Children’s picture books have developed relatively maturely in Western countries, and Chinese publishing houses have chosen imported children’s picture books as their first choice for a long time. Regarding the development of the domestic children’s picture book market, due to the short development time, there are currently only a handful of children’s books that truly integrate Chinese traditional culture, and the connotation has not been truly inherited and popularized, and the unique historical meaning has not been truly reflected in the market. resonate in children’s lives. As far as image design is concerned, due to the influence of foreign children’s picture books, domestic children’s picture books mostly focus on natural expressions of objects and lack deep cultural value and spiritual connotation. As a result, our country’s children’s picture books lack national characteristics. Traditional Chinese painting is part of Chinese cultural heritage and has a unique form of artistic expression that can embody the connotation of Chinese humanistic spirit. The integration of traditional painting elements with modern children’s picture book design not only shows the diversity of the children’s world, but also reflects the cultural characteristics and artistic styles of different nations. When applying Chinese painting elements in the design of children’s picture books, whether in terms of formal language or philosophical spirit, blind application must be avoided. Modern children’s picture book design concepts should be followed, scientifically absorbed and flexibly applied Chinese painting elements to create deep and refreshing works for readers. A children’s picture book with Chinese elements. When creating picture books, we must also combine them with current science and technology to make picture books more nationally distinctive and modern in design, in line with the development of today’s diversified era. Based on the unique artistic characteristics of traditional Chinese painting — composition, pen and ink, color, artistic conception and other elements, this article discusses its application and embodiment in contemporary children’s picture books. It conducts research and analysis on the works of outstanding contemporary picture book creators, and summarizes The application methods and principles of traditional Chinese painting elements in the design of children’s picture books, and explore the new development of traditional painting elements in the creation of children’s picture books.

The beginning of the 20th century is a period of creative and printing experiments in the Ukrainian art. New generation of Ukrainian books was born in this period. The illustration of the children's books was a significant part of this process. Famous Ukrainian graphic artists, such as H. Narbut, M. Zhuk, O. Sudomora, V. Kononchuk, took part in the creation of a new Ukrainian children's book. Some little-known artists also worked with them, and their creativity was an important part of the artistic process. Petro Lapyn was one of those artists. From 1917 to 1929, he worked with the famous publishing houses, such as Vernyhora, Derzhavne Vydavnytstvo, Proliski, Knyhospilka and Rukh. Children's books, illustrated by P. Lapyn, are kept in the funds of the Pedagogical Museum of Ukraine, the National Library of Ukraine for Children, Ivan Fedorov Book Chamber of Ukraine and private collections. We have found about 30 of his projects. But the information about the artist himself and his life is quite limited. One of the first books he illustrated was the poem of S. Rudanskyi «Vovk, Sobaka ta Kit» («The Wolf, the Dog, and the Cat»), published in black and white in 1918. This early Petro Lapyn's work revealed his artistic outstanding peculiarities: vibrant linear drawing, harmonious combination of text and illustrations, variety of graphic techniques and skills in the representation of characteristic features. The high point of the artist's career is the illustration of «Crows and Owls», I. Franko’s fairy tale, printed in 1926 (Kharkiv, Rukh). It demonstrates the animalistic works of the artist. There are typical structural elements in fairy tale books: vignettes, drop caps. P. Lapyn uses decorative handwritten fonts and silhouette drawings for them. His graphic creations are full of emotions. Specific features of his work are: humour, emotionality, anthropomorphism, careful attitude towards literary material, and consistently high level of drawing.

The article deals with definitions of «children's book», «book for children», «children's literature», «literature for children», «children's reading circle». The mentioned terms are divided into two groups. The first group includes those authors, who consider material and the structural aspects of book, its reader's purpose, printing and design. This issue was studied by S. G. Antonova, N. Z. Ryabinina, I. A. Zharkov, I. F. Pavlova, S. A. Karaichentseva. The second group considers genre and thematic characteristics of book, its effect on children development. Among researchers should be called I. N. Arzamastseva, I. G. Mineralova, S. A. Nikolaev, E. E. Zubareva, T. D. Polozova. All submitted definitions are discussed in details in the context of those tasks that solve children's editions. The author has collected theoretical and practical views of philologists, bibliologists, historians, editors on definitions of children's book and its essential meaning for each field of science. Based on scientific historicism methods and terminological analysis of general components of children edition, its material and structural sides, genre and thematic characteristics have been revealed. Functions of the children's book are determined: communicative, administrative, cognitive, educational, aesthetic ones. The article objective is studying the phenomenon complex, based on which the author has given an independent interpretation of this definition. Additional information on children's literature specific features and its «special» design is presented at National Standard GOST 7.60-90 «Editions. Fundamental types. Terms and definitions», as well as branch standards: OST 29.130-97 «Editions, terms and definitions», OST 29.127-96 «Publishing books for children», OST 29.127-2002 «Quality requirements of book and journal editions for children and adolescents». The resulting terminological analysis will be useful both for professionals of publishing and editorial business, researchers studying the history and formation of children's books, historians, as well as for teachers in the educational course «Children's Literature», «Bibliology». The conclusion is that the children's book will have a stable cover, which content and variety depends on time, professional activity of authors, artists, editors, publishers, and other persons relating to the book publishing system of the country and regions.

