After some thirty years dealing with the Federal Depository Library Program (FDLP) as a reference librarian and later as head of Indiana University’s Government Information, Maps, and Microforms Department, I still feel passionate about the role FDLP librarians play in maintaining documents collections and providing easy access to what our governments publish. Throughout my career as a documents librarian, I contended that documents librarians are stuck in the middle: between ensuring access to government information for our researchers and students, and working as an “agent” of the government to protect these collections. I am specifically remembering all the various recalls for specific documents from the Government Printing Office (GPO), a fundamental aspect of FDLP in working with agencies to get depository items. While cleaning up office files in anticipation of retirement a few years ago, I uncovered a few treasures I would like to share with my government documents colleagues.

A review of: Lambert, Frank. “Assessing the Authoritativeness of Canadian and American Health Documents: A Comparative Analysis Using Informetric Methodologies.” Government Information Quarterly 22.2 (2005): 277-96. Objective - To assess by means of citation analysis whether the public trust afforded health documents published by the Canadian and U.S. governments is appropriate, and to ascertain whether differences in the respective health care systems influence how publications are produced. Design – Comparative study. Setting – The Canadian Depository Service Program (DSP) and the U.S. Department of Health and Human Services (DHHS) web sites. Subjects – One hundred sixty-six electronic documents sourced from the DSP website, and 284 electronic documents sourced from the DHHS website. Methods – Subjects were randomly selected from repositories offering the most comprehensive collections. Documents with evidence of references to other works used in preparation were separated from those without such characteristics. Data variables were collected from documents with evidence of references. Statistical analysis of the data was undertaken. Main results – Of the respective samples, 89 (53%) from the DSP and 109 (38.4%) from the DHHS contained references. Personal authors were identified in 46 (51.7%) and 63 (58%) of the respective subsets. Handbooks and guidebooks accounted for the largest portion of the DSP subset (29; 32.6%) and government periodicals were the largest constituent of the DHHS subset (41; 37.6%). Scholarly journals were the most common reference type for both the DSP (44%) and the DHHS (58.5%) subsets. The number of references per document was widely dispersed for both subsets; the DSP mean was approximately 64 (SD=114.68) and the DHHS was 73.71 (SD=168.85). Kruskal-Wallis subset analysis of median number of references by document type found differences generalizable to the entire DSP and DHHS populations. Health Canada Reports, handbooks, and guidebooks contained significantly more references than periodical articles or fact sheets. Certain DHSS documents, classified as “other,” contained more references than periodical articles. Canadian documents were more likely to contain references than U.S. documents. Comparison of documents to determine whether one country employs more rigorous citation practices did not produce statistically significant results. U.S. Federal Government documents are more likely to be referenced in other U.S. government health documents, compared to Canadian publications. The presence of references in documents from either country significantly affected likelihood of being cited by web authors. Conclusion – Significant differences in reference use frequencies between DSP and DHHS documents challenges Foskett’s stance that documents of value contain references (Foskett). Use of peer-reviewed scholarly journals for both DSP and DHHS publications was reassuring, suggesting a fairly rigorous publication standard. Reliance of DHHS publications upon federal government documents remains unclear. Referencing of DSP documents, irrespective of reference usage suggests a level of trust towards Canadian government health publications. Web authors appear more comfortable citing referenced DHHS documents. Further study could involve the examination of reference frequency by journal compared against journal impact factors.

Abstract— This research analyzes how the Local Government of Padang, especially at Layouts, Building Structure, and Housing Department (TRTB Department) of Padang City preparing Government Performance Accountability Report (LAKIP) in the period 2014 to 2017 from the standpoint of preparation, distribution internal and external agencies, also the process for evaluating and implications for government policy in the future. The analysis is done by looking at the implementation of the mechanism of regulation conformity with the rule set, which is the reference was the Head of the Decree No. 239 LAN Regulations of 2003 and The Minister of State For Administrative Reform and Bureaucratic Reform No. 29 of 2010. This research uses a case study as a research approach to dig deeper information. Data collection techniques used was literature study, document analysis, and interviews. The primary data used was interviews with the main source of research namely the Head of TRTB Department of Padang City Mr. Ir. Dian [2] Fakri, M.Sp. as well as secondary data obtained from various sources such as accounting standards, government regulations, LAKIP documents of TRTB Department of Padang City, and also the official website of the relevant institutions. The results of the research prove that the preparation of the LAKIP of TRTB Department of Padang City has been carried out in accordance with the laws and regulations, the distribution system of the LAKIP is in accordance with applicable regulations according to the LAKIP writing guidelines, the LAKIP value of TRTB Department of Padang City is already quite good but there is no reward and punishment system, and the benefits of LAKIP are as a consideration for granting or defense of positions the head departments.

The Department of Water Resources Management of South Sumatra Province is the administration of government affairs in the field of public works of irrigation for the province of South Sumatra which is located on Jl. Captain Anwar Sastro, Sungai Pangeran, Kec. Ilir Team. I, Palembang City..The purpose of making this website-based document management system is to make it easier for the office to process incoming and outgoing documents, reduce the level of risk of loss, damage to incoming document data, outgoing documents, as well as reports of incoming and outgoing documents by period document. The system development methodology used is an iterative methodology, where the stages in the methodology are: planning, analysis, design, coding, and testing. Interviews and observations are the first steps taken before analyzing system requirements. Tools in data design using Entity Relationship Diagram (ERD) using visual studio software and SQL Server 2000 database. The document management system developed can improve performance, especially in document management at the Water Resources Management Office of South Sumatra Province.

“Oriental Institute Journal” publishes a series of documents related to the dramatic pages in the history of the Far Eastern University and the Russian higher school as a whole. One of the indicative situations that reveal the atmosphere of that time is a set of documents stored in the Russian State Historical Archive of the Far East. These are the documents related to the internal audit of the educational activities of the staff of the Department of Chinese Studies, conducted in December 1935 – January 1936. The audit was initiated by M. Potapov's note in the university newspaper (Fig. 1). The author, on behalf of Chinese-learning students, reproaches the teachers (Rudakov and Zhang are mentioned) for despotism and formalism, evading the decisions of the Communist Party and the Soviet Government. In response, the faculty administration organized an audit of the work of the Department of Chinese Studies, authorizing K. P. Feklin, an employee of the Department of Japanese Studies, and student activists (Potapov and Denishchenko). The “inspection team” presented several analytical and summarizing documents: materials, conclusions, and practical proposals. In these documents, the work of teachers A. V. Rudakov, T. D. Chervonetsky, and Zhang Yue Ren was criticized. As a result, A. V. Rudakov (Fig. 2) and T. D. Chervonetsky (Fig. 3) presented explanatory notes to the administration of the faculty and the university. The publication of the entire series of documents is scheduled for four issues in 2021.

