Particles reduce visibility, change climate, and affect human health. In 1997, the National Ambient Air Quality Standard (NAAQS) for PM2.5 (particles less than 2.5 mm) was promulgated. The annual mean PM2.5 mass concentrations in Atlanta, Georgia exceed the standard, and control is needed. The first goal of this study is to develop the control strategies of PM2.5 in Atlanta, Georgia. Based on the statistical analysis of measured data, from 22% to 40% of emission reductions are required to meet the NAAQS at 95% CI. The estimated control levels can be tested using the Community Multiscale Air Quality (CMAQ) model to better assess if the proposed levels will achieve sufficient reduction in PM2.5. The second goal of this study is to analyze various uncertainties residing in CMAQ. For the model to be used in such applications with confidence, it needs to be evaluated. The model performance is calculated by the relative agreement between volume-averaged predictions and point measurements. Up to 14% of the model error for PM2.5 mass is due to the different spatial scales of the two values. CMAQ predicts PM2.5 mass concentrations reasonably well, but CMAQ significantly underestimates PM2.5 number concentrations. Causes of the underestimation include that assumed inaccurate particle density and particle size of the primary emissions in CMAQ, in addition to the expression of the particle size with three lognormal distributions. Also, the strength and limitations of CMAQ in performing PM2.5 source apportionment are compared with those of the Chemical Mass Balance with Molecular Markers. Finally, the accuracy of emissions, one of the important inputs of CMAQ, is evaluated by the inverse modeling. Results show that base level emissions for CO and SO2 sources are relatively accurate, whereas NH3, NOx, PEC and PMFINE emissions are overestimated. The emission adjustment for POA and VOC emissions is significantly different among regions.

Résumé :
Identifying high-risk areas for child maltreatment to ultimately aid public health agencies for interventions is necessary for protecting children at high risk. Rates of substantiated neglect and physical/emotional abuse in 2000-2002 are computed for the census tracts in the urban area of five counties in Metro Atlanta, Georgia, and analyzed using spatial regression to determine their relationships with twelve risk variables computed from the Vital Records births and the 2000 Census data. After accounting for multicollinearity among risk variables and spatial autocorrelation among observations for neighboring locations, it is found that high percentages of (1) births to non-married mothers, (2) births to mothers who smoked or drank alcohol during pregnancy, (3) unemployed males and females, and (4) single-parent families with children under age six best predict the rates of substantiated neglect, and that high percentage of births to mothers who smoked or drank alcohol during pregnancy best predicts the rates of substantiated physical/emotional abuse.

This thesis will examine historical and contemporary forms of black women's political participation in America. This research will also examine a 1997 survey of black women's political participation in Atlanta, Georgia to argue that contemporary black women's activism has encompassed both electoral and non-electoral activism and is not atypical. Most of the existing research on women, however, posits black women's activism to be an anomaly. However, black women have participated in both traditional and nontraditional forms of political activity. It is argued that black women's level and style of political activism has been influenced by race, gender, and economic factors.

The purpose of this study was to investigate the attitudes of household adults toward the homeless in a survey of residential subscribers to a major random digit telephone utility in the City of Atlanta, Georgia. The survey form for data collection used a Likert-type and thermometer-type instrument which was developed by the principal investigator and a panel of social scientists. Four dimensions were measured for the study: Attitudes, Cognitive, Sympathy, and Anomie. The findings have revealed that, although most of the respondents in the study's sample (N=504) perceive homelessness to be a serious problem, the poor state of their knowledge of the problem led to some attitudes that work against a municipal, state, and federal solution. Further research is needed on public attitudes toward the homeless, the homeless themselves, and the relationship between the two.

