---------- Twenty years since it was opened for signature, the Oviedo Convention needs updating. It does not deal with the issue of the donor-conceived children’s right to know the identity of the gamete donors. The European Court of Human Rights has recently stated that: a) the right to know one’s biological background is protected by article 8 of the Convention on Human Rights; b) such a right must be balanced with the biological mother’s right to anonymity (anonymous birth). In order to find such balancing, a possible solution might be to require judges to summon mothers to ask them whether they would like to reverse their decision to be anonymous. If the mother reaffirms her intention to remain unknown, the court may not allow the child to learn of her identity and contact her. The authors also analyze two other issues not taken into account by the European Court: a) the balancing between the right to know one’s origins and the gamete donors’ right to anonymity; b) whether the donor-conceived children’s right to know would make it mandatory for legal parents to disclose conception procedures. These problems and the importance of the interests at stake induce the authors to argue that the choice to keep using the above mentioned article 8 as yardstick is far from ideal. It appears to be far preferable to deal with these issues while updating the Oviedo Convention or in such a way as to incentivize the enactment of legislation that would be uniform throughout the European Union.

This aim was consistent with the europeanist attitude of the EEC officers in charge of the information policy. The article analyses successes and failures of the EC information policy in its early stage.

In this paper the authors analyse the concept of European identity and reach the conclusion that it has not been unambiguously defined. Through a policy of multilingualism, the European Union strives to preserve language diversity in Europe.

Abstract This article examines what types of cross-border interactions promote a stronger sense of European identity than national identity. Firstly, using data from the Eurobarometer survey a typology of cross-border practices is constructed and associated with different levels of European identity. Secondly, a qualitative study evaluates the life course of 36 individuals involved in a European binational relationship. Both interactions within and outside Europe are assessed. The findings show that three types of interactions might promote a strong identification as European: Intra-European integrative interactions, involving a certain level of integration into the host society (in economic, educational and social systems) and associated with long-term stays; Multicultural interactions, involving a setting of shared activities and cooperation between individuals of several European nationalities; and Outside Europe interactions, that put Europe at perspective between the “we” and the “others”. On the other hand, the effect of Non-Integrative (sojourns) and short-term stays might be negligible.

Résumé :
Multiple crises are endangering the project of European integration, increasingly threatening social cohesion in Europe. Countering these dangers is necessary for the persistence of the European project. While international cooperation continues, it regularly remains in the sphere of political institutions, and interpersonal contact and exchange across Europe is often reserved for socio-economic elites. This conceptual paper argues that football, as a highly Europeanised mass leisure activity with fandom from socially diverse audiences all over Europe, has a strong potential to supplement existing exchange and cooperation, thus strengthening social cohesion in Europe. Based on a secondary analysis of the existing literature, the central concepts of football, (European) identity, and social cohesion are discussed, and their causalities and potential effects are described. A draft research strategy is outlined to analyse concrete football-based European stimuli, European expressions of fandom, and international practices of exchange. We conclude that football leads to the emergence of European identities among fans by exposing them to Europe and strengthens social cohesion through the establishment of international social relations utilised for reciprocal cooperation and action. Football could further be used as a blueprint for similarly Europeanised cultural phenomena, and the outlined research agenda adjusted accordingly to examine them.

Abstract: This article aims to establish the correlation between the Euro and the construction of a European identity as a two-way process, in which both sides influence each other, and to analyze the role of the common currency as an identity symbol in two different years: in 2002, just after the start of the circulation of the Euro; and in 2014, when it is still possible to note the effects of the 2008 crisis and the extension of the monetary union to Eastern Europe. Firstly, a brief theoretical framework about the study of the European integration highlighting the importance of the identity question to better understand the process as a whole will be exposed. Secondly, some characteristics of the European identity construction based on the results of studies on the subject, specially focusing on the research coordinated by Thomas Risse, will be listed. Thirdly, the background of the construction process of the Economic and Monetary Union culminating with the introduction of the Euro will be presented, and a comparative analysis based on data from Eurobarometer opinion surveys on perceptions of the common currency in 2002 and 2014 will be carried out, highlighting the contexts of each year. Finally, some concluding comments will be appointed on the Euro as an identity symbol of the European Union.Key words: European identity, Euro, European Union.

We analyze the impact of intermarriage, and transnational social relations and experiences on the emergence of European identity. According to the structuralist theory of identification, European social relations, with European intermarriage as an especially important relation, and experiences should explain European identifications. Our analysis is based on a survey in Zurich, Switzerland, providing a broad array of data that allow testing the impact of a European partner on European identification for Swiss and how transnational social relations and experiences contribute to both Swiss and non-Swiss feeling European. Overall, we find that a partner from another European country (for Swiss natives) and transnational social relations and experiences have an important role in explaining European identification. The most important differences are between Swiss and EU citizens living in Switzerland where, for the latter, the meaning of Europe is differently constructed. Specifically, EU citizens see less conflict between national and European identification.

