The paper analyses the environmental Kuznets curve (EKC) relationship between greenhouse gases and main aspects of economic development based on the panel data of 20 countries of the EU, including the data of three Baltic States, in the period 1995–2011. The fixed effect panel model was used as a framework for the analysis. The commonly used models confirmed the presence of the inverse U-shaped relationship. The novel contribution of this paper is that the factor referring to the global financial crisis was tested in expanded EKC model. Higher energy taxes, primary production of nuclear heat and R&D decrease the level of greenhouse gas emissions (GHG). The size of agriculture, industry and construction, as well as the primary production of solid fuels have a positive sign, which means that a higher value of these indicators is associated with a higher level of GHG. This implies that the analysed set of factors can be applied to adjust the EKC trend in the region and might be useful for the climate change policy adjustment.

The analysis of the economic efficiency of agriculture has been the subject of numerous studies. An economically efficient agricultural sector is not always environmentally efficient. Agriculture is a large emitter of greenhouse gases. The Intergovernmental Panel on Climate Change states that food production and agriculture are responsible for 21–37% of total global CO2 emissions. Due to the comprehensive assessment of the agricultural efficiency, it is worthwhile to apply to its measurement an integrated approach based on economic, energy and environmental aspects. These aspects were the main reasons for undertaking this research. The purpose of the study was to determine the economic, energy and environmental efficiency of agriculture in the EU Member States in 2019. The environmental analyses relate to the period 1990–2019. A total of 26 member states of the European Union (excluding Malta and Luxembourg) were selected for research. The sources of materials were Eurostat and the European Environmental Agency. This study was based on the Data Envelopment Analysis method, and used the DEA model focused on minimizing inputs. The research also adopts energy productivity and greenhouse gas emission efficiency indicators. The DEA model features the following variables: one effect (value of agricultural production) and four inputs (land, labour, use of fertilizers and use of energy). It was found that seven out of the 26 studied EU countries have efficient agriculture. The efficient agriculture group included The Netherlands, Denmark, Greece, Cyprus, the United Kingdom, Italy and Ireland. Based on the DEA method, benchmarks have been defined for countries with inefficient agriculture. On the basis of these benchmarks for inefficient agricultural sectors, it was possible to determine how they could improve efficiency to achieve the same results with fewer inputs. This issue is particularly important in the context of sustainable agricultural development. In the next stage of the research, the analysis of economic and energy efficiency was combined with the analysis of GHG emission efficiency in agriculture. Four groups of countries have been distinguished: eco-efficiency leaders, eco-efficiency followers, environmental slackers, eco-efficiency laggards. The leaders of the classification were The Netherlands, Italy, Greece, Cyprus and Portugal.

Recently, there has been an ongoing global debate on the issues of energy safety, energy autonomy, and energy alleviation policies in developed and developing countries. The energy communities can integrate distributed energy resources, especially among local energy systems, playing a decisive role to support people around the world in the transition process towards sustainable development and renewable energy sources (RES). The main research dimensions of such a manifold approach are environmental sustainability, the reduction of greenhouse gases (GHGs) emission, the ordinal exploitation of RES, the social awareness in actions towards global consumerism in an environmentally caring manner, the increase of energy efficiency, and the pollution relief caused by the expansion of urban/built environment worldwide. This review study focused on the roles and the ways of how “energy communities” (ECs) could support contemporary energy management and priorities to ensure energy safety, autonomy, and alleviation, regionally and globally. In this context, a systematic, last-decade publications of ECs was conducted and the retrieved documents were organized in alignment with the following four groups of literature overview. Group 1 covered the dimensions of technology and environment, being coupled with Group 2, covering the dimensions of socio-culture and anthropocentricity (mainly focusing on the built environment). A similar coupling of Group 3 and Group 4 was made, where Group 3 covered the legislative dimension of ECs and Group 4 covered the ECs devoted to Europe–European Union (EU), respectively. The emerging key literature aspects, the proposed measures, and the applied energy policies on ECs were also conveyed and discussed.

Nuclear energy is an option that enables a significant reduction of greenhouse gases emissions at the national and European Union (EU) level. However, it is also an option that is mostly influenced by public opinion and an option that has strong cross-border impact. Croatia does not consider nuclear options, but a possible future turn to nuclear might have an influence on other EU countries. The possibility for such a turn is analyzed, taking into account public opinion as well as historical and economic factors. Based on the results of a public opinion survey, it can be deduced that the Croatian public is not inclined to nuclear energy and considers it a risky option, although nuclear power plants in neighboring countries are not perceived as a high-risk threat. Trust in government as an information source is very low. Despite historical aspects that suggest scientific and expert knowledge capable of handling nuclear build, public opinion and the low economic framework indicate that a turn a to nuclear in Croatia is highly unlikely.

Energy is the material foundation to promote social progress and of humans survival. A large number of energy consumption has brought serious environmental problems. After Global Climate Summit in Copenhagen, The attention to the green-house gas emissions of our country from the international community grows day by day. Developing green power is vigorously an important way to reduce the emissions of greenhouse gases. However, the cost of green power is so high compared with the traditional fossil energy that green power cannot be promoted only depending on market mechanism. So the mechanism that supports green power should be established. Firstly the implementation of green power of foreign countries (mainly the United States and European Union countries) is analyzed, and its content includes implementation mechanism, the market main body and duties, policy, motivation, supervision, etc. Then the development of domestic green power is described in detail, and a comparative analysis is presented between foreign and domestic implementation of green power in various aspects. Now in our country, the provinces developing green power better are Jiangsu, Zhejiang, Shanghai, Beijing and so on. There are enough green-power resources, potential users in these regions. And with the excitation of national policy, the regions develop green power actively, laying foundation of implementation of green-power mechanism. Shanghai is now the first city of our country that implements mechanism of green power. After the analysis of the present implementation of green power, the deficiency and areas in need of improvement are presented, combined with Shanghais present green-power implementation mechanism, as well as the original national green-power implementation mechanism. And some policy suggestion is put forward for the recent national green-power development in finance, taxation, incentive etc, which analyses and improves the designation of green-power implementation mechanism, including the payments balance and the research of incentive mechanism.

In 2001, 178 of the world's nations reached agreement on a treaty to combat global climate change brought on by anthropogenic emissions of greenhouse gases. Despite the notable omission of the United States, representatives of the participants, and many newspapers around the world, expressed elation. Margot Wallström, the environment commissioner of the European Union, went so far as to declare, “Now we can go home and look our children in the eye and be proud of what we have done.”In this article, I argue for two theses. First, the rhetoric and euphoria surrounding the 2001 deal is misplaced. This is not, as is often said, because the Kyoto agreement is too demanding but rather because it is much too weak. In particular, the Kyoto agreement does little to protect future generations. On the contrary, (at best) it seems to be a prudent wait-and-see policy for the present generation, narrowly defined. Hence, even those countries who have endorsed the Kyoto agreement should be wary of looking their children in the eye, and none should relish facing their children's children.Second, the failure of the Kyoto agreement can be explained in terms of the underlying structure of the problem. Climate change involves the intersection of a complex set of intergenerational and intragenerational collective action problems. This structure, and in particular its intergenerational aspect, has not been adequately appreciated. Yet until it is, we are doomed to an ineffectual environmental policy.

The article is devoted to the problem of ensuring the UK energy security since the 90s of the 20th century to the date (June 23, 2016) of referendum on the UK exit from the European Union (Brexit). The problem is considered in its evolution: from the moment of its emergence during the conservative government of John Major, via the attempts to define the different aspects of the problem and to outline ways to solve it by labour cabinets of Tony Blair (1997–2007) and Gordon Brown (2007–2010), and up to formulating the notion of ‘energy security’ and making concrete steps to strengthen the UK energy security during David Cameron – Nick Clegg coalition cabinet (2010–2015) and the conservative cabinet of David Cameron (2015–2016). The problem is scrutinized with the help of vast number of the official documents and White Papers on energy policy of British governments, the UK Ministry of Energy and Climate Change and the Foreign Office. The article shows that the problem of reducing greenhouse gases emissions as an important part of the international efforts for containment of global climate changes is one of the main challenges for the UK energy security and the key driving force behind diversification of the British energy sector. The author considers the rising dependence of the UK economic development, the prosperity of British consumers and industry on the guaranteed, affordable, secure supply of fossil fuels from the unstable countries of the world as the second important challenge in strengthening the UK energy security. The transition of the United Kingdom’s energy balance towards rapid implementation of the low-carbon technologies (the nuclear power and the renewable energy sources [RES]) is seen in the article as the way to meet two above-mentioned challenges and to strengthen the UK energy security.

In the literature on the subject, it is argued that tax policy is one of the tools stimulating the transition toward sustainable economies. Public authorities can use two functions for this purpose: fiscal and non-fiscal functions. High emission rates and the rising rapid atmospheric changes that come with them are serious threats to the climate and sustainable development. Reducing greenhouse gas emissions is one of the goals towards which the world strives (including the EU), so as to keep a balance between people’s expectations, economic aspects, and the needs of the environment. Therefore, it is necessary to explain whether, along with other factors, environmental policy and its component “green taxes” can act as a factor in limiting greenhouse gas emissions. The purpose of this article is to seek an answer to the question of whether “green taxes” as an instrument of tax policy are a significant factor influencing climate change by contributing to reducing greenhouse gas emissions. This article attempts to identify the determinants of greenhouse gas emissions (the dependent variable) using the method of linear regression analysis. Multiple linear regression models are used to predict the value of the dependent variable based on the values of the independent variables (identified from the literature). Trading of CO2 emissions was not included in the analysis due to lack of data. The regression analysis was carried out using specialized statistical software (SPSS). The authors negatively verified the hypothesis that environmental taxes are a significant determinant of greenhouse gas emission reductions compared to the analyzed determinants. “Population”, “current and capital transfers for environmental protection”, and “supply, transformation and consumption of solid fossil fuels” are the most important factors influencing greenhouse gas emissions. Changing consumer behavior (as an effect of the non-fiscal function of taxes) appears to be an extremely important factor in reducing greenhouse gas emissions. Hence, the public authorities should promote behaviors conducive to their reduction by means of incentives, and not mainly taxation of negative behavior or fiscal incentives.

