The life expectancy development during the past 150 years has been remarkable in many parts of the world. These developments, however, have been very different across countries. In Europe, the diverse historical and political changes lead to clusters of regions that followed different mortality developments. The aim of this study was to examine how countries that entered the European Union in 2004 and 2007 differ in terms of mortality from continuous members of the EU and from Eastern European countries that have never joined the EU. Moreover, I studied a possible convergence in mortality indicators between these groups of countries. The data used to explore mortality conditions in those groups of countries was derived from two sources: The Human Mortality Database and European Health for All Database. Descriptive statistics and calculations of average yearly pace of change for groups of countries have been applied for each mortality indicator. Furthermore, regression models have been conducted to estimate the impact of belonging to a country group on mortality indicators, adjusted for some macro-level indicators of economic progress and health expenditure. The results verified previous research implying the importance of period factors which can affect mortality in the short term. For all mortality indicators, accelerated improvements between 1995 and 1999 have been found in countries who became EU members in 2004. Moreover, life expectancy convergence was observed for life expectancy at birth but not for the older ages which could imply that the positive progress affected older ages to smaller degree. My findings confirm the importance of social environment and imply that the process of joining the EU possibly could reduce social stress and affect mortality conditions positively.

With the enlargement of the EU to 27 member states in 2007, this thesis considers the transition process of Romania and Bulgaria from the fall of communism in 1989 to accession to the European Union in 2007. The research focuses on the political and economic reforms of Romania and Bulgaria, using a chronological approach, to explore the concept of EU impact on countries in transition. The thesis focuses specifically on the ideas of European conditionality and leverage, in order to answer questions on the importance of the EU’s external influence on these two countries, as well as discussing future implications for candidate countries in transition.

The EU has engaged in the promotion of an unprecedented process of policy export which involves not only candidates to enlargement, but also a wide range of countries beyond the Union’s present and future expected (at least at the moment) borders. In this framework, Russia and Ukraine have been an important test-case for the European Union which asked them to 'endeavour to ensure' that their legislation will be 'gradually made compatible with that of the Community' already in the mid-90s. This dissertation is intended to explore the mechanisms which have allowed the EU to promote legislative approximation in these 2 countries across 3 policy areas which are at the core of the internal market and where I, thus, expected the pressure for Europeanisation to be higher: competition policy, company law and consumers’ protection. In particular, I tried to understand if and how far the EU has been able to induce Russia and Ukraine towards the desired outcome as a result of the engagement of the parties in strategic inter-action. Then, on the other hand, I tried to assess if and how far rule adoption has been motivated by internalized, socially constructed identities, values and norms. The analysis has shown that there are interesting cases of Europeanisation not only in Ukraine, but also in Russia, allowing me to highlight the limits deriving from the use of conditionality in the new neighborhood and the need to reconsider the mix between different Europeanisation strategies.

Why did EC enlargement negotiations with Spain take so long? This thesis argues that agricultural issues dominated negotiations despite the political and strategic aims of stabilizing Western Europe's southern flank that underpinned the raison d'être of this enlargement. The framework of Historical New Institutionalism is used to argue that several 'biases' operating at three levels account for the length and nature of these negotiations. At the first level, the 'bilateral' format of the negotiation procedure between Spain and the EC favoured existing EC members and protected the acquis communautaire. The Community's negotiating positions, as bargains in themselves, tended to be inflexible, and reduced Spain's input in the discussions and in the agenda-setting process. At the EC level, the CAP exhibited an unusual capacity to withstand the changes required by enlargement. This was because the EC's decisionmaking structure was fragmented into sectors and levels which allowed a closely knit 'policy community' to run the CAP in a way that was relatively insulated from other issue-areas. Change in the CAP occurred to cope with enlargement, but in a path-dependent way, passing the cost of adaptation on to Spain. At the national level, member states' so-called national interests with regard to enlargement were mixed, with no clear priority, and conflicting sectoral views. This resulted from the mechanisms of interest intermediation and inter-departmental co-ordination, which shaped the formulation and representation of national views in Brussels. Spain's accession was finally made possible when new redistributive policies for the Mediterranean and fresh budgetary resources were agreed. These were approved as part the wider package-deals surrounding the Single Market project and the Single European Act. HNI provides a new and persuasive framework with which to understand the difficulties of institutional change associated with enlargement negotiations.

