The subject of this empirical and theoretical work is the exchange of foreign trade in Libya with the countries of the European Union. The scientific objective of the research is to make a scientific classification of the volume of foreign trade between Libya and the European Union countries and to discover the factors that hinder foreign trade and explain them scientifically. European countries also support this cooperation and contribute significantly to the formulation of future cooperation policies with Libya in various social, political, and economic fields. However, this cooperation takes place in light of objective difficulties arising from the conflicting interests of Western countries in North Africa and Libya. Since these relations are burdened with many problems of different nature, we started this paper from two assumptions: The first premise is that in the trade relations between Libya and the European Union, there are common interests for foreign trade that are more feasible. The second premise is that more encouragement and protection for investments by the countries of the European Union helps in new qualitative development and economic growth in Libya, which will significantly improve trade relations between Libya and the countries of the European Union.

The paper analyses foreign direct investment outflows from the European Union to the ASEAN countries. The region of Southeast Asia is very important for the EU in terms of economic cooperation. Previous relations between the European Union and ASEAN countries laid the foundations and became the basis for subsequent business initiatives, first encompassing trade and later investment initiatives. Today the liberalisation of foreign direct investment (FDI) flows is taking place, which has a positive impact on the increase in exports of ASEAN countries and in turn affects the economic development of these countries. The European Union deepens its economic ties with the region through FDI, which results in increased economic interdependence.

The possibility of the UK's withdrawal from the European Union has never been more realistic and up-to-date since joining the European Communities (EC) as it is today. The UK is facing a unique situation. At present, this depends solely on the capabilities of European and British government officials, who negotiate the terms of withdrawal and future cooperation between the two entities. The main goal of this paper is based on the British – Slovak trade relations development analysis to figure out their impact within the Brexit consequences on the future Slovak economy and its current status in international economic relations. The paper also provides a basic overview of Brexit process and its possible impact on the EU's further functioning. Basic data will be drawn from generally accepted institutions, evaluating the UK and Slovak trade and economic performance. To accomplish this goal, methods such as analysis and comparison to illustrate the UK-Slovak foreign trade development, synthesis and logical deduction to discuss the Brexit impact on Slovak economic environment in the future are to be used; data from scientific and professional publications, periodical and non-periodical press. The paper presents the results of an empirical analysis, which showed that because of the size of economic relations between Slovakia and the United Kingdom and the number of goods and services being exported to the UK, the «hard» Brexit will be very unfavourable for Slovak foreign trade due to the possible tariffs being imposed. The research empirically confirms and theoretically proves that it can cause a significant weakening and slowdown in the Slovak economy. Either way, the upcoming Brexit process, that is the withdrawal of Great Britain from the European Union, would have a major impact not only on British, European but also on the world economy. The impact of Brexit on Slovakia's economy will not only be in reducing the possible growth of the economy, but also in employment and price increases. Subject. Foreign economic and trade ties among countries are getting tighter and less predictable in the early 21st century. This directly stems from a growing disparity of partners, especially if it goes about their future cooperation as part of integration groups or international organizations. Communities of experts suggest using various approaches to locally adjusting integration phases, especially implementing the two-speed integration in the European Union. Objectives. The study is an attempt to examine an improvement of foreign economic cooperation and suggest its implementation steps for the European Union. This all is due to considerable inner controversies and problems within the EU, which grow more serious year by year. Methods. The methodological framework comprises the historical logic, dialectical principles, scientific abstraction method. The process and system approach was especially important for justifying the implementation of the above steps. It was used to examine foreign economic relations of partners in the European Union. Results. The article sets forth the theoretical and methodological framework for the geostrategic economic bloc, including a conceptual structure model. I present steps to implement a foreign economic cooperation of partners in the EU in terms of its form. Conclusions and Relevance. Should the form of the foreign economic relations among the EU countries be implemented, counties at the periphery of the EU will be able to become active parties to the integration group.

China and the European Union are very interested in developing their mutual relations. They strengthen their positions in the world business by their co-ordinated acting. In their mutual relations, they apply Geoeconomics? methods. They do not regard each other as a military threat but as one of the main economic partners. Their economies are highly complementary. ?The common economic interests? have a decisive role in China EU policy and EU China policy, respectively. EU is China?s largest economic partner. It is its largest export market, the largest source of new technologies and equipment and one of the largest sources for foreign investments. China is the second important source of industrial products import to EU and the fastest growing export market for EU. The EU enlargement to the East both favourably and unfavourably affects China?s interests. The main cause of friction in China-EU relations is a high Chinese surplus in their mutual trade, high competitiveness of Chinese products on the EU market and China?s pursuit of energy sources in the parts of the world that Western countries, including the leading EU member states, regard as traditionally ?forbidden? such as the Middle East and Africa. China and EU have created mechanisms to settle conflicts of interest in their mutual trade through dialogue.

After regaining independence in the early 1990s, the Republic of Azerbaijan signed many international agreements. It also established relations with the European Union. Economic contacts between the partners were revived by the partnership and cooperation agreement’s entry into force in 1999. It assumed political dialogue, assistance in building democracy, cooperation in the sphere of economy and investment. In terms of trade in goods and services, the country have granted each other most-favored-nation clauses in the collection of customs duties and charges, transit clearance, composition and transhipment of goods, payment transfers for purchased goods and services. This has led to increased trade between the European Union and Azerbaijan. The most important trade partners of Azerbaijan in the years 2000-2017 were the following members of the European Union: Italy, France and Germany. The exports were dominated by Germany, France, Italy, the United Kingdom and Spain. The opening of the oil and gas sector to foreign companies has contributed to a significant inflow of foreign direct investment. More than 80% of the incoming investment is in the oil sector and the main activities are focused the construction of new gas and oil pipelines. The leading investors in this group in the years 2000-2013 were the United Kingdom, the Netherlands, Germany, Italy, France and Cyprus.

