Local governments in pursuit of their objectives have become increasingly dependent on the private and third sector actors. New Public Governance (NPG) is an approach to understand the production and delivery of public services in a fragmented and pluralist society. The development of health care and social services and the creation of service innovations have been a part of the ongoing change. Local governments have started to search for new approaches to service delivery in co-operation with private firms and third sector organizations. This study focuses on the role of local government as a meta-governor in creating and developing a service innovation called the Kotitori model in Tampere, Finland. Meta-governance is needed to govern complexity and plurality in a network society. Local authorities can exercise power by using meta-governance tools while sharing the responsibility for public governance with other actors. The results of this study suggest that tools provided by NPG theory can be identified in the process of developing a service innovation. Thus, it may be that local governments should use both hands-on and hand-off meta-governance tools in order to exercise successful meta-governance. The results also suggest that adequacy of the different meta-governance tools differs according to the stage of the innovation process. In this sense this study provides also new insight to the theory of NPG.

This article surveys Canada’s regulatory response to global aeromobility in the late twentieth century. It examines the Canadian state’s strategies to restrict the movement of refugee claimants landing at airports during the 1980s and the national discourse around this process. Mass air travel enabled more refugees, particularly from the Global South, to travel to Canada and, in the process, challenged how the country governed aerial and cosmopolitan populations. In response, Canadian authorities erected an enforcement regime at the country’s international airports, which transformed them into contested entry points to national space and normative citizenship where links between mobility, borders, and nation were simultaneously reinforced and contested. This article thus provides an integral case study of national ambivalence toward global aeromobility in the late twentieth century.

This paper examines the climate change vulnerability of the Northern Coast of the State ofSão Paulo (Litoral Norte Paulista), Brazil. Based on a literature review and a case-studyencompassing the analysis of policy documents, secondary data and semi-structuredinterviews with policymakers and civil society representatives, it aims to provide a usefulway to examine the multiple and overlapping processes of environmental, social-economicand climatic change in this region. By analyzing its vulnerability, the paper argues that thedegree to which these cities are vulnerable to climate change is largely determined by thebroader historic and socio-economic contextual factors. The finding indicates that the social,economic and cultural changes brought by the last four decades of intense process ofurbanization, tourism exploitation and increasingly economic activities have deepened socialand environmental problems, increasing the vulnerability of particular groups and theregion as a whole to climate variability and change. The cross-scale nature of the problemsand the cross-level interactions of these processes pose significant challenges for thegovernance structures and institutions on the region that fail to address the root causes ofvulnerability, highlighting the municipalities’ insufficiency to address the consequences ofa changing environment and climate.

This article explores how the discourses of the Bologna Process have been accepted and adopted as the dominating ones in European higher education. It consists of a governmentality and discourse analysis inspired by Foucault and based on selected European and Swedish policy documents. The aims of the analysis are to illustrate how governing operates discursively and how it is legitimized, to identify what subjectivities are being shaped and fostered and to de-stabilise the taken-for-granted ideas of the present and so contribute to a space for reflection on how governing and power operate in higher education today.

Abstract Many of the past literature on small states focus on the foreign policies and political economies of liberal democracies. This paper examines the non-liberal democracies of Singapore and Macao in their construction of national identities. Non-liberal democracies are different from their democratic counterparts in their reactions to perceived threats. Instead of forming a corporatist system to make important decisions by consensus, both Singapore and Macao leadership exclude the participation of civil society in defining their national identities. Faced with high perceived threats and armed with strong governing capacity, Singapore succeeds in building a national identity overarching the cultural identities of major ethnic groups. In view of electoral setbacks, Singapore leaders have to include more public inputs into its policy making process, including the definition of national identity. On the contrary, the perceived threats of Macao are not pressing. The cultural and political affinity enables the post-colonial Macao to integrate smoothly with China’s national identities defined by the Communist leadership. The relative weak capacity of the city government makes the building of national identities gradual. Its high degree of ethnic homogeneity has contributed to a process of nation building relatively free of disputes.

Several characteristics of a political system have been identified as increasing the cost of governing, such as presidentialism, federalism, an open list with proportional representation, a multiparty system, and coalition governments. Although Brazil suffers from all of these “pathologies,” the authors argue that other characteristics of the Brazilian system have the opposite effect and allow high levels of governability at low cost. In particular, the authors examine the role of legislators’ amendments to the budget, which provide the executive a low-cost means of obtaining support. The authors provide evidence that the Brazilian president routinely uses his or her powers to reward and punish legislators for supporting or opposing his or her interests in Congress. Although legislators have a limited role in the budgetary process, that role can have important electoral consequences for their political careers.