AbstractAt the end of 2016 there were 84 wind farms under construction in 11 European countries. Investments in this sector are enormous. The average cost of a wind farm construction amounts to approx. 4 mln EUR per 1 MW of installed power. Offshore wind energy production also plays a significant role in the process of ensuring energy security in Europe, and in reduction of greenhouse gases. The objective of this paper is to present prospects of offshore wind energy farms development in the leading member states of the European Union as regards this problem. In this paper offshore wind farms in Germany and Denmark have been studied. In the paper the power of wind farms, the support systems as well as criteria related to location of wind farm offshore have been analysed. German and Danish sectors of offshore wind energy are strongly supported by respective governments. Both countries aim at yearly increase of wind energy share in total energy production. The research has been conducted based on the analysis of acts, regulations, the subject’s literature and information from websites.

This paper evaluates the evolution of eco-efficiency for the 27 European Union (EU) countries over the period 2008–2018, provided the traditional high concerns of the EU concerning the economic growth-environmental performance relationship. The EU has triggered several initiatives and regulations regarding environmental protection over the years, but as well the Sustainable Development Goals demand it. Under this setting, we conduct a two-stage analysis, which computes eco-efficiency scores in the first stage for each of the pairs EU 27-year, through the nonparametric method data envelopment analysis (DEA), considering the ratio GDP per capita and greenhouse gas emissions (GHG). In the second stage, scores are used as a dependent variable in the proposed fractional regression model (FRM), whose determinants considered were eight pollutants (three greenhouse gases and five atmospheric pollutants). CO2/area and N2O/area effects are negative and significant, improving the eco-efficiency of the EU 27 countries. When the efficient European countries are excluded from the estimations, the results evidence that CO2/area and CH4/area decrease the DEA score. The country with the lowest GHG emissions and pollutant gases was Ireland, being the country within the considered period that mostly reduced emissions, particularly SOx and PM10, increasing its score.

The biofuels sustainability in transport depends on the energetic products demand and the limited resources. According to European legislation, the energy consumption in transport from renewable energy in the European Union should increase by 10% till 2020. Considering the environmental requests related to greenhouse gases reduction and a lower dependency on oil fuels stimulated more the biofuels production, this research empirically assessed the impact of energy consumption in transport based on biodiesel and bioethanol on sustainable development in terms of economic growth and greenhouse emissions. Using dynamic panel and panel vector-auto-regression models for European Union countries during 2010–2015, we proved that only the energy consumption in transport based on biodiesel had a positive impact on economic growth. The greenhouse emissions did not have any impact on economic growth while the energy consumption in transport based on bioethanol negatively affected the economic growth. The Granger causality tests on panel data indicated a bilateral relationship between economic growth and energy consumption in transport based on biodiesel and between economic growth and energy consumption in transport based on bioethanol. Given these empirical results, the energy policies should focus on the higher utilisation of biodiesel in transport in the EU.

The article describes aspects related to the impact of toxic components of exhaust gases from motor vehicles, which are equipped with spark-ignition engines for environmental pollution and a negative impact on human health. The paper presents aspects related to the structure of passenger cars in Poland and the European Union, which are in operation and subject to mandatory control tests. The methodology of performing mandatory periodic check-ups in diagnostic stations and on the basis of the developed research results also includes a group of vehicles that does not meet the legal requirements for the measurement of exhaust emissions. The results of passenger car tests in selected European Union countries have been presented.

Environmental aspects are an essential part of economic development. Improvement of the environmental situation can have a significant impact on the pace and structure of economic development. For environmental component, it is important to analyze the current state and predict greenhouse gas emissions. The development of methodological approaches in this area will allow for more detailed forecasting of the situation. In order to reduce the emission of greenhouse gases, European countries have set targets for efficiency of energy consumption and widespread use of renewable energy sources, which they have achieved and become world leaders in using them. By 2020, the goal is set for energy consumption to be at least 20% from renewable sources. According to the forecast on average, in 2040 the share of oil products in the structure of fuel consumption in road transport in Europe will be reduced to 80%. Nevertheless, in the countries of Europe, various trends in the field of greenhouse gas emissions are expected. Most countries have a high potential for reducing greenhouse gas emissions from fuel combustion on road vehicles. In Russia, emissions from vehicles are projected to reduce by 8% by 2040.

In this article the author presents some aspects of the hydrogen market, this fuel is essential to support the European Union’s commitment to achieving climate neutrality by 2050. In 2020, the crisis caused by the Covid-19 pandemic has given a boost by speeding up the global long-term challenge of climate change, with more and more countries committing to achieving “zero net” emissions. The energy system in the single internal market is responsible for 75% of greenhouse gas emissions. According to the Green Deal Pact. In the context of the crisis caused by the Pandemic Corona, the European Commission issued the Hydrogen Strategy in which it provided for an investment plan in green energy with the aim of economic recovery in Europe. In this sense, green hydrogen can be the fuel that contributes to reducing energy costs at European level. Decarbonisation leads to a significant increase in the role of electricity, which can cover the demand of over 50% of final energy by 2050, compared to about 20% today. Hydrogen contributes to the security of energy supply by reducing dependence on the import of fossil energy and natural gas. Thus, the diversification of energy supply takes place by facilitating the implementation of renewable energy sources. This is assessed by the estimation of imported fossil fuels that will be replaced by hydrogen based on domestic renewable sources. Green hydrogen can be obtained from clean energy where investments in renewable energy, whose prices are falling, and innovation are a viable solution for the green economy. Hydrogen does not emit greenhouse gases and does not pollute the air when used. In Romania, the potential for renewable energy production is estimated to be almost ten times higher in 2030 than at present, which creates a significant opportunity to use some of this potential in the production of hydrogen that can replace fossil fuels.

Carbon dioxide and methane are the two most important greenhouse gases and are closely related to global warming and extreme weather events. To master their spatial and temporal variations, the CO2 and CH4 concentration data monitored by the GOSAT satellite in 2020 and 2021 were used to map and analyse the annual, seasonal and monthly changes in CO2 and CH4 concentrations in the world and major countries/regions. The results demonstrate that 1) in 2021, the average annual CO2 concentration over the global land area was 412.74 ppm, an increase in 0.64% compared with the same period last year, and there were spatial differences in the distribution of CO2 concentration, with high values mostly concentrated in the middle latitudes of the Northern Hemisphere; 2) compared with 2020, the CO2 concentration in China, the United States, India, the European Union and other countries/regions increased significantly; 3) in 2020 and 2021, the quarterly CO2 trend of the global and major countries/regions was the same, which was higher in the first(January, February, March) and second(April, May, June) quarters, significantly lower in the third(July, August, September) quarter, and gradually increased in the fourth(October, November, December) quarter. Further work on long time series and validation needs to be conducted.

The most actual environmental problems in the XXI century are the following: global warming due to greenhouse gas emissions, energy production at coal, oil and power plants, air pollution, water pollution and waste recycling. Other environmental problems can be added to this short list, but the authors solve a specific task of promoting the idea of a promising “green” energy that will help humanity in conservation and development. European Union (EU) countries are planning to solve the main environmental challenges for the transition to low-carbon electricity by 2050. In many countries in the world every year there are more and more supporters of reducing emissions of carbon dioxide CO2, nitrogen oxides NO and NO2 and other greenhouse gases into the atmosphere. In recent years, EU has been consistently pursuing its own policy in the field of environmental protection, carrying out large-scale environmental measures. In Germany, United Kingdom (UK) and other European countries, a number of environmental initiatives are already gaining the status of state policy, which is being formalized in laws and regulations. Russian Federation acts on the world market as a leading country that produces and supplies significant energy resources not only to Europe, but also to many countries in the Asia-Pacific region. It is clear that the competitive stability of Russian energy companies significantly depends on the situation on the world energy market, but with the right strategy, Russia can actively influence the state of the entire energy market. With a confident leadership position, provided with significant natural, technological and human resources, Russian Federation has undeniable advantages over other energy-producing countries. It is Russia that can become the main supplier of clean energy for all other countries of the world, where tougher environmental requirements for energy generation are being cultivated. The authors of the study are considering the possibility of producing environmentally friendly hydrogen in Russia based on renewable energy sources (RES). The performed analysis shows the undeniable advantages of Russia in the export of hydrogen to other European countries.

The construction industry is the world’s largest emitter of greenhouse gases. The CO2 emission levels in the atmosphere are already reaching a tipping point and could cause severe climate change. An important element is the introduction of a technology that allows for the capture and sequencing of carbon dioxide levels, reducing both emissions and the carbon footprint from the production of Portland cement and cement-based building materials. The European Union has started work on the European Climate Law, establishing the European Green Deal program, which introduces the achievement of climate neutrality in the European Union countries. This includes a new policy of sustainable construction, the aim of which is to develop products with a closed life cycle through proper waste management. All efforts are being made to create generated waste and thus to support their production and/or use as substitutes for raw materials to produce biocomposites. This article reviews environmental issues and characterizes selected waste materials from the agri-food, mineral, and industrial sectors with specific properties that can be used as valuable secondary raw materials to produce traditional cements and biocomposite materials, while maintaining or improving their mechanical properties and applications.

