The School was established in 1959 and for every 10th anniversary, we have commemorated it and have written several articles reviewing performances of various aspects of the School's program and, at the same time, setting new goals for the next decade. As such, writing articles for retrospective and prospective purposes has become a tradition to be continued with the proud history of the School.

A life of service to others ended on March 26, 2009, when professor emeritus George A. Warp of the Humphrey Institute of Public Affairs of the University of Minnesota passed away at age 95. George was born on June 12, 1913, in Northfield, Ohio, and graduated from Bedford High School in Ohio. Prior to being associated with the University of Minnesota for the past 60 years, he graduated from Oberlin College, Case Western University, and Columbia University, earning degrees in political science, public administration, international administration, as well as law. George served briefly as a political science faculty member at the University of Minnesota, where he met and married his late wife, Lois, in 1940 before entering the U.S. Navy following the entry of the United States into World War II. His service in the Pacific theater led to his postwar appointment as a civilian advisor under General MacArthur in Japan from 1946–1948. Upon completion of that assignment, George returned to the University of Minnesota in 1948 as a professor of political science and served first as associate director and then director of the graduate program in public administration in the department's Public Administration Center until 1965 when the center became a self-standing unit of the College of Liberal Arts. He remained director through 1968 when the center was succeeded by the School of Public Affairs and recreated as the Humphrey Institute of Public Affairs in 1978 as a collegiate unit named as a memorial honoring the late vice president and Minnesota's senator. George served as a professor and chair of graduate admissions until his retirement in 1982.

The Leadership Portfolio Program uses both classroom and community-based experiences to develop and refine leadership skills in graduate students who are preparing for careers in public service. Commander Zeita Merchant, PhD, is currently the Commanding Officer of the Coast Guard Marine Safety Unit Chicago and has served on active duty in the Coast Guard for more than 20 years. She was previously Special Assistant to the Vice Commandant of the Coast Guard, and has also held the positions of Executive Officer of Marine Safety Unit Texas City, Supervisor, Port of Miami Field Office, and Chief of Port Operations at US Coast Guard Sector Miami. From 2010 to 2012, Commander Merchant served as a Congressional Fellow in the US House of Representatives. She graduated with honors from Tougaloo College with a Bachelor of Science in Biology, and received her Master of Quality Systems Management from the National Graduate School in 2003, her Master of Public Administration from the Trachtenberg School in 2010, and her Doctorate in Business Administration from the National Graduate School in 2011. Commander Merchant has been honored with many professional, academic, and community service awards throughout her career, including no less than eleven medals for her service in the Coast Guard, and is a recognized authority in the field of Marine Safety, Emergency, and Environmental Management.

Research proposal presentation or assessment panels and ethics assessment committees almost always ask us why we have included certain questions in our data or information collection instruments as well as why we think such questions will help us realise our research purpose. How can we answer these questions? First, let us step back. Numerous books have described what a conceptual framework is and why we need it. Further, there are several attempts to describe how we can conceptualise conceptual frameworks primarily through reviewing literature. One of the sets of literature that we should review is on attributes or variables, if not both, that are key to the research that we are pursuing. However, we find the discussion on how we should interrogate literature on attributes or variables not exhaustive to adequately guide a research student or a research novice on what they should do. Therefore, this paper proposes how we should explicitly identify, interrogate, and integrate literature on qualitative attributes or quantitative variables that are key to our business and public administration research. Apart from summoning basic systems thinking principles, the paper draws on reverse engineering comments compiled from examiners’ reports[1] and consequent discussions with colleagues and students through devising seminars. We believe that the approach we have proposed in this paper will guide business and public administration research students and novices on how they should interrogate literature on attributes or variables that are key to the research that they are pursuing. If they get this right, it would contribute to robustness of their conceptual framework and, therefore, the research report. Before then, it will also empower us to answer the research proposal presentation or assessment panels and ethics assessment committees on why we have included certain questions in our data or information collection instruments and why we think such questions will allow us to achieve our research objectives. Public schools widely use mission statements, and many educational administration programs teach mission statements as a necessary lever for school improvement. A mixed methods investigation examined three levels. An experiential phenomenological analysis examined graduate students’ experiences with mission statements within their own schools and professional life. A thematic analysis examined 80 schools in the Midwestern United States, broken down by high and low performance on state academic testing, ecological differences, quantitative structures of the mission statement, and qualitative themes and dimensions. A meta-synthesis compared findings with previous research. There were structural differences in mission statements, but the conclusion was mission statements were a legacy practice which served the political spectacle, and practitioners adopted the practice out of conformity. There was no direct evidence mission statements achieved the stated purpose. Recommendations were made to refashion mission statements and the school improvement process around four factors.