The European Commission keeps track of foreign trade barriers through its Market Access Strategy. In this study, we examine some of the key political-economic conditions under which the European Union decides whether and how to address these trade issues. Drawing on an original dataset of (allegedly) illegal foreign trade barriers faced by European Union businesses, we show that industries dominated by a few large companies are more successful in gaining the support of the Commission to challenge these foreign trade barriers. Moreover, we find that the European Commission’s strategy depends on the economic power relationship with the trading partner: the European Union privileges negotiations when seeking to enforce international trade rules against economically weaker states, while it prefers to use litigation against stronger trading partners.

The main purpose of the paper was to present foreign trade in lamb meat concerning exchanges between the countries of the European Union. In a targeted manner, all EU member states were selected for research as of 31/12/2018 (28 countries). The research period concerned the years 2005-2018. The sources of materials were literature and Eurostat data. For analysis and presentation of materials, descriptive, tabular and graphical methods, dynamics indicators based on a constant and variable basis, the Gini concentration coefficient, Lorenz curve concentration analysis and Pearson’s linear correlation coefficient were applied. The export of lamb meat in relation to other EU countries accounted for over 90% of total export of this type of meat. In the case of imports, it was just over 50%. There were countries only selling to other EU countries and those with buyers from outside the EU. The situation was similar in import. The concentration of lamb meat export and import decreased, faster for imports. There were also positive average relationships between foreign trade in lamb meat in relations with other EU countries and basic economic parameters.

European countries have traditionally been Russia’s key economic partners. Mutual interest is based on geographical proximity, historical ties and also by the complementarity markets. Mutual sanctions spread over recent years has called into question Russia – European Union partnership and cooperation established by Agreement in 1994. This article reviews the current status of Russia – EU and its member states relations. Also the article contains analysis of mutual trade, economic and investment cooperation, economic and diplomatic ties of partners during periods of mutual rapprochement (before 2014th) and the subsequent cooling of relations. Conclusions on current Russia – EU and its member states relations. Also the article contains analysis of mutual trade, econ Europe relationship made in this article are based on a comprehensive analysis of official statistics of bilateral trade and investment cooperation between Russia and foreign countries. Current data shows the importance of the European direction for our country. This article also discusses possible ways to improve the efficiency of interaction between partners at the present stage.

Subject. This article considers the foreign economic relations between the member States of the European Union and the industry structure differences in their national economies. Objectives. The article aims to develop principles and approaches to the advancement of foreign economic relations between the European Region countries based on the research of Swedish economist G. Myrdal. Methods. For the study, I used historical, logical, and dialectical approaches, and a scientific abstraction method. Results. Based on the concept of international economic integration proposed by G. Myrdal, the article transforms the principles of economic relations between partner countries. This helps take into account the interests of peripheral countries operating in integration groups dominated by the world's vanguard countries. Conclusions. The proposed principles of foreign economic relations between the countries can help assess regional economic integration from a different perspective. These principles need to be implemented through applying a mechanism of industry cluster consolidation.

In modern conditions, the external economic relations between countries of the vanguard and periphery are becoming increasingly controversial and ambiguous. Undoubtedly, the problem of inequality between the mentioned groups of countries has been always acute, and many schools of economics have been working on a solution of this question. This problem has escalated after the first wave of the global economic crisis (2008–2009). Despite everything, countries of the vanguard continue to promote principles of the neoliberal model through international organizations and financial institutions, which turned out to be unviable due to numerous reasons. The article deals with economic and trade relations between countries of the vanguard and periphery within the European Union, problems and controversies of their interaction and provides with a prediction of further development of the integration group. It may definitely be said that the liberalization of the external economic relations between partners has led to the increase of inequality among them, deepening of structural problems in countries of the periphery and to the stifling of their social and economic development. On that basis, the reasons of transformation of the European Union in context of the modern global instability have been outlined, as well as two groups of country outsiders in this association. The article shows that countries of the South and Central and Eastern Europe have found themselves in a financial bondage to the core countries and that their further membership in the EU will lead to even more harmful consequences and to a deep transformation of the whole EU.

Exchange of goods and services is the most important domain of economic cooperation between the Republic of Serbia with the world and is crucial for faster growth of gross domestic product (and thus expected economic growth rates and faster social development and rising living standards) in the coming period. Due to this, paper analyses the degree of involvement of the Republic of Serbia in total world exports, its most important foreign trade partners, the degree of openness of the economy and the share of exports in gross domestic product, analyzing the period from 2008 to 2017. The aim of this paper is to study specific relations between the Republic of Serbia and its most important foreign trade partners and their interdependence with the integration processes through multilateral and bilateral cooperation with the European Union, Eurasian Economic Union, World Trade Organization and Central European Free Trade Agreement. Based on the updated statistical research and analysis of the content of the basic determinants of bilateral agreements, recommendations were given for the future development of integration processes within the European Union and the Eurasian Economic Union.

