Résumé :
The US election is an influential event, not just in the USA itself but in the world. The present study aims to analyze Joe Biden’s inauguration speech after winning the presidential election in January 2021 and becoming the 46th president of the United States. Moreover, this paper attempts to investigate the USA’s possible policies toward their own nation and, of course, the other countries. This analysis goes through predicting probable upcoming policies of Biden’s administration comparing to the previous president of the USA, Donald Trump, who breached several international agreements. To this end, Halliday’s systemic functional linguistics (SFL) (Halliday, 1978; Halliday & Matthiessen, 2014) has been employed in Biden’s first speech after winning the election and beginning of the democratic administration to observe his political intentions by means of a critical approach and using appraisal resources of Martin and White (2007) to clarify the attitude, graduation, and engagement of his speech. Overall, designating the number of vocabularies related to any of the mentioned appraisal resources, it is concluded that Biden’s tendency, based on his inauguration speech and the lexical and grammatical (‘lexicogrammar) choices, is to compensate Trump’s actions, such as breaching 2015 JCPOA agreement and breaking 2015 Paris Climate Accord, and make peace with whom Trump had fueled conflicts.

Since the inauguration of reform in 1978, a large number of Chinese peasants were released from agricultural production and became “surplus labor.” Because a large proportion of rural-urban population mobility assumes the form of temporary movement, attention to such movement is therefore essential to any assessment of social, economic and political changes in urban and rural China and of the overall urbanization process. The present study uses the 1 percent sample of the 1990 census data of China to study long-term rural to urban temporary economic migrants, the provincial pattern and variation of these migrants, and their economic activities represented by the occupational attainments in cities in comparison with urban residents.

Résumé :
This article examines the creative process of Diatope, a multimedia project created by Iannis Xenakis in 1978 for the inauguration of the Centre Pompidou in Paris, utilizing analytical research of sources found in several archives. By interpreting Xenakis's sketches and plans, the article elucidates for the first time the spatialization of La Légende d'Eer, the music featured in the Diatope. The findings of the research underline the importance of graphic and geometric representation for understanding Xenakis's thinking, and they highlight the continuity and evolution of his theory and practice over time. Furthermore, the research findings present the means by which this key work of electroacoustic music might be spatialized today, now that the original space of the Diatope no longer exists.

Résumé :
Montroll [Proc. Nat. Acad. Sci. USA75 (1978) 4633–4637] had considered a Verhulst evolution approach for introducing a notion he called "social force", to describe a jump in some economic output when a new technology or product outcompetes a previous one. In fact, Montroll's adaptation of Verhulst equation is more like an economic field description than a "social force". The empirical Verhulst logistic function and the Gompertz double exponential law are used here in order to present an alternative view, within a similar mechanistic physics framework as done in [Proc. Nat. Acad. Sci. USA75 (1978) 4633–4637]. As an example, a "social force" modifying the rate in the number of temples constructed by a religious movement, the Antoinist community, between 1910 and 1940 in Belgium is found and quantified. Practically, two temple inauguration regimes are seen to exist over different time spans, separated by a gap attributed to a specific "constraint", a taxation system, but allowing for a different, smooth, evolution rather than a jump. The impulse force duration is also emphasized as being better taken into account within the Gompertz framework. Moreover, a "social force" can be as here, attributed to a change in the limited need for capacity of some population, coupled to some external field, in either Verhulst or Gompertz equation, rather than resulting from already acquired but competing goods as in [Proc. Nat. Acad. Sci. USA75 (1978) 4633–4637].

Résumé :
During the past two decades all the major cities of Cyrenaica have seen new fieldwork, and much has been achieved. The Department of Antiquities has been active, particularly in the increasingly important area of rescue archaeology. Its resolute and skilful efforts have included very important work at Shahat (Cyrene) (Walker (in Walda and Walker), this volume) and at Benghazi (Berenice). At the latter city, one of the least known in Cyrenaica, the Department's excavations at Sidi Khrebish demonstrated the rich archaeological potential of the site and led to the large-scale campaigns of 1971-5, in which the Society for Libyan Studies was deeply involved.Generous support has also been extended to British teams at Euesperides (Berenice's predecessor), Driana (Hadrianopolis), Tocra (Tauchira) and Tolmeita (Ptolemais); to the Italian Mission, whose work at Cyrene has proceeded throughout the period; to the major American investigation of the extra-mural Demeter sanctuary at the same site; and to the French Mission, which has conducted annual campaigns at Susa (Apollonia) since 1976. There has also been productive research into the minor towns.Perhaps the outstanding feature of the period under review, however, has been publication. No less than thirteen major site reports (see bibliography under Apollonia, Berenice, Cirene, Cyrene and Tocra), several works of synthesis (Goodchild 1971; Huskinson 1975; Rosenbaum and Ward-Perkins 1980; Stucchi 1975), collected papers (Goodchild 1976) and a profusion of shorter studies in journals, conference proceedings (Barker, Lloyd and Reynolds 1985; Gadallah 1971; Stucchi and Luni 1987) and exhibition publications (Missione Italiana 1987) have appeared — a very rich harvest. Many of course, had their genesis in earlier research, particularly during the fecund years of Richard Goodchild's controllership. Amongst much else, this saw Boardman and Hayes' exemplary Tocra project, which in its use of quantification, scientific analysis and other techniques anticipated later British and American work; the University of Michigan's extensive research at Apollonia; and the inauguration of the Italian Mission, under S. Stucchi, to Cyrene (Stucchi 1967), whose work on the architectural development, art and anastylosis of the city continues to make an outstanding contribution to our appreciation of Libya's archaeology and cultural heritage.