Introduction: Indigenous peoples in Canada experience significant health challenges, but few pursue careers in the health sciences. Two programs by medical librarians designed to encourage children in First Nations communities to dream of careers in the health professions will be presented. Description: An academic library in [Province] developed children’s health and science book collections with Indigenous school libraries. Library and information science students, as well as a librarian, participated in health education activities in the recipient schools. This project inspired the community service project of the joint MLA/CHLA-ABSC/ICLC Mosaic|Mosaïque 2016 conference, which focused on placing similar collections in Ontario Indigenous communities. The mechanics, benefits, and challenges of the programs will be discussed including book selection and delivery. Outcomes: Hundreds of books have been delivered and informal qualitative evaluative data from the recipient communities indicates positive outcomes. Some difficulties in providing optimal access to the books were identified due to communication problems or the relative lack of library infrastructure in these communities. Discussion: Reading for pleasure is linked to student's academic success. Access to varied and quality literature is important for school achievement, therefore these collections may potentially impact student’s future life chances. While a direct correlation between these collections and student’s future career choices cannot be easily measured, it is known that Indigenous high school graduates frequently choose to pursue professions linked to the needs of the community. Therefore any materials drawing attention to potential community health needs may well influence student’s choices.

Children's author and publishing entrepreneur Constancio C. Vigil was a Uruguayan who spent most of his working life in Argentina. He was best known for his children's magazine Billiken (1919 to present). Vigil's contemporary and compatriot Horacio Quiroga also made the move across the River Plate and went on to have a transformative impact on Argentine literary culture, in part through his Jungle Tales for Children (1924). Both Quiroga and Vigil aspired to have their works for children accepted as school reading books, recognising the role of school authorities in the formation of the national canon. Vigil and Quiroga's trajectories of inclusion and exclusion, and their extraordinary contribution to the Argentine and Latin American cultural landscape in the first half of the twentieth century, provide a window onto the curation of an Argentine national children's literature at the same time as challenging the very nature of such a category.

The publishing activity of Yurij Tyshchenko (Siryi) in Ukraine and emigration (1907–1953) as one of the brightest representatives of the process of Ukrainian revival of the first half of the XX century is traced. It is analysed the efforts of a prominent Ukrainian on business in the awakening of national consciousness, forming of identity, knowledge dissemination among the great masses of Ukrainians, distribution of Ukrainian books in Ukraine and in the world through organizing and operation of publishing houses "Dzvin", "UT Publishing House (Yurij Tyshchenko)", active public activity. It is updated the book products of the publishing houses, managed by Yu. Tyshchenko, from the fund of the Foreign Ukrainistics Department of the Bibliology Institute of Vernadsky National Library of Ukraine. Special attention is paid to scientific, popular science, educational and children's book. There are given content and book characteristics and there are found out the ways of distribution of the Ukrainian book in emigration conditions. There are traced the relationship of the enterprises managed by Yu.Tyshchenko with Ukrainian establishments, organizations and public associations in emigration and in Ukraine. On the example of activity of Yu. Tyshchenko in emigration, it is shown the complexity of publishing process organization and the life and activities of Ukrainian political emigration abroad. Considerable attention is paid to the works of Yu. Tyshchenko himself, prepared, published and reprinted in Ukraine and the diaspora. The personal connections and cooperation of Yu. Tyshchenko with prominent Ukrainian scientific, political and public figures of the first half of the XX century are revealed. Attention is accented on the contribution of a prominent Ukrainian figure in the development of Ukrainian book publishing, book distribution, Ukrainian cultural and national revival. On the example of Yu. Tyshchenko's activity in emigration, the complexity of the organization of the publishing process and the life and activity of Ukrainian political emigration abroad is shown.

