Finance is vital to a country, and Hong Kong, as a special part of the large economy of China, has unique advantages and development history. And Hong Kong’s growth from a small fishing village to a financial centre has its inevitable factors: historical, geographical and policy advantages. After nearly a century of rapid development, Hong Kong has achieved many proud accomplishments in the following fields: economy, medicine, education, etc. In the process, the cooperation between Hong Kong and the mainland has become increasingly close, and the two sides of the Strait have become excellent “partners”. In recent years, due to the COVID-19 epidemic and the rise of China as a big economy, Hong Kong is facing an unavoidable dilemma. In view of this, the authors suggest that Hong Kong can develop financial technology, enhance financial security, implement green finance, and promote corporate innovation. At the same time, Hong Kong should also strengthen the relationship with the mainland. Generally speaking, under the current circumstances, Hong Kong will continue to exist as an important financial center of China, but Hong Kong should also actively face the challenges of the times and explore new developments directions in the future.

Purpose Mid-stream operation has had a significant role in Hong Kong’s economic development since the 1960s. Prior to the building of container terminals in Hong Kong, cargo was mainly loaded onto and discharged from ocean-going vessels by mid-stream operations and then shipped to Europe and North America. This paper aims to reinforce mid-stream operation is considered a “must” in supporting the substantial growth of maritime industry and strengthening Hong Kong’s role as an entrepôt. Design/methodology/approach The authors undertake a historical review of the evolution of Hong Kong’s mid-stream operation over the past half-century and investigate the future of mid-stream operation in light of the Hong Kong Special Administrative Region government’s policy of allocating Public Cargo Working Areas through an open auction process. Semi-structured, in-depth interviews are also undertaken in this study. Findings The emergence of container terminals generated competition for cargo between container terminals and mid-stream operators. In addition, the Hong Kong Special Administrative Region government’s policy of allocating Public Cargo Working Areas to mid-stream operators through an open auction process intensified negative influences on the survival of the mid-stream operation sector. Originality/value To date, mid-stream operation has been abandoned nearly everywhere except in Hong Kong. Yet, Hong Kong’s container system has become the most advanced in the world. The authors explain how and why mid-stream operation still plays such a key role in Hong Kong and how to enhance its sustainability. The authors also discuss the academic and managerial implications of their findings.

Purpose – The purpose of this paper was to determine to what extent Hong Kong’s experience proves (or disproves) theories from corporate governance in the areas of family ownership, concentration, self-dealing in Hong, executive compensation and other issues. This paper – written in the comparative corporate governance tradition – uses data from Hong Kong to discuss wider trends and issues in the corporate governance literature. Design/methodology/approach – The authors use the comparative corporate governance approach – exposing a range of corporate governance theories to the light of Hong Kong data. The authors purposely avoid over-theorising – leaving the data to speak for themselves for other researchers interested in such theorising. Findings – The authors find that Hong Kong presents corporate challenges that are unique among upper-income jurisdictions – in terms of potentially harmful (shareholder value diminishing) family relationships, shareholder concentration and self-dealing by insiders. The authors also show that excessive executive compensation, accounting and audit weaknesses do not pose the same kinds of problems they do in other countries. The authors provide numerous comments on theoretical papers throughout the presentation in this paper. Research limitations/implications – The authors chose a relatively unused research approach that eschews theory building – instead, the authors use data from a range of sectors to build an overall picture of corporate governance in Hong Kong. The authors subsequently affirm or critique the theories of others in this paper. Practical implications – The original analysis conducted by the authors provided 22 recommendations for revising listing rules for Hong Kong’s stock exchange. Others – particularly Asian officials – should consider Hong Kong’s experience when revising their own corporate governance listing rules and regulations. Originality/value – This paper offers new and original insights in four directions. First, the authors use the empiricist’s method – presenting data from a wide range of corporate governance areas to comment on and critique existing studies. Second, the authors provide a system-wide view of corporate governance – showing how different parts of corporate governance rules work together using concrete data. Third, the authors provide a new study in the comparative corporate governance tradition – another brick in the wall that is “normal scientific progress”. Fourth, the authors pose tentative resolutions to highly debated questions in corporate governance for the specific time and place of Hong Kong in the early 2010s.