Résumé :
Abstract. The decision of the Max Planck Society (MPG) to get involved in the establishment of an incoherent scatter radar in northern Europe was intimately linked to the future of the Max Planck Institute for Aeronomy (MPAe) in Katlenburg-Lindau. Delegates of the MPG played an important role in defining the rules for participation in EISCAT during the period from 1973 to 1975. The "technical" period from 1976 to 1981 was mainly devoted to the development of the UHF transmitter and the klystrons. The latter encountered great difficulties, causing substantial delays. During the same period the ionospheric heating facility was established by MPAe at Ramfjordmoen, Norway. The period following the inauguration in August 1981 saw a great number of changes in the leading personnel. In this context much attention had to be given to taxation rules. Besides continuing hardware problems with the UHF radar, severe problems arose with design and manufacturing of the VHF klystrons, requiring changes of the contractor. However, by fall of 1983 the UHF radar was able to reach the intended operational level. In 1984 important steps were made for archiving and for proper exploitation of the EISCAT data.

Résumé :
The development of the PRC’s armed forces included three phases when their modernization was carried out through an active introduction of foreign weapons and technologies. The first and the last of these phases (from 1949 to 1961, and from 1992 till present) received wide attention in both Chinese and Western academic literature, whereas the second one — from 1978 to 1989 —when the PRC actively purchased weapons and technologies from the Western countries remains somewhat understudied. This paper is intended to partially fill this gap. The author examines the logic of the military-technical cooperation between the PRC and the United States in the context of complex interactions within the United States — the USSR — China strategic triangle in the last years of the Cold War. The first section covers early contacts between the PRC and the United States in the security field — from the visit of R. Nixon to China till the inauguration of R. Reagan. The author shows that during this period Washington clearly subordinated the US-Chinese cooperation to the development of the US-Soviet relations out of fear to damage the fragile process of detente. The second section focuses on the evolution of the R. Reagan administration’s approaches regarding arms sales to China in the context of a new round of the Cold War. The Soviet factor significantly influenced the development of the US-Chinese military-technical cooperation during that period, which for both parties acquired not only practical, but, most importantly, political importance. It was their mutual desire to undermine strategic positions of the USSR that allowed these two countries to overcome successfully tensions over the US arms sales to Taiwan. However, this dependence of the US-China military-technical cooperation on the Soviet factor had its downside. As the third section shows, with the Soviet threat fading away, the main incentives for the military-technical cooperation between the PRC and the United States also disappeared. As a result, after the Tiananmen Square protests, this cooperation completely ceased. Thus, the author concludes that the US arms sales to China from the very beginning were conditioned by the dynamics of the Soviet-American relations and Beijing’s willingness to play an active role in the policy of containment. In that regard, the very fact of the US arms sales to China was more important than its practical effect, i.e. this cooperation was of political nature, rather than military one.

Résumé :
Over a period of nearly one hundred years, Raul Lino (1879-1974) experienced the profound political, social and economic changes that marked the twentieth century in Portugal. Having been born during the Constitutional Monarchy (1822-1910), he lived through the First Republic (1910-1926), the Military Dictatorship (1926-1933), the Second Republic, or Estado Novo (New State, 1933-1974), and died shortly after the Carnation Revolution of 25 April 1974, at the dawning of the Third Republic. He was an architect who published prolifically in Portugal, having become known through his advocacy of the Campanha da casa Portuguesa (Portuguese House Campaign), which provoked a great deal of controversy. The debate peaked with the Polémica da casa Portuguesa (Polemic of the Portuguese house) at the Calouste Gulbenkian Foundation in 1970, after the inauguration of the retrospective exhibition on Raul Lino. He is less known for the quality of his transversal synthesis conceived between urbanism, architecture, the decorative arts, and its underlying affirmation of an idea of the city, which we conjecture from our analysis of his narrative. This analysis concentrates on eleven case studies that encompasses architectural projects, urbanistic plans and technical advice limited to the first half of the 20th century. The broad, cross-disciplinary position of Lino was defended in the same year as the First National Architecture Congress (1948), whose proposals ratified in Portugal the orthodoxy principles of modern architecture and urban planning for the new universal man-type, established in 1933 by the International Congresses of Modern Architecture (CIAM). Quoting Aristotle, Raul Lino conceived the city as the locus of happiness, shaping forms of consensus between tradition and modernity by means of an architecture at the scale of man and in proportion to his circumstance, consistently outlining a modern possibility of continuity.