The article presents the outcomes of the research concerned the issue of the European Union’s foreign economic policy, as well as its models and instruments. The EU applies various approaches in relations with third countries, that is determined by differences in aims it intends to achieve in every specific case. The EU acquis constitutes only general framework of the European Union’s foreign economic policy, that results in disorderliness and incoherence of European Union in relations with third countries. The Author identified key determinants, that actually shape current models of the European Union’s foreign economic policy towards various groups of states. Significant problems and failures have been found. Analysis carried out in the article leads to the conclusion that current models and instruments of foreign economic policy, used by the EU, are not sufficiently efficient and often do not allow to meet new challenges effectively. New approaches and solutions have been proposed by the Author can help to improve the foreign economic policy of the EU and to adjust it to the contemporary global challenges.

The EU had been initially founded as the economic cooperation project and an ambition to establish cooperation between its member states also in political agenda became more visible especially since the Lisbon Treaty, by which the position of EU in area of external relations was strengthened. The paper analyses position of the European Union when promoting and protecting human rights in external relations. As there exist several tools and mechanisms EU may use in implementation of human rights policy, we analyze the role of the EU in relation to the application of human rights in foreign policy as stated in Article 2 and Article 6 of the Treaty on European Union.

After the collapse of the USSR, the West received favorable conditions for promoting its geopolitical interests. Accordingly, the European Union began to establish relations with the countries of Central Asia. The EU policy in Central Asia in the early 90s of the twentieth century is characterized by the fact that Brussels concentrated its efforts on the allocation of economic assistance, the promotion of democracy and market relations. The EU policy in the Central Asian republics was based on cooperation and partnership Agreements signed with the leadership of the countries of the region. These agreements were intended to formalize the political and economic relations of the countries of the region with the EU. The role of the Central Asian countries in EU foreign policy was more clearly defined after the adoption of the European Union Strategy for Central Asia in 2007. The European Union has taken a number of steps to strengthen its position in the region. Several formats of bilateral and regional cooperation have been created, and EU representative offices have been opened in the countries of the region.Over the past decade, the European Union has significantly intensified its foreign policy in Central Asia. It expanded diplomatic ties and successfully implemented mechanisms for developing cooperation with Central Asia. In particular, it has expanded its presence in the region, successfully launching several of its strategic programs in various areas of cooperation.In 2019, the European Union adopted a new Strategy for Central Asia. This is the first radical revision of the document adopted in 2007. This indicates a desire to update the base of interac tion and to build relations with the countries of the region in a new way. The European Union pays special attention to such areas of cooperation as energy issues, global security problems and joint struggle against the threats of terrorism, Islamic fundamentalism and radical extremism, transport and infrastructure. Particular attention is paid to the prospects and problems of the EU’s interaction with the Kyrgyz Republic, which cover various aspects: political, economic, social, trade, cultural. On 19 November 2017, the European Union and the Kyrgyz Republic began negotiations to update the existing bilateral agreement, which is intended to replace the partnership and cooperation Agreement. After the completion of the negotiations, a new agreement on expanded partnership and cooperation between Kyrgyzstan and the European Union was initialed on July 6, 2019. It includes new areas of cooperation and significantly improves the regulatory framework for trade and economic relations in accordance with WTO rules and regional economic agreements. The new agreement provides for cooperation between Kyrgyzstan and the EU in areas such as: policy and reform, enhanced cooperation in foreign policy and security issues, in the areas of justice, security and freedoms, as well as in trade.

The article analyzes the peculiarities of Ukraine’s foreign trade with other countries, including the EU countries. The development of foreign trade is important for the analysis of the economic situation of the country, reflects the attitude of the world’s countries to domestic production. The trajectory of foreign trade development is determined. It forms reserves for increasing the level of international trade relations and increases the competitiveness of Ukrainian production. The dynamics of changes in the geographical and commodity structure of international trade in goods and services during 2018-2020 is given, the share of the European Union in foreign trade, which is a key trading partner of Ukraine, is determined. The main groups of goods and services exported and imported by Ukraine are studied. The main reasons for the decrease in foreign trade turnover are substantiated. In addition, it was established that the main partner countries of Ukraine in international trade are China, Poland, the United States, Germany and the EU countries. The important component of Ukraine’s foreign trade is international trade in agricultural products. The article presents statistical data on the commodity structure of agricultural exports with the EU countries. Ukraine’s relations in the field of trade in agricultural products became important after the signing of the Association between Ukraine and the EU, which ensures the irreversibility of Ukraine’s European integration and it is priority for socially important reforms. It is studied that in order to improve Ukraine's foreign economic trade with the European Union, it is necessary to implement measures to modernize key export-oriented sectors of the economy, improve cooperation with other countries, pursue effective foreign economic policy, and strengthen the position of domestic manufacturers in foreign markets of goods and services. It is noted that cooperation with the European Union is one of the main priorities of Ukraine’s foreign economic policy. The article presents ways to improve Ukraine’s foreign trade and directions of improvement of foreign trade activity.

The institutional reforms carried out allowed the European Union toassign Kazakhstan the status of a country with a market economy. The foreign policy of the Republic ofKazakhstan is aimed at implementing a competitive economy,attracting foreign investments that meetnational interests.Kazakhstan has achieved success in the regional economy and participates in global projects, joined the World Trade Organization, is building fruitful and constructive ties with the European Union, the OIC and other international organizations.Kazakhstan's cooperation with the countries of the Near and Middle East has many aspects. Within the framework of one monograph, it is impossible to explore different issues of relations between the Republic of Kazakhstan and the BSV, which have many directions. Perhaps this will be the task of further scientific research.

