Résumé :
The focus of this essay is Smith’s unpublished manuscript on the Observations of the Nature and Uses of Trees that he attached to the final report of his 1801-1802 colonial surveys tabled by the treasurer Mr. Michael Wallace in the Nova Scotia House of Assembly on 9 March 1802. The existence and importance of this unpublished manuscript was noted on 26 June 1866 at the Field Meeting of the Nova Scotian Institute of Science held at Ashbourne. Smith uses common names and Linnaeus’s taxonomic system of classification to identify and describe the distribution, habitats, and European and Indigenous uses of specific tree wood, bark, leaves, and fruit.

Résumé :
This article examines references to foreign practices and models during the early years of operation of the Moscow Provincial Zemstvo Assembly. The 1864 zemstvo statute established general areas of operation for the new organizations, but left the delegates themselves to work out the details of particular programs. In the discussions that ensued, delegates made regular reference to foreign practices to bolster the case for their preferred policy solutions. The article focuses on two issues in particular, both of which were heavily debated in the first three years of Assembly meetings. The first concerned a proposal to establish an all-zemstvo land bank, and the second related to the establishment of a Moscow teachers training institute. Both issues stretched over several meetings, with detailed proposals subject to strict scrutiny from the assembled delegates. In both cases, references to foreign models occurred with great frequency. The supporters of these initiatives referred to a myriad of foreign countries, suggesting that no one country was seen as the sole proper model for Russia’s future progression. We see the use of foreign models from the sponsors of these particular initiatives, but also from those who criticized various aspects of the proposal. The critics did not dispute the utility of foreign models; instead, they proposed other countries as more appropriate examples. The debate was not about whether Russia should follow precedents from Western Europe, but rather about which particular precedents were most useful. The discussions show that no one single model predominated; delegates cited precedents from different countries on different issues. Though the zemtsy conceded that Russia had certain characteristics that made it distinct from the countries they cited, they remained steadfast in their belief that exemplars from abroad were the best model to follow.

Résumé :
The establishment of the Spanish Reformed churches from 1868–72 was characterized by the desire of Scottish missionaries to create Reformed congregations as an alternative to the Roman Church. Largely imbued with the postmillennial view of our Lord's return, Scottish missionaries labored to impart the theology of the Puritans and the Westminster Confession and to convert the Jews, hoping that their endeavors would usher in the return of Christ. Their activities resulted in the first General assembly in 1869, the establishment of the Spanish Christian Church (ICE) in 1871, and the adoption of a common Confession of Faith and Psalter in 1872.