The article is based on documents stored in the State Archives of the Almaty Region (Almaty, Republic of Kazakhstan), Fund 489, Op. 1: «Documents of the Semirechye Regional Department for National Affairs» (1918–1919) «, highlights the activities of the Regional Department for National Affairs in the early years of Soviet power in Semirechye (Zhetysu). The department, establised in November 1918, was at that time the only body connecting the Muslim population with the Soviet regime and protecting it in the difficult conditions of the Civil War and social changes. This was the period of the so-called “Colonial revolution”, when the “proletarian” government lobbied for the interests of the Russian population (including the Cossacks and the wealthy peasantry), ignoring the interests of the impoverished (“proletarian”) Muslim population. The Soviet government treated the Muslims, who were mostly nomadic and semi-nomadic population, as the «dark masses». The article argues that the Regional Department for National Affairs acted as a defender of Muslims during ethnic conflicts caused by the anti-colonial uprising of 1916 and its aftermath. The department defended the Muslim, primarily Kazakh and Kyrgyz, population from the new government, which the Muslims perceived to be genuinely Russian. The main directions of the Regional Department’s work related to the protection of the indigenous population are considered: 1) general legal assistance; 2) assistance in the settlement of interethnic conflicts; 3) aid to the starving people; 4) assistance and protection during the mobilization of Muslims for agricultural and public works; 5) assistance to Kazakh women in trouble; 6) helping Muslim children; 7) the fight against the Russification of office work; 8) upholding the special position of the nomads and explaining the essence of the nomadic economy to the Russian leaders of the region.

The Department of Human Settlements (DoHS) has over the years received reports on lack of proper implementation of the Supply Chain Management, in particular the management of movable assets processes. Asset Management is a sub-component within Supply Chain Management in the DoHS. Asset Management is responsible for the management of all movable assets procured by the department. Movable assets such as departmental vehicles, office furniture, computer sets, are used by the officials in performing their day-to-day functions. Officials in the Department are responsible for the management and safeguarding of the assets assigned to them. The research covered in this article aimed to investigate how the department manages its assets and complies with the transversal policies of Supply Chain Management (SCM), which deal with demand management, acquisition management, utilisation management and disposal management processes. The information covered within this research is from varying records, official documents and departmental policies, dealing directly with the problem at hand, especially the management and monitoring of movable assets. Varying methods of collecting and analysing data were used to achieve valid and reliable results. The researcher analysed and compared various information records that informed findings with regard to risk management and control measures, value for money, responsibility and accountability and intervention strategies that may bring about efficiency and effectiveness in the department with regard to management of movable assets. This was done to address the issue of audit queries received by the Department of Human Settlements.

In this paper, we introduce two new image-sharing types to extend the applicability of sharing. Type 1 is our so-called forbidden type. In its sharing system, any t of the n shares can recover the secret image, unless the t shares form a forbidden group listed in a forbidden list. Type 2 is our so-called cross-department support type. If a government has 3 departments {DEPH, DEPM, DEPL}, then 3 thresholds (tH, tM and tL) exist. Any tH number of officers from department DEPH can unveil the secret image, and likewise for any tM and tL number of officers from departments DEPM and DEPL, respectively. Type 2 image sharing allows a secret to be disclosed not only in an intra-department meeting but also in a cross-department meeting. In this study, both types are implemented through two approaches: the polynomial and linear-equations approaches. Hackers can be confused when two approaches are mixed. As for the applications, use Type 1 to protect sensitive information in medical or military images or legal documents; and use type 2 to support cross-department crime investigation, industrial production, etc.

The article analyzes the antireligious policy of the Mongolian Party and government in 1920s–1930s of the XX century. At the beginning of the 1920s the party and state authorities’ attitude towards religion and clergy was loyal, but from the beginning of 1926 with the adoption of the law about separation of religion from the state, the time of its gradual tightening up began. The attacks on the monasteries manifested in deprivation of their economic independence, taxation, forced conversion of the lamas to laymen, open campaign for “total confiscation of possessions of lamas and monasteries”. These actions of the party and the government obviously aroused protests from the clergy and church that lead to uprising and rebellions. In relation to this the recording of the conversation of the USSR Central Executive Committee presidium member S. E. Chutskaev with the head of the organizational department of the Central Committee of Mongolian People’s Revolutionary Party D. Luvsansharav, former lama, is of great interest. The study is based on the archive materials about Buddhist clergy and church that are presented in the collection of documents “Mongolia in documents from the archives of the Federal Security Service of Russia (1922–1936)”. Out of 163 documents, included into the book, 35 documents are about lamas and the clergy, they introduce a wide range of problems.

This research has a formulation of problems, namely whether the administration of fixed assets in The Government of Pekanbaru City is already run by Permendagri number 19 the year 2016 about the guidelines of regional goods management, and any constraints in the fixed asset administration in the Government of Pekanbaru City. Samples on research with quantitative research methods are 10 OPD that have the largest fixed asset value on audited fiscal year balance 2017. For the method of qualitative research, informants or the speakers in this research are Head of Sub Division of Inventory and Elimination of Assets and Head of Sub Division Development and Evaluation of Regional Financial and Asset Management Agency (BPKAD) Pekanbaru City and Head of General and Personnel Subdivision alongside with Goods Manager in the Department of Education, Department of Public Works and Spatial Planning and Department of Public Housing and Settlement Areas. The method used in the study is a mixed research method with sequential explanatory research design. As for the quantitative method, used quantitative descriptive analysis. While the qualitative method, using the triangulation technique. This research indicates that The Government of Pekanbaru City is implementing fixed asset administration, with details of evaluation of bookkeeping, inventory, and reporting of fixed assets as well as results of the evaluation of document filling completeness, under Permendagri number 19 the year 2016 about the guidelines of regional goods management and The Government of Pekanbaru City faced obstacles in the administration of fixed assets, among others, supporting documents of insufficient fixed assets, the frequent goods manager change/mutation, the migration aspect of SIMDA BMD to SIPKD Asset as an asset management information system, and the lack of fixed asset management regulatory device policy.

