India into four classes. Saloon coaches were used to serve the ruling elite. The difference in travel conditions in luxury saloon coaches and first-class compartment carriages in comparison with third- and fourth-class carriages was huge. It reflected the social class structure of Indian society. At the same time, railway passenger transportation did not affect the interests of the majority of the population at all, as with their level of wealth they could not afford to travel by rail at all, remaining outside the line of progress in transport of the 19th century.

Indian Railways (IRs), the world’s fourth-largest network by size, has a route length covering approximately 68,155 km. It operates over 22,669 trains a day, sixty per cent of which are the ones transporting about 844 crore passengers and 123 crore tonnes of freight; two-third of its total revenue is from freight and only 27.3 per cent are passenger receipts. It is the eighth employer in the world employing about 1.227 people. It suffers from chronic under-investment, low-capacity augmentation, congestion, and over-utilisation, safety problems and poor-quality service, leading to poor morale, reduced efficiency, sub-optimal freight and passenger traffic, fewer financial resources; and deteriorating operating ratio. The government on the recommendations of a high-level committee suggested ways to mobilise resources and restructure the Railway Board; invited private sector companies to operate 151 trains over 100 routes by April 2023 bringing in an investment of ₹30,000 crore. The committee laid down a time frame of five years for implementation of its recommendations. The present study spread over five sections discusses observations and recommendations of the committee and suggests the outsourcing of some of its non-core functions like repair and maintenance workshops, manicuring units, washing of trains, security, and employees’ facilities like medical and education.

This teaching case examines the implementation of a new technology for tracking individual freight railcars (wagons) by Indian Railways. After exploring multiple ‘technological options,’ the Indian Railways decided to undertake a pilot project based on time-tested Automatic Equipment Identification system using Radio Frequency Identification (RFID) technology. However, a number of other technological options are now available, which include EPC Gen2-based RFID systems, Global Positioning System solutions, Optical Character Recognition (OCR)-based systems, and manual hand-held data collection devices integrated with the current Freight Operations System. Each of these systems has its own advantages and limitations. Although Indian Railways officials are going ahead with the pilot project, they are uncertain as to the appropriate technological choice, given the wide range of available technology options. Further, they are faced with competing interests from different stakeholder groups (departments), who favor different technologies.

Study level/applicability The study can be used by business schools, companies/organizations, individuals, students of business management, in the area of financial and strategic management to study and analyse management strategies by a Government organization that has to balance social objectives and commercial viability. Case overview Indian Railways (IR) has mixed operations – passenger and freight – that generate resources for its development expenditure, as well as fully covering its operational costs. This is in sharp contrast to most world railways that depend on a subsidy for operations and development expenditure. While IR would strive to increase earnings through higher throughput levels and generate more funds through its own resources, the constraints of fixed expenditure, largely comprising staff related expenses and fuel costs make it difficult to achieve the target. Operational and safety considerations dictate the need to ensure adequate provision for working expenses. Global developments significantly influenced the Indian economy after 2008-2009 and resulted in moderation in growth compared with the robust growth in preceding years. IR is presently passing through a difficult phase which began with the slowdown in the economy and implementation of the Sixth Pay Commission's recommendations. While earnings continue to grow both in the passenger and goods segments, the expenditure on account of increases in salaries, allowances and pensions has been much higher than after previous Pay Commissions. This case explores this difficult period for IR when there was a major increase in operating expenditure largely due to the implementation of the recommendations of the Sixth Central Pay Commission and because of the global economic slowdown. Expected learning outcomes These include: being able to analyse whether the turnaround phase of IR is over; and discussing the strategies to return IR to the path of growth. The article describes the cooperation between freight railway undertaking and carriers with regard to implementation of the TAF TSI into operation. It suggests for interfaces between railway undertaking/carrier which are important for success application of the TAF TSI and defines limitations which must be eliminated during the implementation of the TAF TSI into operation. Technical specification of interoperability for the telematics applications for freight is one of the subsystems of railway interoperability of which implementation into operation is mandatory in accordance with Directive of the European parliament (62/2006 and 328/2012).

