Information and Communication Technology (ICT) has the potential to address critical considerations within rural advisory service (RAS) networks, specifically, getting the right information to audiences in a timely and appropriate manner. ICTs are technologies that facilitate knowledge and information sharing. For RAS networks, ICTs can be an important tool to ensure that both explicit and tacit information is shared with network members with the anticipated benefit of increased capacity of the network. Although the importance of ICTs are well documented within the literature, there are limited guidelines for what specific network capacities in ICT use are needed to better provide support for RAS providers to fulfill their responsibilities. Using the Delphi process, a panel of 31 experts from 24 countries arrived at consensus on 51 specific ICT use capacities associated with effective RAS networks. The results of the research provide a practical framework for RAS providers and networks to develop ICT use related capacity building and tactical planning activities. The aim of the article is to present the impact of the global development of IT and logistics systems on the planning and development of the ICT network for the needs of rail transport in Poland. The PKP PLK company is currently implementing the process of building a teletransmission network, primarily for the needs of the ERTMS system. This article explores the relationship between social capital in a professional network and ICT use. It examines the context in which the main ICT networks are used and shows how they are conditioned by the social capital of an individual within their professional network. To do so, different measures from Social Network Analysis are used. An exploratory study on a group of 199 students is presented. The studied Computer Mediated Communication (CMC) media are electronic mail, telephone, Skype, and Facebook. The results show the important position of an actor in the networks of exchanges. The results also show that ICT uses have different contexts involving different degrees of confidence in the network. Email is shown to be influenced by trust centrality and centrality at work while telephone is more influenced by influence centrality. The authors conclude on the prospects for future research.

Community-based information and communication technologies (ICT) networks are seen as an important means of reducing social exclusion, and at the same time fostering community development. Increasing ICT capability locally is arguably crucial to furthering both of these broad aims. This paper presents evidence about the capability-building activities and impact of one community-based ICT initiative, which we have called the Ardmore Network. This is a network of part-time staffed Community Resource Centres in a remote rural region of Scotland. It provides three services: access to informational and technological resources, one-to-one support in learning to use these resources, and basic and vocational ICT training. The initiative is indeed increasing ICT capability amongst sections of the community. Our analysis identifies two keys to this success, which we believe have salience for other community-based efforts to increase ICT capability. First, it involves a heterogeneous package of measures in the sense that it is not ‘just’ about providing public-access computers. And second, it works to the degree that it facilitates informal ICT learning through networks of ‘local experts' within the community. However, the Ardmore Network attracts more women than men, and is failing to reach many non-ICT-using men in the communities it serves – especially middle-aged men in manual work – in spite of being promoted ‘for everybody’. We identify aspects of the ‘one size’ strategy which do not ‘fit’ this section of the community, and conclude that digital inclusion efforts must be based on gender-aware effective targeting if they really are to include everybody in the community

The major objective of this article is to analyze the potentials of information and communications technology (ICT) for the evolution of smart cities, with a particular focus on the challenges faced by traditional public utilities in the areas of public transportation, energy, water supply, and wastewater management due to the entry of new players originating from ICT organizations and industries. The character of virtual networks for smart cities is demonstrated based on three pillars: (1) All-IP–based real-time and adaptive broadband communication networks, (2) global navigation satellite systems and their overlay position correction networks, and (3) the interoperability of ubiquitous sensor network applications, as they form the ICT basis for a multitude of applications that are important in smart cities. The heterogeneity of virtual networks for different smart city physical network services is based on these pillars, taking into account the different requirements for the quality of service (QoS) of data packet transmission, geopositioning, and sensor networks. It can be expected that prosumer activities and resultant networked commons become increasingly relevant for the smart city of the future. However, the increasing role of prosumer activities cannot replace the role of markets in solving scarcity problems within ICT networks as well as physical networks. The role of congestion pricing and QoS differentiation for network capacities in transportation and electricity markets as well as ICT is indicated. If, due to non-rivalry in usage, efficient congestion prices are pointless, the future role of subsidies from the state is considered.