Abstract Canadian children’s literature has a relatively short history, which is not surprising because Canadian literature itself is a recent and problematic category, struggling for a definition and identity of its own. The lack of national homogeneity is reflected in both CanLit and its counterpart for children, and rather than being a weakness, the multitude of voices that inhabit the Canadian territory has become its essence and strength. Lately, we have noticed a growing interest and market demand for picture books by Indigenous voices. Melanie Florence is one such voice, and she honours her past by bringing to the fore the inescapable dark weight of collective tragedies such as the residential school system and the disappearance and murder of Aboriginal women and girls, a hidden national crisis. In this article, we aim at getting to know and help readers discover Missing Nimâmâ and Stolen Words by this new picture book writer, who is speaking up and voicing First Nations’ concerns, bringing back memories, but also forging a space for dialogue and negotiation, a space where text and illustration are combined and provide a harmonious whole. In this space, difference and binarisms do not result in dualism, but in highly synergistic relationships.

The article covers the introduction of Yiddish publishing activities, initiated by the Jewish civic and cultural-educational organization “Kultur-Lige” in the period from 1918 to 1931. The research analyzes the historical context and preconditions of the organization beginning in the 19th century. Among the main preconditions, the author highlights the rapid modernization of Eastern European Jewry, the proclamation of Yiddish as one of the many national languages at the inter-party conference on Yiddish in Chernivtsi in 1908, and the revolutionary events of the first half of the twentieth century. In addition, the article encloses the concept of secular Jewish culture proposed by members of the Kultur-Lige and ways of its implementation through printed Yiddish-language products, the main "marketplaces" of Yiddish textbooks, teaching materials, fiction, periodicals. The article analyzes the printed products of the Kultur-Lige, after preliminary structuring and systematization of publications by category: the sources were divided into a layer of textbooks, teaching and learning materials, children's books, and fiction. The authors of the educational books, textbooks, and books for children were usually young Jewish writers and members of the Literature section of Kultur-Lige. The main consumer of such Yiddish books were the educational institutions established by the Kultur-Lige. Specifically, the Jewish public Yiddish schools, public libraries, and reading rooms, as well as Jewish Public University. Educational institutions organized by Kultur-Lige provided education for all categories of the Jewish community. The article also includes some information about the book design of Kultur-Lige artists. Among the illustrators was Mark Chagall, Sara Shor, Eliezer Lissitzky, Joseph Chaikov, Mark Epstein, etc. This organization provided unique opportunities to implement their artistic idea in the area of book illustrations. Besides that, the article includes information about the print run of some books and the financial sources of the publishing section

Frank Uhr and Debra O’Halloran’s Multuggerah and the Sacred Mountain (2019) is one of the few children’s picture books that explore the Australian Frontier Wars. In terms of message, the author and illustrator subsume First Nations’ resistance into the nation’s broader celebration of its participation in foreign wars. In terms of medium, they use the overwhelmingly conservative genre of picture books to deradicalise a potentially controversial topic, one that they frame using Joseph Campbell’s conception of the monomyth. Campbell’s development of the monomyth, widely referred to by his major work The hero with a thousand faces (1949/2008) was drawn from his sustained academic study of comparative mythology. He found a similar pattern emerging in a multitude of story forms, fairy tales, songs, and sonnets, and within sacred writings, dreamings, and monologue accounts. The canonical narrative arc of the hero’s journey has three core elements. It begins as the hero receives a ‘call to adventure’ and leaves the ordinary world (Separation or Departure). He or she enters an extraordinary world that requires engagement in a range of trials and challenges (Initiation), before returning home to the ordinary world, irreversibly transfigured (Return). Multuggerah and the Sacred Mountain is framed by this trajectory, thereby ensuring a familiarity that belies the reader’s lack of knowledge as to its origin. The author and illustrator thereby avoid too overt a challenge to the ideological and genre-based expectations of their readers.