INTRODUCTION: Mental health is a component of one‘s overall health and more research needs to be conducted to understand contributing factors. An estimated 26% of people over 18 years of age suffer from a mental illness in any given year; and mental disorders are the leading cause of disability in the United States for the age group of 15 to 44. Depression is a common illness and affects more women than men and nearly 1 in 10 adults each year. AIM: Some believe that public housing has negative implications for health and this furthers research interest. This study uses secondary data collected from interview surveys and examines variables of depression, living conditions, and crime among a sample of 385 public housing residents. This research investigates the correlation, if any, between crime and mental health as well as living conditions and mental health. METHODS: Data analysis was conducted in SPSS. Descriptive statistics were conducted to examine the demographic profile of the sample. The CES-D depression scale, a valid and reliable instrument, was used as to measure mental health outcomes. Living conditions and crime variables were also scored and measured. Correlation analyses were conducted to determine associations among study variables. RESULTS: The mean age of residents was 51.19 (SD = 17.27), 94% of residents were African American, and 73% were female. Approximately 65% of residents were not depressed, 55% living in normal living conditions, and 71% had a low fear of crime. There was a small, but positive significant correlation among mental health, crime, and poor living conditions. CONCLUSION: Advanced analyses of survey data would help researchers gain a better sense of how public housing residents‘ mental health outcomes are impacted by their surroundings.

Atlanta is one of the largest metropolitan areas in the southeastern United States and is the only area in the region currently listed in “serious” 1-hour ozone nonattainment. Despite its exceedance history, impacts on Atlanta’s urban forests have not been the focus of any major studies. The purpose of this study was to examine air pollution damage to vegetation using a foliar-injury survey on Stone Mountain. The objectives of this project included 1) establishing that pollution transport from Atlanta to Stone Mountain occurs, 2) determining the magnitude of ozone concentrations near Stone Mountain and 3) assessing sensitive plant species on Stone Mountain for foliar injury. Results from this study confirm that Stone Mountain is located downwind from Atlanta. Ozone concentrations were sufficiently high to damage vegetation and these consistently peaked in July. Foliar injury was present on understory species on Stone Mountain, but was not observed on loblolly pine species.

Stores used album and poster displays, charts, and played music for promotion. The business is one of personalities and experience, as much as product promoted. This study analyzes the relationship between comprehensive planning and actual development (as measured by changes in welfare) for 158 jurisdictions in metropolitan Atlanta. Relying on ecological economics for a method to measure welfare and planning literature for a method to evaluate the content of comprehensive plans, this dissertation uses a combination of quantitative and qualitative methods. Development is measured for four dimensions of sustainable development (economic, social, environment, and resource) using a modified Genuine Progress Indicator, and the metropolitan Atlanta area is found to have had weakly sustainable development from 1980 to 2000. In all places, economic welfare increased and resource welfare decreased. Social and environmental development had mixed results with about half of jurisdictions showing increases in environmental welfare while less than a handful showed increases in social welfare. Comprehensive plans were found to have a range of overall plan quality scores (the average of scores of policy statements in a plan) from 1.3 to 3.2 with a mean of 2.3 out of a maximum of 4. Of 2564 policy statements, 541 (or 21\%) were high quality statements scoring 4/4 points while 708 (or 28\%) received no quality points - they were weakly worded, vague, and not measurable. The average commitment to sustainable development (percent of policy statements in a plan that are related to a principle of sustainable development) is 39\% with a minumum of 9\% and a maximum of 80\%. Plan policy statements coded for principles of sustainable development were found to have significantly higher quality scores while overall plan quality scores were not found to be correlated to the plan commmitment to sustainable development; this implies that plans are generally either rigid (having highs scores) or visionary (having high commitment to sustainable development) overall. Plan quality was found to have a significant negative relationship with sustainable development, when dimensions are considered. This relationship was stronger for plans completed within the study time period (before 2000), suggesting that this relationship may be causal. The negative result is unexpected and leads to a rejection of the hypothesis that high quality planning would be significantly and positively related to development. On the other hand, plan commitment to sustainable development was found to be weakly positively related to sustainable development although the dimensions of this relationship changed over time. As such, the hypothesis that commitment to sustainable development would be significantly and positively related to development cannot be rejected. These results hold even when looking at distinct growth patterns across the metropolitan region, suggesting that the relationships between plans and development may be applicable to other places.

