This article-based dissertation traces the institutional responses to the euro area crisis in the realm of fiscal and financial governance. First, it shows why the diffusion of national fiscal councils in the EU has not led to institutional isomorphism. The troika institutions - the European Commission, the ECB and the International Monetary Fund - formed a technocratic consensus about the desirability of establishing national fiscal councils in the EU. Considerable disagreement existed, however, with regards to their design features. Each institution promoted a distinct fiscal council model in line with their institutional self-interest. Preference heterogeneity among the troika members ultimately prevented the spread of a one-size-fits-all fiscal council in the EU. Second, this thesis links three models of a fiscal council (agent, trustee and orchestrator) to three different sources of the deficit bias (i.e. forecasting errors, common pool problem, asymmetric information) and three different conceptions of legitimacy (input, output, throughput). Third, it explains why the ECB President started to visit national parliaments. The ECB’s unconventional monetary policy measures triggered unprecedented levels of public distrust, invigorated a fierce debate about central bank independence and led to deteriorating output legitimacy. Given the diverging demands from creditor and debtor states, the ECB saw an opportunity to reduce the audience costs of their policies by directly targeting national parliaments. Fourth, it shows how large cross-border banks stood to gain from the banking union because it would level the playing field, create regulatory savings and ultimately encroach on the business model of the smaller competitors that had, thus far, been shielded from competition through favorable regulation. Fifth, it discusses the European Stability Mechanism, the ECB, the proposed European Minister of Economics and Finance and the European Fiscal Board and relates them to strategies that supranational actors can pursue to deepen European integration.

The Irish crash that began in 2008 has been described as one of the most dramatic economic reversals ever experienced by an industrialised country. There is a strong consensus about the economic roots of the crisis: the country experienced a classic asset bubble. Much more difficult to explain however, is how a mature democracy sleep-walked into a crisis that had so much precedent and in retrospect seems to have been so apparent. The policy decisions made in the boom period must shoulder much of the blame, but they were not created in a vacuum. This thesis systematically examines the discourse on the Irish economy from a broad range of commentators in the years prior to the crash, including international and domestic organisations, academics, the newspapers, and politicians. It demonstrates that key mainstream analysts anticipated how the property boom would end on the basis of estimated fundamental house prices and demand levels. This implicitly assumed that these fundamentals would remain strong as the boom abated, and ignored the potential for a market panic. By contrast, the most prescient analysts relied heavily on international precedent, and recognised that property price falls would be closely correlated with the increase observed during the boom. A key dimension of the discourse was therefore how the lessons of financial history were applied or disregarded. Water scarcity has gained increasing awareness globally, and the small island developing states of the Caribbean, including Barbados, are not exempt from this global crisis. There is a large amount of variation to be found between Barbados' 11 parishes demographically, economically, and socially, with tourism encapsulating an especially significant sector for both the economy and water use, emphasized in certain parishes most prevalently.
Surveys were carried out in four coastal parishes and respondents were asked various water-related questions for their household. The survey addressed a myriad of issues such as water availability, quality, categorizing responsibilities of water-related tasks, as well as a number of other topics. The number of surveys conducted was equivalent to one per cent of each parish population. The chi-square test for the analysis of a two-way contingency table was conducted to determine the influence of development and gender on parish households in differential water use, access, and perceptions of water. Surveys were completed to provide clarity to the objectives of the research which were twofold: to determine whether the amount of economic, social, and physical development of a parish influences the access and distribution of domestic water to households; and to uncover gender perceptions related to water use and determine how water use patterns and water consumption vary between genders in households.
Parish development was a much stronger indicator for water usage and distribution rather than gender. All questions compared across parishes yielded at least one statistically significant response with the exception of determining whether water shortages affected lifestyles. Parish water use was highest in St. Philip (898.1 L/week/capita) and lowest in St. Lucy, (729.9 L/week/capita). The gender analysis provided statistically insignificant results except for the total respondents' water quality, and a household's satisfaction with their water situation, which were only significant for the total population and St. Lucy categories. Regarding division of labour within households, women still occupy the majority of tasks relating to water by spending on average 12.6 hrs/week on water-related domestic tasks; while males and children spend almost 5.6 hrs/week and 1.70 hrs/week respectively.

This research focused on derivative instruments which are financial securities whose values are derived from the values of underlying assets, such as shares, bonds, currencies or interest rates. Derivatives are predominantly used to manage risks in portfolios (hedging) and trading (speculation). Derivatives have been used for centuries and have developed into one of the largest global financial markets. The most common derivative instruments available to investors are options, futures, swaps and contracts for difference, as they are fairly easy to understand and apply. During the 2008/2009 global financial crisis derivatives, especially credit derivatives, made headlines and although they did not cause the crisis, they accelerated it. Furthermore, the 2008/2009 financial crisis also increased the negative sentiments many investors have towards derivatives. As a result of the crisis the growth in the global derivatives market came to a halt for the first time in decades. In light of the above, the primary objective of this study was to gain a deeper understanding of derivatives trading in emerging markets, especially in the South African context, as these financial securities are very useful portfolio management tools. The aim of this study was to describe the current state of the South African derivatives market; to investigate the role that derivative instruments played in the 2008/2009 global financial crisis; and to identify the variables influencing investors’ decisions whether or not to include derivatives in their portfolios. Given the nature of the problem stated a qualitative or phenomenological research paradigm was adopted. This paradigm was deemed suitable given the exploratory nature of the research. Primary and secondary data for this study were obtained through semi-structured personal interviews with 21 experts in the South African financial services industry and through an extensive literature review, respectively. A research instrument, based on the literature review was developed to facilitate the interviewing process. The results of the empirical investigation show that although the majority of respondents use derivative instruments in managing their portfolios, the South African derivatives market is still in its development phase. Many investors do not use derivatives frequently as they lack knowledge about derivative instruments, receive uncompetitive prices, are restricted by rules and regulations as well as investment mandates. Fourteen variables were identified as having a possible impact on investors' decisions whether or not to use derivatives in their portfolios. The five variables identified in the empirical investigation as being the most important, were the level of information available and the transparency of price determination; investor’s knowledge of different derivative instruments; investor’s level of risk tolerance; the level of liquidity in the market; and investor's knowledge and familiarity with financial markets. The findings of this study suggest that financial institutions, selling and trading derivative instruments, should concentrate on these five variables to make derivatives more attractive investment alternatives for investors. In order for South African investors to consider derivatives as suitable investments more often, it is strongly recommended to educate investors better about these products and decrease the negative sentiments investors have towards derivatives. This should be done by showing and explaining to investors that derivatives are useful hedging and portfolio management tools. It is necessary to state the dangers and benefits of derivatives, as well as the features differentiating them. Financial institutions trading derivative instruments, local education facilities (e.g. universities) and financial markets related organisations should educate investors by providing various educational tools, such as online courses, booklets, seminars or presentations about derivative products on offer. Furthermore, it is highly recommended to make derivative markets more transparent through adequate and appropriate regulations. In that, investors are better protected from counterparty risks and trade in a safer environment due to clearing houses.

This thesis focuses on microfinance in Kyrgyzstan as a response to the initiation of economic, social and political reforms following Kyrgyzstan's independence in 1991. These reforms accelerated Kyrgyzstan's transition from a centrally-planned to a liberal market-based economy. Microfinance became a favored mechanism for encouraging individual entrepreneurship and thus economic development. Based on field research I conducted in Kyrgyzstan during the summer of 2009, this thesis examines the economic impact of these reforms on women entrepreneurs, as women were particularly vulnerable to the social fallout from such reforms. Through participatory observation, small focus groups and semi-structured interviews, I analyze myriad aspects of the lives of women entrepreneurs who have participated in a microfinance project. I argue that microfinance provides an empowering, sustainable path for them. However, the historical occupational divisions encouraged by the Soviet Union affect how people use microcredit. I conclude with suggestions on improving microfinance practices in Kyrgyzstan.

This research looks at social policy making in Venezuela and Brazil with the objective of alleviating poverty, with special focus on meeting Millennium Development Goals (MDGs) that were set in 2000. Considering the leftist democratic governments that have been established in Latin America since Hugo Chávez was elected president in 1998, and later with Luiz Inacio Lula da Silva in 2002, the research seeks to understand and illustrate what nuances exist in strategy, ideas and implementation of social policy that would positively affect the underprivileged for a more equal and just society. The two countries have deep historical and structural inequalities from slavery, colonialism, imbalanced distribution of resources and like most developing nations of the Global South, have had to endure structural adjustments that have entrenched poverty levels further. Arguments in the past have been made for economic prosperity and economic growth as good indicators for development, however, the research takes a comparative analysis on how Venezuela (through Barrio Adentro and multiple state driven Missions) and Brazil (state supported Bolsa Familia and Universal Health System), have targeted health and education as the primary sectors not just to transform society but also because it is through these sectors that the most effective and efficient manner to measure human development which has thus far been neglected. The research also examines the leadership of the countries which speaks to the differing approaches adopted, style, rhetoric and political realities; and how they have been received not just domestically, but also internationally. The outcomes of the research illustrate a good link between literacy, education and health and a healthy level of state intervention that requires reciprocal social participation for programmes to succeed. Brazil and Venezuela have shown notable creativity and effectiveness in this regard.

