Since gained its independence in 1991, energy management has become the most important factor in the development of Kazakhstan’s economic and foreign policy. This is due to the presence of widespread deposits of natural energy resources in the bowels of Kazakhstan. This forms the energy security and essential basis for the economic independence of the Republic of Kazakhstan. The study, first of all, looks at Kazakhstan’s foreign policy and the links between foreign policy and energy sources. In particular, attention is paid to the role of oil in shaping Kazakhstan’s foreign policy as an active participant in the highly competitive energy resources market. The energy potential of Kazakhstan, the entry of Kazakh oil into the world market and the obstacles created by Russia for Kazakhstan in this process are investigated next. Other problems in the region are analyzed, including border issues with neighboring countries, as well as the impact of energy demand in China on Kazakhstan’s foreign policy. In this regard, the main focus of the study is the analysis of Kazakhstan’s energy resources rich in oil reserves, and the analysis of the multilateral energy policy of the Astana Government since independence and has been gained since.

Under Jokowi’s administration, Indonesia promotes “down to earth diplomacy” or also known as “pro-people diplomacy” by which he declared that Indonesia would focus on domestic affairs. It seems this policy will mostly be inward-looking paradigm compared with his predecessor, Susilo Bambang Yudhoyono, who emphasized strengthened role of Indonesia in the region with his “zero enemy and thousands friends”. The focus on domestic needs has raised concern from many observers on the less of Indonesia’s presence in international stages. But if we see the dynamic today, it seems not the case to underestimate Indonesia role in global stage. Against these background, the central question of this article is; how is pro-people diplomacy constructed and what challenges that are possessed? By adopting pro-people diplomacy Indonesia has received strong international concerns of Indonesia aggressive way in dealing with foreign issues. Does pro-people diplomacy has taken Indonesia to move away from its presence on international stages? This article emphasizes that while pro-people diplomacy has focus on domestic needs, but Indonesia’s engagement is even stronger.Keywords: Jokowi, Indonesia, foreign policy, pro-people diplomacy

This paper explores the diverse ways Chinese policymakers view the foreign policy process in China. Two approaches characterize conventional accounts of the foreign policy decision-making process. One of these, based on Graham Allison's rational, organizational, and bureaucratic politics models, focuses on intragovernmental aspects of foreign policy decision-making processes, while the other highlights extra-governmental domestic and foreign factors. However, these approaches have neglected the question of who leads foreign policy and how state, society, and grassroots interact through coalition. We interviewed Chinese scholars and foreign policy experts using Q statements to explore China's foreign policy response to South Korea's deployment of THAAD. Our findings offer new theoretical insights into China's foreign policy process by identifying statedriven, grassroots-based, and state-society coalition models.

This article investigates the role of ideological difference in shaping threat perception and foreign policy preference in South Korea and the United States. Increasing ideological polarization has created different threat perceptions and foreign policy priorities within and between these allies, particularly regarding the geostrategic challenge of China. This research analyzes how strongly ideological differences are associated with threat perception, especially regarding China, and how such different ideologies lead to different foreign policy preferences in addressing those threats. To this end, this study analyzes survey data on the South Korean and American voters' understanding of the ROK-US alliance. Empirical analysis reveals threat perception varies by ideological difference in both countries. Data analysis also shows that both conservatives and progressives in South Korea view the US as a preferable foreign policy partner and support South Korea's joining the Quad, which contradicts the conventional understanding that progressives are not closer to the US. Meanwhile, conservative respondents both in South Korea and the US are pessimistic about the future coordination of the alliance as conservatives in South Korea prioritize North Korea's denuclearization, which might be in conflict with the US priority of countering China, while the conservatives in the US are concerned by South Korea's closer relationship with China. These results thereby necessitate the imperative of closer coordination to address pressing issues in the region but also a deeper investigation of the longer-lasting determinants of ideological differences in the two countries.

