Purpose – The purpose of this paper is to provide insights into the potential of technology transfer in prevention interventions. It argues that contextual factors are more identifiable and more malleable than the cliché of “culture” as a barrier to implementation might suggest. The key question is how various contextual factors impact on programme implementation and effectiveness in the different cultures of a multifaceted continent such as Europe, and how successful programmes adapt to various contexts. Design/methodology/approach – Using a questionnaire survey, input was collected from people involved in the adaptation and implementation of the Strengthening Families Programme (SFP) in several European countries. Findings – The publications and experiences of the SFP implementers and evaluators in most of the European countries where it was introduced suggest that the programme is both feasible and effective (where outcomes are available). To achieve this, however, the implementers spent a considerable amount of time and effort to prepare, pre-test and consult with their target populations in order to adjust SFP to culture and context. This paper suggests restricting the use of “culture” to a set of norms and values, and to distinguish this from “context” which describes social and political organisation. Even though both condition each other, it is helpful to address culture and context separately when adapting prevention programmes. Research limitations/implications – Outcome data were not available for all implementations of SFP and some very recent ones in Austria, France and Italy could not be included in the questionnaire survey. Practical implications – An examination of social capital might help implementers to anticipate resistance from the target population that seems to emanate from history, culture and context. The level of trust of others and institutions and the willingness to co-operate with them can heavily influence the readiness of drug prevention service planners, commissioners and providers, as well as the target population, to adopt interventions and other behaviours. Programmes seem to have key principles that make them effective and that should not be modified in an adaptation: a particular example is the programme protocol. Other aspects, such as wording, pictures and the content of examples used to illustrate some issues do have to be modified and are essential for an intervention to be well-accepted and understood. In some programmes, the effective principles – so-called “kernels” – are identifiable although, overall, prevention research still strives to identify them. Social implications – Implementing complex programmes that require the cooperation of many stakeholders might increase social capital in the communities involved. Originality/value – The paper examines the common belief among many European prevention professionals that programmes from abroad, particularly from North America, cannot be implemented in Europe.

The year 2008 by all means will be remembered by several events, which contributed to significant progress in the domain of legal recognition of various aspects of same sex communities. There were also several initiatives contributing to making the political will necessary for legal changes. The most visible one probably was the May recognition of same sex marriage by the Supreme Court of California, which was valid only 5 months before it was cancelled by the referendum held in November 2008. Since this American state has 38 million inhabitants, more than the whole Balkan region, the event was visible by the whole world. The paper provides further analysis of mostly European events, e.g. decisions of European courts in Strasbourg and Luxembourg, political interventions by the EU Parliament Intercrop, releases of the ILGA-Europe, gay pride marches, other public activities, e.g. exhibition in the EU Parliament regarding the International Day of Human Rights, adoption of various documents relevant for the EU member states and permanent changes in internal legal provisions of the member states. The UN Declaration against discrimination on the ground of sexual orientation and gender identity concluded the year. The paper also comprises analysis of a few typical cases of implementation of family relations among same sex partners.

Amidst the political changes that swept through central and eastern Europe following the fall of the Berlin Wall in 1989, the right to migrate was synonymous in the minds of many with the establishment of democracy. Although the political transition of the 1990s was preceded in some countries by a relaxation of their strict exit regimes, these were only minor measures in comparison with the profound changes to the system of population control ushered in by the political transition to democracy. A mosaic of migration patterns (ethnically based migrations, return migration, labour migration, transit migration) gathered pace during the 1990s throughout the vast region of the former Soviet bloc. As conflict and war broke out in different areas, notably in the Caucasus and south-east Europe, these migratory movements were inflated by huge numbers of refugees, asylum-seekers and displaced persons. The newly independent states underpinned their political transition towards democracy, the rule of law and the protection of human rights through membership of the Council of Europe and ratification of international conventions which included important guarantees for the rights and protection of migrants and their families. In May 2004, eight of these countries will join the European Union and after a transitional period become integral parts of the internal labour market with their populations enjoying the full freedom of movement rights of EC law. This article outlines the major migration trends in central and eastern Europe since the extension of democracy across the continent, highlights different aspects of labour migration in the region, including the impact of EU enlargement, and refers to some integration issues. This description is preceded by a series of brief historical, political and legal perspectives.