The European Commission aims to understand the extent of which European citizens feel that they belong to the EU, assume their European identity and think of themselves not only as national citizens but also as citizens of Europe. Using data from the European Commission’s Eurobarometer Surveys to proxy European identity and multinomial logistic regressions, this paper examines whether the transfer of resources to subnational tiers of government (i.e. fiscal decentralisation) and/or the transfer of powers to subnational tiers of government (i.e. political decentralisation) influence a European sense of belonging in comparison with national belonging. The results show that fiscal decentralisation is a powerful promoter of European identity, while there is no strong evidence that political decentralisation has reinforced it. Moreover, men, middle-aged people, highly educated people, single and people who are very satisfied with their life feel more European than others.

Résumé :
How are identities constructed in discourse? How are national and European identities tied to language and communication? And what role does power have – power in discourse, over discourse and of discourse? This paper seeks to identify and analyse processes of identity construction within Europe and at its boundaries, particularly the diversity of sources and forms of expression in several genres and contexts. It draws on media debates on Austrian versus Standard High German, on focus group discussions with migrants in eight European countries and on public and political debates on citizenship in the European Union which screen newly installed language tests. The analysis of different genres and publics all illustrate the complexity of national and transnational identity constructions in a globalised world. What is experienced as European or as outside of Europe is the result of multiple activities, some of them consciously planned in the sense of political, economic or cultural intervention, others more hidden, indirect, in the background. Such developments are contradictory rather than harmonious, proceeding in ‘loops’ and partial regressions (rather than in a linear, uni-directional or teleological way). Thus, an interdisciplinary approach suggests itself which accounts for diverse context-dependent discursive and social practices.

This article analyzes the phenomenon of the emergence of a new pan-European political «Identity and Democracy» in the political arena of Europe. Its predecessor was the European party the «Movement for a Europe of Nations and Freedoms», MENF was formed in 2015 by a number of nationalist and far-right parties from EU member states, and the group «Europe of Nations and Freedoms» in the European Parliament, which emerged in 2015, as a result of the merger of MEPs from the «Freedom» parties from Austria and the Netherlands, «Flemish interest», Belgium, «Northern League», Italy, «Congress of the New Right», Poland and «National Front», France. In 2019, the pan-European party «Identity and Democracy» was created, which is characterized by a commitment to nationalist values and a radically Eurosceptic view of the EU’s development prospects. The Arab diaspora, comprising Arab immigrants and their descendants, currently represents the highest percentage of Arabs living in Europe. They are Arabs and Europeans, but they are unlike the Arabs who were born in the Arab world and unlike the Europeans who inherited their European origins and culture from father to son. The difference between these European Arabs and other Europeans often makes them experience a state of cultural detachment, as well as crises of their education, identity and citizenship. This article is a modest attempt to examine this phenomenon whilst highlighting the obstacles facing European Arabs and to propose some solutions. Furthermore, it is a call to draw attention to the European Arabs who have played a successful role in their communities and to utilize them in raising awareness of Arab issues and rectifying the image of Arabs in Europe with the aim of supporting Euro-Arab dialogue and cooperation.

Turkey is one of the most important countries for the EU because it has a strategic position in Western Europe, Eastern Europe, and even the Middle East. The good relationship between Turkey and the EU is based on history such as war, diplomacy, trade, art, cuisine, to culture. For centuries, the relationship between the two marked the deep economic, cultural, artistic, and social cooperation between the Ottoman Empire and the European powers of the fifteenth to the seventeenth centuries. At the same time, conflict and competition create an identity perception among EU countries towards Turkey. The current landscape of Europe requires an urgent reflection on whether a European identity exists or not, and on the consequences the answers to this question may hold. For two years, we members of the Research Group on critical issues of contemporary international society of the Faculty of Law of the International University of Catalonia, together with a number of professors from other Spanish and international universities, have attempted to provide answers to these questions. This special issue of Cuadernos Europeos de Deusto is the result of this research project. We have approached the topic from a multidisciplinary perspective, and more specifically Philosophy, History and Law. In particular, we have focused on the roots and scope of the European identity, which, once determined, can shed light on the relations between people and groups of different races, religions, cultures, etc. in Europe. Several of the authors have addressed the issue of human rights, a key element of that European identity.Published online: 27 February 2019

