So with this research to provide solutions to believers in order to continue to strive for unity and remain strong in suffering.

The encounter that brought repentance and life under the guidance of the Holy Spirit became the basis of the meaning of Paul's life. With descriptive qualitative methods and analyzing the text of the verse, provide information on the purpose of writing and provide an understanding that Christ must be the center of the life of believers. Longing to glorify Christ, and prioritizing life for Christ, not feel ashamed to preach the gospel and realize that death in God is a profitable thing are the guidance in living a life focused on God. Seseorang mengalami putus asa dan tidak memiliki kepastian hidup di saat tidak mempunyai makna, tujuan dan nilai hidup. Makna hidup Paulus berdasarkan Filipi 1:20-21 menunjukkan hanya kepada pribadi Kristus. Kristus menjadi awal dari kehidupannya setelah perjumpaan yang membawa pertobatan serta hidup dalam pimpinan Roh Kudus menjadi dasar dari makna hidup Paulus. Dengan metode kualitatif deskriptif dan menganalisa teks ayat tersebut, dapat memberikan informasi tujuan penulisan serta memberi pemahaman bahwa Kristus harus menjadi pusat kehidupan orang percaya. Kerinduan memuliakan Kristus, dan memprioritaskan hidup bagi Kristus, serta tidak merasa malu memberitakan Injil dan menyadari bahwa kematian dalam Tuhan adalah hal yang menguntungkan. Abstract Objectives Celiac disease is an autoimmune disease with manifestations at different levels. It is a disease developed in people with genetic susceptibility and intolerance to certain protein fractions of gluten, a protein found in all forms of wheat, rye and barley and causing villus atrophy. In Algeria, more than 500 000 people have celiac disease and the only treatment for celiac disease is to follow a strict, lifelong gluten-free diet, the objective of our work is to study the eating habits and gluten-free diet of 109 celiac patients residing in Algeria. Methods We carried out a cross-sectional survey using a questionnaire that has two sections: a section on eating habits, a section on frequencies of food consumption. Results Overall, we found that 67.9% of patients strictly followed their diet which led to difficulty in eating out of home and the need to take food while traveling. The difficulties in purchasing gluten-free foods were also mentioned by most patients. In addition, the gluten-free diet interfered with the patients' ability to work and with their social activities. Regarding the diet of our patients, the main foods consumed were vegetables, fruits, pulses, rice, pancakes, eggs, chicken meat and milk. Conclusions The negative effects of celiac disease and the gluten-free diet on patients can be minimized by better patient management, especially by joining associations. IntroductionSyndromic surveillance is an alternative type of public healthsurveillance which utilises pre-diagnostic data sources to detectoutbreaks earlier than conventional (laboratory) surveillance andmonitor the progression of illnesses in populations. These systems areoften noted for their ability to detect a wider range of cases in under-reported illnesses, utilise existing data sources, and alert public healthauthorities of emerging crises. In addition, they are highly versatileand can be applied to a wide range of illnesses (communicable andnon-communicable) and environmental conditions. As a result, theirimplementation in public health practice is expanding rapidly. Thisscoping review aimed to identify all existing literature detailing thenecessary components in the defining, creating, implementing, andevaluating stages of human infectious disease syndromic surveillancesystems.MethodsA full scoping review protocol was developeda priori. Theresearch question posed for the review was “What are the essentialelements of a fully functional syndromic surveillance system forhuman infectious disease?” Five bibliographic databases (Pubmed,Scopus, CINAHL, Web of Science, ProQuest) and eleven websites(Google, Public Health Ontario, Public Health England, Public HealthAgency of Canada, Centers for Disease Control and Prevention,European Centre for Disease Prevention and Control, InternationalSociety for Disease Surveillance, Syndromic Surveillance Systems inEurope, Eurosurveillance, Kingston Frontenac, Lennox & AddingtonPublic Health (x2)) were searched for peer-reviewed, government,academic, conference, and book literature. A total of 1237 uniquecitations were identified from this search and uploaded into thescoping review softwareCovidence. The titles and abstracts werescreened for relevance to the subject material, resulting in 142documents for full-text screening. Following this step, 55 documentsremained for data extraction and inclusion in the scoping review. Twoindependent reviewers conducted each step.ResultsThe scoping review identified many essential elements in thedefining, creating, implementing, and evaluating of syndromicsurveillance systems. These included the defining of “syndromicsurveillance”, classification of syndromes, data quality andcompleteness, statistical methods, privacy and confidentialityissues, costs, operational challenges, management composition,collaboration with other public health agencies, and evaluationcriteria. Several benefits and limitations of the systems were alsoidentified, when comparing them to other public health surveillancemethods. Benefits included the timeliness of analyses and reporting,potential cost savings, complementing traditional surveillancemethods, high sensitivity, versatility, ability to perform short- andlong-term surveillance, non-specificity of the systems, ability to fillin gaps of under-reported illnesses, and the collaborations whichare fostered through its platform; limitations included the potentialresources and costs required, inability to replace traditional healthcareand surveillance methods, the false alerts which may occur, non-specificity of the systems, poor data quality and completeness, timelags in analyses, limited effectiveness at detecting smaller-scaleoutbreaks, and privacy issues with accessing data.ConclusionsOver the past decade, syndromic surveillance systems have becomean integral part of public health practice internationally. Their abilityto monitor a wide variety of illnesses and conditions, detect illnessesearlier than traditional surveillance methods, and be created usingexisting data sources make them a valuable public health tool.The results from this scoping review demonstrate the benefits andlimitations and overall role of the systems in public health practice.In addition, this study also shows that a complete set of key elementsare required in order to properly define, create, implement, andevaluate these systems to ensure their effectiveness and performance.