The emergence of the Mongols and their invasion of Islamic lands is the most important phenomenon of the thirteenth century which dealt a severe blow to the Muslim governments present in the Islamic world and shook and sometimes uprooted their political-military as well as social and economic structures. At this time, the Christians of Europe and the Catholic Church, as well as the Christians living in the Eastern and Islamic lands, who saw the Muslims as their long-time enemy, tried to accompany the Mongols and interact with them from various religious, political, and military aspects to suppress and destroy the existing Islamic governments in the region, including the Abbasid Caliphate in Baghdad, the Ayyubids the Levant and the Mamluks in Egypt. The present research, with theoretical analysis and review of historical events of this time and evaluating the available data, emphasizes not only the effective role of Christians in the Mongols confrontation with Islamic governments. It also explains their relations with the Mongols, taking into account the ruling families of the Mongols.

As musicians from no less than twenty-two European states gathered at Strasbourg in September to discuss Contemporary Music, one began to realise that Europe, in 1985, had already moved beyond the familiar concept of a political and commercial federation. Historically, however, and motivated only by musical opportunity, musicians had for centuries largely regarded Europe as one patch ever since it became possible to travel. But in recent times it has become clear that the new Europe and European organisations which have emerged may, one day, have far-reaching effects upon many aspects of musical life which have hitherto evolved locally or nationally at different paces and in response to widely differing circumstances. By means of this and other conferences, therefore, Europe is beginning to give expression to corporate artistic concerns, and attempting to do so with a single voice as independent nations are gradually transformed into member states and ultimately, one might anticipate, into regions. This process and the means by which it is accompanished (e.g. the organisation of large European conferences) is also viewed cynically by some as political inevitability being transformed into desirability.

Recently, almost all over the world, migratory movements have become a persistent and very intensive process, both quantitatively and qualitatively. Significant differences in terms of economic, social, political, and demographic development between different countries have affected the intensity of migration. Migration is supplemented by various effects, especially in the economic and social aspects. Kosovo is considered as one of the most underdeveloped countries of the Balkan Peninsula and intrinsically faces large population emigration. Being a small country, Kosovo counts about 1.7 million inhabitants, out of which 700,000-800,000 people were born in Kosovo, but living abroad. Accordingly, the focus of this paper relies on the economic and tourism effects that bring the emigration of people to different countries of Europe and beyond. This emigration is followed up by both positive and negative effects. Emigration has affected the improvement of living conditions for many families, investments in birthplaces, the endowment of various national contributions, continuous assistance and support to the family, remittances, etc. Emigration also has an impact on the development of tourism in Kosovo. Although Kosovo is at its initial stages of tourism development, the influx of emigrants in the homeland during the holidays but also in other periods during the year considerably affects the increase of revenues in the tourism sector.

The article analyses the peculiarities of social adaptation of Ukrainian prisoners of war in Germany, particularly its legal, political and social aspects. The problem of repatriation of POWs was discussed at the international conferences and was regulated by various armistices and treaties (the Armistice of Compiègne, the Treaty of Brest-Litovsk, the Treaty of Versailles). After German surrender in the war and the demise of its empire, POWs of all nationalities acquired the status of interned persons, which notably improved their condition. At the same time, former POWs faced difficult social and economic life conditions in Germany, particularly food shortages. Besides, late 1918 and early 1919 saw repatriation commissions of various states starting their activity in Germany. They included the Ukrainian repatriation commission, which helped return several tens of thousands of people to Ukraine. Therefore, within the dichotomy faced by Ukrainian soldiers in Germany (repatriation against a decision to stay in Germany as political emigrants with subsequent adaptation to life conditions in this country), most long-term captives decided to return. In the wake of dramatic geopolitical changes in Europe and the world, repatriation to the homeland was regarded by most as the best option. On the other hand, some Ukrainians decided to stay in Germany for a longer period. They became witnesses to considerable changes in German political, economic and civil life. The Germans were suspicious of former POWs staying in the country, regarding them as competitors on the job market and as “aliens” in general. However, despite all obstacles some “brave men” managed to successfully adapt in Germany and even create families, becoming a part of their new country’s society.