In the last decade, the main attacks against smart grids have occurred in communication networks (ITs) causing the disconnection of physical equipment from power networks (OTs) and leading to electricity supply interruptions. To deal with the deficiencies presented in past studies, this paper addresses smart grids vulnerability assessment considering the smart grid as a cyber-physical heterogeneous interconnected system. The model of the cyber-physical system is composed of a physical power network model and the information and communication technology network model (ICT) both are interconnected and are interrelated by means of the communication and control equipment installed in the smart grid. This model highlights the hidden interdependencies between power and ICT networks and contains the interaction between both systems. To mimic the real nature of smart grids, the interconnected heterogeneous model is based on multilayer complex network theory and scale-free graph, where there is a one-to-many relationship between cyber and physical assets. Multilayer complex network theory centrality indexes are used to determine the interconnected heterogeneous system set of nodes criticality. The proposed methodology, which includes measurement, communication, and control equipment, has been tested on a standardized power network that is interconnected to the ICT network. Results demonstrate the model’s effectiveness in detecting vulnerabilities in the interdependent cyber-physical system compared to traditional vulnerability assessments applied to power networks (OT).

In addition to increased network capacity requirements to handle a large number of devices running apps that need high data rates and always-on access, 5G can provide high speeds, low latency, and more capacity with the potential to change what we have experienced with our mobile device. This will be extremely beneficial to the emerging business models in the wireless network market that call for networks to be more open. The location, administration, and operation of upcoming 5G wireless networks will differ from those of present wireless networks due to new obstacles that call for new solutions and include revised planning. 5G wireless networks will have among their main goals the compliance provision of service-tailored networks to a wide range of services employing integrated cloud reserves and wireless and wired network assets, which may be offered by various infrastructure suppliers and/or operators.

Advancing information and communication technologies (ICTs) has become central to international agricultural and extension development efforts. ICTs are crucial in facilitating information transfer, ensuring stakeholder access to information, and increasing the decision- making capacity of smallholder farmers. The research presented here introduces an instrument developed to quantify perceptions of ICT use capacity within international extension networks. The aggregate scale was verified for content validity, response process validity, internal structure validity, and consequential validity informing its use. The instrument was administered to network members (n = 122) associated with the Global Forum for Rural Advisory Services. An exploratory factor analysis (EFA) was conducted with measures of correlation and reliability analysed. Six factors were extracted and analysed further. The resulting Perceptions of ICT Use scale and factors can be used as reliable instruments for quantifying perceptions of ICT use capacity, enhancing international extension network needs assessments, and informing policies and practices which maximize ICT capacity. Although the last thirty years Regional Innovation Systems (RIS) received great attention by policy makers, only during the last decade social networks were applied in the fields of innovation and regional economics. The majority of the existing empirical studies on networks adopt a static point of view, representing a regional knowledge network at a certain point in time, while there are few recent attempts exploring the evolution of knowledge networks and the dynamics that drive it. The present work aims at covering some of the gaps in the literature, using the dataset on collaborative projects from the ICT activity in Trentino. It introduces an original multidimensional framework to analyze the knowledge flows inside, from within and towards the regional network. It also identifies the key actors inside the region and describes their role in knowledge creation and diffusion. Concerning the spatial and temporal evolution of the knowledge networks, this thesis investigates the preferences of the economic actors operating inside regional networks, in terms of shared characteristics, while it explores the dynamics developed through time by the behavior of economic agents during high and low certainty periods, contributing to the inertia and the resilience of the regional knowledge network. The present research is the first that introduces Social Network Analysis (SNA) using data on knowledge transfer from Trentino, considering the entire universe of actors involved in the regional ICT knowledge network for the last fifteen years, and allocating it to an original multidimensional framework, in order to reveal the value of the knowledge network per se, and the impact of the regional policies on the network and not on the output of the innovation process. On the spatial evolution of networks, it explores in depth the preferences of the actors of a regional knowledge network, in order to make it more solid through strong collaborations. It proves that the effect of every kind of proximity or distance is different, while it introduces the measure of relational proximity, exploring the effect of the position of an actor inside the knowledge network in relation with the rest of the actors. However, the major finding of this thesis is the introduction of the temporal aspect in the evolution of the regional knowledge network, and the exploration of the agent behavior during periods of uncertainty. The introduction in the network evolution of an external negative event, like economic crisis, allows the deduction of useful conclusions on how the actors behave in terms of trust and collaboration creation.

