Texte intégralStarting from a considerable bulk of unpublished archive material – first of all, documents from the Ministry of Internal Affairs – the author reconstructs the bureaucratic machinery in an Italian province, that of Padua, through the investigation in the network of relations which connected the local government officials and offices to the local society and the central power from the second half of the 1930s up to the fall of Fascism. The author has followed all the “local political situations” (as far as this has been possible) through the examination of prefecture documents, in particular notifications against – or in favour of – government or party officials, town clerks and podestà, members of the directorate and secretaries of the Fascist Party, carabinieri and men of the militia, medical doctors, advocates and priests in all the 105 municipal districts of the Padua province. Such documents keep recorded every conflict – but also every common interest – among the authorities involved and they underline the subtle power plots and the different control techniques. Thanks to a wider and wider collection of documented cases – corresponding to a recent and, we believe, scrupulous bibliography – the research brings out the tissue of an entirely controlled bureaucratic society, which was at the same time continually looking for adjustment and compatibility; at the end of the 1930s, the controllers were the first to be controlled, as if they had been the gears of the same system that they were called to superintend. The research on a local level has proceeded thanks to an uninterrupted comparison with a wider regional and national reality; such a comparison has been helpful to understand the articulation of the Badoglio government – which lasted 45 days – and of the first months of the social, Italian republic. Both these forms of government have been examined through the biographies and the memoirs of the officials and the geographic movements of the prefects. They gave their results in the first post-war months and now they can also be studied thanks to the existing documents about the purge - which has been here analysed more on an executive and disciplinary level than on a penal one. Such political choices influenced the way of running the government, as the crusade of the 18th of April and the assassination of Togliatti later revealed. On the whole, this work aims not only at pointing out the State continuity – in a sense, this kind of historiography is here submitted to critical scrutiny and therefore a different fragmentation in periods is proposed - but also at estimating how a form of government can survive and how its bureaucratic network can be renewed in periods of crisis.

Texte intégralWe present the results of a research into the Italian Jewish immigration in Brazil, and particularly in São Paulo and Rio de Janeiro, in the face of the anti-Semitic policy of Getúlio Vargas´s government (1937-1945). This research is based on a list of Italian Jews who were forced to leave their country after the issuance of the fascist racial laws in 1938. It especially analyses the position of Brazilian diplomat Jorge Latour, alert to the effects of the laws of exclusion in Italian territory. Latour´s reports aimed at stimulating Brazilian politicians to follow the same path of fascist Italy. It investigates the concession of visas to Italian Jews who took refuge in Brazil, as well as the subterfuges they used to survive and their forms of adaptation to the Brazilian community in general.

Texte intégralEsta dissertação de mestrado trata da prática do recolhimento de crianças e adolescentes em situação de rua, na cidade do Rio de Janeiro, como um tipo de política de governo que vem reproduzindo e perpetuando um estado de barbárie, intolerância e desumanidade junto a esse segmento da população. A contextualização deste fenômeno é feita durante o período que vai de 2001 a 2011 marco dos 10 anos de constituição da Rede Rio Criança na cidade do Rio de Janeiro, e das gestões do Prefeito César Maia (2001 a 2009), e os 02 primeiros anos da gestão de Eduardo Paes na Prefeitura do Rio (2010 -2011). Para uma análise mais aprofundada, é importante nos reportarmos à história recente para entendermos melhor o desenvolvimento deste fenômeno e o seu processo contraditório, que tem no sistema capitalista o aprofundamento das desigualdades e da intolerância, a produção de subjetividades sobre o jovem perigoso, e a perpetuação de práticas de controle e repressão direcionadas aos pobres. Nesse processo, observamos a manutenção de práticas retrógradas inspiradas no higienismo e eugenia. Procuro também trazer minha implicação com essa história, e dialogar com alguns autores, trabalhando certas categorias para ajudar na construção do objeto. Como estes fatos foram sendo histórica, social e culturalmente construídos e ainda nos constituem no presente, que tipo de racionalidade está presente, saber o que esses meninos e meninas, vítimas das operações de recolhimento, sentem, de que forma estas práticas os afeta e quais são as conseqüências em suas vidas, são questões importantes trabalhadas nesta pesquisa.
This Master Sccience dissertation deals with the practice of gathering children and adolescents on the streets in the city of Rio de Janeiro, as a kind of government policy that is reproducing and perpetuating a state of barbarism, intolerance and inhumanity to this segment of the population. The background of this phenomenon is made during the period 2001 to 2011, when Rio Criança Network, when the network celebrated its 10 years of foundation in Rio de Janeiro city and, the establishment of the administrations of Cesar Maia (2001 to 2009) and the two firsts years of management of Eduardo Paes in Rio de Janeiro (2010-2011). For further analysis, it is important report the recent history to better understand the development of this phenomenon and its contradictory process, which have in the capitalist system the deepening of inequality and intolerance, the production of subjectivities on the dangerous youngers, and the perpetuation of control practices and repression directed to the poor people. In this process, we observed the maintenance of retrograde practices inspired by the hygienism and eugenic. I also try to bring my involvement with this story, and dialogue with other authors, working some categories to help build the object. As these facts have been historically, socially and culturally constructed and still are in the present, what kind of rationality is present, to know these boys and girls victims of the operations of withdrawal, feel how these pratices afected theys and what are the consequences in their lives, these questions are important issues analyzed in this research.

