Hurricane shelters have become the unknown point of last resort for many coastal communities. Harboring displaced populations during a hurricane and it's chaotic aftermath are no longer seen as a need in a coastal communities evacuation strategy. The dangerous situation this strategy poses is being amplified by an increasing coastal population density along the Gulf Coast of the United States while the infrastructure to support mass scale evacuations is not growing in proportion to the population. Communities must face the realization that given the unpredictable nature of hurricanes, evacuation may not be possible for all citizens given the time frame before landfall. This thesis takes the role of harboring evacuees and wraps it into and around the program of a stadium. Being an icon of the city, the stadium will provide a foundation for inserting the hurricane shelter into the core fabric of coastal cities. Using the landscape and transportation infrastructure that feeds the stadium in its existing role, the shelter will engage the city as an icon to the memory of the threat, a point of protection from that threat and a point of aid following the threat.

Résumé :
Marine space has a variety of appealing elements such as in use as resorts, for leisure, marine sports, physical distribution and the function involving the flow of people. However, ports and harbors that have lost their physical distribution functions and are steadily declining are on the increase. The Ministry of Land, Infrastructure and Transport is attempting to undertake regeneration of such ports and harbors that have lost their vitality from the middle of the 20th century. To date, regeneration plans for ports and harbors have been under the initiative of government administration but today, plans for the regeneration of ports and harbors and measures for revitalizing port towns are being reviewed in various ways including the creative development of communities through participation of the local citizenry and the convening of workshops by NPOs. As a part of this, the Chiba Port and Harbor Office in which the national government invests has begun a trial attempt to launch new projects for the invigoration of port towns through the formation of a program under which plans for the regeneration of ports and harbors and the invigoration of port towns will be undertaken through the collaboration of universities and local administrative governments. As a forerunner to such a model project, a program to form a regeneration plan for Kisarazu Port through the collaboration of Kisarazu and the Department of Oceanic Architecture & Engineering of Nihon University for senior 4th year students with the national government’s Chiba Port and Harbor Office as the moderator has been undertaken. At Nihon University, in the curriculum of Oceanic Architecture, A Planning Studio, 7 teachers and 58 students participated and 14 classes with three hours each week were conducted. This paper introduces the background to this and reports on the status of local contribution by the university.

Résumé :
Recently, there are several problems in space, infra-structure, and facility in the contiguity of existing harbors due to the trend of enlarged container vessels. In this regard, the Mobile Harbor has been proposed conceptually as an effective solution for those problems. This concept is a kind of transfer loader of the containers from the large container ship to the harbor on land, which is a floating barge of a catamaran type. The catamaran-type vessel is well known for its advantage in maneuverability, resistance, and the effectiveness for working on board. For the safe and effective operation of the two floating bodies, a container ship and the mobile harbor in the near sea apart from the quay, robot arms, novel crane systems, and pneumatic fenders are specially devised with additional mooring facility or DP (dynamic positioning) system. The concept is to be verified through comparison and simulation studies under various environmental conditions. It is shown that the proposed concept is in general feasible but there are several areas for further investigation and improvement.

Résumé :
Abstract During a ship life cycle, one of the most critical phases in terms of safety refers to harbor maneuvers, which take place in restricted and congested waters, leading to higher collision and grounding risks in comparison to open sea navigation. In this scenario, a single accident may stop the harbor’s traffic as well as incur into patrimonial damage, environmental pollution, human casualties and reputation losses. In order to support the vessel’s captain during the maneuver, local experienced maritime pilots stay on board coordinating the ship navigation while in restricted waters. Because of their shorter relative duration, harbor maneuvers accidents are more probable to occur due to human errors — reinforced by the inherent surrounding difficulties —, rather than machinery failures, for instance. The human errors are object of study of the human reliability analysis (HRA). Aiming to assess the main factors contributing to human errors in pilot-assisted harbor ship maneuvers, this work proposes a Bayesian network model for HRA, supported by a prospective human performance model for quantification. Similar works focus mainly on open sea navigation and collision accidents, which do not reflect the strict conditions found on port areas. Additionally, most of the models are highly dependent on expert’s opinion for quantification. Therefore, the novelty of this work resides into two aspects: a) incorporation of harbor specific conditions for maritime navigation HRA, including the performance of ship’s crew and maritime pilots; and b) the use of a prospective human performance model as an alternative to expert’s opinion for quantification purposes. To illustrate the usage of the proposed methodology, this paper presents an analysis of the route keeping task along waterways, starting from the quantification of human error probabilities (HEP) and including the ranking of the main external factors that contribute to the HEP.