Tropospheric ozone pollution is a world-wide problem, based on studies reported from locations as diverse as India, Hong Kong, Taiwan, South Korea, Germany, Spain, Greece, Canada, and the United States. Ozone is a serious pollutant in the troposphere due to its adverse effects on the health of plants, and on the respiratory systems, eyes, and mucous membranes of humans. Due to the seriousness of the issue, the ozone problem in the Atlanta, Georgia metropolitan area was investigated. A review of the literature revealed a research deficiency, since no environment-to-circulation analysis of the ozone problem in the Atlanta metropolitan area could be found. Therefore such a study was conducted, in order to determine how high ozone days in Atlanta were related to atmospheric patterns and meteorological variables. Statistical analysis of radiosonde data, and data from eleven air quality monitoring stations in metropolitan Atlanta, for the summer months of 2000-2003, revealed a relationship between high ozone days and both high- and low- pressure patterns, as well as between high ozone days and higher temperature and lower dew point temperature. The data revealed two groups of stations differentiated by geography, and also suggested transport of precursor chemicals as a factor at some stations. This research may assist policy-makers as well as policy-implementers in elucidating associations or mechanisms that can assist efforts to reduce tropospheric ozone concentrations in the Atlanta area.

There was a long history of Jim Crow laws in the State of Georgia, which permeated in social, educational, and economical ways that prohibited African American business owners from competing for the state contracts. In 1982, there was a shift in state policy that implemented an outreach programs to seek out African American businesses and ensure that those interested businesses were enrolled as registered vendors for procurement. Yet little is known about the success of those outreach efforts over the last 35 years. Using Swearing and Plank's work on survival of minority business programs as a conceptual framework, this study evaluated (a) the association between the registration status (registered, non-registered, unknown) with the Georgia Minority Business Enterprise Program (GMBE Program) and gender, and (b) descriptive information about the outreach efforts of the MBE Program. Data were collected from 108 randomly selected African American small business owners in the State of Georgia through an online survey. A chi-square test revealed a significant association (p = .08) between gender and enrollment of registered vendors, with women more likely to register as vendors than were men. Descriptive data also revealed that nearly half (48% percent) of respondents had not registered with the MBE Program and were not aware of the educational and economic opportunities offered through the program. Contracts were awarded 4 times more frequently to vendors registered with the MBE Program as compared to businesses not registered. The positive social change implications of this study include recommendation to the state of the Georgia MBE Program to collaborate on outreach efforts to African American business owners to encourage economic development in minority communities and minorities-owned businesses.

Background: Access to food is an issue that not only deals with the safety of food that people consume, but also entails the availability and access of food in certain areas or neighborhoods. Eating behavior is highly complex and results from the interplay of multiple influences across different contexts. An ecological approach is useful to guide research efforts related to eating behavior because of the emphasis on multilevel links. Purpose: The purpose of this study is to analyze the access to, availability, and price of food in various food outlets of two zip codes in Atlanta, Georgia, which differ in socioeconomic status (SES) and racial background. It is hypothesized that low SES communities have a lower availability and higher price of healthy foods, and also have a higher number of small grocery stores, convenience stores and gas station food markets. Methodology: Primary data were collected for this study. Two zip codes were selected in the Metropolitan Atlanta area, 30318 and 30329. Frequencies and independent sample t-test for small sample sizes was used to determine whether the items of the market basket was significantly different for the two zip codes. Results: The Market Basket Survey showed significant disparities in areas with convenience stores. People who may have access to convenience stores before will pay more for healthy food items, if they are available at all. Fruit and vegetables were least likely to be available in convenience stores. In terms of small food stores, items were available in national brands, which are more costly than chain grocery stores or supermarkets. The hypothesis was rejected. Conclusion: Maintaining a nutritious diet is impossible if healthy foods are not available; and it is not realistic to expect food retailers to address the problem without community support and investment. Local Governments and communities should assess needs to improve access to healthy foods and develop action plans to address deficiencies identified in their assessments.

