Purpose: The independence of the economic policy of national states in the European Union is a relevant and politically controversial issue as notions of lost sovereignty are often evoked by populist political options. It is therefore important to distinctly outline the actual state of affairs. Methodology: Methodology is descriptive and comparative. The article starts by surveying traditional and recent political, institutional and economic arguments on policy convergence in areas undergoing economic integration. The article continues by contrasting the complex notion of economic sovereignty and the ongoing development of economic policy constrictions of EU (and eurozone) membership. Croatia is then compared to relevant economies in key economic policies in response to the crisis of 2008/09 in order to evaluate the maneuvering room left by the various policy constrictions. Results: Particular attention is devoted to the comparison of exchange rate policy, fiscal policy and monetary policy employed by member states in response to the crisis of 2008/09. While economic independence in terms of crisis management is clearly reduced by virtue of EU and eurozone membership, its effects should not be felt as a change of policy direction in the case of Croatia. Conclusion: We conclude that the policy restrictions imposed by EU membership and expected entry into the eurozone are in line with economic restraints and exhibited national policy preferences prior to EU accession.

With the increase in the number of electric vehicles (EVs) and developments in their related charging infrastructures, consumers have still some concerns about some limiting factors in the EV industry such as battery life, charging station availability, electric grid capacity, limited driving range, and slow charging of batteries. Although some solutions are proposed for these limitations, they are not sufficiently efficient and cost-effective. Moreover, charging of EVs on-the-road is still a challenging issue which requires more innovation. This paper proposes a novel battery charger, known as an Emergency EV-to-EV Portable Battery Charger (EPBC), which provides a cost-effective solution for charging EVs on-the-road in emergency mode. The suggested smart charger can charge another EV based on the state of charge (SOC), capacity, and other important technical specifications of batteries in a safe and reliable manner. The smart charger can regulate the output voltage and the injected current to the EV simultaneously. To realize these features, a model free nonlinear integral backstepping control (MF-NIBC) is adopted to regulate the output voltage of the battery charger. By utilizing the actor and critic networks, a deep deterministic policy gradient (DDPG) is adopted to adjust the MF-NIBC controller. Finally, real-time tests based on the OPAL-RT setup are conducted to confirm the applicability and feasibility of the proposed EV-to-EV portable battery charger.

In the pressure of excessive resource consumption and serious environmental pollution, government in China proposed a dual-credit policy to promote the production of green vehicles, such as energy-saving fuel vehicle (FV) and electric vehicle (EV). This study explores the firm’s selection of green technology innovations (GTIs) under dual-credit policy, including the energy-saving technology for FV and the technology for producing EV. We found that the firm’s technology capacity of improving the energy-saving level of FV plays an important role in affecting the firm’s selections of GTIs. Specifically, when the technology capacity is moderate, the firm chooses both types of GTIs to produce both EV and energy-saving FV, otherwise he will choose one type only. Moreover, no matter which GTI is selected by the firm, its pricing and environmental efforts decisions keep the same. With the dual-credit policy, we found that it could encourage the production of the EV under certain conditions. Besides this, increasing the green credit of EV can align the economic and environmental interests while increasing standard energy consumption has conflicts in both interests. In particular, when the firm offers FV only or both EV and FV, increasing the price of credit has conflicting interests in economy and environment. However, when the firm offers EV only, increasing the price of credit could improve the firm’s profit without hurting the environment.

Abstract Electric vehicle (EV) becomes an important option to overcome limited resources of fossil energy resources and to reduce side effects of Internal Combustion Engine Vehicles (ICEV) on the environment and health. However, the implementation policy of EV needs to apply carefully to make this policy sustainable and to minimize its side effects. Therefore, the Government of a country plays a significant role in leading and support the implementation of EV with policy and regulation. This paper reviews policies of Electric Vehicles (EV) in South Korea and Indonesia. The main objective of this review is to evaluate the strengths and weaknesses of the policies implemented in those countries. Three main aspects are elaborated, i.e., the main policy, the technology, and the private sector implementations. This paper also develops recommended policies and actions that could be done in Indonesia by reflecting on the EV policy in South Korea.

