In order to protect human lives and infrastructure, as well as to minimize the risk of damage, it is important to predict and respond to natural disasters in advance. However, currently, the standardized disaster response system in South Korea still needs further advancement, and the response phase systems need to be improved to ensure that they are properly equipped to cope with natural disasters. Existing studies on intelligent disaster management systems (IDSSs) in South Korea have focused only on storms, floods, and earthquakes, and they have not used past data. This research proposes a new conceptual framework of an IDSS for disaster management, with particular attention paid to wildfires and cold/heat waves. The IDSS uses big data collected from open application programming interface (API) and artificial intelligence (AI) algorithms to help decision-makers make faster and more accurate decisions. In addition, a simple example of the use of a convolutional neural network (CNN) to detect fire in surveillance video has been developed, which can be used for automatic fire detection and provide an appropriate response. The system will also consider connecting to open source intelligence (OSINT) to identify vulnerabilities, mitigate risks, and develop more robust security policies than those currently in place to prevent cyber-attacks.

In the near future, the integration of manned and unmanned aerial vehicles into the common airspace will proceed. The changes taking place mean that the safety of light aircraft, ultralight aircraft and unmanned air vehicles (UAV) will become an increasing problem. The IDAAS project (Intruder Detection And collision Avoidance System) meets the new challenges as it aims to produce technically advanced detection and collision avoidance systems for light and unmanned aerial vehicles. The work discusses selected elements of research and practical tests of the intruder detection vision system, which is part the of IDAAS project. At the outset, the current formal requirements related to the necessity of installing anticollision systems on aircraft are presented. The concept of the IDAAS system and the structure of algorithms related to image processing are also discussed. The main part of the work presents the methodology developed for the needs of dedicated flight tests, its implementation and the results obtained. The initial tests of the IDAAS system carried out on an ultralight aircraft generally indicate the possibility of the effective detection of intruders in the airspace with the use of vision methods, although they also indicated the existence of conditions in which this detection may prove difficult or even impossible.

Résumé :
This article summarizes reviews regarding the evolution of intelligent decision-support systems (IDSS). After doing an extensive literature survey, it was apparent that the theoretical foundation of IDSS has not undergone much improvement. The emergence and development of Artificial General Intelligence (AGI) provides a new theoretical perspective for constructing and developing IDSS. An AGI project, Non-Axiomatic Reasoning System (NARS), is built into the framework of a unified reasoning system, with a logic, Non-Axiomatic Logic (NAL). In this paper, we propose a formal model with unified planning, learning and uncertainty representation capabilities using NAL. We have developed a prototype decision-support system for urban fire-fighting within this framework, and obtained results demonstrating that this method can provide an effective way for intelligent decision-support systems.

In the last six decades, many advances have been made in the field of artificial intelligence (AI). Bearing in mind that AI technologies are influencing societies and political systems differently, it can be useful to understand what are the common issues between similar states in the European Union and how these political systems can collaborate with each other, seeking synergies, finding opportunities and saving costs. Therefore, we carried out an exploratory research among similar states of the European Union, in terms of scientific research in areas of AI technologies, namely: Portugal, Greece, Austria, Belgium and Sweden. A key finding of this research is that intelligent decision support systems (IDSS) are essential for the political decision-making process, since politics normally deals with complex and multifaceted decisions, which involve trade-offs between different stakeholders. As public health is becoming increasingly relevant in the field of the European Union, the IDSSs can provide relevant contributions, as it may allow sharing critical information and assist in the political decision-making process, especially in response to crisis situations.

In this paper, we first study the covergence performance of relaxatio-based algorithms for linear integral differential-algebraic equations (IDAEs), then a parallel decoupling technique to speed up the convergence of the relaxation-based algorithms is derived. This novel technique is suitable for implementation of parallel processing for complicated systems of IDAEs. Factors taking effect on the performance of parallel processing are discussed in detail. Large numerical examples running on a network of IBM RS/6000 SP2 system are given to illustrate how judicious partitionings of matrices can help improve convergence in parallel processing.

We developed a holistic intelligent decision-support system (IDSS) to provide decision-support for all steps in planning, managing and optimizing water quality monitoring programs (WQMPs). The IDSS is connected to a previously developed database, EnkiTM. The IDSS integrates tacit and explicit knowledge on WQMPs to standardize decision making and to make decisions transparent and transferable. The optimization features of the IDSS were tested on a lake and a river WQMP from two case studies in Canada. We illustrate how the IDSS provides decision support to understanding the underlying rationale of the existing WQMPs, validating and storing data, selecting optimization procedures proposed in the literature, applying the optimization procedures and finalizing the optimization procedure. We demonstrated that the IDSS/EnkiTM is necessary to take and document decisions during all phases of a WQMP to obtain a clear idea of when and why changes are made and determine actionable tasks in the optimization process.