Abstract Drawing on Laura Nader’s concept of the vertical slice, this article reviews the hundreds of instances where the work of anthropologists, or anthropologists themselves appear in the leaked US State Department documents known as the “Manning Cables” published by WikiLeaks. The analysis of these documents shows anthropologists engaging with the US government in various ways, including in advisory capacities or bringing cultural or political knowledge from peripheral geographical regions to the core. Ethical, political, and disciplinary dimensions of these interactions are discussed, and Nader’s conception of the vertical slice is used to distinguish political dimensions of these anthropological engagements with state power.

The implementation of a government system that is synergic and fair with the principle of decentralization requires the existence of a financial management that is accountable and transparent. Evaluation of cash disbursement procedures for money supply is a form of financial management that is accountable and transparent. Inventory money is the initial fund given to the regional government SKPD at the beginning of the fiscal year as an advance for the implementation of SKPD operational activities. The purpose of this study was to evaluate the implementation of the procedure for the issuance of cash in cash inventories in the regional income department of the city of Manado. The analytical method used in this research is descriptive analysis method. The results showed that the implementation of the procedure for issuing cash in the form of cash in the regional income department of the city of Manado was not yet effective and was not in accordance with SE.900 / 316 / BAKD because some supporting documents required by law were not attached and for the use of money the supplies still needed control and supervision in accordance with regulation number 60 of 2008 concerning the government's internal control system.

The diplomatic documents from the U.S. Department of State stored at the National Archives of the USA in Washington and Republic of Armenia in Yerevan, which were officially published in volumes by the U.S. Government yet in 1931-1947, contain remarkable material on Cilicia. They throw light upon the negotiations between the leaders of the United States, Great Britain, France, Italy and delegations representing those countries at the 1919-1920 Paris International Peace Conference on political status and borders of Cilicia, establishment of a mandate for it, withdrawal of British troops from the region, occupation of Cilicia and Syria by French troops. The documents of the State Department reveal the contradictions between the Great Powers on the above-mentioned issues, describe their interests in the region. Records for the meetings of the Council of Ten of February 4, Council of Four of March 20, May 14, 21, 31 and Council of Five of July 18, August 25, 1919 are valuable from this point of view. The “Scheme for settlement in the Turkish Empire” of May 21, 1919, reflects the position of the Prime Minister of Great Britain D. Lloyd George on Cilicia. The U.S. President W. Wilson’s approaches concerning Cilicia are reflected in reports of the U.S. Commissioners in Turkey C. Crane and H. King of August 28, 1919, and the chief of the military mission to Armenia General J. Harbord of October 16, 1919. The difficulty of the Turkish border demarcation through Cilicia is presented in a note issued by the Allied Supreme Council on April 26, 1920, to U.S. Secretary of State B. Colby. The U.S. State Department diplomatic documents confirm that the Allies were practically not interested in resolving the issue of ensuring the security of Cilicia and its Armenian population. Based on the 1916 Sykes-Picot Anglo-French secret agreement, the 1920 Treaty of Sèvres provided for the transference of the mandate of Cilicia to France. It became the beginning of handing over the land to the Kemalist Turkey. Thus France, seeking to receive its state debt from Turkey, became an accomplice to the new genocide of Cilicia Armenians.

In the 21st century, new digital electronic technologies like computer, scanner, digital camera, computerized photo-stat machines and different types of printers, editing soft-wares are used, which can be utilize to commit document frauds. Rubber-stamps are used as an official seal describing government, private officer’s designation, department information etc. They sometimes use rubber-stamp for authentication, certification or verification of original documents. Fraudster uses digital technology to develop imitation of ‘signature rubber-stamp’ to perform white caller crime. Such rubber-stamps containing ‘Signatures’ and utilize it for committing crime by applying on documents. This is a case study, which defines a specific modus operandi used by fraudsters in India. Authors have investigated such modus operandi of fraud, which is very difficult to identify by a layman. This type of modus operandi could only be detected with the scientific instrument namely VSC-6000/HS with different functionality. The main aim of this research work is to develop simple, rapid, sensitive, eco-friendly and non-destructive method to identify signatures applied with rubber-stamps. The research in such field will be directly beneficial to society, financial institutions, law enforcement agencies which give additional motivation to do research for examination of questioned documents.

The New Constitution (2010) brought in its wake a devolved government with key functions being devolved to county governments. This paper set out to address the following objectives: (1) to evaluate the status of higher education within Uasin Gishu County; (2) to establish the challenges facing HEIs in Uasin Gishu County and (3) to suggest a raft of policy measures to mitigate the constraints facing higher education within the county. Data was obtained from secondary sources including various publications of the State Department of Education, county department of education, Kenya Bureau of Statistics, journals, newspapers, policy documents etc. The findings of the study indicate that HEIs have increased in number and size, but there are still challenges in provision, accessing and management of higher education within the county. Although the county has several Universities, the growing number of admissible students cannot be fully absorbed by the existing Universities. The increased private social demand for education has led to the proliferation of several University campuses, which pose serious challenges of quality and standards. Universities still continue to grapple with the challenges of limited finances, facilities and adequate faculty to meet the growing demand. Access to higher education has to be expanded, especially to students from rural areas and marginalized communities.

The review of an anthology on the history of the Aginsk Steppe Duma published by drs. B.V. Bazarov, B.T. Zhalsanova, L.V.Kuras notes that hundreds the new archival documents offer a holistic view on the governmental politics concerning one of large ingenious peoples of East Russia. The composers have identified and presented documents reflecting various aspects of local self-government of the Aginsk Duma created on the basis of M.M. Speransky’s Statute on the Inorodtsy of 1822. The review contains a brief characteristic of the archival documents corpus systematized in volumes and argues their information value. The documents contain data on the officials of the Duma, personnel structure in dynamics from its foundation to its termination. The edition offers an array of documents on tax policy pertaining to indigenous population, public censures, correspondence on administrative and land disputes at the turn of the 19th century. Authors-composers have published family lists of the Aginsk buryats. The review underscores the information value of the commentary included in all volumes of the edition, the nominal indexes numbering hundreds of surnames. The illustrative component of this three-volume edition is also emphasized: there are rare photos of officials of the Aginsk department, meetings of tsesarevitch Nikolai Aleksandrovich in Transbaikalia in 1892, deputy of the State Duma, descendants of families from the Transbaikal steppes in the Soviet period. The review emphasizes the importance of such edition for studying governmental policies concerning ingenious peoples, balance of government and local self- government, social and economic and cultural development of East regions in the Imperial period. Materials of the three-volume edition open numerous unpublished documents to researchers. The review notes its value for historians, local historians, archivists, museums employees, and those researching their family tree.