In order to evaluate the trade potential of the Cohesion Countries (CC) with the remaining EU11 countries in the threshold of the eastern enlargement of the European Union, as well as with the CC relations with the Central and Eastern European Countries (CEEC), we use a gravity model. The manufacturing trade potential related to the twenty-five countries involved in the eastern enlargement of the EU15 is hence calculated from 1999 to 2002. Special attention is paid to this enlargement's effect on the CC within this approach. Relatively to previous studies with this same methodological approach, this dissertation is, to the best of our knowledge, the first combining a trade potential based on the gravity model with the inclusion of a variable related to the Commodity Composition of Trade (CCT) in terms of manufactures. Several CCT variables were tested for the available data, taking into consideration high levels of disaggregation. Finally, having in consideration the latest academic debate in course, we analysed and tested all the methodological contributions recently proposed in the literature as regards to the improvement of the econometric specification of the gravity model, namely making use of the Poisson Pseudo-Maximum Likelihood Estimator. The refinement of the explanatory variables considered in the analysis, specifically those related to the distance measurement, as well as the introduction of new variables, were also taken into consideration.
Com o intuito de avaliar o potencial de comércio existente entre os Países da Coesão e os restantes países membros da UE15 no limiar do alargamento desta última a leste e, de igual forma, entre os PC e os denominados como Países da Europa Central e Oriental (PECO), fazemos uso de um modelo gravitacional. Assim, o potencial de comércio em termos de manufacturas relacionado com os vinte e cinco países envolvidos no processo do alargamento a Leste da UE15 foi calculado, nesta dissertação, no que diz respeito ao período que medeia entre 1999 e 2002. Neste contexto, especial atenção foi colocada nos efeitos específicos deste alargamento nos Países da Coesão. Relativamente aos estudos prévios que fazem uso desta mesma abordagem metodológica, esta dissertação é, segundo a nossa percepção, a primeira a combinar o cálculo do potencial de comércio, tendo por base um modelo gravitacional, com a inclusão, neste último, de uma variável relativa à Composição do Comércio em Manufacturas (CCM). Vários indicadores da CCM foram, a este respeito, testados a partir dos dados disponíveis e fazendo uso de níveis detalhados de decomposição. Finalmente, aprofundar-se-á o debate em curso, quer em termos empíricos, quer em termos académicos, através da análise e teste das mais recentes contribuições propostas no que diz respeito à melhoria da especificação econométrica do modelo gravitacional, nomeadamente com recurso ao Pseudo-estimador de Máxima Verosimilhança do Tipo Poisson. O refinamento das variáveis explicativas consideradas na análise, especificamente aquelas relacionadas com a mensuração da variável distância, e a introdução de novas variáveis foram igualmente abordadas.

European Union (EU) Enlargement is more than a collaboration of nations; it has become a large-scale development project where countries facing significant economic challenges undergo enormous transitions in order to meet the standards for acceptance into the EU. This level of accelerated development calls for a strong integrated sustainable development oversight.

Sustainable development is a global development management philosophy that aims to conserve the integrity of the earth’s ecosystems while supporting economic growth and social welfare. It was developed by the Brundtland Commission during the World Commission on Environment and Development in 1987, its primary purpose was to reduce the resistance to the conservation of the environment while raising awareness for the importance of the earth’s natural resources, both for those who need it today and those who will need it tomorrow.

The aim of this study was to investigate the degree to which sustainable development has been implemented into the process of EU Enlargement. A snowball method was used to identify both qualitative and quantitative data through official documents and statements, reports, research, and web pages. First, I investigated both the EU and the UN definitions of sustainable development to see how they compared and how the EU Sustainable Development Strategy (EU SDS) addressed EU Enlargement. Next, I examined the EU accession assistance programs available to candidate countries to determine if they were guided by sustainable development and if they had had any influence on the sustainable development within the candidate countries.

The definitions of sustainable development for both the EU and the UN were notably different. The UN:s definition provided a balanced approach to the Three Pillars of Sustainable Development, while the EU:s definition strongly supported the economic pillar decreasing the value of the environmental pillar. The EU SDS showed no marked reference to EU Enlargement and the accession assistance programs were not guided by sustainable development. Furthermore, the quantitative data collected from the EU sustainable development indicators in EuroStat indicated that the process of accession increased candidate countries GDP growth which also increased their capacity to meet the MDG’s and therefore, to implement sustainable development. However, while economic and social standards of the candidate countries were shown to increase while environmental conservation was shown to decrease. The significant lack of data designed to monitor the environmental pillar of sustainable development within the EU:s strategy indicated that the environmental pillar of sustainable development has been neglected. In conclusion, while the capacity to implement sustainable development has increased, implementation of sustainable development has not. Discussed in response to this is the need for a comprehensive EU SDS that reaches through the boundaries of member states and into candidate and candidate hopeful countries. Acting through an umbrella program the EU Enlargement SDS could bring both enlargement and sustainable development together cohesively increasing the chances that new EU members will make a more rapid advance in the process of sustainable development.