INTRODUCTION. The Eurasian economic union (EAEU) institutions have a huge competence delegated by the EAEU Member-States. Effective implementation of such competence, especially in foreign trade, entails relevant international activity of the EAEU institutions. In this connection the article analyses international capability of the EAEU, relevant experience of the European Union as well as actual status and perspectives of the EAEU international activity in foreign trade.MATERIALS AND METHODS. The research is based on the analysis of the EAEU legislation, recent works of relevant researchers, experience of the European Union in respect of international cooperation. Methodological instruments are analysis, synthesis, deduction, induction and analogy.RESEARCH RESULTS. Successful development of foreign trade activity of the EAEU Member-States depends on effectiveness of the EAEU international activity. The research shows that EAEU international activity in foreign trade is not as effective as it could be. This has a negative impact on foreign market accessibility for the EAEU Member-States goods. In view of the above a thorough research of appropriate EU legal base was conducted. It shows, that effectiveness of the EU in promotion of its interests on the international stage, including in the foreign trade, is based on relevant legal mechanisms, which allows to take into account both positions of the EU and its Member-States. Such experience with combination of the specific characters of Eurasian integration will help to make necessary amendments to the EAEU legal base to increase its effectiveness.DISCUSSION AND CONLUSIONS. The author makes conclusion on the necessity of amendments to the EAEU international activity legal base, with use of the researched European Union experience. In particular, the EAEU institutions need additional competence for more independence and flexibility at international level. This will improve the EAEU international activity, including conclusion of free trade agreements (regardless of concluded agreements of the EAEU, the scale of international activity of the EAEU is not comparable with the European Union’s one), create conditions for export promotion, and help to strengthen the EAEU image as independent participant of international relations.

Kosovo is a new state which has just been established and has not yet been fully promoted in the international arena. Kosovo drafted a foreign policy strategy which consisted of key objectives such as lobbying for new recognitions and establishing diplomatic relations with the states that had recognized us. The purpose of the research is to measure the opinion of the citizens of Kosovo on the importance of Kosovo's integration into the EU, to measure the challenges, opportunities of Kosovo's citizens after integration, the impact it has on the economic field and to measure the opinion of state officials and experts on integration in EU.
 Total of 400 respondents from all over Kosovo, a senior government official and two integration experts participated in the research. The research was conducted through a survey of citizens through the online platform and interviews with officials. We confirm the results of the research that the citizens of Kosovo will not migrate even after Kosovo's integration into the EU, and the integration of Kosovo has a significant positive impact on the development and economic prosperity of businesses. On the other side, it has been found that there are gender differences in terms of their opinion on the impact that EU integration has, and some citizens fear that integration would negatively affect their lives. So we recommend that Kosovo should be integrated into the EU as soon as possible in order to have a genuine economic development and for this the future legislatures should work seriously on this.

As soon as the Baltic states gained independence in 1991, they targeted, in terms of domestic and foreign relations’ development, reorientation to the West and integration into Euro-Atlantic structures. Whereas NATO (under leadership of the United States) is regarded as the “cornerstone” of their security, the European Union (EU) is viewed as a source of financial assistance and the guarantor of economic stability. The article presents an overview of the transformation processes in the Baltic countries in the past two and a half decades, and the practical component of their membership in the EU is offered in detail. Comparative analysis of the political and socio-economic Baltic transit shows the similarity of their development trajectories. However, the positive effect, which joining the EU brought about, is eclipsed by the social and economic costs that resulted from the tough neo-liberal reforms that were required. Despite the rejection of the role of geopolitical and geo-economic “bridge” between Russia and the West, the Russian factor continues to play a primary role in the political processes and foreign policies of these countries, while at the same time the Baltic states themselves prefer not to call themselves post-Soviet. Confrontational position that the Baltic states undertook in relation to Russia, is determined by political and ideological factors and has long-term destructive impact not only on the bilateral dialogue, but also on relations between Russia and the European Union.

The article explores the essence of multiculturalism and its place in the politics of the European Union. This article looks at aspects of the impact of migration flows on countries of the world and world politics. It reveals the scope and main directions of international labor migration. The purpose of the article is to investigate the economic indicators of the countries most affected by irregular migration flows and to develop practical recommendations for improving the mechanisms of employment in international relations. Analyzing and summarizing the results of scientific works and research of domestic and foreign scholars, the tendency of characteristic changes of multiculturalism as part of cultural relations was considered. Several consequences of international labor migration from different countries are described. The importance of multiculturalism policy for international economic relations has been proved. Particular attention is paid to the problems and prospects of multicultural policy development in EU countries. When the European Economic Community, the forerunner of the European Union was formed in 1958, it was agreed that the new integration would be a tariff union with common tariffs toward third countries, but also that it would have a common foreign trade policy. As the Union's executive body, the European Commission is responsible for proposing and implementing foreign trade policies. However, the main subject in creating foreign trade policies still remains the Council of Ministers as the EU's main decision-making and legislative body. The Commission negotiates trade agreements with outside countries on behalf of the Union. However, on foreign trade issues the Commission must report to a committee (the "133 Committee"), which assists the Commission in the course of the negotiations and before becoming valid all agreements must be ratified by the Council of Ministers. The Commission ensures that the European Parliament is kept quickly and fully informed at all stages of the negotiation and conclusion of international agreements, in such a way as to enable the Commission to take account of the European Parliament's view, but its role is purely consultative. The EU is trying to establish closer partnership relations with the USA through establishing transatlantic marketplace. However, as the EU is becoming a respectable economic power, an increasing number of trade disputes arise between the EU and the USA. The EU is trying to establish a closer relationship with the European countries since they are candidate countries for EU membership. However, some of them are closer to the membership than others. Therefore the agreements that the EU conclude with certain groups of countries differ among themselves. The EU has special relations with the countries in Africa the Caribbean and the Pacific, former European colonies, that have been granted a preferential treatment allowing preferential trade with the EU. Close relations have been established with countries and regional groups in Latin America as well. The EU has become a significant factor in international economic organizations. However, in order to become an economic power as respectable as the USA and Japan and to give strategic support to its companies in global competition, the EU must integrate politically as well.