This article continues the authors’ research on Hong Kong variety of the English language and the culture of its speakers, based on the novels written by Hong Kong authors, and discusses the analysis of stereotypes and autostereotypes, as well as the research of Hong Kongers’ linguistic identity through the terms of address and self-naming, which they use. Finally, the author looks for a decision of the problem whether Hong Kongers have an identity crisis or they know exactly where they are. This research is based on the content-related text analysis and on linguistic and comparative methods.

Purpose – A significant number of Chinese companies are listed overseas. The authors aim to examine whether overseas locations affect their financing decision, specifically their capital structure choice. Design/methodology/approach – Most of the Chinese overseas listed companies are listed in the USA and Hong Kong. As the institutional quality of the USA is better than Hong Kong, the authors, therefore, choose to build the hypotheses from the “law and finance” literature. Specifically, the authors argue that the better institutional environment of the USA can mitigate the information asymmetry problem and the agency problem of financing via equity. Consequently, firms listed in the USA will rely more on equity and have lower leverage ratio. The difference in leverage ratio of US listed and Hong Kong listed companies should be larger when the marginal benefit of better information environment is larger. Findings – Referring to various data sources, the authors construct a comprehensive list of overseas listed companies in the USA and Hong Kong. The authors collect the accounting and stock performance information from Datastream/Worldscope and the equity offering data from Global New Issue database. The empirical findings provide strong support of the hypotheses: the leverage is 15 percent lower for US listed companies than the Hong Kong listed companies; the results are stronger when the firms face more severe information asymmetry problem; the stock price reacts less negatively for seasoned equity offering in the USA than in Hong Kong. Practical implications – Most of the Chinese companies decided to be listed overseas because they cannot be listed in the Mainland Chinese stock exchanges. One of the most important motivation is to access to external capital to support firm growth. As the main channel of external financing in the overseas markets is equity since debt is still mainly domestically based, one implication of this paper is that Chinese companies can gain better access to external capital in the USA than in Hong Kong and relax their financial constraint. Originality/value – There are a considerable number of Chinese companies listed in the overseas markets. Many successful and famous companies are among them. However, almost no research has been done based on them. This paper documents some very important phenomenon of this market. The authors wish that more studies will be conducted. In addition, the study also complements the existing studies on how institutional environment affects corporate financial behavior.

On the first of July 1997, the formerly British colony of Hong Kong was returned to China. This paper compares the profitability of various trading rules on the Hang Seng Index both before and after the handover. Our work extends that of Coutts and Cheung (2000), whose study focuses on pre-1997 Hong Kong, in terms of both the data collection period as well as the number of trading rules studied. The authors find that, among the trading rules examined herein, the Trade Range Breakout rule generates the highest returns. We also conclude that, in general, the handover of Hong Kong to China does not affect the efficiency of the Hong Kong stock market.

A former British colony, Hong Kong was reunited with the People's Republic of China in 1997 under the ‘one country two systems’ model. The Hong Kong Basic Law contains detailed provisions for academic freedom, ensuring that local academics enjoy far greater freedom than their counterparts in mainland China. Hong Kong academics and the broader community have also publicly supported academic freedom when they perceived it to be under threat. The authors argue, however, that the recent restructuring of Hong Kong's universities may ultimately pose a greater threat than any explicit interference from the local or national governments.

Purpose The purpose of this study is to discuss the latest developments of anti-money laundering (AML) laws in terms of case law and intended legislation amendments. Design/methodology/approach In terms of AML case law, the authors analyze three judgments from the Hong Kong Court of Final Appeal. In terms of the intended legislation amendments, the authors outline salient points from the two amendment bills submitted to the Legislative Council of Hong Kong. Findings With the developments in AML case law and the intended legislation amendments, Hong Kong is expected to have a positive result in the Financial Action Task Force Mutual Evaluation in October/November 2018. Originality/value A robust AML/counter-terrorist financing regime is the bedrock of Hong Kong’s reputable status as an international financial center. This paper seeks to illicit meaningful interactions amongst all stakeholders.

In 2007, we offered an innovative blended graduate level rehabilitation counseling course. The course was delivered online and in Hong Kong. It included readings, PowerPoint presentations and discussion board features on Blackboard, as well as face-to-face lectures and guest speakers in a classroom context at the City University of Hong Kong. Additionally, students were required to visit various psychiatric rehabilitation and mental health programs throughout Hong Kong, and participation in the 2007 World Congress of the World Federation for Mental Health. Two faculty members and 13 students spenta total of 10 days in Hong Kong. The authors discuss the development and delivery of the course including course design, content, delivery methods and logistics. Implications are explored for teaching innovation in rehabilitation education.