Abstract In this paper, we introduce and study two counting processes by considering state dependency on the order of fractional derivative as well as on the exponent of backward shift operator involved in the governing difference-differential equations of the state probabilities of space-time fractional Poisson process. The Adomian decomposition method is employed to obtain their state probabilities and then their Laplace transforms are evaluated. Also, the compound versions of these state dependent models are studied and the corresponding governing fractional integral equations of their state probabilities are obtained.

An alternative physical explanation for process damping where a distributed cutting force model, along with a function distribution over the tool-chip interface, is assumed, is described. An exponential shape function is used to approximate the force distribution on the tool-chip interface. The distributed force model results in a more complicated governing equation, a second-order delayed integrodifferential equation, which involves both a discrete and distributed delay. An approach to transform and normalize the governing equation of motion into a third-order discrete system is described and the state-space representation of the new system is obtained. The semi-discretization method is then used to chart the stability boundaries for turning operation.

Abstract This article provides a critical analysis of the procedure for drafting laws provided for under the legal framework of Tanzania. It is premised on the general perception that the law making function in Tanzania, like other jurisdictions in the Commonwealth, is vested in Parliament, through the doctrine of supremacy of Parliament. The analysis focuses on the Standing Orders of the Parliament of the United Republic. The Orders provide for the main legal regulatory regime governing the conduct of business in the august House, including the drafting of legislation. In the process, the article brings to the fore other salient features of the provisions of the Standing Orders, previously unknown to many. The article’s focus is on Tanzania Mainland. It does not address the legislative drafting process in Zanzibar, the other part of the Union. Under the framework of Constitution of the United Republic of Tanzania of 1977, Zanzibar has a separate and distinct regime governing legislative drafting. The main conclusions drawn from the analysis point out that contrary to popular belief, in practice, the overall framework law governing the legislative drafting process and its underlying policy vests the power of law making almost entirely in the Executive and not the Parliament.

It is a common argument that indigenous movements are not organized to seize state power but rather sovereignty through autonomous arrangements. In Bolivia, however, they evolved rapidly into a governing political instrument. The process of state transformation that followed emphasizes indigenous knowledge as the ideological basis for the construction of a plurinational state, a conglomeration of indigenous autonomies. The article examines dynamics and contestations around the definition of indigenous knowledge in respect to sovereignty claims, as an articulation between local cosmologies, global development encounters, and the power of capital. At the center of analysis is the changing role of the nation-state. It is argued that in Bolivia, the state is a crucial reference point for indigenous peoples; yet the politics of indigenous sovereignty implies a radically altered understanding of the state both as an object and an instrument of change for the sovereignty of governing pluralities. Only the preliminary stage of piping process can be simulated by current seepage-erosion coupled piping model. In order to enhance the simulation capability, a modified piping model is presented. Theory analysis shows that the governing equations of the modified piping model have significant advantages in practicality and solution accuracy. The solving process of the model is analyzed, with the result showing that the out-of-bounds appearance of the field variables is the major factor interrupting the solving process. Then a new solution technique called dynamic constraint is proposed, which can ensure the validity of field variables. Numerical example indicates that the new governing equations and dynamic constraint technique can enormously enhance the simulation capability of the model, and the piping process can be effectively simulated.

Central to the debates on governance is the extent to which this process erodes state power. This article looks at the control of education policy since 1997. Education has not been immune from the developing process of governance. Moreover, Labour government education policies have accelerated this process: there has been greater fragmentation of policy-making, with a proliferation of cross-sectoral and multi-level participation. However, in this case, central government has not only retained control over policy-making but has been able to achieve its policy goals more effectively. Two case studies: ‘New Labour and the Local Education Authorities’ and ‘New Labour and the Funding of Education’, demonstrate the advantages for the centre in voluntarily governing through governance.

