Purpose – The purpose of this paper is to explain that the commonly used method allowing for inter-agency cooperation between national financial intelligence units, the memorandum of understanding, is inadequate and ineffective in creating a cooperative global financial intelligence unit capable of combating money laundering typologies on an international scale. Design/methodology/approach – Methods of international financial intelligence unit (FIU) cooperation have chiefly occurred in two ways: first, through the efforts of the Egmont Group; and second, through the inclusion of provisions concerning FIUs contained in international legal documents. The first is an impossibility. Findings – This paper proposes that the result of implementation of the 2012 Financial Action Task Force Recommendations will be an informal network of FIUs where the Egmont group acts as a centralized operator for information exchange, effectively creating an informal global FIU (“GFIU”), but that this system, or a cooperative global financial intelligence unit system based on FIU-to-FIU exchanges will not allow for effective multilateral, international cooperation. Research limitations/implications – This is because national interests and unfamiliarity with capabilities provided in the Egmont Group’s cooperative platform have and will continue to result in under-utilization of cooperative efforts, and because the traditional mechanism employed for FIU-to-FIU exchanges, the memorandum of understanding (“MOU”), makes uniform or standardized information request and transfer procedures that are required for multilateral or multi-agency efforts to combat money laundering across international boundaries an impossibility. Practical implications – The Egmont Group’s cooperational structure should be the primary means by which to achieve a GFIU. Social implications – The global combat on money laundering will be more effective, thereby more fully protecting the global economy. Originality/value – A comparison between the Egmont Group’s network building mechanism and the existing use of MoU to create global cooperation against money laundering has not been analyzed.

This paper develops an improved novel global harmony search (INGHS) algorithm for solving optimization problems. INGHS employs a novel method for generating new solution vectors that enhances accuracy and convergence rate of novel global harmony search (NGHS) algorithm. Simulations for five benchmark test functions show that INGHS possesses better ability to find the global optimum than that of harmony search (HS) algorithm. Compared with NGHS and HS, INGHS is better in terms of robustness and efficiency.

To intend to improve the optimization performance of harmony search (HS) algorithm, an improved global harmony search (IGHS) algorithm was presented in this paper. In this algorithm, inspired by swarm intelligence, the global best harmony are borrowed to enhance the optimization accuracy of HS; and mutation and crossover operation instead of pitch adjustment operation to improved the algorithm convergence rate. The key parameters are adjusted to balance the local and global search. Several benchmark experiment simulations, the IGHS has demonstrated stronger convergence and stability than original harmony search (HS) algorithm and its other three improved algorithms (IHS, GHS and SGHS) that reported in recent literature.

The novel global harmony search (NGHS) algorithm is proposed in 2010, and it is an improved harmony search (HS) algorithm which combines the particle swarm optimization (PSO) and the genetic algorithm (GA). One of the main differences between the HS and NGHS algorithms is that of using different mechanisms to renew the harmony memory (HM). In the HS algorithm, in each iteration, the new harmony is accepted and replaced the worst harmony in the HM while the fitness of the new harmony is better than the worst harmony in the HM. Conversely, in the NGHS algorithm, the new harmony replaces the worst harmony in the HM without any precondition. However, in addition to these two mechanisms, there is one old mechanism, the selective acceptance mechanism, which is used in the simulated annealing (SA) algorithm. Therefore, in this paper, we proposed the selective acceptance novel global harmony search (SANGHS) algorithm which combines the NGHS algorithm with a selective acceptance mechanism. The advantage of the SANGHS algorithm is that it balances the global exploration and local exploitation ability. Moreover, to verify the search ability of the SANGHS algorithm, we used the SANGHS algorithm in ten well-known benchmark continuous optimization problems and two engineering problems and compared the experimental results with other metaheuristic algorithms. The experimental results show that the SANGHS algorithm has better search ability than the other four harmony search algorithms in ten continuous optimization problems. In addition, in two engineering problems, the SANGHS algorithm also provided a competition solution compared with other state-of-the-art metaheuristic algorithms.