Traditionally, freight wagon technology has lacked digitalization and advanced monitoring capabilities. This article presents recent advancements in freight wagon digitalization, covering the system’s definition, development, and field tests on a commercial line in Sweden. A number of components and systems were installed on board on the freight wagon, leading to the intelligent freight wagon. The digitalization includes the integration of sensors for different functions such as train composition, train integrity, asset monitoring and continuous wagon positioning. Communication capabilities enable data exchange between components, securely stored and transferred to a remote server for access and visualization. Three digitalized freight wagons operated on the Nässjo–Falköping line, equipped with strategically placed monitoring sensors to collect valuable data on wagon performance and railway infrastructure. The field tests showcase the system’s potential for detecting faults and anomalies, signifying a significant advancement in freight wagon technology, and contributing to an improvement in freight wagon digitalization and monitoring. The gathered insights demonstrate the system’s effectiveness, setting the stage for a comprehensive monitoring solution for railway infrastructures. These advancements promise real-time analysis, anomaly detection, and proactive maintenance, fostering improved efficiency and safety in the domain of freight transportation, while contributing to the enhancement of freight wagon digitalization and supervision.

Regulation (EU) No 1315/2013 defines actual scope of core and comprehensive TEN-T network, including both networks for railway freight transport. For the core network, possibility to operate 740 m long freight trains is required. The aim of this paper is to analyse availability of appropriate overtaking tracks for 740 m long freight trains. Due to ETCS braking curves and odometry, such trains, after ETCS implementation, will require 780-800 m long overtaking tracks. For practical reasons (e.g. bypass lines), whole Czech railway TEN-T network is analysed. The overtaking track, whose occupation means influence on scheduled traffic or threat to boarding passengers, are excluded. The data was collected from station schemes from Collection of Official Requisites for 2015/16 Timetable, issued by SŽDC, Czech state Infrastructure Manager. Most of appropriate tracks are over 800 m long, but their density in the network and in particular directions varies considerably. For freight traffic, gradient of the line is important, so in the resulting figure, there are marked significant peaks for particular lines as well. Czech TEN-T lines are further segmented on the basis of number of tracks and their traffic character. Then, specific issues on overtaking or crossing of 740 m long freight trains are discussed. As a conclusion, for long-term development of Czech TEN-T lines, targeted investment is recommended not only for passenger railway, but also for freight railway. An attractive capacity offer for railway undertakings, which can stimulate freight traffic on European Rail freight corridors, can be represented by network-bound periodic freight train paths with suitable long overtaking tracks outside bottlenecks. After the overtaking by passenger trains, a freight train should run without stop through large node station or a bottleneck area. Before the sections with high gradients, coupling of additional locomotives should be connected with the overtaking process. Next suitable overtaking tracks should be available behind every significant peak of the line.

AbstractThe liberalization of the rail freight market has been booming in recent years. On a pan-European scale, new freight carriers are increasing year after year. Support for the liberalization of the railway sector is mainly implemented through the so-called railway packages and one of the tools is the quantitative and qualitative indicators of the individual railway stations. The relevance of the article is mainly to propose measures for railway stations, where freight transport is declining despite the liberalized market. These are main railway stations located on regional lines and railway stations with a smaller scope of transport work. The aim of this paper will be to propose measures to support freight transport in the Slovak Republic by setting minimum requirements (standards) for railway stations depending on their performance, respecting their current technical level of railway operation.