Purpose – The purpose of this paper is to explore the marketing “processes” of governing multiple export relationships under the theoretical framework of governance value analysis (GVA). Specifically, this work examines the internal exchange attributes of transaction-specific investments and psychic distance on the adaptation/standardization of relational behavior and detailed contracting and how process adaptation/standardization influences new product outcomes and jointly created value in the focal export relationship. Design/methodology/approach – A survey was conducted of 151 US manufacturers regarding their relationship with their primary foreign buyers. Data were analyzed with partial least squares estimation. Findings – The results indicate that high levels of transaction-specific investments lead to the adaptation of relational behaviors whereas high levels of psychic distance lead to less adaptation of detailed contracting. The adaptation of relational behaviors and detailed contracting reflect differential direct effects on export performance. Furthermore, the results indicate that there is a significant positive interaction effect between the adaptation of relational behavior and detailed contracting on jointly created value in the focal export relationship. Practical implications – The findings of the study reveal that adaptation of the marketing process related to relationship governance strategies can play an important role in the export marketing process, but managers must proceed with caution in balancing relational behavior and detailed contract adaptation. The results also point to the importance of understanding the underlying source of uncertainty and adapting appropriate aspects of governance for enhancing jointly created value in the export relationship. Originality/value – The value of this research lies in its goal to highlight the issue of marketing process adaptation across multiple export relationships. Less attention has been paid to the marketing “processes” of governing multiple export relationships in the international marketing strategy literature relative to “program” standardization/adaptation. This is one of the first empirical studies on marketing process adaptation of governance employing the theoretical framework of GVA.

In this paper, the non-linear tranverse vibration of an axially moving pile-yarn with time-dependent tension are investigated. The pile-yarn material is modeled as Kelvin-Voigt element. A partial-differential equation governing the transverse vibration is derived from the Newton’s second law. The Galerkin method and the fourth order Runge-Kutta method are used to solve the governing non-linear differential equation. The effects of the transport speed, the tension perturbation amplitude and the damping coefficient on the dynamic behaviour of the system are numerically investigated.

The paper is to highlight the peculiarities of Service Science, Management and Engineering (SSME) and its proposals with reference to network and systems theories, such as the Many-to-Many, and the Viable Systems Approach (VSA), (VSA) represents an interpretative lens for complex phenomena, and seems to be suitable for analysing service systems because its capacity to move from holism to reductionism, respecting the single characteristics of each entity of the context. SSME and Many-to-Many are gradually being integrated, and the network theories, and specifically (VSA), could considerably support this process by contributing with its own scientific proposals. Authors believe that the (VSA)'s view on business purposes, value creation and the management of relations are strongly coherent with the view proposed or tacitly implied by SSME and Many-to-Many approach.

Since 1982, a select group of states has been engaged in a series of multilateral negotiations to fashion a regime governing the exploration and exploitation of minerals in the Antarctic region. Because of the controversy in the United Nations over whether Antarctica constitutes a portion of the “common heritage of mankind,” these negotiations have attracted increasing publicity, but their modus operandi has been left largely unexamined. The chief purpose of this paper is to analyze the process by which this group of concerned states has pursued national priorities within the decision-making framework and context of the Antarctic minerals negotiations.

Purpose This paper aims to study the dynamic characteristics of the straight-through labyrinth seals, which is applied on an oil sealing belt of hydrostatic support system (HSS) oil pocket, the establishment and solution process of seal governing equation is deduced. Design/methodology/approach The three-control-volume model theory is an efficient approach that is applied well. This paper starts with three relative governing equations for the flow characteristics of straight-through labyrinth seals in the plane direction. Referring to the establishment process of governing equations for circumferentially-grooved liquid seals, the governing equation based on space rectangular coordinate system is established, which are transformed into dimensionless equations through a nondimensionalized process and solved by a perturbation method. It contains a zeroth-order equation, through which a steady fluid distribution is determined, and a first-order equation, through which the seal’s dynamic coefficients can be acquired. Findings The governing equation for plane-grooved straight-through labyrinth seals can be established and solved by the three-control-volume theory. Practical implications This study have important guiding significance for further theoretical research and structural design of the straight-through labyrinth seals on the oil sealing belt of HSS oil pocket. Originality/value In this paper, a straight-through labyrinth seal is installed in an oil sealing belt. The three-control-volume governing equations is established in space rectangular coordinate system, and the shear force of the fluid Y-direction is different from the previous model.

The aerobic granular sludge process is a promising technology for wastewater treatment. The formation and structure of aerobic granules are traditionally thought to depend highly on selection pressures, while the underlying molecular mechanisms are unclear. It is well known that bacteria coordinate their behavior using small signaling molecules, known as quorum sensing (QS). This paper is an attempt to provide updated information on QS mechanisms governing granular sludge processes. It is shown that QS-mediated cellular communication has a significant role throughout aerobic granulation, including granule development, structural stability and integrity maintenance. Such understanding is helpful for developing novel aerobic granular sludge processes.

This paper debates whether nations, their policy-makers, legislation and regulation largely overlook and fail to properly govern the full set of ICT elements and services critical to the functioning of their nation. The related societal and economical risk, however, needs to be closely mitigated, managed and governed. Legal and regulatory obligations to increase the ICT resilience may sometimes encourage this process.