The emergence of mobile computing environments brings out various changes in the requirements and applications involving distributed data and has made the traditional Intelligent Decision Support System (IDSS) architectures based on the client/server model ineffective in mobile computing environments. This paper discusses the deficiencies of the current IDSS architectures based on data warehouse, on-line analysis processing (OLAP), model base (MB) and knowledge based (KB) technologies. By adopting the agent technology, the paper extends the IDSS system architecture to the Mobile Decision Support System (MDSS) architecture. The logical structure and the application architecture of the MDSS and the mechanisms and implementation strategies of the User Access Agent System, a major component of the MDSS, are described in this paper.

To help transportation planners, the Federal Highway Administration (FHWA) has recently sponsored the development of a sketch planning analysis tool for estimating the benefits and costs of intelligence transportation system (ITS) deployment. Called the ITS Deployment Analysis System (IDAS), the tool was developed by Cambridge Systematics for FHWA and operates as a postprocessor to traditional planning models that are based on the four-step planning process. IDAS was used to predict the likely benefits of deploying ITS in Chittenden County, Vermont, a medium-sized region in northwestern Vermont, to gain insight into IDAS’ applicability in evaluating ITS benefits. A sensitivity analysis was also conducted to assess the sensitivity of IDAS’ results to the choice of values of some of the model’s parameters. The sensitivity analysis demonstrates that some of the model’s parameters tend to have a more significant impact on the results than others. Finally, the results indicate that, for medium-sized areas similar to Chittenden County, coordination of signals along major arterials and transit projects for automatic vehicle location and scheduling appear to be more cost-effective than freeway and incident management systems.

Key components of current cybersecurity methods are the Intrusion Detection Systems (IDSs), where different techniques and architectures are applied to detect intrusions. IDSs can be based either on cross-checking monitored events with a database of known intrusion experiences, known as signature-based, or on learning the normal behavior of the system and reporting whether anomalous events occur, named anomaly-based. This work is dedicated to the application of IDS to the Internet of Things (IoT) networks, where also edge computing is used to support IDS implementation. Specific attention is given to IDSs which leverage device classification at the edge. New challenges that arise when deploying an IDS in an edge scenario are identified and remedies are proposed.

The Image Data Automated Processing System (IDAPS), used by the 96th Communications Group, Test and Analysis Division at Eglin AFB, has proven to be a valuable tool for evaluating flight releases of fuel tanks, bombs, missiles, and other stores. The legacy VMS-based system can digitize 16mm or 35mm film and superimpose a computer-generated model over the store, allowing the user to calculate a 6DOF trajectory. This paper describes upgrades to the system, including re-hosting from a VMS/Alpha VME rack-based system to a Linux-based PC system and adding color image capability, increased image resolution, image enhancement, and CADbased modeling of stores.

This thesis proposes intelligent decision support System in diabetes eHealth care in order to improve the quality of life of Diabetes patients. Diabetes is one of the chronic diseases that can cause the serious health complication. Patients of diabetes especially elder people need more care than others as well as regularity in medicine. Only patients themselves or doctors cannot provide the care that patient needs. To improve the quality of daily life of patient a team of care providers work together. This thesis covers the different fields of intelligent decision support system for the diabetes type2 patients. The proposed intelligent decision support system is 24-hours accessible for the patients and care providers. The system stores the patients’ information and gives them optimal advices according to their condition entered by them. It also provides adequate and detail information about the patient to the health-care providers that help them to take an optimal decision about the patients. If system analyzes any alarming condition of the patient, it generates automatic alarming message for the health-care providers to help the patients. We validate our study by conducting interviews with diabetes health-care providers and perform questionnaires filled from diabetes type2 patients.

This study has developed a comprehensive integrated research model to determine the impacts of KM on the effectiveness of IDSS and on the quality of decisions that are made using IDSS. Partial least squares (PLS)-based structural equation modelling is employed to test the theoretical model. Results suggest that the use of KM techniques can enhance a bank’s performance if intelligent tools are integrated with the decision support system and appropriately utilized to improve decision quality.