This study is aimed to draw the priority of employment support policy for high school graduate youths. To this end, an analysis on the present employment support policies for unemployed high school graduate youths was conducted to draw the issues related to the policies. Based on this, this study intended to seek political directions for unemployed high school graduate youths. The study results are as follows. First, the current employment support policies for Korean youths were designed for high school graduates to participate, but there was a need for a specialized employment support policy with consideration for the characteristics of high school graduates. Second, according to the analysis on the priority of employment support policies for high school graduates from the perspective of importance and feasibility, it was found that employment—linked policies such as the Employment Success Package and SME Long-service Incentives had the highest priority. Last, as a result of deriving the priority of employment support policies for high school graduates based on the overall results with an analysis using Borich Priority Formula, visualized with Hershkowitz threshold function graph, the Employment Success Package and the Work and Learning Dual System were included in a top-priority group. This study has a practical meaning in that it sought ways to effectively achieve political objectives within a limited budget by identifying the employment support policies necessary for high school graduates and prioritizing the policies.

Synopsis When do you throw it all away? The first senior female in a male-dominated business school decides it all comes down to a question of principle – and maybe a few others. What is the best balance between her responsibilities to students, family, and the next generation of female leaders? Can she both be true to herself and compromise? What factors should influence this decision? This case brings together questions about power and influence, rational decision-making, leadership, and the intra and inter-personal responsibilities of organizational “firsts.” Further, issues related to a university's effort to better compete within the global higher education marketplace, provide a valuable opportunity to explore institutional approaches to promoting diversity, inclusion, and cultural competency. Research methodology This case, which was developed from primary sources, highlights the array of competing objectives and personal and political tensions involved in university administration. Relevant courses and levels This case was designed for graduate students in Masters of Public Administration, Masters of Business Administration, Masters of Education in Organizational Leadership, or similar graduate degrees that include significant management and leadership content. This study investigated research supervision as a key factor in the progression of graduate students in the public higher institutions of learning in Uganda. A cross-sectional survey design was used to conduct the study. A total of 312 graduate students on masters' degree programs were randomly selected from 4 public institutions of higher learning. The study also included 20 research supervisors who were conveniently selected and 4 purposively selected graduate school heads. A self-administered structured questionnaire was used to collect the data from the students. The supervisors and research school heads were interviewed. The ordered logistic regression and content analysis methods of data analysis were used to establish the contribution of research supervision to the graduate students’ progression. The findings revealed that the supervisor-supervisee relationship, supervisor guidance and feedback are significant antecedents of the graduate students’ progression. The study thus concluded that public institutions of higher learning institute mechanisms that address the supervisor-supervisee relationship, supervisor guidance and the promptness of any feedback in order to enhance the students’ progression. The study recommends that public institutions of higher learning institute i) annual training programs that focus on promoting a good relationship between supervisors and supervisees, ii) regular research seminars that bring together the supervisors and supervisees and iii) regular meetings between the administration, research supervisors and supervisees in order to review the students’ progress. The institutions should also emphasize adherence to the policy of giving feedback on the students’ research work within set time frames.

Objectives: Given the call for more interdisciplinary research in public health, the objectives of this study were to (1) examine the correlates of interdisciplinary dissertation completion and (2) identify secondary fields most common among interdisciplinary public health graduates. Methods: We analyzed pooled cross-sectional data from 11 120 doctoral graduates in the Survey of Earned Doctorates, 2003-2015. The primary outcome was interdisciplinary dissertation completion. Covariates included primary public health field, sociodemographic characteristics, and institutional attributes. Results: From 2003 to 2015, a total of 4005 of 11 120 (36.0%) doctoral graduates in public health reported interdisciplinary dissertations, with significant increases observed in recent years. Compared with general public health graduates, graduates of environmental health (odds ratio [OR] = 1.74; P < .001) and health services administration (OR = 1.38; P < .001) doctoral programs were significantly more likely to report completing interdisciplinary dissertation work, whereas graduates from biostatistics (OR = 0.51; P < .001) and epidemiology (OR = 0.76; P < .001) were less likely to do so. Completing an interdisciplinary dissertation was associated with being male, a non-US citizen, a graduate of a private institution, and a graduate of an institution with high but not the highest level of research activity. Many secondary dissertation fields reported by interdisciplinary graduates included other public health fields. Conclusion: Although interdisciplinary dissertation research among doctoral graduates in public health has increased in recent years, such work is bounded in certain fields of public health and certain types of graduates and institutions. Academic administrators and other stakeholders may use these results to inform greater interdisciplinary activity during doctoral training and to evaluate current and future collaborations across departments or schools.