L'Unione Europea a partire dal Consiglio europeo di Lisbona (2000) ha posto come obiettivi della sua politica di "diventare l'economia basata sulla conoscenza più competitiva e dinamica del mondo, in grado di realizzare una crescita economica sostenibile con nuovi e migliori posti di lavoro e una maggiore coesione sociale […] al fine di sostenere l'occupazione, le riforme economiche". La ricerca che qui viene presentata è il risultato del progetto europeo ShareIT che ha avuto come finalità la promozione, attraverso una cooperazione interregionale tra i diversi Stati partecipanti, degli obiettivi generali posti nelle linee politiche europee. Sono riportati i risultati e le analisi critiche della ricerca relative al progetto realizzato in particolare nel Comune di Venezia. Le ICT e i social network sono sempre più diffusi in ogni aspetto della vita quotidiana ed è per questo che possono rivelarsi uno strumento efficace e positivo per promuovere l'inclusione sociale delle fasce marginali della popolazione come ad esempio anziani, migranti, donne, disabili. Data l'importanza di queste nuove forme di comunicazione il progetto va ad indagare se la e-inclusion di un determinato gruppo vulnerabile, nel nostro caso quello degli adolescenti migranti neoarrivati e di seconda generazione, sia una via percorribile per produrre una reale inclusione sociale.

Electronic waste is the fastest growing waste stream today and information and communications technology (ICT) equipment make up a significant portion of all the electronics put on market. Due to the valuable, rare, and toxic material content of ICT equipment, their disposal requires proper treatment to ensure materials are recovered and harm to the surrounding environment and nearby residents is avoided. As a tool used to identify the impacts resulting from a product, life cycle assessment (LCA) requires details around the processes performed during each stage of a product’s life. LCA studies on ICT waste often assume that discarded equipment is fully recycled under formal conditions. This study investigates current ICT waste treatment practices and proposes a more reasonable end-of-life treatment scenario for use in future LCA work. The volume of ICT waste generated in each country is estimated according to reported mobile phone subscription counts, and treatment flows are investigated for the countries identified as generating the most waste in each region. National results are then aggregated to estimate regional and global end-of-life treatment scenarios. The research indicates that developed countries properly recycle the majority of the ICT waste that is collected and treated domestically; the United States is an exception as a majority of ICT waste generated there is discarded to landfills. Developing countries tend to recycle a majority of electronic waste in informal sectors where a lack of technology and limited enforcement of regulations result in harmful waste processing activities. Waste is also exported from developed countries for treatment in developing countries. The proposed global end-of-life treatment scenario is 19% of ICT waste is recycled under formal conditions, 64% is recycled using informal methods, and the remaining 17% is discarded in landfills. Due to a lack of uncertainty, there is a clear need for more research regarding the treatment of ICT waste, especially in regards to B2B waste and export flows. A sensitivity analysis to determine the overall impact these results may have when applied to an LCA study is recommended.

This study compared the usability of three Information and Communication Technology (ICT) network programs in a learning environment. The researcher wanted to establish which program was most adequate from a usability perspective among second-year Information Technology (IT) students at the Central University of Technology (CUT), Free State. The Software Usability Measurement Inventory (SUMI) testing technique can measure software quality from a user perspective. The technique is supported by an extensive reference database to measure a software product’s quality in use and is embedded in an effective analysis and reporting tool called SUMI scorer (SUMISCO). SUMI was applied in a controlled laboratory environment where second-year IT students of the CUT, utilized SUMI as part of their networking subject, System Software 1 (SPG1), to evaluate each of the three ICT network programs. The results, strengths and weaknesses, as well as usability improvements, as identified by SUMISCO, are discussed to determine the best ICT network program from a usability perspective according to SPG1 students.

Today's information society is changing dramatically along with the evolution of technology, which influences our perception of every aspect related to ICT greatly. New wave of social networks changes not only the nature our perception of the internet, but also the very basics of social interaction. Some of these phenomena were described in Norbert Wiener's definition of information ethics in 1954. Another phenomenon, very actual for researched field, is described in Alienation Theories by sociocybernetics expert R. F. Geyer. The objective of this study is to analyze sociocybernetics and its possible impacts on fileds of sociology and psychology, as well as digestedly compile fragments of interactive media and social networks, which can be directly linked to negative sociological and psychological effects. The study involves the overview, comparison and issues of rating systems as well as their application in countries of EU. The study also involves trends related to ICT and the internet in czech environment. This section is based on combination of results of long-term sociological study created by Doc. PhDr. Petra Saka CSc., and results of own research.