This article outlines the key features of the European Union’s (EU’s) sugar policy from its inauguration in 1968 to its ‘reform’ in 2006. Although a quota mechanism was in place, limiting the quantity of EU-produced sugar that could qualify for market price support, the EU’s net export surplus was allowed to grow, particularly after EU enlargement in 1973. The EU was unable to participate effectively in a succession of International Sugar Agreements but was able to shrug off criticisms in GATT. Initially, the Uruguay Round Agreement on Agriculture had little impact on EU sugar policy; but an adverse Dispute Settlement ruling, and the opening of the EU market through the Everything but Arms initiative, changed the international policy context and led to policy reform.

The history of neurosurgery at University of São Paulo comes from 1918, since its origins under the Department of Neurology from Chair of Psychiatric Clinic and Nervous Diseases. Professor Enjolras Vampré was the great inspiration for such medical specialty in the State of Sao Paulo. In 1929, the first neurosurgical procedures were performed in the recently (at time) organized Section of Neurosurgery. The official inauguration of the Division of Functional Neurosurgery occurred at June 1977, with the presence of worldwide well-known neuroscientists. The division suffered a deep streamlining under the leadership of Professor Raul Marino Jr., between the decades of 1990 and 2000. At this time, it was structured with the sections of neurological surgery, functional neurosurgery and neurosurgical emergency. Since 2008, Professor Manoel Jacobsen Teixeira is the Chairman of the Division and has provided the Division with the best available technological resources, performing more than 3,000 surgeries a year and training professionals who will, certainly, be some of the future leaders of brazilian neurosurgery.

Résumé :
This article examines the shifting representation of the ideal of masculinity and boys’ role in securing the future of the British Empire in Robert Baden-Powell’s Boy Scout movement from its inauguration in 1908 to the early years of World War I. In particular, it focuses on early Scout literature’s response to anxieties about physical deterioration, exacerbated by the 1904 Report of the Inter-Departmental Committee on Physical Deterioration. In Baden-Powell’s Scouting handbook, Scouting for Boys (1908), and in early editions of The Scout—the official magazine of the Scout movement—there was a strong emphasis on an idealized image of the male body, which implicitly prepared Boy Scouts for their future role as soldiers. The reality of war, however, forced Scouting literature to acknowledge the restrictions placed upon boys in wartime and to redefine the parameters of boys’ heroic role in defense of the empire accordingly.

The founders of the first literary café in reborn Poland, namely ‘Pikador’ in Warsaw, chose a poem by Jan Lechoń for the inauguration ceremony in November 1918. In the poem, titled Mochnacki, the young poet recollects a historical concert of Maurycy Mochnacki, a Romantic tribune of the 19th-century Warsaw, a pianist and a writer. Different possibilities of interpretation of the work, which is heavily emotional – ranging from patriotic poetry, through an almost social satire to an intimate confession encoded in the form of a description of a piano concert and reactions of the foreign audience to it – are not contradictory as they complement each other well.

Résumé :
“In my entire life I did not produce a single painting that was uppermost in mind to create,” the celebrated painter Dong Xiwen (1914–1973) reportedly lamented on his deathbed. Dong may not have produced the dream piece that he would truly cherish, but he did create, albeit unwillingly, a deeply controversial work of art in his 1953 oil painting The Founding Ceremony of the Nation (Kaiguo dadian) (Figures 1 and 2), for it epitomizes the tension between art and politics in the People's Republic of China (PRC). In this famous piece, Dong portrays Chairman Mao Zedong (1893–1976) in Tiananmen Square on 1 October 1949, with his senior associates in attendance—Liu Shaoqi (1898–1969), Zhu De (1886–1976), Zhou Enlai (1898–1976), Gao Gang (1905–1954), Lin Boqu (1886–1960), and others. They are surrounded by huge lanterns, a Chinese symbol of prosperity, and a sea of red banners that declare the founding of a new nation. When first unveiled in 1953, the painting was widely hailed as one of the greatest oil paintings ever produced by a native artist. In just three months more than half-a-million reproductions of the painting were sold. But the fate of this work soon took an ominous turn, and the artist was requested to make three major revisions during his lifetime. In 1954 Dong was instructed to excise Gao Gang from the scene when Gao was purged by the Party for allegedly plotting to seize power and create an “independent kingdom” in Manchuria. During the Cultural Revolution in the mid-1960s Liu Shaoqi was accused of advocating a “bourgeois reactionary line” and subsequently was purged, and Dong was ordered in 1967 to redo his painting again and erased Liu from the inauguration scene. Then, in 1972, also during the Cultural Revolution, the radicals, commonly labeled the “Gang of Four,” ordered a third revision, namely, that Lin Boqu be eliminated from the painting for allegedly opposing the marriage of Mao and Jiang Qing (1914–1991) during the Yan'an days. By this time Dong was dying of cancer and was too ill to pick up the brush, so his student Jin Shangyi (b. 1934), and another artist, Zhao Yu (1926–1980), were assigned the task. These two artists, afraid of doing further damage to the original piece, eventually produced a replica of the painting, with the ailing Dong brought from the hospital for consultation on his embattled work. Though Dong died the following year, the ill-fated story of The Founding Ceremony of the Nation did not end: in 1979, with the demise of the Gang of Four and the Party's official rehabilitation of Liu Shaoqi, the images of Liu, Gao Gang, and Lin Boqu were restored in the painting. Because Jin Shangyi was on a foreign tour, Yan Zhenduo (b. 1940), a graduate of the Department of Oil Painting at the Central Academy of Fine Arts (CAFA), was called upon to help reinstall the three leaders.