The development and qualification of personnel and cargo aerial delivery parachute systems present unique challenges to the instrumentation and data analysis engineers. Some of the areas that must be addressed include: a) system must be low in cost, b) system often has to be operated on ranges that have limited telemetry or other range instrumentation and support (i.e. commercial skydiving centers), c) system is often rigged and operated by parachute support personnel and test jumpers rather than instrumentation engineers, and d) system must be able to be reconfigured in the field to support a variety of test card requirements during a typical test day, e) data must be available for review and the system be prepared for the next test within a few minutes of parachute recovery, and f) system must withstand ground impact velocities as high as 50 ft/sec (15.24 m/sec) without damage. This paper describes such a system as it is being used for the development and qualification testing of a number of parachute systems for sport skydiving, military personnel, as well as cargo parachute systems. This modular system has been developed as a result of previous experience in other parachute development and qualification projects to address the need for a flexible Data Acquisition System (DAS) system that meets the above requirements. This paper describes some of the tools used to meet these requirements.

Intrusion Detection Systems (IDS) tools are deployed within networks to monitor data that is transmitted to particular destinations such as MySQL,Oracle databases or log files. The data is normally dumped to these destinations without a forensic standard structure. When digital evidence is needed, forensic specialists are required to analyse a very large volume of data. Even though forensic tools can be utilised, most of this process has to be done manually, consuming time and resources. In this research, we aim to address this issue by combining several existing tools to archive the original IDS data into a new container (Digital Evidence Bag) that has a structure based upon standard forensic processes. The aim is to develop a method to improve the current IDS database function in a forensic manner. This database will be optimised for future, forensic, analysis. Since evidence validity is always an issue, a secondary aim of this research is to develop a new monitoring scheme. This is to provide the necessary evidence to prove that an attacker had surveyed the network prior to the attack. To achieve this, we will set up a network that will be monitored by multiple IDSs. Open source tools will be used to carry input validation attacks into the network including SQL injection. We will design a new tool to obtain the original data in order to store it within the proposed DEB. This tool will collect the data from several databases of the different IDSs. We will assume that the IDS will not have been compromised.

The rate of injury and death inadvertently caused by medical treatment is too high and exacts enormous human and financial costs. Each year in Britain and the United States alone, hundreds of thousands of patients are injured, ten of thousands are killed and billions of dollars are spent on additional health care due to iatrogenic harm. Health care organisations remain predominately human-centred in their approach to safety-that is, methods of avoiding error rely primarily on the resolve and vigilance of individual clinicians to avoid bad outcomes. However, this approach is becoming increasingly inadequate in the face of the steadily rising complexity of modern health care and the increasing number of procedures carried out each year. In other high-reliability organisations such as aviation and nuclear power generation, safety results not from the sheer effort of “operators”, but from in-depth analysis of problems and the removal and redesign of dangerous aspects of systems-the so-called systems approach. Here I present an evaluation of the integrated drug administration system (IDAS) as an example of the systems approach, intended to reorganise the way in which anaesthetists give drugs to improve performance and facilitate safe practice. The problem of drug error in anaesthesia is an important subset of iatrogenic harm in medicine. From the prospective study of 10806 conventional anaesthetics I define the rate of drug error in anaesthesia as one error in every 133 anaesthetics conducted-a rate five times higher than anything previously reported. In addition, anaesthetists rated the risk of harming a patient through drug error in the course of their career as high. I discuss the principles of safe system design, the psychology of error, and advanced systems safety concepts with respect to the design of the IDAS and the future of safety in medicine. In clinical use, the IDAS saved time before and during anaesthesia, and was rated by anaesthetists as significantly safer and more useable than conventional methods of drug administration. This work supports the hypothesis that error in anaesthesia can be reduced through the systematic analysis of its causes and the implementation of appropriate countermeasure strategies.