The reasons that prompted the Albanian exodus were numerous and varied. While if we take a look on its consequences will see that they have a dual nature. Among the positive aspects of exodus we can mention the fact that it helped Albania economically meeting the needs of a considerable part of the population in the moment of political and social crisis transition enabling the survival of many families. On the other hand it had a negative impact not only becouse of spending vital energies of the nation abroad, but also because it led to the formation of a bad opinion about Albanians, opinion spread almost all over Europe, especially where their presence was bigger. For this reason we got to study precisely the image of immigrant in two countries ( Italy and Greece ), where they have the largest flow of migration in 1990-2000. We should note that in recent years in both countryes in Italy and in Greece prevails the same closed mentality against foreigners. Also it is accompanied ( especially in Italy with the malfunctioning of the structure that handles issues of migratory movements, not like in the other states like Germany, England or France where, besides the small number of immigrants, there were laws and better functioning of the state that associated with emigration’s problems. On the other hand we can say that in this period, whether in Greece the fortunes of the Albanian immigrants depended from the relations of the Greek-Albanian state, in Italy they depend mainly on the behavior of immigrants.

This paper presents rhetorical aspects of a sixteenth century Lithuanian polemical treatise “Rozmowa polaka z litwinem” (“Pasikalbėjimas lenko su lietuviu”). This anonymous work is often labeled as “humanist”. Even though many scholars analyse its contents and emphasize references to the Classical Antiquity, formal aspects and their pragmatic implications remain unevaluated. Scholars have mainly focused on the issue of it authorship and quoted it illustrating cultural and political sixteenth century changes in the Grand Duchy of Lithuania. The main aim of this article is to reveal rhetorical tropes and figures employed by the author of the treatise and discuss the possible motivation of their selection. “Rozmowa” responds to, “Quincunx”, written in 1564 by a Polish polemist Stanisław Orzechowski (1513–1566). It is a part of a prolonged polemic between the later and Lithuanian Chancellor, Palatine of Vilnius Mikalojus Radvila “The Black”. The details and the course of their dispute is reconstructed by Orzechowski himself in the letter to Piotr Miscovius, which also is titled “Apologia pro Quincunce”. He refers to the “Rozmowa” without mentioning its title or particular author. Historiography attributes it to the Vilnius mayor (wójt) Augustyn Rotundus (c. 1520–1582). Both Orzechowski and Rotundus studied abroad and had spent some time in Italy. Not only curricula of their studies of artes liberales were influenced by Classical Antiquity, they also undoubtedly got familiar with humanist culture of the contemporary Europe.“Rozmowa” consists of two main parts, which are separated by a verse. The treatise is written in a form of a dialogue, and allows to portray a vivid discussion and multiple points of view. The first part of “Rozmowa” focuses on the questions of the political theory, whereas the second one is dedicated to the history of Lithuania, its dynasty and the issue of the Polish-Lithuanian Union. While the first part is polemical, the second one has epideictic character. The author employs personification, paradiastole and antithesis. The latter two allow changing the normative contents of political concepts, and irony highlights the absurdities in the Polish political practices. The Lithuanian, one of the characters, uses deprecation and interpellation, addresses the absent participants of a dialogue (e. g. Orzechowski himself). The author quotes Ancient authors, Scripture, Church Fathers and contemporary thinkers (e. g. Machiavelli and Erasmus), whose ideas provide him with literary topoi. Merged with the rhetorical techniques, they constitute the political arguments of the treatise and allows the author to express one’s political ideas.

This thesis explains differences in changes to family formation and stability in France, Norway, the FRG and the GDR based changes to family- and housing policy. Focus is on developments from the 1960s to the early 2000s. Previous research has focused on more recent developments from the 1980s onwards. A new conceptualization of family policy is introduced that enables a distinction between policy that alleviate the care giving role of mothers (de-familialization) and policies that intervene more directly in the caring responsibility within the family, aiming for a more equal share of childcare between women and men (de-genderization). Findings show that higher educated women are more likely of entry into marriage, when family policy provides more de-familalization (France, GDR) or de-genderization (Norway). But higher educated women are less likely of entry into marriage in the FRG where family policy remained conservative, forcing these women to choose between family and career. In the FRG where family policy remained conservative, with low support for female employment, married women with low levels of education became more likely of entry into divorce. A difference between women with different educational levels is not observed where family policy has included more de-familialziaiton and de-genderization. Findings for changes to housing policy are less convincing. Soft deregulation of rent control and tenure security has a positive effect on entry into consensual union in all countries, making a two person income household better equipped to cover the cost of rent increases that this change introduced. But results for the influence of support for home-ownership show little effect on entry into a marriage and divorce in all four countries. This may be because the full effect has not manifested itself yet. Extending the time period of analysis may provide more insights on the influence of these changes.