The use of energy is a precondition for global economic and civilisational development. However, the growing demand for energy is depleting traditional energy resources and, most importantly, causing environmental pollution, mainly through the emission of greenhouse gases. As energy is necessary for the functioning of all sectors of the economy, such as industry, services, transport as well as households, these sectors are the largest contributors to energy consumption. Renewable energy sources are an alternative to generating energy from conventional fossil fuels. The main objective of this paper was to determine and compare the level, trends and variation in energy consumption by different economic sectors in countries of the European Union in 2010–2019. An analysis of the share of renewable energy consumption in different economic sectors was also carried out, as well as an assessment of the relationship of these indicators with the level of economic development of the countries and environmental impacts in the form of greenhouse gas emissions from energy consumption. To explore the topics under discussion, a dozen of indicators have been considered in the article. The source of empirical data collected was the European Statistical Office. The researched period covered the years 2010–2019. The empirical data was statistically analysed. The article considers changes in the values of the studied indicators, differentiation between countries and the results of correlation and regression analysis. As shown by the data from 2010–2019, the countries of the European Union vary significantly in respect of primary and final energy consumption. The highest final energy consumption occurs in the transport sector, followed by slightly lower consumption in the industrial sector and households sector and the lowest but also significant consumption in the commercial and public services sector. Since 2010, total primary and final energy consumption has decreased in the EU (27) countries. Total energy consumption and consumption by individual sectors in modern economies of the EU (27) countries are reflected on the one hand in economic development and on the other—in exacerbation of adverse climate changes. Therefore, all EU Member States, aware of their energy consumption and their own contribution to environmental pollution, should take effective and sustainable corrective action in this area as soon as possible.

Ports are of great strategic importance for a country. Nowadays, compliance with environmental requirements is required, forcing the migration towards clean energies. Therefore, it is necessary for emerging ports, as those in developed countries, to incorporate in their policies the use of electric power in the machinery that moves containers in the terminals. To learn how the problem is addressed in other countries, an extensive bibliographic review is presented. Then, the energy policies and criteria of a group of ports in an emerging country and a European port are studied. Subsequently, in order to determine the gaps between the ports investigated, the layout of the cargo yard of each of the terminals is optimized; the emissions of co2 and other ghg gases are calculated; and finally, the decrease in emissions when switching from diesel to electricity is estimated. The strategic and operational gaps related to energy management between the emerging and developed countries are discussed. It is concluded that research is needed to investigate how these initiatives impact the city and improve other sustainable aspects.

The transport sector is one of the largest contributors of CO2 emissions and other greenhouse gases. In order to achieve the Paris goal of decreasing the global average temperature by 2 °C, urgent and transformative actions in urban mobility are required. As a sub-domain of the smart-city concept, smart-mobility-solutions integration at the municipal level is thought to have environmental, economic and social benefits, e.g., reducing air pollution in cities, providing new markets for alternative mobility and ensuring universal access to public transportation. Therefore, this article aims to analyze the relevance of smart mobility in creating a cleaner environment and provide strategic and practical examples of smart-mobility services in four European cities: Berlin (Germany), Kaunas (Lithuania), Riga (Latvia) and Tartu (Estonia). The paper presents a systematized literature review about the potential of smart-mobility services in reducing the negative environmental impact to urban environments in various cities. The authors highlight broad opportunities from the European Union and municipal documents for smart-mobility initiatives. The theoretical part is supplemented by socioeconomic and environmental descriptions, as well as experience, related to smart-mobility services in the four cities selected.

The European Union has set the target that by 2020 harmful emissions and energy consumption should be reduced by 20% compared to the 1990s. This paper examines the impacts of environmental quality on two parameters of national competitiveness (exports and GDP per capita). The study focuses on the EU-15 countries and covers the period from 1960 to 2013. Even though the analyzed economies are developed countries which are the leaders in environment protection, they are still also the leading emitters of greenhouse gases. The paper uses traditional econometric techniques to test the relations between energy use, CO2 emissions, exports and GDP. The results show that the variables are co-integrated. In addition, energy-led growth hypothesis is valid in most of the analyzed economies. The results have also shown that increased CO2 emissions reduce economic activity and export performance. Finally, we will conclude that there are two tasks for future policy makers: first, to strengthen renewable-energy goals, and second, to adjust the economic structure towards less harmful emissions. In such circumstances, we could expect the economies to further develop clean technologies and to obtain their benefits for national competitiveness.

Abstract The European Union (EU) has set ambitious targets to increase the overall energy efficiency and decrease the environmental impact by introducing the ‘Green Deal.’ It is an EU plan for the transition to zero greenhouse gas emissions. The overall data analyses of GHG emissions per capita and GDP value in different EU countries show that the GDP increase in 2010–2017 has not increased GHG emissions. Therefore, the link between the GDP increase through energy resource usage increase has been eliminated. However, not all of the EU 27 member states contributed to the overall EU green policy equally. The article presents the methodology for the energy and environmental performance status analyses by evaluating nine different indicators (share of renewable energy, greenhouse gases per GDP, energy intensity, primary efficiency, industry efficiency, energy consumption in households, space heating efficiency, pollutant emissions from transport and specific energy consumption of transport sector) for EU member states. Indicators have been tested through correlation analyses. The use of multidimensional Energy and climate policy indicator has been proposed to rank the performance of different EU countries. The results show that the countries with the highest score in climate and energy indicator values are Sweden, Denmark, Latvia, Austria, Finland, Ireland, and Lithuania. The lowest obtained values are Bulgaria, Poland, Hungary, the Czech Republic, and France.

Globally, the pollution prevention goals transposed in the Kyoto Protocol, require sustainable solutions regarding the management of organic waste from both agricultural, and livestock farms. Biogas production by anaerobic digestion of organic wastes and residues provides a range of socio-economic benefits, but also environmental, thus contributing to monitoring the complex relationship between human health and the environment. The European Union policies regarding renewable energy systems (Europe 2020 Strategy – A strategy for smart, sustainable and inclusive growth and Green Paper „Towards a European strategy for the security of energy supply“), highlights that the production of renewable energy, reducing greenhouse gas emissions and a sustainable waste management, are essential for sustainable development in the future. In this context, this paper will review aspects of biogas production by anaerobic digestion of organic waste, stages of anaerobic digestion process and concepts of biogas plants used in European countries.

The article concerns the issue of the existence of non-obvious relationships and of potential correlations between the emission of greenhouse gases and particulate matter (PM), renewable energy and corruption perceptions. Additionally, it analyses the possible impact of these above-mentioned connections on the economic, environmental and social situation in the context of further economic development, including during the COVID-19 pandemic and in relation to European countries. The issue of reducing dirty energy sources and corrupt activities is not only a problem considered at the state level, but it is very closely related to the operation of many private enterprises. The conducted research applied methods of desk research as well as comparative quantitative analyses and used extensive statistical data of most European Union member states as well as the United Kingdom and Norway. The ambiguity of the results obtained in the research does not allow for an explicit verification of the existence of relationships between corruption and the pro-ecological initiatives influencing the lower intensity of greenhouse gases and particulate matter (PM) to the atmosphere or increasing share of renewable energy in the whole energy consumption. However, in many analysed cases it is possible to observe the occurrence of the indicated relationships, which, although not considered to be a rule, may give direction to further detailed research in this area, in particular in order to show the resulting beneficial or unfavourable implications for the performance and development of companies and the economy as a whole with rules of sustainability.

Over the past several decades there has been a strong intensifying trend of human society impact on ecosystems, consumption of natural resources and global change. The environmental impact of the society is fully apparent and dominantly implemented through various greenhouse gases emissions (GHG), leading towards global climate change with considerably spread harmful effects. Global climate change includes the earth and ocean surface and atmospheric warming, but also melting of snow and ice, increase of sea levels and ocean acidity, as well as ever more common natural phenomena extremes (winds, various forms of rainfall/precipitation, extremely low or high temperatures, etc.). Scientists are well-familiarized with the fact that use of fossil fuels, such as oil derivatives and coal, is the main generator of harmful gases. In addition, possible substitutions for fossil fuels in the form of other energy sources are very limited, and it should be remembered that other energy sources also have certain adverse environmental effects. Bearing in mind climate change caused by products of fossil fuels combustion, as well as inevitable depletion of natural crude oil resources, management of growing global energy demand becomes one of the key goals and challenges of 21st century. If these reasons are coupled with obligations emanating from Kyoto Protocol, it is clear that attention of researches should be more than reasonably focused on the main determinants of energy consumption. This study is focused on illumination of key demographic and economic determinants of energy consumption in 28 EU member states in the period 1960- 2014. The results obtained demonstrate that population positively and quite strongly influence total energy consumption. An increase of population of 1% will result in an increase of energy consumption of 1.59% to 1.76%. Such relation most probably can be explained by the fact that demographic growth of the society aggravates and complicates planning processes of efficient energy consumption, diminishing the ability of society to be energy efficient. The population effect of persons aged 65 and above to energy consumption is also positive. An increase in share of this age group of 1% will result in an increase in energy consumption of approximately 0.43%. Positive elasticity coefficient should be understood as a proof that European societies with higher share of senior citizens consume more energy that societies with higher share of younger population, not necessarily as an argument that senior citizens use more energy than younger population. The explanation for such nature of a cause-andeffect relation could be that high share of senior citizens influences the structure of production and consumption, spatial distribution of population, transport infrastructure and social services provided. A significant influence on energy consumption in the EU is made by the level of economic development of countries, which is in accordance with the Environmental Kuznets Curve (EKC), suggesting a relation of inverted letter ?U?. The amount of income per capita needed to have the EKC expressed ranges between 54,183 and 81,552 dollars.