Among his many other accomplishments, Dr. Stockberger served as the first president of the Society for Personnel Administration. This article was written by Eldon L. So that, with formally the student graduate quality of Vocational high school in the region have the same standard that set BNSP standards or national standard. SMK Swasta PAB 12 Saentis is one of the 9 public and private vocational schools in North Sumatra developed by the Ministry of Education and Culture of the Republic of Indonesia through the Director General of Vocational Education to become a Center of Excellence in the Field of Hospitality in 2020. SMK Swasta PAB 12 Saentis which is located at Jl. Kali Serayau Desa/kelurahan Saentis Kecamatan Percut Sei Tua Kabupaten/Kota Deli Serdang Provinsi Prov. North Sumatra. SMK Private PAB 12 has an area of 41252 m2. However, SMK Swasta PAB 12 Saentis does not yet have a School Website that presents information related to school profiles, E-learning, and also graduate databases. the solution offered Create a school website that has e-learning, PPDB, and graduate tracing, as well as provide training on website utilization to administrative staff and provide training to teachers in managing learning using e-learning equipped with learning tools. After the Training Process is procured, the management of the school administration website can be independent in making an important article or information post. Teachers can already manage most of the e-learning of SMKS PAB 12 Scientists in filling learning content.

Purpose – The purpose of this paper is to review both international and domestic (i.e. Vietnamese language) journal articles and graduate theses and dissertations on educational leadership in Vietnam. The review addresses two specific goals: first, to describe and critically assess the nature of the formal knowledge base on principal leadership in Vietnam, second, to synthesize findings from the existing literature on principal leadership in Vietnam. Design/methodology/approach – The paper employed a method for conducting systematic reviews of research. The authors conducted a detailed, exhaustive search for international and “local” papers from Vietnam, yielding 120 research sources. Information from these papers was extracted and evaluated prior to analysis. Data analysis included both quantitative description of the “review database” as well as critical synthesis of substantive findings. Findings – The review supports and extends an earlier review which found that the practice of educational leadership in Vietnam remains largely “invisible” to the international community of scholars. The review also yielded a highly critical assessment of research perspectives and methods used in the “local” Vietnamese studies which comprised the bulk of the authors’ database. Synthesis of substantive findings highlighted the manner by which organizational, political, and socio-cultural forces in the Vietnamese context shapes the practice of school leadership. Research limitations/implications – First, qualitative studies are recommended that seek to describe, in-depth, the enactment of leadership in the Vietnamese context. Second, broad-scale surveys of characteristics, attitudes, and beliefs of school leaders across Vietnam are warranted. Third, the authors encourage graduate students and scholars studying school leadership in Vietnam to undertake a new generation of theory-informed studies that connect with the global literature. Practical implications – Due to the relatively weak nature of the existing knowledge base, the authors were unable to identify specific implications for leadership practice. However, practical implications are identified for developing the research capacity needed to improve research quality in Vietnam’s universities. Originality/value – This review is the first systematic review of educational leadership and management conducted of the Vietnamese literature. Moreover, the authors suggest that the review is original in its comprehensive coverage of both the local and international literature on educational leadership in Vietnam.