The European Organization for the Safety of Air Navigation (Eurocontrol) was created in 1960 for the centralization and harmonization of air traffic control, to meet the new requirements of increasing air traffic. The primary functions of Eurocontrol were modified because of the reluctance of several European member States to transfer their control on ATC. But air traffic was still increasing and is deemed to increase until the next century. The problem remains unsolved. Today, a new political trend in favor of Eurocontrol is emerging. This trend is shared by most of the European States as well as other organizations as the European Community and the European Civil Aviation Conference.
The main legal aspects of Eurocontrol are analysed in this thesis, as well as its cooperation with other organizations involved. Eventually, the future of Eurocontrol is analyzed with respect to future air navigation systems (FANS) based on satellite technology.

This study determines how economic, political, and socio-demographic factors impact the parliamentary election outcomes in central and eastern European countries in transition period. A one-way fixed-effect method has been applied to analyze two main economic models. The dependent variables are share of the Western-oriented and traditional-oriented parties. Data of sixteen countries have been used in the thesis. According to the results of this study, it is possible to conclude that outcomes of parliamentary elections in central and eastern European countries depended on political and socio-demographic factors from I 990-2001. Factors such as loans, received from the United States, per capita in the pre-election year, as a measure of external pressure, and share of agriculture in GDP, as a measure of country`s level of development, demonstrate consistent significance in both variations of the model.

The purpose of this thesis is to reflect on the importance that deception has had on the efficient functioning of societies and the development of individuals. I attempt to do so by adopting an historical perspective, analysing the development of the notion of lawful deception during the Middle Ages and, mainly, the Early Modern Age through theological and political discourses. The scope of my investigation is pan-European. I examine sources from the major Western territories, but I pay special attention to those produced in the Spanish-Habsburg Empire, which was a major political and cultural entity during this period. My claim is that between the thirteenth and seventeenth centuries, the West witnessed the formation of what I call an "Ethics of Deception:" a trend of thought that, without challenging the Augustinian prohibition of lying, recognised deception as intrinsic to nature and mankind, thereby justifying its use from moral and political perspectives. I explain how this intellectual process was conducted, fostered by new social realities, and helped by the flourishing of casuistry, tacitism and neostoicism. Furthermore, I argue that the acceptance of deception contributed to the creation of a new view of the world, language and human interaction. A view that is in the very basis of some of the most characteristic features of Baroque art and that opened the door to some of the most transcendental cultural changes of the period, such as the creation of politics governed by reason rather than faith, the secularisation of social behaviour, and the emergence of the notions of individualism, privacy and freedom of thought. For these reasons, I claim that deception played an important role in the shaping of Modernity.

The thesis discusses how patriotic education is openly promoted by the government in contemporary Russia through a series of programmes, entitled the ‘State Programme for the Patriotic Education of the Citizens of the Russian Federation’, promoted since 2001. However, this thesis presents the argument that patriotic education cannot fully be understood through examination of these formally organised initiatives. Instead, the thesis contributes towards a rethinking of patriotic education as a communicative process whereby multiple ideas of the nation are delivered to young people, both in formal and informal settings. The thesis argues that this promotion of patriotic education is connected to long-standing debates on nations and nationalism in Russia, but also places these within the more general discourse on nations and nationalism, in particular Anderson’s (2006) definition of the nation as an ‘imagined community’. The thesis is positioned within, and contributes to, more recent arguments surrounding the need to examine everyday ideas of the nation, but maintains a sense of the role played by elites in producing ideas of the nation by intercepting state-produced ideas represented within the education system. Importantly, the three-stage research design maps not only the delivery of these state ideas, but also accesses how these ideas are received and articulated by young people themselves, thus contributing to an understanding of cultural production. This is achieved through triangulation of three qualitative methods: analysis of textbooks, classroom observation, and semi-structured interviews with teachers and students, conducted in St Petersburg. The data generated demonstrates that young people articulate both a sense of local and national belonging, cultivated just as much through their surroundings (historic buildings etc.) as through formal education. In the 90´s, Europe used to be depicted as the most privileged political arena for regional nationalist political parties to access for “more” political power. In that sense, whereas formal channels of regional interest representation were taken for granted by those standing within federal political systems; informal channels of regional interest representation were highly valued by regional nationalists standing in decentralized or devolutionary constitutional settlements. In spite of nuanced institutional preferences, Europe was rationally inspired (Ostrom 2005) as it used to be perceived as an aggregation of formal-legal structures that could be used as a means to prescribe, proscribe and permit a certain behavior in exchange of a personal utility. Moreover, regional nationalists were policy “maximizers” who acted in isolation, away from the center, using their own limited political resources to maximize their policy gains by pursuing distinctive forms of political autonomy. However, by the end of the 90’s, both categories of regional nationalists plunged into European disillusion due to the limits of a sovereign logic prevailing in Europe.