The diploma thesis deals with the design of a rehabilitation center, which is located in the cadastral area of the village Mušov on the border of the village Pasohlávky. It is a two-storey rehabilitation center with a gym and a partial basement. The thesis deepens the initiative of Thermal Pasohlávky, which plans to build a spa resort in the same section, combining elements of spa care, recreation and sports use. The object fulfills the function of a rehabilitation medical facility. The center is designed for up to 50 patients and is functionally divided into three parts. The first part consists of rehabilitation. We will find here several exercise rooms, hydrotherapy, electrotherapy, doctor's office with waiting room and reception. Rehabilitation also includes a gym with access to the terrace and park. On the second floor we can find specialized department of ergotherapy for people with different types of disabilities and second functional part of the bulding designed for staff facilities. It is made up of staffing facilities, dressing rooms, offices and meeting rooms. The third functional part consist from the technical background of the building and is located on the ground floor. The object is designed as a wall system, built from sand-lime bricks km beta Sendvix and insulated with the ETICS thermal insulation made from mineral wool. Horizontal supporting structures are designed as reinforced concrete. The entire building is roofed with a flat roof. Wooden windows and doors are used in the building to fill the holes. Before the building is a parking lot for employees and visitors of the rehabilitation facility. The design respects the principles of barrier-free solutions. The bachelor thesis is elaborated in the form of a project documentation for the execution of the construction.

The monograph traces the history of the development of German neoliberal economic thought from the origins of the Freiburg School in the 1930s to the first results of the practical implementation of the concept of a social market economy in West Germany in the late 1940s-early 1960s. The author demonstrates the broad historical context of the development of German ideas about the theory and practice of the policy of order (Ordnungstheorie und Ordnungspolitik), shows the features of the formation and spread of the scientific and intellectual economic tradition in Germany, as well as beyond its borders, starting with the birth of the German historical school and the perception of its heritage by Russian socio-economic thought in the second half of the XIX — early XX century and ending with the practical implementation of the concept of order of the Freiburg school and the correlation of its ideological and spiritual and moral foundations with the social teaching of Catholicism and liberalism of Friedrich von Hayek. Special attention is paid to some controversial issues of the formation of the theory of ordoliberalism during the period of national socialism and the problems of the social market economy in modern Germany. The book is intended to fill the shortage of specialized scientific literature on relevant issues and to acquaint the Russian reader, primarily students, teachers and researchers, with the variety of ideological and scientific-theoretical foundations of the socio-economic system of the post-war Germany.

In the last few years, many researchers have highlighted the economic and cultural impact that crafts have on the development of territories, enhancing local identities and traditions. Various researches also point to the close relationship between trade (sometimes called ‘neighbourhood’ trade), crafts and historic centres, in terms of quality of life, and socio-economic and identity development of territories, showing their new centrality to processes of urban development and regeneration and the formation of social capital. It is evident how enterprise contributes to local development through social interactions based on negotiated and open collaborations between microenterprises, community and network. It was well argued how small business (commerce, crafts and neighbourhood stores) has always played an important role as a social garrison in sparsely populated areas, allowing cities and particularly urban centres to become more lively or livable, being able to give or take away quality from the city and the territory, attributing peculiarity, security and specificity to places or trivialising them in a homogenised landscape. Among the services of social utility recognised to the artisan workshop are: the guarantee of services useful to the livability of the place, the garrisoning of territories and the development of social relations, the promotion of local identity and its know-how, and the creation of employment opportunities through modest initial availability of capital. At the same time, the worsening recessionary dynamics that have occurred in the global economy over the past two decades and the disruptive digital transition have exposed such enterprises to increasing difficulties, disruptively accentuating the decline in competitiveness and propensity to innovate of a large proportion of craft SMEs, of which the socioeconomic literature does not see significant adaptations to the changed environment, such as reconfiguring the business model, adopting a totally new strategic plan adapting to the digital transition, generational transition, and adopting innovative organisational or system behaviours. This volume presents the Venice Original E-Commerce case – a project carried out by the Venice Metropolitan CNA thanks to the support of J.P. Morgan, the support of the Venice Rovigo Chamber of Commerce and the sponsorship of the City of Venice and Ca’ Foscari University of Venice – as a reference project intervention to focus on a possible model of intervention to support culturally-valued artisan micro-enterprises, intervening on the process of strategic renewal and the conditions to foster generational turnover, understood as an opportunity to fill the gap on the digitisation of the artisan sector.