Continued federal and state policies aimed at reducing the livelihood of undocumented workers may force these populations to move to other locations. With the loss of undocumented workers and their families, Oregon can expect to see losses in population, employment, industrial production and state and local revenue. As undocumented populations are unevenly distributed across the state similarly to Hispanic populations, this study expects six counties, Hood River, jefferson, Malheur, Marion, Morrow and Umatilla, will see more than an eightpercent population loss, double the expected state loss rate, and proportionally greater economic losses. By estimating the undocumented population in each of Oregon's 36 counties, this study further details potential economic losses in the six Oregon counties with concentrated Hispanic, and consequently, undocumented populations.

This study analysed the representation of the Millennium Development Goals (MDGs) in the Mail and Guardian from 2000 to 2007. It drew on perspectives from cultural studies, the constructionist approach to representation and the sociology of news production. Through the use of the quantitative and qualitative research methods, content analysis and critical discourse analysis, this study established first, that few significant changes have occurred within the newspaper's coverage of the MDGs during this period, and second, that the people most affected by the MDGs and affiliated programmes are seriously under-represented and that the manner of representation marginalises and subordinates them.

By using ethnographic methods based on extensive participant observation, this thesis explores the role of pastoralism and rural work as a medium of social reproduction for families in rural Mongolia. This work is reported in four articles, which examine herder household management, decision making, and the spatial aspects of household social and economic production. As standalone pieces and as a united work, the articles make a case for understanding social change through the lens of spatialized performative relations. Pastoralism as a form of work and social system is one aspect of these relations. I contend that people consciously engage with herding as a form of work, which is an important reference point in political subjectivities and administrative practices that idealize the state. The policies and practices of government institutions, including non-state agencies, play powerful roles in the particular forms through which relations are spatialized. By taking this approach and prioritizing herder critical reflections on their own lives, I argue against the dual claim that herders exist outside the state and are bound to local environments. I show, in contrast, how herder efforts to access resources beyond local environments, such as formal schooling for children, spatially transform the labour, finance, and mobility systems of households. My work presents three key arguments with reference to these concepts. The first is that patron-client relations continue to play a strong role in family hierarchies and wider social alliances used to gain access to needed resources and services. Secondly, I argue that pastoralist work is an integral part of governance and the propagation of the moral authority of the state. Pastoralism as a form of work should be seen as a political enterprise as much as an economic or cultural one. Finally, attention to the spatial organisation of household economies, including household splitting and new types of mobility, reiterates the significance of place in human agency.

ENGLISH ABSTRACT: This study concerned the piratical attacks occurring along the East and West coasts of Africa. Although maritime piracy along the coasts of Africa is not a new phenomenon, recent upsurges in piratical attacks have attracted a great deal of attention. Despite Nigeria being long considered as the hotspot for piratical activity in Africa, the greatest upsurge of piratical activity has been seen in the areas surrounding Somalia, including the Gulf of Aden and the Indian Ocean. The primary objective of this study is to identify the main causes of maritime piracy in Somalia and Nigeria. Also the correlation between state capacity (failed or weak) and the motivations for piracy (greed or grievance) is investigated. The secondary objectives of this study are to investigate the direct manifestations of piracy, as well as the current counter piracy initiatives. This is done in order to evaluate the successes and failures of current counter-piracy approaches in order to create more viable and successful counter measures. It is found that historical factors, as well as political, economic, social and environmental factors contribute greatly to the rise of maritime piracy in both Somalia and Nigeria. Furthermore, it has been found that there are numerous direct causes of piracy in these two countries. These differences and similarities have been investigated using a comparative analysis framework.
AFRIKAANSE OPSOMMING: Hierdie studie het betrekking tot die seerowery wat langs die Oos-en Weskus van Afrika plaasvind. Alhoewel seerowery langs die kus van Afrika nie 'n nuwe verskynsel is nie, het die onlangse oplewing van seerower-aanvalle baie aandag geniet in verskeie oorde. Ten spyte daarvan dat Nigerië lank beskou was as die probleem-area vir seerower aktiwiteit in Afrika, word die grootste toename van seerowery in die gebiede rondom Somalië, insluitend die Golf van Aden en die Indiese Oseaan ervaar. Die primêre doel van hierdie studie is om die oorsake van seerowery in Somalië en Nigerië te identifiseer. Die verband tussen staat-kapasiteit (mislukte of swak) en die motiverings vir seerowery (gierigheid of griewe) word ondersoek. Die sekondêre doelwitte van hierdie studie is om die direkte manifestasies van seerowery te ondersoek, sowel as die huidige teen-seerower inisiatiewe. Dit word gedoen om die suksesse en mislukkings van die huidige teen-seerower benaderings te evalueer ten einde meer lewensvatbare en suksesvolle teenmaatreels te skep. Dit is gevind dat historiese faktore, sowel as die politieke-, ekonomiese-, sosiale- en omgewings- faktore baie bydra tot die ontstaan en opbloei van seerowery in Somalië en Nigerië. Dit is gevind dat daar talle direkte oorsake van seerowery in hierdie twee lande is. Hierdie verskille en ooreenkomste is ondersoek met behulp van vergelykende analises.

This study examines the relationship between fiscal policy and economic growth in South Africa for the period 1994-2014. This study examines the relationship between fiscal policy and economic growth within the context of the endogenous growth theory. Three models are estimated. The variables included in the first model are; real GDP, aggregate government expenditure, total taxes and private investment. The second and third models disaggregate government expenditure into productive and non-productive and taxes into distortionary and non-distortionary. The Vector Autoregressive is used to estimate the relationship between fiscal policy and economic growth. The data is quarterly in frequency. The findings of the study suggest that government investment expenditure has negative impact on growth, while government consumption expenditure has positive impact on growth. Furthermore, the findings of the study are that direct taxes have negative impact on the economy while indirect taxes have positive impact on economic growth.

In spite of widespread critiques about the neoliberalisation of higher education and its production of citizenship in relation to the market, transformation of students into profit-maximising individuals, and the vitalisation of a self-enterprising subjectivity, many of these claims remain under-examined with respect to cultural production. The objective of this research is to explore the neoliberal production of middle-class citizenship through the lens of educated non-elite local youth in Singapore. By combining geographical, sociological and anthropological insights about education and youth, I develop a theoretically informed ethnographic case study to examine how this segment of young people reproduce themselves as middle-class citizens. The research is based on eleven months of fieldwork at a local private institute of higher education, where I hanged around, talked to, and observed Singaporean young people between ages 18 and 25 studying for their first degree. The ethnographic materials are written up into four substantive papers, demonstrating the ways in which educated non-elite Singaporean youth in private higher education engage with state disseminated ideas around neoliberal accumulation and human capital formation. I argue that these students draw on class-based sensibilities and feelings to produce vibrant forms of normativities, subjectivities, and politics that pose a challenge to dominant assumptions of a "hollowed out" citizenship under neoliberalism. The research makes two overall interventions in geographic and social scientific writings about neoliberal restructuring of higher education and its implications for youth citizenship. First, it cautions against a straightforward claim that neoliberal technologies of control have extended market values into citizenship subjectivity and, with it, the erosion of progressive political projects. Lesotho’s current production of raw wool is sold to global markets through South African wool merchants. Lesotho does not have any wool processing facilities and as such, the wool from Lesotho gets processed in South Africa or sold to international markets like China where it is processed. Since 2012, the government of Lesotho has publicly showed interest in developing a wool scouring plant that would process locally produced wool instead of selling it in its raw unprocessed form to international markets. The understanding by the Lesotho government was underpinned by perceived economic benefits that could be realised by the country and the wool industry of Lesotho, if the wool scouring plant was developed. The wool industry is important to the economy of Lesotho and as such, wool production in Lesotho contributes to the living standards in the rural areas as their lives are highly depended on the production of wool. A vibrant wool industry in Lesotho therefore has the potential to contribute to the growth of the economy, the manufacturing sector, employment at both the herder and the manufacturing levels, and the export sector. Wool scouring or wool washing is the early stage processing of greasy wool. The purpose of wool scouring is to extract grease, dirt, unpleasant smell and other foreign matter from the greasy wool. Raw wool fibers contain fat, suint (sheep sweat salts), plant material and minerals. It is therefore necessary to remove these from wool by scouring with a combination of detergents, wetting agents and emulsifiers before further processing. Wool can lose up to 30% of its original weight during this process. The Lesotho government feels that there is a need to develop a wool scouring plant in Lesotho because Lesotho does not benefit from the South African wool scouring processes and anything that happens post that process. Given that no viability studies had been conducted in Lesotho to motivate the government’s interest in developing a wool scouring plant, this study was conducted with the aim to investigate the benefits of developing a wool scouring plant in Lesotho. The research design employed in this study was a mixed method, which is a combination of positivism (quantitative) and interpretivism (qualitative) data collection and analysis in parallel form. In terms of the qualitative component of the study, structured interviews were conducted, governed by in-depth interview guidelines developed by the researcher. A questionnaire was used for the qualitative component of the study. Among some of its findings and recommendations the study recommends that there is insufficient wool produced in Lesotho to support a local wool scouring plant, the government of Lesotho should rather focus their effort on the improvement of the wool production value chain to assist farmers. The study finds no grounds for the justification of the development of a local scouring plant in Lesotho and recommends that for such propositions to be made publicly, at least proper groundwork should be undertaken to investigate the technical feasibility of developing the scouring plant.