The aim of this article is to assess of the process of creating the communication of Poland with foreign compatriots and to identify the possible changes in Polish law, which is limiting the efficiency of the Polish Card now. The author presents the analysis of premisses and circumstances of the introduction the Polish Card to the domestic legal system. In the first part of the article we will find the analysis of the factors resulted mass-resettlements after the World War II and after 1990. The discussion on assumptions of the Polish Card Act, critical arguments and statistical data will be presented in the next part of the article. In the further part the legal changes introduced after 10 years since passed the Polish Card Act will be analysed. Conclusions include assessment and forecasts of the Polish Card.

This paper focuses on the foreign policy analysis (FPA) and the decision–making approach of Richard Snyder, particularly as one of the classical approaches for analyzing the decision-making process in foreign policy (FP) of the world's governments. The purpose of this research is to investigate Snyder's contribution to foreign policy analysis. In addition, the qualitative method is employed to collect the desired data. The result demonstrates that the foreign policy decision-making (FPDM) is one of the traditional approaches which emphasizes individual and group based dynamic as it is disclosed by Snyder and his colleagues. Similarly, it is one of the most significant academic ways to analyzing states foreign policy in international politics (IP) and can still be used to analyze countries' FP. Also, this approach as a theoretical framework is one of the fundamental FPAs that is regarded as a subfield of international relations (IR) and it evaluates the effect factors of the state FP.

Washington's active foreign policy and US claims to the role of world leader are supported by American society in recent decades. The informational basis of this work is the analysis of the sociological surveys of leading American research centers, statistics, academic articles, as well as official documents on the studied issues. The study revealed the peculiarities of the perception of traditional and new threats to national and international security by the American elite and society. The author traces the connection between official foreign policy doctrines and the opinions of American citizens regarding Russia and China. Pakistan has liberalized Foreign Investment Laws and Policies towards the foreign investors; particularly towards its “Iron-brother”, China. The relation between both countries has reached its indissoluble point where both of the countries are supporting each other with favorable policies. This study examines the impact of CPEC policies and Foreign Investment Law and Policies on economy of Pakistan. The study has conducted a Systematic Literature Review (SLR) and Thematic Analysis (TA) to dive deep in to the literature. It was concluded that investor-friendly policies from the side of Pakistan and the operations of China Pakistan Economic Corridor (CPEC) have proved to be favorable for the economy of Pakistan. However, consistency in these policies is required to further accelerate the economy.

This study aims to find out China's foreign policy in carrying out its economy which is characterized by its own economy, as a communist country but China does not carry out a complete communist economic system. Since 1978 the Chinese government has reformed a more planned economic system which is more market oriented. Thus the higher-ups increased the power of local leaders and installed managers in industry, allowing small-scale enterprises in services and light production. This study uses qualitative research by collecting data sources in the literature and then analyzing them according to the research objectives. China also uses politics in its economic cooperation with other countries, namely by setting the condition that countries wishing to establish cooperation with China must agree to China's claims to Taiwan and sever official relations with the Taiwanese government. Data analysis shows that China's foreign policy making is still traditional communist style, which has continued its leadership from the beginning such as Mao Zhedong to Xi Jinping. China as a communist country with foreign policy makers centered on one central command. It can be interpreted that China's foreign policy is determined by the leader of the country and the people around him. The conclusion of this study is that in deciding a Chinese foreign policy through the Think Tank group or the Politburo in its government.

Monetary policy is an integral part of economic development strategy in any economy due to its significant impact on economic sustainability. It has been an effective tool for regulating the economy through several tools. Nowadays the use of monetary policy tools to manage economic growth processes is a common practice in all market economies by balancing money supply and demand in domestic markets, increasing the benefits from foreign trade by exchange rate and overall financial flows by monitoring inflation rate trends. However, most effective tools are refinancing rate, mandatory reserve requirements and sterilization operations, which have direct linkages to financial flows, money supply, inflation, and exchange rate. In this paper, the author examined the impact of monetary policy tools on economic regulation in Uzbekistan by analyzing the relationship between monetary policy tools and economic growth. Empiric analysis revealed that monetary policy tools influenced positively on economic growth with a long-term relationship.