Dans ASME 2011 30th International Conference on Ocean, Offshore and Arctic Engineering. ASMEDC, 2011. http://dx.doi.org/10.1115/omae2011-49505.

Résumé :
Due to the mobility and low costs, floating breakwaters have been frequently considered as alternatives for protecting marinas and harbors from wave attacks. Main advantages of using floating breakwaters include (i) the exchange of water between a harbor and ocean, and (ii) an adjustable elevation varying with tidal levels. When floating breakwaters are used in shallow water environments (during low tides), the presence of seabed may affect the dynamics of the floating breakwaters. In the present study, a series of experiments were carried out in a wave flume of 1.5m wide and 45m long to study the effects of water depth on the performance of a moored floating breakwater. An inertial measurement unit mounted on the breakwater measures the motion responses. The wave reflection and transmission coefficients and the responses of the breakwater to regular waves are presented for four difference water depths.

Résumé :
The increasing scale of the ship structure calls for hydroelastic analysis due to the growing flexibility compared with the regular ships which are regarded as rigid bodies traditionally. In the berthing stage of a barge, the motion responses and bending/torsional forces of the barge will be strongly affected by the flexible deformations of the barge itself and the wave elevation, which will be further affected by both the neighboring floating mobile harbor’s rigid motions and flexible deformations. In this paper, based on 3D potential theory, the coupling analysis model of a flexible barge adjoining a mobile harbor for the predictions of the motion responses and forces of the flexible barge is built. The effects of the flexibility of the barge, the distance between two adjacent structures, and the angles of incoming waves are numerically investigated. Wave elevation in the gap is also analyzed in order to explain the resonant peaks of the motion response.

Résumé :
Moored ship behavior inside harbors and, therefore, the operational and security conditions at a port terminal does not have a straightforward relationship with local environmental conditions. Due to the diversity and complexity of the phenomena involved it is important to use a methodology that combines physical model tests with numerical simulations, taking advantage of potential synergies. Results of prototype measurements are also a key element to making the validation and calibration of both physical and numerical models possible. This paper focuses on studying the behavior of moored tankers using combined methodology. Aspects related with the inclusion in the numerical models of shallow water effects, non-linear characteristics of mooring lines and fenders, the influence of harbor boundaries and viscous damping are analyzed and discussed. The role of physical modeling as a tool to address/quantify some of the conditions and to provide data for the calibration of numerical models is presented, as well as the methodology defined for the study of the operational conditions at an existing berth. This methodology includes the development of a computer vision system to measure ship motion at the port terminal (prototype). Actual operational conditions at the berth are also described in the paper.

Résumé :
In 2020 the US Army Corps of Engineers (USACE) reassigned 14 federally maintained harbors in the Wisconsin waters of Lake Michigan to USACE–Chicago District. The administrative change presents opportunities for increased beneficial use of sediment at harbors that have not traditionally placed sediment beneficially. This paper summarizes a screening-level analysis of 12 harbors to determine which harbors are likely to have sediment appropriate for beneficial use in the future, either in water or upland. The harbors were qualitatively ranked according to the potential for future successful beneficial use of navigationally dredged sediment. Using this screening, data needs were defined and next steps to aid the development of a regional dredged-material management plan were identified.

Résumé :
Over six linear miles of shallow acoustic reflection geophysical data were collected in an 800 ft by 300 ft survey region at Ogdensburg Harbor, Ogdensburg, NY. To better accommodate modern commercial vessels and expand the harbor’s capacity, the current navigable depth of -19 ft Low Water Depth (LWD) needs to be increased to -28 ft LWD, and an accurate map of the nature of the riverbed material (e.g., unconsolidated sediment, partially indurated glacial till, or bedrock) is required to effectively plan for removal. A total of 28 boreholes were previously collected to map the stratigraphy, and the effort revealed significant spatial variability in unit thickness and elevation between adjacent boreholes. To accurately map this variable stratigraphy, chirp sub-bottom profiles were collected throughout the region, with an average line spacing of 13 ft. These sub-bottom data, validated and augmented by the borehole data, resulted in high-resolution spatial maps of stratigraphic elevation and thickness for the study area. The data will allow for more accurate assessment of the type and extent of different dredging efforts required to achieve a future uniform depth of -28 ft LWD for the navigable region.