This study investigates whether principles of learner autonomy are integrated into ELT textbooks used in Hong Kong primary schools. Primary quantitative data were generated through an analysis of textbooks, and the supporting qualitative data came from interviews with teachers and lesson observations. Two sets with a total of twelve English language textbooks published for Primary Four, Primary Five and Primary Six students by Oxford University Press (China) Ltd. and Pearson Hong Kong were evaluated. Five teachers participated in the interviews while lesson observations were conducted with three of them. The results show that principles of learner autonomy are included in the textbooks to some extent. Out of the five key principles of learner autonomy, only self-assessment is achieved fully. The other key principles are partly achieved (i.e. self-selecting learning strategies, self-selecting materials and classroom activities) or not achieved (i.e. self-setting goals and self-reflection). There is currently not enough attention given in these primary ELT textbooks to promoting learner autonomy. In addition, it is found that there is no great difference in the degree of learner autonomy promoted across educational levels. The findings also suggest that different authors have different levels of awareness of promoting learner autonomy. This study concludes that a set of guidelines about the incorporation of principles relating to learner autonomy would facilitate authors and publishers in designing textbooks.

AbstractDuring the 2019 Anti-Extradition Law Amendment Bill Movement, Hong Kong protesters faced severe police violence, followed by the imposition of the Hong Kong National Security Law by China, which eradicated political freedom. Many sought asylum in Taiwan. Despite the absence of a formalised legal framework for asylum, Taiwan has demonstrated commitment to assisting protesters with a humanitarian approach. This chapter explores Taiwan’s policy measures and their limitations.The authors, participants in Taiwan’s assistance policies, draw on first-hand experience and interviews. The study finds that while national security is paramount for Taiwan, the lack of consensus among government departments hinders the development of a clear approach to legislation. The chapter reviews how civil society organisations played a crucial role in establishing a support system, enabling the government to create a Scheme-based assistance mechanism. Although Hong Kong protesters are not officially recognised through legal means, cooperation between the public and the third sector has led to a quasi-asylum mechanism. This research offers an in-depth analysis, benefiting from field experience, while acknowledging limitations due to its advocacy viewpoint.

AbstractThis chapter’s author discusses the role of social movement in producing alternative knowledge based on the case of the Umbrella Movement of Hong Kong. This set of knowledge includes at least the definition of a problematic situation, the problem’s causes, and possible solutions. It is alternative/counter knowledge because it involves the unlearning of dominant discourses and the learning of counter-discourses. This learning is particularly intense when people are involved in social actions. Social movements as “repertoires of knowledge practices,” as suggested by della Porta and Pavan, foster the coordination of disconnected personal experiences and rationalities within a shared cognitive system to provide a common orientation for making claims and producing change. In this chapter, the author analyzes the mobilization period (March 2013–September 2014) of the Umbrella Movement to demonstrate how the movement affected public agenda setting, interpretation of law, and formulation of reform proposal.

For almost three decades, literary walk has been used by various education and public institutions in Hong Kong as an effective way to promote reading and writing to secondary school students. Funded by the Standing Committee on Language Education and Research of the Hong Kong Special Administrative Region Government in 2013, the Hong Kong Literature Research Centre (HKLRC) of the Chinese University of Hong Kong and the Chinese University of Hong Kong Library (CUHK Library) jointly kicked off a two-year proposal entitled “Fun with Learning Chinese Language through Literary Walk” aimed at promoting literary reading and writing skills to junior secondary school students in Hong Kong. In this paper, the authors discuss a key deliverable of this project, the Hong Kong Literary Landscape MediaWiki, jointly developed by the HKLRC and the CUHK Library, which provides literary walk materials on the wiki platform including video clips, critically selected literary works, literary maps, creative writings of the student participants, and so on. Apart from the project participants, the Hong Kong Literary Landscape MediaWiki is also a useful tool for other secondary school teachers, students, and a wider group of audience in the Hong Kong community.

In most parts of the world, it is generally considered impolite or even rude to pick up an incoming mobile phone call and to have a longer (and loud) conversation in public places. Yet this type of interruption is generally acceptable in Hong Kong. This inspired the authors to ask: How does Hong Kong culture impact the perception of mobile phone interruption? This research note is about an ethnographical study on the culture in Hong Kong indicating a more positive perception towards mobile phone interruption. Their research results show that the cultural characteristics of fast pace, deal-making and sense of urgency explain why Hong Kong people are receptive towards such interruption and have the habit of participating in both the physical and mobile spaces at the same time. Their findings also challenge the engagingdisengaging paradox theory - that is, mobile phone users find it difficult to simultaneously engage in parallel activities.