This thesis mainly analyses the change in the enlargement strategy of the European Union (EU) especially in the case of Turkey. Although the Union has always sought ways to enlarge, it has been rather reluctant as far as accepting Turkey as a full member into the EU is concerned. In 2004, the EU enlarged so as to include the Central and East European countries (CEECs), but Romania and Bulgaria were left behind since they did not fulfill the membership criteria at the time. However, these two countries became members on January 1, 2007 and Turkey is still waiting in the line to become a member. Therefore, the writer has chosen Turkey and Bulgaria in order to analyze the change in the enlargement strategy of the Union. The medium to arrive at conclusions as regards the strategy is mainly the environmental aid as the two countries display noticeable differences. Furthermore, the enlargement strategy papers prepared by the European Commission have also been analyzed in order to see the changing attitude of the EU especially by re-introducing the concept of absorption capacity. Even though the Union states it keeps its open door to new members, the new enlargement strategy proves that it will be rather difficult for the candidate states and especially Turkey to enter into the EU.

This thesis examines and compares German and British trade union responses in a European context following the recent European enlargements which are unprecedented in the history of the European Union. In terms of labour law, a majority of the ten Central and Eastern European countries which acceded in 2004 and 2007 combine weak domestic labour protection systems with a high proportion of workers and enterprises keen to take advantage of their free movement rights under the European Treaty. This has created a climate of fear amongst workers and trade unions in old Member States that their economic and social position is being threatened by those workers and enterprises who may avail themselves of their rights under the Treaty in order to engage in ‘social dumping’. Historically, the European Union has sought to counteract these fears by ‘europeanising’ certain aspects of national legal systems in order to alleviate competition. However, the ‘europeanisation’ of different labour law systems has always proved problematic due to the socio-cultural context within which national labour laws have developed. Following the recent European enlargements, the debate on the role of the EU in ‘europeanising’ national social and legal practices has been revived. In particular, European enlargement has thrown up changed regulatory and opportunity structures for the social partners. These structural changes at a European level have occurred primarily as a consequence of an increase in the free movement of workers, services and establishment. Against this background, the purpose of this thesis is to undertake a comparison of the responses of German and British trade unions to the challenges posed by the recent European enlargements. A successful comparison and analysis of the responses of trade unions enables a determination of the impact that trade union responses may have on new Member State workers availing themselves of their free movement rights under the EU Treaty. There is an intense debate as to how, and if, social partners at a national and European level may be able to contribute to, or hinder, the protection of new Member State workers in Germany and the UK. Depending on how trade unions respond their contribution may be viewed as positive or negative. However, this thesis yields suggestions as to how trade unions could respond in order to facilitate the integration of new Member State workers into the host labour markets and proposes a new model for studying aspects of europeanisation.

The European Union increased from 15 to 25 Member States in 2004. The UK government permitted unrestricted access to these new EU citizens, resulting in largescale immigration from Eastern and Central Europe. The unplanned arrival of large numbers of pupils from these new Member States challenged schools. Neither the magnitude nor the impact on schools of these migration flows was understood. It was against this background of a dearth of knowledge and increasing professional uncertainty in a complex and sensitive area of education that the research programme was developed. Its purpose was to provide a better understanding of migration flows and their impact on primary education. This migration inflow confusion dictated that a broad, exploratory approach, employing a multi-method process, be adopted. Methods ranged from the analysis of 27 million pupil registrations to gathering information from individual teachers and parents through interviews and questionnaires. A principal theme provided cohesion and coherence to the five distinct stages of study. Questions relevant to each stage encompassed international, national, LA, school, parent and pupil-level perspectives. The research findings show that the UK government intended to encourage large-scale EU immigration, resulting in Britain’s largest and fastest peacetime inward migration. The migration measuring systems employed were shown to be unfit for purpose. Confusion over ethnic categorisation undermining the accuracy of school census enumerations was discovered. The studies indicated that the WEEU pupil population increased at a faster rate than any other major category and that schools were illequipped to cope with the scale and professional demands of these arrivals. Furthermore, WEEU pupils reduced the average performance of case study schools. The thesis suggests the need for improvements to the national and school census systems. A review of educational procedures for managing unplanned EU migrant flows is also indicated, as is better training for teachers in EAL.

The erosion of popular support that has accompanied the expansion of European-level governance has given rise to interesting debates about the origins of public support for the European Union (EU). The utilitarian explanation that focuses on rational cost-benefit calculations competes with a cultural approach that ties evaluations of the EU to dominant societal values and individual socialization experiences. A third approach regards domestic political dynamics as an important determinant of public support for the EU. Empirical tests of these explanations have been limited almost exclusively to current EU member states, while the growing differentiation of popular attitudes in the Central and Eastern European candidate countries has received much less attention. This dissertation brings the Western European literature to bear on the EU's Eastern enlargement, seeking to explain extensive variations in the level of popular support for the EU both within and across post-communist societies. Hypotheses derived from the utilitarian, cultural and domestic politics explanations are tested with individual- and national-level data from a variety of candidate countries and, for purposes of comparison, three non-applicant Eastern European states. The results lend some support to all three explanations, suggesting that support for the EU is influenced by micro-level expectations of gain, changes in macro-economic conditions, the prevalence of democratic norms, and trust in domestic political incumbents. The dissertation also examines the implications of growing popular euroskepticism for the integration process, situating the discussion of popular attitudes in post-communist societies in the broader discourse on European-level democracy and legitimacy. The dissertation reviews the controversy over which standards of legitimacy are suitable in a non-state polity such as the EU, and presents an overview of the various institutional channels through which European electorates can influence European governance. In sum, the dissertation adds an interesting bottom-up dimension to the predominantly elite-centered study of the Eastern enlargement and contributes to the construction of general theories about the logic of public support for regional integration and international governance.