The paper is aiming to answer such questions, where does the development of a new common European identity stand, which countries or regions show stronger or weaker European identification inside the EU, how this has changed over the past decades in the process of enlargement of Europe, what could be the value content of the new common identity, and how this will affect to the traditional national attachment and identity. More narrowly, the question is what changes have happened in Hungary in the public attitudes to Europe since the mid-90s and does the process of accession has an effect or not on the traditional Hungarian national identity. The empirical foundation of our study is the international comparative empirical research series of the International Social Survey Programme (ISSP), in the years 1995 and 2003 aiming to reconstruct the stock of knowledge of national and European identities in the member states. This study uses temporal and spatial comparison to consider national connectedness and the characteristics of European identity in various countries across Europe. Based on this data in our paper we make an effort to explore what characterizes national identity in Europe, how people see foreigners and domestic minorities, whether we can identify the development of a transnational or supranational identity that goes beyond national identity, and if there is a new frame of identification for people in Europe, what extent we can expect increasing conflicts in the relation of the two types of identity.

Résumé :
It seems realistic that one of the long-term preconditions of European integration is the strengthening of European identity. Otherwise, it might happen that a growing split occurs between the elites and the population in the question of integration. In the Western European countries the concepts of Europe and the EU frequently coincide, while in the Eastern European countries Europe has primarily cultural-historical connotations and the EU embodies economic development and welfare. In an international comparison, European identity was stronger in the newly joining countries, but in some of them (i.e. in Hungary and Estonia) the national identity was among the strongest as well. The current study is based on a Hungarian representative survey carried out in 2003 - that is before Hungary joined the European Union. We supposed that class positions, the availability of material, cultural and social resources strongly influence European identity. We examined two aspects of identity, a symbolic and a pragmatic one. The symbolic identity was measured by questions addressing national vs. supra- and sub-national belonging, while pragmatic identity was approached by a question addressing the fair redistribution of taxes among the different levels. We could compare these dimensions and investigate the possible reasons for inconsistencies. .

This article empirically explores the impact of symbols of European integration and good or bad news about Europe on individuals’ European identity. The analysis is based on a distinction between civic and cultural components of identity, which enables testing of the model in a way that could not be done with existing survey instruments. The model depicts these two components as conceptually and empirically distinct and responding differently to various cues in the environment. The findings showthat many respondents identify with Europe and the EU, mostly in civic terms, and explain how citizens and institutions interact to nurture identities. They show the strong impact of symbols and news on European identity. Other findings include the predominant effect of symbols on cultural identity and news on civic identity. The results have profound implications for our understanding of European integration, political behavior, and minority integration in multicultural societies.

Cultural Europeanism is a variant of the process of European integration attested within the framework of the Cold War. It will be mostly anti-communist, although it will couch elements favouring West-East dialogue. The governments will promote an intergovernmental model based on multilateral cooperation and national identity, and put into practice in institutions such as the Western Union or the Council of Europe. Non-governmental organizations, such as the European Movement, will be committed to a more transnational model based on the affirmation and promotion of the idea of Europe through institutions such as the College of Europe, the European Centre for Culture or the European Cultural Foundation. Within cultural Europeanism, networks of secondary institutionalization, such as educational seminars, ended up having as much or more impact than the primary entities from which they emerged.

Abstract This article aims to examine the association between the representations of Europe and the level of European identification. Using a qualitative methodology, 36 Europeans, from the Free Movement Area, were interviewed from a life course perspective. The findings support the thesis that representations of Europe are a factor to explain European identification. Individuals that show a higher level of identification tend to see a similar European culture and/or to associate Europe with a set of Civic values (human rights, freedom, non-violence). When individuals tend to emphasise cultural diversity (multiculturalism) and/or the instrumental features associated with the EU project (the free movement) they tend to show a weaker identification. Thus, a typology with six types of Europeans is proposed: Transcendent, Symbolic-Stateless, Affective, Floating, Citizen, and Associative.

This article argues that the symbolic borders of Europe and the existence of external Others have been at times more important than Europe's center or its actual physical boundaries, especially during the first decades after the foundation of the European Communities. Analyzing textual and visual sources taken from some ninety French, Italian, and German history textbooks published between 1950 and 2005, the various sequences in which European integration has been constructed are highlighted. Communism, the first external Other, provided the first minimum common denominator for a nascent political Europe. It was not until the end of the Cold War that a projection of a distinct European identity appeared. Nevertheless, the role of new external Other(s) remains important for the evolution of the discourse of a European identity. This article draws attention to the Others, seeking to embed the Others' perspective in narratives of Europe.