BackgroundThe 50th anniversary of the inauguration of the NHS provided the occasion to review the evolution of mental health services and of psychiatry itself in Britain during that period.AimsThe principal themes to be followed were the decline of a mental hospital system that had existed for over a century, the development of an alternative policy of ‘community care’, the emergence of a numerous and well-trained psychiatric profession, and the interaction between political and legal processes and mental health care.MethodAn examination of Ministry of Health and Department of Health and Social Security files in the Public Record Office, interviews with influential figures, examination of the secondary literature, and personal experience of events described.ResultsThe material has been analysed, in the light of the expressed aims, and important trends have been described. The current situation is assessed.ConclusionsThe replacement of one system of care and treatment in Britain by another has been a process fraught with overwhelming difficulties. While adhering to the aim of ‘community care’, governments have been reluctant to provide the means for achieving this. The psychiatric profession is now faced with very large but ill-defined responsibilities.

Unknown Draft of the Matrimonial Property Law that Was Adopted on its Second Reading by the Sub-commission on Matrimonial Property Law of the Codification Commission of the Republic of Poland in 1938–1939: Historical Source Edition One of the most important tasks facing the Codification Commission established in 1919 was to regulate the issue of matrimonial property law. The work of the Commission on that issue, which in essence started with its inauguration, was terminated abruptly in 1920. After a thirteen-year hiatus, the debate resumed and resulted in the draft matrimonial property law of 1937, which was adopted on its first reading by the sub-commission on matrimonial property law. The second reading started on 1 April 1938, however, the effects of the work of the sub-commission were previously unknown. This historical source edition sheds a completely new light on that issue. It contains yet unknown draft regulations (from Art. 1 to Art. 99 of the draft) adopted on second reading of the matrimonial property law in 1938–1939. The publication of this source will therefore be of great importance in the context of further research on the history of family law in interwar Poland.

ABSTRACT Experimental nuclear physics in Argentina entered the era of so-called ““big science”” with a project to build a 20 MeV tandem-type accelerator for heavy ions. Promoted by the group of nuclear physicists of Argentina's National Atomic Energy Commission (CNEA), the TANDAR (TANDem ARgentino) project was presented to CNEA's Navy authorities during a democratic period of complete turmoil and a deep economic crisis. Most of its construction took place during eight years of brutal military dictatorship (1976––1983), leading to its inauguration in the first years of a new democratic government (1986). This article narrates how the project was envisioned, planned, and executed, and discusses the distortion of the usual meaning of ““big science”” when applied to a ““peripheral”” context.

Abstract. Seldom does a scientist get an opportunity in his lifetime to build an instrument that remains unchallenged as the world’s no. 1 for 30 years. The Effelsberg 100- m radio telescope, constructed under the direction of Prof. Dr. Otto Hachenberg, was the world’s largest fully steerable paraboloid antenna since its inauguration in 1971. The radio telescope in a valley in the Eifel mountains near Bonn was constructed with a remarkably precise surface and excellent pointing characteristics. Only in 2001 the 100-m × 110-m Green Bank Telescope became operational and marginally surpassed Effelsberg’s performance. The Effelsberg telescope is still fully operational in 2002 and looking forward to an exciting future. It is a memorial to the ingenuity of a person who influenced the development of German radio astronomy.

