Résumé :
The US election is an influential event, not just in the USA itself but in the world. The present study aims to analyze Joe Biden’s inauguration speech after winning the presidential election in January 2021 and becoming the 46th president of the United States. Moreover, this paper attempts to investigate the USA’s possible policies toward their own nation and, of course, the other countries. This analysis goes through predicting probable upcoming policies of Biden’s administration comparing to the previous president of the USA, Donald Trump, who breached several international agreements. To this end, Halliday’s systemic functional linguistics (SFL) (Halliday, 1978; Halliday & Matthiessen, 2014) has been employed in Biden’s first speech after winning the election and beginning of the democratic administration to observe his political intentions by means of a critical approach and using appraisal resources of Martin and White (2007) to clarify the attitude, graduation, and engagement of his speech. Overall, designating the number of vocabularies related to any of the mentioned appraisal resources, it is concluded that Biden’s tendency, based on his inauguration speech and the lexical and grammatical (‘lexicogrammar) choices, is to compensate Trump’s actions, such as breaching 2015 JCPOA agreement and breaking 2015 Paris Climate Accord, and make peace with whom Trump had fueled conflicts.

Résumé :
Since the inauguration of reform in 1978, a large number of Chinese peasants were released from agricultural production and became “surplus labor.” Because a large proportion of rural-urban population mobility assumes the form of temporary movement, attention to such movement is therefore essential to any assessment of social, economic and political changes in urban and rural China and of the overall urbanization process. The present study uses the 1 percent sample of the 1990 census data of China to study long-term rural to urban temporary economic migrants, the provincial pattern and variation of these migrants, and their economic activities represented by the occupational attainments in cities in comparison with urban residents.

Résumé :
This article examines the creative process of Diatope, a multimedia project created by Iannis Xenakis in 1978 for the inauguration of the Centre Pompidou in Paris, utilizing analytical research of sources found in several archives. By interpreting Xenakis's sketches and plans, the article elucidates for the first time the spatialization of La Légende d'Eer, the music featured in the Diatope. The findings of the research underline the importance of graphic and geometric representation for understanding Xenakis's thinking, and they highlight the continuity and evolution of his theory and practice over time. Furthermore, the research findings present the means by which this key work of electroacoustic music might be spatialized today, now that the original space of the Diatope no longer exists.

Résumé :
Montroll [Proc. Nat. Acad. Sci. USA75 (1978) 4633–4637] had considered a Verhulst evolution approach for introducing a notion he called "social force", to describe a jump in some economic output when a new technology or product outcompetes a previous one. In fact, Montroll's adaptation of Verhulst equation is more like an economic field description than a "social force". The empirical Verhulst logistic function and the Gompertz double exponential law are used here in order to present an alternative view, within a similar mechanistic physics framework as done in [Proc. Nat. Acad. Sci. USA75 (1978) 4633–4637]. As an example, a "social force" modifying the rate in the number of temples constructed by a religious movement, the Antoinist community, between 1910 and 1940 in Belgium is found and quantified. Practically, two temple inauguration regimes are seen to exist over different time spans, separated by a gap attributed to a specific "constraint", a taxation system, but allowing for a different, smooth, evolution rather than a jump. The impulse force duration is also emphasized as being better taken into account within the Gompertz framework. Moreover, a "social force" can be as here, attributed to a change in the limited need for capacity of some population, coupled to some external field, in either Verhulst or Gompertz equation, rather than resulting from already acquired but competing goods as in [Proc. Nat. Acad. Sci. USA75 (1978) 4633–4637].

