AbstractAfter the Second World War, Dutch authorities allowed 8,000 displaced persons (DPs) to come to the Netherlands, but only 3,904 came, and 25 per cent of them returned to camp life in Germany. This article seeks to explain why debates on the DP issue changed so rapidly within a short period of time. In earlier publications, it has been claimed that ‘selling’ DPs as workers helped to solve the DP issue. This strategy did not work for the Netherlands. This article analyses how the DP issue was framed by organisations, the Dutch government, civil servants, the Dutch Homeland Security Department, newspapers and employers.

The article is devoted to analyzing periodicals of Ukrainian nationalist organizations outside the Ukrainian Soviet Socialist Republic in the 1950s - early 1990s and their role in creating an information space in the diaspora. Periodicals are considered a means of providing information communication between nationalist organizations, their membership, and Ukrainian communities. The article describes the journals and newspapers of nationalist organizations of the diaspora: «Independent Ukraine», «Ukrainian word», «Way of Victory», «Liberation Way», «Ukrainian Independent». Much attention is paid to the thematic and problematic content of the press, its importance for promoting the nationalist ideology and political programs of organizations and preserving national identity. The topics of nationalist press publications, their purpose, and information potentials are considered in detail. It is identified the main topics of publications: the ideology of organizations, the strategy of restoring the independence of Ukraine, the concept of an independent state, official resolutions of organizations, socio-political events in the diaspora, the situation in the USSR, and the policy of Soviet government, formation of national identity and historical memory. Based on the study of the content of periodicals, it was concluded that a significant place in the publications was occupied by information about events in the USSR because nationalist organizations aimed to create a sense of integrity for the Ukrainian people in Ukraine and abroad and mobilize the diaspora to change the situation at homeland. The article identifies problematic aspects in the press of nationalist organizations: the lack of a single universal publication, the strengthening of the emigration nature of the press, the low print quality of publications, the conflict between Ukrainian nationalist organizations on the pages of publications. It was concluded that using press publications, nationalist organizations created an information space in the diaspora, which popularized nationalist narratives, united Ukrainians from around the world, acted as a means of national identification for migrants, promoted the movement to restore the independence of Ukraine.

Abstract The aim of this paper was to find out how the ethnic identity of Russians residing in Kazakhstan has changed since the collapse of the Soviet Union in 1991. What qualities and characteristics distinguish ethnic Russians in Kazakhstan now? What are the main factors shaping their identity? To what extent Russians see aligned with their homeland and with the mainstream Kazakh society. What is the role of Russia in promoting a sense of attachment to the homeland? The case of Kazakhstani Russians was analyzed applying the various methods of qualitative research, including surveys, in-depth interviews, content analysis of the publications, and the speeches of political figures and activists. In addition, the methods of participant observation helped in understanding the cultural differentiation of the Russian religious organizations in Kazakhstan. The research revealed the significant changes in the identity patterns of ethnic Russians in Kazakhstan, which resulted from the process of consolidation of the vigorous state-protected ethnic Kazakh identity. Losing the previous dominant position in demography, the Russians bowed to the inevitable Kazakhification of the society. The change in the language preferences shows that the new generation of Russians is gradually accepting the new trend – Kazakh–Russian bilingualism – which is being promoted and implemented by the government of Kazakhstan and by the overwhelmingly ethnocratic Kazakh political elite.

Between the late 1960s and the early 1970s, the British government forcibly removed about 15,000 Chagossians from the Chagos Archipelago. Current legislation based on the declaration of the Chagos-Marine Protected Area (MPA) plays a crucial role in preventing the Chagossians from returning to their homeland. In this particular case study, the article aims to analyze discourses related to the establishment of the Chagos-MPA using an environmental justice framework, to consider the implications for international social work practice. Materials from court rulings, official government reports, and academic/journalist publications on the MPA, as well as from seven semi-structured interviews with key informants from three Chagossian communities based in Mauritius, Seychelles, and the United Kingdom were analyzed using ATLAS-ti 8.4 software. The main findings of the deductive critical discourse analysis are discussed concerning substantive, distributive, and procedural environmental justice for the Chagossian community (This term is used for referring different Chagossian communities from Mauritius, Seychelles, and the United Kingdom as a single homogenous group). This article calls for international social work interventions through transnational alliances between international organizations in challenging the socio-political forces that are having deleterious impacts upon the marginalized and disenfranchised populations and their biophysical environment.