Résumé :
Introduction The permeation of feed gas through a proton exchange membrane (PEM) affects a PEFC performance [1, 2]. The temperature and relative humidity (RH) dependences of the hydrogen and oxygen permeability through the perfluorinated sulfonic-acid (PFSA) membrane were investigated. A membrane is considered to consist of a bulk layer sandwiched between skin layers [3]. In this study, by measuring the hydrogen and oxygen permeation flux through a membrane and plotting the permeation resistance against the membrane thickness, the bulk layer effective diffusion coefficients and the skin layer mass transport coefficients of PEM and membrane electrode assembly (MEA) were examined. Experimental Nafion™ NR-211, NR-212, and N115 (Chemours) with different thickness (at RH of 50 %), 25.8, 51, and 127 μm, respectively, were used as PEM. Catalyst layers made of Pt-loaded carbon (Pt 50 wt%) and Nafion ionomer (I/C = 1.0) with a thickness of 8.5-10 μm on both sides of PEMs were prepared as MEA. They were installed separately in a Japan Automobile Research Institute (JARI) standard cell whose active area was 5.0 cm×5.0 cm. The cell was placed in the constant temperature and humidity oven (ESPEC, LHL-113) and the relative humidity of the supplied gas was controlled by the bubbler temperature. The hydrogen and oxygen fluxes through a membrane were measured at cell temperatures of 60-90 °C and RH of 0.2-1.0 (moisture content λ = 1.7-10.5) with different partial pressures of nitrogen diluent gas. Permeate gas was quantified by a gas chromatograph (Agilent 990 micro GC, column: MSieve5A, detector: TCD). The schematic drawing of the measurement system is shown in Fig. 1. Results and discussion The permeate gas flux through a membrane, Nj (j = H, O), is expressed asNj = k pj Δpj , where k pj is the gas permeance and Δpj is the partial pressure difference between the supply side and the permeate side. Fig. 2 shows the temperature and RH dependences of O2 permeance through PEM and Fig. 3 shows the permeation resistance against the membrane thickness. k pO increases with increasing RH and 1/k pj becomes lower at higher temperature. The permeation resistance through MEA tends to be lower than PEM. By assuming that Nafion has a bulk layer and skin layers [3], the bulk layer and skin layer resistances were separated from a slope and an intercept of trend lines in Fig. 3. The permeation resistances through MEA do not have y-axis intercept. The fused layer can be created by hot press process in manufacturing MEA and an x-axis intercept might be a fused layer thickness. It is easier to permeate gas through the fused layer than the skin layer of PEM. The temperature dependences of the bulk layer effective diffusion coefficient, D ej (B), are shown in Fig. 4. D eH (B) and D eO (B) of PEM and MEA are on the same line, with activation energies, E a, of 23.9 and 20.6 kJ/mol, respectively at λ = 6. D ej (B) can be formulated as follows: D eH (B) = (4.26×10-11 + 6.50×10-11RH) exp(-E aH/R (1/T-1/T ref)) m2/s D eO (B) = (8.16×10-12 + 3.39×10-11RH) exp(-E aO/R (1/T-1/T ref)) m2/s T ref = 353.15 K, E aH = 0.65 λ + 20.0 kJ/mol, E aO = 21.2 kJ/mol, Reproduced D eH (B) and D eO (B) are shown in Fig. 5. The skin layer mass transport coefficient, k pj (S), can be obtained from the y-axis intercept of a trend line in Fig. 4 and it shows that only PEM has skin layers. It is necessary to consider the gas permeation through MEA not through PEM in designing PEFCs because using the transport properties through PEM may lead to overestimate the performance. Conclusions By measuring the hydrogen and oxygen permeation flux through PEM and MEA in PEFC, the bulk layer effective diffusion coefficients and the skin layer mass transport coefficients of hydrogen and oxygen were obtained. The bulk layer effective diffusion coefficients of PEM and MEA were found to be the same and the temperature and RH dependences of D ej (B) were formulated as a function of temperature and RH. The skin layer mass transport coefficient appears only in PEM. Résumé :
This thesis examines the effect regionalism had upon North Carolina and Virginia during the 1847-1862 legislative battles over the Danville, Virginia, to Greensboro, North Carolina, railroad connection. The first chapter examines the rivalry between eastern and western North Carolina for internal improvement legislation, namely westerners’ wish to connect with Virginia and easterners’ desire to remain economically relevant. The second chapter investigates the Tidewater region of Virginia and its battle against the Southside to create a rail connection with North Carolina. The third chapter examines the legislation for the Danville Connection during the American Civil War in the Virginia, North Carolina, and Confederate legislatures. Through an examination of voting patterns and public opinion, this thesis finds that, despite Confederate President Jefferson Davis’s designation of the Danville connection as a military necessity, regionalism overcame Confederate nationalism during this instance.

This thesis aims to analyse the political articulation of measures of control over the ministers\' decisions - parliamentary proceedings to obtain informations about ministerials\' decisions, and to promote ministers\' accountability - during the First Legislature (1826-1829) with the aim to consolidate the representative constitutional hereditary monarchy system proclaimed by the Charter of 1824, in order to establish limits to the royal prerrogatives established by the constitutional text and to construct a possible and feasible role to the emperor, in view aspirations of the various economic and social sectors of the provinces represented in the General Assembly. From the reflection on the relationship between constitution and accountability in political theory and in the legal and constitutional experiments made in England, in North America, in France and in Portugal to enable the understanding of the meaning of the concept of responsive and accountable government in the 1820s, this thesis shows how the Chambers\' members - especially the opposition\'s members - had achieved their purposes, as well the political and institutional achievements had accomplished during the four first legislative annual sessions. With this thesis is intended to contribute to the understanding about how has established, in the political and institutional practice, a dialogue between the members of the Legislative, Executive and Moderator Powers to which the concept of responsive and accountable government had a central role.

Moeller, Lena. « Studying biological assembly of ion channel complexes ». Thesis, 2020. http://hdl.handle.net/1866/24845.

