Texte intégralSporting and cultural events are increasingly bigger. Often seen as a communication tool used by sponsors, can the even be perceived as a brand? The literature treats successively the event as a system composed by several stakeholders, as marketing research object and as a brand. The main research question is: Because of the multiplicity and the power of its targets, to what extent an event can be managed as a brand? We have used a qualitative approach and the case studies method. The four cases are a football game, a music festival, a bullfight and a tennis tournament. First, the results show that event managers (in an unconfessed or unconscious way) develop a brand strategy. Then, the influence of the stakeholders is explained, from the brand point of view, by the strength of the secondary brand associations. At last, brand is a management tool for event managers, particularly in terms of risk management

The first stream of research on services marketing is assessed. Two caracteristics are highlighted, one is cross-fertilization with other management sciences such as operations management or human ressources management, the other is the international dimension of this stream of research. The focus of the second part is the marketing paradigm which emphasizes the logic of justification at the expense of the logic of discovery. The research work of the author in the area of services marketing is described, as well its content as its methodology. Texte intégralThe important emergence of dynamic and heterogeneous devices paves the way for the emergence of a new type of ubiquitous applications that has the ability to interact with sensors and actuators that penetrate our environments in a transparent way. In this research, we are particularly interested in the ubiquitous applications deployed in smart homes. Service-oriented platforms are widely used to run these applications. These platforms present the ability to dynamically provide services, according to the applications needs. These services can be simple, representing a device, or more abstract, providing higher level functions. Ubiquitous applications share these services to achieve different and sometimes conflicting goals. These conflicts need to be managed in order to keep the houses in consistent states. This thesis defines an approach for managing conflicts between home applications in a service-oriented platform. This approach is optimistic and addresses conflicts at runtime via a causal model of the environment, called context. This approach focuses mainly on three axes: the first axis focuses on the description of conflicts in a context modeled as service-oriented components; the second axis consist in the extension of the programming model of ubiquitous applications by locking/unlocking mechanisms; the third axis focuses on conflict management using a three-phase approach (prevention, detection and resolution). The proposed solution was developed as iPOJO components and integrated into the ubiquitous platform iCasa

Texte intégralThe objective of our thesis was to analyse the initial state and then the evolution of the Moroccan legislation in the field of delegated public service management. The call made to the private sector within the framework of public-private partnerships for the management of water supply, electricity and liquid sanitation services was initiated in Morocco in 1997 and often took the legal form of "delegated management" via the Law 54-05 of 2006. In this thesis, we will examine the case of France as a pioneering example in Europe, and the one of an Arab-African country, Morocco. The study of these two experiments provides a comparative view of the problem of delegated management.In the French case, it is a question of observing the foundations of a system that has become an exported model. By taking into account in the Moroccan case first what public service was in the Moroccan and Islamic tradition, then what it became during the French protectorate and finally, by analysing what was the stage of public ownership during decolonisation and then the impact of the "French model of delegated management". By studying this model, which was first born quite spontaneously in Morocco in the absence of a coherent legal framework, and then its gradual but nevertheless accelerated adaptation. We studied the evolution of the law and its spirit in Morocco and the challenges that legislators now face in meeting the requirements of a young, demanding and conscious society aware of the forms that the evolution of the economy and law is taking throughout the world. What now requires a new transformation of the Moroccan legislation that must take into account the need to form new legal check and balances

Texte intégralHe mayor is the unique, symbolic representative of the town. He plays two roles : firstly, as local magistrate and secondly, as agent of the state. His administrative and legal duties are strictly regulated. The mayor has freedom with respect to town management, but each mayor has to deal with different, often special situations and has his own method of government. The town's future is in his hands right from the time of his election. Private sector management methods, known for their efficiency, can be employed and are more and more popular in the public sector. Moreover, this tendency is not just a passing fashion. "the town is an enterprise" and the purpose of its activity is to produce services and assets for its "clients", who are the local residents. However, the town hall has its own structure and culture and cannot be compared to any other type of organisation. Its aim is not to make money. The town cannot therefore be considered as a simple company and company management methods cannot be applied to it as such. In his role as town manager, the mayor must define objectives and draw up a strategy for public policy. However, town budgets are not inexhaustible and all action taken must be evaluated from a financial point of view. Whatever the objectives of public policy and improvement in management, a project can only be carried out if financing is available. Since financing comes, in principle, from local sources, particular attention must be given to the financial analysis of the locality. Contracting with private firms enables great savings to be made in areas where the municipality is limited in its scope of action. The very size of a town encourages it to seek partners capable of operating on a large scale so as to provide services as cheaply as possible. As a general rule, marriage between the public and private sectors is thought to stimulate greater flexibility of action than if the activity were performed by public bodies only. In the future, for an action to be considered viable in local government, the mayor must prove that the methods he is using are sound. In other words, by demonstrating the logic and efficiency behind his management, the mayor can obtain the endorsement of his decisions in matters of finance, staffing and town planning