Purpose To mitigate energy and environmental challenges, several countries worldwide are considering different policies to promote the use of electric vehicles (EVs). Consequently, the necessity of studies focusing on the important and effective EV policy measures are develop-ing as policymakers are seeking to prioritize the policy measures based on their usefulness to achieve mass EV adoption. This study reviews evidence from China and Norway to identify factors that could substantially accelerate demand for EVs. Method We emphasize the cases of Norway and China, as these countries have already initiat-ed incentive-strong policies to accelerate EV's acceptance in their market and have succeeded considerably in improving their EV market share during the early adoption phases. The find-ings and discussion of this study is principally based on the reviewed literature of related poli-cy measures and two cases of successful EV uptake policies, Findings The evidence points at the significance of EV policy measures such as purchase-based and use-based incentives, availability of publicly accessible charging infrastructures, availability of EVs in the local market and collective communication measures. As findings, we have developed a general framework of essential EV policy measures. The reviewed litera-ture and cases suggest that publicly accessible charging infrastructures and financial incentives play crucial role in uptake. Conclusion Our study suggests that to accelerate EV penetration in the market, it is required the policymakers to pay more attention to the policy measures included in our general frame-work. However, the magnitude of the influences and interplay between these policy measures may differ between regions and on the context. Hence, policymakers should reconsider and restructure the EV polices after a certain level of EV-uptake is realized in the market.

In the backdrop of growing public concerns about climate change and air pollution, and the contribution of petroleum combustion in the transport sector to these issues, China has introduced a range of policy incentives for promoting the uptake of electric vehicles (EVs). These incentives have resulted in a rapid increase in EV stocks since the early 2010s, and this trend is expected to continue, or even accelerate, in the years to come, which would, in turn, lead to a policy-oriented EV market. The primary objective of the project is to develop an understanding of the effect of various policy incentives on EV uptake based on annual data of 43 cities from 2011 to 2017, and these policies mainly refer to those that focus on EV purchasing, registering, driving, and charging stages. The novelty of this paper is that we focused on policy effect on EV adoption behavior, rather than adoption intention which has widely been analyzed in previous studies. Results showed that the abolishment of purchasing and driving restriction, government subsidies, purchase tax exemption, and dedicated license plates significantly promote EV diffusion, and the effect of the two restrictions are more powerful. Thus, this study suggested that abolishment of purchasing and driving restrictions can be insisted to drive EV market share, meanwhile improving policies that can guide consumers through various motivations are also necessary.

The combination of electric vehicle (EV) and carsharing is expected to provide social and environmental benefits, like encouraging sustainable travel behaviors (reducing car ownership and vehicle kilometres of travel) and improving the accessibility and flexibility of urban transport. Thus, electric carsharing is encouraged to be adopted for daily trips, and the operators propose the friend-invitation promotion scheme for the membership expansion. This study explores the effectiveness of this scheme and the characteristics of the scheme participants and their invited friends (e.g., age, friend-invitation pattern, and EV rental pattern). The analysis found that 28.4% of these invited friends would make at least one EV rental after registration, whereas 30.4% of the other members who registered in the same period would do so, indicating that these invited friends were less active. Therefore, suggestions are given based on the EV rental pattern of these invited friends (preferring a longer journey using a smaller but cheaper EV) to enhance the effectiveness of the friend-invitation promotion scheme.

Purpose: The modern concepts of contemplating joint dynamics of monetary policy effects on economic growth and its indicators require an indirect approach based on empirical research of mainly financial infrastructure, competitiveness of the financial markets and current economic conditions. Meanwhile, the problems of unemployment and the structure of employment within these concepts are most frequently linked with the polarization of the labor market and two important factors, that is, the effects of growth on unemployment and the fact that technological changes affect the changes in salary ranges. Methodology: By using the Adaptive Neuro-Fuzzy Inference System (ANFIS) and the set of data from 1995 to 2016, this paper analyzes these issues through a prism of established balances between the labor and financial markets, i.e., the monetization of economy (M1/GDP), financial development (Loans/GDP) and the share of gross government debt in GDP (government gross debt/GDP). Results: The proposed model suggests that the rate of unemployment is conditioned by the financial cycle and monetary policy (M1/GDP, Loans/GDP), as well as the business cycle and fiscal policy (gross d/BDP) and that a controlled and properly directed level of monetization of the economy (M1/BDP) and financial development measured as Loans/GDP can be “sufficient” for economic growth. Conclusion: Waiting in the “monetary union lobby”, i.e., waiting for the ERM II exchange mechanism can last longer than the set deadlines, leading to the need for Croatian economic policy to optimize monetary and fiscal policy measures in order to increase economic growth and reduce unemployment.