A retrospective analysis and assessment of the current state of Ukraine’s foreign economic activity during the years of independence was performed in the article. In particular, the volume of export-import and investment activities, indicators of economic openness, geographical and commodity structure of exports and imports were analyzed. According to the results of the analysis, it was determined that in the process of independence and development of the national economy of Ukraine there is a transformation into an open economic system that tries to take advantage of international economic cooperation, develop all forms of international economic relations. However, due to inefficient international specialization, slow restructuring of the national economy, inefficient foreign trade management, the level of competitiveness and investment attractiveness of Ukraine in the world market remains low. The export-oriented model of economic growth with the predominance of low-tech exports has led to the extensive nature of economic development, which remains energy-intensive, low-productive, poorly diversified, uncompetitive and dependent on external sources of raw materials, energy resources and world markets. It is positive that Ukraine has changed the vector of orientation in foreign economic activity and the European Union is gradually becoming the largest and main foreign trade partner. Such a trend, given the geopolitical, geo-economics and historical European position of Ukraine, should remain one of the priorities of Ukraine’s foreign economic policy. The article concludes that the system of foreign economic regulation of Ukraine needs radical changes, which should begin with a review of foreign economic policy of the state which should be aimed at increasing export potential, product diversification, introduction of innovative technologies to ensure a sufficient level of competitiveness of domestic goods in world markets.

Abstract This article examines oversight over foreign policy-making by the Brazilian National Congress, specifically whether the use of oversight tools at their disposal by Senators and Deputies conform to the ‘fire alarm’ or ‘police patrol’ models. This is done by recording and analysing requests for information and summonses to ministers filed in the Chamber of Deputies and the Federal Senate between 1991 and 2014, especially those directed at the Ministry of Foreign Relations. We also compare the use of these instruments in respect of foreign policy to their use in respect of other portfolios. Lastly, analysing the content of these requests and summonses leads to interesting conclusions about how these instruments are used politically, notably in terms of the government-opposition ideological divide.

Indonesian foreign policy is considered as a uniqe and rare policy. This is because the main focus of Indonesian foreign policy is Free and Active. For country like Indonesia which had just got independence in 1945, the country is considered as a country with a pioneer foreign policy to stand in a non-block. Therefore, Indonesia was quite popular with non-block movement and Bandung Conference in the Cold War Period. This paper discusses Indonesian foreign policy and match its policy with underlying theory of Foreign Policies: Realism, Idealism, and Constructivism. Moreover, this essay also analyses Indonesian Foreign Policy through Middle Power Concept. Additionally, this essay also explains the practices of Indonesian Foreign Policy in current years, especially under Joko Widodo’s Administration. Last but not least, the author also reveals Indonesian foreign policy and its relations to media, society or public opinion.

Abstract The article focuses on the interconnectedness of foreign policy environments to explain Slovenia’s opportunities and constraints for foreign policy action. During the period of pre-independence para-diplomacy, the building of an internal and external domestic environment successfully turned constraints (no international recognition) into opportunities (applying for membership of European and global intergovernmental organizations). In the second period - post-recognition - considering the absence of a strategic foreign policy document, the Slovenian internal foreign policy environment became a major constraint to seize foreign environment opportunities. This affected Slovenia’s accomplishments, notably after NATO and EU memberships were achieved in 2004. Although the Slovenian internal environment matured during the following period to adopt, in 2015, a comprehensive foreign policy strategy the recent turn in world politics (especially the European financial and economic crisis and the migration crisis) created for the first time a foreign environment for Slovenia that offered many fewer opportunities and far more constraints.