Résumé :
In this paper, an argument is developed in favour of further integration of “Europe” and, most importantly, its increased “politicization”. It is not based on any romantic or idealistic vision of a positive European cultural identity, but on an assessment of Europe's reality as already integrated economically, socially and ecologically, however lagging behind politically in terms of democratic government and citizenship. The seemingly endless discussions about Europe's identity, limit, unity, civilization, etc. are not a problem that is yet to be solved, but are, precisely, the core of what makes Europe what it is: a plurality in unity instead of a “unity in plurality”, as one of the official slogans of the European Union (EU) has it. Current social, economic and environmental problems require European solutions as well as a more active European citizenship. However, European civil identity that is to match European societal reality, will not be a unitary and homogeneous identity, but heterogeneous and diverse, covering a plurality of perceptions, preferences and ideals ‐ it will be plural, not as a first step towards unity, but in its core; and it will be divided, but not along national lines.

Abstract The following study discusses Europe’s identity focussing upon questions such as how Europa’s destiny-the next of kin from Greek mythology-has influenced that of the continent, the relationship between Europe and its nations or Europe’s role in the world. According to French anthropologist Annick de Souzenelle. there is a lunar, that is female and a solar, that is a male side to both Europa and Europe but whereas the mythical figure failed to find and integrate the opposite within herself, Europe does still have the opportunity to discover its solar aspects and reach unity within itself and the world as a whole. Apart from the theory the present paper also tries to give examples from different fields of study such as politics, philosophy and literature, which shall underline Europe’s fe/male identity and role. e. g. Résumé :
Philosophers in Central Europe are highly dependent on the Western European tradition of philosophy, while politicians in the region tend to use arguments that are often foreign to the ones used in Western Europe. The philosophical tradition of Central Europe is dependent on Western European tradition – it would be impossible to speak about any kind of distinct regional philosophical paradigm. The situation with political self‑understanding in the region is very different. The politicians in the region are aware of the various differences between the two cultural and political traditions. Today these differences have become especially clear in various disagreements between politicians from the Visegrád Group and their colleagues in Western Europe. Politicians from Central Europe propose their own understanding of the meaning of Western civilization. This phenomenon can be described as a new political Messianism. The old Messianims of the 19th century today are being replaced by new consciousness of the specific mission of the region. Conservative politicians propose an understanding of the region which is based on cultural differences from Western Europe. Various conceptions about the singular identity of the region that were developed in the ninth decade of the 20th century by Czesław Miłosz, Milan Kundera and György Konràd today are gaining a new political significance.

Developing Europe means, first of all, creating a pervasive feeling of European citizenship, and creating a sense of belonging to a community in all countries of the European Union. This paper focuses on extracting Italian students’ socio-psychological dimension with respect to their perception and feelings regarding European citizenship, and their knowledge of the most relevant rights. The study involves Italian students aged between 18 and 25. A hybrid methodology has been adopted, combining: data extracted from a questionnaire; text from the photo-stories; images of the photo-stories and interviews. The results underline that young people have a sense of belonging to the European community, with the same rights and benefits. Moreover, there is the need to have the same feeling of European citizenship everywhere in Europe. The request for a stronger and more active citizens’ involvement also emerged from the study.

The Russian invasion of Ukraine in February 2022 was a rupture point in European politics of a kind not seen since the collapse of the USSR in 1991. The effects on the human, military, energy and environmental security of Central and Eastern Europe have been dramatic, but ideational factors are proving to be as significant as material ones. Conflicting understandings of shared history are shaping the course of the war in Ukraine and its effects on the rest of Europe, underscoring the status of Russia as the other against which European societies construct their identity. As a result, in the rest of Europe as well as in Ukraine itself, Ukrainian identity is now increasingly seen as European, and European identity is understood to include Ukraine. At the same time, a collective focus on this reshaping of identity is muting some of the most urgent questions about the limits of European liberalism and democracy.

Identity and memory are two indispensable keywords of society and culture when we deal with Eastern and Central Europe in terms of their modernity and its predicaments. Put in the context of politics and literature, they allow a point of departure in a study of yet another Europe, that is, Eastern Europe on the mental map of Western Europe. They serve as an important trajectory in the history of consciousness of a significant part of Europe that has yet to be tackled, grasped, and appreciated by the political, academic, and educational mainstream of Western Europe with its innumerable clichés and stereotypes over Eastern and Central Europe. No theoretical or empirical analysis would match the depths and originality of exploration of this issue which we encounter in the essayistic writings and fiction of two major Central European writers – namely, Czesław Miłosz and Milan Kundera. This study in the history of consciousness and also in politics and literature offers an interpretive framework for a European scholarly debate on Eastern and Central European sensibilities.