Vocational High School of Sunan Drajat Lamongan is one of the schools that is able to provide programs that can match the needs of Lamongan stakeholders with more than 50% of their graduates are able to be accepted in Business World / Industry. This reseach aims to reveal and analyze the strategic role and impact of the strategic role of public relations in the stakeholder-oriented excellent school Vocational High School of Sunan Drajat Lamongan. This research is a qualitative type with case study approach. Data collection was done by interview and documentation method. Data analysis techniques include data reduction, data presentation, and conclusions. Checking the validity of the findings is done by crediblity method with the techniques of triangulation of sources and methods and techniques of peer discussion. The informants of this research are principal, vice principal (public relation, curriculum, student, facilities and infrastructure), head of skill competence, productive teacher, administration staff of SMK Sunan Drajat Lamongan and graduate users. The results of this study indicate that: 1) the role of stretegis of public relation of SMK Sunan Drajat Lamongan, among others are on: (a) curriculum field, (b) field of facilities and infrastructure, (c) field of student, (e) head of skill competence, (2) the impact of the strategic role of SMK Sunan Drajat Lamongan, among others are on: (a) schools, are on: (1) curriculum, (2) facilities and infrastructure, (3) student, (4) head master, (5) productive teachers and head of skill competence, (6) institution itself, (b) stakeholders, ie: (1) stakeholders know the program and the skill program developed by school, (2) the stakeholder need for labor is easy to obtain, (3) stakeholders are able to participate in the school program by providing input/suggestions related to the students' abilities and skills.

In 2015, the superintendent of the Jackson County School District revised the existing nepotism policy, and, subsequently, his wife was hired to a newly created position of director of innovation at a salary nearly twice the average paid to teachers in the district. Because of community reaction, the Jackson County School Board met in special session to address the situation. This case, presented in three sequential parts, raises a number of questions: When does nepotism exist? What constitutes unethical behavior on the part of a school district leader? How should a school superintendent react when confronted by alleged misconduct? How should a school board proceed when faced with community outrage? How can a school board regain public trust? This case can be useful in graduate courses to generate discussion of ethical behavior and the consequences of unethical behavior in educational leadership and administration.

Purpose: Concerns about variation in the quality of preservice preparation provided by many university-based principal preparation programs (PPPs) has led to calls to use outcomes of program graduates to hold PPPs accountable. Little research, however, has assessed the degree to which different outcomes for PPP graduates in fact vary systematically by program. Research Methods: Using administrative data from Tennessee, we link approximately a decade’s worth of PPP graduates to their schools, licensure examination scores, and multiple measures of job performance in their first 3 years as principals, including supervisors’ practice ratings on the state evaluation system, teacher and assistant principal ratings of school leadership on a statewide survey, and measures of student achievement growth. We use which PPP a principal completed to predict these outcomes using a regression approach with different sets of covariates. Findings: Although we are able to associate PPPs with high and low principal performance, we find that programs’ rankings vary by outcome measure, and we are unable to identify PPPs that perform consistently well or poorly across outcomes. Moreover, we find that Tennessee PPPs vary substantially in the characteristics of the schools into which their principals are hired and that taking these characteristics into account is important in ordering PPPs based on outcomes. In addition, even over a fairly long time frame, some programs produce too few graduates who later become school leaders to allow for reliable estimates. Implications: Although the use of graduates’ outcomes to differentiate PPPs holds promise, the methodological challenges to drawing valid and reliable conclusions about PPPs from graduates’ job outcomes are substantial. Policymakers and researchers may arrive at very different assessments of which PPPs are successful depending on which outcomes are chosen and what modeling approaches are employed.

As we move farther into a condition of “post literacy” in our society (a condition where reading and writing have been displaced by television and video as the primary sources of mass entertainment and communication), the problem of students entering universities and even graduate programs with substandard communication skills is becoming more pronounced.In addressing the problem, despite frequent references to the “art and science of public administration,” there seems to be far too little emphasis on communication skills. Most public administration schools concentrate on the behavioral and management sciences—while largely ignoring the equally important communication techniques upon which our students' competence and effectiveness will be assessed in their careers.We aid and abet the problem by failing to recognize those skills, or lack of them, in our program guidelines. The National Association of Schools of Public Affairs and Administration calls for specialized areas of study—management, program analysis, and policy analysis—that seem to assume a firm grounding in communication skills; but that assumption is so often incorrect.The science of public administration can only take us as far as systematizing our search for information. Effective evaluation and interpretation of that information rests in the ability to use it persuasively. It is the normative evaluation of information, mostly absent from scientific inquiry, that is so important to effective public administration. And the normative interpretation of policy conclusions is largely contingent on persuasive ability, alacrity in the use of the art, not the science, of public administration.