Renewable energy has been suggested as the primary approach for decarbonizing the energy system and decoupling energy consumption from greenhouse gas emissions, both in the energy literature and in practice. The European Union has acknowledged the challenge and put renewable energy transition high on the policy agenda with the latest ambition of being a carbon-neutral economy by 2050. On the other hand, Western Balkan countries are still dependent on fossil fuels as one of their primary energy mix sources. The pledge about the European future has mostly driven the renewable energy transition ambition in the Western Balkan countries, including Serbia. Moreover, signing the Energy Community Treaty provided institutional and legal tools to both Contracting Parties and the European Union to build the common energy market. These processes inspired many authors in the last two decades to analyse technical, economic, market and environmental aspects of renewables. However, the governance and planning, even though identified as challenging, have been side-lined from the analysis. This paper aims to overview the selected renewable energy transition literature and legislation to analyse the main legal and policy milestones reached so far, as well as ambition in Serbia. It also discusses the lessons learned from the related literature from energy governance and planning prism. To do so, it firstly provides a literature review of the main concepts of the renewable energy transition. Moreover, the historical analysis of renewable energy policy and legal developments in the European Union, the Energy Community and Serbia are in the second part's focus. Finally, the discussion part summarizes lessons learned from the literature for future energy governance and planning with the perspective of the energy planning process, policy evaluation, and education and administrative capacity. The article concludes by emphasizing the importance of taking the current literature findings as prospective steps to follow towards accelerated energy governance and planning.

Abstract. For the comprehensive assessment of the policy impact on greenhouse gas emissions from agricultural soils both socio-economic aspects and the environmental heterogeneity of the landscape are important factors that must be considered. We developed a modelling framework that links the large-scale economic model for agriculture CAPRI with the bio-geochemistry model DNDC to simulate greenhouse gas fluxes, carbon stock changes and the nitrogen budget of agricultural soils in Europe. The framework allows the ex-ante simulation of agricultural or agri-environmental policy impacts on wide range of environmental problems such as climate change (greenhouse gas emissions), air pollution and groundwater pollution. Those environmental impacts can be analysed in the context of economic and social indicators as calculated by the economic model. The methodology consists in four steps (i) the definition of appropriate calculation units that can be considered as homogeneous in terms of economic behaviour and environmental response; (ii) downscaling of regional agricultural statistics and farm management information from a CAPRI simulation run into the spatial calculation units; (iii) setting up of environmental model scenarios and model runs; and finally (iv) aggregating results for interpretation. We show first results of the nitrogen budget in cropland for the area of fourteen countries of the European Union. These results, in terms of estimated nitrogen fluxes, must still be considered as illustrative as needs for improvements in input data (e.g. the soil map) and management data (yield estimates) have been identified and will be the focus of future work. Nevertheless, we highlight inter-dependencies between farmer's choices of land uses and the environmental impact of different cultivation systems.

The main goal of setting energy efficiency priorities is to find ways to reduce energy consumption without harming consumers and the environment. The renovation of buildings can be considered one of the main aspects of energy efficiency in the European Union (EU). In the EU, only 5% of the renovation projects have been able to yield energy-saving at the deep renovation level. No other study has thus far ranked the EU member states according to achieved results in terms of increased usage in renewable sources, a decrease in energy usage and import, and reduction in harmful gas emissions due to energy usage. The main purpose of this article is to perform a comparative analysis of EU economies according to selected indicators related to the usage of renewable resources, energy efficiency, and emissions of harmful gasses as a result of energy usage. The methodological contribution of our study is related to developing a complex and robust research method for investment efficiency assessment allowing the study of three groups of indicators related to the usage of renewable energy sources, energy efficiency, and ecological aspects of energy. It was based on the PROMETHEE II method and allows testing it in other time periods, as well as modifying it for research purposes. The EU member states were categorized by such criteria as energy from renewables and biofuels, final energy consumption from renewables and biofuels, gross electricity generation from renewables and biofuels and import dependency, and usage of renewables and biofuels for heating and cooling. The results of energy per unit of Gross Domestic Product (GDP), Greenhouse gasses (GHG) emissions per million inhabitants (ECO2), energy per capita, the share of CO2 emissions from public electricity, and heat production from total CO2 emissions revealed that Latvia, Sweden, Portugal, Croatia, Austria, Lithuania, Romania, Denmark, and Finland are the nine most advanced countries in the area under consideration. In the group of the most advanced countries, energy consumption from renewables and biofuels is higher than the EU average.

One of the ways of implementing the concept of sustainable development by the European Union is their energy policy. Among the three main objectives in its energy policy is a reduction in greenhouse gases (mainly CO2) emissions to at least 20% below 1990 levels by 2020. This study aims to assess the impact of international trade on actual CO2 emission in the EU, China and the USA for the period 1997–2017. For this aim, the Actual-Open CO2 emissions were calculated, taking into account the transfer of CO2 in exported products and services from China and the USA to the EU and vice versa. It is concluded that the actual CO2 emissions in China, the USA, and the EU differed from the traditionally calculated emissions. This has serious consequences for policy, as the factual level of implementation of the EU energy policy goals may be different from what is assumed. Without including the goals of energy policy into trade policy, the effectiveness of measures may be limited. This also has implications for the effectiveness of environmental management systems. When improvements rely on increasing trade with large CO2 emitting countries, the final effect may be opposed to the assumed effect.

Climate change has become in the past decades one of the major global problems that humanity must face. In order to try to stop it, and eventually reverse it, the international community has adopted the United Nations Framework Convention on Climate Change (1992) and the Kyoto Protocol (1997, not yet in force). The Protocol sets quantified commitments for developed countries concerning the reduction of emissions of greenhouse gases, but also the possibility to comply with such commitments in a flexible manner, through three instruments: joint implementation, the clean development mechanism and emissions trading. The inclusion of additional instruments addressed to facilitate the curbing of emissions at a low cost, the so-called flexibility mechanisms, was a key element that allowed the final agreement to be reached. The paper describes briefly the main developments of the climate change regime and of each of these mechanisms. It then outlines their common constitutive elements, while underlining the aspects that remain unsolved, especially relating to their supplemental character to domestic action and the fact that any project approved under the JI or the CDM must provide a reduction in emissions that is additional to any that would otherwise occur. Throughout the examination of both the elements and challenges of the three mechanisms, the position and inputs coming from the European Union and its Member States within the climate change regime are also analysed.

The methodology consists of four steps: (i) definition of appropriate calculation units that can be considered as homogeneous in terms of economic behaviour and environmental response; (ii) downscaling of regional agricultural statistics and farm management information from a CAPRI simulation run into the spatial calculation units; (iii) designing environmental model scenarios and model runs; and finally (iv) aggregating results for interpretation. We show the first results of the nitrogen budget in croplands in fourteen countries of the European Union and discuss possibilities to improve the detailed assessment of nitrogen and carbon fluxes from European arable soils.

Every year around the world, tanneries valorize and ennoble about 8 million tons of raw hides and skins, a waste material from the agri-food supply chain that would otherwise be destined for disposal in landfills or incineration, resulting in the release of about 5 million tons of greenhouse gases. On the other hand, leather, an extraordinary example of valorization and conversion of a putrescible and polluting material, has a much longer use life than its substitutes and a far more favorable degradative fate for the environment. The war in Ukraine and the consequent repercussions on the international market are likely to further exacerbate the historic need for raw materials (crude and semi-finished) of the European and, in particular, of the Italian tanning industry; and tanneries in non-European (Asian and South American) countries, given the greater availability of raw hides and skins, could take advantage of this to reduce the competitiveness of EU tannery in the markets. So worrisome is the situation that one of the world's most important associations of tanning industrialists, the National Union of the Tanning Industry (UNIC-Unione Nazionale Industria Conciaria), in agreement with the European Confederation of Tanners (COTANCE), has planned, in the first months of the year 2022, to request the European Commission to limit the export of European raw/semi-processed hides and skins outside the EU borders. In such a disturbing scenario, there is a clear need to adopt countermeasures projected over the medium and long term and adequate investments, for the ever-increasing implementation of the principles of circular economy and technological innovation in order to improve the environmental, but also economic, sustainability of the leather industry.

Abstract District heating, which accounts for half of the EU’s energy consumption, still relies heavily on fossil fuels. This causes emissions of dust and greenhouse gases and into the atmosphere and leads to negative climate changes. For this reason, European Union countries have been implementing a climate and energy policy for many years, which in the area of heating is aimed at making it more efficient and sustainable. This requires the introduction of low-carbon technologies and the reduction of fossil fuel consumption by increasing the share of renewable energy sources. Modern, efficient and smart heating systems should guarantee reliable heat supply while reducing the environmental impact. The article discusses the direction of change and development of district heating systems through the introduction of innovative technologies. The new generations of 4GDH and 5 GDH district heating systems are described and the benefits of their use are indicated. The concept of smart district heating networks, their structure and the advantages of their implementation are discussed. The possibilities of creating smart energy systems using renewable energy sources and heat storage technologies were also indicated. The activities of Polish district heating companies in the introduction of smart heat networks are presented, based on research conducted.