The global automobile market is promoting the introduction of eco-friendly vehicles such as electric vehicles and hydrogen vehicles. However, disadvantages such as expensive prices and limited mileage compared to internal combustion engine vehicles have become obstacles to the expansion of eco-friendly vehicles. Therefore, in this study, a survey was conducted on the purchase of electric vehicles for citizens of Suwon. Using the survey data, a structural equation model was constructed to analyze the factors affecting the purchase of electric vehicles, which are eco-friendly vehicles. The results indicate that a lack of information and government policy on EV, the level of EV recognition and subsidy policy do not have an effect on EV purchase. However, charging infrastructure, battery performance and safety, operating conditions including ramps or use of heaters and air conditioners, subsidy effects and charging services demonstrate positive effects on EV purchase. Using direct and indirect effect analysis, the study shows that higher government subsidy and visiting charging services are the two most influential factors on EV purchase, followed by EV driving environment, charging infrastructure, battery performance and safety, and a lack of information and electric vehicle supply policy.

This paper presents a system dynamics model of Chinas development strategy of electric vehicle industry. The focus of the paper is to study the influence of four major dynamic factors government policies, technology innovation, market demand and competitive ability. It gives an overall scenario of the development and highlights the major problems faced by Chinese electric vehicles industry, and how SD modeling can be used for the analysis of the industry developing policy. The model has been used to simulate the influence of these dynamic factors for 20 years, and a serious of policy tests and some useful policy suggestions were put forward. The result suggested that government support will still play a key role in a long-term.

Abstract One solution for diminishing carbon outflows is to provide electric vehicles (EV), which can help the sustainable development of the ecosystem in an environmentally way. Jakarta, as a capital city with high levels of pollution, has forced the government to recognize the need for policymakers to correct environmental failures through effective policy solutions. To support policy-driven adoption of EV, incentives shall be given to stimulate EV users. Current regulations have not yet explained regulations for EV’s, direct and indirect consumer benefits, infrastructure for charging, and complementary policies. This paper will compare the world’s best EV policy which will determine the main policy criteria to be developed for Jakarta’s regulation using the analytical hierarchy process and entropy method in giving scaled preferences of sets of standards and alternatives with acceptable inconsistency. AHP is used to determine initial subjective weights from experts, while then entropy will enhance AHP’s weights into objective weight. This study shows that charging infrastructure is the most influential criterion among other criteria followed by consumer incentive, both direct and indirect, complimentary policies, and regulatory incentives. Therefore, it is highly recommended that Jakarta’s government develop EV’s incentive policy in detail as the order above.

A new research method that can estimate the demand of EV in China on the basis of vehicular emission inventory and carbon reduction restriction is put forward. By using MOBILE model and software, China vehicular emissions inventory is created. Then, the demand bill of EV is worked out, and replacement scale and proportion of EV are calculated too. In the conclusion part, quantitative data is given, offering theoretical support for the governments’ strategic policy-making in developing EV.

In the era of e-mobility, promoting electric vehicle (EV) usage is considered a policy worth incorporating into a government’s agenda. While accessibility has been broadly recognized as important for user intention to adopt EVs, few studies have considered how accessibility affects public acceptance of EVs. This study measures the objective, perceived and prospective accessibility of public EV charging facilities, investigating how and to what extent this novel set of accessibility measures affects the EV adoption intention of individuals. The data are primarily derived from a recent questionnaire survey of driver license holders in Hong Kong administered to both EV owners and non-EV owners. Objective accessibility is measured by the number of (population-weighted) Tesla and standard chargers publicly available within five minutes walking distance of an individual’s residential district and subjective (i.e., perceived and prospective) accessibility is measured by four Likert-scale questions. The results show that objective accessibility significantly and substantially influences an individual’s intention to purchase an EV. Meanwhile, both perceived and prospective accessibility are highly significant for the adoption intention of non-EV owners. We also observe significant effects for perceived and prospective driving ranges, environmental consciousness and prior experience with EVs. This study provides a valuable reference for the impact of the accessibility of public EV chargers on EV adoption in the context of a high-density Asian city. Based on the findings, we propose various policy recommendations that integrate accessibility planning strategies into EV promotion in cities that aspire to expand e-mobility.

We provide the first at-scale estimate of electric vehicle (EV) home charging. Previous estimates are based on conflicting surveys or are extrapolated from a small, unrepresentative sample of households with dedicated EV meters. We combine billions of hourly electricity meter measurements with address-level EV registration records from California households, including 64,000 EV owners. The average EV increases overall household load by 2.9 kilowatt-hours per day, well under half the amount assumed by state regulators. Results imply that EVs travel less than expected on electric power, raising questions about transportation electrification for climate policy.