This study aims to reveal school principals’ unethical behaviours based on teachers’ perceptions within schools, to reveal the causes for these behaviours and recommendations to prevent them. An interpretive qualitative approach was applied. Data were gathered via face-to-face interviews conducted with 17 public school teachers in Kocaeli Province of Turkey. The data was examined through content analysis technique. The participants listed the unethical behaviours of school principals in seven different themes as discrimination, favouritism, violation of the rules of courtesy, misconduct, mobbing and pressure, neglect of duty, and other behaviours. The causes of unethical behaviours of school principals were stated as the factors related to administrative qualifications, personal factors, institutional factors, the factors related to teachers, and environmental factors. To prevent unethical behaviours of school principals, the participants suggested some training activities as post-graduate education in educational administration and psychological guidance to school principals. They also suggested some activities to increase the professional development levels and human relations competences of school principals. It was also recommended to make some legal regulations regarding the appointment, assignment issues, reward, rotation, and supervision of administrators. Almost two years ago on a cool early summer day I packed up my books and other tools of the occupation, put them in my car, and drove from the medical school department where I had been "postdocing" across a parking lot to the state department of health. For me this represented a return to the public health arena after an absence of about ten years. I often refer in jest to my colleagues about the rut I am wearing in the parking lot during my continuing travels between the health department and the medical school. My hikes across the parking lot symbolize not only the life I am presently leading, one with a mix of applied biomedical research and public health administration and teaching; they also resemble the period in my graduate training when a similar mixture was necessitated by economics as well as a desire to learn more about community health. The following is an account of my journey as an applied biological anthropologist, using that label as the late Albert Damon did to describe practitioners in what he hoped would be a growth area in biological anthropology.

In response to requests from accounting firms and companies that hire graduates of the Culverhouse School of Accountancy (CSA) at the University of Alabama (UA), the CSA was awarded a permanent increase in funding to enhance its Accounting Information Systems (AIS) course offerings. As a result of this, two new faculty were hired to teach AIS courses and a Collaborative Learning Lab (CLL) was constructed in the College of Commerce and Business Administration (CBA) computer center. Prior to this change, the AIS curriculum consisted of one undergraduate course and one graduate course in AIS. Two new courses were added to the curriculum, one each at the graduate and undergraduate levels. This past year I was responsible for the senior level AIS course, Accounting 489 (AC 489). Since there was no pre-specified list of topics to be covered in this course, I decided to use the American Institute of Certified Public Accountants (AICPA) top-ten technology issues list as a basis for the content of the course. This paper briefly describes the AIS curriculum at UA and then discusses challenges faced when defining AC 489, the structure of AC 489, and an evaluation of the course based on my experiences this past year.

Graduate unemployment is especially problematic in a country where much emphasis is placed on furthering academic studies for economic and personal rewards. This article investigates the relationship between career choice and unemployment length among graduates from a South African university. Data were collected by means of a survey questionnaire distributed to graduates in the university’s alumni database. An analysis of variance model was estimated and various descriptive analyses and an ordinary least squares regression were employed. The study finds that the specific majors held by graduates not only influence employment status but also the time taken to find employment. Although human resources, industrial psychology, labour relations management, public administration, public management and politics remain the most popular majors, many graduates in these areas have to wait a long time before securing a job. In light of their findings, the authors recommend that university courses should be as practically oriented as possible in order to help graduates in the job market and consequently to make the transition from education to work an easier one. For their part, graduates need to ensure that they make wise and informed career choices. The government needs to put into effect direct interventions that will enhance and augment teaching and learning throughout the educational system, bearing in mind that the choice to study a certain discipline may be affected by many factors, some of which are beyond the control of the student, such as the quality of school education or socio-economic background.

A medical specialty constitutes a branch of medical practice, in furtherance of medical education focused on groups of patients, diseases, skills, or philosophy acquired after a multiple-year residency, pursued after completion of medical school education. Specialist training in Ghana, typically state-sponsored, is aimed to ensure availability of highly skilled doctors to boost a currently sparse population of medical specialists who typically function in new professional capacities after post graduate training as specialists or consultants; this attracts higher remuneration. Public Health specialists, unlike clinical specialists, face a career, (refutablythough) defined by an unclear professional job description coupled with ambiguous professional expectations. A reliable escape from this conundrum remains that of application for public health advertised jobs that are inextricably linked to management that willbe competed for with other staff of varied backgrounds. This, by deduction, implies that Public Health specialists in the Ghana Health Service have no technical/professional job descriptions aside that of management which largely otherwise continues to define them. Management is inherently not entirely professional/technical as it essentially constitutes a responsibility that other cadre of varied professional backgrounds with recognized organizational and coordination skills can perform. The possible risk of inadvertent human resource underutilization should be averted through development of specific professional job descriptions for all public health practitioners of varying backgrounds in the health service.