However, in the 21st century, as soon as a new European policy cycle started to emerge and the economic crisis started to cripple, experienced regional nationalists realized that they could use the benefits of regional economic resources in face of the European Economic strategy to justify further concessions of policy competences that are still shared, either in theory or in practice, as well as to argue for new ones. The political plan would consist of using the reference of the European Economic targets to deliver policies, which would allow them to legitimize their nationalist aspirations, in both layers of governance, as well as to induce regional citizens into their political plan so they can finally reach the legal threshold to endorse a new state reform. Moreover, since they were rationally bounded, in the sense that they were lacking the policy expertise to perform these goals, they have learned to rely on a policy narrative (Shabahan et al 2011; Jones and Beth 2010; Radaelli 2010) embedded in a territorial economic argument to make sense of an advocacy coalition framework (Sabatier and Jenkins-Smith 1993), using informal channels of regional interest intermediation as “cognitive” structures (Scot 1995a) to articulate a policy strategy to be implemented in Europe and at the regional level of governance.

Therefore, and irrespectively of nuanced constitutional settlements, all experienced regional nationalists have returned to the center, using informal channels as an instrument of governance (Salamon 2002) to clarify the best policy options to be implemented in both layers of governance. In other words, regional nationalists have become “policy satisficers” (Simon 1954) who have learned to forgo immediate satisfaction in Europe to collect major gains of political power across multiple layers of governance. If the term “usage” can be defined as the act of using something to achieve certain political goals (Jacquot and Wolf 2003), in this research, we will apply the concept of “usage” to demonstrate that experienced regional nationalists in government have moved from a rational to a cognitive “usage” of the European institutions to perform renewed political preferences across multiple layers of governance.

Departing from an actor centered institutionalist approach (Mayntz and Sharp 1997), we will demonstrate that the N-VA in Flanders, since 2004, and the SNP in Scotland, since 2007, have become new pragmatic nationalists. In that sense, we will argue that, in a clear contrast with pragmatic nationalists of the 90’s who expected to legitimize their nationalist aspirations in Europe by the means of a rational “usage” of the European institutions; experienced regional nationalists have become new pragmatic nationalists as they have learned to rely on a cognitive “usage” of the European institutions to legitimize their nationalist aspirations, no longer in Europe, but through Europe.

We will then conclude that in the 21st century, and against traditional dogmas of the 90’s, the “usage” of Europe by regional nationalists is cognitively twisted, economically driven and collectively performed. It embraces all experienced regional nationalist political parties in government, irrespectively of their constitutional settlement or nationalist credo, as long as they possess the ability to anchor a political strategy embedded in “identity” without sticking to strict politics of nationalism.

This study attempts to examine the international debt crisis in the 1980s from a primarily political perspective, to permit a greater understanding of the interaction between economics and politics in the course of crisis management The process of dealing with the current international debt crisis provides an pat case for investigation of how economic concerns affect political outcomes, and how political factors influence economic outcomes, and how political factors influence economic policies. This study concentrates on the two regions of Latin America and Eastern Europe where the debt crisis started. The study emphasizes that the international debt crisis started. The study emphasizes that the international debt problem has been increasingly politicized in the contemporary international relations, and that its solution, in addition to the economic aspects, calls for political willingness by all parties concerned.

AbstractThe paper analyses the claims to Habsburg subjecthood advanced by the prominent Jewish merchant Haim Camondo following an Ottoman imperial order banishing him from Istanbul to Cyprus in 1782. As the Jewish merchant was the holder of Habsburg and British berats, the Camondo affair came to concern the European ambassadors in Istanbul. Eventually, the merchant and his family were able to escape to Habsburg Trieste with their lives and most of their fortune secured. How the European ambassadors, the Ottoman government, and Haim Camondo translated their understandings of legal belonging and identification to each other during the affair, omitting aspects which did not help their respective cases, sheds further light on notions of imperial subjecthood at a crucial period of transition of these concepts in the Ottoman and Habsburg empires. Analysing the web of cultural and political translations in which the Camondo family was caught up also adds to our understanding of trans-imperial families and contributes to the history of (national) identification and subjecthood.

