The aim of the research is to study the historical preconditions and legal regulation of surveillance in combating crime in the XIX century. At the same time, the author's goal is to compare peculiarities of the instruments of system fight against crime (the method of operational search actions, hereinafter - OSA) and covert investigative activities in countries with different forms of government and diverse political systems.The methodology of the research is: adherence to the principles of objectivity, scientificity and historicism contributed to consistent disclosure of preconditions, content and principles of surveillance as a measure and a method of OSA and covert investigative activities in combating and preventing crime actions. Mutual enrichment with historical and legal methods provided systemity of the research. Historical study of surveillance in combination with the study of regulatory legal acts created new opportunities for interdisciplinary research. The application of general scientific methods, namely systematization, generalization, problem-chronological, comparative-historical, historical-legal methods allowed to trace the influence of the legal component on the history of introduction and development of surveillance in the "long" XIX century and peculiarities of its usage in the conditions of the newly formed states and political systems in the interwar period.The scientific novelty lies in a detailed historical and legal analysis of the content of regulatory legal acts concerning legal grounds for surveillance, a comprehensive study of its content, gaps and peculiarities of usage in non-democratic political regimes.Conclusions. The article provides historical analysis of evolution and usage of surveillance, which has experienced several stages connected with improving the performance of security functions, in preventing crimes. The attention is focused on the most characteristic features of implementing surveillance as a universal measure of obtaining information and distributing tasks between the states' law enforcement agencies and a means of combating representatives of political forces and structures constituting a real and hypothetical threat to the state / regime. The similarity of performing functions by law enforcement agencies (and the role of surveillance) in the conditions of different state formations, despite fundamental differences in the forms of government and the nature of political systems, is proved.

Résumé :
The aim of the work is to investigate the state and development of the historical memory of the First World War in Ukraine, to find out the reasons that led to the forgetting one of the bloodiest pages of Ukrainian history. The methodology of the investigation is based on using application of the principles of historicism and objectivity, which are important in the characterization of historical events related to the state policy and memory. The historical-genetic method allows to find out the path of the Great War memory in Ukraine. The historical-systemic method provides consideration of the socio-political processes in their interrelationship and cause-to-effect dependence. The scientific novelty consists in systematization of the processed literature and sources regarding commemoration of the First World War, its origin and evolution. The indicated archival documents were introduced into scientific circulation by the author for the first time. Conclusions: The First World War marked the end of the long XIX century and brought drastic changes in the political, social and economic systems of the world. It was a fratricidal war for Ukraine that had extremely important long-term consequences. This is a forgotten war despite more than 4 million Ukrainian participants and about 1,5 million dead people in modern Ukraine. Commemoration in the different countries differs. Though there are certain common trends. Most of participating countries, except for Eastern European countries, actively supported the memory of the dead from the very first years. However, on the territory of the former Russian Empire, revolutionary events and the memory of it displaced memories of the “imperialist” war. The end of the XX century becomes a turning point in the historical policy of individual countries and since 2014, interest in studying the history of the First World War in Ukraine has been actively growing.

Modernity alongside with new technologies development, fundamental changes in the printing industry and informatization of society presented the mankind with such an invention as propaganda. It became an integral part of authoritarian and totalitarian political regimes of the XXth century. However, as a tool of consciousness manipulation, it was actively used by the empires during the "long" XIXth century. In the conditions of the First World War propaganda played a significant role in the mobilization processes and in the formation of the enemy's image. The article attempts to assess the effectiveness of the propaganda during the First World War. The article examines the researches that analyze the events of the war from the point of view of Soviet, modern Ukrainian and foreign historiography and contain descriptions of the propaganda campaign on the front line and in the rear. The state of modern historical research is highlighted and the prospects of further research are indicated. The study of the experience of the First World War and the information component of the fighting can be useful, given the fact that the Russian Federation today uses ideological stamps of that period.The analysis of existing studies on the issues of the First World War in general and its propaganda component in particular proves an increasing interest in the investigation of information warfare topic. Since 2014, the number of studies devoted to the First World War has increased in domestic and foreign research. The Ukrainian regions were a part of Austria-Hungary and Russia, so the usage of the Ukrainian national question in the propaganda of those states was significant. However, the issue of the propaganda war between the two empires is not covered comprehensively.The first study on this subject was of general practical character. The first foreign scholars who examined propaganda were mass communication specialists. For Soviet historical science, the priority task was to study the revolutionary events of 1917 and the period of the civil war. The events of 1914-1918 were interpreted only as an imperialist war, their study was conducted tendentiously. Modern historiography on the First World War reflects the main directions of the European historical school at the beginning of the XXIst century with a focus on social and socio-cultural history. Foreign historiography is represented by Russian, European and American authors. In their research considerable attention is paid to the topic of military psychology and cultural-anthropological aspects of war. The analysis of the extent of the given problem research in the studies of foreign historians suggests a sufficient level of its investigation. Modern historians pay much attention to the ideological aspect, the analysis of visual propaganda. The interest in considering the mechanisms for the formation of images of the enemy, its state and allies increased. A promising object of historical research is the study of the verbal and nonverbal aspects of the propaganda production of both empires.