AbstractThe interactive digital narrative (IDN) is an interdisciplinary field connected to narrative studies, design, human-computer interaction, and gaming. In this contribution, IDN is investigated from the designer’s perspective; it deals with the use of prolific artificial intelligence (AI) support systems in this area, highlighting the need to examine their potential. However, the features and essential components of the AI support system are not systematically categorised. This paper fills the aforementioned gap by providing a literature review of twenty academic contributions that make it possible to identify the types and categories of AI support systems, narrative elements, and types of creativity. The study is conducted keeping at the centre the relationship of collaboration between the human and the AI system concerning the production of narratives. As the main contribution to knowledge, the literature review identifies the problems and the gaps and underlines future research directions.

AbstractScholarship on international development acknowledges the World Bank as a coercive actor, constraining developing countries to accept and adopt its prescribed policies through conditional structural adjustment loans. While less research examines the non-coercive, persuasive side of the World Bank, this chapter attempts to fill this gap by investigating Social Health Insurance introduction in post-communist Albania. Focused on the interaction between the Albanian Government and the World Bank and applying an actor-centred perspective, the analysis reveals a complex causal mechanism of transnational cooperation, which occurs in a non-coercive form, that explains the process. Next, it illustrates three elementary causal mechanisms that comprise the complex one. They are the rational orientation of the Albanian Government, the normatively-embedded calculatory orientation, and the reflective orientation of the World Bank.

Abstract This chapter fills out the epistemic theory for patient-centered measures by addressing the second criterion of patient-centeredness: be inclusive of patient perspectives. While Chapter 3 focused on the role patients play in creating these measures through, for instance, construct development, this chapter focuses on the role they play as respondents, that is, as people who fill out questionnaires. How can we ensure that measurement outcomes reflect the varied perspectives that people have on their, for example, physical functioning and quality of life? This chapter focuses on standardized questions—why we use them, the assumptions we make when we use them, and whether these assumptions are justified. The argument is that certain practices of standardization can undermine the alignment between validity and fairness in patient-centered measures, or what I will call “fit for purpose.” The solution this chapter puts forward is ongoing coordination between a measure’s construct and its measuring instrument.

Abstract This chapter begins by studying Fernández de Lizardi’s (1776–1827) novel El Periquillo Sarniento (The Mangy Parrot, 1816), considered the first Mexican novel. The twentieth century opens with Santa (1903) by Federico Gamboa (1864–1939), borrowing from realist and naturalist styles. A watershed moment in the country’s history was the Mexican Revolution. Its violence and failure inspired novels by Mariano Azuela (1873–1952), among others. Two masterpieces published in 1955, Agustín Yáñez’s (1904–1980) Al filo del agua (The Edge of the Storm, 1955) and Juan Rulfo’s (1917–1986) Pedro Páramo (1955), open the era of the modern novel in Mexico. The mid-century generation modernized Mexican fiction by moving away from regional themes with works by Carlos Fuentes (1928–2012), and Elena Garro (1916–1998), among others. The 1960s in Mexico were marked by the 1968 Tlatelolco massacre, a moment of change expressed in the novels of La onda (The Wave), by José Agustín (1944) and Gustavo Sáinz (1940–2015). In the 1970s, Luis Zapata’s (1951–2020) El vampiro de la colonia Roma (Adonis García: a Picaresque Novel 1979) became a milestone in Mexican homosexual literature. In the 1980s, Fernando del Paso’s (1935–2018) Noticias del Imperio (News from the Empire, 1986) revisits the period of Emperor Maximilian in a masterful historical novel. Another important 1990s movement is the Generación del Crack (Generation of the Crack). Notwithstanding Mexico City’s magnetic pull, writers from the north of Mexico also write from or about the marginal “provinces.” The chapter closes by looking at a talented group of women writers, such as Fernanda Melchor (1982-) and Valeria Luiselli (1983).

Abstract The control centers of wind power plants are usually located in coastal tidal flat areas. To ensure the design elevation of the control centres is maintained above the water table, a thick fill will be placed on the original ground level. However, the filling would cause a long-term ground settlement and further lead to the development of the NSF (short for negative skin friction) of the pile foundations for the control centers. In this study, a series of full-scale axial compressive tests were conducted to investigate the effect of fills on the pile bearing behaviour. The numerical analysis method is also established to study the influence of additional ground pressures on the pile axial bearing behavior over time and the influence of NSF caused by consolidation on pile bearing capacity. The rationality is verified by comparisons with the full-scale tests. Finally, a simple procedure is further employed to study the evolution of the long-term pile bearing behavior.