Abstract Railway freight transportation is an important part of the national economy. The accurate forecast of railway freight volume is significant to the planning, construction, operation, and decision-making of railways. Railway freight volume forecasting methods are complex and nonlinear due to the imbalance of supply and demand in the railway freight market as well as the complicated and different influences of various factors on freight volume. The relation between some information is easily ignored when the traditional method of railway freight volume forecasting is used for prediction based on causality or time series. After analyzing the application status of the generalized regression neural network (GRNN) in the prediction method of railway freight volume, this paper improves the performance of this model using an improved neural network. In the improved method, genetic algorithm (GA) is adopted to search the optimal spread, which is the only factor of the GRNN, and then the optimal spread is used for forecasting in the GRNN. In the process of railway freight volume forecasting, through this method, the increments of data are taken in the calculation process and the goal values are obtained after calculation as the forecasted results. Compared to the results of the GRNN, higher prediction accuracy is obtained through the GA-improved GRNN. Finally, the railway freight volumes in the next 2 years are forecasted based on this method and this improved method can provide a new approach for predicting the railway freight volume.

The relationship between computer technology and supervision is examined with reference to new empirical evidence drawn from a study of the computerisation of freight operations in British Rail. Attention is focused on the extent to which computerisation allows for a more integrated system of management control, and the possibility of devolving additional elements of control from middle management to the local supervisory level. Contemporary research often claims that the first-line supervisor is becoming more peripheral to the direct control of operations, as computerised equipment takes over the execution of many supervisory tasks, and as operatives who are skilled in the use of new technology overtake the apparent skill superiority of first-line supervisors. This thesis contends that it is misleading to focus on the 'pure' role of the first-line supervisor when studying the effects of computer technology on supervision. The main body of empirical data is drawn from an in-depth study of the effects of change in five traditional marshalling yards in three British Rail regions. The case study examines how the application of a comprehensive computer system to process and transmit information over diverse and spatially distant freight yards can transform the distribution of responsibilities for operational control within management. It is argued that the redistribution of management control functions over a network of organisational levels has resulted in a far more complex redefinition of supervision than is implied by the apparent erosion of the role of the first-line supervisor. A broader conception of supervision is presented in order to explain changes in the distribution of supervisory tasks across various supervisory levels, within the context of changes in work organisation and the system of management control. Finally, it is argued that whilst computerisation may erode the traditional basis of supervision, it may also result in the emergence of a new type of computer-oriented supervisor, whose role is to use the 'realtime' information provided by the computer to co-ordinate and control previously diverse areas of production or service operations.

AbstractIn this paper, we review software-based technologies already known to be, or expected to become essential for autonomous train control systems with grade of automation GoA 4 (unattended train operation) in existing open railway environments. It is discussed which types of technology can be developed and certified already today on the basis of existing railway standards. Other essential technologies, however, require modifications or extensions of existing standards, in order to provide a certification basis for introducing these technologies into non-experimental “real-world” rail operation. Regarding these, we check the novel pre-standard ANSI/UL 4600 with respect to suitability as a certification basis for safety-critical autonomous train control functions based on methods from artificial intelligence. As a thought experiment, we propose a novel autonomous train controller design and perform an evaluation according to ANSI/UL 4600. This results in the insight that autonomous freight trains and metro trains using this design could be evaluated and certified on the basis of ANSI/UL 4600 .

Sriraman attempts to understand the impact of the governance structure in the Indian context on the provision of transport infrastructure and services. Government owned railways have taken some initiatives to promote freight movement in a big way by the establishment of dedicated corridors with a different model of investment and operation. Equally significant are the initiatives taken up by the different transport related Ministries to promote multi-modalism which involves a change in governance structure. The issue is whether there can be effective implementation of these policy initiatives given continuing poor practices and deviation from an ideal institutional governance framework. One other issue discussed critically relates to the effective implementation of planning and operating of information technology practices in the context of smart cities that are being encouraged in a background of poor urban physical infrastructure.