The purpose of this treatise is to ascertain the impact of economic downturn on Black Economic Empowerment (BEE) and Banks. This has been sparked by the huge speculations in the market as to what will happen to BEE and how will the banks cope in general with the impact of this scourge. It is imperative to understand the influence of the 2008+ economic downturn on socio-economic reconstruction and development in South Africa and the black economic empowerment and its funding mechanisms. The treatise has two phases the, namely the theoretical phase and a bit of narrative phase. In the theoretical phase the research study interrogates what the literature review reveals about the economic downturn, BEE as well as performances of different banks across the world. This shows the economic impact that the banks have had to endure during the economic downturn. This resulted in stock markets losing their value. The dividend earners were significantly affected including a sizeable number of BEE companies. The BEE companies are perceived to be too reliant on debt on to finance their deals and this treatise will look at various options of financing a BEE deal and what is deem to the most suited financing structure. The narrative phase involves semi-structured interviews that were conducted in order to ascertain the real impact that South African were faced with and how they have managed to steer clear of the turbulent waters. This also looked at how the BEE consultant views the current occurrences in the market.

The Great Recession constituted a breaking point in several aspects of the cultural, economic and political life of southern European countries (i.e. Greece, Italy, Portugal and Spain). This dissertation aims to shed light on the political consequences of the economic crisis in this region —with a specific focus on Spain as a paradigmatic case— by analysing different aspects of the political transformations that took place during the period of crisis. The underlying argument is that, albeit some relevant differences, the four countries experienced a common pattern: the incapacity of national politics to offer differentiated recipes to the deteriorating economic situation triggered a widespread crisis of representation that introduced new issues in the political agenda and drove the political transformations in these countries. The combination of a political and economic crisis at the national and European levels opened new political spaces that new parties capitalised by appealing to the need for democratic renewal and opposition to austerity politics. Furthermore, as illustrated by the Spanish case, and in particular the Catalan experience, the political crisis had far-reaching consequences beyond economic grievances, leading to the activation of different types of conflicts. Overall, the findings suggest that the transformations in the structure of political conflict in southern Europe in the aftermath of the Great Recession are not the by-product of a growing cultural divide —as is the case in several other continental and north-European countries—, but instead respond to the loss of credibility in the political system. Methodologically, the dissertation relies on an original dataset of media content as well as on several sources of survey data to test the empirical validity of the claims.

The main purpose of this research study was to investigate the perceived economic implications that broadband Internet has made on three small Kentucky cities. Perceptions were chosen to be studied, because it appears that perceptions, and not economic indicators, determined the economic viability of each Kentucky city that was researched.This study examined the perceptions of the association of broadband Internet to economic growth through a single-case study approach. Data were collected through multiple, semi-structured interviews with the city's municipal utility, economic development and workforce development sectors. Results from each city were then analyzed by coding and placing the data into themes that emerged from each city.One common theme that appeared throughout small cities in Kentucky was minimal collaboration between the different sectors (broadband Internet provider, Economic Development, and Workforce Development). Closely associated with this theme was a lack of communications between these same sectors in some of the cities. Finally, there was a lack of racial diversity within each city that discouraged innovative ideas and methods.Recommendations included using predictive analysis to plan and track economic development modeling and continue to develop the businesses and industries that are already established, instead of courting new business. Additional recommendations involve the development of a partnership between the municipal utility and private broadband Internet carriers, a relationship between the municipal utility and the rural cooperative, and establishing a technology committee that would include all broadband Internet providers, a economic development representative, a Workforce Development Representative, a city government representative, a county government representative, and a local small business representative.

Family businesses are major contributors to economies around the world. It is also recognised that family businesses are critical to entrepreneurship, socio- economic development and industrialisation around the world. Women in family business are major contributors to the success of the family business around the world. Limited research is available on the role of women in family business. The research conducted yielded similar results for South Africa. The impact of family business on entrepreneurship and the economy, with respect to socio- economic development, has placed great interest in family business studies in South Africa. This study focused on the role of women in black family business in South Africa. This research found that women in black family business focus on bringing softer skills to the business which are beneficial for people management. In their capacity as managers in the family business, women tend to take on a supportive role to the spouse; they tend to focus on ensuring a harmonious and peaceful culture in the work place. Women in family business have a dual role of ensuring business success and quality family life. They prefer to work in the shadow of their male counterparts. Challenges faced by women in black family business have been identified as the lack of inclusion in strategic decision- making, lack of decision-making career opportunities and the lack of consideration for succession within the business, a lack of business mentorship and ambiguity of roles in the business and in the family. It has been found that the role of women in black family business may be enhanced going forward. This may be done through educational programmes or workshops for management skills for women, networking opportunities and support groups, counselling on work/family management strategies, and spousal sharing of responsibilities in the work- family management relationship. A suggested area for future research is the impact of culture in family business in South Africa.

Through exploratory qualitative research, Marion and Grant County, Indiana, were found to employ two avenues for attracting new businesses. It was determined that elected officials focused on the business side of things, and the non-elected officials focused on what the community had to offer its potential new companies. They work on two different avenues, but their paths do come together to form one cohesive approach. Through working as a team, they have been successful at attracting businesses. The team has been successful at responding to businesses looking to relocate as well as attracting businesses through contacts, travels, trade journals, and national conventions.

By all conventional measurements of modernization and development, from communication and education to bureaucracy and urbanization, Arab societies have been undergoing an impressive transformation. There is, however, a wide gap in the Arab Middle East between such a transformation and the political consequences of modernization. In other words, the Arab Middle East exhibits a sharp contrast between its societal and political progress. In the case of Yemen, such a gap looks different from the one that exists in the rest of the region. In addition to being a country with the weakest and most limited bureaucracy in the Arab world, Yemen has, also, the lowest level of urbanization and education in the region. According to United Nations Human Development Report for the year 2004, 73.7 % of Yemen’s population are living in rural areas, and the country has a combined gross enrolment rate for primary, secondary and tertiary schools of 43%. In 2008, Yemen was rated near the bottom of the Human Development Index (HDI) by the UNDP; as number 153rd out of the 177 countries with HDI data, and it ranked as number 82 out of 108 countries in the Human Poverty Index. The United Nations Human Development Report 2006, for instance, indicates that the percentage of Yemeni population who live below National Poverty Line is 41.8%. Yet, Yemen is more democratic than most countries in the Arab Middle East. In light of this paradox, the following central question guides this research: which contextual factors are central in explaining the unique process of political modernization in tribal Yemen?

Many research papers have documented the positive relationship between the slope of the yield curve and future real economic activity in different countries and different time periods. One explanation of this link is based on monetary policy. The forecasting ability of the term spread on economic growth is based on the fact that interest rates reflect the expectations of investors about the future economic situation when deciding about their plans for consumption and investment. This thesis examined the predictive ability of the term structure of interest rates on economic activity, and the effects of different monetary policy regimes on the predictive ability of the term spread. The South African experience offers a unique opportunity to examine this issue, as the country has experienced numerous monetary policy frameworks since the 1970s. The study employed the Generalised Method Moments technique, since it is considered to be more efficient than Ordinary Least Squares. Results presented in this thesis established that the term structure successfully predicted real economic activity during the entire research period with the exception of the last sub-period (2000-2004) when using the multivariate model. In the periods of financial market liberalisation and interest rates deregulation the term structure was found to be a better predictor of economic activity in South Africa. These findings emphasise the importance of considering the prevailing economic environment in testing the term structure theory.