Rabies, known as mad dog disease, is an acute infectious disease that can attack humans. To date, many people have been affected by rabies, including those in Tomohon City. This research was conducted to analyze the synergy between the government and the community in controlling rabies in Tomohon City. The research design used is qualitative. Research findings show that Tomohon City is one of the cities in Indonesia that is not yet free from rabies. The policies set by the Tomohon City Government have not been able to suppress rabies cases. Weak communication and coordination from related agencies and lack of community support are the main causes. The strategy that needs to be implemented is related to problem solving, the role of government and communication networks. Therefore, it is necessary to strengthen border area control over the traffic of animals that transmit rabies, carry out direct outreach and education to the public about the prevention, control and management of rabies, impose sanctions on market traders who still sell meat from animals that transmit rabies without health documents and increase cooperation and coordination between the Subdistrict Government, Subdistrict Government, and related Government Agencies as well as with the Community.

<sec> <title>SETTING:</title> The southern Indian state of Kerala has implemented ‘Kerala Tuberculosis Elimination Mission’ as ‘People’s Movement against TB’ under the stewardship of local governments (LGs). The state has been certified by the Government of India for being on track to attain the UN Sustainable Development Goals related to TB elimination. </sec> <sec> <title>OBJECTIVE:</title> To document the role of LG stewardship in the successful implementation of the TB elimination activities in Kerala. </sec> <sec> <title>DESIGN:</title> 1) Key informant interviews with four state officials, 2) desk review of available documents, 3) in-depth interviews with seven LG leaders, three mid-level programme managers and three health department field staff. </sec> <sec> <title>RESULTS:</title> LG involvement led to the establishment of solutions based on local problems, enhanced outreach of services to the socially vulnerable individuals, improved treatment support to patients with TB, increased community ownership of TB elimination activities, reduced TB-related stigma and social determinants being addressed. Institutional mechanisms such as LG TB elimination task forces, formal guidance in planning interventions and appreciation of their performance in the form of awards were facilitators for LG involvement. </sec> <sec> <title>CONCLUSION:</title> LG stewardship can accelerate TB elimination. A good plan for engagement and institutional mechanisms are crucial for LG involvement. </sec>

National archival agencies are mandated to manage public sector archives and records. They provide guidance by issuing, among others, guidelines, policies, and procedures. With advances in technology, and in the spirit of e-government, it is expected that national archival agencies should have websites through which key documents that provide guidance on the management of archives and records are made accessible online. The purpose of this study was to compare the websites of Botswana National Archives and Records Services (BNARS) and the National Archives and Records Services of South Africa (NARSSA) with specific reference to key documents providing guidance on the proper management of public archives and records. This study is qualitative and obtained data from a content analysis of the websites of the two organisations. These were supplemented by interviews from selected key officers responsible for public archives and records management programmes. It is notable that BNARS has a website that can be accessed through Botswana’s Department of Information Technology. On the website, the only downloadable guidance document is an archives search room inquiry form. Comparatively, NARSSA has a more comprehensive website with downloadable guidance documents such as file plans, templates records management policies, records retention and disposable schedules, and functional specifications for electronic records management systems, to mention just a few. It is recommended that BNARS should have a comprehensive website with guidance documents posted on it to provide guidance for proper public archives and records management practices.

This department, which was until December, 1997 known as the National Archives of Ghana, takes care of documents from northern Ghana, and has served both local and international researchers since its establishment in 1960. The Ghana Public Records and Archives Administration department in Tamale has had quite a number of visiting researchers, but there are few descriptive guide for users. This paper is intended to serve as an introductory guide in this respect.Between 1950 and 1954, the Gold Coast Archivist undertook a survey of District records in the various district headquarters of what was then the Gold Coast Colony, Ashanti, and the Northern Territories. This led to the establishment of the National Archives of Ghana, offices at Kumasi on 3 August 1959. This was intended first to serve the Ashanti, Brong-Ahafo, and Northern Ghana areas. The office was housed on the premises of the Government Agent's office at Kumase. When the Tamale office was opened, it was also housed on the premises of the Regional Administration there. The space is very cramped and there have been constant calls on the department to look for their own accommodation.The archives opens at 8.00am, but requests for documents from the repository starts only at 9.00am and lasts until 3.00pm, except for a break between 12:30pm and 1:30pm, during which no documents can be requested. The visitors' book must always be signed.An international/foreign researcher is required to bring a letter of introduction from the Ghana Public Records and Archives Administraton headquarters in Accra.

Purpose The purpose of this paper is to explore regulatory issues of short-term rentals (STR) and evaluate what constitutes effective regulation of STR by analyzing the STR ordinance in the City of Charleston, South Carolina, as well as reviewing the regulation process the City took. Design/methodology/approach In this case study, the study employed a documentary research method (Ahmed, 2010) using multiple sources, including government documents, historical statistics and local publications. Prior to analyzing documents, face-to-face interviews with a couple of key government officials were conducted to understand the overall context of the regulation processes as well as to obtain primary information and data pertaining to Charleston’s STR regulation processes. Findings The study identified three noteworthy points. First, the legalization process was transparent and democratic; opportunities for stakeholder participation in crafting the Charleston’s ordinance included the establishment of the STR Task Force and public listening sessions. Second, the Charleston’s STR regulation is designed to protect non-participating residents and the historic characters of its neighborhoods; several measures (e.g. strict eligibility, operational restrictions, licensing and permitting, enforcement) protect non-participants and the neighborhood overall, while the City allows STR to be legal. Third, there is a unique enforcement mechanism and tourism-related governance structure; dedicated staff in the Department of Livability and Tourism enforce the STR laws in Charleston. Originality/value Empirical analysis of the STR regulations has never been established. The study provides useful and timely insights for local governments, destination management organizations, tourism scholars, and stakeholders in tourism cities to advance the discussions and debates around STR regulations.