Aim: to analyze the stylistic and constructive features of the design of the books in the series “Fairy Tales from Around the World“ by the publishing house “Veselka“, to trace the sequence of the publishing project and the role of the designer and art-designer in it. Methodology. Historical and comparative methods, as well as art history methods of image and stylistic and formal analysis have been used in the research. Results. The artistic approaches to the creation of 25 books of the series “Fairy Tales from Around the World“ (1978–2016) have been analyzed, the stages of creating the book design of this series have been studied with the help interview of the main artist of the publishing house “Veselka“ (1975–2015), national artist of Ukraine M. Pshinka; the image and stylistic features of this series design have been revealed, which allowed synthesizing the verbal, figurative and architectonic levels of books, ensured the integrity of the book as an artistic object, contributed to the emotional and aesthetic expressiveness of illustrations. Scientific novelty. The image and stylistic features of the decoration of the series “Fairy Tales from Around the World“, founded in 1978 by the National Children's Literature Publishing House “Veselka“, have been analyzed for the first time. The analysis of the books` design in this series as a synthesis of text, illustrations, and layout design has been presented. The sequence of the artistic and production process and the designer`s role in achieving the synergy of visual and verbal images has been traced. The constructive elements of the layout have been analyzed and introduced to ensure the serial stylistic unity of the books, which illustrations were made by different artists, keeping their own bright individual style. Practical significance. The study allowed analyzing the design features of the layout, which due to the creative approach of designers and collaboration with leading Ukrainian illustrators ensured the continued popularity of the books “Fairy Tales from Around the World“ among several generations of young readers, success and awards at numerous international and national competitions over four decades. The construction and serial elements of the layout design, which provided the stylistic unity and recognizability of all books of the series, have been described. The results of the research can be used for further study of the traditions of the art school of illustration and design of Ukrainian books, and also serve as theoretical and visual material in the educational process specializing in “graphic design“.

Students who speak local varieties (i.e., dialects) of English that differ from the codified variety promoted in school are at a disadvantage. Research illustrates that differences in sound systems, grammar, vocabulary, and usage can negatively affect literacy development and achievement in math and science, and lead to misunderstandings and changes in teacher attitudes toward students. Moreover, the use of inappropriate assessment tools may result in unnecessary pathologization and inappropriate pedagogical approaches. Since many Indigenous children may speak local varieties, it is reasonable to assume that the same issues that hinder school success for speakers of other varieties affect many Indigenous students in Canada in similar ways. However, to date, research concerning Indigenous Englishes in Canada is scant. Similarly, virtually no empirical evidence has been gathered on use in Canadian schools. By extension, the trajectory of use of features as children progress through grades remains unknown. The goal of this research was to begin to address the crucial necessity of learning more about Indigenous English varieties, in order that appropriate language assessment and pedagogical practices can be implemented. The research, conducted in a remote community in Northern British Columbia, Canada, concentrates on differences in grammar used by a group of First Nations school-aged children. I analyzed oral narrative language samples of Kindergarteners, and oral and written narrative language samples of students in Kindergarten to Grade 5, over a three-year period. Results reveal the presence of at least 23 distinct grammatical features, many of which may have been influenced by the structure of the ancestral language. At school entry, students used grammatical features at high rates, regardless of whether or not they later required speech-language pathology or special education services. As children progressed through the grades, the rate at which they produced features appeared to follow a curvilinear trajectory, declining until grades 3 and 4 and then gradually rising again in middle school. A preference for using shorter sentences with less use of subordination and embedding of clauses also appears to be a feature of this variety. Most of the features the children used in their speech, they also used in their writing. Children had the most difficulty switching to standard English forms of verb tense, and so verb tense may require more direct instruction. While my results may not be directly generalizable to other First Nations communities, it is anticipated that educators will use them as a guide in their practice and instruction, so they can cease confusing features of a local variety with errors requiring “correction”, avoid unnecessary pathologization, and adjust expectations regarding the rate at which children can be expected to acquire the codified standard language model. It is also hoped that this study will contribute to the preservation and celebration of the unique ways of speaking English that have evolved in northern communities.

AbstractThis paper tracks down the process of writing non-fiction books on national culture for Vietnamese children to help them understand their identity and respect cultural differences in the age of globalisation. By self-reflecting on the writing experience, this essay elucidates the process of building intercultural competence in its relationship with national identity through the case study of “Kể chuyện văn hóa Việt”. The paper provides a discussion among the three authors in the format of an interview with the co-author who also wrote the non-fiction book series that we focus upon. The first part reflects on intercultural competence as a concept, and the second half considers how the book series emerged and put this concept into practice. The research results show that constructing national identity, individual agency, and intercultural competence for children must be transferred naturally from each book’s topic to the flow of the story. In this case, the most striking feature is the main character’s interaction with his family. In addition, the context needs to integrate both global and local elements. The series creates situations in which there is a comparison between the past and the present, between Vietnam and other countries. It helps readers engage in different worldviews and address diversity by examining their community and nation, thus becoming more tolerant of others. This paper suggests guidance for creating similar books and helps the audience understand the author’s journey to create a trade book series featuring culture-related content.