This research focused mainly on the progress of non-governmental organisations (NGOs) and community-driven development projects (CDDs) in assisting the Chris Hani District Municipality (CHDM) community. The research identified the main types of CDDs that are found in the CHDM as agricultural, caregivers, manufacturing, tourism, performing arts, and education services. Thirty-eight NGOs participated in this project with two participants representing each NGO. These NGOs were looked at from a thematic perspective. Three main themes emerged, namely; a) the quality of life in CHDM or specifically in the areas of operation of the NGOs, b) operations of the NGOs where the name and main objectives CDDs were identified, and c) challenges, funding and impact of the CDDs. This research set out to ask the following questions: What is the nature and origin of projects operational in Chris Hani District? What is the impact and sustainability of donor-aided projects on CDD in the Chris Hani District? Can NGO projects be sustained without donor aid? Are there any alternative forms of funding apart from donor funds? To answer these questions, a number of qualitative methods and techniques were used to collect and analyse data. These included focus group discussions with project beneficiaries, observations of projects, activities and individual project participants, and key informant interviews with different categories of respondents depending on their roles and level of involvement in the implementation of projects as well as their experience in the implementation of donor-aided programmes. These discussions were guided by different interview schedules with respective respondents. Random and snowball sampling methods were used to choose the respondents as well as groups that participated in the study. The research also focused on assessing the survivability of donor-aided NGO projects if the donor funds were discontinued for any reason. It sought to determine the continuity and feasibility of developmental projects and their impact on the socio- economic welfare of the rural poor in the Chris Hani District without donations. This research found evidence indicating that, by and large, NGOs in the Chris Hani District play a crucial role in CDD. Be that as it may, this research established that on average, 98 per cent of NGOs had been economically and socially affected by the donor-funded projects. It was established that, on average, the donor dependency ratio was 74 per cent. It was also seen that most donor-funded projects could only survive for 12 days if the funding was withdrawn. However, this hypothetical withdrawal of funds does not cause much concern because of the security found in the funding types of the NGOs in the Chris Hani District. In practical terms, these community-driven projects are likely to continue for decades ceteris paribus.

Many African countries present the observer with a paradox: though richly endowed with mineral wealth, these countries are among the least-developed in the world. Mineral resources have historically been an important source of revenue for the state and one finds great diversity in the strategies that states have employed to access this wealth. These strategies range from direct participation in mining activity by means of state-owned companies to more indirect methods such as taxes levied on mining activity, with approaches varying not only among states, but also over time as historically certain strategies with regard to state involvement in mining have come to predominate. This study develops a typology of public/private sector configurations in the mining sector. The typology consists of three models, a direct participation, market-led and sustainability model. This typology serves as an analytical tool to investigate the impact of mining codes on sustainable development. The study concludes that in many cases the investment-oriented mining code reform undertaken by African states in the 1980s and 1990s has had a negative impact through the social and environmental costs associated with mining. Increasing recognition of these costs has resulted in the emergence of a sustainability model.

This thesis examines 'Bottom of the Pyramid' (BoP) capitalism through an empirical study of the off-grid solar power market in the North Indian state of Uttar Pradesh. Over the last three decades, the extension and neoliberalisation of capitalism across the Global South has gathered pace. In many countries, including India, there has been a proliferation of businesses serving low-income populations following economic liberalisation, and a resulting growth in what is increasingly been theorised as 'BoP capitalism'; primarily in a literature produced by economics, business, and development scholars. In this literature, the development of capitalism at the bottom of the pyramid through the Global South is predominantly being theorised as a free market story, of formal, regularised businesses succeeding by selling good quality, branded but value- conscious, innovative, and frugal goods and services. Furthermore, the argument is being made that this is 'social capitalism', that formal businesses entering BoP markets can deliver developmental and environmental benefits to low-income populations. New markets for off-grid solar power products that are growing in multiple countries in the Global South provide one significant example of BoP capitalism. Within India, an off-grid solar power market has been developing since the 1990s within a newly liberalised market context. A body of research reports that private businesses are selling good quality and value-conscious solar goods and services to India's poor. This market has been framed as highlighting the potential of BoP capitalism to bring energy and light to India's poor, while also delivering developmental benefits. The contribution of this thesis is to challenge the existing body of literature on BoP capitalism, which tells a story of BoP capitalism through the Global South being developed by formal businesses, according to market dynamics, and sees no place for informal businesses as formal ones develop. Based on ten months of qualitative fieldwork in 2013-2014 in the state of Uttar Pradesh, looking comparatively at formal, regularised and commercialised solar shops and dealerships and at informal, small-scale solar shops, this thesis explores BoP capitalism in the Indian context. This thesis has several main findings. Firstly, it shows how a new group of formal solar shops and dealerships selling good quality, branded, and standardised products, and providing an installation service, after-sales servicing, and formal bank financing are developing the BoP solar market in Uttar Pradesh in a fashion familiar to the wider literature on BoP capitalism. Secondly, it shows how the success of these solar shops and dealerships was not a free market story, but how they are being shaped and supported through state and non-state resources and patronage, and that their growth was often dependent upon informal relationships with rural development banks, which opened-up bank financing options for solar customers and access to government subsidies. Thirdly, it looks at how informal solar shops were successfully selling off- grid solar products, adopting distinctly different business practices to formal solar businesses, and developing the market in a distinctly different way. I trace how informal businesses were not just successful because they were selling cheap and substandard goods, but were also thriving because they were the site of improvised and what I term 'jugaad' products and business practices. Jugaad is a Hindi term, referring to improvised and ingenious innovation and action. This thesis highlights a context of fluid capitalism at the BoP in India, where formal and informal solar businesses are developing the BoP solar market in distinctly different ways, and where state and non- state actors are shaping the market.

From the 1990s, welfare state and civil society in Taiwan were confronted with challenges and opportunities brought by population ageing. The author chooses NPOs with "Active Ageing" programs for the elderly, a group thriving as a consequence of Taiwan's unique transitional democratization and privatization under Neoliberalism, as a case to systematically investigate the governance structure. Four core NPOs of various scales and capacities are sampled while their stakeholders are also interviewed. Findings reveal that after the pension reform made possible by social movement and electoral politics, these institutionalized social forces secure their position in the welfare delivery system. However, problems remain unresolved because of structural inertia while NPOs operate under the changing field frame and conflicting institutional logics between the welfare state and civil society. Though partially impeded, NPOs develop an East-Asian way of solution with various counterplots. Contrasting rationales of networking explain NPOs' diverse achievements while quasi-subordination and structural loop consolidate respective constituency. Four patterns of perceived relational social capital relate to NPOs' networking practices and institutional settings. The connection among institutions, networking configurations, and relations further crystalizes the tripartite governance structure composed of the institutional, technical, and social environment. Legitimation of means functions mainly within the institutional environment while legitimation of ends through technical and social environment also justifies NPOs' social appropriateness. Various types of legitimacy are conferred to NPOs at different development stages while both formal and informal norms guide NPOs' behavior in the two-dimensional governing kinetics. Through this case study, the author also demonstrates how a meso-level approach of organizational study, integrating Sociological Institutionalism and Organizational Social Capital Theory, possibly sheds lights on the different areas of Sociology, especially those of social movement, NPOs, and ageing society.

ENGLISH ABSTRACT: China and Africa's increased interaction over the past decade has received attention from the media, academics, economists and politicians alike. The rise of China as a potential world economic power has sparked both concern and suspicion. Concern over China's impact in African states has been voiced by Western and African leaders. The Chinese economy has experienced robust growth since embarking on ambitious reforms to open up its economy to outside investment and trade, as well as policies geared towards encouraging Chinese enterprises to go abroad. China's rise in importance in the international arena has led to increased scrutiny of its foreign policies and internal policies. In order to gain a balanced view of China's engagement in African states it is necessary to examine the various components of their involvement. This thesis has chosen to focus on CADFund as its main unit of analysis, and has illustrated that the Fund fulfils both a political and economic role in China's relations with Africa. This study will explore the political and economic motivations behind China's interest in Africa. Conclusions are drawn from the structural organisation, investment approaches and projects of CADFund. The way in which CADFund fits into China‟s Africa policy will be determined by looking at the Fund's activities and how they fit into the principles set out in China's Africa Policy. The main question posed by this study was regarding the role which CADFund plays in China’s Africa Policy. The mandate of the Fund is to provide funding and advisory and support services to Chinese enterprises wishing to invest in African states. With 60 completed projects to date, the Fund has arguably indeed helped to progress the Chinese government's goal of encouraging Chinese enterprises to invest in Africa. Recommendations for future research are encouraged in order to build on this specific field. For example, more extensive research could be pursued concerning CADFund linkages with the Chinese government. Together with this, questions regarding the perceived effectiveness of CADFund could also be addressed – specifically by investigating how projects are managed and monitored by CADFund. In these follow-up explorations, theoretical frameworks such as the “principle-agent theory” could also be incorporated as frameworks with which to view CADFund‟s relationship with the Chinese government.