The article traces the peculiarities of the Austro-Hungarian and Russian propaganda on prisoners of war and interned persons. The state of the study of the topic in the modern historical literature is analyzed and unresolved aspects are indicated. The use of prisoners of war for political and military purposes was sought by both empires. In the course of the First World War, the Russian command took such a step as the formation of military units from the prisoners of war of the hostile army – Czechs, Slovaks and Serbs. These units were created not only as purely military but also political units – for the agitation of the Slavic population of Austria-Hungary to the rebellion against government. In the Habsburg monarchy also hoped to use prisoners of war to undermine the combat capability of the Russian army. For this purpose, the Austro-Hungarian camps began the differentiation of the prisoners on a national basis. Ukrainian and Polish prisoners of war of the czar’s army were under privileged conditions, better provided with food, as well as better conditions for leisure and educational practices. Significant work in this direction was deployed by Ukrainian organizations that functioned on the territory of Austria-Hungary. Political agitation was supplemented by religious, which was carried out by Ukrainian priests from Galicia and Bukovina. National-cultural propaganda of the Union of the Liberation of Ukraine (SVU) and the separation of prisoners on national grounds for the Austrian military command were a means of recruiting volunteers for front-line propaganda, organizing an uprising in the rear of the Russian army in the Caucasus and the Kuban. Imperial propaganda was carried out mainly through print media specifically designed for prisoners of war.A promising object of historical research is the study of the content and visual aspects of propaganda, the peculiarities of the cooperation of the Austro-Hungarian and Russian authorities with representatives of national organizations in organizing propaganda among prisoners of war.

This article examines the history of singing art with the birth of mankind, the influence of the song genre on the spiritual and moral state of peoples, the dynamics of the process of transferring singing art from generation to generation over the centuries. In addition, the genres of songs have a long history and have been passed down from generation to generation for centuries. The origins, stages of development and features of the song genre "Alla" are discussed. Many aspects are analyzed, such as the fact that the genre of Alla's singing is based on folklore, the uniqueness of this type of song, its narration in simple and understandable language. The article systematically describes the history of the song genre, its artistic features, philosophical and spiritual features. The stages of the genre of the song "Alla", the features of each stage, the role of children in the spiritual and aesthetic education of the cradle are scientifically substantiated. The text of the article summarizes the opinions of various experts in the field of the song genre "Alla". In conclusion, the article reveals the importance of the development of the song genre in the conditions of new thinking, the relationship between mother and child. Approaches to the question of the genre of the song differ, and it was analyzed that discussions on this issue continued both during the years of Soviet power and during the years of independence. It is shown that the height of a person's spirituality can be an important factor in raising a child at the level of the song genre that mothers sing, rocking the cradle at birth. It is revealed that in the genres of Alla songs it has become a tradition to pamper a child and compare him with powerful forces and historical figures. Alla song genre takes into account the influence of Asian and European natural factors. The importance of the mother's level, the pleasantness of the sound of the words used instead of them, and so on as the songs of God reach the baby in the cradle. At the end of the article, scientifically based recommendations are given for further popularization and improvement of the song genre.

We investigate whether the analysis of the concept of mental disorder, as carried out in analytic philosophy of psychiatry, can contribute significantly to the intellectual history of antisocial personality disorders. We discuss and address possible pitfalls of this interdisciplinary interaction. Using insights from analytic philosophy of psychiatry, we investigate whether there were significant differences in the explicit conceptualisation of the notion of harm in diagnoses of moral insanity in relevant texts of Austrian and Croatian psychiatrists at the turn of the 19th and 20th century. Our finding that different notions of harm were at the core of debates on moral insanity in early Croatian psychiatry indicates the fruitfulness of the interaction between analytic philosophy and intellectual history of psychiatry.

With the advent of gene-editing tools, changes to sequences encoding genes or regulatory elements can be made with relative ease compared to prior technologies. The development and anticipated commercialization of new applications using gene-editing technologies may span the gamut from therapeutic interventions to agricultural applications to cosmetic or enhancement procedures. Although objections have been raised about the purpose and on whom gene editing should be performed, limiting its uses in the absence of demonstrated harm may be difficult and unwise at this time, even at this early stage of development. The fledgling field may benefit from a review of the history of plastic and cosmetic surgery that underwent a similarly rocky start and continues to evolve to this day. From this brief comparative historical analysis, we may gain some insight about the path forward regarding the use of gene-editing tools for cosmetic purposes.

"Lawyers, history, and jurisprudence. These closely related categories are the main focus of the article. This article is about legal families, the first lawyers, and the first scientific- legal works in the history of our country. It contains a scientific analysis of historical sources and information, the history of the activities of lawyers, world-renowned scientific- legal works. In particular, lawyers, their scientific and practical legal activities are accepted as legal values and studied systematically, separately, and in chronological order. The article provides a general scientific analysis of the history of the legal system of our country, summarizing the results of research conducted within each legal family. In particular, in the order Zoroaster – “Avesta,” Imam al-Bukhari – work of “Qazayo as-sahobati vat-tobein,” Ubaydullahoja Asadullahojayev ‒ his practical and legal activity. The article offers practical suggestions on perpetuating the name of these lawyers and the worthy award and appreciation of the legacy of scientific-legal works that have come down to us, as well as their research and in-depth scientific study."

This article presents a critical survey of ten books from the history of capitalism, a newly emerging subfield of history. At their best, the books offer provocative insights and vivid descriptions of some of the darker episodes of our economic past. Yet specious arguments and failures of analytical reasoning sometimes undermine these books' effectiveness as social criticism. I highlight insights from the field of economic history that would strengthen the work of historians of capitalism. I also suggest some opportunities for dialogue, if not collaboration, between the two communities of scholars.

The art of embroidery, embodied in the world famous masters of the Uzbek people and the national fabrics they create, with its brilliance, variety of colors, Islamic conditions has found its place in the world national art. Although our national embroidery has evolved over the centuries and is distinguished by beauty, diversity and regional differences, in turn, they complement each other. The word kashta comes from the Persian-Tajik language and means "kashida", which means to pull, sew. Embroidery is an important branch of the applied arts of the Surkhandarya oasis. Among the embroidery items of the population of the oasis are suzana, zardevor, borposh, sandalposh, jainamaz, lolabolish, belars (belt), kettle, bag for salt, bag for spoons, glass bag, brick, towels designed to cover beds.