Abstract The COVID-19 Pandemic renewed interest on the question of what goals should be pursued by schools in a world rapidly changing and uncertain. As education leaders developed strategies to continue to educate during the Pandemic, through alternative education arrangements necessitated by the closure of schools, the question of re-prioritizing curriculum became essential. In addition, the anticipated disruptions and impacts that the Pandemic would cause brought the question of what capacities matter to the fore. This chapter reviews the history of mass education and examines the role of the United Nations and other international organizations advocating for schools to educate the whole child and to cultivate the breath of skills essential to advance individual freedoms and social improvement. The chapter makes the case that the aspiration to cultivate a broad range of competencies is not only necessary to meet the growing demands of civic and economic participation, but also critical to close opportunity gaps. The development of a science of implementation of system level reform to educate the whole child is fundamental to close the growing gap between more ambitious aspirations for schools and the learning opportunities that most children experience and that are at the root of their low levels of knowledge and skills as demonstrated in international comparative assessments. Implementation strategies need to take into account the stage of institutional development of the education system, and align the components and sequence of the reform to the existing capacities and structures, while using the reform to help the system advance towards more complex forms of organization that enable it to achieve more ambitious goals. The chapter makes the case for examining the implementation of large scale reforms in countries at varied stages of educational development in order to overcome the limitations of the current knowledge base that relies excessively on the study of a narrow range of countries at similar levels of development, many of them with stagnant or declining performance of their students in international assessments of knowledge and skills. Effective implementation requires also coherence across the various levels of governance of the education system and good communication and collaboration across a wide spectrum of stakeholders. Such communication can be facilitated by a good theory of mind of how others view reform. A reform can be viewed through five alternative frameworks: cultural, psychological, professional, institutional and political, or through a combination of those, and each reform is based on elements reflecting one or several of those frames. Understanding these frames, can help better understand how others view change, thus facilitating communication and the development of a shared theory of change. The chapter concludes describing the methods of this study and introducing the six large scale reforms examined in the book.

This chapter investigates the Covid-19 experiences of Kodomo Yume Park, a facility aimed at safeguarding children's rights and providing a safe environment for children from different backgrounds. It was established in Kawasaki City in 2003 in accordance with Japan’s first local ordinance on children’s rights, an interpretation of the United Nations Convention on the Rights of the Child. Admirably, during the pandemic, Kodomo Yume Park remained open amidst the restrictions, even when public schools were closed and Japanese people strictly adhered to the ‘stay-at-home’ policy. Four topics emerged from qualitative interviews with playworkers and managers, including controversial feelings regarding performing a ‘facilitator’s’ role when people have to keep apart from each other. Proclaimed as ‘the last resort’, the location became a target for leisure among Tokyo suburbia, putting at risk security and disrupting the usual culture of an adventure playground. Departing from Yume Park’s participatory management style, we investigate how the child’s right to play was realized and balanced during the pandemic-related restrictions and how children, playworkers, and park managers perceived the situation and made decisions accordingly in response to the rapidly changing Covid-19 agenda.

In general, electronic resources include articles, online journals, e-books, e-theses, databases, Websites, portals, gateways, blogs, etc. The author distinguishes Open Access (OA) resources mainly intended for researchers and open digital heritage mainly intended for the general public. The author's objective is to present the background of OA resources, different OA initiatives and software, first institutional repositories, open archives browsers and harvesters, open access registries, activities in Europe and UNESCO, and personalities who are the most important advocates of OA. Concerning the open digital heritage, the author's objective is to present the most important international and national projects like the European Library, Europeana, the World Digital Library, Gutenberg Project, Google Books Project, Hathitrust Digital Library, Digital Public Library of America, International Children's Digital Library, the Library of Congress Digital Library, Gallica of the French National Library, National Digital Library of China, etc. The author's opinion is that libraries have to accept all challenges of the open e-resources for researchers and open digital heritage and that the future of open access for all users is not impossible. The world's knowledge should be accessible as a public good to every citizen of the planet.