In the design of a modern natural draught wet-cooling tower, structural and performance characteristics must be considered. Air flow distortions and resistances must be minimised to achieve optimal cooling which requires that the cooling towers must be modelled two-dimensionally and ultimately three-dimensionally to be optimized. It is found that CFD models in literature are limited to counterflow cooling towers packed with film fills which are porous in one direction only and generally have a high pressure drop, as well as purely crossflow cooling towers packed with splash fill, which simplifies the analysis considerably. Many counterflow cooling towers are however packed with trickle and splash fills which have anisotropic flow resistances, which means the fills are porous in all flow directions and thus air flow can be oblique through the fill, particularly near the cooling tower air inlet. This provides a challenge since available fill test facilities and subsequently fill performance characteristics are limited to purely counter- and crossflow configuration. This paper presents a CFD model to predict the performance of natural draught wet-cooling tower with any type of fill configuration, which can be used to investigate the effects of different atmospheric temperature distributions, air inlet and outlet geometries, air inlet heights, variations in radial water loading and fill depth, fill configurations, rain zone drop size distributions, and spray zone performance characteristics on cooling tower performance for optimization purposes. Furthermore the effects of damage or removal of fill in annular sections and boiler flue gas discharge in the centre of the tower can be investigated. The fill performance characteristics for oblique air flow are determined by linear interpolation between counter- and crossflow fill characteristics in terms of the air flow angle. The CFD results are validated by means of corresponding one-dimensional computational model data.

Abstract The automotive industry is currently experiencing a revolutionary technological transformation including electrification, connectivity, automated/autonomous, lightweighting, and sustainability. This paper presents the education and workforce development programs developed and delivered by Wayne State University and Macomb Community College partnership in meeting industry needs for future workforce in advanced automotive technology. Through funding from the National Science Foundation, a Center for Advanced Automotive Technology (CAAT) was established as an Advanced Technological Education center to support the partnering work, developing and leading systemic curricula reforms. The center worked with industry partners identifying curriculum gaps and provided professional development for teachers to fill those gaps. CAAT also supported new automotive technology university/college programs through its seed funding program which funded others to create, implement, and share new curricula. The center is a preeminent resource for educating engineers and technicians in advanced automotive technology as all materials that were developed in partnership with CAAT were reviewed by industry experts and offered as a free resource through website. CAAT continues its tasks supporting the United States in its efforts to build and maintain a competent workforce ready to use the skills of the 21st century to move industries ahead.

The history of Kuwait and the Arab Gulf states in the early period of modern history depends on several official sources, the most prominent of which are: British and Ottoman documents and official correspondence between the rulers of the region and foreign powers. However, these documents express the viewpoint of their writers and the orientations of their countries. A dilemma represented in the absence of mechanisms for preserving documents, and this led to a gap in the documentation of the history of the Gulf, especially the economic, social and cultural history. To fill this gap, the cultural institutions in Kuwait began collecting and organizing Kuwaiti families' documents, most notably: the maritime calendars, which are notebooks and books in which Kuwaiti sailors used to record their notes and observations during the sailing ships’ voyages, and the accounts and correspondence books of commercial families, especially since the commercial families in Kuwait They had established trade centers in India and East Africa, and they corresponded with each other to learn about the movement of buying and selling, and the conditions in the Arab Gulf at all levels, and then this study will address the importance of these documents in documenting the history of Kuwait and the Arabian Gulf in the nineteenth century and the first half of Twentieth century. The study will be divided into three axes: The first axis will deal with the maritime calendars, their types and their usefulness, the most famous sailors’ notebooks, and the information they contain about the history of Kuwait and the Arabian Gulf. Correspondence and notebooks, and the third axis will present the role of Kuwaiti cultural institutions in preserving civil documents, the Kuwaiti Research and Studies Center as exemplar

Junctions between transparent conductor (ITO) and single-crystal silicon or polycrystalline silicon (poly-Si) were prepared. Electrical I–V and C-V, as well as photovoltage decay (PVD) measurements, were performed. Data of open circuit voltage (Voc), short circuit current (Isc), fill factor (FF), efficiency (η), built-in potential (ϕ- bl ), and lifetime were obtained. It was found that the lifetime of photogenerated carriers in the poly-Si/ITO junction is much shorter than in single crystal. There are two types of recombination center that have an essential influence on the efficiency of the solar cells; those at the contact between ITO and the silicon; and those due to the grain boundaries (GB) between the crystallites in poly-Si. The solar cells were annealed, either by heating them in vacuum or by irradiation with the light of a Cd–Ne laser (441.6 nm). The annealing reduced the influence of the recombination centers at the contact, whereas those at the GB were not affected. Passivation of GB with iodine improved the characteristics of the solar cells. This improvement is attributed to the reduction of the recombination centers at GB. The influence of the annealing and passivation on the lifetime of this type of cell was studied by measuring PVD.