Hierdie tesis kies om te fokus op China-Afrika Ontwikkelingsfonds (CADFund) as die vernaamste eenheid van analise en beskryf beide die fonds se politieke sowel as 'n ekonomiese rol in China se betrekkinge met Afrika. Hierdie studie sal die politieke en ekonomiese beweegredes agter China se belange in Afrika verken. Gevolgtrekkings word gemaak van strukturele organisasie, belegging benaderings en projekte van China-Afrika Ontwikkelingsfonds. Die manier waarop China-Afrika Ontwikkelingsfonds by China se Afrika-beleid inpas, sal vasgestel word deur te kyk na die fonds se aktiviteite en hoe hulle by die neergelegde beginsels van China se Afrika-beleid inpas. Die belangrikste vraag wat hierdie studie stel, is met betrekking tot die rol wat China-Afrika Ontwikkelingsfonds in China se Afrika-beleid speel. The thesis seeks to understand how emerging communities borne out of the Fast Track Land Reform Programme in Zimbabwe have been able to ensure social cohesion and social service provision using farm level institutions. The Fast Track Programme brought together people from diverse backgrounds into new communities in the former commercial farming areas. The formation of new communities meant that, often, there were 'stranger households'living next to each other. Since 2000, these people have been involved in various processes aimed at turning clusters of homesteads into functioning communities through farm level institutions. Fast track land reform precipitated economic and political crisis in Zimbabwe characterised by a rapidly devaluating Zimbabwean dollar, enormous inflation and high unemployment figures. This economic crisis has impacted heavily on new farmers who find it increasingly difficult to afford inputs and access loans. They have formed social networks in response to these challenges, taking the form of farm level institutions such as farm committees, irrigation committees and health committees. The study uses case studies from small-scale 'A1 farmers‘ in Mazowe district which is in Mashonaland Central Province. It employs qualitative methodologies to enable a nuanced understanding of associational life in the new communities. Through focus group discussions, in-depth interviews, narratives, key informant interviews and institutional mapping the study outlines the formation, taxonomy, activities, roles, internal dynamics and social organisation of farm level institutions. The study also uses secondary data collected in 2007-08 by the Centre for Rural Development in the newly resettled areas in Mazowe. The major finding of the study is that farmers are organising in novel ways at grassroots levels to meet everyday challenges. These institutional forms however are internally weak, lacking leadership with a clear vision and they appear as if they are transitory in nature. They remain marginalised from national and global processes and isolated from critical connections to policy makers at all levels; thus A1 farmers remain voiceless and unable to have their interests addressed. Farm level institutions are at the forefront of the microeconomics of survival among these rural farmers. They are survivalist in nature and form, and this requires a major shift in focus if they are to be involved in developmental work. The institutions remain fragmented and compete amongst themselves for services from government without uniting as A1 farmers with similar interests and challenges.

The influence of local economic development strategic leaders on how Integrated Development Plans (IDP) are developed is critical to gain insights into strategic planning directed towards economically developing municipalities. Concisely, the aim of this qualitative study was to gain a multiple understanding of how LED strategic leaders, namely managers of the LED directorate and sub-directorates at Makana local municipality influenced the IDP formulation. The fact that these LED strategic leaders, ‘make consequential or strategic decisions’ suggests that their decisions have an influence on the IDP formulation. Thus, the key research question in this study was: How do LED strategic leaders at Makana local municipality influence the formulation of the IDP at this municipality? This qualitative research used purposive sampling of incidents upheld by LED Strategic leaders. A total of ten in-depth and semi-structured interviews were conducted with four LED strategic leaders regarding incidents of their perceived influence on the formulation of the Integrated Development Plan at Makana. The interviews were in-depth in order to gain a rich understanding of their perspectives of reality. As the number of LED strategic leaders was already very small, all the four leaders at Makana participated in this study. Interview data was transcribed and analyzed using open coding and constant comparison. Member check was conducted to enhance confirmability of the findings of this study. Findings indicate that LED strategic leaders perceived their influence on the formulation of the IDP Makana municipality in four varied ways. Predominantly, LED strategic leaders commonly perceived that they had influence in setting evidence-driven direction, and searching for fitness of activities and issues with LED strategy. Thereafter, the other ways in which these LED strategic leaders perceived how they influenced the IDP formulation involve the facilitation of clarity and local relevance of LED mandates, and finally the integration of multiple economic voices of stakeholders. This demonstrates that LED strategic leaders at Makana emphasize proactively managing strategy process rather than content in terms of identifying key opportunities and major economic drivers in the local milieu. Instead, they perceived their influence as characterized by enhancing compliance with bringing the process of municipal strategy formulation closer to stakeholders. Implications of these findings are highlighted.

Since 2008, more than 50% of the world's population has lived in cities and it is projected that by 2050 around 87% will do so. Designing infrastructure in urban spaces has become increasingly critical for achieving human well-being. This dissertation examines socio-spatial transformation processes related to urbanization, economic development and the marginalization of utilitarian cycling in Cali, Colombia, as a particular expression of the struggle for transportation space occurring in urban areas. The research analyzes (a) the socio-spatial processes that have restricted the use of bicycles as a means of transportation in the city of Cali, Colombia; and (b) the social, health and economic implications for people who use bicycles as their primary means of transportation in this city. Cali is a major city in Latin America and an excellent case to study the complex dynamic of how social and economic forces are evident in resource distribution at the street level. Informed by Harvey's work (1976; 1978; 2012), combined with an environmental justice perspective (Bullard 2007), this research adopts a conceptual framework that examines the transformation of the built environment as part of capitalist led urbanization. It concludes that the implementation of transportation infrastructure was aimed at enabling productivity and profits, with less emphasis on the comprehensive needs of all citizens, ultimately marginalizing transportation options for those of lower socio-economic status. The experience in Cali can be understood as a case of consolidation of inequality at the street level. A historical review of Cali's urbanization process demonstrates that cycling as a mode of transportation has been losing social and physical space. Analysis of the political economy of more recent economic development initiatives suggest that the City, in responding to the demands of globalization, and in conjunction with international financial agencies and national government support has implemented a Bus Rapid Transit system and a set of megaprojects which marginalize bike commuters, particularly those who bike out of economic necessity. Although bike commuters recognize economic and health and time-saving benefits of biking to themselves as individuals they also experience daily travel in Cali as a classed, problematic, stigmatized, and transitory activity. From an environmental justice perspective, the resulting impact on residents, particularly, those of lower socioeconomic stratum, unmasks the uneven distribution of environmental benefits and harms. The marginalization of biking as a means of transportation in urban areas in Latin America may be understood as a social injustice similar to the deprivation of parks, schools, health services, or housing endured by residents of lower socioeconomic status.

This study sets out to investigate Lunchtime Live, a twice-weekly, one-hour long current affairs show broadcast on a small community radio station, Radio Grahamstown, to understand its role in the local public sphere, and its value in helping civil society’s understanding of and involvement in the power structures and political activities in Grahamstown. Lunchtime Live seeks to cultivate a collective identity and promote public participation in the public affairs of Grahamstown. As a key avenue of investigation, this study seeks to test theory against practice, by evaluating Lunchtime Live’s aspirations against the audiences’ perception of it. This investigation uses qualitative content analysis of selected episodes of recorded transcripts of the shows that aired between August 2010 and March 2011, together with the audiences’ verbalised experiences of this programme through focus group discussions. The study principally uses qualitative research informed by reception theory. The research reveals three key findings. First, that resonance rather than resistance is the more dominant ‘stance’ or ‘attitude’ towards the content of Lunchtime Live. Residents interviewed agreed that the programme is able to give a “realistic” representation of their worldview, and thus is able to articulate issues that affect their lives. Second, that whilst the programme is helping establish links between members of the civil society as well as between civil society and their political representatives, residents feel that local democracy is failing to bring qualitative improvements to their everyday lives and that more ‘participation’ is unlikely to change this. Most respondents blame this on a lack of political will, incompetence, corruption and populist rhetoric by politicians who fail to deliver on the mantra of ‘a better life for all’ in the socioeconomic sphere. The study finds a scepticism and even cynicism that participatory media seems to be able to do little to dilute. Thirdly, in spite of the largely positive view about Lunchtime Live’s capacity to be a platform for public engagement, its participatory potential is structurally constrained by the material privations of most of its listeners. Given that in order to participate in talk shows and discussions audience members have to phone in, economic deprivation often precludes this. It is clear from this research that despite shows such as Lunchtime Live that are exploring new techniques of popular involvement, the voice of the ordinary people still struggles to be heard.