The article deals with issues of product certification in the European Union and the Eurasian Economic Union. The objects of study are the economic systems of the European Union and the Eurasian Economic Union. The area of research is the theoretical basis for monitoring the development of economic systems of these associations. According to the authors, the plan for an agreement on economic rapprochement between the European Union and the Eurasian Economic Union today seems fantastic. Relations between Russia and the European Union are currently in a significant crisis. Cooperation in the economic field is reduced in terms of mutual sanctions. At the same time, the authors believe that the European Union is capable of playing a major role in solving the issues of improving the states of the Eurasian Economic Union member states, primarily on an economic scale. The role of the Russian food import limit showed the degree of interdependence in foreign trade and the interest of European companies in the normalization of commercial and economic relations. The countries of the world community, including Russia, confirm the unity of their views on the process of harmonization of standards, understanding that in practice harmonized standards guarantee the quality of products and services, the environmentally friendly production and goods, occupational safety, interoperability of products and, if necessary, its interchangeability. In this regard, the issue of harmonization of European and Russian standards of conformity, paperwork for certification and assessment of conformity and quality of exported and imported products, the mechanism of quality management of works and services is relevant. The certification rules in the European Union and the Eurasian Economic Union have been analyzed in the article, the CE and EAU marking and problems arising when applying these symbols have been considered, the influence of external (market requirements, competition) and internal (organizational, economic, etc.) factors on development of markets, placement of productive forces, increasing the efficiency of social production have been examined. It has been concluded, that standardization should be perceived as an effective element of the mechanism for managing the quality of products, works and services. This is confirmed by the fact, that the creation and application of harmonized standards allows one to get closer to the benchmarks of sustainable development and to remove many of the modern challenges from the agenda in a timely manner.

The aim of this paper is to analyse trade relations between Serbia and the European Union, from the perspective of trade in agricultural products. An overview of the changes in the economic structure of Serbia, which resulted from the transition to a system of market economy and in which agriculture gained greater developmental significance than it had in the previous period, represents the starting point of the analysis. The trade of agricultural products between Serbia and the EU countries has been on an upward trend since the beginning of the century, and Serbia has achieved a positive balance in that trade. However, the structure of Serbian export points to a problem of low export competitiveness. This problem could be overcome by acting gradually on various segments of production, trade and promotion of agricultural products, which the authors of the paper define in the form of a proposal. Trade in agricultural products between Serbia and the EU is part of their overall economic relations and contributes to the process of Serbia's integration into the EU, so positive trends related to this aspect of their relations can be expected in the future.

The article examines the constitutional and legal support of European integration from the beginning of the regulation of foreign relations, the specification of areas of partnership and cooperation to the normalization of political association and economic integration between Ukraine and the European Union.The normative legal acts that were the basis of the European integration process, as well as those that are in force and provide it today, are analyzed. Attention is paid to the analysis of the content and assessment of the role of the Partnership and Cooperation Agreement for the development of Ukraine’s integration into the European Union. The role of this document for laying a new basis of management in Ukraine - market relations, expanding the range of foreign economic activity, limiting the state monopoly in this area, adaptation of regulations of Ukraine to the legislation of the European Union, etc. Emphasis is placed on the main achievements of Ukraine in the period 1998-2013: signing a number of bilateral agreements in the aviation, navigation and energy sectors, granting market economy status, proclamation of accession to the World Trade Organization, formation of new legislation based on international and European standards, etc. The process of concluding and signing the Association Agreement between Ukraine and the European Union is studied. It is determined that this Agreement is a legal instrument that provides an opportunity to create conditions for closer cooperation in areas of mutual interest and to develop integration relations for Ukraine’s full membership in the European Union.Emphasis is placed on the positive role of normalization of the strategic course of the state for the acquisition of full membership of Ukraine in the European Union and in the organizations of the North Atlantic Treaty at the level of the Constitution of Ukraine. It is stated that this factor will contribute to the development of European integration relations and systemic reforms, which are the main criteria for full membership.

The Federal Republic of Germany determines the main content and direction of the EU policy towards the Russian Federation. Russian-German relations have a significant impact on the solution of many world problems. The unification of two states at the end of the 20th century – the Federal Republic of Germany and the German Democratic Republic — became one of the greatest and most significant events in the history of Germany and world politics. The creation of a unified German state contributed to the change of both the economic and political situation of Germany in Europe and in international relations. They are one of the determining factors of global politics and directly related to the European world order, therefore, the study of the philosophy and nature of German foreign policy in the postbipolar world is a topic and important task for specialists. The article considers the internal and external conditions and factors affecting the foreign policy of Germany in the postbipolar world.