The article analyzes the experience of some illustrators, graduates of the Lviv National Academy of Arts, whose creative program has developed since the beginning of the XXI century. There are common features of professional criteria of artists working on publishing projects for children: general approaches to solving the system «author – text – vision», stylistics, metaphorical and plastic imagery, interpretation of elements of ethnic tradition and modern design technologies. The aim of the article is to analyze the conceptual approaches of a group of modern illustrators of children’s publications, which were formed in a common educational environment – in LNAM. The rich factual material examines the multiplicity of authorial approaches to the interpretation of classical literary forms or innovations in different versions of the aesthetics of modern book graphics. Graduates of the Department of Graphic Design, as well as other departments of LNAM, cooperate with various publishers, including «Kamenyar», «Apriori», «Old Lion Publishing House», «Svichado» and «Svit», implementing original formal ideas. The relevance of the article is that for the first time the typology of the basic principles of solving spatial illustration complexes, which belong to the characteristic features of Lviv academic professional art education features of decorative interpretation of plastic form and appeal to folk tradition. In addition, examples of other ways of compositional organization of sheets with illustrations of children’s publications are considered. The most interesting representatives of such aesthetics with the so-called «associative chains» are Romana Romanyshyn and Andriy Lesiv, who work in the family creative workshop «Agrafka». Relevance of the article is that for the first time a typology of the basic principles of solving spatial illustration complexes, which belong to the characteristic features of the Lviv academic professional art education features of decorative interpretation of plastic form and appeal to folk tradition. In addition, examples of other ways of compositional organization of sheets with illustrations of children’s publications are considered. The object of research is the graphics of children’s publications of Ukrainian publishers that specialize in publishing books for children. For the first time, the creative work of these artists is analyzed: illustration, decoration, created by means of computer graphics. Children’s books of publishing houses: «Kamenyar», «Apriori», «Old Lion Publishing House», «Svichado» and «Svit». The decoration and design of the whole book is studied. The subject of the research is figurative and expressive means of illustrators of Ukrainian children’s publications of 2000–2010. The methodological basis is the historical and cultural consideration, the stage of development of publishing and printing, material equipment and software, which served as a tool for creating illustrations, design of children’s publications of the time. Comparative method, finding an analogy in the artistic and technical execution of illustrations, children’s book design. The method of analogy, analysis and synthesis is applied. The article analyzes the experience of some modern illustrators, graduates of the Lviv National Academy of Arts, from the beginning of the XXI century (2000–2010). The common features of professional criteria of artists working on publishing projects for children are noted: general approaches to solving the system «author – text – vision». Stylistics, metaphorical and plastic imagery, interpretation of elements of ethnic tradition and modern design technologies are traced. For the first time in book design, new features of computer technology have been tested, and the word «book design» is often used.

Serving primarily as an introduction, chapter one has two functions: explaining binary polarization and suggesting why scholars will benefit from thinking about children’s adapted film in a new way. This first chapter defines key terms, describing how film adaptations widen the divide between concepts to rework power structures. Chapter one explores why, even in the face of a critical movement away from fidelity-based studies, scholars are still drawn to hierarchical approaches, and in particular, why there may exist a particularly strong pull toward this kind of study in children’s and YA criticism. As such, chapter one not only articulates the text’s theory of children’s and YA adaptation, but also explains the need for such an approach.

The right to education is regulated by norms of many international and regional documents. It includes many rights and plays an important role in the "all-round development of man" and its scope: physical, emotional, ethical, aesthetic, intellectual, professional, civic and international. The right to education is not the exclusive right of children. It is first and foremost the right of children and is essential for children's development. Therefore, it is generally accepted that educational opportunities should be equal for children. Unfortunately, the right to education has been severely curtailed in a short period of time due to the COVID -19 pandemic. According to UNESCO, 191 countries have temporarily closed national or local schools to contain the spread of COVID -19. This has resulted in school-age children being unable to receive basic education. This situation is particularly difficult for children from dysfunctional or disadvantaged families. Some families do not have internet, computers or books. Some parents cannot help them with homework because of educational or language limitations. All these unequal educational opportunities limit schooling. On the way to eliminate inequality in access to education and protect children from rights violations, the author will discuss whether Rawls' principle of fairness provides a good basis for the government to take action to eliminate unequal opportunities for education.

Annotation: „Tabula rasa” – the theory of the philosopher John Loke represents the man without a book. The importance of the book in the formation of personality is demonstrated by the countless prohibitions of books throughout human history – „blacklists” of forbidden books and burned books. Hence the rhetorical question: – „What is your first book?”, „What books were in your training?”. The book is the source of knowledge that can be passed on to other generations contributing to their formation. Good governance can only be achieved based on qualitative knowledge. The need for elite education has been realized since antiquity. Thus in all societies, the formula of creating special schools for the children of kings and aristocrats was used. The Party High School was created in the Soviet Union for Party Officials because good governance equals the higher level of idealization of the official. Cultural and scientific elites have a role in defending national culture and merit in universal science. The book is an artifact in the demonstration of the existence of a people, and the people who will not have written books will remain out of history.

This paper provides a synopsis and characterization of the most important historiographically, politologically, and ethnologically oriented works published in the Czech Republic between 2000 and 2018 on the history and current evolution of Bosnia and Herzegovina. Czech works on the history of Bosnia and Herzegovina can be divided into two main groups. The first group includes monographs by historians who were familiar with the reality of Bosnian multiethnicity in the period before the breakup of Yugoslavia and in that context, therefore, continue in their books to support the idea of preserving Bosnia within its existing borders and in the form of a multinational state. The second group comprises books by Czech authors who primarily focus on analysing political events in the contemporary, socalled post-Dayton Bosnia, of which they are highly critical and as a result also highly skeptical when it comes to the prospect of continued coexistence between the nations of Bosnia. During the period in question, several works were published in the Czech Republic dedicated to the history of Czech-Bosnian relations and the synthetical treatment of the history of the Czech national minority living in Bosnia and Herzegovina.