Texte intégralChanges in economic environment impose new organizational strategies to companies: refocusing business and creating collaboration strategies. These trends point to an exponential growth of service ecosystems accessible to both end users and partners. All foreshadows that these ecosystems rely heavily on service-oriented architectures that can build information systems having the required agility and supporting the interconnection of collaborative business processes by composing processes dynamically from distributed services. This type of architecture that ensures business and information systems alignment, makes it essential to take into account security constraints at the services’ and the composition’s levels. In a distributed and dynamic services’ environment, security should not be limited to providing technological solutions but to find a security strategy taking into account the business, organizational and technological dimensions. Besides, the security must be considered as an ongoing process that aims to optimize security investments and ensures the sustainability of implemented security measures. However, the models and reference architectures in the services’ domain have underestimated the definition of security requirements, assets to protect and the identification of risks to those assets. Therefore, we propose to address the security management issues by a risk management approach to identify the different types of risks and propose the most appropriate security measures to the context. Nevertheless, risk management is a real challenge in an open collaborative services’ environment. The methods of risk management developed in the context of information systems do not meet the security requirements in an open environment and are not suitable for dynamic environments. To overcome these limitations, we propose a methodological framework for security management covering the phases: preparation, design, execution and supervision of the services’ lifecycle. We propose a model of secure services to identify security patterns, an assets’ classification model and an ontology defining the concepts associated with those assets. Moreover, we develop a methodology for designing secure service oriented architectures, we address the development of secure business processes then we propose a security service for managing and supervising the infrastructure components’ vulnerabilities

Texte intégralA key issue for Cloud Computing data-centers is to maximize their profits by minimizing power consumption and SLA violations of hosted applications. In this thesis, we propose an autonomic resource management framework combining a utilitybased dynamic Virtual Machine (VM) provisioning manager and a dynamic VM placement manager. Both problems are modelled as constraint satisfaction problems. The VM provisioning process aims at maximizing a global utility capturing both the performance of the hosted applications with regard to their SLA and the energy-related operational cost of the cloud computing infrastructure. We propose a component-based architecture with a separation between the decision and ressources layers. We show several experiments how our system can be controlled through high level handles to make different trade-off between application performance and energy consumption or to arbitrate resource allocations in case of contention

While the imperative nature of business processes is too rigid to adapt them at run-time, the declarative one of the purely rule based business processes is, however, very time consuming. Hybrid approaches in turn try to reconcile between these approaches aiming to reach the market requirements. Nevertheless, they also need an effort for aligning business logic and process logic. Therefore, in this thesis, we focus on business environment-aware management of service-based business processes aiming at conciliating imperative and declarative approaches. Our challenge is to develop a hybrid management approach that preserves industry standards to describe and to manage SBPs as well as minimizes designers’ efforts. Based on a semantic modeling of business environment, business processes as well as their relationships, and a control dependency analysis of business processes, we are able to synthesize a controller, itself modeled as a process, connected to the business process to be monitored and configured at run-time. We also validated the feasibility of our management approach by implementing the framework Business Environment-Aware Management for Service-based Business processes (BEAM4SBP). Experimentations show the efficiency of our approach with respect to other BEAM approaches

Texte intégralSubject of this thesis: to bring to light the circumstances and the reasons which lead the jurisdictions to adopt the criterion of "public administration-private administration" as a criterion for the dividing-up of the competences between the jurisdictions concerning lawsuits which involve the civil service. The first part of our study shows that at the beginning of the liberal state, both jurisprudence and doctrine consider mainly that the civil service should be justiciable by either the judge of public law or the judicial judge, depending on the way it acts: "in the general interest" or for the satisfaction of its own interests as an "owner". During the first half of the 19th century, the domain of private administration is the private property of the civil service. The second part of our study describes how private administration has extended to the public service and shows how the couple "public administration-private administration" has been formed. The analysis of law during the years between the end of the 1840's and the beginning of the 1950's, leads to think that the criterion of "public administration-private administration" has been adopted as a criterion of competence in order to reconcile the points of view of the judicial judges, concerned by the protection of private interests, and of the council of state tending to defend the general interest, concerning the competence for lawsuits which bring in conflict private individuals and the civil service when the latter acts for the general inte