The commitment of international community to sustainable development implying the control of climate change due to the effect of greenhouse gases is aimed at diversification of energy sources with the focus on renewable ones. The effectiveness of decarbonization policy in the European Union has led to the introduction of enforcement tools for producers from other countries using the transboundary carbon tax on carbon-contained imported products, which resulted in a revision of strategic programmes in oil-producing countries at federal and subnational levels. The research is focused on oil-and-gas industry of Tomsk Oblast. The aim of the research is to analyse strategic perspectives of the socioeconomic development in Tomsk Oblast under the condition of climate agenda taking into account transition to renewable energy sources. The research hypothesis implies that in the condition of macroeconomic instability one needs to implement projects that are the least costly and produce a maximum multiplied effect. The research methodology is based on using empirical-statistic analytical methods for an analysis of possible development directions in accordance with issues of climate agenda. The research results have shown that essential strategic guidelines in the mid-term perspective can be as follows: (а) improvement of existing technological processes; (b) production of alternative energy sources; (c) reduction of carbon footprint. According to the research results, the most effective measure fitting the current condition of the macroeconomic situation negative tendencies of oil industry development, the nature-resource, industrial and research-educational potential of Tomsk Oblast, the existing barriers of an economic-management and institutional character is modernization of refineries to expand the range of products and hydrogen production as well as forest projects designed to absorb carbon dioxide and improve technological processes decreasing greenhouse gas emissions. The projects related to carbon capture and storage are not appealling for investment despite the subsoil condition of developed fields. The research results can be applied at the regional level when developing strategic programmes and managing petroleum industries.

- The energy markets are very complex, because, on the one hand, they imply several different activities and, on the other hand, they involve various levels of govern- 183 ment. The energy market is divided indeed in different segments: supply (generation or purchasing), transmission, distribution and sale, which are allocated at different levels of government, from the international and European level (with reference to the security of energy supply), to the local level (with specific regard to the distribution and sale). This complexity makes the energy sector particularly critical, under the pressure of political interests and economical needs. Another sensitive point is linked with the environmental protection, since the consumption of energy is one of the most polluting human activities, and the demand of energy is growing up together with the economical growth of the developing Countries. This problem is increasingly discussed at the international level, with reference to the climate change issue, in order to plan a sustainable development for the whole globe: because of it, the Kyoto Protocol was issued within the United Nation Framework Convention on Climate Change. It establishes legally binding commitments for the reduction of four greenhouse gases for all the 183 ratifying Countries, according the principle of common but differentiated responsibilities, and provides for the promotion of renewable energy. The European Union ratified the Protocol implementing the relative obligations through, for instance, the creation of the EU Emissions Trading Scheme (ETS). The European Union most of all addressed the competitive issue, since the 70s, in order to achieve the result to create a free energy market in Europe. The last results of the European energy policy were the directives on electricity and natural gas in 2004, that imposed the complete opening of the energy markets in almost all the European Countries (with few exceptions). The implementation of the European directives requires the intervention of the national level, since each Country has to modify its own regulatory framework, in order to comply with the directives. Everywhere in Europe, this process faces with several difficulties, but it is particularly hard in Italy, since the energy sector is traditionally public owned. Indeed, in our Country, the privatization and liberalization processes are strictly linked to another trend: the decentralization of legislative and administrative powers from the State to the Regions and Local Communities. Thus it is evident that the global governance of the energy sector, for its complexity and its sensibility, can only derive from a network of interventions by several levels of government, and different international, national and local actors, which realize a typical case of multilevel governance.Key words: Energy markets, competition, sustainable development, multilevel governance.JEL classifications: K21, K23.Parole chiave: Mercato energetico, concorrenza, sviluppo sostenibile, multilevel Governance.

The construction industry needs to reduce greenhouse gases, in which cement production is currently responsible for generating between 4% and 6% of the total CO2 released into the atmosphere. Similarly, many industries produce large amounts of solid waste, which often have low value-added applications or are directly taken to landfills, with consequent negative environmental impacts. One of these industries is the steel industry, which in 2016 generated 18.4 Mt of slag (melting and refining slag) among all European Union countries. In terms of refining steel slag (ladle or white slag), it is estimated that for each ton of steel, between 20 and 30 kg of slag is produced; that is, in 2016, more than 700,000 tons of white slag were generated. It is also known that this material has cementitious properties and can be used as a precursor in alkaline activation processes. Depending on the concentrations used of the activating agent, a higher or lower mechanical performance of the developed materials can be obtained. This work studied the alkali activation of a ladle slag used to manufacture mortars, subjecting them to an initial curing of 24 h at different temperatures (20, 40, and 70 °C). Sodium silicate and sodium hydroxide were used as activating agents, using percentages of Na2O between 5% and 10% to obtain an optimal dosage of the activator. The physical and mechanical properties of the mortars were evaluated at different ages of curing. In addition, monitoring was undertaken of linear shrinkage due to drying and the mineralogical changes due to activation and curing time.

The main reasons for climate change which are explained in this article are as follows: -Climate pollution by gases with CO2 emission and Greenhouse Effect; Climate contamination of viruses with viruses from nature by animals or glaciers when thawing or produced in Laboratories; Induced Climate Change due to meteorological weapons with high intensity radio waves to produce rains, hurricanes and possible induction of earthquakes; Climate pollution by radiation due wars with irreversible consequences in the climate and Nuclear Winter; Climate Change due the explosion of missiles and atomic weapons in the oceans; Climate Change due the natural cyclical phases of the Earth affected by the cyclical variations of the Earth's magnetic field lines which can be affected by the severe cyclical activity of the sun due storms and sunspot because of the combustion that occurs inside the Sun which is due to the gravitational instabilities produced by the planets of the solar system, asteroids or the Comet Planet; Climate Change due to the invading Comet Planet into the solar system that affects with its gravitational field to the sun with solar storms and the planets with variation of the magnetic field lines affecting the climate, earthquakes and activation of volcanoes and indeed with the entry of many meteors and asteroids to the Earth; Climate change due to the Arm of God Allah explaining all the above reasons being more evident in times of Tribulation. The possible liquid and solid chips introduced into the human being can be used for mind reading (telepath) and thought induction (double direction: sending and receiving messages in the style of Stephen Hawking and the style of the technology already used in sending probes into space and to the moon) and possible human marking with surveillance program and the possible creation of zombie humans. Humans who have the mind reader chip installed can speak without speaking (the dumb speak playing like the miracles of Jesus Christ). It is possible to detect if the humans who have the mental reading chip installed have psychological alterations without going to a doctor. The inserted chip can also perform thought induction: this is possibly the apocalyptic mark mentioned in the apocalypse because many humans will perform sins or concupiscence induced and not naturally. Then, this will most probably activate the Wrath of God, the seals, and the trumpets of the apocalypse. It surprises me that actually the OMS wants to bring the vaccination program to Africa when in Africa there are not many dead by the epidemy (possibly for the control and reduction of the population will be in all the Earth). Afterward, the OMS mentioned that wants to insert a manufacturing center of vaccines in many countries and inclusive vigilance programs (possibly for the control and reduction of the population will be effective at the local level). But, what the OMS needs to mention is that it is necessary to eliminate the laboratories of virus creation and not create more vaccine laboratories. Humans do not want more vaccine and injections and laboratories for the creation of vaccines but the elimination of virus laboratories which are most probably used for for the control and reduction of the population: thus, the reason for spreading a virus created in a laboratoy across the Earth is evident: population reduction and control of humanity in preparation for a global elite program (new world order or program 2030 for the control of the dark and of the elite; Connection of covert surveillance cameras (in living and working places) with channels of traditional technological devices through movies, programs and even newscasts (including newscasts that usually make signs of dumb and deaf to those who have already discovered them) used by the dark with the respective programs and in addition, to monitor and tracing to verify the induction to concupiscence through mental reading (chips in humans) and surveillance cameras on line in the best style of James Bond espionage movies (including control of faces, pupils, irises, reflections, details and diseases); Games of judgments of sin against humans and Nazarenes (playing at being gods) and also profiting from the vile metal through the system and contributing to the persecution of the Nazarenes; Fake judgments of sin against humans and Nazarenes because many of these sins have been induced with technology due the possible induction of thoughts by the liquid cristal settle in neurons and have not been natural (dark inducing sin through technology and playing gods to induce evil and destruction of intimacy and privacy even in the mind of the human being); Retaliation to those who report the surveillance and manipulation programs and marking of humans for mind reading (telepathy) and thought induction (making them sick sending to the hospitals or removing them); Digital identification plan and digital money to do digital control and avoid conflict and protests of marked and Nazarenes in surveillance programs who discover that there is no privacy in their documents and inclusive in theirs mind (telepathy: mind reading and thought induction: artificial intelligence): it surprises that EU mention that has a digital plan for europeans for digital control on line. Then, there is severe control of human beings in their daily activities to verify the follow-up of the matrix and darks that plan situations of concupiscence in the human being. Besides, this is occurring in coincidence with an accelerated new world order program and possible tribulation times and possibly already with the installation of the apocalyptic mark (possible chips introduced in the human being for mind reading and thought induction to induce concupiscence) in humans mentioned in the apocalypse for dark control of humans. However, some countries have resisted these blockades (Cuba Venezuela Nicaragua Russia China) and managed to show that it is possible to have governments independent of the control of these powers or countries that believe they own the Earth; To put rulers (governing) of interest in the same countries in conflict; To control them using the pretext of placing military bases in the countries in conflict (NATO OTAN: military bases in some European countries, US military bases: in some South American countries and some countries of Europe). In addition, this is preferable to reduce military bases in other countries and reduction of nuclear weapons, and use the financial resources for the reduction of inequity and poverty on the Earth. Thus, the organizations responsible for the proliferation of nuclear weapons (OIEA) have played an ineffective and passive (cover-up) role, which has caused the risk of a third nuclear world war to be imminent); Through the war against terror: however and actually, this is a false speech used to point to countries that oppose the control or directive of the powers and that have a culture or political structure different from that of the powers and later make conflict and war to later control them or usurp their resources (some Arab and Muslim countries, for example, US, Irak, Lybia and blaming an entire country for terrorism and occupying for years (Afganistán)). In this way and actually, some countries have developed nuclear weapons (North Korea, Iran) to protect themselves in some way and thus, the same thing does not happen to them as to the countries mentioned above (Irak, Lybia) and that have been destroyed with the false discourse of the war against terror. In this way, the best thing is to have good relations with all the countries of the Earth which are again summed in the Bible [1] in a message: Love your brother (all human beings) as yourself! (Mt.22-39) (and not to go around the Earth pointing out terrorists to any country that opposes its guidelines). Therefore, it is possible to reduce the economic resources for the war against terror which can be used to reduce poverty and inequity in human beings; Through the war against drugs: there are many other substances and products consumed by humans that can be harmful to health and that are allowed and have not become a vice (when something is forbidden: this increases the interest in obtaining it explained from the beginning of creation in Genesis [1]: an apple from the tree of good and evil in the garden of Eden: Adam and Eve). In addition, many countries have allowed the use of certain types of drugs for medical purposes (Uruguay, Bolivia) where drug use has gone unnoticed in these countries; Through religión: with a structure of religion that tries to control the population through a guideline and speeches that obey the Vatican and the actual governments of each country (which is evident when there are countries such as Nicaragua that do not follow a guideline of the church and the elite and then, the religion surprisingly actively intervenes in politics): the conclusion is reached and to which many humans have reached, that religion is a power most actually used (along with political and economic power); Through political power by means of the false argument used by politicians to reduce inequity and poverty: where a large amount of resources and money have been allocated to the political powers and rulers of many countries for centuries by the respective organizations responsable (FMI BM) without any results and in many countries poverty and inequity have increased. Besides, the bureaucracy is a structure of order and rules of management and administration used within the governments of each country that contribute to the inefficiency and manipulation of the required procedures in human life that ultimately affect the life of each human being when they require formalities that end up being complicated and time-consuming. Then, this power structure in politics, economics, and religion for the control of the population is ineffective and obeys the interests of the dark who control humans on the Earth, and is used ineffectively by the rulers (governing) of the countries who come to power precisely with the false discourse of reducing poverty and inequity; Through the pretext of climate change: severe climate change due to the emission of CO2 and the greenhouse effect is a complete fallacy. The world organizations involved with the climate (ONU) try to make humanity believe that this is the reason for the severe climatic changes that the human being has experienced on the Earth to obtain economic resources and avoid mentioning God in control of the Earth and course the climate and to avoid mentioning the Omnipotence of God [1] in the control of the Earth and the climate: the severe climate change is frequently due to solar storms and variations in the magnetic field lines of the Earth because of gravitational variations in the solar system or due to the entry of an asteroid or Comet Planet what is controlled and all the Universe by God. Therefore, the climate change is controlled by the Eternal God (wich is explained in the Bibles with a lot of examples with Moses, Josue, Hezekiah) and thus, this is better to use the resources and money for so-called climate change to reduce poverty and inequity in the Earth and increase equity in humans: Human Beings must not believe everything said by the organizations and individuals that control the humans in the Earth and that obey the directions imposed within the matrix triangle of control of the Earth; Through the sport by means of the persuasive manipulation of observers or attendees at sporting events through commercials programs, commentators (hidden words and numbers in speech), players participating in the match: with gestures or sequence of plays, numbers, words or details in the players uniform, referees (make decisión of plays in favor of a team purposely: false bad arbitration) or leading organizers committing sports corruption not applying the rules or discriminating players (Serbian, Russian and Belarusian tennis players at tennis competitions due to some tennis organizations) or teams (Russian sports clubs and inclusive the Russian national team due FIFA decision) at convenience. In this paper, we analyse two phenomena. First, the relationship between greenhouse gases emission and effectiveness of the European Union energy policies and second the transition from the fossil fuels to renewable energy sources. We run two-step data analysis concerning 25 European Union member states in the period from 1990 to 2018. We use information on greenhouse gases emission, introduction of new energy policies, source of energy supplied and merge it with macroeconomic data on the countries’ structural characteristics. We assess their long-run relationship and direction of causality using panel cointegration tests and dynamic panel data models. We identify a statistically significant effect of energy supply source, energy policy introduction and greenhouse gases emission. However, we were not able to confirm that European Union energy sector is in transition. Thus, obtained results confirm that the EU energy policies are effective however not sufficient enough in decreasing use of fossil fuels to call it a transition towards renewables.