PurposeThe purpose of this paper is to provide a conceptual overview of potential diasporic influence in India by Indian diaspora and to outline a wide spectrum of policy interventions for better utilisation of diasporic resources, which are under-exploited.Design/methodology/approachThis paper used a systematic review approach to analyze the vast empirical and theoretical literature, up to 2016, and to assess the different kinds of impacts of diaspora on the homeland. A list of top-tier journals in the field of international migration, diaspora and ethnic entrepreneurship was compiled. From there, each and every paper was identified, examined, coded and classified into high-level themes. These were then reviewed, analyzed and interpreted.FindingsIndian diasporic affair has undergone numerous changes since India’s independence. This study presents a conceptual framework on the role of migration and diaspora in the country of origin with a special focus on India and point out the possible directions for future studies.Research limitations/implicationsThe systematic review approach has a qualitative nature, in which the relevant literature was interpreted based on the authors’ domain knowledge and expertise.Practical implicationsAcademicians and policy practitioners can gain a comprehensive understanding of the dynamic relationships among the key influential factors in migration, diaspora and its developmental role in homeland, as presented in the conceptual framework in the study. Accordingly, policymakers will be able to develop effective strategies to leverage the positive impacts of diasporic role in India and the other South-Asian developing countries.Originality/valueThis systematic review synthesizes the findings reported in most recent publications and government reports and develops an integrated conceptual framework, anchoring on possible positive impacts of diaspora in homeland. This framework provides a visual diagram to practitioners for a better understanding of the relevant literature and assists researchers and policymakers in developing a new strategy for future diasporic affairs.

This article covers the content of information about the place of Romania in the 1920–1940s and Transnistria in the history of Eastern European Jews, which was published in predominantly English language materials in a number of American newspapers in the 1940s, such as «Românul American», «The Southern Jewish Weekly», «Evening Star» and «Detroit Evening Times». The purpose of the study is to determine the structure of the newspaper narrative regarding the place of Romania in the 1920–1940s and Transnistria in the history of Eastern European Jews, contained in the mentioned newspaper publications. As a result of the study, a conditionally holistic information narrative on the isignificance of Romania and Transnistriain the history of Eastern European Jews in the 1920–1940s was reconstructed in publications of a number of American newspapers, which spread in mass opinion. The main components of this English-language narrative are following: in pre-war Romania was an increased influence of official actual anti-Semitism; this was of particular importance given that Transnistria was predominantly a zone of Romanian administration during World War II; the plight of Jews in Romania and Bukovina during the war; cases of non-Jewish support for Jews; brutal deportations of the Jewish population from Romania, Bukovina, Bessarabia (sometimes also Moldavia, which regarding changes in the characteristics of Bessarabia and Bukovina) to Transnistria; domination of the atmosphere of fear of the possibility of deportation to Transnistria among the still undeported Jews; manipulation by the Romanian government of the Jewish population through this fear; the plight of Jews, the Holocaust in Transnistria; repatriation to Romania and migration to Palestine as the «historical homeland» of Jews deported during the war to Transnistria. According to some materials, this narrative had not only an exposing anti-Nazi purpose, not only appealed to the public support of Jews who had experienced repression, deportation and the Holocaust, but also had to serve to preserve the democratic worldview of the Romanian minority in the United States (most of the used publications were contained in the newspaper «Românul American»).

Let us not concern ourselves with speculations whether Jerzy Giedroyć, when he founded the Literary Institute in 1947 and soon a€ erwards published the first issue of “Kultura”, already suspected that his two creations (especially the magazine) would play such an important role in shaping political ideas of Polish exiles and become his true magnum opus. ‚The fact remains that in spite of its distance from the centers of Polish immigration, the government in exile, and the large Polish immigrant community, the new monthly, while still looking for new contributors and readers, and remaining in opposition to Mieczysław Grydzewski’s “Wiadomości” - which sought to cultivate pre-war traditions - quickly achieved the unquestionable status of a platform for free speech, a forum for the bold exchange of views (these o€ften being unpopular and going against the dri€ft of Polish public opinion in the West), and a leading channel of communication with the homeland. Even though the subtitle (Sketches. Short Stories. Reports) hinted at the editorial sta„ff’s interest in literature, “Kultura” from day one tackled di cult geopolitical and political problems arising from the situation in post-war Europe. Its publications were characterized by topicality and realistic assessments, which can be clearly seen while studying consecutive annual sets, for example with regard to the process of European unification.