2020 marks the 25th anniversary of the Department of Political Governance of St. Petersburg State University. During the existence of the department, the scientific activity of its employees and graduate students led to the formation of the St. Petersburg scientific school of the theory of public governance and policy. The article describes the main thematic and theoretical issues that are in the field of research interests of the school’s participants. A number of challenges that public policy and governance face in the context of growing diversity, mobility and uncertainty of social development are noted. The role of historical traditions in studying public administration at St. Petersburg University is emphasized. The main ideas, notions and concepts developed by the school’s participants are revealed: the concept of a coordinating state, the development of the theory of administrative and political networks, the principle of cooperation, a cognitive approach to public administration, the theory of public governability and the formation of institutional for- mats of digital governance. It is highlighted that the development of governance research was based on the formation of scientific cooperation networks and financial support from a number of national foundations.

The educational landscape of the United States has shifted as more low-income, first-generation Latinx students enroll in 4-year universities. Despite this, many underlying structures and practices of these institutions still reflect the cultural norms of culturally dominant groups (e.g., White, upper-to-middle-class, continuing-generation), privileging individualism. This overlooks the cultural values of low-income, first-generation Latinx students, who often prioritize interdependent connections and obligations. When universities do not recognize familial obligations, students must decide between helping family or doing well in school—which complicates their capacity to succeed academically. To graduate diverse future leaders and build a diverse workforce, educators and policymakers must consider that investing in students means investing in their families, too. Concrete examples, from small interventions to large-scale policy changes, illustrate meaningful investment strategies.

The changing nature of public service has blurred the lines between economic sectors by intermingling public, private, and nonprofit missions, and made it easier for employees to balance extrinsic and intrinsic motivators by seeking employers positioned along a continuum that balance their interests. Using data from the “After the JD” study, the authors analyze responses of law school graduates to determine how academic qualifications and employee motives affect economic sector of employment. Findings suggest that the best and brightest law school graduates are predisposed to employment in the private or nonprofit sectors because they offer the strongest extrinsic or intrinsic incentives.

Using the three-year microdata sample of the American Community Survey for 2009 to 2011, we compute public school teacher salaries for comparison across US states. Teacher salaries are adjusted for state differences in teacher characteristics, cost of living, federal tax rates, household amenity attractiveness, and location within the metropolitan versus nonmetropolitan portions of the states. We find high persistence in the state rankings of nominal public school teacher salaries across time. Yet, we also find that the rankings significantly shift with the adjustments, suggesting they are necessary for meaningful comparisons of public teacher salaries across states. The differences in teacher pay across states also greatly narrow with the adjustments. Finally, this is the first study to show and test that teacher salary comparisons across states should be based on a comparison of public school teacher salaries with nonteacher college graduates in the states, adjusted for differences in personal characteristics and effective federal tax rates.

Given the negative demographic trends and the aging of labor resources in most regions of Russia, it is important to curb educational migration away from them. The study of the mechanisms of professional self-determination of schoolchildren goes beyond pedagogical tasks in the field of public administration and regional economy. Psychological mechanisms of career choice and educational strategy building were widely studied during the twentieth century, but the question of the influence of social conditions in a particular region on the professional self-determination of young people remains poorly understood. Solving the problems of professional self-determination of schoolchildren requires the synthesis of personality-oriented and socially-oriented pedagogical approaches. The article examines the factors that determine the professional self-determination of school graduates and analyzes the conditions and patterns of schoolchildren’s professional self�determination, together with the potential of their influence on educational strategy by regional universities. The research hypothesis is that, when providing pedagogical support for professional self-determination of pupils, it is necessary to take into account both their personal characteristics and individual motives, as well as socio-economic factors that determine the choice of educational strategy. The research used comparative analysis, classification, generalization, an inter-disciplinary review of literature and socio-economic statistics, a sociological survey, and expert assessments. The main results are the description of models of professional self-determination of school graduate based on their awareness, values, self-efficacy assessment, and the justification of the principles of career guidance. A survey of school graduates in the Ulyanovsk region in 2018-2019 (n=2075) showed that a significant number of graduates lacked professional plans and knowledge about regional universities and universities in other cities. The study revealed the professional interests of school graduates and their plans for educational migration from the region. School graduates did not justify their choice of a career and educational strategies by their professional interests, but rather on their desired standard of living upon graduation. It established that the quality of education at the university is not a determining factor for potential applicants. As actors in the regional educational space, professional education organizations can have a greater impact on the processes of professional self-determination of high school students. The results indicate the importance of regional socio-economic conditions for professional self�determination of school graduates, their educational strategy and choice of university. The study confirmed that their professional self-determination follows the principles of the Social Cognitive Career Theory.