Ion channels are key macromolecular complexes expressed in all cell types and are involved in various physiological processes including the generation and propagation of action potentials. Defective channels lead to severe diseases including epilepsy, arrhythmias and pain syndromes making them an interesting potential drug target. To improve our understanding of these biological assemblies and eventually find specific treatments for channelopathies, it is crucial to study the structure and function of ion channels. The main purpose of this thesis has been to investigate such structural and functional details of three ion channel complexes from the field of pain sensors and voltage-gated potassium channels using fluorescence and electrophysiological techniques. In the first project, we studied the stoichiometry of heteromeric Kv2.1/6.4 channel complexes (chapter three). Single subunit counting (SSC) allows to directly count the number of fluorescently labeled subunits by determining the number of irreversible, step-wise photobleaching events. To determine the most probable stoichiometry, we used weighted likelihood calculations and found that Kv2.1/6.4 channels express in a 2:2 arrangement. More precisely, functional studies of concatemeric channels (performed by our collaborators) illustrate that Kv6.4 and 2.1 subunits need to be arranged in an alternating fashion. The second project was also based on SSC experiments and aimed at determining the oligomeric state of the novel ion channel TACAN (chapter four). We found a significant amount of channels in the intracellular which caused background fluorescence in traditional SSC experiments performed in cells. To improve the signal to background ratio, we performed SSC experiments on purified channels that were immobilized on Ni-NTA functionalized glass coverslips. Using the model selection method described in the first project, we found different oligomeric states and propose that native TACAN channels assemble as tetramers which are unstable when solubilized in detergent. In the last project, we investigated the structure-function relation of the auxiliary DPP6 subunit in Kv4.2 channel complexes (chapter five). Here, we progressively truncated DPP6’s 700 amino acids long extracellular domain and studied its effect on macroscopic currents using the cut-open voltage clamp technique. We found that DPP6 subunits with a short extracellular domain fail to modulate the channel properties as efficiently as the full length DPP6. More precisely, the second half of the extracellular b-propeller domain of DPP6 is responsible for drastically accelerated channel inactivation. Based on the crystal structure of the extracellular domain, we proposed that a stable b-propeller domain and possibly DPP6 dimer formation is responsible for destabilizing the open channel state efficiently.

This thesis investigates the development of political parties and the origin of party loyalty in the legislative Assembly in Lower-Canada between 1791 and 1840. To do so, this thesis conducts a systemic analysis of the legislative behaviour of the Members of Parliament (MPs) with the loyalty index and the Optimal classification developed by Poole (2005). It demonstrates that language is the most salient issue of division among MPs in the first Parliaments, and that constitutional issues (reformists against conservatives) are the primary causes of conflict in the two last Parliaments. Moreover, we found that there is no clear divide between MPs according to their social status, the type of district in which they are elected, their occupation or their parliamentary experience. Finally, we also hypothesize that Members of Parliament do not tend to organize along party lines; instead they vote according to their individual preferences.

Hicks, Bruce M. « Societal cleavages and institutional change in Canada : retention, reform and removal of nominee councils ».

By conceiving of any society as having two dominant cleavages, one ‘social’ and one ‘partisan’, this dissertation develops a theory on institutional change. The initial hypothesis that social groups created by the former will act to restrain institutional change and that change will occur when a partisan group emerges that can cross the social cleavage was tested by processes tracing the changes which were proposed and which occurred to the appointed councils established in British North America. These councils were modified a number of times, becoming second chambers in the provincial legislatures, and were eventually each abolished. The evidence found supports the hypothesis, though it is not sufficient to have a partisan group that can cross the cleavage drive change, a partisan debate over the change was necessary. This also challenges the prevailing theory that social cleavages lead to political party formation, suggesting the benefit of using these two cleavages for the study of institutions.

Ekomodi, Totshingo Patrice.

Authorization to use force is a practice whereby the Security Council allows member States of the United Nations or regional arrangements or agencies or the Secretary General of the United Nations to use military coercion. Such authorization circumvents the wrongfulness of using force in international relations as prohibited by article 2, § 4 of the UN Charter. It is obvious that this practice does not match the letter of the Charter, but it derives its legitimacy from the fact that it allows the Security Council to fulfill its primary mission of maintaining peace and security, since the system of military coercion under the Charter is inapplicable in practice. Nonetheless, this practice is marked by ambiguity: sometimes it appears as a UN intervention, and yet sometimes as a unilateral action of certain powers capable of conducting major operations. This ambiguity is exacerbated by the issue of presumed consent to intervene in various conflicts that some States attribute to the Security Council. In fact, the practice of authorization reinforces a hawkish tendency that characterized earlier periods. It can, if unchecked, undo the legacy of the law against war (jus contra bellum) of the twentieth century, which was the fruit of much effort in the history of international relations. The most serious danger is that hard-won negotiated achievements be thrown easily overboard and without delay, in order to serve short term goals.