AbstractThe chapter on media in family life highlights the aspects of lifestyle of contemporary families in the context of the saturation of households with modern means of communication, their usage and attitudes towards them. Considerable attention was paid to the issue of family-related media in current research, as evidenced by a wide range of studies and research surveys. This chapter is devoted to several partial aspects of this attention and is based on the data of two surveys. The first research is the European representative survey Eurobarometer 88 (Eurobarometer 2017), and the other one is our research on the Lifestyle of the Contemporary Family (further LSCF, 2012–2015). These data shows an extension of selected media facilities in families, their usage and media leisure time activities and attitudes towards media. The studied countries are in some respects very similar to each other (relatively strong media saturation of households, most common daily use of television and computers, positive perception of media as a way to facilitate communication and negotiation). In other respects (joint media activities, strength of perception of negative aspects of media, usage of media by parents and by children), the countries differ.

"The paper focuses on one of the aspects most investigated and monitored in recent years by the Desi index (Digital Economy and Society Index) on the digitization process in Europe, human capital, with an in-depth focus on primary school teachers. The emergent state of Covid 19 has had a strong impact in the field of education, so much so that the uses of digital technology and its applications are now an essential topic in public and political debate. The implementation of digital devices for education, during the lockdown, has necessarily led to a reflection on the methodological paths that can be applied and tested in the educational context. There are many uncertainties linked to the validity of new digital didactic approaches and to the communicative and transmissive effectiveness of the contents where the digital skills of teachers and families and the lack of adequate equipment risk compromising the objective of effective and inclusive education. How can educational quality and inclusion be guaranteed through digital communication, beyond socio-cultural inequalities? How can school digital capital guarantee new educational planning in the classroom? These are the main questions of the paper, which will focus on illustrating the communicative strategies of visual storytelling and graphicacy as tools for democratising digital communication, for sociocultural inclusion and for reducing sociocultural inequalities, by illustrating the structural framework and the main actions/strategy of the European Erasmus Plus project CAVE (Communication and Visual Education in homeschooling)."

This paper is written with aim of investigating the importance of the natural resources within the Central Asian energy sector. The geopolitics position of the Central Asian Countries place them in the centre of conflicting powers; that is to say, on the one hand they are providing energy to Europe and USA, and on the other hand they are next to China, which has the highest and growing demand for energy consumption. In political arena, China accordingly seeks to prevent the independence of East Turkistan, which has historical links to Turkistan (West) in Russia. In this regard, we examine the energy policies and trade between states, and we particularly focus on the gas and oil pipelines from said countries to Europe. We also examine the demand from Caucasian and the Central Asian Countries by European, and Pacific Countries and, as well as, the USA. Correspondingly, we discuss the political conflicts upon the energy investments, and mainly concentrate on the investments in Central Asian and Commonwealth of Independent States (“CIS”), and the political risks and legal disputes relating to foreign energy investment and stability implications in this regard.

Von Roll Inova is a major provider of thermal treatment technologies ranging from combustion, energy recovery, air pollution control, and residue processing. The company is headquartered in Switzerland and its portfolio includes over 300 WTEs around the world, processing more than 100,000 metric tons of solid wastes per day. This paper discusses the technological and political trends in Europe regarding waste-to-energy, the state-of-the-art-technology and presents an an overview of recently executed projects by Von Roll Inova. During the hiatus on new plant construction in the U.S., European countries pursued a variety of different approaches. Not all the results showed environmental, social or economic promise. Of the aspects developed since the mid-nineties, some are applicable to the United States. Particularly the advances in air pollution control technology and improved thermal efficiency will be useful as new Waste-to-Energy capacity is added in the U.S. and delays in permitting may be avoided by taking advantage of such experience transfers.

The appearance of Soviet Russia in the international arena in 1917 was one, but not the only factor that contributed to the further development of the idea of European integration. German supporters of the unification of Europe after the First World War were attracted by the economic and political aspects of the European idea, in the development of which they themselves took an active part. In particular, it was proposed to create a pan-European economic zone, which included as an "indispensable complement" the "joint economic exploitation of pan-European colonies", most of which were in Africa. The German Foreign Ministry, headed by G. Stresemann, supported the project of a federal union of Europe. After the Second World War, the supporters of European integration in Germany, which was divided into occupation zones, hoped with the help of membership in the proposed European Federal Union to solve a number of national tasks, the main of which was the reunification of Germany.