Climate changes have already altered the wildfire regime and increased the wildfire frequency and severity in Hong Kong. Hong Kong is a typical wildland-urban interface, where small high-population urban areas are surrounded by 70% wildland. Statistics show that the burning areas in over 80 % of accidents are less than 1,000 m2, and the burning time cannot last for 24 hours in Hong Kong. To improve the wildfire response and reduce the life and property loss in fires, a real-time fire forecast is required to achieve the most accurate and real-time fire forecast. This study firstly introduced the development of the wildfire spread models and then reviewed the AI-based model emphatically in the wildfire simulation and prediction. The blank parts in the short time series wildfire prediction aroused the attention of authors. Thus, an AI-based method was proposed to predict the wildfire front in real time. This study currently aims to establish the virtual wildfire scenario database in Hong Kong and realizes the AI-driven wildfire prediction model for suppressing fire spreading.

The authors conducted an online survey of 241 emerging adults in Hong Kong, China to assess potential associations between loneliness, Facebook usage, and self-disclosure on Facebook. Loneliness was not associated with Facebook usage, but rather inversely related with negative disclosure; the lonelier the Facebook user, the less he/she disclosed negative information. The pattern of associations between Facebook usage and self-disclosure indicted that the more time users spent on Facebook, the more they revealed positive disclosures and the less they revealed negative disclosures. The authors argue that these findings may provide evidence of a “remain positive” norm among emerging adult Facebook users in Hong Kong. They note that their findings may be unique to their cultural context.

Housing is currently one of the burning social issues in Hong Kong. There is an urgent need for providing large areas of suitable lands for residential houses and other infrastructures. In 2018, the Hong Kong Government proposed a major reclamation project in Hong Kong waters, i.e., “Lantau Tomorrow” vision, the main concerns of which are the short supply of fill materials, long construction time, and high cost. To tackle these concerns, the authors have proposed to use local 4dredged Hong Kong Marine Deposits (HKMD) and construction wastes to fill a reclaimed area on the seabed in a major Research Impact Fund project in 2019 with HK$15M funding. The use of local HKMD and construction wastes can significantly save the costs for fill material and shorten the construction time. In this paper, successful reclamation projects using soft soils will be briefly reviewed. The state-of-the-art research findings in PolyU, including the results from two ongoing physical model tests, turning construction wastes into the competent filling materials, and a well-verified new simplified Hypothesis B method for predicting soft soil settlements will be presented. Lastly, the methodologies for controlling the post-construction settlement will be discussed.

This article describes the real estate and commercial development strategies practiced by MTR Corporation Limited and the boundary conditions that constitute its success factors. MTR is the leading public transportation operator in Hong Kong, China and is internationally recognized for its expertise in implementing and managing real estate businesses associated with the operation of metro systems. It leverages the synergy between its diverse activities to generate significant financial results, which are used to finance the growth of the MTR network, allowing the implementation of new lines without significant government investments. Based on research confirmed by various authors, it is possible to affirm that the implementation of metro networks causes significant real estate appreciation around the stations. The hypothesis supporting this research is that MTR's strategies, properly adjusted to local conditions, can be replicated in other cities, contributing to accelerate the expansion of their transport networks. Este artigo descreve as estratégias de desenvolvimento imobiliário e comercial em prática pela MTR Corporation Limited e as condições de contorno que constituem seus fatores de sucesso. A MTR, principal operadora de transporte coletivo de Hong Kong, destaca-se internacionalmente por sua competência na implantação e gestão de negócios associados à operação dos sistemas de metrô. Aproveita-se da sinergia entre as diversas atividades para gerar resultados financeiros expressivos, que são utilizados para financiar o crescimento da sua rede, permitindo que a implantação das novas linhas seja feita sem aportes governamentais significativos. Baseado em investigações confirmadas por diversos autores, é possível afirmar que a implantação das redes de metrô provoca significativa valorização imobiliária em torno das estações. A hipótese que suporta esta investigação é que as estratégias da MTR, devidamente ajustadas às condições locais, podem ser replicadas em outras cidades, contribuindo para acelerar a ampliação de suas redes de transporte. In response to the Paris Agreement with its Climate Action Plan 2030+, The Hong Kong government aims at 26% to 36% absolute carbon reduction by 2030 and achieve carbon neutrality by 2050. As the construction industry accounts for a significant amount of carbon emission, engineering practitioners have begun searching for ways to reduce the industry’s impacts through greener construction processes. Understanding and assessing the carbon footprint of the construction process enables benchmarking how “green” currently our works are. It provides insights on areas for improvement including reducing carbon emissions. While the methodology of carbon footprint assessment has been developed and adopted for superstructure, the same for underground elements such as foundations have yet been discussed and proposed. This is due to the great variety of substructure, the uniqueness of geological and geotechnical conditions in different regions, as well as the influence of local practices and regulations. The above makes the standardization and benchmarking of carbon emissions for substructure a challenge. In this paper, the authors attempt to develop a strategy for the assessment of embodied carbon on substructures in Hong Kong. Current obstacles and difficulties, as compared to those for other structures and structural elements are discussed. A strategy to look into the carbon footprint systematically and logically for foundations is then proposed and explained. The authors discuss possibilities to reduce and optimise carbon footprint of foundation works through careful decisions in early-stage planning, design, and construction control.