Even though the Pan Africanist Congress was formed in 1959 after departing from the African National Congress at a point marking out the irreconcilability of the Azanian ‘faith’ with the other interpretations of the struggle within the ‘broad church’ of the Congress Movement, it was only six years later, in 1965, that it modified its name to the PAC of Azania. The name Azania is supposed to have been suggested by Nkrumah at the All-African Peoples’ Conference in 1958 attended by the Africanists even before the inauguration of the PAC (Diaz 2009: 239; Hilton 1993: 5). The Azanian tendency in ‘South African’ history can arguably be said to have existed from the earliest times of resistance by the indigenous people against the unjust wars of colonisation (see Dladla 2020: 71–108).

In the third week of December 1908, a group of 300–400 prominent actors, actresses, and dramatists gathered at the Criterion Theatre in London to celebrate the formation of the Actresses' Franchise League. The inaugurating resolution, passed with one dissent, read: “That this meeting of actresses calls upon the Government immediately to extend the franchise to women, that women claim the franchise as a necessary protection for the workers under modern industrial conditions, and maintain that by their labour they have earned the right to this defence” (Votes for Women 24 Dec. 1908, p. 211). The resolution's emphasis upon labour as the enabling criterion qualifying women for the franchise reflects the roots of the British suffrage movement in the working class industrial north, where, as David Rosen notes, the Independent Labour Party had supported early suffragists (57).

ABSTRACT: How do societies remember historical political violence? We draw on an original dataset of more than 150 memorialization projects proposed by truth commissions in 28 post-violence countries, from 1970 to 2018. These projects include the removal of monuments, installation of museums, inauguration of national days of remembrance, and more. Truth commission recommendations data allows us to not only consider memory sites once established, but also to examine blueprints for the types of memory that could have been made. We develop a typology and inductively generate a theory of the political contests and conflicts that different memory projects are likely to trigger—contests and conflicts that we expect influence the likelihood of project initiation and completion. We conduct an initial probe of the theory using our new data. In so doing, we offer the first systematic, global study of setting and implementing the memorialization agenda in post-violence societies.

The activity of state statistics throughout the revolutionary period of 1917 is uncharted territory in the history of Russian statistics. Using documents from the State Archive of the Russian Federation, the authors examined for the first time the last year of the Central Statistical Committee. Unlike other state structures of the previous government, it was not dissolved after the events of October 1917 and continued to operate after the Soviet government moved to Moscow. The article contains information on the first «Soviet» Head of the Central Statistical Committee of the Commissariat of Internal Affairs V.A. Algasov and outlines the work of Professor M.A. Sirinov, who was offered a position of the Head of the Central Statistical Committee by the People’s Commissar of Internal Affairs G.I. Petrovsky. Archive records helped establish the fact that both the authorities of the Central Statistical Committee and some statisticians came up with an idea of founding a new statistical service based on the Central Statistical Committee and gubernia (provincial) statistics. The authors revealed the role of V.V. Stepanov in relocating the Library of the Central Statistical Committee to Moscow. The article describes the clash of opinions that preceded the establishment of the Soviet state statistics, to be specific the inauguration of the RSFSR Central Statistical Board, which was envisaged to be an independent body, not subordinate to any agency, to ensure the independence of the country’s statistical service.

Résumé :
Shortly after the creation of Greater Romania, an ample process of administrative-territorial integration of the new provinces began, which became part of the Romanian state during 1918. As part of this process, higher education received an important role. The present article analyses the way in which the University of Cluj evolved, after the Romanian takeover of the Hungarian institution, focusing at the same time on the way in which the Royal House supported its development. Primary sources from the interwar period were used for the analysis, such as the “Universul” and the “Gazeta Transilvaniei” newspapers, respectively the yearbooks of the University of Cluj. The objective of the study is to reconstruct the visits paid by the Royal House to the University of Cluj, highlighting, through a quantitative analysis of the press releases, the development of festivities, the significance of the speeches and the evolution of the relations between the university and the monarchy. For the analysed period, i.e., 1918-1939, three visits of the Royal Family dedicated exclusively to university festivities were identified, the first one in 1920, when the inauguration celebrations took place, a second one in 1930, when the tenth anniversary of that event was celebrated, and a third one in 1937, when new spaces were opened for carrying out university activities.

Résumé :
Officially inaugurated in 1925, the Hebrew University of Jerusalem was designed to serve the academic needs of the Jewish people and the Zionist enterprise in British Mandatory Palestine, as well as to help fulfill the economic and social requirements of the Middle East. It is intriguing that a university with such practical goals should have as one of its central pillars an institute for pure mathematics that purposely dismissed any of the varied fields of applied mathematics. This paper tells of the preparations for the inauguration of the Hebrew University during the years 1920–1925 and analyzes the founding phase of the Einstein Institute of Mathematics that was established there during the years 1924–1928. Special emphasis is given to the first terms in which this Institute operated, starting from the winter of 1927 with the activities of the director and one of the founders, the German mathematician Edmund Landau, and onward from 1928 when his successors, particularly Adolf Abraham Halevi Fraenkel and Mihály-Michael Fekete, continued Landau's heritage of pure mathematics. The paper shows why and how the Institute succeeded in rejecting applied mathematics from its court and also explores the controversial issue of center and periphery in the development of science, a topic that is briefly analyzed in the concluding section.