Relevance of research topic. In conditions of globalization, the economic development of a country depends a lot on its relations with the rest of the world. When using economic indicators, including the "foreign trade balance" one, their correct interpretation is of particular importance. Formulation of the problem. The research interest should be focused not only on the volume of exports and imports in monetary terms, but also on its structure. It is a question of what production (goods and services) the Bulgarian economy exports (respectively imports), as well as where it exports (from where the Bulgarian economy imports). Setting the task, the purpose of the study. This report aims to present the Bulgarian economy in its role of producer and supplier of intermediate products for the countries of the European Union. Method or methodology for conducting research. The study is based on the use of the input-output model and in particular the symmetric input-output tables provided by the World Input-Output Database. Presentation of the main material (results of work). This report presents the results of the study of volume and structure of exports of the Bulgarian economy as a producer and supplier of intermediate goods, directed to the countries of the European Union. The interactions with the following countries were analyzed: Austria, Belgium, Germany, Denmark, Spain, France, Great Britain, Greece, Italy, the Netherlands, Poland, and Romania. Some of the member states of the European Union are not included. The reason for this is the lack of interactions between them and the Bulgarian economy, based on the provision of intermediate products. Conclusions according to the article. The study presents only one aspect of the foreign economic relations that take place between Bulgaria and the European Union. For the most part, the relations between Bulgaria and the other economies in the European Union are based mainly on industries related to the supply of resources. Services and products with a final degree of readiness are provided to a much lesser extent.

In addition, it seems that the political influence of the United States and the European Union on the domestic and foreign policy of Serbia is weakening. Due to the specificity of Serbian media, the Chinese republic is also gaining many supporters among Serb citizens. The pro-government media coverage is supplemented by the government’s praise of the Chinese leadership. In this research work, Author focus on the analysis the need to establish a new format for trade-political relations between European Union and People Republic of China. What indicates the importance and innovativeness of the research is the presentation of the technical progress especially in China, the growth of economic ties with the European Union and the benefits resulting from liberalised of the China foreign trade policy under WTO. Realistic point is important trends in the trade regime between EU and China. Their commercial relations are too important to become hostage to political grandstanding or airy rhetoric by politicians performing for domestic galleries. Europe is China’s largest export market, and China now ranks second on Europe’s list of key trading partners. Trade with China dwarfs any other trade relation Europe has with emerging Asia. Disturbing this relationship would have ramifications for sales, growth and employment. The Chinese government is less concerned today about Western criticisms of China’s autocratic system, but the Chinese people have grown more nationalistic and represent a potentially greater threat to commercial relations. Commercial interests in autocratic regimes cause political dilemmas. The main aim of the paper is the presentation the need to establish a new format for trade political relations between European Union and China.

The aim of this article is to construct a taxonomy for possible Soviet interests towards the CMEA 6, then to discuss what foreign policy instruments the Soviet Union disposes of, and finally to assess whether Soviet instruments are capable of fulfilling Soviet interests. Soviet interests are far-reaching. She wants to have the CMEA 6 as a buffer against aggression, and to prevent CMEA 6 complicity in invasion. Her role as the leader of one of the two main military alliances in the world underlines her status as a superpower. At home, the legitimacy of the communist regime is enhanced by there being other countries which employ the Soviet model. Effective Soviet foreign policy instruments are indeed limited. The military instruments at her disposal can only be used at very high political cost, whereas economic subsidies make up an economic cost. The Soviet Union still depends critically on the actual use of force and on the threat of use of force in her relations with the CMEA 6. As the long-term costs of using military foreign policy instruments are considerable, the prospects for Soviet interest fulfilment towards the CMEA 6 are poor.

The issues related to the analysis of export and import of goods between two neighboring states: the Republic of Poland and the Russian Federation have been examined. Relations between the EU countries and Russia to date have been in a significant crisis. Cooperation in the economic field is reduced in the context of mutual sanctions. According to the authors, for the Russian Federation in the near future the main task should be set – economic rapprochement with the countries of the European Union and further negotiations on easing mutual sanctions, since these and other reasons significantly complicate the countertrade in goods and services and impede European integration. It is obvious, that European companies are also interested in normalizing commercial and economic relations. The limitations of non-tariff regulation in foreign trade have been considered also in the paper. It has been concluded on the need to gradually mitigate restrictive measures. And efforts in this direction should be made by both the Russian Federation and the member States of the European Union, including the Republic of Poland.

Abstract Since the economic transition Poland has faced many changes. Accession to the European Union improved the Polish economy and made it more attractive for foreign investments. Since 2004 Poland has been one of the major destinations of FDI in East and Central Europe Countries. Also during the global economic crisis Poland was a good location for foreign capital. The main aim of this article is an attempt to assess whether Poland is still attractive for the location of foreign direct investment. This article is a preliminary study. It is based on statistical analysis describing changes in foreign capital flows in Poland and its position in relation to other European Union countries. Results show that the position of Poland on the map of foreign investment has dramatically changed.

The paper scrutinizes the peculiarities of organizing the international economic statistics in the context of globalization. It has been proven to be essential to rethink and reevaluate general problems of organizing the international economic statistics at the methodological level with the purpose of enhancing the reputation of Ukraine in the international arena. Ukraine’s choice of strategic direction towards the integration into the European Union actualizes the scientific discourse related to defining the conceptual foundations of state management of foreign economic activity, ensuring the implementation of customs policy of the state in accordance with the Association Agreement between the European Union and Ukraine. Notwithstanding certain achievements with regard to the implementation of provisions of the Association Agreement between the European Union and Ukraine in recent years, the country still requires a significant improvement of processes related to the activities of government authorities in the sphere of foreign economic activity, their interaction with stakeholders, improved governance over such processes. Indexes of leading ratings affirm the significance of intensifying such processes. The indicators of the «Global Competitiveness Index» and the «Index of Economic Freedom» in EU countries and Ukraine have been analyzed within the scope of the paper. It has been established that the impact of factors which serve to calculate these Indexes displays a considerable dependence on the efficient government regulation over its foreign trade and, correspondingly, state management of foreign economic activity of Ukraine in the context of European integration. The work comprises substantiation for the necessity to improve government regulation in the sphere of macroeconomic indicators which are included into international comparison ratings. According to other ratings such as the «Index of Economic Freedom», the «Corruption Perceptions Index», among all EU member states Ukraine maintains the lowest indexes, which testifies to its current condition as the one which requires the implementation into the activity of government institutions of the best practices and tools originating not only from EU countries but also from the countries with highest rating indexes and most advanced practices of reforming the system of public relations in the sphere of foreign economic activity.