The article identifies and describes the main groups of non-catalogued documents from Manuscripts Department of Ossolinski National Institute in Wroclaw, enabling the study of unknown pages of Ukrainian journalism history. The revealed documents made it possible to clarify new aspects of editors’, publishers’, journalists’ activity, to find out the unknown periodicals, as well as to enrich their «biographies» with new information. They are, in particular, the copies of Ukrainian newspapers, magazines and bulletins published in Austria, Poland, Germany in 1919–1921, editions issued in displaced persons’ camps, and early unknown handwritten student’s magazine «Vіstnyk» (1890) and its Polish language supplement «Dodatek do Vіstnyka». The author characterizes archival materials of Ukrainian newspapers’ editorial boards, such as of «Ukrainska Trybyna», «Ridnyi Krai», «Zyz», «Litopys Chervonoii Kalyny», «Ukraiinski Visti» and others. Mostly, they include authorized texts with editor’s marks, letters to correspondents and their answers, evidences about contributors, ways of forming the periodicals’ content, cooperation with polish journalists, as well as with editorial boards of other periodicals, both Ukrainian and foreign. The article stated the significance of different documents of the Ministry of Press and Propaganda of Ukrainian Peoples Republic’s Government as a historic source, especially those issued during so called Tarniv period. That is regulative and normative documents, reports, official correspondence by minister O. Kovalevskyi, heads and referents of Department of Press and Department of Propaganda V. Ostrovskyi, K. Vrotnovskyi-Syvoshapka, F. Krushynskyi, N. Hnatiuk and others. The author examines personal documents, which highlight the biographies of both prominent and little-known journalists, publishers, other persons closely cooperated with press. Private correspondence by F. Dudko, M. Yeremiiiv, O. Kovalevskyi, P. Kovzhun, M. Tverdokhlib, V. Pisniachevskyi, F. Khyzhniak, M. Yatskiv was especially emphasized, since besides private troubles, contains important discussions on media publishing, valuable information about periodicals they were working for and their reflections on the importance of journalism in general. SummaryThe National Service Framework for Mental Health (NSF–MH), published by the Department of Health in 1999, set an ambitious 10-year agenda for improving mental healthcare for working-age adults in England, based on seven quality standards covering all major services. The NSF–MH was supported by a series of other policy documents published by the government. This article illustrates a means of modelling the government's policy for adult mental health services to produce figures for the necessary services, staffing and financial resources required to meet the policy objectives. The findings of a report recently published by the Sainsbury Centre for Mental Health, which undertook a detailed assessment of what needs to be done to deliver these standards in terms of service provision, staffing and funding, is summarised and its implications examined.

The published document has been found in the archival fond of the Council of Ministers of the Russian government of A. V. Kolchak. It permits to verify the existing notion of the historiography that theconsideration of the issue of state financing of the Irkutsk episcopal house repair confirms that there were “unscheduled expenses” of the Chief Directorate for Religious Affairs “for the maintenance of religious organizations.” Recordkeeping documentation of the anti–Bolshevik governments agencies in the East of the former Russian Empire of the Civil War period (files no. 1436 of the Office of the Council of Ministers and no. 1128 of the Legal Department of the Russian government “On release of 1,000,000 rubles in assistance of repair of the burned-down episcopal house in Irkutsk”) follows the consideration of this issue. On August 20, 1919, the Chief Directorate for Religious Affairs sent a petition for the release of 1,000,000 rubles for the repair of the burned-down episcopal house in Irkutsk to the Council of Ministers, where it was received on August 22. On October 8, 1919 it was considered at a meeting of the Interdepartmental Commission under the Chief Directorate for Religious Affairs. On October 21, 1919 the Legal Department developed a draft of the resolution for the Council of Ministers “On the allocation of 1,000,000 rubles from the Treasury in allowance for the repair of the episcopal house in Irkutsk.” Documents on adoption of the resolution or on the release of the funds haven’t been found, and yet the minutes of the Interdepartmental Commission on this issue show that the main argument in favor of the release of public funds for the repair of the building was that its restoration was to provide for the needs of the Ministry of Finance of the Russian government, thus allowing to question the existing notion that the financing of the repair of the Irkutsk episcopal house in was an example of “unscheduled expenses” of the Chief Directorate for Religious Affairs “for the maintenance of religious organizations.”

This research aims to analyze aspects affecting the implementation of electronic parking, a digital- based public services provision in parking. The concept of digital divide, workforce, regulation, and infrastructure were used to conduct the analysis. This study employed a qualitative research methodology with qualitative data collection techniques through interviews with two officers of the Parking Technical Implementation Unit (TIU) - the Department of Transportation Bandung City Government, 4 parking attendants, and 100 people as the roadside parking users. To enrich the data, observation and study documents were also conducted. The research used a descriptive analysis combined with simple descriptive quantitative data. It is evident from this study that four primary aspects hindered the implementation of the electronic-parking initiative. Those aspects are a large gap in the digital divide, low workforce quality and quantity, the absence of the proper regulations, and futile infrastructure. Adding to these four barriers, we also found other significant aspects: the investment that has not been strategically designed, the lack of leadership, and the low quality of education and marketing. All these three additional aspects also contribute to the failure in meeting the objective of the electronic parking initiative. This finding suggests that any new initiatives in public service provision, mainly using ICT, need to be well communicated and consulted with the implementing units. Furthermore, the initiative needs to be complemented with an acceptable set of policies to ensure its sustainability.

This study aims to address the importance of core value education required in the curriculum according to the changing times, and to explore and develop a core value concept word system for the curriculum at the national level curriculum. As a research method, first, the core value concept words used in the 2022 revised curriculum documents were frequency analyzed to derive important core value concept words. Then, we analyzed the headlines of the hexagonal promotion tasks in the main work report documents of each government department using frequency analysis and topic modeling techniques to identify trends, and generated scenarios for predicting the future society using ChatGPT and finally classified them according to STEEP. The future society prediction scenarios classified by STEEP were matched with the core value concept words in the 2022 revised curriculum document and presented systematically in terms of society and individuals. As a result of the study, 30 core value concept words including “respect” were derived from the 2022 revised curriculum, and “industry, expansion, and promotion” were important in the headlines of the key initiatives of each government ministry's major work report. Words such as “education, culture, and marine,” which represent the characteristics of the government's major work report but also the characteristics of each ministry, were also included in the high frequency range, confirming that it can be meaningful to derive future scenario topics from the headlines of the key initiatives of the government's major work report. There were 10 future society prediction scenarios generated using ChatGPT, and after classifying them according to STEEP, we developed a core value concept word system consisting of a total of 30 words divided into society and individual aspects. The core value conceptual language system will contribute to the activation and systematization of core value education in elementary and secondary schools, and will be the basis for connecting with liberal arts education at the university level.