Introduction. The complex processes taking place in the European Union after Brexit and COVID-19 as well as the outbreak of conflict in Ukraine in 2022 have once again drawn the attention of the academic community and the public to the development problems of Central and Eastern Europe. One of these problems is the migration process taking place in the region and their economic, cultural and political consequences. The V. Orban government pursues a cautious policy of accepting Ukrainian refugees. Such actions are both politically and economically motivated. Materials and Methods. In the process of working on the topic, the author used the publications of Russian and foreign researchers on the Hungarian emigration, as well as historical sources, including statistical materials, documents reflecting the life of the Hungarian community in the UK and journalism. When working on the topic, the theoretical and methodological developments of migrationology in Russia and foreign countries were used. Analysis. The article raises the issue of emigration of Hungarians after the 2008 economic crisis to Great Britain, which, unlike other European Union countries, including Germany and France, pursued a liberal migration policy. The article points out that the economic recovery of the late 1990s and early 21st century slowed down emigration of Hungarians to the EU states. Therefore, it was classified as “belated migration”. The article stresses that the main reason for the emigration of Hungarians to the UK and other European Union states has been the increase in unemployment in the country since 2008 and the falling purchasing power of Hungarians at home. The coming to power of Orban’s government did not contribute to Hungarian emigration, except for a group of liberal intellectuals. The author analyses the gender, educational and regional specifics of Hungarian emigration to the UK. The article pays special attention to the peculiarities of the life of the Hungarian community in the UK, its desire to maintain contacts with the homeland and its national identity. In the conclusion of the article, the author examines the migration policy of the V. Orban government aimed at returning emigrants to the country and reducing potential emigration among Hungarians. Results. The author concludes that the actions of the Orban government did not find support among most Hungarians living in Great Britain. Part of the emigrants returned to their home country concerned about Brexit and influenced by the spread of the COVID-19 epidemic. Most Hungarians are happy with their life in the UK and do not consider returning to Hungary.

During the late 19th and early 20th centuries, various government departments and several private companies engaged in an aggressive campaign to populate and develop western Canada. The cornerstone of this campaign was its publication programme. Over 300 pamphlets and brochures were published to advertise the ‘free’ lands of the Northwest. The advertising programme promoted rural settlement, depicting an idyllic landscape strongly reminiscent of ‘home’ and appealing to a young, male Anglo-Saxon population. While the campaign was successful in attracting immigrants, the reality was not always so idyllic and many settlers left. Despite the difficulties, others stayed and built rewarding lives in ‘Canada West: the new homeland’.

In this paper we address a question fundamental to understanding the potential effectiveness of homeland security policy across the U.S. federal system: what explains homeland security preparedness efforts at the municipal government level? Using data gathered from a nationwide survey of municipal officials, we examine the effects of city governments’ financial and administrative resources, along with measures of broader policy context, on several attitudinal and behavioral indicators of homeland security preparedness. We find that administrative resources have consistent and relatively robust explanatory power and we lay out several policy implications from the analyses presented.

Hurricane Katrina is the latest in a series of major disasters that were not well managed, but it is not likely to be the last. Category 4 and category 5 hurricanes will, according to most predictions, become both more frequent and more intense in the future due to global warming and/or natural weather cycles. In addition, it is often said that another terrorist attack on the United States is inevitable; that it is a question of when, not whether. Add to that the scare over a possible avian flu pandemic. As a result, the United States should expect that disaster response—to natural and other types of disasters—will continue to be of vital concern to the American public and the policymakers and officials who deal with disaster response and relief, including the military. The U.S. disaster relief program reflects a basic division of responsibility between federal, state, and local governments that hasgenerallystood the test of time. At the federal level, a single agency, FEMA—now under the Department of Homeland Security—has been charged with the responsibility for coordinating the activities of the various federal agencies that have a role in disaster relief. A successful disaster response requires three things: timely and effective coordination between state and federal governments; effective coordination among the federal agencies; and effective coordination between and among state and local government agencies. Miskel, a former Deputy Assistant Associate Director of FEMA, examines the effects that operational failures after Hurricanes Agnes, Hugo, Andrew, and Katrina have had on the organizational design and operating principles of the disaster response system program. He also discusses the impact of 9/11 and the evolving role of the military, and he identifies reforms that should be implemented to improve the nation's ability to respond in the future.