In the current era of globalization, a clean environment remains a crucial factor for the health of the population. Thus, improving air quality is a major focus of environmental policies, as it affects all aspects of nature, including humans. For these reasons, it is appropriate to take into account the health risks posed by greenhouse gas (GHG) emissions released into the atmosphere. With regard to global GHG emissions, there are concerns about the loss of protection of the ozone layer and it is very likely that climate change can be expected, which multiplies the environmental threat and has potentially serious global consequences. In this regard, it is important to pay increased attention to emissions that enter the atmosphere, which include countless toxic substances. The aim of this study was to examine the associations between selected GHG emissions and the health of the European Union (EU) population represented by disability-adjusted life years (DALYs). This aim was achieved using several analytical procedures (descriptive analysis, correlation analysis, cluster analysis, and panel regression analysis), which included five environmental variables (carbon dioxide (CO2), methane (CH4) in CO2 equivalent, nitrous oxide (N2O) in CO2 equivalent, hydrofluorocarbons (HFC) in CO2 equivalent, sulfur hexafluoride (SF6) in CO2 equivalent) and one health variable (DALYs). An emphasis was placed on the use of quantitative methods. The results showed that CO2 emissions have a dominant position among selected GHG emissions. The revealed positive link between CO2 and DALYs indicated that a decrease in CO2 may be associated with a decrease in DALYs, but it is also true that this cannot be done without reducing emissions of other combustion products. In terms of CO2, the least positive scores were observed in Luxembourg and Estonia. Germany had the lowest score of DALYs, representing the most positive health outcome in the EU. In terms of total GHG emissions, Ireland and Luxembourg were considered to be less positive countries compared to the other analyzed countries. Countries should focus on reducing GHG emissions in general, but from a health point of view, reducing CO2 emissions seems to be the most beneficial.

AbstractSustainability of agriculture is difficult to measure and assess because it is a multidimensional concept that involves economic, social and environmental aspects and is subjected to temporal evolution and geographical differences. Existing studies assessing agricultural sustainability in the European Union (EU) are affected by several shortcomings that limit their relevance for policy makers. Specifically, most of them focus on farm level or cover a small set of countries, and the few exceptions covering a broad set of countries consider only a subset of the sustainable dimensions or rely on cross-sectional data. In this paper, we consider yearly data on 12 indicators (5 for the economic, 3 for the social and 4 for the environmental dimension) measured on 26 EU countries in the period 2004–2018 (15 years), and apply group-based multivariate trajectory modeling to identify groups of countries with common trends of sustainable objectives. An expectation-maximization algorithm is proposed to perform maximum likelihood estimation from incomplete data without relying on an explicit imputation procedure. Our results highlight three groups of countries with distinguished strong and weak sustainable objectives. Strong objectives common to all the three groups include improvement of productivity, increase of personal income in rural areas, reduction of poverty in rural areas, increase of production of renewable energy, rise of organic farming and reduction of nitrogen balance. Instead, enhancement of manager turnover and reduction of greenhouse gas emissions are weak objectives common to all the three groups of countries. Our findings represent a valuable resource to formulate new schemes for the attribution of subsides within the Common Agricultural Policy (CAP).

Especially in the 20th and 21st centuries, the acceleration of the industrial revolution, the global warming of the world, and the increase in the amount of temperature caused the cycles and intensities of the seasons on earth to change. The increase in the use of energy needed in all areas of life, especially the orientation to fossil fuels, has caused and continues to cause an increase in the emission of CO2, which has an important share among greenhouse gases, and climate changes. Therefore, the management, follow-up, and analysis of CO2 emissions caused by human activities have gained importance for all countries in the world. This study, it is aimed to examine the estimation and trends of CO2, a greenhouse gas associated with climate change, in Turkey and EU countries. In line with this goal, an estimation was made for CO2 emissions that occur when energy is obtained by using decision tree modeling, artificial neural networks, and support vector machines from machine learning algorithms. Success performance of machine learning methods was evaluated using decision tree modeling score value, mean square error (MSE) and root mean square error (RMSE). Support vector machines (SVM) and artificial neural networks (ANN) methods were applied, and estimations were made by using the population, CO2 emission amount, and energy consumption amount for the countries in the years 2010-2019. According to the results, it has been determined that the SVM method gives more successful results than the ANN method. When the European Union countries are considered as a whole, it has been observed that the amount of CO2 emissions have decreased and increased, that is, the rate of increase has decreased. In addition, reductions in CO2 emissions are expected in Germany, the Netherlands, Italy, and France. For Turkey, the situation is different. The amount of carbon dioxide emissions between 2010-2019 in Turkey is increasing every year, and it has been seen in the study that this increase will continue if alternative energy sources that do not emit CO2 are not used in the coming years.

The measures at the level of the United Nations have been implemented in light of the scientific research on the increasing emissions of gases, predominantly created during fossil fuels combustion, which cause the warming of the atmosphere and result in harmful climate change effects. The adoption of this measures has also been demanded by non-governmental environmental organisations. The United Nations Framework Convention on Climate Change was adopted by the leaders of the intergovernmental organisation members at the United Nations Conference on Environment and Development in June 1992 in Rio de Janeiro. After the ratification process, it came into force in March 1994. It also provided for the drawing-up of an appendix: a Protocol on the obligatory reduction of greenhouse gas emissions. The Parties to the Framework Convention started the negotiations at their first annual conference COP1 in Berlin in March and April 1995. Due to their modest greenhouse gas emissions per capita and their right to development, the developing states demanded that the obligatory reductions of these emissions only be implemented by the industrially-developed countries. In the latter camp, the European Union favoured a tougher implementation; the United States of America argued for a less demanding agreement due to the pressure of the oil and coal lobbies; while the OPEC member countries were against all measures. After lengthy negotiations, the Protocol was adopted at the end of the COP3 Conference in Kyoto on 11 December 1997. It only involved a group of industrially developed countries, which undertook to reduce their emissions by 5.2 %, on average, until the year 2012 in comparison with the base-year of 1990. In the EU as well as in Slovenia, an 8 % reduction was implemented. As the United States of America withdrew from the Kyoto Protocol in 2001, its ratification was delayed. It came into force on 16 February 2005, after it had been ratified by more than 55 UN member states, together responsible for more than 55 % of the total global greenhouse gas emissions.