In a suburb just north of Copenhagen is Ordrupgaard. At the inauguration in 1918, it was arguably the best collection of impressionism open to the public outside France and the USA. This paper has two goals: First, to reconstruct and analyze the important yet little known original exhibition ensemble at Ordrupgaard, and second, to develop a view of the bourgeois art exhibition as a performative ritual. Building on ideas of exhibition narratives and visitor involvement derived from diverse work done within museology and museum studies, the paper proposes a close examination of how collective memory and performative embodiment drive exhibition experience. From this, Ordrupgaard emerges as an early example of a museum that offers its audience the possibility of a pleasurable enactment of middle class identity within a setting encompassing nature, art and architecture. The case of a small collection museum therefore reveals important mechanics at work within a potentially much larger field of institutions.

Résumé :
David L. Ulin's essay finds William Mulholland doubly generous—he gave LA both water and a motto to live by. Ulin begins with the Los Angeles Aqueduct's inauguration photographs taken in November 1913. Here is where Mulholland said the five words that Ulin proposes as LA's manifesto. As Ulin reports, within the last one hundred years many (in)famous Angelenos, like oil baron Edward Doheny, studio head Louis B. Mayer, and gambling kingpin Charlie Crawford, followed Mulholland's prescription. For popular writers Raymond Chandler and James M. Cain, "There it is. Take it" describes their license to fictionalize scandal. But obeying Mulholland's imperative, as Ulin reveals, was not without negative consequences. Mulholland, especially, with the 1928 collapse of the St. Francis Dam, for which he held himself responsible, found out the hard way the cost of trusting his authority. In the end, "There it is. Take it," Mulholland's directive for the future, is a lesson from the past that haunts us today.

On 6 March 1995 the EU-Turkey Association Council took a decision regarding the inauguration of a customs union between the EU and Turkey, following the pattern set out in the Ankara Agreement of 1963 and the Additional Protocol of 1970. The Council's decision received the European Parliament's assent on 13 December 1995, enabling it to enter into force on 1 January 1996. Following the Association Council's customs union decision, the Turkish government has launched a series of democratizing and liberalizing reforms. It is apparent that the tactical goal of the Turkish government for initiating the reforms has been to persuade the European Parliament to give its consent to the Association Council's customs union decision. The government's strategic goal, on the other hand, has been to fulfill the necessary political conditions, such as those formulated in the June 1993 Copenhagen meeting of the European Council, of Turkey's qualification for full membership in the EU.

With The Inauguration Of The Socialist President, Ricardo Lagos, in March 2000 it would appear that the Chilean party system had come full circle since the 1973 coup that unseated the last Socialist President, Salvador Allende. Despite the Chilean military's efforts to eradicate the left during its almost seventeen years in power, a Socialist assumed the presidency only a dozen years after the electoral defeat of the military regime in 1988. In one sense, this success is a testament to the perseverance of the party of Allende, and the party system in general. Nonetheless, the Socialist Party, and indeed the Chilean party system, are quite distinct from the ethos of the Allende years of the early 1970s. At the same time, it is undeniable that there are striking continuities in terms of the number of political parties and patterns of partisan competition. Thus, how should one interpret the extent of transformation and continuity in the Chilean party system?

In October 1934, agents from the Chinese Maritime Customs Service received a hot tip that an otherwise unremarkable village off the coast of Shandong was hiding valuable contraband. A search party dispatched to investigate verified the claim after raiding several homes and uncovering sixty-nine bags of sugar. Seeking to add to this already sizeable haul, agents then scaled the walls of another home and discovered ten more bags hidden in the backyard. This time, however, they were met by incensed homeowner Yu Guangbo, who charged at the intruders with a pitchfork and seriously injured an officer when he tried to seize a handgun. His resistance was fierce but, ultimately, futile. Outnumbered, Yu was quickly subdued, beaten, and bound. Left alone in the village temple, he untied himself the next day before reporting his harsh treatment to a local court and inaugurating a lawsuit that would last almost a decade.

Belgrade is the only capital in the world at the confluence of two major international rivers navigable for global shipment—the Danube and the Sava River. However, it was only after the unification of all riversides within Yugoslavia in 1918 that Belgrade started to develop its riverfront; initially, as green recreation areas during the socialist era. Since the post-socialist transition, this trajectory has sharply changed in order to create new urban nodes along the riverfront. The best example is the newest project of the urban renewal of waterfront development at the Sava River, the “Belgrade Waterfront Project.” This mega-project has sparked a lot of attention. The aim of this research is to present, evaluate, and spatially determine this attention before and after the project inauguration. This observational study is conducted by using two methods from social discourse: a survey, as a traditional method, and analysis based on social network data (Twitter) as a newer, “smarter” one. Comparing and mapping their results, this research offers recommendations on how to harmonize and modernize the development of this crucial potential of Belgrade.