The overall development of business operations logistics activities becomes more important for firms with the globalization of economy and therefore performance measurement being equally important. In order to break monopolistic control of Container Corporation of India (CONCOR), Indian Railways entered for competition in the container segment in January 2006 through private-public participation for customer centric competitiveness. The purpose of this book chapter is to benchmark the performance indicators in CONCOR. A case study has been conducted employing super-efficiency models of Data Envelopment Analysis (DEA) on secondary data of CONCOR container terminals from 1994-95 till 2015-16 for performance evaluation within CONCOR. The exercise identified efficiency trends fluctuating between 75.83% to 109.51% (CCR Model) and 93.52% to 1000% (BCC Model) within CONCOR owing to lack of operational planning and lack of efficient staff.

In order to break monopolistic control of Container Corporation of India (CONCOR), Indian Railways entered competition in the container segment in January 2006 through private-public participation for customer-centric competitiveness. The purpose of this chapter is to benchmark the performance indicators in CONCOR. A case study has been conducted employing super-efficiency models of data envelopment analysis (DEA) on secondary data of CONCOR container terminals from 1994-95 to 2015-16 for performance evaluation within CONCOR. The exercise identified efficiency trends fluctuating between 75.83% to 109.51% (CCR model) and 93.52% to 100% (BCC model) within CONCOR, owing to lack of operational planning and lack of efficient staff.

The overall development of business operations logistics activities becomes more important for firms with the globalization of economy and therefore performance measurement being equally important. In order to break monopolistic control of Container Corporation of India (CONCOR), Indian Railways entered for competition in the container segment in January 2006 through private-public participation for customer centric competitiveness. The purpose of this book chapter is to benchmark the performance indicators in CONCOR. A case study has been conducted employing basic and super-efficiency models of Data Envelopment Analysis (DEA) on secondary data of CONCOR, Adani and Gateway container terminals from 1995-96 till 2010-11 for performance evaluation within CONCOR and comparative analysis for three organizations from 2005-06 till 2010-11. The exercise identified efficiency trends fluctuating between 87.5% to 1000% within CONCOR owing to haphazard infrastructure developed while comparison with private players showed 38.31% to 77.59% efficiency fluctuation concurrent to licensing policy norms.

Some areas of the Lanzhou-Xinjiang Railway are accompanied by strong crosswinds all the year. The lateral force it generates pose a threat to the safe operation of railway freight trains. This paper conducts a numerical simulation study on three freight trains under five crosswind angles by using CFD method in order to aiming at the relationship between the crosswind angle and the aerodynamic force. The SIMPLE algorithm is used to solve the Reynolds-averaged N-S equation and the SST k-ω model is used for the turbulence model. The research results include the variation of the aerodynamic force on the three freight trains with the crosswind angle and the variation of the aerodynamic force on each train. In addition, this paper discusses the pressure and flow field distribution around the freight train. The results of this paper provide a reference for the safe operation of Lan-Xin Railway.

Automation is already present in many areas of the railway sector (e.g. computer-aided dispatching or electronic interlockings). In order to achieve climate goals and offer an attractive transport service, it is essential to advance automation and higher grades of automation (GoA). The four levels of automation range from supporting systems (GoA1) to automotive trains (GoA4). This paper summarises a study which outlines the impacts, requirements and potentials of higher GoA within different segments: passenger transport, freight and mixed traffic on mainlines and branch lines. The findings show that energy-efficiency and capacity can already be increased with the first two GoA for both, passenger and mixed traffic. Enhancements have an influence on costs, not to mention the customer satisfaction. The potential in freight transport, e.g. in shunting, can be exploited with intelligent freight trains (GoA4). This leads to improved safety and reduced costs. Within this study a tool to calculate energy consumption is established. It enables the depiction of various scenarios for different trains and driving behaviours. The simulation tool is validated by real measured data. The outcome of the calculation tool underpins the benefits of driver advisory systems (DAS) and automatic train operation (ATO). It can be stated that higher automation, especially on a dispositive level is essential if energy and capacity improvement are to be achieved, regardless of the type of network (electrified or non-electrified). However, operational optimisation has its limits. For non-electrified lines, alternative drives offer the opportunity to further mitigate environmental impacts.