This dissertation is about economic resilience of local governments to natural disasters. Specifically, the dissertation investigates resilience on regional level. Moreover, the dissertation also investigates growth in the green job sector in local governments. The findings indicate that local governments working with each other helps green job creation. In addition, the dissertation finds that green jobs, following disasters, experience three percent growth. This dissertation is important because it investigates the relationship between climate- related disasters and green jobs, which is an area that is under-investigated.

The successful launch of the European Monetary Union (EMU) raised an already ever growing interest in the economics of monetary integration and the formation of monetary unions around the world. Following the EMU experience, countries have considered forming a monetary union amongst themselves. The East African Community (EAC), comprising the three original member countries Kenya, Tanzania and Uganda and now including Burundi and Rwanda, is an example of such a group of countries that seek to form a monetary union. This study aims to identify the current level of financial integration amongst the East African countries. In order to do so the study examines whether the pass-through of monetary policy in the five countries has become similar over time. This is to provide an indication of the extent to which the nominal convergence criteria amongst the member countries have been met. The results of the study provide an indication of whether the formation of a monetary union in East Africa is possible. The empirical analysis used in this study included stationarity tests, four tests of co integration and an asymmetric error correction model to investigate whether the pass-through of monetary policy transmission in the five countries has become more similar over the ten year sample period from 1999 to 2008. The analysis uses three interest rates and 6-year rolling windows to identify the extent of macroeconomic convergence that prevails within the EAC, and consequently whether the formation of a monetary union is possible. The results suggest that the magnitude of the convergence amongst the countries remain low and there are significant rigidities in the deposit and lending rates over time, however the passthrough has improved with respect to the lending rate but not the deposit rate. The overall conclusion of the study suggests that an EAC wide monetary union is currently not possible based on the evidence provided from the pass-through analysis.

ENGLISH ABSTRACT: This is a theoretical study that appraises the nature and dimensions of Sub-Saharan Africa's (SSA's) political economy and the forces that underpin them, using a Coxian framework of analysis. Since 2000 the nature of SSA's political economy has been changing. Emergent trends and shifts in the region‟s political economy, including strong economic growth performances and increasing South-South cooperation, appear in contradiction to a dependent and conflict ridden depiction portrayed by most literature on SSA. From a Coxian perspective, it is contended in this study that these changes in SSA's political economy have arisen because of systemic changes occurring in the international system. At the same time, the study acknowledges that SSA's political economy is infused with dependence that can be identified through exploring the historical context of the twentieth century that shaped it. The majority of scholarly literature written on SSA has focused on humanitarian crises, poverty, war, corruption and conflict. In addition, mainstream International Relations (IR) and International Political Economy (IPE) theory largely overlook SSA. The majority of those that explore SSA's place in world politics have failed to contextualise SSA's position within the context of structural changes occurring in the international system. This has resulted in mainstream IR and IPE paradigms being inadequate to provide explanations for emergent trends in SSA's political economy. Exploration and analysis of mainstream IR and IPE theories and Africa's epistemological and ontological requirements directed the study towards selecting a narrowed Coxian Critical Theory (CCT) framework to further explore SSA's political economy. Using the CCT theoretical tools of 'historical structures' and 'hegemony' in the international system, the study explores: What have been the key trends prevalent in SSA’s political economy from 2000-2011 and how have these been shaped by structural changes in the international system? Does the nature of SSA’s political economy between 2000 and 2011 give scope for SSA’s conditions of dependence to alter? A historicised approach in line with CCT allows for exploration of SSA's conditions of dependence through identifying the key ideas, institutions and material capabilities pertinent to SSA's political economy in the twentieth century. The main trends of SSA's political economy from 2000 to 2011 include: a resilient economic and political performance in the face of the financial crisis of 2007 to 2010; increasing engagement with emerging powers resulting in being typified as the 'swing continent'; and different ideas and new approaches with regards to development thinking and the role and nature of institutions. These trends have been highly influenced by the structural change in relative material capabilities from traditional to emerging powers during this decade. The specific use of CCT as a framework has provided the means to analyse the fluid interactions between the key forces in SSA's political economy and the international system, allowing analysis of the possibility of SSA's conditions of dependency to alter. However, this is contingent on factors such as the desire of African leaders and policymakers to end the conditions of dependence. The study identifies the scope and limitations of Coxian analysis for understanding trajectories in SSA's political economy.
AFRIKAANSE OPSOMMING: Hierdie is 'n teoretiese studie wat die aard en die omvang van sub-Sahara Afrika (SSA) se politieke ekonomie en die kragte wat dit beïnvloed ondersoek, deur gebruik te maak van 'n Coxiaanse (Coxian) ontledingsraamwerk. Sedert die jaar 2000 het die aard van SSA se politieke ekonomie begin verander. Verskuiwings en tendense in die streek se politieke ekonomie, insluitende sterk ekonomiese groeisyfers en 'n toename in Suid-Suid samewerking, strook nie met die beeld van 'n afhanklike en geweld geteisterde gebied wat dikwels in die literatuur oor SSA verskyn nie. Hierdie studie voer aan, vanuit 'n Coxiaanse oogpunt, dat sulke veranderinge in SSA se politieke ekonomie hul oorsprong het in sistemiese verskuiwinge in die internasionale bestel. Terselfdertyd, word dit aanvaar dat SSA se politieke ekonomie wel aspekte van afhanklikheid toon, veral wanneer die 20ste eeu in oënskou geneem word. Derhalwe gebruik hierdie studie 'n nouCoxiaanse Kritiese Teoretiese (CKT) raamwerk om SSA se politieke ekonomie dieper te ondersoek. Deur gebruik te maak van CKT se teoretiese gereedskap, historiese strukture en hegemonie in die internasionale stelsel, ondersoek die studie die volgende vraag: Wat is die belangrikste tendense wat voorkom in SSA se politieke ekonomie vanaf 2000-2011 en hoe is hierdie tendense gevorm deur die strukturele veranderinge in die internasionale stelsel? Ook, bied die aard van SSA se politieke ekonomie tussen 2000 en 2011 ruimte vir SSA se omstandighede van afhanklikheid om te verander? 'n Gehistoriseerde aanslag in lyn met CKT maak voorsiening vir die verkenning van SSA se omstandighede van afhanklikheid deur die identifisering van die belangrikste idees, instellings en materiële vermoëns wat betrekking het op SSA se politieke ekonomie in die twintigste eeu. Van die hoof tendense in SSA se politieke ekonomie tussen 2000 tot 2011 sluit in: sterk ekonomiese en politieke prestasie ten spyte van die finansiële krisis van 2007-2010; toenemende betrokkenheid deur opkomende magte wat daartoe lei tot Afrika bekend te staan as die 'swaai kontinent'; en, nuwe begrippe en idees oorontwikkeling, sowel as oor die rol en aard van instellings. Of afhanklikheid wel beeindig sal word, hang onder meer af van die bereidheid van Afrika-leiers en beleidmakers om daad by die woord te voeg. Die studie bepaal die bydrae en beperkinge van Coxiaanse analise vir 'n begrip van die trajek wat SSA se politieke ekonomie inneem.

En Belgique, 85% des chômeurs sont affiliés à une organisation syndicale. Cette situation inhabituelle est principalement due à la fonction d’organisme de paiement des allocations de chômage que remplissent les trois syndicats interprofessionnels. L’objet de la thèse est d’examiner les origines de la relation particulière qui découle de cet état de fait et de questionner ses implications tout à la fois pour les syndicats et pour les chômeurs.

Les développements théoriques se penchent sur le mode de fonctionnement et sur les déterminants de l’action des organisations syndicales, sur les causes du chômage et ses conséquences pour les travailleurs salariés et leurs organisations, ainsi que sur les obstacles et les incitants à l’action collective contestataire des sans-emploi.

Ces outils d’analyse sont ensuite utilisés pour examiner, depuis l’origine des organisations syndicales contemporaines et de l’indemnisation du chômage, au XIXe siècle, jusqu’à la réforme du mode de contrôle des chômeurs en 2004, les fondements et l’évolution de la relation que les syndicats belges entretiennent avec les questions de l’emploi et du chômage d’une part, avec les chômeurs d’autre part.