In the first half of 2001 the US Department of State, following a request from the National Security Archive (a US non-governmental organisation), declassified documents relating to the Round Table negotiations, the presidential elections, the crisis over choice of a prime minister and the creation of government (coalition) in Poland in 1989. Those documents, highly confidential until their release, allow us to look at the most important events in the transformation in Poland from a different perspective, which has not yet been extensively analysed. In essence, they indicate the role of external factors which have influenced the political situation of Poland – the transformation and actual decomposition of communism. They include cables detailing the US embassy’s participation in, and its analysis of the events during Poland’s ‘revolution’.

Purpose This scholarly work aims to investigate the business career of Alfred J. Kohlberg, an American importer of hand-embroidered handkerchiefs in 1922-1957. Design/methodology/approach This paper uses archival resources from the National Archives, the Herbert Hoover Presidential Library, the Hoover Institution Archives, the Federal Bureau of Investigation, Custom Courts records, Japanese Government records and other government documents. Findings Scholars have focused on how Kohlberg’s political activities paved the way for McCarthyism. The sources of his vast wealth have not received attention. Kohlberg parlayed a 1922 trip to Asia into a highly lucrative importing business specializing in Chinese napery. By 1930, he mostly imported hand-embroidered handkerchiefs for sale in upscale American department stores. He employed as many 12,000 people in his Shantou godown and contracted for the employment of at least 100,000 embroiderers and perhaps many hundreds of thousands more. Despite American Government policy and the wishes of other importers, Japanese occupation authority documents show that Kohlberg negotiated a bribe to keep the port open. This paper concludes that Kohlberg’s business reflected traditional Chinese business organization. While he stressed his patriotic activities during the Second World War, Kohlberg promoted his business interest over the national interest. Finally, the Chaoshan Region prospered by providing the modern world with traditional hand-produced goods. Research limitations/implications This work explains how the Chaoshan Region functioned in the global economy. It calls for a deeper examination of this entire industry in China and around the world. Originality/value This work uses documents from multiple archives, including Japan and the USA. It also includes declassified documents from the Federal Bureau Investigation. This work constitutes a template for international business history.

The Forestry Department Peninsular Malaysia's (FDPM) ICT Security Policy was developed and implemented in 2012 and reviewed in 2015. This policy aims to take the lead in managing data, hardware, software, network, and ICT security under legal regulations. Amongst the department's responsibilities are to implement data confidentiality, integrity, and availability policies to ensure the continuity of activities and services while mitigating the impact of security incidents. Accidentally, on September 16, 2016, a fire broke out in the FDPM building, causing property damage and document destruction with an estimated loss of RM30 million. Currently, in Malaysia, cybercrime and government data intrusion has become increasingly difficult to combat. Raising public awareness, particularly among officers who serve as service providers and department employees, is therefore critical to address those issues. Therefore, the objectives of this research are to determine the level of awareness of FDPM employees regarding FDPM ICT Security Policy as well as to investigate the factors that influence information security awareness. Inputs from this study were derived from both primary and secondary sources to meet the objectives. Primary data was gathered through surveys where 130 questionnaires were distributed to FDPM headquarters employees at the management, professional, and support team levels. Meanwhile, secondary data was gathered from FDPM annual and management reports, statistical data, journals, reference documents, and the Internet. The findings were analyzed statistically using SPSS. The level of awareness has been determined and an appropriate criterion to improve the level of information security awareness among FDPM employees was recommended which may help for a better understanding of department culture and increase a higher level of security awareness among FDPM employees.

In seeking to improve student outcomes, governments may choose to exercise direct control over schools, as in many centralised systems, or to provide frameworks for intermediate bodies to engage in improvement activities. One such body is the National College for School Leadership (NCSL), now the National College for Teaching and Leadership (NCTL) in England. The Department of Education of the South African province of Gauteng (GDE) has also chosen to implement its school improvement programmes partly through two specialist units, the Sci-Bono Discovery Centre, which focuses on maths, science and technology (MST), and the Matthew Goniwe School of Leadership and Governance (MGSLG), which specialises in school leadership, management, governance and teacher development. The purpose of this article is to report on an evaluation of the work of these two bodies, commissioned by the GDE as part of its 20th anniversary commemorations, through an analysis of relevant documents and interviews with 11 key actors in the operation of these specialist bodies. The article adopts loose coupling as its theoretical framework.

The article examines documents about camps belonging to the Gulag system in the West Kazakhstan region in the 30-50s of the twentieth century, including about a separate camp point No. 12, found in the department of secret funds of the regional archive. The creation and activities of a separate camp point No. 12 and its subordinate legal institutions located in the village of Pridorozhnoye in the Terektinsky district of the West Kazakhstan region are being studied for the first time, secret archival documents have been declassified and are being introduced into scientific circulation for the first time. The article outlines the policy of mass imprisonment of those who resisted the Soviet government and the purpose of using their labor as "manpower" on the construction sites of the Soviet national economy. According to the content of the scientific article, the documents found in the state archive of the West Kazakhstan Region indicate that the situation of political prisoners in the camps should be analyzed comparably with the problems of prisoners of the KARLAG system and the department of camp No. 12 of the West Kazakhstan Region (ITC No. 12). The state archive of the West Kazakhstan Region contains quarterly and annual reports of the department of camp No. 12 of the Ministry of Internal Affairs of the Kazakh SSR for 1947-1952, financial reports of the farm, conditions of detention of prisoners, lists and other statistical data that allow for a comprehensive study, to determine how large-scale and systematic the political repressions carried out in our region were.