A comprehensive analytical study to assess the performance level of industrial functions in the environment has become necessary at the present time. According to existing research, the COVID-19 pandemic resulted in a significant reduction in carbon emissions in 2020. Policymakers are focusing on the discrepancies and negative environmental effect caused by various industries during their routine operations. This study aims to estimate the performance level of energy in the context of the environment of the countries that are members of the European Union This evaluation is performed through a data envelopment analysis (DEA) model, through which we have applied a non-proportional adjustment, taking into account the input of energy and its undesirable output. The DEA model allows dynamic assessment of sources in the field of measuring energy efficiency and its environmental effects. The score of measurement of efficiency lies between zero and one, which means China and Russia are awarded this score of one (1), which shows the highest level of efficiency in clean energy, while Bangladesh (0.19), Uzbekistan (0.09), Mongolia and Cambodia (0.06), and Kyrgyzstan (0.04) are at the lowest level of performance in clean energy. The results of the study showed that clean energy efficiency levels increased in all countries over the study period. The emission level of greenhouse gases in the first world countries was found to be better in the context of improvement in performance enhancement in the sector of the energy mix. Evasion score is measured as 365 kt of CO2. This score for NO2 is 280 kt and for SO2 is 82 kt, whereas it is 23 kt (0.24 kg/cap) of particulate hazardous matter. The higher performance level of energy yields a negative relationship with emissions of gases, with a significant number of 12% for NO2 in 2000, as compared to 13% for SO2 and 14% for PM2.5. Whereas PM10 has the highest concentration (18%). Public policymakers may enhance the facilitation system for better free trade and a result-oriented corporate environment to enhance the performance level of energy in the electric sector.

Abstract While vastly differing in scale, each nation's health sector directly and indirectly releases greenhouse gases (GHG) through energy consumption, transport, and product manufacture, use, and disposal. Until recently, however, the health sector has not been measured as a coherent segment of the world's climate footprint. A 2019 report by Health Care Without Harm, in collaboration with Arup, provides the most comprehensive global analysis of health care's contribution to climate change to date, based on full global coverage of spending data together with detailed information from 43 countries. It identifies key sources of health care emissions while allowing for comparison between nations and among many regions of the world. Among the report's key findings are that health care's climate footprint is equivalent to 4.4% of global net emissions; that the top three health care emitters-the United States, China, and the European Union-comprise more than half of the global footprint; and that 71% of emissions are derived from the health care supply chain. The findings inform a series of international, national, and subnational policy recommendations for health care climate action, and it identifies opportunities for further research and methodological development to support the health sector in its efforts to understand and address its climate footprint. Additional findings from 2020 will also be presented. Ultimately, these estimates of health care's climate footprint provide the baseline information needed to devise pathways and track progress toward health care de-carbonization across the sector.

The carbon emission of shipping industry accounts for about 3% of the global total. With the continuous growth of international trade, the decarbonization and carbon neutralization of shipping industry has become an important direction for future development. New technologies, fuels and operational measures can help reduce the industry’s greenhouse gas emissions, but without appropriate laws and policies, it will be difficult to achieve the targets set by the industry. Therefore, this paper reviews the decarbonization laws and policies introduced by International Maritime Organization, the European Union and the national levels. Then, this paper reviews the literature from two aspects: applicability and evaluation of laws and policies, improvement of laws and policies. On this basis, we summarize the challenges of shipping in formulating laws and policies and suggestions for improving them. Among them, the most important problem is the coordination between unilateral regulation and uniform regulation. Finally, this paper proposes the development principles based on shipping decarbonization laws and policies, that is, to comply with the principle of “common but differentiated responsibilities”, to coordinate the relationship between international trade and international environmental protection, and to guarantee technical assistance to developing countries.