This paper proposes an improved Harmony Search algorithm, and gives the definition of the Global Sharing Factor of the Harmony Search (HS) algorithm. In the definition, the number of creations of the HS algorithm is applied to the sharing factor and calculated. In this algorithm, the natural harmony encoding method is used to encode the initial harmony, and the total path length of all vehicles is taken as the optimization objective function. A new harmony generation strategy is proposed as follows: each tone component in an evolution is calculated separately using the new learning strategy and update strategy. In the calculation process, the tone component is judged by whether it needs to be adjusted according to the adjustment strategy. In this way, the problems of singularity and randomness of the new harmony generation strategy of basic HS are solved to improve the diversity of algorithm solutions. Then, a new Harmony Search method with Global Sharing Factor based on natural number coding and decoding for the Vehicle Routing Problem (GSF-HS-VRP) is proposed. The improved Global Sharing Factor-Harmony Search-Vehicle Routing Problem (GSF-HS-VRP) algorithm is applied to capacity-limited vehicle path optimization problems compared with the HS, Improved Harmony Search (IHS), Global-best Harmony Search (GHS), and Self-adaptive Global Best Harmony Search (SGHS) algorithms. The small-scale data and Solomon examples were adopted as the experimental data. Compared with the other four algorithms, the GSF-HS-VRP algorithm has the shortest running time, more rapid convergence speed, and higher efficiency. In the multi-vehicle test, with the increase of the number of vehicles, the optimized path of the vehicle is more satisfied in relation to the actual needs of customers. The results showed that this method could effectively improve the optimization performance of the capacity-limited vehicle routing problem.

The canonical harmony search (HS) algorithm generates a new solution by using random adjustment. However, the beneficial effects of harmony memory are not well considered. In order to make full use of harmony memory to generate new solutions, this paper proposes a new adaptive harmony search algorithm (aHSDE) with a differential mutation, periodic learning and linear population size reduction strategy for global optimization. Differential mutation is used for pitch adjustment, which provides a promising direction guidance to adjust the bandwidth. To balance the diversity and convergence of harmony memory, a linear reducing strategy of harmony memory is proposed with iterations. Meanwhile, periodic learning is used to adaptively modify the pitch adjusting rate and the scaling factor to improve the adaptability of the algorithm. The effects and the cooperation of the proposed strategies and the key parameters are analyzed in detail. Experimental comparison among well-known HS variants and several state-of-the-art evolutionary algorithms on CEC 2014 benchmark indicates that the aHSDE has a very competitive performance.

Harmony can be implied by scales in Western tonal music. This phenomenon has been named chord-scale theory in modern jazz practice. However, neurological evidence of such interaction remains unclear. Previous research utilized Event-Related Potentials (ERP), such as Early Right Anterior Negativity (ERAN) and N5, to study sound expectancy violations and the harmony integration process. The current study investigates whether sequential musical notes arranged in an ascending diatonic mode (1) violate the sound expectancy and (2) alter the harmonic function of the target chord. We designed a musical sequence, namely Prime A (chords) + Prime B (ascending scale notes) + Target (a chord). Prime A and B set up global and local tonality accordingly. We hypothesized that the processing of the target chord would be influenced by Prime B in the harmonic dimension. For instance, a Neapolitan sixth target chord (F, Ab, and Db) is incongruent under C Ionian but could be congruent with C Locrian or C Phrygian. We found ERAN and N5 amplitudes at the target chord are altered by (1) the implied harmonic degree of the local tonality and (2) the relative distance between the local and global tonality in the circle of the fifth space. Our results suggest that Western listeners' brains can interpret musical notes from diatonic mode as part of harmony processing and integrate them into complex tonal music contexts.

Indonesia is known as a multicultural nation. This progress is a cultural property as well as prone to horizontal and vertical conflicts. One of the goals of Global Citizenship Education is peace and justice for global citizens. One area in Indonesia that has harmony in accordance with the vision of Global Citizenship Education is the City of Salatiga, Central Java Province. The research method used is qualitative using a case study approach. Based on research results, the people of Salatiga have been very concerned about religious and socio-cultural harmony since ancient times until now. In addition, a life of harmony is the implementation of UNESCO's Sustainable Development Goals (SDGs) program, namely programs of peace, justice and strong institutions. The strategy for increasing harmony is carried out by the community by establishing three civic sites, namely Pancasila Village, National Village and Harmony Village. Various socio-cultural activities are carried out by the community to increase the harmony around them. The difference between the three villages is that Pancasila Village was chosen because it has the characteristics of a fairly complete distribution of places of worship and there is a tradition of tolerance in the community. National Village was chosen because the villagers have an awareness of patriotism. While the Harmony Village was chosen because of the characteristics of the villagers living in harmony and religious conflicts rarely occur.