Résumé :
During the past two decades all the major cities of Cyrenaica have seen new fieldwork, and much has been achieved. The Department of Antiquities has been active, particularly in the increasingly important area of rescue archaeology. Its resolute and skilful efforts have included very important work at Shahat (Cyrene) (Walker (in Walda and Walker), this volume) and at Benghazi (Berenice). At the latter city, one of the least known in Cyrenaica, the Department's excavations at Sidi Khrebish demonstrated the rich archaeological potential of the site and led to the large-scale campaigns of 1971-5, in which the Society for Libyan Studies was deeply involved.Generous support has also been extended to British teams at Euesperides (Berenice's predecessor), Driana (Hadrianopolis), Tocra (Tauchira) and Tolmeita (Ptolemais); to the Italian Mission, whose work at Cyrene has proceeded throughout the period; to the major American investigation of the extra-mural Demeter sanctuary at the same site; and to the French Mission, which has conducted annual campaigns at Susa (Apollonia) since 1976. There has also been productive research into the minor towns.Perhaps the outstanding feature of the period under review, however, has been publication. No less than thirteen major site reports (see bibliography under Apollonia, Berenice, Cirene, Cyrene and Tocra), several works of synthesis (Goodchild 1971; Huskinson 1975; Rosenbaum and Ward-Perkins 1980; Stucchi 1975), collected papers (Goodchild 1976) and a profusion of shorter studies in journals, conference proceedings (Barker, Lloyd and Reynolds 1985; Gadallah 1971; Stucchi and Luni 1987) and exhibition publications (Missione Italiana 1987) have appeared — a very rich harvest. Many of course, had their genesis in earlier research, particularly during the fecund years of Richard Goodchild's controllership. Amongst much else, this saw Boardman and Hayes' exemplary Tocra project, which in its use of quantification, scientific analysis and other techniques anticipated later British and American work; the University of Michigan's extensive research at Apollonia; and the inauguration of the Italian Mission, under S. Stucchi, to Cyrene (Stucchi 1967), whose work on the architectural development, art and anastylosis of the city continues to make an outstanding contribution to our appreciation of Libya's archaeology and cultural heritage.

Résumé :
Abstract. The decision of the Max Planck Society (MPG) to get involved in the establishment of an incoherent scatter radar in northern Europe was intimately linked to the future of the Max Planck Institute for Aeronomy (MPAe) in Katlenburg-Lindau. Delegates of the MPG played an important role in defining the rules for participation in EISCAT during the period from 1973 to 1975. The "technical" period from 1976 to 1981 was mainly devoted to the development of the UHF transmitter and the klystrons. The latter encountered great difficulties, causing substantial delays. During the same period the ionospheric heating facility was established by MPAe at Ramfjordmoen, Norway. The period following the inauguration in August 1981 saw a great number of changes in the leading personnel. In this context much attention had to be given to taxation rules. Besides continuing hardware problems with the UHF radar, severe problems arose with design and manufacturing of the VHF klystrons, requiring changes of the contractor. However, by fall of 1983 the UHF radar was able to reach the intended operational level. In 1984 important steps were made for archiving and for proper exploitation of the EISCAT data.

Résumé :
The development of the PRC’s armed forces included three phases when their modernization was carried out through an active introduction of foreign weapons and technologies. The first and the last of these phases (from 1949 to 1961, and from 1992 till present) received wide attention in both Chinese and Western academic literature, whereas the second one — from 1978 to 1989 —when the PRC actively purchased weapons and technologies from the Western countries remains somewhat understudied. This paper is intended to partially fill this gap. The author examines the logic of the military-technical cooperation between the PRC and the United States in the context of complex interactions within the United States — the USSR — China strategic triangle in the last years of the Cold War. The first section covers early contacts between the PRC and the United States in the security field — from the visit of R. Nixon to China till the inauguration of R. Reagan. The author shows that during this period Washington clearly subordinated the US-Chinese cooperation to the development of the US-Soviet relations out of fear to damage the fragile process of detente. The second section focuses on the evolution of the R. Reagan administration’s approaches regarding arms sales to China in the context of a new round of the Cold War. The Soviet factor significantly influenced the development of the US-Chinese military-technical cooperation during that period, which for both parties acquired not only practical, but, most importantly, political importance. It was their mutual desire to undermine strategic positions of the USSR that allowed these two countries to overcome successfully tensions over the US arms sales to Taiwan. However, this dependence of the US-China military-technical cooperation on the Soviet factor had its downside. As the third section shows, with the Soviet threat fading away, the main incentives for the military-technical cooperation between the PRC and the United States also disappeared. As a result, after the Tiananmen Square protests, this cooperation completely ceased. Thus, the author concludes that the US arms sales to China from the very beginning were conditioned by the dynamics of the Soviet-American relations and Beijing’s willingness to play an active role in the policy of containment. In that regard, the very fact of the US arms sales to China was more important than its practical effect, i.e. this cooperation was of political nature, rather than military one.