The space on which the urban farm is produced has a history of its own that can be explored for evidence of neoliberal shaping and retooling. This thesis explores how the city and the farm are understood through the complex articulations of farmers and through the account of the specific historical and geographical context of the farm. The urban farm is a uniquely situated land use that can provide the spaces for contestation to the neoliberalization of the city and the United States food system. Through qualitative analysis, including a case study, interviews with farmers, participant observation, and archival data collection, this research examines the city and the farm from the perspective of the farmer to understand the degree to which these contestations are resisting neoliberalism. Furthermore, it suggests that scholars of neoliberalism and urban farming should more fully consider the hybridized nature in which urban farmers understand their work.

In municipalities across the globe, traditional forms of governance are being supplemented by collaborative arrangements between governments and their constituencies toward jointly produced public services. Since the late 1970s, this phenomenon known as coproduction has been utilized in efforts to survive severe budget cuts, improve performance, increase accountability, and welcome traditionally silenced voices. However, no study to date has undergone a citywide assessment of coproduction to determine its breadth and depth in a city. Additionally, there is practically no empirical study that examines what citizen characteristics and perceptions are associated with participation in coproduction. The present study represents a first attempt to begin to fill these gaps in the literature. Specifically, this dissertation analyses: (1) How prevalent is coproduction? (2) Who engages in coproduction? and (3)What motivates coproducers? I employ a mixed-method case study of Atlanta, Georgia via its Neighborhood Planning Unit system, using focus groups, citizen questionnaires, census and GIS data, and direct observations. Overall, the coproduction classifications developed in this dissertation enable more systematic research on coproduction. The dissertation findings also contribute to our understanding of (1) how much this service delivery strategy is being utilized in an urban municipality, (2) which forms are most utilized, (3) what triggers participation in each form, and (4) who utilizes coproduction the most – even challenging the longstanding perception that African Americans and low-income groups do not participate in such activities. Lastly, study findings suggest a need to reconceptualize the current theory of coproduction as a public service delivery strategy.

This study analyzes identity, class, religiosity, and belonging as they affect the experiences of female Middle Eastern and Muslim immigrants in various spaces within the context of the Atlanta, Georgia area and draws attention to the ‘othering’ of immigrants in American society. The exploration of immigrants’ experiences in various spaces includes public and semi-public, employment, educational and organizational spaces. Interviews were conducted on 24 female immigrants in the Atlanta area who possess various backgrounds. While female immigrants who wear the hijab experienced more, and more direct, discrimination than those who wear Western styles, the women who wear hijab were not discouraged from attempting to participate in the host society. Female immigrants who wear Western style attire reported indirect negative experiences in public and semi-public spaces. Immigrants’ experiences underscore the concept that socially acceptable stereotypes in the media become fodder for negative stereotypes in mainstream American society.

HEALTH RISKS, NUTRITION ASSESSMENT AND DISEASE PREVALENCE AMONG AFRICAN IMMIGRANT GROUPS IN ATLANTA GEORGIA Background: Though past studies have suggested immigrants are generally healthier than the native population, the immigrant acquisition of chronic diseases, such as obesity, hypertension and diabetes, over time, is poorly understood among African immigrants. Objective: The objective of this study was to evaluate the health status, health risks chronic disease prevalence, and acculturation among immigrants from Ghana, Kenya and Nigeria. Participants/setting: 130 adult African immigrants living in Atlanta and attending any of four church health fairs. Participants completed anthropometric, health status assessments and a Home Environment Family connections Survey. Main outcome measures: BMI, waist circumference, blood glucose, blood pressure, fruit consumption frequency, availability of sugared sweetened drinks and physical activity were assessed and compared among African immigrant groups. Statistical analysis: Prevalence was calculated. Independent sample t-test, one-way ANOVA, and Pearson correlation coefficients were used to compare anthropometrics while demographic and categorical survey data was compared using chi-squared tests. Results: There was a statistically significant difference in the mean BMIs of African Immigrants (Nigeria and Ghana) (p=0.013) but not in the waist circumferences (p>0.05). High blood pressure prevalence in Ghanaian, Nigerian and Kenyan immigrants was 42.6 %, 36.8 %, and 25.8 % respectively. The prevalence of diabetes in Ghanaian, Nigeria and Kenyan immigrants was 18.8 %, 11.8 %, and 4.9 % respectively. Obesity prevalence in Nigerian, Kenyan and Ghanaian immigrants was 52.6 %, 45.8 %, and 31.1 % respectively. There were no statistically significant associations between the Years of Stay status and disease prevalence (p>0.05). There were no statistically significant associations between the BMI status and the availability of sugared sweetened drinks in the household, fruit consumption frequency, or the physical activity of African immigrants. Conclusion: African immigrants appear to have a slightly lower prevalence of diabetes, but a higher prevalence of hypertension and obesity than the United States population. Acculturation did not play a strong role in determining the health trajectories of African immigrants. Grouping immigrants by their country of origin does provide another important dimension in understanding the variation in immigrant health as each group had significant differences in the prevalence of diseases.