Abstract Across politics and public discourse, feminism is experiencing a global renaissance. Yet feminist academic work is divided over the burgeoning use of the term, particularly in reference to economic and international development policy. For some, feminism has been co-opted for neoliberal economic ends; for others, it remains a critical force across the globe. This article explores the nascent feminist foreign policies of Sweden and Canada. Employing a discourse analysis of both states’ policy documents, it asks what the term “feminist” meant in preliminary attempts at constructing a feminist foreign policy. It argues that although both use the term “feminist,” they understand the term very differently, with Sweden centering it in domestic and international commitments to change, while Canada places greater emphasis on the private sector. This suggests that this policy agenda is still developing its central concepts, and is thus ripe for intervention on the part of policymakers and civil society organizations.

The importance of personality in foreign policy analysis has garnered more emphasis in recent international policy research. Furthermore, a leader's eccentricities remain a critical component in determining foreign policy. As a result, the purpose of this study is to examine the significance of the personality approach in foreign policy analysis using pertinent cases. The data for this study were gathered from secondary sources such as textbooks, journal articles, and other secondary sources, and the data was analysed using content analysis. This research is grounded in Sigmund Freud's psychoanalytic philosophy. Furthermore, this study acknowledges that the influence of decision-makers' personalities in the analysis and promotion of foreign policy cannot be overlooked and remains significant in assessing the path of a country's foreign policy.

The relationship of the subsystem of foreign policy and defense of the state has a cause-and-effect character, but nevertheless with a more significant influence of foreign policy on the defense of the state. The state defense system is a relatively independent factor, but in practice, it functions as a means or an instrument of foreign policy, which contributes to the successful realization and protection of the unified state goals on the international plane. The basic question asked in this paper is "What kind of the relationship between the state sub-systems of foreign policy and defense can be considered optimal in the state's efforts to realize and protect vital interests in the current state of international relations"? Each of the aforementioned subsystems has its own specifics of organizing and functioning in the process of creating and practicing the foreign policy of the state. The attitude of the state's subsystems of foreign policy and defense is most visible in the legal normative arrangement, the contents of the foreign policy positions of the highest state managers and strategic documents, functional cohesion, participation in regional and global international initiatives and organizations, participation in multinational operations, as well as in the process of information supply state leadership need for foreign policy decisions. Through analysis and description of the current situation in the foreign policy and defense subsystem, as well as their mutual relationship, critical elements of the systems and processes have been identified in order to be able to overcome the projection of the foreign policy of the state.

Abstract This article seeks to explain the rise of pro-gender norms and feminist strategies in foreign policy, which are increasingly salient in global politics. How can this trend be theorized? In what ways is this development resisted and contested by other states and international actors? To what extent can we trace continuity and change in regard to gender and foreign policy? To address these major research questions and to spur cross-national comparative studies, this article advances a theoretical framework on gendering foreign policy. It draws on two strands of research, which rarely engage with one another: international feminist theory (IFT) and foreign policy analysis (FPA). We identify three ways in which comparative analysis of gender in foreign policy can be advanced: first, by highlighting the variations of pro-gender norms and enhancing the analytical assessment of cross-national trends; second, by generating a more robust explanation of the rise, embeddedness, and continuity of, as well as resistance to, pro-gender norms in foreign policy in similar and diverse contexts; and third, by examining both continuity and change in pro-gender norms in order to reveal the contestation around gender, which is at the heart of foreign policy.

For the purposes of this article it has been assumed that public opinion is a rapidly changing state of consciousness of large social groups, made up of more or less stable ideas and beliefs, relating to debatable issues, which has a direct or indirect impact on the current or future interests of society by its properties. This article aims to analyze the impact of public opinion on Polish foreign policy after 1989. The article assumes that: the public opinion has an impact on decisions affecting foreign policy, although the extent of this impact is very different and often is purely indirect; impact of public opinion in Poland on foreign policy increases, but still shall be defined only as incidental impact; public opinion in Poland does not determine foreign policy.