The Training and Development Scheme (TDS) is an affirmative action-based program located in the Greater Durban Area of Kwazulu-Natal. The program was conceived in 1992 to address the racial and gender disparities in the Durban Metropolitan Area. At the time the Scheme was introduced, the transition from an apartheid city council to a non-racial council had yet to take place, and the uneven racial and gender employment patterns were all too evident. The TDS would be one of the mechanisms to address the under-representation of Black (Indian, Colored, and African) employees in the management cadre of local and provincial government. The Training and Development Scheme has since evolved from a small affirmative action pilot project into a comprehensive human resource development program with additional objectives and partnerships. It is envisaged that at the end of the 1997–98 program, approximately 145 participants would have graduated from the Scheme. The participants would have been provided with education and training that complies with the requirements of the National Qualifications Framework and is dynamically linked to the broader institutional transformational issues of local and provincial government management. The Training and Development Scheme has since been upgraded and since 1998, has been offered as a Post-Graduate Diploma in Public Administration (Development Management) by the School of Public Policy and Development Management of the University of Durban-Westville.

While a large body of scholarship exists on academic integrity, very little has been written that specifically relates to students who intend to pursue careers in the public sector. This article is a reflection of the author’s experience as Academic Integrity Officer in the School of Social and Policy Studies at Flinders University in Adelaide, Australia, between January 2016 and July 2017, during which time 92 cases of suspected breaches of academic integrity were reviewed and adjudicated. An analysis of the cases presented here suggests that universities can make more use of preventative strategies than they currently do, and that more emphasis should be placed on prevention and less on punishment as a response.

To counter current political trust and legitimacy crises, political actors in western democracies are introducing participatory involvement measures. For these measures to be effective, certain prerequisites are necessary. Firstly, civil servants’ attitude to public engagement must be positive, they need to appreciate and be willing to encourage deliberation processes and inclusion (willingness). Secondly, public sector officials need to be appropriately equipped with practical skills to know how to introduce and manage civic participation (skills). This paper argues that afore mentioned prerequisites are not sufficiently present, and that education of future civil servants needs to be adjusted in order to qualify graduates of public administration adequately. The paper outlines the structure and methods employed in a practice-oriented course at a German school of public administration.

Purpose Over the past several decades, instructional leadership has gradually gained increasing currency as a key role of school principals throughout much of the world. This is also the case in Malaysia where educational research, policy and practice have brought the instructional leadership role of the principal front and center. The purpose of this paper is to assess the conceptual models, research methods, and foci of scholars in the study of principal instructional leadership in Malaysia over the past 30 years. Design/methodology/approach Systematic methods were used to identify all studies conducted in Malaysia that had used the Principal Instructional Management Rating Scale (PIMRS) (Hallinger, 1982/1990/2015) as the data collection instrument. This search yielded a database of 120 studies completed between 1989 and 2016 written in both English and Bahasa Malay. Common data were extracted from the 120 research reports, coded and entered into a MS Excel spreadsheet for analysis. Quantitative methods were employed to analyze modal trends and synthesize patterns in the data across the studies. Findings The search identified 120 PIMRS studies, 90 percent of which had been conducted since 2005. This represented a surprisingly large corpus of studies. Over 75 percent of the Malaysian studies of principal instructional leadership had been conducted as graduate (master and doctoral) theses, relatively few of which had achieved publication in journals. The authors’ analysis found that most studies had used lower order (i.e. bivariate, direct effects) conceptual models and relied heavily on descriptive and simple correlational statistical tests. The lack of consistent results within the database of studies was attributed largely to limitations in research design and quality. Research limitations/implications The 120 PIMRS studies conducted in Malaysia comprise a surprisingly large corpus of research on principal instructional leadership. Indeed, the Malaysian corpus is second only to the USA in terms of the number of PIMRS studies of principal instructional leadership. Nonetheless, limitations in the research models and methods employed in these studies suggest a need for stronger methodological training before Malaysian scholars can achieve the goal of contributing useful knowledge to the local and global knowledge base. Specific recommendations are offered for strengthening the quality of research. Social implications The recent expansion of higher education in Malaysia – like other developing societies – has yielded progress in the scope of research production. However, numerous challenges remain in transforming the potential for useful knowledge production from graduate research into reality. Originality/value This is the first review of research on principal leadership conducted in Malaysia. The review follows efforts by scholars to systematically identify the boundaries of knowledge in educational leadership and management within East Asian societies (e.g. China, Singapore, Vietnam, Taiwan and Hong Kong). Moreover, this is the first review of research that examines the use of the PIMRS in a single society.