In planning for future electricity supplies certain issues will need to be considered such as increased energy usage, urbanisation, reduction in personnel, global warming and the conservation of natural resources. As the result, some countries have investigated the transformation of their existing power grid to the so-called Smart Grid. The Smart Grid has three main characteristics which are, to some degree, antagonistic. These characteristics are the provision of good power quality, energy cost reduction and improvement in the reliability of the grid. The need to ensure that they can be accomplished together demands much richer Information and Communications Technology (ICT) networks than the current systems available. In this research we have identified the gap in the current proposals for the ICT of the power grid. We have designed and developed an ICT architecture for the neighbourhood sub-Grid level of the electrical network, where monitoring at this level is very underdeveloped because most current grids are controlled centrally and the response of the neighbourhood area is not generally monitored or actively controlled. Our designed ICT architecture, which is based on established architectural principles, can incorporate data from heterogeneous sources. This layered architecture provides both the sensors that can directly measure the electrical activity of the network (e.g. voltage) and also the sensors that measure the environment (e.g. temperature) since these provide information that can be used to anticipate demand and improve control actions. Additionally, we have de-signed a visualisation tool as an interface for a grid operators to facilitate a better comprehension of the behaviour of the neighbourhood level of the Smart Grid. Since we have noticed that energy aware ICT is a prerequisite for an efficient Smart Grid, we have utilised two different approaches to tackle this issue. The first approach was to utilise a cluster-based communication technique for the second layer of the architecture, which comprises Wireless Sensor Networks, where energy limitation is the major problem. Accordingly, we have analysed the energy-aware topology for wireless sensor networks embedded in the mentioned layer. We provide evidence that the proposed topology will bring energy efficiency to the communication network of the Smart Grid. The second approach was to develop a data reduction algorithm to reduce the volume of data prior to data transmission. We demonstrated that our developed data reduction is suitable for Smart Grid applications which can keep the integrity and quality of data. Finally, the work presented in this thesis is based on a real project that is being implemented in the medium voltage power network of the University of Manchester where power grid instrumentation, real data and professionals in the field are available. Since the project is long-term and the environmental sensor networks in particular are not currently installed we have evaluated some of our predictions via simulation. However, where the instrumentation was available, we were able to compare our predictions and our simulations with actual experimental results.

This intensifying cooperation also extends to critical assets in the ICT sector, such as digital education, e-governance, biometric mass surveillance, and the 5G network, raising concerns from Western powers. The aim of this analysis is to provide an overview of the projects involved in the cooperation and reflect on the sensitive issues that could lead to disagreements between Serbia and its great power allies in the future.

Peculiar features of digital environment include: integration of ICTs; use of local and global networks and resources; support and development of qualitatively new technologies of information processing; active use of modern means, methods and forms of teaching in the educational process. The organization of activities in terms of digital learning environment provides appropriate changes in the interaction between subjects of the educational process. Today, means and technologies of the information and communication networks (ICNs), in particular the Internet, which custom and operational-procedural properties were changed at the initial stage from closed local to open ones at present, become widespread. The development of ICNs (from closed local to open ones) changes the typology of learning environments. The following models of learning environments, which widely use ICT and ICN tools (with basic features that characterize them) are distinguished: using the local communication network for presentation of educational information; using the local communication network and open network resources; using open network resources; for independent use of open network resources directly in the classroom by a student; for use of open network resources by a student in the process of independent learning activity; for use by a student educational resources, specially created by a teacher, as well as resources of an open networks in his independent learning activity.

The article is devoted to the study of the problem of the cybersecurity basics teaching. The training of the ICT-specialties students using the course “CCNA Cyber Operations” of the network academy Cisco is considered. At present, many universities have similar academies, while others can open them. On the basis of free software platforms Apache CloudStack and EVE-NG Community authors designed and implemented a virtual cloud laboratory. It operates according to the “IaaS” model. Thanks to the technology of embedded virtualization, the work of many virtual machines, storing of their status, traffic analysis and visualization of network topologies are maintained. The article describes the experience of teaching students of the specialty “Pedagogical education. ICT” in the course “CCNA Cyber Operations” with the use of virtual cloud laboratories. The authors have been conducted a survey of students who studied at the course. Its purpose was to determine how much they satisfied were with the course. Statistical processing of the results was performed on the basis of the Rasch model using the software MiniSteps.