In Belgium, 85% of the unemployed are unionised. This peculiar situation is mainly related to the specific position of the trade unions, as the jobless can choose to receive their benefits through the intervention of one of the three national unions. The Ph.D. dissertation aims at examining the origins of that specific relationship and its implications on both the trade unions and the unemployed.

The theoretical part explores the features of union action and functioning, the causes of unemployment and its consequences for the workers and their organisations, as well as the impediments and impetus to the contentious mobilisation of the unemployed.

Based on that theoretical framework, the Ph.D. dissertation then examines the origins and the evolution from the 19th century till 2004 of the union positions on the issues of employment and unemployment on the one hand, and their links with the jobless on the other.

La diplomatie énergétique russe qui est au cœur de ce travail diffère des politiques industrielles classiques adoptées régulièrement par les États afin de développer leur pays, relancer son économie ou certains secteurs industriels. Elle entend en effet utiliser les ressources naturelles de la Russie, et singulièrement son potentiel énergétique (sachant que la Russie est à la fois producteur, consommateur, pays de transit) afin de retrouver son statut de grande puissance. Ce retour de puissance devant permettre à la Russie de sortir de la période de transition pour redevenir un acteur de premier rang dans un monde global redessiné par la fin de la guerre froide. La diplomatie énergétique russe s’affirme pendant les années 2003-2004, comme une démarche pragmatique, un moyen opportuniste de rencontrer un projet politique en utilisant un des rares leviers dont dispose ce pays appauvri et affaibli – sa puissance énergétique qu’il s’agit de transformer un outil de puissance politique, raison pour laquelle la politique étrangère russe va être mise au service de ce projet. Le travail fait donc référence aux spécificités internes de la Russie et au contexte international afin d’identifier les faiblesses et les forces de cette diplomatie spécifique.

Russian energy diplomacy, with which this work is uniquely concerned, differs from the classic industrial policies adopted by states in order to re-launch their economies or certain industrial sectors. It has consisted of putting Russia’s natural resources and particularly its energy potential (as a producer, a consumer, and a transit country) to the practical purpose of restoring its status as a great power. For Russia, the return to power would permit the country to emerge from its period of transition and become a leading actor in the world reshaped by the ending of the cold war. It is a matter of making its voice heard, as an equal partner in international decisions and the formulation of the new political norms necessitated by post-cold war upheaval.

In 2002-2004 Russia developed this energy diplomacy as a pragmatic and opportunistic means of attaining a political objective with one of the few levers at the disposal of an impoverished and enfeebled country – that is to say, its energy potential, which it turned into a political tool. To this effect, Russian foreign policy has been made to serve the same project. Consequently this work deals with internal specificities and the international energy context, in order to probe both the weakness and the strength of this particular form of diplomacy.

This thesis explores why, and in what political process, austerity became the uniformly accepted policy response of Eurozone governments in the economic crisis of 2008–2012. It traces the path to austerity in two distinct Eurozone Member States, Ireland and Finland. Ireland, in this crisis, became a debtor country that had to do heavy domestic adjustment; Finland, by contrast, ended up in the group of Eurozone creditor countries, imposing structural adjustment programmes on the debtor countries. The analysis of the thesis emphasizes political agency behind ideas and shows the political process where perceptions about the economic crisis were formed. It argues that two types of politicization of the crisis were necessary for the outcome of interest, the prevalence of austerity, to happen. The Irish case demonstrates a two-stage process of politicization and internalization of the crisis, where the significant policy decisions were reached in a transnational, fairly technocratic policy process but were debated and internalized in domestic, redistributive and politicized process. The transnational stage was characterized by economic and practical reasoning, whereas the domestic stage represented a conflict about distributive justice. For Finland, the 2008–9 financial crisis was not domestically politicized at all. This only changed in 2010–12, when the crisis became re-interpreted as a sovereign debt crisis of the GIIPS countries. Yet the politicization in Finland did not come about as a typical domestic redistributive debate, but as a new type of supranational conflict over distributive justice. Such conflict was not primarily framed in terms of just burden-sharing, but in terms of national and European interest. It was simultaneously a debate on borders and boundaries – polity and identity – as it was about distributive justice. Alongside rhetoric, the official line of Finnish EU policy became tougher and Finland became perceived as an increasingly difficult and selfish member of the EU community.

Why and how do composite actors such as states or international institutions emerge as political leaders? Moreover, once in charge, how do they influence policy or institutional change? What are the conditions for successful leadership? These questions become particularly relevant in times of crisis. However, there is no political science theory that explains the emergence and the impact of leadership when exercised by composite actors. In the context of the Eurozone crisis, we observe that neither Germany, which is the actor most frequently called upon to assume leadership, nor any of the EU’s institutional actors have emerged as leader under all circumstances. Instead, we find three different outcomes: no leadership, failed leadership, and successful leadership. This thesis develops a theoretical model to explain this variation and to address the stated gap in the literature. Building on rational-institutionalist assumptions, it argues that leaders can help a group to enhance collective action when there are no, or only incomplete, institutional rules to do so. Thus, especially in times of crisis, leaders can act as drivers of policy or institutional change. However, they emerge only if the expected benefits of leading exceed the costs of it, and if the potential followers suffer high status quo costs. A leader’s impact on the outcomes, by contrast, depends on its power resources, the distribution of preferences, and the institutional constraint. The model is applied to Germany’s role in the first financial assistance to Greece, the proposal to establish a so-called ‘super-commissioner’, and the shaping of the Fiscal Compact. Moreover, the attitude of the European Commission and the European Parliament towards the issue of Eurobonds as well as the European Central Bank’s launch of the Outright Monetary Transactions are analysed on the basis of congruence tests and rigorous process-tracing. These within-case analyses are complemented by a cross-case comparison in order to enhance the external validity of the results. The analysis draws on 35 semi-structured élite interviews conducted at the German Ministry of Finance, the European Central Bank, the European Commission, the Council of the European Union, the European Parliament, and two Permanent Representations in Brussels.

This thesis deals with the Spanish cycle of protest in the shadow of the Great Recession. It has a twofold aspiration. On the one hand, from a process-based approach, it seeks to unravel the timing of the cycle of contention that evolved in light of the recession scenario between 2007 and 2015. I argue that the peak of protest persisted for a long time (from mid-2011 until 2013) because institutionalisation was postponed and radicalisation contained. Specifically, I focus on three aspects, key to understanding the trajectory of collective actions: 1) issue specialisation of protest after the first triggering points, 2) alliance building between unions and new actors, and 3) the transition process towards more routinised repertoires of action that came about as protests declined. On the other hand, the thesis aims at shedding light on the role that grievances play for mobilisation dynamics in a context of material deprivation. Covering multiple levels of analysis, the main argument developed here is that the effects of objective-material aspects and socioeconomic grievances are mediated by political attitudes, especially political dissatisfaction. To empirically test my arguments, I use qualitative data from semi-structured interviews, which are combined with information from a self-collated protest event analysis and different statistical analyses based on time series, panel data and other survey materials.

In South Africa, the promotion of economic zones by government is marked by a paradox. The Department of Trade and Industry promote economic zones in the promise of “regional development” (Department of trade and industry 2014). However, scholars including Chinguno (2009, 2011) and Robbins (pers. communication 2015) have argued that economic zones are not designed for this purpose. In particular, economic zones have been criticised for having minimal positive economic impact on adjacent communities (ibid.). This research as a result is located under the broad theme of economic impact or effects of economic zones, with a specific focus on induced economic effects of the Coega mega-project on businesses in Motherwell. In this research induced economic effects are understood in the context of income spending that result from direct effects (employment) of the Coega mega-project. Income spending as a lens has been used to investigate the manner in which workers employed at Coega mega-project spend their income, with a particular interest on whether these workers do or not spend their income on businesses that are operating in Motherwell. Motherwell is one of the adjacent communities - to the Coega mega-project - that have been targeted by the Coega mega-project for development (Nelson Mandela Bay Municipality 2010a). This community as a choice or area of study is interesting since the existence of the Coega mega-project is encourage by the Nelson Mandela Bay Municipality because of its potential to create jobs and foster economic growth in Motherwell (see Nelson Mandela Bay Municipality 2010a, 2010b, 2014b). Primary data resulting from a survey that involved 30 workers demonstrates that there is about 10 different ways in which workers at Coega spend their income. This include renting accommodation - buying food, clothing/cosmetics, fuel - paying for medicine/doctor visits, child care, education, recreation and transportation. Moreover, workers at Coega who participated in this research also spend their income by sending it to family members and they also save their income with banks. This research reveals that none of the workers who do not stay in Motherwell are spending their income on businesses that are operating in Motherwell. Moreover, this research also reveals that most of the income from the workers who stay in Motherwell is spent on businesses that are not operating in Motherwell. As a result of these challenges amongst other challenges for Motherwell - identified in this research - I have concluded this research by providing an intervention of what could be done to address issues of poverty and unemployment in Motherwell through income spending of workers at Coega. I have suggest that Motherwell should be developed to offer a safer and accessible urban structure/environment, characterised by mix of land uses at specific nodes that responds to income spending of workers at Coega.