The labour migration in Europe is a phenomenon with multiple effects, both positive and negative. Money sent by emigrants to their families is increasing their quality of life and has positive effects on the family relations; therefore it can be identified an increasing interest in the literature in studying such aspects. The purpose of the paper is to conduct a comparative analysis of the migrants’ propensity to sending money to the origin country. The study is based on data coming from the National Immigrant Survey of Spain (in Spanish: Encuesta Nacional de Inmigrantes – 2007). A total of 15,475 interviews were carried out. Moroccans, Romanians, and Ecuadorians represent 30% of the total number of immigrants resident in Spain. We employ a binary logistic regression model in order to identify the impact of socio-demographical factors on the probability of sending money abroad from Spain. Our aim is to identify cultural discrepancies in remittances sending, according to origin of migrants. We are mainly focusing on two large groups of respondents, which are North African and South Eastern Europe migrants. The variables employed are age of respondent, education, Intention to return in the country of origin, The period spent in Spain, gender of respondent, and the relation with the country of origin defined by the frequency of visits in the country. We identified similar patterns and also significant differences among the two groups.

This document makes an assessment of the Political Dialogue and Cooperation Agreement (PDCA) between Cuba and the European Union (EU) in its four years of validity, and of the evolution of political and economic relations between both parties. The analysis is structured in five headings that address the background, determinants and significance of the PDCA between Cuba and the EU; the main elements discussed in the political dialogue —and in thematic dialogue— between the two parties since 2018, and the central aspects of trade, investment and cooperation relations between Cuba and the EU. The report concludes that, unlike the United States, the EU is able to support the complex process of economic and institutional transformations underway in Cuba, in four fundamental areas: i) technical assistance and advice for the design and implementation of public policies, macroeconomic management, decentralisation and local development; ii) cooperation to fight climate change and transform Cuba’s productive and technological structure; iii) the promotion and encouragement of foreign investment flows from Europe, targeting key productive sectors; and iv) the exploration of financial opportunities for Cuba through the European Investment Bank (EIB) under the current PDCA.

Norms, values, attitudes and practices considered integral to a “culture of democracy”, according to the Council of Europe, include: a commitment to public deliberation, discussion, and the free expression of opinions; a commitment to electoral rules; the rule of law; and the protection of minority rights; peaceful conflict resolution. The consolidation of democracy involves not only institutional change, but also instilling a democratic culture in a society (Balčytienė, 2021). Research on democratic consolidation in various countries in Central and Eastern Europe (CEE) finds that a key impediment to consolidation is the persistence of old, authoritarian political culture that undermines political and civic participation. This rapid review looks at aspects of democratic culture and potential ways to foster it, focusing on educational initiatives and opportunities for civic action — which comprise much of the literature on developing the values, attitudes and behaviours of democracy. Discussion on the strengthening of democratic institutions or assistance to electoral processes is outside the scope of the report.

Football clubs are often analysed by scholars as ‘imagined communities’, for no fan of any team will ever meet, or even be aware of most of their fellow supporters on an individual level. They are also simultaneously one of the most tribal phenomena of the twenty-first century, comparable to religion in terms of the complexity of rituals, their rhythm and overall organizational intricacies, yet equally inseparable from economics and politics. Whilst, superficially, the events of sporting fixtures carry little political significance, for many of Europe’s national and linguistic minorities football fandom takes on an extra dimension of identity – on an individual and collective scale, acting as a defining differentiation from the majority society. This blogpost analyses five clubs from non-kin state settings, with the intention to assess how different aspects of minority identities affect their fan bases, communication policies and other practices.

This article addresses an issue of growing political importance: the global rise of civilizational populism. From Western Europe to India and Pakistan, and from Indonesia to the Americas, populists are increasingly linking national belonging with civilizational identity—and at times to the belief that the world is divided into religion-based civilizations, some of which are doomed to clash with one another. As part of this process, Hinduism, Buddhism, Islam, and Christianity have all been commandeered by populist parties and movements, each adept at using the power of religion—in different ways and drawing on different aspects of religion—to define the boundary of concepts such as people, nation, and civilization.