The Competence center aims to fill this gap. It organizes short term on-line courses with issuing of micro certificates afterwards. There is growth in demand for short-term graduates of online courses. Long life learning is one of the key goals of the Competence center. Competence center organizes term programs together with industry for the necessary competencies. It implements dynamic forms of training of specialists – educational microprograms a part of a comprehensive campaign “St. Petersburg Hospitality”: “China-friendly”, “India-friendly”, “Halal-friendly”. Competence center trains mentors for organizing of projects in event and business tourism with partners from the CIS and BRICS countries (in particular in Belarus, Vietnam). St. Petersburg is ready to scale its experience on the international level. Within 1 year the Competence Center managed to build a system of industry training for the tourism sector of the economy that will make it possible to fill the shortage of human recourses in the hospitality industry in the shortest possible time."

Conventional universities in Nigeria can no longer absorb the growing population of secondary school leavers desiring university education. National Open University of Nigeria came to the rescue in the early 21st century, yet the issue of access remains largely unresolved. With the recent opening of more community study centres across the nation, it is pertinent to gauge access with quality. Thus, this study assessed the provision of access to students, quality of tuition, facilities, graduation and attrition rates, and prospect of such centres. The objectives of the study were achieved using survey method involving qualitative and quantitative approaches for data gathering and analysis. Instruments of data collection include interviews, a set of questionnaire and academic records. Descriptive and inferential statistics were used through engagement of SPSS. Using Charles Wedemeyer’s theory of independent study, findings revealed that certain barriers in gaining access to tertiary education are overcome. Online facilitation, video lectures and quality course materials are used to fill the gap of face-face facilitation. Attrition rate is high due to limited access to e-library and internet connectivity. The 108 study centres are viable and have the capacity for sustenance. Government and communities need to continue collaboration to enhance quality service delivery.

Uncontrolled seepage through earth-fill dams may cause of dam failure. Seepage analysis, therefore, is an essential study required before construction for a safe and sustainable dam operation. In this study, numerical analysis of seepage through a theoretical case of an earth-fill dam was applied using SEEP/W program. Five different dam models, two with homogenous and three with zoned cross sections, have been studied. The study consists normal and maximum reservoir water levels, different drainage lengths and thicknesses, different percentages of permeability between shell and core. Total of 26 tests were conducted and the best model based on seepage behavior was chosen. Seepage analysis acknowledged that with availability of required soil quantity, the homogeneous model that has medium length of drainage with thickness of 0.5 m is the most appropriate model for the case study. Otherwise, zoned model with core at the centre with 1:0.5 (H:V) slope is recommended

Abstract Parametrically-resonant micro-mirrors have proven highly effective in generating large amplitude, high-frequency motion for laser scanning in endoscopic microscopy, using Lissajous scan patterns to create a 2D image. However, Lissajous scanning produce low scanning density at the center of an image. In this work, a strategy for exciting additional harmonic behavior in a parametrically-resonant electrostatic micro-mirror is identified. The mirror’s nonlinear dynamics produce substantial changes in natural frequency with bias voltage. This allows a biased, duty-cycled square wave to produce higher harmonic oscillations that can be naturally synchronized with primary resonance in integer ratios. This in turn allows for alternate scanning distributions in 2D imaging that increase pixel sampling near the center of an image. In simulation, use of a biased square wave signal is found to be capable of producing steady-state oscillations at first and third harmonics of natural frequency for a micro-mirror operated via parametric resonance. Multiple harmonic motion is also realized without increasing input voltage amplitude beyond nominal amplitude, with a greater than 50% reduction fill time for the center of the imaging region. Parameterized relationships between input and output oscillations are identified, sensitivity of output trajectory to model variation, and impact on scanning density for a 2D MEMS micro-mirror are briefly described.

Abstract Power density has been used to describe the capability of a data center. Achieving harmony between space and power has always been a challenge for data center administrators. Studies demonstrate when the average power density is above 7kW per rack, the space utilization by IT equipment drops to almost 50% of the total white space (the area dedicated to IT equipment and infrastructure). The remaining space is occupied by the cooling equipment required for optimal operation of the housed IT equipment in the racks. With the increasing use of deep learning and artificial intelligence, the different cooling methods like air cooling, cold plate cooling and single-phase immersion cooling are reaching their limits and require more white space. The improved efficiency of the two-phase immersion cooling technique may offer simplicity in facility design compared to traditional cooling and provide a means for cost savings. Submerging servers and IT equipment in a dielectric liquid enables substantial energy savings today and accommodates growing load densities for future facilities. This paper is a first attempt at addressing the overview of power density from the two-phase immersion cooling perspective. The paper compares the dedicated space requirement for air cooling with immersion cooling at higher densities. At 3kW/m2, a typical air-cooled data center floor space density, the actual electronics in a typical data center would fill only the bottom 5mm of the building which is often several stories tall. The P2PIC can increase floor space density 6 times or more while simplifying server design and reducing facility capital and operating costs. At higher densities, the cost of fluid per cost of electronics becomes negligible.