Grigore Moisil's vision on learning The need for computer was not the dream of a scientist or an inventor, was the medium (product) that are combined and used a variety of effective solutions offered by science and technology to solve practical problems that faced in the period 1940-1960 the powerful nations of the world: USA, USSR and UK. The main issues that were major and urgent even were military-defense and conquest of outer space, the last issue is still a major problem for defense. Factors that influenced the conception, design and development of computer systems are all factors scientific, technological, social, cultural, economic, political, military, etc. At the level of individuals in a society, it can be said that the destiny and their lives are influenced by the factors outlined above. Factors that influenced the conception, design and development of computer systems are all factors scientific, technological, social, cultural, economic, political, military, etc. Un example would be October 4, 1957, when the Soviet Union launched the Sputnik satellite in outer space ( 83.6 kg), Earth's first artificial satellite, when US leaders were concerned about a Soviet first strike could be a preemptive strike; It was when the US Department of Defense Military began several research projects; Consequently, on 31 January 1958 was launched Explorer 1 (14 kg), the first artificial satellite launched by the US, Soviet satellites being third after Sputnik 1 and 2 . At the level of individuals of a society, we can say that destiny and their lives are influenced by the factors mentioned above. No need to come up with arguments or examples, simple study of biographies of scientists, art, etc., who lived in different periods of history will be enlightening for anyone. About Grigore C. Moisil: He was a member of the Romanian Academy, of the Academy of Bologna, and of the International Institute of Philosophy. Moisil was a professor of mathematical logic and computer science at the University of Bucharest, and taught in various universities in Europe and America. His early contributions were in mathematics and later he devoted his scientific activity to mathematical logic and computer science. He pioneered the application of mathematical logic to computer science. In the 1950s, Prof. Moisil developed a new structural theory of finite automata and proposed what he called "the trivalent Lukaszewiczian algebra applied to the logic of switching circuits", an important contribution to the development of computer science in those early years. Some of his books were translated in several languages. At a time when cybernetics was thought of as "reactionary bourgeois science directed against working class" Prof. Moisil used his scientific authority to personally encourage the Romanian scientists to build the first computer, that appeared in 1957. If killing a single person is considered as a major crime that forbidden by Sharia and law at the international level and at the level of all religions and divine legislation, so what about the concept of genocide!! Here, not just an individual with a weak influence on society is killed, but thousands of individuals, that means an entire nation, a future, energy and human and intellectual capabilities that can tip the scales, and on the other hand, broken and half-dead hearts are left behind from the horrific scenes of killing they witnessed before their eyes, moreover, the massacres of genocide continues to excrete its remnants and consequences for long years and for successive generations, and it may generate grudges of revenge among generations that did not receive the adequate awareness and psychological support which are necessary to rehabilitate these generations to benefit from the tragedies and bitter experiences of life to turn them into lessons and incentives to achieve progress and advancement. Genocide is a deadly poison whose toxic effect extends from generations to others unless it is wisely controlled. Here the role of the international community and its legal, legislative and humanitarian stance from these crimes is so important and supportive. Genocide can be occurred on two levels: external and internal. As for genocide on the external level: this is what happened at the hands of foreign powers against a certain people for colonial and expansionist goals in favor of the occupier or usurper. There are many examples throughout history, such as the Ottoman and British occupations...etc Whereas genocide at the internal level, can be defined as the repressive actions that governments practice against their own people for goals that could be extremist, racist or dictatorial, such as t ""Al-Anfal"" massacre in 1988 carried out by the previous regime against the Kurds in the Kurdistan region. The number of victims amounted at one hundred thousand martyrs, most of them were innocent and unarmed people from children, women and the elderly, and also the genocide which was practiced against of the organizers of Al-Shaibania Revolution in 1991 was another example of genocide in the internal level. It is possible to deduce a third level between the external and internal levels, which is the genocide that is done at the hands of internal elements from the people of the country, but in implementation of external agendas, for example, the scenes of organized and systematic sectarian killing that we witnessed daily during (2007) and (2008), followed by dozens of bloody explosions in various regions throughout the capital, which unfortunately was practiced by the people of the country who were misguided elements in order to destabilize the security of the country and we did not know until this moment in favor of which external party!! In the three aforementioned cases, nothing can justify the act of killing or genocide, but in my personal opinion, I see that genocide at the hands of