AbstractRecently, a burgeoning literature has emerged on the return experience of migrants, with some analysts touting the benefits of return to the socioeconomic development of countries of origin, especially in Sub-Saharan Africa. Still, only few studies have examined how return migrants create and sustain transnational connectivity with their countries of destination upon their return to the homeland, and fewer still have analyzed how these dynamics play out in the context of West African migrants. This primarily theoretical paper explores the interconnections between return migration and transnationalism among West African migrants, focusing on the case of Ghanaian and Senegalese migrants. The insistent premise of the paper posits that contemporary migration is essentially Janus-faced, in the sense that migrants are transnational in both their pre- and post-return periods. The paper addresses the following questions: (i) What are the perspectives of Northern countries and supra-national bodies, such as the EU, on return migration, and how do these perspectives compare with those of Southern countries, such as Ghana and Senegal? (ii) How do West African migrants view their own return migration, and to what extent are their emic perspectives different from those of Northern governments and their government in the homeland? (iii) How do West African returnees—specifically, Ghanaian and Senegalese returnees—use their transitional connectivities to facilitate their resettlement and reintegration in the homeland upon their return? Clearly, return migration elicits a number of important questions, into which this Chapter stands to provide useful preliminary prescience in the context of Ghanaian and Senegalese migrants.

Pervasive services of virtual communities and digital governments are achievable only if trust, privacy and security can be secured and strengthened. To meet these requirements, mechanisms, which provide secure management of information and facilities without compromising privacy and civil rights, have to be devised. The success of such mechanisms relies on effective identity authentication. While traditional security measures such as PINs and passwords may be forgotten, stolen or cracked, biometrics provides authentication mechanisms based on unique human physiological and behavioral characteristics that can be used to identify an individual or authenticate the claimed identity of an individual, but cannot be easily duplicated or forged. Typical characteristics include but are not limited to fingerprint, face, iris, hand geometry, palm, voice pattern, signature, keystroke dynamics and so forth. Moreover, in the light of homeland security, biometrics has become a powerful measure in the government’s fight against identity fraud, illegal immigration, illegal workers and terrorism. Biometrics is also useful in preventing abuses of public health services and other government entitlement.

The chapter further addresses this species of political violence from the security policy perspective, with emphasis on the role of US military and intelligence communities in counterterrorism innovation. The security lens is critical as it captures the concerns of governments, particularly democratic and representative governments, when dealing with destabilizing forces like lone-actor terrorism and the challenges of building measured (not excessive) risk assessment and threat identification processes. What we see in the aftermath of the events of 9/11 and the largely federal response to those events is an increasing role in the homeland for both US military and intelligence assets and authorities in combatting lone-actor terrorism. Lessons learned from irregular battlefields, including Afghanistan, Iraq, Syria, and elsewhere, also shape the changing understanding of the lone-actor threat in the homeland context and the need for “unity of effort” across government.

The U.S. Department of Defense (DoD) has faced numerous challenges within the realm of Geospatial Information Systems and Science in fostering a Common Operational Picture suitable to homeland defense and security. This paper details the challenges and successes since September 11th, 2001 to build common ground for all federal, state, local governments, and non-government organizations that depend on geospatial data to provide for the safety and security of the Nation. An analysis of the protracted integration of commercial GIS technologies within the DoD and the speed, openness, and scale this expertise can bring is discussed as an issue for the Federal response to disasters. Finally, distinct successes of collaboration and integration of common standards and data currently in use at military commands is discussed as a robust path to improve future geospatial efforts.