The Rapid Airfield Damage Recovery (RADR) Next Generation Backfill Technology Comparison Experiment was conducted in July 2017 at the East Campus of the U.S. Army Engineer Research and Development Center (ERDC), located in Vicksburg, MS. The experiment evaluated three different crater backfill technologies to compare their performance and develop a technology trade-off a nalysis. The RADR next generation backfill technologies were compared to the current RADR standard backfill method of flowable fill. Results from this experiment provided useful information on technology rankings and trade-offs. This effort resulted in successful crater backfill solutions that were recommended for further end user evaluation.

A reliable satellite-based black-sky albedo time series is a crucial part of detecting changes in the climate. This thesis studies the solutions to several uncertainties impairing the quality of the black-sky albedo time series. These solutions include creating a long dynamic aerosol optical depth time series for enhancing the removal of atmospheric effects, a method to fill missing data to improve spatial and temporal coverage, and creating a function to correctly model the diurnal variation of melting snow albedo. Mathematical methods are the center pieces of the solutions found in this thesis. Creating a melting snow albedo function and the construction of an aerosol optical depth time series lean on a linear regression approach, whereas the process to fill missing values is based on gradient boosting, a machine learning method that is in turn based on decision trees. These methods reflect the basic nature of these problems as well as the need to take into account the large amounts of satellite-based data and computational resources available.

The objective of this research is to summarize previously conducted research related to workforce development challenges in the transit industry, detailing major findings and subsequent recommendations based on the annotated bibliography of the current atmosphere and most successful ways to mitigate those challenges to attract and retain talent in the transit industry. According to the U.S. Chamber of Commerce, the U.S. had over 10 million job openings and only 5.7 million unemployed workers in March 2023. In 2017, the Washington Post posited that there were not enough workers to fill the vacancies, as the U.S. Census Bureau announced a 17-year low in unemployment while the Bureau of Labor Statistics hit record streaks for numbers of job openings. The COVID-19 pandemic exacerbated the employment challenges that the U.S. already faced. To top it all, the pandemic also led to increased retirement rates among those close to retirement age. This provides transit industry executives and transportation professionals, with ideas of tools that are available to help attract more qualified candidates to the transit industry and ways to advance the development of the transit workforce. This research highlights some of the social media recruiting; online hiring platform improvements; and partnerships with career centers, universities, and recruitment centers to attract new employees to the transit workforce. In addition, increases in pay, benefits, bonuses, providing flexible schedule options and some other atypical ideas have successfully been used to retain workers in the transit workforce. This research focuses on ways in which all transit stakeholders can invest in all aspects of industry workforce development to ensure qualified employees choose the transit industry and that they are subsequently trained to be the most beneficial assets to the organization and remain there via effective retention strategies.

The Government of Uganda, civil society organisations (CSOs) and international partners participated in a Data-to-Action (‘D2A’) workshop in Kampala from June 14–16, 2023. The D2A workshop was co-convened by the Office of the Prime Minister’s (OPM’s) Department of Refugees and the Baobab Research Programme Consortium, with support from the Ministry of Gender, Labour and Social Development (MGLSD); UNHCR; and the U.S. Centers for Disease Control and Prevention (CDC) headquarters staff. The Humanitarian Violence Against Children and Youth Survey (HVACS) D2A workshop aims to support countries in creating violence prevention priorities directly informed by HVACS data. These priorities are created by linking HVACS data to the suite of evidenced-based and prudent practices using the INSPIRE: Seven Strategies for Ending Violence Against Children technical package. The outcomes of the D2A workshop are data-driven, evidence-based priorities and actions to prevent and respond to violence against children (VAC) in humanitarian settings in Uganda, with a specific focus on refugee contexts. The priorities will help complement existing policies and plans related to VAC prevention in Uganda, and help fill in gaps that address humanitarian populations.