In order to better solve discrete 0-1 knapsack problems, a novel global-best harmony search algorithm with binary coding, called DGHS, is proposed. First, an initialization based on a greedy mechanism is employed to improve the initial solution quality in DGHS. Next, we present a novel improvisation process based on intuitive cognition of improvising a new harmony, in which the best harmony of harmony memory (HM) is used to guide the searching direction of evolution during the process of memory consideration, or else a harmony is randomly chosen from HM and then a discrete genetic mutation is done with some probability during the phase of pitch adjustment. Third, a two-phase repair operator is employed to repair an infeasible harmony vector and to further improve a feasible solution. Last, a new selection scheme is applied to decide whether or not a new randomly generated harmony is included into the HM. The proposed DGHS is evaluated on twenty knapsack problems with different scales and compared with other three metaheuristics from the literature. The experimental results indicate that DGHS is efficient, effective, and robust for solving difficult 0-1 knapsack problems.

The parameter bw is a distance bandwidth between 0 and 1 in harmony search algorithm, which helps the algorithm in finding globally and locally improved solution. In this paper, a new harmony search algorithm is proposed in order to improve the convergence speed and the global search algorithm of the harmony search algorithm. The parameter bw is adjusted based on cloud theory in this new algorithm. The new algorithm is tested on some benchmark functions and the results are compared with the result of the traditional harmony search. Experimental results indicate that the new harmony search algorithm has a good performance in the global search ability and convergent speed.

The pitch adjusting rate (PAR) is an important parameter in harmony search algorithm, which indicates that the algorithm will choose a neighboring value with a probability. The traditional harmony search algorithm uses fixed value for PAR. However, PAR should be increased when all objective values are centralized and decreased when the function values are scattered in the solution space. In this paper, a new cloud harmony search algorithm (CHS) is proposed. We introduce cloud model theory to adjust the value PAR in the harmony search to improve the global search ability and make faster convergence speed of the algorithm. The improved harmony search algorithm is tested on some benchmark functions and the results are compared with the result of the traditional harmony search. Experimental results indicate that the improved harmony search algorithm has a good performance in the global search ability and convergent speed.

To overcome the shortcomings of the harmony search algorithm, such as its slow convergence rate and poor global search ability, a reward population-based differential genetic harmony search algorithm is proposed. In this algorithm, a population is divided into four ordinary sub-populations and one reward sub-population, for each of which the evolution strategy of the differential genetic harmony search is used. After the evolution, the population with the optimal average fitness is combined with the reward population to produce a new reward population. During an experiment, tests were conducted first on determining the value of the harmony memory size (HMS) and the harmony memory consideration rate (HMCR), followed by an analysis of the effect of their values on the performance of the proposed algorithm. Then, six benchmark functions were selected for the experiment, and a comparison was made on the calculation results of the standard harmony memory search algorithm, reward population harmony search algorithm, differential genetic harmony algorithm, and reward population-based differential genetic harmony search algorithm. The result suggests that the reward population-based differential genetic harmony search algorithm has the merits of a strong global search ability, high solving accuracy, and satisfactory stability.

Harmony search (HS) algorithm is a new population based algorithm, which imitates the phenomenon of musical improvisation process. Its own potential and shortage, one shortage is that it easily trapped into local optima. In this paper, a hybrid harmony search algorithm (HHS) is proposed based on the conception of swarm intelligence. HHS employed a local search method to replace the pitch adjusting operation, and designed an elitist preservation strategy to modify the selection operation. Experiment results demonstrated that the proposed method performs much better than the HS and its improved algorithms (IHS, GHS and NGHS).