Eurasianism, in its various interpretations, from ideology to the implementation of the Eurasian Economic Union (EAEU) programs, is regarded as one of the strategies of creating a multipolar world order. This article analyzes the views and assessments of foreign authors regarding the relationship between Eurasianism and the EAEU amid the changing international context. The authors present both critical and positive opinions on Eurasianism, Eurasian integration and its political and economic interlinkages with other countries and associations (China, Vietnam, the European Union (EU), Latin America). Thus, we identify three main lines of assessments on Eurasianism and Eurasian integration. The first includes negative assessments ranging from characterizing Eurasianism and the EAEU as a threat to the EU, the US, and the West in general to deliberate misinformation about the Eurasian ideology, for instance, denoting Eurasianism as parafascism. The second comprises more pragmatic and balanced views, with an emphasis on economic cooperation, which may imply cooperation with the EAEU and acceptance of the Eurasian integration if specific conditions are met, or cessation of such cooperation. The third group includes positive assessments and emphasizes the need for more intensive interaction between the EAEU and the Chinese Belt and Road Initiative. Such views are generally held by Russian and Chinese authors. Non-Russian conceptions of Eurasianism that gained popularity in Turkey or Kazakhstan are ideologically close to the classic Eurasianism and the EAEU, although these conceptions take a distinctive national shape. The article provides some examples of interregional cooperation promoted by the EAEU within the BRICS under the outreach model, i.e., adding new dimensions to existing cooperation formats. The authors arrive at a conclusion that most often the assessments of Eurasian integration and cooperation proposals by foreign experts are tied to Russian foreign policy (or experts opinion of it). They often find interconnections between EAEU, Eurasianism and Russian policy, which emphasize Russian identity as a marker of distinctive civilization. The article also notes comments of Russian authors on the EAEU - EU relations. The research is based on comparative analysis of analytical and research publications on the subject.

Eurasian integration and the functioning of the Eurasian Economic Union are important parameters for the development of the modern practices of international organizations and associations. The study of the features of the ways of the Eurasian integration is necessary to determine further ways of improvement of the Eurasian Economic Union and efficiency upgrading of it. The article focuses on the scientific problems of possible growth and expansion of the Eurasian Economic Union. The author shows different possible ways of such movement and growth. Extensive way of growth should be seen in the enlargement of the member-states of the Eurasian Economic Union. In this case it should be noted that during two years of functioning of the Eurasian Economic Union, established by of three States — Russia, Belarus and Kazakhstan, have joined the Republic of Armenia and the Kyrgyz Republic. Another way is increasing and intensification, i.e. intensification of international relations of the Eurasian Economic Union with different subjects of international law, primarily States and international organisations as SCO, ASEAN, European Union. It must be accented the entry of the Eurasian economic Union into the international stage of foreign trade relations with Vietnam and Serbia. In the forecast is conclusion of treaties with China, Israel, Mongolia and South Korea. In such relationships the Eurasian Economic Union will be able to implement its international legal personality, which is stipulated by the Agreement on the Eurasian Economic Union.

The policy of Ukraine for the establishment and development of relations with the European Union began in 1993, was carried out all the years of Ukraine’s existence, and received intensive deepening with the beginning of the formation of an international treaty – the Association Agreement, which includes a list of legal, social, economic, and technical regulations, and Deep and Comprehensive Free Trade Area (DCFTA), in 2014 and its final signing in 2017. Political and economic objectives of the Agreement are of fundamental importance to the future of both Ukraine and the whole European region. The political goal is to implement European standards on the territory of Ukraine. This implies the introduction of fundamental European values, namely democracy, rule of law, respect for human rights and the standards of the European security system. The Agreement does not foresee membership in the European Union, however, does not exclude such an opportunity in the future. The economic goal is to help to modernize the Ukrainian economy by expanding trade volumes with the EU and other countries, as well as reforming economic regulation mechanisms in line with the best European practices. Subject to the improvement of the business climate, Ukraine will become attractive for foreign and domestic investment for further production for export to the EU and other markets of the world. Harmonization of standards and European regulations has become a much more important process than the fulfilment of strictly technical requirements and underlies the introduction of effective governance without corruption. In the process of harmonization of interaction, an adaptive institutional mechanism was formed (the highest level – annual Summits; the key coordinator is the Association Council, consisting of members of the Council of the European Union and members of the European Commission, and members of the Cabinet of Ministers of Ukraine; the level of operational coordination – the Association Parliamentary Committee, which includes members of the European Parliament, representatives of the Verkhovna Rada of Ukraine, and the Civil Society Platform; in order to coordinate processes on the territory of Ukraine, the Ukrainian government has introduced a few supervisory committees and commissions). The harmonization of the economic aspect of the mechanism has been determined in solving issues of openness of markets for duty-free import from Ukraine in April 2014, obtaining a visa-free regime with the EU, abolishing export-import tariffs, implementing European technical standards for food safety, phytosanitary norms, competition policy, service provision, and public procurement policy. The issues of further deepening of relations include a review of the terms for the introduction of regulations and legislative provisions before their actual implementation, stabilization of financial and economic processes in the country, and further development of democratic values and social institutions.