Poor labour market conditions at the start of a worker’s career can result in earnings losses for many years. The 2021 cohort of Canadian high school and post-secondary students have seen employment prospects diminish amid economic lockdowns to contain the spread of COVID-19. The goal of this paper is to predict earnings losses for this cohort. We use Census of Population data to show that a 1 percent increase in unemployment at the time of graduation leads to a 1.5 to 4 percent average decrease in earnings. Then, using unemployment rate forecasts from various sources, we predict how this year’s graduating class is expected to fare. Our approach assumes previous recessions are informative about the effects of the current recession. We estimate that a typical 2021 graduate loses 5 to 12 percent of the amount they would have earned over the first few years if the pandemic had not occurred.

Today's society is more selective in choosing schools. This condition causes schools to compete with each other and show their existence. Educational institutions as service providers are required to prioritize the quality and output of their graduates. This research is aimed at analyzing the efforts of the principal of MTs Sirajul Ulum Krejengan in designing strategies to improve the school's good image in the community, as well as strategies in capturing the interest of prospective new students. This study uses a qualitative approach. Data collection techniques using interviews, observation and documentation. The formulation of school principal program planning in improving the school's image includes: (1) reviewing and identifying the various strengths and weaknesses of the school, namely by making continuous improvements by considering opportunities and threats to achieve the vision and mission; (2) improve physical and non-physical conditions; and (3) conducting promotions to the general public. Activation of school resources in improving the school's image is carried out by: (1) managing the needs, competencies, and harmonization of teachers and staff; (2) improve the standard of school facilities; (3) holding regular meetings; (4) strengthening the school administration system; (5) and improve the quality of services and education. Setting targets to improve the school's image, namely realizing Adiwiyata schools and improving the quality of education, and increasing public trust in the existence of schools; (6) besides that the target application was carried out late; (7) as well as an evaluation of activities that have been realized.

Mempawah Hulu, which is predominantly populated by indigenous Dayak Kanayatn tribe, is one of underdeveloped sub-district in Landak Regency. The main issues are in health, education, and economic sectors, for instances: low educated villagers (the majority of the villagers do not graduate from secondary school); urgent clean and healthy living behavior (PHBS); economic condition in the middle to the low category. Therefore, the community service in this area was focused on empowering the community in those problematic sectors. To solve the issues, we heightened public role in society and enforced the authority institution which including Mempawah Hulu Regency Administration along with three local villages authorities and Puskesmas (Public Health Center) Karangan. Through these activities, not only ‘Alert Village’ was activated but also PHBS agents, ‘Alert Village’ agents, Healthy Generation (Genre) ambassador, as well as initiation of ODF hamlet were established. In the education sector, the local library was built which was associated with the establishment of the green school and study group. In the social-economic sector, a catfish cultivation group and chicken boiler cultivation group were formed as well as few entrepreneurs manufacturing products from local commodities. This study examined how recent Doctor of Physical Therapy graduates from a health professions graduate school with an interprofessional curriculum conceptualize their professional and interprofessional identity (i.e., dual identity). Theoretical frameworks included social identity theory, intercontact group theory, and the interprofessional socialization framework. Semi-structured interviews were conducted with 12 graduates in their first 1–2 years of practice in inpatient settings. Transcripts were analyzed using iterative and inductive phenomenological analysis to identify themes. Four themes related to professional identity emerged: from patient to physical therapist, profession exceeding expectations, connection with patient, and role affirmation through meaningful work. Six themes related to interprofessional identity emerged: valuing different mindsets, the authenticity of interprofessional education, feeling misunderstood, perceived versus true hierarchy, differing team dynamics, and being on the same page. Approaches to interprofessional education that focus on longitudinal socialization from professional education through clinical practice might best support the development of clinicians who value interprofessional collaborative practice.