Résumé :
Over a period of nearly one hundred years, Raul Lino (1879-1974) experienced the profound political, social and economic changes that marked the twentieth century in Portugal. Having been born during the Constitutional Monarchy (1822-1910), he lived through the First Republic (1910-1926), the Military Dictatorship (1926-1933), the Second Republic, or Estado Novo (New State, 1933-1974), and died shortly after the Carnation Revolution of 25 April 1974, at the dawning of the Third Republic. He was an architect who published prolifically in Portugal, having become known through his advocacy of the Campanha da casa Portuguesa (Portuguese House Campaign), which provoked a great deal of controversy. The debate peaked with the Polémica da casa Portuguesa (Polemic of the Portuguese house) at the Calouste Gulbenkian Foundation in 1970, after the inauguration of the retrospective exhibition on Raul Lino. He is less known for the quality of his transversal synthesis conceived between urbanism, architecture, the decorative arts, and its underlying affirmation of an idea of the city, which we conjecture from our analysis of his narrative. This analysis concentrates on eleven case studies that encompasses architectural projects, urbanistic plans and technical advice limited to the first half of the 20th century. The broad, cross-disciplinary position of Lino was defended in the same year as the First National Architecture Congress (1948), whose proposals ratified in Portugal the orthodoxy principles of modern architecture and urban planning for the new universal man-type, established in 1933 by the International Congresses of Modern Architecture (CIAM). Quoting Aristotle, Raul Lino conceived the city as the locus of happiness, shaping forms of consensus between tradition and modernity by means of an architecture at the scale of man and in proportion to his circumstance, consistently outlining a modern possibility of continuity.

Although Futurism and Dadaism are credited for their experiences with different forms of performance, only few art historians acknowledge Surrealism’s influence. Building on the work of RoseLee Goldberg and Adrian Henri, the purpose of this thesis is to shed light on Surrealism’s contribution to what is globally known as Performance Art. We reconstruct, study and analyze the ephemeral events organized by the surrealists for their international exhibitions that took place in Paris: the Acte manqué presented at the opening of the Exposition internationale du surréalisme (1938), Prière de toucher, a performative object created for Le Surréalisme en 1947, and Festin inaugural as well as the Exécution du testament du Marquis de Sade, both organized for the Exposition inteRnatiOnale du Surréalisme (E.R.O.S.) in 1959. After a detailed analysis of these events, we then discuss their possible links to Performance Art of the 1960s/1970s. Our aim is not to state that the experimentations of that time period are inherently surrealist, but – in order to show the importance of the surrealist ephemeral events – , we point out that some issues and questions that posed the French avant-garde group, images even, were mirrored in Performance Art of the 1960s/ 1970s

Résumé :
Counter-diasporic migration, or the return of diasporic descendants to an ancestral land, has become a noticeable global trend. This chapter troubles linear narratives of emigration and immigration by examining the re-migration of diasporic descendants. It focuses on Chinese diasporic descendants in Malaya, Indonesia, and Vietnam who were compelled to leave due to ethnic persecution between the years 1949 and 1979, a period that coincided with the inauguration of communist rule in China. The Chinese state resettled the refugees in state-owned farms and labeled them as “returnees,” legitimizing its reach toward the diaspora. But the social realities they experienced expose contestations over presumed kinship and co-ethnicity. After 1978 China’s diaspora strategizing shifted from privileging co-ethnicity to encouraging foreign investment and scientific skills transfer to benefit the country’s national development. This discussion foregrounds how citizenship formations in China were intimately connected to the experiences of the Chinese abroad and those who re-migrated to the ancestral land.

Résumé :
Efforts to modernize the agricultural sector and address the Farm Problem were ramped up in the early 1960s with the introduction of the Orientation Laws. In particular, the newly created Société d'aménagement foncier et d'établissement rural (SAFER) promised to improve upon remembrement and make it easier for farmers to improve their holdings. This organization, however, proved to be highly controversial and many farmers argued that the SAFER was abusing its power to intervene in the real estate market. Both major farm unions, the Fédération nationale des syndicats d'exploitants agricoles (FNSEA) and the Centre national des jeunes agriculteurs (CNJA), joined the fray, alternatively defending and challenging the power of the SAFER. The inauguration of the European Economic Community heightened these tensions as foreign member-state buyers entered the French market in farmland, driving up prices and threatening French sovereignty.