This study is to examine the nature of collaboration between the Department of Home Affairs Australia (DHA) and the Directorate General of Immigration Indonesia (DGI) to protect their borders and intercept unauthorized arrivals, and to identify current challenges of postings of Airline Liaison Officers (ALOs) at airports in Indonesia. This study employs the qualitative research method methodology using the document analysis and observation at Jakarta and Bali airports by collecting sources of data from public organizational reports, official documents, books, online publications, or journal articles. The data is analyzed by using the five indicators by O’Leary & Vij: power, communication, perceived legitimacy, trust, and information exchange. The study shows the collaboration between DHA and DGI in posting of ALOs at airports in Indonesia has been running for more than a decade as the extraterritorial immigration control despite legal challenges, sovereignty, non-refoulment principles, human rights violations, and authority overlap. This paper recommends both countries to ratify new arrangements about posting of ALOs subject to the national sovereignty, data sharing, use of technology, Indonesian legislations, and involvement in operation protocols. Further study about extraterritorial immigration control by postings of ALOs in Indonesia can be discussed from the perspectives of national sovereignty, border integrity, and intelligence service.Keywords: DHA, extraterritorial immigration control, ALOs, unauthorised arrivals, perceived legitimacy

However, the research highlights the imperative for a paradigm shift, emphasizing the need to integrate environmental considerations into development policies comprehensively. Bridging the gap between economic growth and environmental sustainability requires concerted efforts, policy reforms, and public engagement. This study emphasizes the pivotal role of government institutions, collaborative efforts, and policy reforms in leading the nation towards a more sustainable future.

In May 2013, an American law student, through his company, Defense Distributed, posted instructions online for making a gun with a 3D printer. The instructions were downloaded at least 100,000 times in a matter of two days. The horrifying prospect of the rapid proliferation of untraceable weapons that could evade metal detection—“ghost guns”—unleashed an immediate government reaction that is still playing out. In the short history of 3D-printed guns, government documents present a complex and evolving picture of the interplay among the three branches of government and between the states and federal government. Initially, the U.S. State Department tapped export control regulations to force Defense Distributed to take the instructions off its webpage. A long, complex legal battle ensued. By 2018, with a new presidential administration in place, the State Department abruptly stopped opposing the online posting of 3D-printed gun instructions. With the State Department and Defense Distributed suddenly aligned, twenty state attorneys general took up the legal fight against 3D-printed guns. At the collective states’ request, a federal court issued a temporary restraining order and then a preliminary injunction to keep the 3D-printed gun instructions off the internet, but the case is ongoing. Meanwhile, bills have been introduced in Congress to criminalize the online publication of instructions for 3D-printed guns, and some states are pursuing their own legislative measures against 3D-printed guns. This article discusses the timeline of the story and the key legal and political issues at play.

Background: The COVID-19 pandemic worldwide, has caused a swift change in the higher education system giving way to a rise in instituting multimodal teaching and learning approaches. These approaches have demonstrated an inadequate capacity for multimodal teaching, particularly through online instruction by many institutions. The Department of Higher Education in South Africa did its utmost best to equip the institutions with the required resources to continue with the provision of education. Methods: A descriptive qualitative research design was followed in the study. The study data source included the South African government’s COVID-19 regulations relating to higher education and training. The purposive sampling method was used to select (8) several government documents relating to the regulation of COVID-19 in higher education and training institutions Document analysis technique was used to collect data from the COVID-19 pandemic regulation documents. Results: the study showed that most HEIs in South Africa adhere to safety measures, ensure business continuity in teaching and learning, continued with the distribution of National Student Financial Aid Scheme (NSFAS) allowances as allocated by the government, and followed procedures for returning certain categories of students on campuses during the COVID-19 pandemic. Conclusions: The study has evaluated the support for quality higher education teaching and learning during the pandemic period in South Africa. The study, therefore, recommends the continuing of online teaching as part of blended learning so that institutions could always be ready should situations like this occurs again in the future and above be in sync with digital transformation.

Technological advances force every government to digitize its activities, especially in the aspect of public services. Public service is a matter that describes the government of a region. Population documents that must be owned by every community need to be properly provided by the local government. The Sidoarjo Regency Government strengthens population service by using a digital portal named Plavon. The Department of Population and Civil Registration of Sidoarjo Regency continues to innovate and develop the portal properly and is able to provide services. However, the adaptation process sometimes does not work properly due to a lack of understanding and outreach to the community about new service models. The research method used is descriptive qualitative, with data collection techniques carried out by observation, interviews, and documentation. Facilities and infrastructure can be used properly in providing services through the Plavon portal. Service timeliness can also work well. Ease of access runs satisfactorily and is easily understood by users.

Innovation contexts and associated elements determine the type of innovation and adoption. This study aimed at the understanding of the innovation policy and intervention mechanism within the Bhutanese Department of Agriculture (DoA). We developed a conceptual model from the themes and the OECD evaluation criteria based on the conceptual model. The national issues and opportunities related to the agriculture and forestry of Bhutan were defined, and policy gaps were identified between the national plan and the institutional programs that were implemented. A total of 67 government documents from the relevant agencies were collected, of which, 33 documents were included, based on the inclusion criteria that matched with the conceptual, thematic analytical model. Our results from the document analysis show that the institutional innovative interventions appeared relevant to the Bhutanese context; however, inadequate coherence (mapping and alignment) of the institutional intervention programs with the national issues and goals suggested the need for the Bhutanese agricultural innovation system to enhance the effectiveness and efficiency of the program results. Similarly, coordination and collaboration were found to be necessary to extract the synergistic impact of the innovative interventions at the various levels of administrative hierarchy. Institutional accountability and interventional coherence at different organisational levels needs reviewing in order to achieve the sustainability of the outcome in Bhutanese agricultural research.

To achieve this objective, the study utilized qualitative research methods such as: content analysis of documents, written plans, and course syllabi of the department and open interviews with faculty members to identify kinds of relations with other scientific disciplines they seek when building their academic programs. The study revealed that the interdisciplinary relations of the department exist in all its programs. The DIS PhD program was initiated as an interdisciplinary program in cooperation with departments of Information Systems, Management, and Computer Science. Further, the interdisciplinary path of the Masters’ program is clearly seen in the variation of topics that dissertations have discussed, which include human resources, marketing, bibliometric studies, social media, e-government, information literacy, manuscripts, and technology acceptance. The Higher Diploma in Medical Libraries is directed towards qualifying specialist librarians for health and medical libraries. Students admitted in this program are usually selected from those who apply from biology and health sciences. Lastly, in the undergraduate level, DIS provides the bachelor of Learning Resource Centers in Faculty of Education with number of specialized courses. In the main time there are many electives and required courses from different disciplines that are included in the department’s undergraduate study plan.