The abnormal of railway freight locomotives may directly lead to the outage of locomotives. The current maintenance system cannot meet the reliability requirements of freight locomotives. For this season, it is necessary to establish a railway freight locomotive health management and fault early warning system. By analyzing the current development of freight locomotives, this paper analyzes the requirements of fault prediction and health management system of freight locomotives, uses machine learning algorithm to model and analyze, evaluates the health status of each equipment and system, comprehensively considers the maintenance cost and system reliability, transforms the experience maintenance to the state maintenance, and optimizes the maintenance strategy. Taking the axle temperature system as an example, the application of health management and fault early warning system can effectively improve the reliability of freight locomotive operation and reduce maintenance cost.

Japanese National Railways (JNR) has been privatized in 1987. As Kurosaki [45] stated, during the era of JNR, it accumulated heavy debts, especially in the freight operating area as railways in Japan are passenger-dominated. The conglomerate of Japanese domestic railway operators consists of 6 passenger companies and the seventh one is dedicated to freight operations and transport. Passenger rail transport companies are divided regionally and certainly operate passengers’ trains only. These companies are Hokkaido Railway Company (JR Hokkaido), East Japan Railway Company (JR East), West Japan Railway Company (JR West), Central Japan Railway Company (JR Tokai), Shikoku Railway Company (JR Shikoku), Kyushu Railway Company (JR Kyushu) and additionally Shinkansen Holding Corporation for high-speed rail transport [40]. By the way, it also includes the Railway Communication Company, Rail Information Systems Company, Railway Technical Research Institute, and Japanese National Railways Settlement Corporation [41]. Each of these transportation companies has in disposal their infrastructure and facilities in contrast to Japan Freight Railway Company (JR Freight), the company which operates freight transport. According to [45], JR Freight forms a vertically separated structure, while all the JR passenger companies comprise a vertically integrated structure. JR Freights consists of 6 branches: Kyushu, Kansai, Tokai, Kanto, Tohoku, Hokkaido [40]. JR Freights rents infrastructure from other companies [45], which makes freight transport dependent on time windows between passengers’ transport (more information related to that topic is mentioned hereafter). It does not have own its tracks; however, it has in disposal its own stations, yards, and facilities for freight trains. JR Freights, as many other companies in Japan (e.g. Shizutetsu, Suzuyo – sample companies are mentioned after discussions on the topic during grant in Japan with Prof. Koichi Shintani – private correspondence) is carrying about several different kinds of business, i.e. freight services, warehousing, car park operation, advertising, indemnity and other non-life insurance agency services, vehicle services, general civil engineering and construction design, project execution and management, incidental and related business operations

We propose a new dynamic row/column management algorithm for the schedule of freight trains in a single/double track railway system. While many works have already been devoted to train scheduling, previously published optimization models all suffer from scalability issues. Moreover, very few of them consider the number of alternate tracks in the sidings for train meets, as well as the delay incurred by trains that take sidings. We propose a non time-indexed model, which takes into account such constraints, and we design a solution scheme with iterative additions/removals of constraints/variables in order to remain with a manageable sized mathematical program, while still ensuring convergence to an optimal solution. Numerical results are presented on data instances of Canada Pacific Railway. We evaluate the performance of the optimization model, and the sensitivity of the train schedules to the length of the operation hours, the length of the trains, and the departure times.

Abstract – At present, the world economy is experiencing major technical and economic changes. In the field of rail transport, the challenge is the implementation of information and communication technologies, i.e. the incorporation of Industry 4.0 elements into the operation of rail transport. An important part of this is their mutual global integration. The aim of the article is to economically assess the introduction of the Industry 4.0 element of the wagon control unit into the transport process in rail transport. The premise of the research task is based on the experience of implementing intelligent sensors in rail freight transport in some countries of the European Union. Based on the analysis of the use of information and communication technologies in rail transport, an economic evaluation of the design of the wagon control unit will be carried out in the article.