Texte intégralThe objective of this study is the development of a causal model for explaining customer perceptions of service quality. The proposed model presents a set of causal relationships between the various components of the service delivery system and customers' overall evaluation of quality. In order to validate the model, empirical studies were undertaken in two service categories, namely financial institutions and travel agencies, and tests of reliability, validity along with path analysis guided the analysis of the data. Results reveal the factors explaining service quality as perceived by customers, in order of importance, are customer satisfaction, corporate image, the performance of contact personnel, the service firms' internal organization and the tangible elements associated with the service delivery system. Managerial implications are given in terms of controlling quality, segmenting markets and managing service encounters

Texte intégralMany high performance applications require lots of resources. Environment like clusters or grid is interesting for their execution. This thesis studies parallel or sequential applications on clusters with precise management of resources in order to define a level of quality of service. It deals with execution support model, applications needs expression and scheduling. Two approachs are proposed : one in a deterministic mode where every application running on a host is known and controled and the other one in a stochastic mode where some part of the load of the host is unknown. Every application belongs to one of the four classes of quality of service defined which determines the level of quality of service requested. Scheduling algorithms are proposed on clusters which guarantee quality of service. They are based on events simulation and differential equations deducted from markovian models. An extension of the algorithm on the grid level is presented. Applications are represented by a graph of communicating tasks. Algorithms are validated by simulation and are integrated in a resources manager (AROMA : scAlable Resources Manager and wAtcher). A model to invoice a client for the used resources is proposed

Texte intégralThe fiscal system and secondarily the accounting one differ according to the choice made by a public service of direct or delegate managing. All taxation systems are disparate. As far as value added tax (vat) is concerned, local communities and their groups are subject to three different tax systems : exemption from vat, common law and one with options. Except for town and commune communities, the right to tax allowance only applies to equipment expenses on the basis of a lump compensation rate with a two-year postponement. Except for the granting of road and motorway traffic works, the common law system is applied to private delegatees. If public services are fully subject to local direct tax, public operators are exempt for some of their activities. Already exempt from vat and corporation tax, they will be exempt from employment tax and tax paid by businesses to fund training programmes. The public interest group is liable as are partnerships. However, the public interest group may choose the common law system which applies to private administors as well as to public ones. The change in the legal form of public operators is fiscally neutral. They are fully liable. As for accountancy, concessionaries and local communities enjoy a really derogatory system and, all the same, most profitable. It is obvious, considering all these fiscal and accounting disparities, that it is preferable to turn to direct managing for a non-profit-making activity. Generating subsequent tax revenue, private delegate operators will be favoured for a lucrative operation

Texte intégralThe population explosion of the malian capital city which began in 1968 with the coming of the military regime has not been accompinied with a daring housing program. The state production of lands to be built, already on the fringe, were excluding small budgets. The latter had, as least resort, nothing but plots given by suburban village chiefs. Thus, around the city, were created chains of spontaneous quarters beyond the public power's control. The study tries, on the basis of investigations carried out in three spontaneous areas, to compare this parallel urbanization with the rest of the so called "official or legal" city. Thus, are evoked : the environmental living conditions, the economic conditions as well as the demographic structures. The failures of the public power at the level of land management as well as that of the supply of urban services led the world bank to create the urban gestion for many actors like : independent agencies (agetipe, aci), city municipalities and associations (ngo, cie. . . ). If this management does not solve the multiple problems of malian capital, it is obvious that compared to the previous situation it is a progress. But the beginnings of the formula affected by multiple lockings, clash of interests and alliance games aiming at the city's financial manna control urge on wondering about its future

Texte intégralThe thesis is divided into three parts. The first part is devoted to performance evaluation in functional departments. It describes the strategic importance of these departments, defines their role and the nature of their contribution to the achievement of the organization's general goals. This first part then analyses the concept of performance, showing the specific difficulties of this problem in functional departments and suggests a performance evaluation model designed for functional activities. The second part of the thesis addresses the subject of discretionary activities, as covered in management control literature. It proposes a definition and a typology of these activities. An analysis of the various processes and models of control suggested for these activities and of the available performance evaluation methods leads to a hypothesis relating the various characteristics of the discretionary activities to specific listed methods. The third part presents the results of two empirical studies; one of them was a survey addressed to controllers; the second study consisted of interviews of either controllers or functional managers. Both studies describe performance evaluation systems and practices in functional departments in companies operating in France, as well as the respondent’s perception of the problem