The article analyzes the features of German foreign policy on the eve of the September (2021) elections to the Bundestag and the gradual overcoming of the crisis consequences of the coronavirus pandemic. The priorities of the foreign policy based on the value approach remain the European and transatlantic vectors, as well as relations with the main system-forming international organizations. The postulates of value are prompting Berlin to increasingly intensify criticism of Russia and China, incl. due to the signifi cantly increased, from his point of view, threats in relation to Germany and other states of the collective West. Germany still relies on France in European politics. Their tandem continues to determine the political and economic processes in the European Union, as well as to infl uence the formation of the EU mechanisms for overcoming the coronavirus crisis. Despite the rapid restoration of constructive relations with the new American administration, a number of controversial issues remain in bilateral relations, including defense spending and the economy. In recent years, Germany has been able to strengthen its positions in Europe and the world and expects to strengthen its role as a global actor, especially in international organizations. Nevertheless, the German expert community critically refers to its current foreign policy status quo. The author explores the latest trends in German foreign policy, gives an assessment of its development after elections to the Bundestag, pays special attention to the prospects for relations with the Russian Federation.

Emigration flows and their relations with economic development can be observed through different aspects, where one of the important questions is the role of the remittances, and transfer of foreign money to home countries. The objective of this study is to investigate the impact of remittances on economic development in Central and Eastern European countries. A review of previous research on the role of emigration and the impact of remittances on economic development is presented in the first part of the paper. This is followed by panel data analysis. The analysis covers the period after the enlargement of the European Union (EU) in 2004 till the nowadays. The results confirm the positive and statistically significant influence of personal remittances on the economic development of the new EU member states, as well as the positive and statistically significant influence of final consumption, gross fixed capital formation, external trade balance, and foreign direct investments. The positive influence of remittances on economic development should be observed with caution, regarding that remittances are the results of emigration and also are connected with the unfavourable effects of emigration. This study adds to previous research about the significance of remittances in the economies of the new EU member states.

A retrospective analysis and assessment of the current state of Ukraine’s foreign economic activity during the years of independence was performed in the article. In particular, the volume of export-import and investment activities, indicators of economic openness, geographical and commodity structure of exports and imports were analyzed. According to the results of the analysis, it was determined that in the process of independence and development of the national economy of Ukraine there is a transformation into an open economic system that tries to take advantage of international economic cooperation, develop all forms of international economic relations. However, due to inefficient international specialization, slow restructuring of the national economy, inefficient foreign trade management, the level of competitiveness and investment attractiveness of Ukraine in the world market remains low. The export-oriented model of economic growth with the predominance of low-tech exports has led to the extensive nature of economic development, which remains energy-intensive, low-productive, poorly diversified, uncompetitive and dependent on external sources of raw materials, energy resources and world markets. It is positive that Ukraine has changed the vector of orientation in foreign economic activity and the European Union is gradually becoming the largest and main foreign trade partner. Such a trend, given the geopolitical, geo-economics and historical European position of Ukraine, should remain one of the priorities of Ukraine’s foreign economic policy. The article concludes that the system of foreign economic regulation of Ukraine needs radical changes, which should begin with a review of foreign economic policy of the state which should be aimed at increasing export potential, product diversification, introduction of innovative technologies to ensure a sufficient level of competitiveness of domestic goods in world markets.

The article reveals the main problems related to the EU economy’s state and the prospects for its further development. This topic is extremely important for Russia since the European Union is its leading foreign trade partner. The article states that the EU is the largest integration grouping globally in terms of its economic potential. Simultaneously, the lack of significant reserves of natural resources and dependence on their external supplies does not allow the EU to realize its economic opportunities fully. At the same time, the export-oriented model of the economies of its leading member countries makes them sensitive to flctuations in the conjuncture of foreign markets, and the growing public debt contributes to the development of disintegration processes. Besides, the growth of migration flws, the increase in socio-economic tensions, especially during the coronavirus period, also do not allow the EU to solve the accumulated problems. Simultaneously, excessive dependence on the United States in geopolitical and geo-economic relations hinders the development of mutually benefiial economic ties with Russia and other countries. The article presents various opinions about the future of the EU and notes that many authoritative political fiures and experts consider that due to these reasons, it cannot be preserved as a whole.

Abstract With a historical approach, this paper examines the Nixon administration’s policy and stance towards European Political Cooperation (EPC). In December 1969, at The Hague Summit the leaders of the European Community expressed their determination for deepening European integration. The final communiqué of The Hague Summit stressed that the European Community’s desire to achieve EPC and to parallel the European Community’s economic increasing strength with a role to play in the world affairs. With this in mind, the paper will examine the impacts that Nixon administration’s attempts to rebalance U.S. foreign relations reflected in the opening to China and the détente with the Soviet Union had on European political integration. Then, it will be argued that the Nixon administration’s shifting foreign policy priorities can be seen as one of the driving forces of EPC. The paper puts forth that a European Community, whose weight was increased by first its economic integration and then its political cooperation, was seen by the Nixon administration as a challenge to the United States. It is concluded that after a long time of consistently supporting European integration as a means to secure peace and prosperity in Europe, the United States under the Nixon administration had to re-consider its foreign relations and rebalance its focus on the global chessboard. This rebalancing certainly impacted EPC in particular and the European integration process in general.