When George Orwell encountered ideas of a technological utopia sixty-five years ago, he acted the grumpy middle-aged man Reading recently a batch of rather shallowly optimistic “progressive” books, I was struck by the automatic way in which people go on repeating certain phrases which were fashionable before 1914. Two great favourites are “the abolition of distance” and “the disappearance of frontiers”. I do not know how often I have met with the statements that “the aeroplane and the radio have abolished distance” and “all parts of the world are now interdependent” (1944). It is worth revisiting the old boy’s grumpiness, because the rhetoric he so niftily skewers continues in our own time. Facebook features “Peace on Facebook” and even claims that it can “decrease world conflict” through inter-cultural communication. Twitter has announced itself as “a triumph of humanity” (“A Cyber-House” 61). Queue George. In between Orwell and latter-day hoody cybertarians, a whole host of excitable public intellectuals announced the impending end of materiality through emergent media forms. Marshall McLuhan, Neil Postman, Daniel Bell, Ithiel de Sola Pool, George Gilder, Alvin Toffler—the list of 1960s futurists goes on and on. And this wasn’t just a matter of punditry: the OECD decreed the coming of the “information society” in 1975 and the European Union (EU) followed suit in 1979, while IBM merrily declared an “information age” in 1977. Bell theorized this technological utopia as post-ideological, because class would cease to matter (Mattelart). Polluting industries seemingly no longer represented the dynamic core of industrial capitalism; instead, market dynamism radiated from a networked, intellectual core of creative and informational activities. The new information and knowledge-based economies would rescue First World hegemony from an “insurgent world” that lurked within as well as beyond itself (Schiller). Orwell’s others and the Cold-War futurists propagated one of the most destructive myths shaping both public debate and scholarly studies of the media, culture, and communication. They convinced generations of analysts, activists, and arrivistes that the promises and problems of the media could be understood via metaphors of the environment, and that the media were weightless and virtual. The famous medium they wished us to see as the message —a substance as vital to our wellbeing as air, water, and soil—turned out to be no such thing. Today’s cybertarians inherit their anti-Marxist, anti-materialist positions, as a casual glance at any new media journal, culture-industry magazine, or bourgeois press outlet discloses. The media are undoubtedly important instruments of social cohesion and fragmentation, political power and dissent, democracy and demagoguery, and other fraught extensions of human consciousness. But talk of media systems as equivalent to physical ecosystems—fashionable among marketers and media scholars alike—is predicated on the notion that they are environmentally benign technologies. This has never been true, from the beginnings of print to today’s cloud-covered computing. Our new book Greening the Media focuses on the environmental impact of the media—the myriad ways that media technology consumes, despoils, and wastes natural resources. We introduce ideas, stories, and facts that have been marginal or absent from popular, academic, and professional histories of media technology. Throughout, ecological issues have been at the core of our work and we immodestly think the same should apply to media communications, and cultural studies more generally. We recognize that those fields have contributed valuable research and teaching that address environmental questions. For instance, there is an abundant literature on representations of the environment in cinema, how to communicate environmental messages successfully, and press coverage of climate change. That’s not enough. You may already know that media technologies contain toxic substances. You may have signed an on-line petition protesting the hazardous and oppressive conditions under which workers assemble cell phones and computers. But you may be startled, as we were, by the scale and pervasiveness of these environmental risks. They are present in and around every site where electronic and electric devices are manufactured, used, and thrown away, poisoning humans, animals, vegetation, soil, air and water. We are using the term “media” as a portmanteau word to cover a multitude of cultural and communications machines and processes—print, film, radio, television, information and communications technologies (ICT), and consumer electronics (CE). This is not only for analytical convenience, but because there is increasing overlap between the sectors. CE connect to ICT and vice versa; televisions resemble computers; books are read on telephones; newspapers are written through clouds; and so on. Cultural forms and gadgets that were once separate are now linked. The currently fashionable notion of convergence doesn’t quite capture the vastness of this integration, which includes any object with a circuit board, scores of accessories that plug into it, and a global nexus of labor and environmental inputs and effects that produce and flow from it. In 2007, a combination of ICT/CE and media production accounted for between 2 and 3 percent of all greenhouse gases emitted around the world (“Gartner Estimates,”; International Telecommunication Union; Malmodin et al.). Between twenty and fifty million tonnes of electronic waste (e-waste) are generated annually, much of it via discarded cell phones and computers, which affluent populations throw out regularly in order to buy replacements. (Presumably this fits the narcissism of small differences that distinguishes them from their own past.) E-waste is historically produced in the Global North—Australasia, Western Europe, Japan, and the US—and dumped in the Global South—Latin America, Africa, Eastern Europe, Southern and Southeast Asia, and China. It takes the form of a thousand different, often deadly, materials for each electrical and electronic gadget. This trend is changing as India and China generate their own media detritus (Robinson; Herat). Enclosed hard drives, backlit screens, cathode ray tubes, wiring, capacitors, and heavy metals pose few risks while these materials remain encased. But once discarded and dismantled, ICT/CE have the potential to expose workers and ecosystems to a morass of toxic components. Theoretically, “outmoded” parts could be reused or swapped for newer parts to refurbish devices. But items that are defined as waste undergo further destruction in order to collect remaining parts and valuable metals, such as gold, silver, copper, and rare-earth elements. This process causes serious health risks to bones, brains, stomachs, lungs, and other vital organs, in addition to birth defects and disrupted biological development in children. Medical catastrophes can result from lead, cadmium, mercury, other heavy metals, poisonous fumes emitted in search of precious metals, and such carcinogenic compounds as polychlorinated biphenyls, dioxin, polyvinyl chloride, and flame retardants (Maxwell and Miller 13). The United States’ Environmental Protection Agency estimates that by 2007 US residents owned approximately three billion electronic devices, with an annual turnover rate of 400 million units, and well over half such purchases made by women. Overall CE ownership varied with age—adults under 45 typically boasted four gadgets; those over 65 made do with one. The Consumer Electronics Association (CEA) says US$145 billion was expended in the sector in 2006 in the US alone, up 13% on the previous year. The CEA refers joyously to a “consumer love affair with technology continuing at a healthy clip.” In the midst of a recession, 2009 saw $165 billion in sales, and households owned between fifteen and twenty-four gadgets on average. By 2010, US$233 billion was spent on electronic products, three-quarters of the population owned a computer, nearly half of all US adults owned an MP3 player, and 85% had a cell phone. By all measures, the amount of ICT/CE on the planet is staggering. As investigative science journalist, Elizabeth Grossman put it: “no industry pushes products into the global market on the scale that high-tech electronics does” (Maxwell and Miller 2). In 2007, “of the 2.25 million tons of TVs, cell phones and computer products ready for end-of-life management, 18% (414,000 tons) was collected for recycling and 82% (1.84 million tons) was disposed of, primarily in landfill” (Environmental Protection Agency 1). Twenty million computers fell obsolete across the US in 1998, and the rate was 130,000 a day by 2005. It has been estimated that the five hundred million personal computers discarded in the US between 1997 and 2007 contained 6.32 billion pounds of plastics, 1.58 billion pounds of lead, three million pounds of cadmium, 1.9 million pounds of chromium, and 632000 pounds of mercury (Environmental Protection Agency; Basel Action Network and Silicon Valley Toxics Coalition 6). The European Union is expected to generate upwards of twelve million tons annually by 2020 (Commission of the European Communities 17). While refrigerators and dangerous refrigerants account for the bulk of EU e-waste, about 44% of the most toxic e-waste measured in 2005 came from medium-to-small ICT/CE: computer monitors, TVs, printers, ink cartridges, telecommunications equipment, toys, tools, and anything with a circuit board (Commission of the European Communities 31-34). Understanding the enormity of the environmental problems caused by making, using, and disposing of media technologies should arrest our enthusiasm for them. But intellectual correctives to the “love affair” with technology, or technophilia, have come and gone without establishing much of a foothold against the breathtaking flood of gadgets and the propaganda that proclaims their awe-inspiring capabilities.[i] There is a peculiar enchantment with the seeming magic of wireless communication, touch-screen phones and tablets, flat-screen high-definition televisions, 3-D IMAX cinema, mobile computing, and so on—a totemic, quasi-sacred power that the historian of technology David Nye has named the technological sublime (Nye Technological Sublime 297).[ii] We demonstrate in our book why there is no place for the technological sublime in projects to green the media. But first we should explain why such symbolic power does not accrue to more mundane technologies; after all, for the time-strapped cook, a pressure cooker does truly magical things. Three important qualities endow ICT/CE with unique symbolic potency—virtuality, volume, and novelty. The technological sublime of media technology is reinforced by the “virtual nature of much of the industry’s content,” which “tends to obscure their responsibility for a vast proliferation of hardware, all with high levels of built-in obsolescence and decreasing levels of efficiency” (Boyce and Lewis 5). Planned obsolescence entered the lexicon as a new “ethics” for electrical engineering in the 1920s and ’30s, when marketers, eager to “habituate people to buying new products,” called for designs to become quickly obsolete “in efficiency, economy, style, or taste” (Grossman 7-8).[iii] This defines the short lifespan deliberately constructed for computer systems (drives, interfaces, operating systems, batteries, etc.) by making tiny improvements incompatible with existing hardware (Science and Technology Council of the American Academy of Motion Picture Arts and Sciences 33-50; Boyce and Lewis). With planned obsolescence leading to “dizzying new heights” of product replacement (Rogers 202), there is an overstated sense of the novelty and preeminence of “new” media—a “cult of the present” is particularly dazzled by the spread of electronic gadgets through globalization (Mattelart and Constantinou 22). References to the symbolic power of media technology can be found in hymnals across the internet and the halls of academe: technologies change us, the media will solve social problems or create new ones, ICTs transform work, monopoly ownership no longer matters, journalism is dead, social networking enables social revolution, and the media deliver a cleaner, post-industrial, capitalism. Here is a typical example from the twilight zone of the technological sublime (actually, the OECD): A major feature of the knowledge-based economy is the impact that ICTs have had on industrial structure, with a rapid growth of services and a relative decline of manufacturing. Services are typically less energy intensive and less polluting, so among those countries with a high and increasing share of services, we often see a declining energy intensity of production … with the emergence of the Knowledge Economy ending the old linear relationship between output and energy use (i.e. partially de-coupling growth and energy use) (Houghton 1) This statement mixes half-truths and nonsense. In reality, old-time, toxic manufacturing has moved to the Global South, where it is ascendant; pollution levels are rising worldwide; and energy consumption is accelerating in residential and institutional sectors, due almost entirely to ICT/CE usage, despite advances in energy conservation technology (a neat instance of the age-old Jevons Paradox). In our book we show how these are all outcomes of growth in ICT/CE, the foundation of the so-called knowledge-based economy. ICT/CE are misleadingly presented as having little or no material ecological impact. In the realm of everyday life, the sublime experience of electronic machinery conceals the physical work and material resources that go into them, while the technological sublime makes the idea that more-is-better palatable, axiomatic; even sexy. In this sense, the technological sublime relates to what Marx called “the Fetishism which attaches itself to the products of labour” once they are in the hands of the consumer, who lusts after them as if they were “independent beings” (77). There is a direct but unseen relationship between technology’s symbolic power and the scale of its environmental impact, which the economist Juliet Schor refers to as a “materiality paradox” —the greater the frenzy to buy goods for their transcendent or nonmaterial cultural meaning, the greater the use of material resources (40-41). We wrote Greening the Media knowing that a study of the media’s effect on the environment must work especially hard to break the enchantment that inflames popular and elite passions for media technologies. We understand that the mere mention of the political-economic arrangements that make shiny gadgets possible, or the environmental consequences of their appearance and disappearance, is bad medicine. It’s an unwelcome buzz kill—not a cool way to converse about cool stuff. But we didn’t write the book expecting to win many allies among high-tech enthusiasts and ICT/CE industry leaders. We do not dispute the importance of information and communication media in our lives and modern social systems. We are media people by profession and personal choice, and deeply immersed in the study and use of emerging media technologies. But we think it’s time for a balanced assessment with less hype and more practical understanding of the relationship of media technologies to the biosphere they inhabit. Media consumers, designers, producers, activists, researchers, and policy makers must find new and effective ways to move ICT/CE production and consumption toward ecologically sound practices. In the course of this project, we found in casual conversation, lecture halls, classroom discussions, and correspondence, consistent and increasing concern with the environmental impact of media technology, especially the deleterious effects of e-waste toxins on workers, air, water, and soil. We have learned that the grip of the technological sublime is not ironclad. Its instability provides a point of departure for investigating and criticizing the relationship between the media and the environment. The media are, and have been for a long time, intimate environmental participants. Media technologies are yesterday’s, today’s, and tomorrow’s news, but rarely in the way they should be. The prevailing myth is that the printing press, telegraph, phonograph, photograph, cinema, telephone, wireless radio, television, and internet changed the world without changing the Earth. In reality, each technology has emerged by despoiling ecosystems and exposing workers to harmful environments, a truth obscured by symbolic power and the power of moguls to set the terms by which such technologies are designed and deployed. Those who benefit from ideas of growth, progress, and convergence, who profit from high-tech innovation, monopoly, and state collusion—the military-industrial-entertainment-academic complex and multinational commandants of labor—have for too long ripped off the Earth and workers. As the current celebration of media technology inevitably winds down, perhaps it will become easier to comprehend that digital wonders come at the expense of employees and ecosystems. This will return us to Max Weber’s insistence that we understand technology in a mundane way as a “mode of processing material goods” (27). Further to understanding that ordinariness, we can turn to the pioneering conversation analyst Harvey Sacks, who noted three decades ago “the failures of technocratic dreams [:] that if only we introduced some fantastic new communication machine the world will be transformed.” Such fantasies derived from the very banality of these introductions—that every time they took place, one more “technical apparatus” was simply “being made at home with the rest of our world’ (548). Media studies can join in this repetitive banality. Or it can withdraw the welcome mat for media technologies that despoil the Earth and wreck the lives of those who make them. In our view, it’s time to green the media by greening media studies. Theory, Culture [i] The global recession that began in 2007 has been the main reason for some declines in Global North energy consumption, slower turnover in gadget upgrades, and longer periods of consumer maintenance of electronic goods (Richtel). [ii] The emergence of the technological sublime has been attributed to the Western triumphs in the post-Second World War period, when technological power supposedly supplanted the power of nature to inspire fear and astonishment (Nye Technology Matters 28). Historian Mario Biagioli explains how the sublime permeates everyday life through technoscience: "If around 1950 the popular imaginary placed science close to the military and away from the home, today’s technoscience frames our everyday life at all levels, down to our notion of the self" (818). [iii] This compulsory repetition is seemingly undertaken each time as a novelty, governed by what German cultural critic Walter Benjamin called, in his awkward but occasionally illuminating prose, "the ever-always-the-same" of "mass-production" cloaked in "a hitherto unheard-of significance" (48).