Over the past several decades the demand for accountability in the field of public administration has been growing exponentially in Europe. The particular emphasis for this theme was the stimulus for the significant adoption and use of information technology systems in the public sector. Thus, the main focus of European countries has been e-government that provides process reform of the manner in which governments work, share information, and deliver services to external and internal clients. Therefore, accountability has become more critical for improving the economic, financial and organizational management of public matters. The need for accountability has pushed the Italian legislature to produce a sequence of legislative and regulatory interventions towards increased transparency in public administrations. This paper presents an account of the likely consequences that performance monitoring systems have, through e-government technology, on public service transparency and accountability. This research utilizes a study on the Brunetta reform (from the Ministry of Public Administration) to foster public sector productivity; that study's key principles are efficiency, meritocracy, accountability, and transparency.

Abstract Businesses in all kinds of industries, including facility management (FM), are increasingly integrating sustainability into their practices. The integration of sustainability practices involves expanding beyond economic targets to include environmental and social ones. However, this process is challenging for businesses and has not been fully explained by existing research. Consequently, this paper investigates how organizations set and govern their sustainability ambitions and targets. Specifically, this research focuses on identifying relevant goals and targets, selecting and integrating the goals and targets into business operations, and tracking the progress toward them. A case study approach was employed to achieve the paper’s intended purpose, and a multinational company from the service industry was analyzed. Ten interviews were conducted, and more than 50 pages of archival data were collected. The results of this study elaborate on the setting of sustainability ambitions and targets and provide a roadmap for this process. The proposed roadmap includes defining sustainability, materiality analysis, goals and targets, and sustainability governance as crucial stages. This study’s practical contributions include the process roadmap, which can facilitate organizations’ journeys toward reasonable sustainability goals and targets. This outcome benefits all kinds of organizations, including those operating in the built environment and the FM domain.

The present article analyzes how, after its independence in 1957, Malaysia has been able to manage the difficult coexistence among its three numerically most relevant ethnic groups (Malay, Chinese and Indian). This complex situation, a legacy of the British colonial-like plural society, has been governed via a specific model of multi-racial citizenship, which is significantly unlike the Western European ones in which, as a rule, the equivalence between nationality and citizenship predominates. Starting from the specific example of Penang in Peninsular Malaysia, the article intends to highlight two points. Firstly, that citizenship must be perceived as an agonistic process with competition, tensions and conflicts as well as permanent negotiations. Secondly, that the Occidental agenda, based on liberal principles, can no longer be regarded as the only valid one. Therefore, believing that the Western type of citizenship could be a universalistic institution exportable anywhere is misleading. Consequently, citizenship ought to be analyzed instead as a 'concrete abstraction' that is set up in strict correlation with the specific historical contexts and with particular circumstances of a sociological nature, relative to the characteristics of each society.

Abstract This article offers an outsider’s perspective on the place of policy in the analysis of governing in Central and Eastern Europe, both before the change from a communist to a post-communist order, and since. It explores the way in which ‘policy’ is used as a construct in both the practice of governing and the analysis of that practice. It argues that we have to recognise multiple strands – authority, structured interaction, and collective problematisation - in the construction of ‘policy’. It points to a distinction between ‘formal’ and ‘practical’ perspectives, and argues that this distinction reflects structural tensions in the process of ’putting together’ the shared understandings and relationships which make g for ‘governing’, It argues for the importance of continuing research, empirically based and theoretically informed, into the way that governing is ‘put together’ in Central and Eastern Europe, and how both participants and the governed ‘make sense’ of this process.

Recently, most European countries have undergone integration processes through mergers and strategic alliances between healthcare organizations. The present paper examined three cases within the Italian National Health Service in order to determine how different organizations, within differing institutional contexts, govern an healthcare integration process. Furthermore, we explored the possibility that the governance mode, usually seen as alternatives (i.e., merger or alliance), could be considered as a separate step in the development of a more suitable integration process. Multiple case studies were used to compare different integration approaches. Specifically, three cases were considered, of which two were characterized by collaborative processes and the other by a merger. Semi-structured interviews were conducted with managers involved in the processes. Each case presents different governing modes, structures, and mechanisms for achieving integration. The role played by the institutional context also led to different results with unique advantages and disadvantages. Three main conclusions are discussed: (a) Alliances and mergers can be interpreted as different steps in a path leading to a better integration; (b) The alignment between institutional/political time horizon and the time needed for the organizations to achieve an integration process lead to a better integration; (c) Trust plays an important role in integration process operating at different levels that of institutional and organizational level and that built between people.
