This volume reflects the perspectives of a diverse group of primary stakeholders interested in responsible gambling activities and programs. It also marks a watershed moment in the activities of the International Group on Responsible Gambling. The Reno Model, introduced by Blaszczynski, Ladouceur, and Shaffer in 2004, has provided the seminal architecture for understanding, creating, and implementing responsible gambling activities and programs. This model stimulated considerable interest and growth of responsible gambling activities around the world. This development contributed to the establishment of the editors’ international working group on responsible gambling—and the need to bring together a variety of divergent perspectives associated with responsible gambling. Stakeholders often overlook these viewpoints, protect a narrow view of responsible gambling, and avoid the scientific evidence associated with responsible gambling. Consequently, the primary purpose of this book is to discuss and formulate guidelines, elaborate principles, and stimulate discussion related to responsible gambling policies and activities. In addition, this book emphasizes the continuing need to empirically evaluate the efficacy, reach, and influence of responsible gambling activities. The contents of this volume represent the viewpoints of key stakeholders who are vested with the obligation to minimize harm and protect consumers (e.g., regulators, governments, academics, clinicians, individuals, gamblers, and the general community). This first-of-its-kind book provides an overall summary of the respective viewpoints, insights, and critical but constructive suggestions relevant to advancing the aims and objectives of responsible gambling.

As gambling becomes more popular, more people will be exposed to it; thus, the prevalence of and demand for gambling-related treatments are expected to increase. Pathological gambling (PG) is the most severe level of gambling compromise, characterized by unrestrained gambling to the point of financial and psychosocial harm. Classified among the impulse control disorders, PG resembles other addictive disorders. A host of scales for screening and diagnosing PG are available for both the specialist and the general practitioner. The diagnosis of PG, like that of other addictions, is based upon signs of loss of control over the target behavior (i.e., gambling), dose escalation (increasing amounts wagered to get the same excitement as in previous bets), withdrawal-like symptoms, psychosocial harm, persistent desire, and persistent betting despite the negative consequences. Its treatment requires thorough assessment of psychiatric related conditions, motivational intervention, gambling-focused psychotherapy, relapse prevention, and support for maintenance of treatment gains. Psychopharmacological tools to treat craving and gambling recurrence are an incipient but promising field.

Commercial gambling has developed in the past few decades into a complex enterprise that is at once a recreational activity, a global profit-making industry, and a potentially harmful behavior. New technologies, large for-profit corporations, and extended legalization, have changed the contexts and traditional roles of gambling. Using a public interest framework, this book discusses gambling policies that will best serve the public good. The book critically evaluates the scientific research on regulations designed to prevent or reduce the individual and collective harm from the activity. Efficient methods have a high probability of success if adequate consideration is given to the complexity of the problems. The difficulty is political: the use of these methods most likely conflicts with financial considerations. Problem users bring in the largest share of the money to the trade. Preventing gambling-related harm is rarely possible without limiting the overall volume of the activity.

This chapter considers whether corporate social responsibility (CSR) across ‘addictive industries’ is a vehicle for corporations to make a positive contribution to the health and welfare of consumers, and in turn, to society, or is a fig leaf used as part of wider corporate strategy. The chapter argues that CSR is used to promote ineffective actions by corporations in responding to the health harms of their products, while simultaneously undermining effective statutory action. Examples of CSR by the tobacco, alcohol, and gambling industries are used to examine these activities within the context of strategic corporate activity. We argue that CSR should be viewed critically and that its strategic deployment should be regarded as strands of marketing and lobbying rather than as corporate altruism. Despite many claims, CSR does not contribute positively to reducing harm associated with addictive products and services: our analysis suggests that this was never the intention.

This chapter draws on cognitive–affective science findings about categorization in order to contrast more typical disorders with more atypical disorders. It focuses on a few atypical mental disorders (substance use disorders, pathological gambling) as key exemplars. Some moral implications for individual and public healthcare are considered, with a focus on the ethics of collaborations between clinicians and those involved in industry. Collaborations between academic institutions and industry partners raise the potential for conflicts of interest and other problems. The pharmaceutical industry is sometimes viewed as a ‘good’ industry that can go wrong, while the tobacco industry is viewed as a ‘bad’ industry that can do no right. The alcohol and gambling industries present a continuum of benefits and harms that needs to be acknowledged, and there are important opportunities for these industries to do more good for those suffering from or at risk for substance use and related conditions.