Texte intégralSince the beginning of 2000, The European Commission and the European Court of Justice of the European Union (CJEU), have determined the requirements of European Union Law in various areas relating to the organization and the functioning of the administrative action on public services matters. The interpretation of rules dictated by the Treaty on the functioning of the European Union is setting out the terms of the public management whether the creation of public utility, their forms of management , structural or contractual, special rights accompanying their proper functioning, or even the framework of public aid to finance it. These progressions which should be normalized by the adoption of a future directive have greatly influenced the way to perceive in France, the management of public services as much as the participation in the economy. The search for optimizing the functioning of the services and the economic efficiency of the operation is urging from now on to use the delegated management process. The European Union Law, source of inspiration, and more particularly the work of the CJEU, are contributing to a reflection on the enrichment of the mechanisms of the management of public services, which have furthermore a privileged frame locally. However, this influence is reciprocal. Renewed through the concept of “public-private partnership”, the concession is envisaged as a key tool for the recovery of the European Economy, and remains a reference on complex contractual arrangements

Texte intégralThe first part of the thesis about the new organisationnal schemes presents at the beginning the objectives of the reform which are double : to reinforce the legitimacy of the state and to limit public expanditures. It is interessant to observe that reforms in the two lands present similarities in gain of autonomy and in reinforcment of new forms of evaluation. Then, in a second point are presented the modalities of the reforms from two points of views : the contractual aspects at first and the budgetary aspect secondly. The second part about the new regulation of activities deals at first with the way by which the state is keeping control on the services although it is giving them more autonomy. Two systems are identified wich are complementary : the respect of the rules on a part, and the accordance of more responsabilities on the other part. Secondly comes the question of "choices of society" : how should the service be delivered and which typt of service should be offered? finally, those considerations lead to the question of the role of the state in itself

Texte intégralThe subject of this thesis is a key issue for all service activities: time management. More precisely, it addresses the following question: how can operational time management increase public performance? This research is divided into two parts: intervention-research carried out in the services of a French mid-sized town and a comparative study of the time management practices of five innovating French municipalities. The intervention-research shows that time is an element of user satisfaction. The second part of the research makes us understand how municipal services can jointly match users' time expectations and manage their own time constraints. This doctoral work demonstrates that operational time management can increase public performance by focusing on user value. It proposes an analytical framework and management control systems designed to manage time performance

Texte intégralNetwork information models define the interface, offered to management applications to access the components of a communication infrastructure. The advent of recent technologies and applications must meet new challenges, currently not addressed by existing and standardized network information models. In this thesis we propose solutions for two of them : the modeling of service interconnection in connection-oriented networks and the support of highly dynamical usage within the management of virtual private networks. We propose an extension to a normalized network information model in order to model the service interconnection. To enable management solutions to address highly dynamic services, we propose an active/programmable management architecture, capable to cope with such target usage. An experimental implementation of a monitoring platform, which uses the introduced concepts, demonstrates their usability

Texte intégralThe aim of the research is to understand the role played by codes of deontology in the management of business services. The first part of the research distinguishes deontology from ethics. A critical study shows that traditional approaches of deontology neglect to take into account the nature of the service activities where codes rise up. The specificity of these activities is based on three main factors : intangibility, participation of the client, and the role played by the personnel in contact with the client. Those factors make hard to implement traditional quality management tools such as standardization and certification. In the second part of this research, a theoretical framework is build in order to understand the role played by codes of deontology in the quality management. This theoretical framework is based on a typology of service activities which rests on the three factors studied before. It is also based on new economic theory: the theory of conventions. In this theoretical approach, codes of deontology are interpreted as the expression of a quality convention, that is to say, they are a quality tool of management. In the last part, we validate the theoretical approach. We used the Delphi method to collect the data and a cluster analysis to validate the typology over a sample of twenty services operations. The results show determinism in the appearance of codes of deontology

Texte intégralActual network and service management solutions are facing an increasing complexity of both, the resources that have to be managed and the management functions to deploy. This difficulty has recently contributed to the birth of the self-management vision which consists in minimizing the interventions of the human administrator within the different phases of the management activity. The general contribution of our work proposes concepts, methods and mechanisms to facilitate the conception of self-management solutions. Its originality is based on the combination of an organizational and informational framework – emanating respectively from the domains of multi-agent systems and information modeling – and on the addition of a cooperative framework ensuring the coherence of this combination. Finally, we have defined a method and implemented a prototype that is available to developers of autonomous management solutions