Résumé :
Abstract According to his Biographer, Clinton’s 1978 inauguration as governor of Arkansas “had the aura of a generational rite.” His friends from around the country traveled to Little Rock to watch one of their own, “the first in their class,” reach political prominence, and at such a young age. The shaggy-haired governor brought with him the idealism and the expectations of his generation. “Bill started his two-year term with the energy of a racehorse exploding from the gate,” recalled Hillary. “He had made dozens of campaign promises, and he started fulfilling them in his first days in office.” When he took office, Arkansas ranked last in the nation in state per capita spending on education. Believing that the state could no longer depend on agriculture for its survival, Clinton proposed a massive overhaul of the education system, including large increases in teacher pay and a mandatory testing program. He expanded the role of the Department of Economic Development in an effort to recruit new business to the state and keep those that were already there. He tackled a host of other problems as well. In an effort to improve Arkansas roads and highways, he increased taxes on registration fees on cars and pickups. He attacked fraud in the welfare system, reformed the food stamp program, and developed aggressive energy conservation measures.

Résumé :
This chapter traces the development of the Nixon administration’s foreign policy structure, early back-channel overtures to the Soviets, the evolution of bureaucratic rivalries within the administration, and the early development of the Channel between Kissinger and Dobrynin. In a vicious and destructive cycle, leaks by officials of highly classified documents deepened Nixon’s longtime hatred of the press, exacerbated his fears, and reaffirmed the use of back channels to shelter sensitive negotiations. Before his narrow victory in the November 1968 election, Nixon used two back channels to message the Soviets. The first overture and the closest precedent to the Kissinger-Dobrynin channel developed during the presidential campaign and went active immediately after the election, when Nixon dispatched his longtime aide and personal friend Robert Ellsworth to make contact with Ambassador Dobrynin and Soviet chargé d’affaires Yuri Tcherniakov. The second channel, between Kissinger and a KGB intelligence officer, Boris Sedov, functioned informally during the presidential campaign and petered out shortly after Nixon’s inauguration.

Résumé :
This chapter explores Jewish consultants after the Second World War. In the years immediately after the Second World War, there was a shortage of places in British medical schools, and in the intense competition for admission between recent school-leavers and returning soldiers, priority was given to those who could show evidence of military service. As a result, there were instances of prejudice being shown against Jewish applicants and refugees, some of whom were of Jewish origin. Meanwhile, because of the shortage of consultants at the inauguration of the National Health Service in 1948, hospitals had to employ a large number of refugee doctors, many of whom were specialists. While the post-war period saw an expansion of the number of Jewish doctors practising in London, the increase over the late 1930s was not dramatic. Following the Race Relations Acts of 1965, 1968, and 1976, a more tolerant climate of opinion gradually evolved which assisted Jews and others when they applied for medical scholarships and appointments as specialists. The chapter then examines how the new machinery set up for the selection of senior hospital staff enhanced the opportunities for Jewish candidates to make successful applications.

Résumé :
The Tehran Museum of Contemporary Art (TMoCA) is an art museum located next to Laleh Park, in Tehran, Iran. The museum houses a large collection of modern and contemporary Iranian art, as well as one of the most valued collections of modern Western art outside Europe and North America, mostly dating from the late nineteenth to the mid-twentieth century. In 1977, having purchased large quantities of art during Iran’s 1970s oil boom, the European-educated Iranian Empress Farah Pahlavi inaugurated TMoCA. The Iranian architect Kamran Diba designed the museum, incorporating elements of traditional Persian architecture into a structure that many consider to be a piece of contemporary art itself. The inauguration of TMoCA prior to the 1979 Iranian Revolution exemplified Mohammad Reza Pahlavi’s secular monarchy and symbolised a common bond between Iran and the West.

Résumé :
This chapter focuses on more works of Barber that are dedicated to significant people, places, or events. Wondrous Love was written for the inauguration of the new organ at the Christ Episcopal Church in Grosse Pointe, Michigan. A piano piece, Nocturne, “an homage to John Field,” was premiered by John Browning; infused with elements of Chopin and Debussy, the piece more aptly displays Barber’s own melodic penchants. The chapter also describes Barber’s collaboration with his close friend and former lover Menotti, founder of the Festival dei due Mondi in Spoleto, Italy, for which the couple produced the short opera A Hand of Bridge. The gift of an organ to the Philadelphia Orchestra from Mary Curtis Bok Zimbalist led Barber to create Toccata Festiva, premiered by Paul Callaway. And finally, Die Natali, for a full orchestra, dedicated to Serge and Natalie Koussevitzky, using Christmas carols as thematic material for an ingenious fabric of harmonically colored contrapuntal variations, was performed by the Boston Symphony under Charles Munch and later by the Philadelphia Orchestra conducted by Eugene Ormandy, representing some reconciliation of what had been an uneasy relationship.
