Résumé :
The aim of the article is to define the contribution of Elisée Reclus, an outstanding French scientist and explorer of the 19th century, in shaping a new image of Spain which was based on the humanistic scientific ideas of the epoch. The paper gives a general overview of the ideas of Elisée Reclus formed under the influence of Karl Ritter, his German teacher. With this aim in view, the author of the article carries out an analysis of the ways of perception and interpretation of the geographic, historical, social and political reality in Spain in the second part of the 19th century in terms of geographic determinism. This approach proceeds from the assumption that the Man, as a constituent part of the natural order, is constantly affected by the environment. To get a better understanding of human habits and characteristics of a particular culture it is necessary to study its geographic conditions. The theoretical basis of the research determined the analytical and synthetic methods used in it. These methods made it possible to study the concrete materials (the authentic text by Elisée Reclus (1876)), to establish the correlation between scientific and philosophical principles of Elisée Reclus and his views on the geographic, eth-nographic, social and political reality in Spain at that time, to account for the conclusions he made on the basis of his ideas and observations in “Nouvelle Géographie Universelle” (“L´Espagne”).

Résumé :
A history of social struggles in Uruguay is given, from the fights against the Spaniards in early 19th century until the present time. These fights were always influenced by imperialist appropriation of the country. After the Spain has withdrawn it was at first the English Imperialism, later the US-Imperialism which forced Uruguay’s economy to serve its needs. A comprise between rival fractions of Uruguay’s ruling class brought the country a long lasting period of stability and also some social reforms. Economic crisis, increasing social protest and a brutal military regime ended this period in the early seventies. A broad coalition of the Left Frente Amplio could not only survive the military regime, it grew continuously under democratic conditions. Since 1989 Frente Amplio rules in Montevideo, capital and biggest department of the country, and in 2004, its candidate won the presidential elections, starting a new economic policy as well as a new foreign policy.

During the 19th century, in Spain, different laws and orders for the establishment and organization of the Charity Public took place, being the public authorities who were to exercise social charity to the most vulnerable. In this context, further influenced by the emergence of Moral Treatment, a new philosophical and action concept was activated in management, treatment and care for the mentally ill, considered then insane and/or madness. Health care placed a greater emphasis on occupational activity as therapy, as well as improving healthiness and hygienic conditions. However, many factors made it impossible to consummate change, leading to the emergence of new asylum institutions with a marked asylating and custodial character. The aim of this historical study is to try to know the situation in health care to the demented of Alcalá la Real (Jaén) of the time. In the sources used, two fundamental pillars stand out in our study: the Municipal Archive of Alcalá la Real and the Archive of the Provincial Council of Granada. Fromthe data collected it is outlinedhowin the first two decades of the second half of the nineteenth century the madmen alcalaínos were transferred to the Hospital of Madness of Granada, section of the Royal Hospital. The absence of a hospital for these patients in Jaén justified such transfers. The latter were accompanied by a long bureaucratic process that began on the Municipal Board of Charity and ended with the approval of the governor of Jaén. The article deals with the paradox of the Russian social thought and literature, including the ambiguity of the historical images of Russian westernizers and slavophiles. The travel genre focused on the contrast between us and them. Two outstading Russian pieces of this genre (published almost simultaneously) contributed to the polemics of westernizers and slavophiles reflecting the inconsistencies of their positions. “Letters on Spain” by V.P. Botkin follows the idea, similar to slavophiles’, of the need to preserve the national identity under the conditions of modern (mid 19th century) globalization affecting the suburbs of the European world. The surprising unanimity shown by westernizers and slavophiles (essentialists) in their assessment of Monk Parfeny’s “Narrative of Travels.” gives us the opportunity to a have a new look at the essence of their debates regarding the future development of Russia and Russian literature (religious and national-historical aspects).

The COVID-19 crisis could act as a catalyst for a series of social, economic, and political changes since it has sensitized governments and institutions on the need for a structural paradigm shift in their growth models from a triple economic, environmental and social perspective. This article offers a case study of the Spanish island of Menorca and its incidence rates in comparison with other territories of the European Union and Spain. Furthermore, we offer a brief description of the current context of the island and its function during the 19th century as a point of control and containment of infectious diseases in the Lazaretto of Maó. This study intends to interpret how the COVID-19 management has been carried out considering the actions made at the State, regional (autonomous community), insular and local levels. The paper is focused principally on the preventive actions at the insular level to know if some of these actions made during the crisis Covid and insular particularities before the start of the pandemic are conditions for the control of the COVID-19 and its incidence rates on the island.