AbstractIn Laos—one of the few remaining ‘officially’ socialist countries—Buddhism was abolished as a state religion after the revolution in 1975. However, since the 1990s the communist government has been increasingly using its patronage of Buddhism to gain legitimacy. With reference to the divine sources of power in Theravāda Buddhism, this article explores the extent to which modern Lao state socialism is still imbued with pre-revolutionary patterns of Buddhist kingship and statecraft. The analysis will focus especially on ritual patronage of a Buddhist relic shrine and on the recent inauguration of statues of deceased kings in the Lao capital, Vientiane. With reference to the ritual animation of ‘opening the eyes’ of the statues, and with regard to theories exploring the agency of objects, I argue that the Lao palladium has to be understood as being made up of ‘living’ entities. Finally, the article explores to what extent the control, worship, and creation of statues and relics today are still essential for the legitimacy of rule in the Lao People's Democratic Republic.

Résumé :
The 1960s were a crucial decade for museum building in Mexico. The key year was 1964, the end of Adolfo López Mateos's presidential term, since it saw the inauguration of the Museo de Arte Moderno, the Anahuacalli, the Museo de la Ciudad de México, and the most spectacular of all: the Museo Nacional de Antropología, the architect Pedro Ramírez Vázquez's masterpiece and one of the country's primary tourist attractions. The 1960s also witnessed how Carlos Fuentes, a young writer who had published his first novel in 1958, continued to produce his canonical works at a staggering pace. In what follows, the dialogue between Fuentes's early fiction and the Museo Nacional de Antropología, two of the jewels of Mexican high modernism (always a dialogue with nationalism), not only invites a rereading of their most obvious features—namely, the luminous tension between their structures and their meticulous attention to detail—but also, from the distance of half a century (especially from the vantage point of the PRI's return to power), reveals a series of hitherto unexamined gaps and silences that merit critical attention.

This paper analyzes the carnival blocks exhibited in São Paulo city, from 1968 to 1991, based on their sambas-enredo [samba theme-songs] (or themes), following the rules of the formalization that took place in 1968 of carnivals and popular festivities in the city. This section ends with the inauguration of the Sambadrome in 1991, whose space became an icon for the parades of samba schools and blocks of Group 1. The period has its peculiarities in that it was marked by a dictatorial period (1968-1985) and a democratic one, which certainly had repercussions on the choice of parade themes. From a broader point of view, in addition to the changes in the country, there is an increasingly globalized world whose transformations affect carnivals, especially those practiced by the samba schools that exhibit parades marked by the monumentality of complex allegories and the chromatic explosion in the translation of the plots presented there, responding to media appeals for luxurious spectacles for their broadcasts. The blocks also underwent changes for their parades in the city streets. For this reflection, the sources used are the themes, the memories of the protagonists, the records of the Sociedade dos Amantes do Samba Paulista – SASP [Society of São Paulo Samba Lovers][1], which includes general information about the groups in the technical sheet, such as: the title of the block or school, the sambas-enredo (which bring each group together for the parades), the place chosen for each carnival performance; and news released by the press. Therefore, the question arises: what happens in the country and at Carnival during the period of this reflection? [1] On the Sociedade Amantes do Samba Paulista – SASP portal, information about these blocks (or schools) is precarious and incomplete, although the technical sheet contains several possibilities of data that would allow the profiles of these associations to be demarcated.

Résumé :
October 14, 2018 marked the 100th anniversary of the inauguration of the first university in Crimea, which initially, in 1918–1920, was called the Taurida University, and now is V.I. Vernadsky Crimean Federal University. In this regard, it is useful to recall the main stages of the history of the university. Of particular interest is the history of Taurida University in the years of the Civil War, when its teachers were the greatest scientists who fled from the Bolshevik terror from the university centers of the former Russian Empire to the “white” Crimea. But it was precisely this period that received the least coverage in the literature published in the twentieth century. The main reason for this is the lack of a sufficient source base. After all, the pre-war university archive was lost, and the main source for a long time remained only two volumes of the “News of the Tauride University” published in 1919 and 1920. The noted narrowness of the source base forced researchers to look for additional sources of information. Attention was drawn to the archives of institutions, organizations and individuals associated with the university in the initial period of its existence, as well as sources of personal origin (diaries of Academician V.I. Vernadsky, memories of his son, Professor G.V. Vernadsky, etc.).In the late 1990s, the author of the article was fortunate enough to reach the richest unique source that remained untapped by researchers on the history of the Crimean intelligentsia, science and culture in 1917–1920 – Crimean newspapers during the Civil War. On their pages, it was possible to find not only chronicle notes to recreate the missing pages of the history of Taurida University and existing scientific societies, not only information about the participation of university professors in the activities of numerous Crimean scientific organizations, but also publications of a number of leading scientists that remained unknown. The present article is based mainly on these newspapers, which have long become a bibliographic rarity.