Religion on the one hand is a way to find true happiness on the basis of love, peace, guarantor of safety, moral guidance for all mankind. However, it is not uncommon that in the name of religion it also causes human suffering, triggers conflicts, wars, and various other sufferings that are born from human beings in the name of religion. Therefore, this is certainly counter-productive to the principles of religion which contain noble teachings by prioritizing humanity, peace, love and so on. Therefore, inter-religious dialog must be prioritized, in order to create harmony and peace among human beings. This research seeks to find the common ground of religions through qualitative methods and phenomenological approaches. The results of this study show that an inclusive attitude in religion can be realized through the Trilogy of Harmony, namely 1) Interfaith Harmony, 2) Internal Harmony of Religious Believers, and 3) Harmony between Government and Religious People. Furthermore, religion as a social construction process must be able to act as a moral guide for every human being. In principle, religion is expected to be able to guide global ethics, because there is no world peace without interfaith peace, and there is no interfaith peace without interfaith dialog. Also, interfaith dialog starts from 1) parliamentary dialog, 2) institutional dialog, 3) theological dialog, 4) dialog in community life, and 5) spiritual dialog.

A two-dimensional image matching method based on the improved Hausdorff distance and global harmony search optimization is presented in this paper. First, edges are extracted form the original images by the Canny edge detector. Then, a fitness function based on the improved Hausdorff distance is constructed. Finally the global harmony search optimization is adopted to optimize the fitness function. Experiments show that the proposed method is able to locate the object of interest globally and efficiently.

Résumé :
A novel global harmony search (NGHS) algorithm, as proposed in 2010, is an improved algorithm that combines the harmony search (HS), particle swarm optimization (PSO), and a genetic algorithm (GA). Moreover, the fixed parameter of mutation probability was used in the NGHS algorithm. However, appropriate parameters can enhance the searching ability of a metaheuristic algorithm, and their importance has been described in many studies. Inspired by the adjustment strategy of the improved harmony search (IHS) algorithm, a dynamic adjusting novel global harmony search (DANGHS) algorithm, which combines NGHS and dynamic adjustment strategies for genetic mutation probability, is introduced in this paper. Moreover, extensive computational experiments and comparisons are carried out for 14 benchmark continuous optimization problems. The results show that the proposed DANGHS algorithm has better performance in comparison with other HS algorithms in most problems. In addition, the proposed algorithm is more efficient than previous methods. Finally, different strategies are suitable for different situations. Among these strategies, the most interesting and exciting strategy is the periodic dynamic adjustment strategy. For a specific problem, the periodic dynamic adjustment strategy could have better performance in comparison with other decreasing or increasing strategies. These results inspire us to further investigate this kind of periodic dynamic adjustment strategy in future experiments.

This study aims to explore the dynamics of social harmony in the perspective of Islam in contemporary society, considering the influence of global contexts and technological developments. A deep understanding of the religious values of Islam, active involvement in religious activities, and contributions to social activities are the focus of the study. The research method uses a qualitative approach by collecting data through religious literature studies, analyzing government regulations related to social harmony, and direct observation of the social dynamics of contemporary society. The data is then analyzed qualitatively to identify patterns in maintaining social harmony. The results show that understanding religious teachings is the main foundation for maintaining harmony, while active involvement in religious activities and contributions to social activities play a crucial role in forming harmonious social relationships. Challenges related to differences in religious understanding and the impact of global contexts and technological developments highlight the complexity of maintaining social harmony. As a recommendation, this study emphasizes the need for inclusive religious education, promotion of active involvement in religious activities, and strengthening social activities as key steps. Strategies to adapt to global and technological changes are also identified as important steps to overcome these challenges. The conclusion of this study is expected to provide guidance for stakeholders in dealing with the complex dynamics of maintaining social harmony in the perspective of Islam in contemporary society that is constantly changing.

In this paper, Mine Blast Algorithm (MBA) has been intermingled with Harmony Search (HS) algorithm for solving optimal reactive power dispatch problem. MBA is based on explosion of landmines and HS is based on Creativeness progression of musicians – both are hybridized to solve the problem. In MBA Initial distance of shrapnel pieces are reduced gradually to allow the mine bombs search the probable global minimum location in order to amplify the global explore capability. Harmony search (HS) imitates the music creativity process where the musicians supervise their instruments’ pitch by searching for a best state of harmony. Hybridization of Mine Blast Algorithm with Harmony Search algorithm (MH) improves the search effectively in the solution space. Mine blast algorithm improves the exploration and harmony search algorithm augments the exploitation. At first the proposed algorithm starts with exploration & gradually it moves to the phase of exploitation. Proposed Hybridized Mine Blast Algorithm with Harmony Search algorithm (MH) has been tested on standard IEEE 14, 300 bus test systems. Real power loss has been reduced considerably by the proposed algorithm. Then Hybridized Mine Blast Algorithm with Harmony Search algorithm (MH) tested in IEEE 30, bus system (with considering voltage stability index)- real power loss minimization, voltage deviation minimization, and voltage stability index enhancement has been attained.