In recent times, the popularity of the Internet has led to e-government practices being widely recognized as an important option for service to the general public. In response, various tiers of government from national to local level have sought opportunities to engage the public through Web sites. Many governments now provide some level of access to government through Web interfaces, for example, through access to resources such as publications and government data. In some cases there are services provided that may be executed online. For example, users may provide personal information for licensing or to undertake payments. There continues to be a diversity of implementation quality and levels for such services. The facilitation of e-government has been characterized in various ways. For example, the European Union has seen it in terms of four main tasks: the development of Internet-based services to improve access to public information and services, the improvement of the transparency of public administration by using the Internet, the full exploitation of information technology within public administration, and the establishment of e-procurement (Strejcek & Theilb, 2003). More recently, the United Nations (UN), noting that ICTs may be used to transform its internal and external relationships, has also identified four similar but distinct areas: internal processes such as record keeping, electronic service delivery, virtual communities for digital democracy, and e-business opportunities such as procurement (United Nations Department of Economic and Social Affairs, 2005).

The evolving nature of information security threats such as cybercrime, as well as the need to ensure the confidentiality and privacy of citizen information and to protect critical infrastructure call for effective information security management in the public sector. According to Evers (2006), the FBI (Federal Bureau of Investigation) estimates that cybercrime will cost businesses an estimated $67.2 billion per year. Citizens’ privacy and the security of their personal information have become issues of increasing concern as headlines of data security breaches and identity thefts abound in the mainstream media. For example, in 2005, 9.3 million U.S. citizens, about 4.25% of the population, were victims of identity theft and fraud, costing approximately $54.4 billion (Council of Better Business & Javelin Strategy & Research, 2006). E-government applications have made it easier for citizens to conduct business online with government agencies, although their trust in the ability of governments to keep that information private is low. Considering the amount of citizen information held by governments at all levels and the steps needed to address potential homeland-security and IT-related threats to critical infrastructure, the need for effective means of safeguarding public agency data has become an issue of paramount importance. In addition, the need to ensure integrity and availability of public information resources is crucial to many government operations. As a result, several states are recognizing the importance of information security and privacy in their state IT strategic plans (National Association of State Chief Information Security Officers [NASCIO], 2006).

This chapter examines the period from the mid-nineteenth century to the turn of the century, when American Jews were absorbed by the task of acculturation. As American Jews grew more settled, accepted, and confident, they began asking the US government to use its growing power to stop the persecution of Jews abroad. In the long run, American Jews placed their faith in the same sort of liberalism and rule of law that had been so good to them. Because illiberal states that were tormenting Jews were unlikely to become converts to liberalism, the Jews of France, Britain, and the United States hoped that their governments would impose these reforms. Additionally, they were antinationalists and anti-Zionists. In their view, the answer to the Jewish Problem was not a Jewish homeland in some godforsaken backwater in the Middle East where they were not wanted. Zionism was unrealistic and could potentially lead to questions American Jews would prefer were never asked.

Abstract Since Pakistan’s creation as a Muslim homeland in 1947 and its designation in its first constitution in 1956 as an Islamic Republic, religion, identity, and democracy have been intertwined and manipulated. Military and non-military governments, religious and secular political parties, and movements with competing agendas and interests have appealed to Islam in order to enhance their legitimacy and to support a variety of political, economic, and class interests. Islam has been adopted in diverse ways to legitimate both government and opposition movements and to rationalize a range of options from democracy to political and religious authoritarianism. Pakistan has struggled throughout its history with the meaning of its Islamic identity. A review of Islam’s role in Pakistan reveals the diverse and often contending usages of lslam, its linkage to democratic claims, and, too often, its potential to divide rather than unite. At a time when many are concerned about political Islam and its compatibility with democratization, Pakistan offers an extensive test case of the role of religion in government-engineered state building, as well as of the ability of Islamic organizations to participate within the political system. The Jamaat Islami and other Islamic organizations and parties in Pakistan offer an instructive example of participation within a multiparty political system. Islam and democracy have often existed more in form than substance, subordinated to political and social realities rather than acting as a controlling or guiding forces.