This study evaluated the efforts of the Fulton County Court Appointed Special Advocate (FCCASA) Program and its effectiveness in permanency planning. Permanency planning refers to efforts to move children through the court system in a timely and efficient manner. Fulton county Court Appointed Special Advocates (CASA) volunteers collaborate with parties who have a legal interest to children involved in deprivation and neglect proceedings. The outcome of permanency is measured by the following outcome indicators: average number of months (in the past year) children in the CASA program are under court jurisdiction; percent of CASA children dismissed from court custody at six, twelve, and eighteen months after being assigned a CASA; and percent of CASA cases that experienced case closure with the court during the past 12 months. A sample of 25 children having a CASA ordered and assigned to their case was compared with a sample of 25 children who had no CASA assigned to their case. A chi-squared test, t-test, and ANOVA were used to interpret the frequency data collected on child outcomes variables related to time spent under court jurisdiction. The use of the ecological model allows for cases to be looked at individually, while also providing a holistic view of the interconnected and inseparable relationship of which individuals are a part. This scientific and systematic approach provides better insight in to why CASA volunteers are more effective in promoting permanency for children involved in deprivation and neglect proceedings in the Fulton County Juvenile Court. A brief narrative hignlights the findings and results of the study. Finally, this evaluation provides implications for social work practice that assess the strengths and weaknesses of having a volunteer program such as Fulton County CASA advocate for abused and neglected children involved in deprivation cases.

This study exams the association between socioeconomic characteristics (SEC); Political Knowledge, Familiarity and Engagement (PKFE), Voting Attitudes (VA), History of Voting (VH), and Voting Participation (VP) among black women voters in Keysville and Atlanta, Georgia. A cluster sampling technique was employed for this study which produced a sample consisting of 218 black women in Keysville and 246 black women in Atlanta. The conceptual model of this study included a series of structural equations designed to inquire into recent voting participation. Data analysis was conducted at both descriptive and inferential levels. Results among black women in both locations indicate that select socioeconomic variables influenced familiarity with election processes. Voting attitudes is also influenced by familiarity with the process of elections. Voting history, specifically, registering to vote, influenced Political Knowledge, Familiarity and Engagement in both urban and rural areas. In Atlanta, being a registered voter influenced their voting participation and in Keysville, consistent voting at all electoral levels (local. stale, and federal) was influenced by voting in person as a replacement for use of an absentee ballot. In Atlanta, knowledge of Georgia politics influenced recent voting participation in the 2006 Presidential elections, while select engagement activities influence their voting participation in the last state elections. Among Keysville, knowledge of state and local level influenced their recent voting participation in both the last primary and local elections--their attendance in town hall meetings also influenced their participation in these elections. Findings suggest that the black church plays a significant role in engaging black women in political process; creating local black women caucuses can affect elections outcomes local, state, and national levels; organized efforts should be made to target unregistered black women: and political parties should include more black women into the party structure. Implications for future studies should consider larger samples size to add greater validity to study findings among broader black women voters.