A new meta-heuristic optimization algorithm–harmony search is conceptualized using the musical improvisation process of searching for a perfect state of harmony. Although several variants and an increasing number of applications have appeared, one of its main difficulties is how to select suitable parameter values. In this paper, we proposed a novel algorithm to dynamically adapt the harmony memory consideration rate (HMCR) and pitch adjustment rate (PAR) and distance bandwidth (BW). The experimental results revealed the superiority of the proposed method to the original HS, improved harmony search (IHS) and global-best harmony search (GHS).

Descriptive Pre-Post study with a single group intervention assesses the impact of the Harmony-meter as a global strategy of intervention to reduce violent behavior in school, improve the harmonic coexistence rates and promote the development of the socio-emotional skills of the members of a school community. The hypothesis is checked. It’s based on the assumption that “everything that focuses attention multiplies” therefore, if attention is focused on positive behaviors, then they will be promoted and multiplied, significantly reducing violence in school. That is, there is an inverse relationship proportional to greater positive behaviors less is the violent behavior in the school. The study was worked with 100% of students of a school with serious social problems of vulnerability, family disintegration, gang activity, drug sales and violent behavior among neighbors. Changes in behavior of the different actors are described, raising the quality of healthy coexistence; strengthening family ties, improving teacher-student relationships and converting violent behaviors into harmonic behaviors.

In classical harmony search algorithm, only one harmony vector is obtained in each of iteration, which affects its search ability. We propose an improve harmony search algorithm in this paper. In our approach, the number of harmony vectors obtained in each of iteration is equivalent to the population size, and all newly generated harmony vectors are put into the harmony memory array. Then, all harmony vectors are sorted by descending order of the fitness, and the first half individuals are served as the next generation of populations. Experimental results show that our approach is obviously superior to the classical one under the same iteration steps and the same running time, which reveals that our approach can effectively generate the excellent individuals approximating the global optimal solution and enhance the optimization ability of classical harmony search algorithm.

The purpose of this paper is to use the harmony search algorithm to solve the scheduling problem of flexible job shop, with the goal of minimizing the maximum completion time. The issue of flexible workshop scheduling is an important research content in the field of production operation management. It involves how to rationally arrange the processing sequence of different jobs on different machines to optimize production efficiency. As a heuristic optimization algorithm, the harmony search algorithm performs well in solving complex optimization problems with its good global search ability and robustness. This paper first establishes a mathematical model of the scheduling problem of flexible job shop, and expounds in detail the basic principle and process of the harmonic search algorithm. Subsequently, we designed a scheduling strategy based on the harmony search algorithm, and by adjusting the algorithm parameters and strategies, we realized the effective optimization of the maximum completion time. The experimental results show that the algorithm can significantly reduce the maximum completion time and improve production efficiency when solving the scheduling problem of flexible work workshops. The research in this paper not only provides a new solution method for the scheduling problem of flexible job shop, but also provides a useful reference for the application of harmonic search algorithm in similar problems.

This paper develops an opposition-based improved harmony search algorithm (OIHS) for solving global continuous optimization problems. The proposed method is different from the classical harmony search (HS) in three aspects. Firstly, the candidate harmony is randomly chosen from the harmony memory or opposition harmony memory was generated by opposition-based learning, which enlarged the algorithm search space. Secondly, two key control parameters, pitch adjustment rate (PAR) and bandwidth distance (bw), are adjusted dynamically with respect to the evolution of the search process. Numerical results demonstrate that the proposed algorithm performs much better than the existing HS variants in terms of the solution quality and the stability.

The Harmony Search algorithm has attracted a lot of interest in the past years because of its simplicity and efficiency. This led many scientists to develop various variants for many applications. In this paper, four variants of the Harmony search algorithm were implemented and tested to optimize the control design of the Proportional-Integral-derivative (PID) controller in a proposed airflow control scheme. The airflow control strategy has been proposed to deal with the undesired stalling phenomenon of the Wells turbine in an Oscillating Water Column (OWC). To showcase the effectiveness of the Self-Adaptive Global Harmony Search (SGHS) algorithm over traditional tuning methods, a comparative study has been carried out between the optimized PID, the traditionally tuned PID and the uncontrolled OWC system. The results of optimization showed that the Self-Adaptive Global Harmony Search (SGHS) algorithm adapted the best to the problem of the airflow control within the wave energy converter. Moreover, the OWC performance is superior when using the SGHS-tuned PID.