Successful East Asian developmental states achieved remarkable growth in a short space of time. They intervened in their economies and also built constructive relations with business and the capitalists class. South Africa has similarly committed itself to building a developmental state and its local governments have a developmental mandate. However, local governments in South Africa suffer from a plethora of problems. In the constellation of local governments, cities occupy a different position and possess the potential to play a developmental role. The City of Johannesburg is one such city. Its developmental approach including its effort to build relations with business since the dawn of the democratic era, are examined in this thesis. The results present a mixed picture. While positive city-business relations existed, these were not deeply embedded. This was epitomised by the lack of pervasive city-wide feelings of developmental solidarity and narrow agendas that animated city-business relations. However, in line with developmental state theory, especially the twenty-first century kind that not only focuses on growth but also redistribution, the city managed to make certain positive strides. On the anti-developmental side though, the quality of its business-related growth-enhancing services such as investment-attraction lagged behind. Unlike East Asian developmental states, the city also appeared to lack the ability to significantly determine the direction of development, especially investment by the private sector. Overall, the case of Johannesburg reveals the difficulty of emulating East Asian developmental states, especially the challenge of forging lasting city-business relations against the backdrop of informal segregation and huge inherited disparities.

This PhD thesis is the outcome of a research project that has analysed how EU programmes influence cooperation among local economic development actors in European cities. The focus of the research is particularly on the impact of the Europeanization process on urban policy networks. The study is based on a comparative analysis of two European cities, Krakow and Glasgow. In particular, the thesis looks into the impact of EU funds on local actor relations around economic development by analysing the management of EU programmes, participation in EU projects and international city cooperation. The theoretical framework provided is based on analysing five dimensions of the Europeanization process, categorised as institutional, financial, cognitive, rhetoric and symbolic. The study builds on an extensive literature review and involved a range of sources, including a large number of interviews in both cities. The structure of the thesis is based on six main chapters. The first chapter introduces a research problem, puts forward preliminary hypotheses and sets a research design based on the five dimensions of the Europeanization process. In the second chapter we find a literature review, looking at actor relations around economic development in cities, with an emphasis on urban policy networks, and the conceptualised role of Europeanization stimulating cooperation among actors. Chapter three provides a review of the urban dimension in EU policies with respect to policy objectives, funding and policy measures. This is followed by two empirical chapters on Glasgow and Krakow, reviewing the historical, political and institutional contexts, management of EU programmes, participation in EU projects and engagement in inter-city cooperation. The final chapter links the empirical findings with urban theories and Europeanization literature as well as provides conclusions on the five dimensions set out in the theoretical framework. The dimensions of the Europeanization model set out in this dissertation demonstrate that when exposed to EU programmes, European cities tend to develop similar features of cooperation around EU funded economic development, despite their distinct institutional structures and differences in national, historical, cultural and political backgrounds. Similar institutions in the form of partnerships are created around EU funds (institutional dimension), which attract additional funds, both private and public (financial dimension). Actors involved with EU funded projects exchange knowledge and expertise that contribute to the creation of best practices, which become available to all cities in the European Union (cognitive dimension). Consequently, local actors involved with EU programmes start using the same EU language (rhetoric dimension) and apply the same EU symbols (symbolic dimension).

The year 2000 witnessed a significant convergence of global policy positions. These positions range from the neoliberal regime which gained traction in the mid-1990s, participatory development models of the 1980s, and the technocratic approach to development of the late 1990s. Despite their ideological differences, these policy positions found co-existence in the (MDGs) and have framed how poverty is globally understood and how it should be addressed, including the use of communication especially the media to promote or fast track poverty reduction projects. This thesis is a critical analysis of the extent to which the United Nations (UN) Communication for Development strategy of 2007 has been used in Kamaila Village in Zambia and Mwandama Village in Malawi to implement MDG-related projects. The two villages were chosen because they have been exposed to different models of poverty reduction activities. The Mwandama Village project is part of the Millennium Village Project where a holistic approach is applied to address poverty, while the Kamaila Village is a beneficiary of a water project which is considered to be important to kick-start village-driven poverty reduction activities. Even though the two villages have been used as units of analysis, the main goal of this study was to examine the two policy documents as texts – the MDG and the UN Communication for strategy – how the discourse and narratives that inform them and their relationship with power, shape social practices and behaviour at national and village level. The study also sought to establish how language operates within the context of power relations by applying theories of global governance, knowledge and power, hegemony, participatory and media communication. The methodology used to gather data consists of a critical discourse analysis on the policy documents and qualitative interviews with different respondents from the villagers, the UN system, NGOs, media and governments. Through a combination of these theoretical frameworks and methodologies, this study has shown that the narratives and discourses that inform the MDGs are influenced by western actors who use the power of money to pursue their neoliberal interests under the guise of reducing poverty. The link between political power, the poverty reduction ideas and interests of elite actors saturates and remotely controls available policy spaces for participation with external knowledge and rules, starting from the UN system down to the villages thereby enabling neoliberal ideas to control the flow of knowledge and the construction of discourses. Despite attempts to harness local modes of social communication to transmit the neoliberal notions of poverty in the villages, individual villagers have discursively devised ways of maintaining their own ‘traditional’ ways of life. This highlights that poverty reduction discussions must not be too obsessed with controlling or changing people’s minds and behaviour but seek to understand the grassroots’ lifestyles as a baseline for informed intervention. Ignoring this baseline knowledge is one of the many reasons development has failed dismally since the 1950s because it is driven by capital interests from the top to bottom with less or no intentions to address poverty. In addition, the ability of media messages to influence practices and behaviour remains a contested arena. But as this study established, the strength of messages to alter social practices has its limitations because behaviour is a manifestation of several factors such as environment, context, biology, genealogy and culture, some of which are not linked to communication. However, communication within the context of the villagers is part of their way of exchanging or transmitting ideas and knowledge in producing and reproducing their culture and not to eliminate it. This thesis makes scholarly contribution through the use of a critical approach to international policy formulation, and participation within a globalised world. While several studies have analysed the link between communication and poverty reduction privileging the neoliberal construction of these themes, this study has demonstrated that the grassroots are not unthinking; they have a well-being, cultural context and communication ecology which needs to be understood first and respected. These findings expose the tensions between the neoliberal interests-driven elite view of poverty and the local way of viewing well-being.

A large number of adult women living in rural parts of the country had neither the free time nor the opportunity to receive basic education at their early ages. As a result, despite the women's numerical significance, and their remarkable contribution to the economic development, women faced social and cultural challenges that undermine their human worth and dignity. These problems result mainly from lack of education among the majority of women and can possibly cause poverty and inequality. To address these problems, adult education and literacy programs that incorporate functional adult literacy, vocational training, and entrepreneurial support was implemented. Such a program is believed, would promote socioeconomic empowerment of women. Thus, the aim of this study was to explore the impact of this adult literacy program on the rural women's socioeconomic empowerment. Conscientization and dialogue theory of Paulo Freire was adopted as a theoretical framework. A case study method was used with a purpose to determine the impact of adult literacy on the socioeconomic life of rural women. For sampling purpose, three adult literacy supervisors, five adult literacy facilitators, and twenty women were included. Data collection tools were in-depth interviews, focus group discussion and personal field notes. To analyze the data, the researcher took the rules proposed by Huberman and Miles (1994) and Marshall and Ross (1995).The analysis of the data resulted in two major themes, five categories, and twenty-one sub-categories. The result showed that the adult literacy program enhanced the following components of women's life: At the individual level, it improved, the ability to read, write and calculate; self-confidence to express one's feeling and idea; a positive self-concept; and confidence to challenge the already established wrong meaning about women. At the social level, literacy changed women's negative attitude towards children's education; improved their ability to persuade/communicate their spouses; it improved women's knowledge of family planning and health matters. Furthermore, it improved women's social networking ability and mobility; and changed women's attitude towards commonly practiced social evils like female child genital mutilation; and also increased women's participation in social affairs. At an economic level, adult literacy equipped women with the knowledge and skills to engage in different income generating activities like poultry production, honey production and growing different types of vegetables. Moreover, adult literacy advanced women's knowledge of saving and effective utilization of resources. However, it was found that that specific adult literacy program could not equip women adequately to exercise their decision-making right in financial management.