Texte intégralRecently, much research has focused on the evolution of the future Internet and the evolution of future services. Toward the target of communication by anyone, anywhere and anytime, the emerging Ambient networks encompass several domains of research, including the mobile computing, distributed systems, ubiquitous computing, pervasive computing and Grid computing. However, the lack of support for mobility and continuity of service results in current monolithic applications no longer being adapted to system of Ambient networks. In this dissertation, we propose a new design composition of service which better matches the needs of Ambient networks, and helps us to provide the application service to adapt to Ambient networks in their heterogeneity and dynamic variability of environment. We analyze the lifecycle management for the service composition process, and give a new design for the layered architecture of Ambient networks, each layer is represented by an overlay network. For the service middleware, we propose our special method to manger distributed services, and divided them into different service groups according to their providing functionalities and their QoS feature. So, services in the same group are found to provide the same function and present the same characteristic of QoS. To support the qualified service groups’ management in the service middleware, our solution relies on the P2P network. In fact, two kinds of P2P protocols, including the modified CAN and Chord, are taken into the implementation phase. Our concept is evaluated by the simulation, and the results demonstrate the advantage and the performance presented in our proposition

Nevertheless they imply services if we refer to their definition : they can be goods, services or pachage goods services. So, we can extend certain concepts and marketing tolls to industrial services area, but their specificities have to be taken into account. This observation enable us to examine the commercial approach of industrial business services in two points. The first tries to readapt the marketing-mix concept to these activites. The second point deals with the supply metholology throung a specific concept wich illustrate the adaptative process of the intangible supply that is the remixing. These two concepts are deepened, operationalized ans applied to dinstrial cleaning sector by formulating hypothesis. The result obtained leads to the proposition of approach in two points : - integration of activities specificites in marketing approach ; - integration of industrial services in marketing approach in terms of intangible industrial products

Texte intégralThe present research deals with the problem of the quality of services and its management in an industrial environment. Our doctoral research is structured in two parts. The theoretical side of the research builds up a quality total management model of industrials service. The first chapter examines the increasing role of services, and in particular "industrial services", in today's economy. It reviews the major thoughts of the field. The second chapter tries to determine the characteristics of the "industrial services" though a survey of the main works done in this domain. The third chapter is articulated around three main points. We showed at first the usefulness of interactive marketing in understanding the behaviour of different actors when purchasing "industrial services". Then we studied the way the relationship with the client established during the transactional phase might modulate the offer system for the service. Finally, we presented within a systemic framework, a mechanism for servuction that is adapted to "industrial services". In the same way, we examined the problems linked to capacity management for this system and the mechanics of pricing. The fourth chapter that ends this part starts with a model for evaluating the industrial services within a four-dimension qualitative framework. It then derives a quality total management system of industrials service within the main phases of its realisation (transaction, operation and recovery). The experimental side of the research examines the quality of inter-organisation service, as the client in two sectors, banking and insurance perceives it. The fifth chapter presents a methodology for data gathering. It develops around the sampling process and the questionnaire structuring for both the banking and insurance institutions and their clients. The sixth chapter looks through client satisfaction by following the evolution of their perception of service quality during the different phases of its realisation. It presents the statistical and multidimensional analysis done on the questionnaires collected. The final chapter describes the results of our survey on implementing the Quality procedure in banking and insurance sectors. It underlies the actions that have been pursued by different entities to perpetuate the quality procedure

Texte intégralThe massive integration of intermittent production of wind energy in electrical networks creates an electrical system stability problem. Indeed, its characteristics are very different from those of conventional sources controlled by Grid managers. Therefore, the injection of this energy makes new challenges for power Grid operators. Moreover, the connection conditions are evolving and go towards the situations that all different sources participate into services of electrical systems. This thesis proposes a new nonlinear control strategy based on a « one loop flatness control » of a wind energy conversion system. This control strategy has aim of energy interactions management at the connection point through generation and tracking of reference trajectories. As all system variables are functions of the « flat output » of the system, this control provides fast response and good control in transient state. The application of this new control strategy into an offshore wind farm which is able to satisfy different connection conditions was simulated successfully. Specifically, effects of various grid faults on the proposed ancillary services (frequency and voltage regulation, and low-voltage ride through capabilities) were performed