An important mean for dealing with Huntington warning of “clash of civilizations” is to enhance “cultural harmony” and establish “cultural pluralism”. In essence, cultural harmony is a knowledge society problem concerned with “cultural knowledge: CK” preparation, diffusion and exploitation in real life practices. In this respect, educational institutions, through their knowledge mission, can play an essential role in the promotion of cultural harmony. This paper is concerned with initiating a global initiative on the “role of education in the advancement of cultural harmony: REACH”. It provides a background on the issues and structure of the target initiative. In addressing the issues two types of references have been considered. One is concerned with how key educational and other related institutions view cultural harmony in the 21st century; while the other is related to how key cultural dialogue efforts view the role of education in this harmony. The target structure of the initiative is considered to be based on the knowledge society ecosystem framework of “knowledge circle in the scope of strategy, technology, organization, people and environment: KC-STOPE”. The paper hopes to provide the first step toward the initiation of REACH, putting it into global practice, and contributing to peace and well-being.

The method of least absolute deviation (LAD) finds applications in many areas, due to its robustness compared to the least squares regression (LSR) method. LAD is robust in that it is resistant to outliers in the data. This may be helpful in studies where outliers may be ignored. Since LAD is nonsmooth optimization problem, this paper proposed a metaheuristics algorithm named novel global harmony search (NGHS) for solving. Numerical results show that the NGHS method has good convergence property and effective in solving LAD.

The Muslims of Bangladesh are separated into diverse religious, political, and social groups. Several scholars tried to unite Muslims. One of the most significant Islamic intellectuals of Bangladesh, Sheikh Azizur Rahman Nesarabadi, proposed a paradigm of religious harmony to unite the Bangladeshi people and global nations. According to him, religious harmony with the doctrine of Ittihad Ma’al al-Ikhtelaf (Unity in Diversity) is the only key answer to the current disunity at the national, international, and global levels. This study examines his concept and his role in the society and politics of Bangladesh by textual analysis of primary and secondary data. After analyzing religious harmony itself, we deliver a brief biography of Sheikh Azizur Rahman, presenting his contribution to both Sharia and Sufi education, and their effects on his vision. The study then emphasizes his thoughts on four steps of religious harmony and analyses in light of current social realities in Bangladesh and the Muslim world. This paper concludes that Sheikh Nesarabadi’s thought and theory on religious harmony depend upon three foundations: common good interest, moderation, mutual respect, and the Tawhidic model. These contain the structure for religious harmony of Muslim unity whose implementation by Muslims can achieve the command of Allah to empower the Ummah to continue a leading role in the world as a Khalifah of Allah SWT almighty.

<span lang="EN-US">This article explores the concept of Nahdatul Ulama in promoting global harmony through the R 20 activities. The research employs a qualitative method with data sourced from library research. The article concludes that R 20 has taken concrete steps, facilitated by Nahdatul Ulama, to foster global harmony. These efforts culminated in a collective agreement termed the ‘Communique’ focusing on four key aspects elucidating religion as a conflict resolution: firstly, tolerance (Tasāmuh), in the dynamics of social diversity, emphasizing the development of tolerant attitudes among religious communities as an expression of the ability to bear the burden of differing perspectives. Secondly, ecotheology, a theological concept exploring the interconnectedness of religion and nature, encourages integrating spiritual dimensions with environmental responsibilities. Thirdly, Interfaith Dialogue underscores the necessity for in-depth dialogues to achieve peace among nations and religions. With openness, communication, and compassion, conflicts are viewed as opportunities to enhance understanding, fostering harmonious relationships among religious practitioners. Lastly, the article highlights the active roles of government and religious leaders in addressing extremism and intolerance, contributing to the realization of harmony. The concept used by NU as a basis for compiling the 'Communique' is special because it specifies universal religious values and strengthens the national program, namely Religious Moderation. This is based on NU's commitment as a religious organization that maintains traditionalist theological values as well as being a guardian of national policy.</span>