Il compito principale della patologia forense è quello di documentare, analizzare e interpretare i risultati scientifici in funzione delle richieste della legge riguardo solitamente cause, mezzi ed epoca della morte di un individuo. Per questo scopo, i principali aspetti da valutare nel corso dell’esame autoptico sono l’attenta descrizione delle lesioni, del loro numero e della loro sede, la causa e le modalità della morte, la vitalità delle lesioni subite, al fine di ottenere ricostruzioni forensi basate sull'evidenza. La scienza forense ha subito cambiamenti rivoluzionari in diversi campi, come la genetica, i metodi di indagine sulla scena del crimine e la tossicologia. La patologia forense, invece, utilizza ancora i metodi introdotti secoli fa, come la dissezione del cadavere, l'esame degli organi, e la descrizione orale con documentazione scritta dei risultati ottenuti. I principali strumenti utilizzati sono bisturi, descrizioni verbali e fotografie. In tempi recenti, in tutto il mondo è cresciuto l'interesse per la possibilità di utilizzo di indagini strumentali quali la TAC in aggiunta o alternativa alla autopsia classica. L'obiettivo di questo progetto di dottorato è stato quello di determinare, attraverso una revisione sistematica della letteratura, la correlazione tra i dati ottenuti dall’autopsia classica e dati ottenuti mediante autopsia digitale. Inoltre, il progetto ha cercato di verificare la validità di un software di ricostruzione 3D di immagini TAC su 25 autopsie giudiziarie effettuate presso l'Istituto di Medicina Legale dell'Università degli Studi di Verona.
The main task of forensic investigation is to document, to analyze and to interpret scientific findings in a comprehensible way for the court. In forensic medicine, the expertise of forensic examiners is needed to understand and interpret the medically related scientific parts of an investigation. The main aspects to be assessed in examinations of the deceased are the cause and manner of death, the vitality of suffered injuries in order to get evidence-based forensic reconstructions. Forensic science has experienced revolutionary changes in different fields, such as genetics, crime scene investigation methods, and toxicology. Forensic pathology, by contrast, still utilizes the time-old, evidence-based methods introduced centuries ago, such as the dissection of the corpse, the organ examination, and the oral description with written documentation of the findings obtained. The main tools used are scalpels, verbal descriptions and photographs. In recent times, interest has grown across the world into the possibility of the use of multi detector computed tomography (CT) as an adjunct or alternative to the invasive autopsy. The aim of this PhD project was to determine, through a systematic review of the literature, the most up-to-date consensus in terms of correlation between data obtained by classic autopsy and data obtained by means of digital autopsy. Moreover, the project sought to verify the validity of a 3D reconstruction software of CT images, applied to 25 forensic cases studied at the Institute of Forensic Medicine of the University of Verona.

Existing patient medical records are a rich data source with a potential to support clinical research. Fragmentation of data across disparate medical database inhibits the use of these existing datasets. Overcoming such disjointedness is possible through the use of a data warehouse. Once the data is cleansed, transformed, and stored within the data warehouse it is possible to turn attention to the exploration of the medical datasets. Exploratory and confirmatory Data Mining Tools are well suited to such activities. This thesis concerned with: demonstrating parallels between scientific method and CRISP-DM; extending CRISP-DM for use with medical datasets; and proposal of the supporting Intelligent Decision Support System framework. This research has been undertaken using a fetal-maternal case study.

Fragmentation of data across disparate medical database inhibits the use of these existing datasets. Overcoming such disjointedness is possible through the use of a data warehouse. Once the data is cleansed, transformed, and stored within the data warehouse it is possible to turn attention to the exploration of the medical datasets. Exploratory and confirmatory Data Mining Tools are well suited to such activities. This thesis concerned with: demonstrating parallels between scientific method and CRISP-DM; extending CRISP-DM for use with medical datasets; and proposal of the supporting Intelligent Decision Support System framework. This research has been undertaken using a fetal-maternal case study.

This chapter looks at how the Americanization agenda of LULAC (League of United Latin American Citizens) worked in tandem with a long-standing tradition of transborder gente decente politics to shape the organization’s civil rights project. Like the Idars and Munguias, LULACkers sought to eradicate racist practices to allow economic and political empowerment. Similarly, they followed the model of respectability by striving to socially and culturally uplift la raza. For LULAC, redeeming la raza initially meant focusing on the plight of US-born Mexicans whose claims to citizenship facilitated struggles for rights within the American political and judicial systems. But even as they worked within the nation’s institutions, these ethnic American leaders continued to strategically employ transnational approaches that dovetailed with the hemispheric geopolitics of the 1930s and 1940s.