A Ação Integralista Brasileira constituiu-se na década de 1930, no mais importante movimento político de direita e no primeiro partido de massa do país. Influenciada pela ideologia fascista italiana, a A.I.B. criou núcleos espalhados por todo o Brasil, como na cidade de Olímpia, encravada nos anos 30 no então sertão de São Paulo. O núcleo municipal da Ação Integralista foi fundado em 1934 por Ruy do Amaral e teve no jornal “Cidade de Olympia” uma espécie de porta-voz não oficial do movimento. Entre 1932 e 1937, o semanário publicou 93 artigos e notícias dos mais diversos matizes sobre o movimento integralista, inclusive uma contundente entrevista com Plínio Salgado. É a partir da análise desses artigos e notícias e da história oral de dois dos principais camisas-verdes do sertão, Ruy do Amaral e Ítalo Galli, que tornou-se possível reconstruir parte da história de um núcleo municipal da Ação Integralista no interior do país. Tanto os textos escritos como as entrevistas, apresentam um movimento impregnado pelo fascismo e pelo anti-semitismo. A maioria dos camisas-verdes que escreveram artigos para o “Cidade de Olympia”, deixou clara sua adesão à A.I.B. por considerar o movimento uma cópia do fascismo e por adotar a posição anti-semita. Por outro lado, o movimento integralista em Olímpia ignorou o fato de atuar numa região de vida rural e teve uma inserção no campo insignificante. Mesmo portador de um discurso fascista, os integralistas do sertão, profissionais liberais em sua maioria, preferiram elitizar esse discurso, desprezar ações de mobilização das massas e perpetuar uma relação de “compadrio” com os coronéis que dominavam a vida política em Olímpia, constituindo, assim, uma espécie de “fascio de intelectuais”.
The Brazilian Integralist Action was formed in the decade of 1930, at the most important right political movement and at the first mass party of the country. Influenced by the Italian Fascist Ideology, the Brazilian Integralist Action created cores spread all over Brazil, like in the city of Olimpia, embedded in the 30s, then called “Sertão” (a less inhabited part in a country) of São Paulo. The Integralist Action Municipal Core was founded in 1934 by Ruy do Amaral and had in the newspaper “Cidade de Olympia” a type of non-official spokesman of the movement. Between 1932 and 1937, the weekly paper published 93 articles and news of the most diverse shades about the integralist movement, including an aggrieved interview with Plínio Salgado. It is from the analysis of these articles and news and the oral history of two of the main “green-shirts” from “Sertão”, Ruy do Amaral e Italo Galli, that it was possible to re-create part of the history of an Integralist Action Municipal Core at the inland country. The written texts, as well as the interviews, present a movement permeated by the Fascism and by the Anti-Semitism. Most of the “green-shirts” who wrote articles for the “Cidade de Olympia”, made clear their adhesion to the Brazilian Integralist Action for considering the movement a copy of fascism and for adopting the anti-semit position. On the other hand, the integralist movement in Olimpia ignored the fact of acting in a rural life region, and had an insignificant insertion in the country life. Even holding a fascist speech, the integralist from “Sertão”, liberal professionals mostly, preferred to select this speech, disregard mass mobilization actions and perpetuate a “compadrio”relation (close relation) with the Colonels who dominated the political life in Olimpia, building up, this way, a kind of “intelectual fascio”.