This research study focuses on the analysis of internal control in relation to administrative, accounting and financial management, with the purpose of identifying critical points and deficiencies present. The data collected during the investigation carried out in the financial department and in the administrative area, where the delivery of specifications for coordination with the National Public Procurement System (SERCOP) is planned, reveal the existence of shortcomings in control practices. Control risks were mainly observed as risk factors, and the improper application of internal control procedures affects the internal processes of the finance department. It is essential for the Decentralized Autonomous Government of Palenque to identify development mechanisms to address existing problems and provide quality and timely works and services projects, thus guaranteeing the social and economic development of the population. In this research, the focus is to analyze and determine a solution scheme to mitigate deficiencies in accounting, administrative, and financial management. This involves designing control documents and determining tools that facilitate the improvement of internal control in the Decentralized Autonomous Government of the Palenque Canton.

This article, based on documents on the activities of the Hungarian Department at the Petrograd Provincial Committee (Gubkom) of the Russian Communist Party (Bolsheviks), examines the problem of the loyalty of foreign prisoners of war to the Soviet government, as well as issues related to their temporary stays in Petrograd and their repatriation. Analysis of materials of the Central State Archive of Historical and Political Documents of Saint Petersburg allows us to conclude that the Hungarian prisoners were not always loyal towards the Communist movement and the idea of world revolution was far from absolute, and that their behaviour was determined, to a large extent, by urgent needs, not their consciences. The policy of the Hungarian Department at the Petrograd Gubkom of the RCP(b) in controlling the movement of prisoners of war and their exploitation was contradictory: measures to attract them through propaganda on the one hand, and their use in forced labour on the other. The attitude of the Hungarian Department towards the representatives of higher social classes — the Hungarian officers — was contradictory as well: hostility and distrust were combined with efforts aimed at attracting them to the revolutionary camp as it corresponded to the interests of the RCP(b) and Hungarian communists living in Petrograd. Consequently, the role of Petrograd as an important propaganda point and one of the training centres for Red commanders and agitators increased.

This research explored in depth the evolution of performance measurement systems in the context of new public management initiatives in Australian public sector. A governmental department in the Australian Capital Territory was selected for the purpose of the exploration. The qualitative research approach was adopted and data was collected following case study tradition. The main data sources were archival official documents and interviews. In addition, the researchers used direct observation to supplement and corroborate the archival documents and interview data. The empirical evidence presented in this research supports the fact that the selected Australian government department has implemented performance measurement systems in the line of new public management to illustrate the department’s commitment to efficiency and accountability. The research undertaken was in-depth, using a case study and though generalization is not possible from this single case study, the findings may be expected to add knowledge to existing literature and provide some important lessons for other public sector entities of the developing countries who are interested in adopting performance measurement systems as their control devices. Based on the observations of researchers at the Department of Population and Civil Registration of Medan City, it was found that the implementation of e-government is still less attractive to some people in Medan City in managing and administering population documents. This problem is thought to be caused by the lack of knowledge and public participation in how to use the new system or e-government, so that people are less enthusiastic in carrying out online-based services or e-government. The object of research in this study is the effect of e-government on improving the quality of population administration services at the Department of Population and Civil Registration of Medan City.The research method used in this study is to use a systematic review to examine the unpreparedness of human resources (HR) for technological acceleration, while Pickering discusses the benefits of systematic reviews in research, especially for those who are completing a doctoral program. The research begins by setting search keywords, then searching data through a predetermined search engine application.The results of the research at the Medan City Population and Civil Registration Office found obstacles, namely the lack of public knowledge regarding how to use the e-government system in the service process, and the lack of community participation in using the e-government system at the Medan City Population and Civil Registration Service. Efforts need to be made to overcome these obstacles, namely by regularly communicating or socializing related to the procedures for using the e-government system and must convince the public that e-government can facilitate service activities. The conclusion that can be drawn.

Nowadays, geopolitical, extreme weather and other emergencies have exacerbated the global energy crisis, and thus, have increased the urgency of the world’s transition to sustainable energy. Sustainable energy policies play an important role in the process of sustainable energy transformation. The research on sustainable energy policy is mainly carried out through conventional qualitative and quantitative methods, in which bibliometrics and meta-analysis methods are paid attention to; however, the mining and analysis of the semantics of the relationships between policies are ignored. This paper uses knowledge graph technology to build a knowledge graph of China’s sustainable energy policy by using 10,815 open official documents of sustainable energy policy issued by China from 1981 to 2022. It forms the relevant policy archive storage and details related organizations. The legal source can be traced through the graph database, where the powerful synergy can be seen, and the policy focus can be monitored. In terms of structural data, this paper uses graph algorithms to identify key policy nodes at different stages, to identify the key government departments for policy issuance and cluster policy issuance departments, and it investigates China’s policy evolution in the issue of sustainable energy policies, the evolution of policy issuance departments, and the power co-evolution process between policy issuance departments. The research found that: (1) China’s sustainable energy policy was initiated in environmental protection, and the relevant policies on collecting pollution charges has continued to play an important policy node. Additionally, the three versions of the Environmental Protection Law of the People’s Republic of China have successively become the main legal source of other sustainable energy transformation policies. (2) The prominent feature of China’s sustainable energy policy transformation has involved transforming the process where the issuance of policies came from a single department to the joint issuance of documents by multiple departments. The joint exercise of government functions and powers by multiple departments jointly promotes sustainable energy policies’ implementation and play. (3) In the future, when formulating sustainable energy policies, the Chinese government should focus on the strategic and systematic aspects of the policies, so that the sustainable energy policies can meet both short-term and long-term development goals. At the same time, the synergy of various policies and measures should be fully played in implementing sustainable energy policies. The establishment of the policy knowledge graph based on publicly-open official documents can facilitate the analysis and visualization of sustainable energy policies, providing new ideas for policy research. This paper introduces the knowledge graph, graph machine learning algorithms and big data technology, which can deepen the depth and breadth of people’s research on sustainable energy policy. This study will help the public policy formulation work in the future and has a positive reference value for the evaluation of the implementation effect of policy objectives.