The Rush Valley 30' x 60' quadrangle extends southwest and west from the greater Salt Lake City–Provo metropolitan area with land use varied between public, military, Indian reservation, and private. This 1:62,500-scale geologic map will aid the proper management of land, water, and other resources. The map area lies within the eastern Basin and Range Province. Mountain ranges are composed of unexposed basement rocks overlain by exposed Neoproterozoic through Triassic rocks that are about 10.4 miles (16.8 km) thick, and by numerous Tertiary sedimentary and volcanic units (~47 to 20 Ma). The intervening valleys include bedrock covered with Miocene-Pliocene? rocks (~11 to 4 Ma) and Neogene-Quaternary surficial deposits. The map area is on the southern flank of the Uinta-Tooele structural zone. This area is in the Charleston-Nebo (Provo) salient of the Sevier fold-thrust belt and some thrust faults are exposed, but the overall Sevier belt geometry is obscured by extensive Cenozoic cover and later faulting. Following Sevier deformation, calk-alkaline volcanism occurred from several Paleogene volcanic centers (42 to 25 Ma). Extensional tectonism created the distinctive basin and range topography from about 20 Ma to the present. Early extensional basin fill includes Miocene sedimentary and volcanic rocks followed by Pliocene-Holocene surficial deposits primarily from lacustrine and alluvial depositional environments. Valley areas were covered by late Pleistocene Lake Bonneville, and deposits are associated with three levels of regional shorelines. Normal faults cut the ranges and are known to bound some valley margins where not concealed. Although deep drill hole data are relatively sparse, gravity data were used to help constrain basin geometries.

Turkey’s more assertive posture towards the Balkans is neglected compared to the commentariat that deals with Russia and China. To fill this policy gap, the research team of the Belgrade Centre for Security Policy (BCSP) has conducted research based on the analysis of secondary source material and, even more importantly, on fieldwork interviews that involved 16 sources, academics and think tank researchers based in Istanbul and Ankara. Although the consulted sources have different backgrounds and political sympathies, the research established a presence of common themes. Namely, Turkish foreign policy in the Balkans has two aspects. The first is based on emotions, where Turkish foreign policy towards the region is framed by Turkey’s special ties with the region based on shared history, social connections, identity factors and the legacy of the Ottoman Empire. The Balkan country that is most frequently mentioned in the context of special ties with Turkey is Bosnia and Herzegovina, in light of socio-cultural ties and the fact that it is a country in which the Ottoman legacy is felt most strongly. The second approach is rooted in traditional foreign policy realism derived from an objective and calculated assessment of the regional balance of power and one’s own interests. Within this approach, Turkey is trying, for security and strategic reasons, to act pragmatically and be effective in the Balkans without entangling itself in crises that could impede its regional influence. This approach leads Turkey towards engaging Serbia, the region’s strategically consequential country, because Ankara is deeply convinced that if it wishes to be effective in the Balkans, it needs to have a partnership with Belgrade. In doing so, it must strike a balance between emotions and realism. It needs to walk the fine line between nurturing ties with communities with which it has cultural and religious ties, like Bosniaks and Albanians, while avoiding alienating countries whose partnership Ankara needs to be able to succeed in the Balkans, such as Serbia.

Most people in low-income countries contribute substantially to the financing of local public goods through informal revenue generation (IRG). However, very little is known about how IRG works in practice. We produce novel evidence on the magnitude and regressivity of IRG and its relationship with the state in a fragile context, Somalia. We rely on original data from surveys with over 2,300 households and 117 community leaders in Gedo region, as well as on extensive qualitative research. We first show that IRG is prevalent. Over 70 per cent of households report paying at least one informal tax or fee in the previous year, representing on average 9.5 per cent of annual income. We also find that, among households that contribute, poorer ones contribute larger amounts than richer ones, with higher incidence in relation to their income. Further, in line with theory and expectations, informal payments have inequitable community-level effects, with individuals in wealthier communities making more informal payments than in poorer ones and, correspondingly, having access to a greater number of public goods. We then consider four explanations for the prevalence of IRG. First, IRG clearly fills gaps left by weak state capacity. Relatedly, we show that IRG can bolster perceptions and legitimacy of the state, indicating that sub-national governments may actually benefit from informal taxation. Second, informal taxing authorities are more effective tax collectors than the state, with informal taxing authorities having greater legitimacy and taxpayers perceiving informal payments to be fairer than those levied by the state. Third, dispelling the possibility that informal payments should be classified as user fees, taxpayers overwhelmingly expect nothing in return for their contributions. Fourth, in contrast to hypotheses that informal payments may be voluntary, taxpayers associate informal payments with punishment and informal institutions of enforcement. Our research reinforces the importance of IRG to public goods provision in weak formal institutional contexts, to everyday citizens, and to policymakers attempting to extend the influence of the federal state in south-central Somalia. Foremost, informal tax institutions need to be incorporated within analyses of taxation, service delivery, social protection, and equity. At the same time, our findings of the complementary nature of IRG and district-level governance and of the relative efficiency of revenue generation by local leaders have important implications for understanding statebuilding processes from below. Indeed, our findings suggest that governments may have little incentive to extend their taxing authority in some fragile contexts.