In World War I, the Ottoman State took military operation to seize Elviye-i Selâse (Three Sanjaks), which it had lost with the 1878 Treaty of Berlin. However, when the military operation failed, all Eastern Anatolia and the Black Sea were occupied by the Russians. Although, within the framework of the events that developed as a result of the 1917 Russian Revolutions, the Ottoman State captured the entire Elviye-i Selâse in the spring of 1918 and annexed the region to the motherland in August 1918. However, after the Armistice of Mudros, the Ottoman armies had to evacuate Elviye-i Selâse. Thereupon, with the support of the Turkish army in the region, Shura (Council) Governments began to be established in order to protect the rights of the Turkish-Muslim people. Although these Shura Governments united and formed the National Government of the South-western Caucasus in January 1919, the British dissolved this government in April 1919. The Turkish National Struggle, formed around Mustafa Kemal Pasha, has always been related to Elviye-i Selâse. Therefore, Elviye-i Selâse was within the borders of the National Pact, which was accepted in the last Ottoman Parliament of Deputies. Upon the occupation of Istanbul by the Entente Powers on March 16, 1920, the Grand National Assembly opened in Ankara. It was officially accepted that Elviye-i Selâse annexed Turkey in May 1920. In order to save Elviye-i Selâse from the Armenians and Georgians, a military operation was organized against the Armenians in October 1920, and Kars remained in Turkey with the Gyumri Treaty signed as a result. On the other hand, a military operation was organized against the Georgians in February-March 1921 and Artvin, Ardahan and Batum came into the hands of the Turks. However, with the Moscow Treaty signed on March 16, 1921, Batum was left to Soviet Georgia. Although this situation was accepted as the first concession from the National Pact, great gains were obtained in return. This situation was also confirmed with the Treaty of Kars in October 1921 with the Caucasian Republics. By the laws enacted in the Grand National Assembly of Turkey, it was tried to adapt Elviye-i Selâse to the homeland in terms of civil, economic and social aspects.

Sustainable Development Goals (SDGs) are unlikely to be achieved without the active role of governments and the effective utilization of modern technologies by public administration. However, the alignment between government technology (GovTech) and SDGs is not well established in academic literature. Accordingly, the objective of this paper is to conduct a literature review of the current state of the art related to the impact of GovTech on achieving SDGs. Following the literature review methodology, the search returned over 140 publications, of which 17 were selected as relevant. Upon further research of the selected publications, several results were discovered. One result is that the existing literature employs different methods and establishes the link between GovTech and SDGs in different ways, sometimes very briefly and sometimes more in depth. There is also unevenness in the research that covers the connection between GovTech and various SDGs. Moreover, a list of the most mentioned technologies that correspond with assorted SDGs has been drafted. The outcomes of the literature review help highlight research gaps and serve as a guideline for public administrators and entrepreneurs regarding what technologies can be incentivized for greater use.

The policy review is part of the project EQualCare: Alone but connected? Digital (in)equalities in care work and generational relationships among older people living alone, a three-year international project involving four countries: Finland, Germany, Latvia and Sweden. EQualCare interrogates inequalities by gender, cultural and socio-economic background between countries, with their different demographics and policy backgrounds. As a first step into empirical analysis, the policy review aims to set the stage for a better understanding of, and policy development on, the intersections of digitalisation with intergenerational care work and care relationships of older people living alone in Germany. The policy review follows a critical approach, in which the problems policy documents address are not considered objective entities, but rather discursively produced knowledge that renders visible some parts of the problem which is to be solved as other possible perspectives are simultaneously excluded. Twenty publicly available documents were studied to analyse the processes in which definitions of care work and digital (in)equalities are circulated, translated and negotiated between the different levels of national government, regional governments and municipalities as well as other agencies in Germany. The policy review consists of two parts: a background chapter providing information on the social structure of Germany, including the historical development of Germany after the Second World War, its political structure, information on the demographic situation with a focus on the 60+ age group, and the income of this age group. In addition, the background presents the structure of work and welfare, the organisation of care for old people, and the state of digitalisation in Germany. The analysis chapter includes a description of the method used as well as an overview of the documents chosen and analysed. The focus of this chapter is on the analysis of official documents that deal with the interplay of living alone in old age, care, and digitalisation. The analysis identified four themes: firstly, ageing is framed largely as a challenge to society, whereas digitalisation is framed as a potential way to tackle social challenges, such as an ageing society. Secondly, challenges of ageing, such as need of care, are set at the individual level, requiring people to organise their care within their own families and immediate social networks, with state support following a principle of subsidiarity. Thirdly, voluntary peer support provides the basis for addressing digital support needs and strategies. Publications by lobby organisations highlight the important work done by voluntary peer support for digital training and the benefits this approach has; they also draw attention to the over-reliance on this form of unpaid support and call for an increase in professional support in ensuring all older people are supported in digital life. Fourthly, ageing as a hinderance to participation in digital life is seen as an interim challenge among younger old people already online.