Much of the Hong Kong landscape consists of densely vegetated steep hillside and may give the impression of natural terrain untouched by man-made activities. However, much evidence of old human activities occurs in our vegetated landscape. The old lead mine workings in the Lin Ma Hang district of the northeast New Territories form a significant industrial heritage site now hidden by dense vegetation. Extensive old anthropogenic activities are seen in site reconnaissance. Most of the man-made features were formed during the mining period (1860-1960) and the WWII (1941-45) occupation of the mine site. Some features have more obscure origins associated with cycles of agricultural activity and settlement of more than 1000 years. The unique and diverse nature of the Lin Ma Hang hillsides provides an ideal case study to demonstrate the benefits of systematic assessment of anthropogenic features in Natural Terrain Hazard Assessment. Some of these man-made features may create impacts as potential adverse Hillside Pocket scenarios and require inventory and classification during natural terrain hazard and other geotechnical studies (Ho & Roberts, 2016). Over the past decade, the application of airborne LiDAR data for site characterization has grown significantly, in part due to advances in handling of very large data sets. Through 3D topographic models using LiDAR in combination with visual data, landforms are revealed and terrain classification is enhanced allowing identification of anthropogenic features of varying scale and origin within their geomorphological setting. The authors discuss the application of a digitally aided approach for terrain mapping with emphasis on the identification and classification of anthropogenic features based on size, type, origin, material, extent and location. These are classified within a Hong Kong-based framework of an 80 class classification following from Styles & Law (2012).

The theory exhibited here is rooted in a culture-contact psychology perspective. It gives a central role to interculturation, transitory psychological reactions and intercultural sensitivity in such a way that the hypothesis investigated is thus expressed: “lasting critical culture-contact experience implies the development of intercultural sensitivity”. The content of this postulate requires that the study focus on distinct cultural areas. This is why the inhabitants of the cities of Buenos Aires (Argentina), Hong Kong (China) and Toulouse (France) were selected to answer a multidimensional questionnaire (n = 209), deriving from a theoretical approach and allowing the proposed hypothesis to be tested, through the analysis of culture contact and intercultural sensitivity level. The analysis of these results is combined with an ethnographic approach and demonstrates that critical culture contacts influence the nature of the intercultural sensitivity that can develop. The authors also show that the experienced exteriority differs from the given one. However, it is noted that methodological limitations hamper the relevance of this study.

The paper is a description of the author’s experience in the pressure testing of airport underground fuel hydrants with aviation kerosene type fuel, Jet A-1. The paper will discuss pressure testing codes, useful and practical proof (strength) test and leak test acceptance criteria. Equipment to be used for the measurement of test pressures and temperatures will be discussed. Problems and advantages with testing with fuel will be covered. Interpretation of leak detection results by correlating pressure test response with temperature measurements and presentation of the concept that the trend is more important than the absolute values of pressure and temperature will be covered. Promotion of the idea that research is needed into the sensitivity of leak detection. The author has experience in the pressure test in a variety of fuel hydrants, but most recently with the fuel hydrant at the new Hong Kong International Airport at Chek Lap Kok, Hong Kong.