Nothof, Anne. « Edmonton Three for the Road ». Canadian Theatre Review 50 (mars 1987) : 72–74. http://dx.doi.org/10.3138/ctr.50.012.

Résumé :
At the end of this season, three artistic directors in Edmonton will leave their positions: Brian Paisley at Chinook, Bob Baker at the Phoenix, and Gordon McDougall at the Citadel. The timing is perhaps coincidental, but Brian Paisley sees the changeover as beginning another cycle in Edmonton theatre: in the last five years there has been a tremendous amount of activity – the regeneration of the Phoenix from the ashes of Theatre Three, the rebirth of Theatre Network under Stephen Heatley, the construction of the second-largest thrust stage in Canada at the Citadel, and the inauguration of the Fringe Festival. As Paisley, Baker, and McDougall all agree, from 1976 to 1981 the Citadel established itself as a strong, regional theatre in Edmonton, in relation to which the smaller theatres had to find distinct identities and particular mandates. According to Paisley, by 1981 the battle was over, and a new crop of revitalized theatres looked at the Citadel in a different way – not as the enemy, but as the ally. Now it is the Citadel which is attempting definition and vitality, trying to identify an audience which it can best serve.

Ellis, Juniper. « Tatau and Malu : Vital Signs in Contemporary Samoan Literature ». PMLA/Publications of the Modern Language Association of America 121, no 3 (mai 2006) : 687–701. http://dx.doi.org/10.1632/003081206x142823.

Résumé :
In two contemporary Samoan works, Albert Wendt's short story “The Cross of Soot” (1974) and Sia Figiel's novel They Who Do Not Grieve (1999), tattooing produces and proclaims the psychological and social place of the tattoo bearer. The tattoo signals the splitting or doubling of subjectivity, a mechanism by which the individual human subject is produced continually and repeatedly. The Samoan tatau creates not only Samoan subjects but also the English word tattoo and the French tatouage. Wendt and Figiel treat the production and movement of the tattoo in the Pacific and the world; they thus invite a cross-cultural critique of Lacan's theories of subjectivity, which present the tattoo as constitutive of the subject. Whereas Lacan's tattoo is disembodied and nonlocalized, Wendt and Figiel account for the tattoo's material and corporeal effects, its origins in Oceania, and its function in inaugurating a collective Samoan subject. Résumé :
Ian Watson's article looks at two separate but interrelated subjects – the role of the arts in remedying urban dereliction, now a global phenomenon; and the development of one specific arts gathering in healing the larger wounds of Peruvian society after years of civil warfare and economic chaos. It was from the Peruvian city of Ayacucho, in the late sixteenth century, that the first noteworthy revolt against the Spanish Conquistadors was launched, by the legendary Inca leader Túpac Amaru. It was to this city that Mario Delgado, founder of the Lima-based group Cuatrotablas, invited the Third Theatre gathering, just two years after its inauguration from Eugenio Barba's initiative in 1976. The use of the city as a base for the most prominent of the guerrilla groups made a decennial return of the Third Theatre gathering impossible – and the reasons for holding the 1998 gathering in Ayacucho all the stronger, not least because of the choice of the city by the state-funded agency PromPeru as a focus for national cultural regeneration. Ian Watson, an Advisory Editor and regular contributor to NTQ who teaches at the Rutgers campus of the State University of New Jersey, knits together the threads of the story.

Résumé :
On the first Sunday of Advent in 2017, a new university church was consecrated at Leipzig University in Germany. This celebration brought to an end the five-decade-long absence of a church within the old university. The inauguration of the Paulinum—as the combined church and assembly hall was named—visibly reconnected the university with a church history involving the active participation of personalities such as Martin Luther, Johann Tetzel, Felix Mendelssohn, and Johann Sebastian Bach. Under scrutiny in this article is the 1968 destruction of the University Church of Saint Paul, originally a medieval monastery, by the Socialist Unity Party (SED) as a kind of socialist iconoclasm. Through the destruction of the University Church of Saint Paul, I argue, the church became something of an architectonic and cultural martyr. Although the Paulinum is not viewed as a direct continuation of the university church, its completion and refurbishing with art treasures from the old church has, however, come to be viewed as a counterpart to SED barbarism and as an undoing of some aspects of the destruction. Moreover, some episodes from the university church and its destruction have been passed on and attached to the Paulinum as a mnemonic layer, much valued by the university, city, and region.