This study leveraged existing data infrastructure and relationships from the Feed the Future Senegal Naatal Mbay (“flourishing agriculture”) project, funded by the US Agency for International Development (USAID) and implemented by RTI International from 2015 to 2019. The research informed and empowered farmer organizations to track and respond to rural households in 2020 as they faced the COVID-19 pandemic. Farmer organizations, with support from RTI and local ICT firm STATINFO, administered a survey to a sample of 800 agricultural households that are members of four former Naatal Mbay–supported farmer organizations in two rounds in August and October 2020. Focus group discussions were conducted with network leadership pre- and post–data collection to contextualize the experience of the COVID-19 shock and to validate findings. The results showed that farmers were already reacting to the effects of low rainfall during the 2019 growing season and that COVID-19 compounded the shock through disrupted communications and interregional travel bans, creating food shortages and pressure to divert seed stocks for food. Food insecurity effects, measured through the Household Food Insecurity Access Scale and cereals stocks, were found to be greater for households in the Casamance region than in the Kaolack and Kaffrine regions. The findings also indicate that farmer networks deployed a coordinated response comprising food aid and access to personal protective equipment, distribution of short-cycle legumes and grains (e.g., cowpea, maize) and vegetable seeds, protection measures for cereals seeds, and financial innovations with banks. However, food stocks were expected to recover as harvesting began in October 2020, and the networks were planning to accelerate seed multiplication, diversify crops beyond cereals, improve communication across the network. and mainstream access to financial instruments in the 2021 growing season. The research indicated that the previous USAID-funded project had likely contributed to the networks’ COVID-19 resilience capacities by building social capital and fostering the new use of tools and technologies over the years it operated.

This paper shows the theoretical basis for the creation of convolutional neural networks for image classification and their application in practice. To achieve the goal, the main types of neural networks were considered, starting from the structure of a simple neuron to the convolutional multilayer network necessary for the solution of this problem. It shows the stages of the structure of training data, the training cycle of the network, as well as calculations of errors in recognition at the stage of training and verification. At the end of the work the results of network training, calculation of recognition error and training accuracy are presented.

The role of neural network modeling in the learning сontent of special course “Foundations of Mathematic Informatics” was discussed. The course was developed for the students of technical universities – future IT-specialists and directed to breaking the gap between theoretic computer science and it’s applied applications: software, system and computing engineering. CoCalc was justified as a learning tool of mathematical informatics in general and neural network modeling in particular. The elements of technique of using CoCalc at studying topic “Neural network and pattern recognition” of the special course “Foundations of Mathematic Informatics” are shown. The program code was presented in a CofeeScript language, which implements the basic components of artificial neural network: neurons, synaptic connections, functions of activations (tangential, sigmoid, stepped) and their derivatives, methods of calculating the network`s weights, etc. The features of the Kolmogorov–Arnold representation theorem application were discussed for determination the architecture of multilayer neural networks. The implementation of the disjunctive logical element and approximation of an arbitrary function using a three-layer neural network were given as an examples. According to the simulation results, a conclusion was made as for the limits of the use of constructed networks, in which they retain their adequacy. The framework topics of individual research of the artificial neural networks is proposed.

In village economies, small firm owners facing idiosyncratic shocks adjust production by cutting spending and reducing employment. Households with whom they trade inputs and labor scale back their own businesses and reduce consumption. As effects reverberate through local economies, the aggregate indirect adverse effects are larger than the direct effects. Propagation is more severe when transmitted through labor networks as opposed to material supply-chain networks, and goes beyond input-output/sectoral considerations as it varies with network position, closeness to a shocked household, and network density. Participation in gift-giving insurance networks mitigates direct and hence indirect effects. Supply chain and labor networks are fragile as the broken links are not easily replaced, leading to persistent damage. Social gains from better-targeted safety nets are substantially higher than private gains.

Based on the network paradigm of complexity in the work, a systematic analysis of the dynamics of the largest stock markets in the world and cryptocurrency market has been carried out. According to the algorithms of the visibility graph and recurrence plot, the daily values of stock and crypto indices are converted into a networks and multiplex networks, the spectral and topological properties of which are sensitive to the critical and crisis phenomena of the studied complex systems. This work is the first to investigate the network properties of the crypto index CCI30 and the multiplex network of key cryptocurrencies. It is shown that some of the spectral and topological characteristics can serve as measures of the complexity of the stock and crypto market, and their specific behaviour in the pre-crisis period is used as indicators- precursors of critical phenomena.