foreign forces is less drastic effects than the genocides that done at the hands of internal forces that kill their own people to impose their control and to defense their survival, from the perspective of ""the survival for the strongest, the most criminal and the most dictatorial. The matter which actually dragged the country into the abyss and the ages of darkness and ignorance. As for the foreign occupier, he remains an occupier, and it is so natural for him to be resentful and spiteful and to keep moving with the bragging theory of that (the end justifies the means) and usurping lands illegally, but perhaps recently the occupier has begun to exploit loopholes in international laws and try to gain the support of the international community and international organizations to prove the legitimacy of what has no legitimacy, in the end to achieve goals which pour into the interest of the occupiers' country and from the principle of building the happiness and well-being of the occupiers' people at the expense of the misery and injustice of other peoples!! This remains absolutely dehumanizing societal crime, but at least it has a positive side, which is maximizing economic resources and thus achieving the welfare of a people at the expense of seizing the wealth of the occupied country. This remains the goal of the occupier since the beginning of creation to this day, but today the occupation associated with the horrific and systematic killing has begun to take a new template by framing the ugliness of the crime with humanitarian goals and the worst, to exploit religion to cover their criminal acts. A good example of this is the genocide that took place at the hands of the terrorist organization ISIS, that contradictory organization who adopted the religion which forbids killing and considers it as one of the greatest sins as a means to practice the most heinous types of killing that contemporary history has witnessed!! The ""Spiker"" and ""Sinjar"" massacres in 2014 are the best evidence of this duality in the ideology of this terrorist organization. We may note that the more we advance in time, the more justification for the crimes of murder and genocide increases. For example, we all know the first crimes of genocide represented by the fall of Baghdad at the hands of the Mongol leader ""Hulagu"" in 1258. At that time, the crimes of genocide did not need justification, as they were practiced openly and insolently for subversive, barbaric and criminal goals!! The question here imposes itself: why were the crimes of genocide in the past practiced openly and publicly without need to justify the ugliness of the act? And over time, the crimes of genocide began to be framed by pretexts to legitimize what is prohibited, and to permit what is forbidden!! Or to clothe brutality and barbarism in the patchwork quilt of humanity?? And with this question, crossed my mind the following ""Aya"" from the Glorious Quran (and do not kill the soul that God has forbidden except in the right) , this an explicit ""Aya"" that prohibits killing and permits it only in the right, through the use of the exception tool (except) that permits what coming after it . Anyway, expect the answer of this controversial question within the results of this study. This study will discuss the axis of (ideologies of various types and genocide), as we will analyze excerpts from the speeches of the former regime that were announced on the local media after each act of genocide or purification, as the former regime described at that time, but the difference in this study is that the analysis will be according to a scientific and thoughtful approach which is far from the personal ideology of the researcher. The analysis will be based on a model proposed by the contemporary Dutch scientist ""Teun A. Van Dijk"". Born in 1943, ""Van Dijk"" is a distinguished scholar and teaching in major international universities. He has authored many approved books as curricula for teaching in the field of linguistics and political discourse analysis. In this study, Van Dijk's Model will be adopted to analyze political discourse ideologies according to forty-one criteria. The analysis process will be conducted in full transparency and credibility in accordance with these criteria without imposing the researcher's personal views. This study aims to shed light on the way of thinking that the dictatorial regimes adopt to impose their existence by force against the will of the people, which can be used to develop peoples' awareness to understand and analyze political statements in a scientific way away from the inherited ideologies imposed by customs, clan traditions, religion, doctrine and nationalism. With accurate scientific diagnosis, we put our hand on the wounds. So we can cure them and also remove the scars of these wounds. This is what we seek in this study, diagnosis and therefore suggesting the suitable treatment "

For the first time, one of the popular children’s magazines of the Western Ukrainian Diaspora “Young Friends” became the subject of research. Founded in March 1955, it ceased to exist in 1984. There is no complete filing of this newspaper in any book collection of Ukraine, it has not been digitized yet, the editorial office did not have a site. For this reason, the author conducted a study of this journal in the library-archive of the Union of Ukrainians in Great Britain (UUB) in London. The peculiarities of journal formation and the specifics of the editorial policy are clarified. The experience of publishing a Ukrainian children’s magazine abroad for a long time (in color and on chalk paper) without any financial support from the state, but only by public money, is quite instructive for the current situation in Ukraine when children’s periodicals have almost disappeared from the national information space due to indifferent contemplation of the state.