Résumé :
Mark Twain’s competitors profited from division by publishing books from both North and South, but Twain attempted to profit from division by publishing books on either side of a northern divide between Ulysses S. Grant and George B. McClellan. McClellan’s Own Story was assembled posthumously by McClellan’s friend and editor William Cowper Prime, who included several private letters exchanged between McClellan and his wife, Ellen. These letters show three aspects of McClellan that have not received as much attention as the caricature of him as an overly cautious whiner. One aspect is McClellan’s religious sensibility, reflected in his many references to an ideal of Christian warfare. This aspect surfaces in his famous and controversial Harrison Landing letter, written to Abraham Lincoln in July 1862. A second aspect emerges in McClellan’s characteristic use of What-If counterfactual rhetoric. Many have dismissed this rhetoric as self-serving defensiveness, but it is more than that. A third aspect emerges in McClellan’s empathy and emotional connection with his soldiers. This aspect points to the power of emotional identification that continues to charge Civil War memory.

Résumé :
This chapter details events that occurred in 1819. In the opening days of the year, Jefferson witnessed his life’s last major achievement. After years of preparation, the University of Virginia was approved, its charter passed by the state’s General Assembly on January 25. Officially instituted, Jefferson’s university yet still seemed somewhat aspirational in 1819. Much remained to do down below in Charlottesville. It would take time to attract sufficient students, and the construction of adequate buildings would extend through 1826, the same year that Jefferson died. Overseeing the school’s staggered start, Jefferson ensured that the end of his life also helped to advertise his fledgling university. His memorial, planted on Monticello’s own grounds, would proudly commemorate the college.

Résumé :
Abstract The dominance of ‘Ireland’ in this period of Gladstone’s life. is obvious enough. The circumstances of 1886 gave Gladstone, as he saw it, a clear role: the duty of leading a Liberal majority to pass a second and successful Government of Ireland Bill. The Home Rulers would show the genuineness of their commitment to a devolved Assembly, their moderation the more remarkable under the provocation of Unionist coercion; the purged Liberal party would win the next general election outright with a significant majority, and would pass a Government of Ireland Bill (with the Home Rulers in support but at a distance) which the Lords would not dare reject; Gladstone would then retire.

Résumé :
Chapter 3 covers the years in which the Illinois state capital moved from Kaskaskia to Vandalia to Springfield, focusing on legislative and judicial debates surrounding the Black Code, which limited the rights of free blacks, and the euphemistic practices of indentured/involuntary servitude and apprenticeship contracts. As antislavery populations surged in northern Illinois, political and legal opinions about blacks shifted. The 1832 Black Hawk War, a land dispute involving the Sauk and Fox, led to the 1833 treaty that removed Native Americans from the state. The Illinois General Assembly, including in 1836–37 representatives Stephen Douglas and Abraham Lincoln, chartered state banks that failed; set up internal improvement schemes that indebted the state; and ultimately supported completion of the Illinois and Michigan Canal (1848).

Résumé :
Generally, sealed joints are not absolutely tight. Only a certain (finite) tightness can be reached. In this connection the following aspects are of importance: • the tightness requirement (depending on the medium to be sealed), • the suitability of the design of the joint for the intended application, • the gasket characteristics, • the strength and tightness proof, and • the required assembly bolt load. An optimized tightening capability of the gasket in a bolted flange connection is reached by means of adequate assembly bolt load and corresponding gasket deformation. The leakage channels in the body of the gasket as well as the leakage paths between gasket surface and the flanges sealing faces are closed. Depending on the required tightness and the type of medium a minimum gasket stress has to be applied during assembly. The higher the pre-deformation of the gasket during assembly the lower is the required gasket service stress for the intended tightness class. Both the required gasket stress for assembly and service condition are depending on the internal pressure and the medium to be sealed. These two gasket characteristics are to be determined by means of a leakage test. First of all, the required tightness class of a bolted flange connection has to be defined. Thereafter the flanges, bolts and the gasket are chosen (material, dimensions). On the basis of a calculation of the bolted flange connection the required assembly bolt or gasket load is determined and — if necessary — tightness and strength proof are carried out. Last but not least the defined assembly bolt load has to be applied with sufficient accuracy and limited scatter.

Résumé :
Abstract Level of automation (LoA) is increasingly recognized as an important principle in improving manufacturing strategies. However, many automation decisions are made without formally assessing LoA and can be made based on a host of organizational factors, like varied mental models used by managers in decision-making. In this study, respondents (N = 186) were asked to watch five different assembly tasks being completed in an automotive manufacturing environment, and then identify “how automated” or “how manual” they perceived the task to be. Responses were given using a visual analogue scale (VAS) and sliding scale, where possible responses ranged from 0 (totally manual) to 100 (totally automated). The activity explored how and when individuals recognized the automated technologies being employed in each task. The tasks of the videos varied primarily by whether the human played active or passive role in the process. Focus group comments collected as a part of the study show how rating patterns revealed functional systems-level thinking and a focus on cognitive automation in manufacturing. While the video ratings generally followed the LoA framework discussed, slight departures in the rating of each video were found.