There is evidence that early detection of cancer diseases can improve the treatment and increase the survival rate of patients. This paper presents an efficient CAD system for cancer diseases diagnosis by gene expression profiles of DNA microarray datasets. The proposed CAD system combines Intelligent Decision Support System (IDSS) and Multi-Agent (MA) system. The IDSS represents the backbone of the entire CAD system. It consists of two main phases; feature selection/reduction phase and a classification phase. In the feature selection/reduction phase, eight diverse methods are developed. While, in the classification phase, three evolutionary machine learning algorithms are employed. On the other hand, the MA system manages the entire operation of the CAD system. It first initializes several IDSSs (exactly 24 IDSSs) with the aid of mobile agents and then directs the generated IDSSs to run concurrently on the input dataset. Finally, a master agent selects the best classification, as the final report, based on the best classification accuracy returned from the 24 IDSSs The proposed CAD system is implemented in JAVA, and evaluated by using three microarray datasets including; Leukemia, Colon tumor, and Lung cancer. The system is able to classify different types of cancer diseases accurately in a very short time. This is because the MA system invokes 24 different IDSS to classify the diseases concurrently in parallel processing manner before taking the decision of the best classification result.

The dynamics of flexible multibody systems with interval parameters is studied based on a non-intrusive computation methodology. The Absolute Nodal Coordinate Formulation (ANCF) is used to model the rigid-flexible multibody system, including the finite elements of the ANCF and the ANCF Reference Nodes (ANCF-RNs). The Chebyshev sampling methods including Chebyshev tensor product (CTP) sampling method and Chebyshev collocation method (CCM), are utilized to generate the Chebyshev surrogate model for Interval Differential Algebraic Equations (IDAEs). For purpose of preventing the interval explosion problem and maintaining computation efficiency, the interval bounds of the IDAEs are determined by scanning the deduced Chebyshev surrogate model. To further improve the computation efficiency, OpenMP directives are also used to parallelize the solving process of the Differential Algebraic Equations (DAEs) by fixing the uncertain interval parameter at the given sampling points. The sensitivity analysis of flexible multibody systems with interval parameters is initially performed by using the direct differentiation method. The direct differentiation method differentiates the dynamic equations with respect to the design variable, which yields the system sensitivity equations governed by DAEs. The generalized alpha method is introduced to integrate the sensitivity DAEs. The sensitivity equations of flexible multibody systems with interval parameters are also described by the IDAEs. Based on the continuum mechanics, the computational efficient analytical formulations for the derivative items of the system sensitivity equations are deduced. Three examples are studied to validate the proposed methodology, including the complicated spatial rigid-flexible multibody systems with a large number of uncertain interval parameters, the flexible system with uncertain interval clearance size joint, and the first order sensitivity analysis of flexible multibody systems with interval parameters. Firstly, the dynamics analysis of a six-arm space robot with six interval parameters is performed. For this case study, the interval dynamics cannot be obtained by directly scanning the IDAEs because extremely huge sets of DAEs with deterministic samples have to be solved. The estimated total computational time for solving the scanned IDAEs will be 1850 days! However, the computational time for solving the scanned Chebyshev surrogate model is 9796.97 seconds. It shows the effectiveness of the proposed computation methodology. Then, the nonlinear dynamics of a planar slider-crank mechanism with uncertain interval clearance size joint is studied in this work. The kinetics model of the revolute clearance joints is formulated under the ANCF-RN framework. Moreover, the influence of the LuGre and the modified Coulomb’s friction force models on the system’s dynamic response is investigated. By analyzing the bounds of dynamic response, the bifurcation diagrams are observed. It must be highlighted that with increasing the size of clearance, it does not automatically lead to unstable behaviors. Finally, the first order sensitivity analysis of flexible multibody systems with interval parameters is also studied in this work. The third one of a flexible mechanism with interval parameters is used to perform the sensitivity analysis.

As an emerging field, the Internet of Vehicles (IoV) has a myriad of security vulnerabilities that must be addressed to protect system integrity. To stay ahead of novel attacks, cybersecurity professionals are developing new software and systems using machine learning techniques. Neural network architectures improve such systems, including Intrusion Detection System (IDSs), by implementing anomaly detection, which differentiates benign data packets from malicious ones. For an IDS to best predict anomalies, the model is trained on data that is typically pre-processed through normalization and feature selection/reduction. These pre-processing techniques play an important role in training a neural network to optimize its performance. This research studies the impact of applying normalization techniques as a pre-processing step to learning, as used by the IDSs. The impacts of pre-processing techniques play an important role in training neural networks to optimize its performance. This report proposes a Deep Neural Network (DNN) model with two hidden layers for IDS architecture and compares two commonly used normalization pre-processing techniques. Our findings are evaluated using accuracy, Area Under Curve (AUC), Receiver Operator Characteristic (ROC), F-1 Score, and loss. The experimentations demonstrate that Z-Score outperforms no-normalization and the use of Min-Max normalization.