Duolingo has developed a computer adaptive test of English competency for non-native English learners. This research study of the validity and reliability of the Duolingo English Test was independently conducted from February-April of 2014. The study lasted for approximately eight weeks. Participants were recruited from Duolingo users who studied English, international students in several United States universities, and people who took Test of English as Foreign Language (TOEFL) at several TOEFL centers in China. Participants were at least 18 years of age and had taken the TOEFL within the last 18 months. Participants filled out a survey in the beginning of the study to provide information of their demographics such as age, gender, native language, and education background, experience in learning English, and most importantly, the date and location of taking the TOEFL iBT as well al their TOEFL scores. The participants were directed to complete the Duolingo English Test at the end of the survey. Two weeks later, the participants were instructed via email to fill out a second survey and the Duolingo English Test for the second time. Main results: • Participants’ scores on the Duolingo English Test correlated substantially with their TOEFL total scores, and moderately with TOEFL section scores, with higher correlations for the TOEFL Speaking and Writing sections. This provides criterionrelated evidence of validity of the Duolingo test scores. • Participants’ scores on the first Duolingo English Test correlated highly with their scores on a second test two weeks later, indicating that Duolingo test scores are reliable with a good test-retest reliability coefficient. • Duolingo English Test scores were linked with TOEFL total scores to find the comparable scores from the two tests that have similar percentile rank. Duolingo English Test scores are on a scale of 0–100 and TOEFL scores are on a scale of 0–120. For international students to apply for studying in US universities, the minimum cut-off score of TOEFL iBT is 80 and a more selective cut-off score is 100, corresponding to scores 50 and 72 respectively on the Duolingo English Test.

Goshen Valley contains extensive areas of agriculture, significant wetlands, and several small municipalities, all of which rely on both groundwater and surface water. The objective of this study is to characterize the hydrogeology and groundwater conditions in Goshen Valley and calculate a water budget for the groundwater system. Based on the geologic and hydrologic data presented in this paper, we delineate three conceptual groundwater zones. Zones are delineated based on areas of shared hydrogeologic, geochemical, and potentiometric characteristics within the larger Goshen Valley. Groundwater in Goshen Valley resides primarily in the upper basin fill aquifer unit (UBFAU) and lower carbonate aquifer unit (LCAU) hydrostratigraphic units. Most wells in Goshen Valley are completed in the UBFAU, which covers much of the valley floor. The UBFAU is the upper part of the basin fill, which is generally less than 1500 feet thick in Goshen Valley. Important spring discharge at Goshen Warm Springs issues from the LCAU. Relatively impermeable volcanic rocks (VU) occur along much of the upland parts of the southern part of Goshen Valley. Large sections of the southwest part of the Goshen Valley basin boundary have limited potential for interbasin flow. Interbasin groundwater flow is likely at several locations including the Mosida Hills and northern parts of Long Ridge and Goshen Gap in areas underlain by LCAU. Depth to groundwater in Goshen Valley ranges from at or just below the land surface to greater than 400 feet. Groundwater is within 30 feet of the land surface near and north of Goshen, in areas of irrigated pastures and wetlands that extend east toward Long Ridge and Goshen Warm Springs, and to the north towards Genola. Groundwater movement is from upland parts of the study area toward the valley floor and Utah Lake. Long-term water-level change is evident across much of Goshen Valley, with the most significant decline present in conceptual zone 2 and the southern part of conceptual zone 1. The area of maximum groundwater-level decline—over 50 feet—is centered a few miles south of Elberta in conceptual zone 2. Groundwater in Goshen Valley spans a range of chemistries that include locally high total dissolved solids and elevated nitrate and arsenic concentrations and varies from calcium-bicarbonate to sodium-chloride-type waters. Overlap in chemistry exists in surface water samples from Currant Creek, the Highline Canal, and groundwater. Stable isotopes indicate that groundwater recharges from various locations that may include local recharge, from the East Tintic Mountains, or far-traveled groundwater recharged either in Cedar Valley or east of the study area along the Wasatch Range. Dissolved gas recharge temperatures support localized recharge outside of Goshen. Most groundwater samples in Goshen Valley are old, with limited evidence of recent groundwater recharge. An annual water budget based on components of recharge and discharge yields total recharge of 32,805 acre-ft/yr and total discharge of 35,750 acre-ft/yr. Most recharge is likely from interbasin flow and lesser amounts from precipitation and infiltration of surface water. Most discharge is from well water withdrawal with minor spring discharge and groundwater evapotranspiration. Water-budget components show discharge is greater than recharge by less than 3000 acreft/yr. This deficit or change in storage is manifested as longterm water-level decline in conceptual zone 2, and to a lesser degree, in conceptual zone 1. The primary driver of discharge in conceptual zone 2 is well withdrawal. Conceptual zone 3 is broadly in balance across the various sources of recharge and discharge, and up to 1830 acre-ft/yr of water may discharge from conceptual zone 3 into Utah Lake. Minimal groundwater likely flows to Utah Lake from zones 1 or 2.