The aim of the study is to map out and analyse the integration of political parties from Central and Eastern Europe into the main European party families. The prospect of eastern enlargement of the EU implicated opportunities and above all challenges for the West European party families. The challenges consisted of integrating new parties with a different historical legacy. The study focuses on mainly how the European party families handled these challenges and what motives that have driven them in this engagement. At a more general level the thesis sketches two alternatives interpretations of the process: Western neo-colonialism and contribution to democratisation. The method used for the study is comparative case-study method and the main sources that have been utilised are party documents and in-depth interviews. The study is delimited to the three main European party families: the Christian democrats, the social democrats and the liberals. The countries of interest in Central and Eastern Europe are those postcommunist countries that became EU-members in 2004 and 2007: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. The time-frame is limited to the first party contacts in 1989 to the final inclusion of the new parties in 2000-2006. The results suggest that the European parties have responded with ambitious means to the challenge of integrating new parties from a postcommunist context. They have set up new coordinating bodies and organised educational programmes for the applicant parties, mainly directed to young politicians. The Christian democrats and the social democrats have also used parallel organisations as buffer-zones, which provided certain flexibility. As for motives, the Christian democrats stand out as the party family with the clearest power-oriented motives. At the other end, the liberals stand out as the party family that is most steered by ideology and identity. The social democrats went through a change with ideological considerations dominating the early phase and became increasingly poweroriented as the EU enlargement drew closer. When it comes to the two alternative interpretations of this process, the main conclusion is that they are intertwined and more or less impossible to separate from each other.

This dissertation argues that European Union membership conditionality operates as a modality of political-economic governance directed at securing the conditions of possibility for a harmoniously functioning political economy of Europe. I argue that conditionality can best be understood not as a series of requirements for EU membership, a set of incentives for rule adoption, or a vehicle for the transmission of European norms to candidate states, but as an ensemble of discursive and material practices – fragile, dispersed circuits of governmental activity directed at a particular strategic ambition. I argue that existing accounts of EU membership conditionality are informed by predominantly rationalist understandings of political economy which work to conceal various cultural, social, and subjective sources of disharmony in political-economic life. Thinking about the political economy of conditionality through rationalist lenses privileges the study of bargaining and negotiation and institutional reform and overlooks the ways that conditionality targets the transformation of problematic socio-cultural and subjective elements of political economy – among them particular habits of culture, patterns of sociality, and subjective qualities and capacities of the person deemed essential to securing order and abundance. Re-reading canonical works in classical and critical traditions of political economy by James Steuart, Adam Smith, and Karl Marx makes clear that political economy as a field of knowledge and practice has long been concerned with understanding the political, legislative-legal, institutional, socio-cultural, and subjective conditions of possibility for securing order and abundance and has long reflected on the potential and limits of governance to secure these conditions in a world of shifting circumstance. I argue that a political economy of EU membership conditionality concerned with disharmony should investigate the ways that particular socio-cultural and subjective features of political-economic life are problematized in the discourse of conditionality and subsequently targeted for transformation through the work of instruments and agents of conditionality operating in a variety of institutional contexts. On this basis, I analyze conditionality as practice – tracing the emergence of instruments of conditionality currently at work in the Republic of Macedonia through official documents produced by the EU and the Republic of Macedonia from 2001-2011. I then examine the ambitions and limits of the Operational Programme Human Resources Development 2007-2013 (OP-HRD) – a program tasked with translating the aims of conditionality on paper into concrete activities for implementation in the fields of employment, education and training, and social inclusion. I outline some limits to the program derived from personal interviews with officials of the EU and the Republic of Macedonia who work to implement the OP-HRD "on the ground." In reflecting on these limitations, I return to the political economy of disharmony, concluding that constraints on the operation of conditionality in practice are not merely the product of technical and political impediments but are also derived from inherent limits to the old dream of political-economic harmony to which the ambitions of conditionality are ultimately directed.

The objective of the study is to analyze the effects of two breakpoints on the relationships of Istanbul Stock Exchange with the European stock markets and on the relationships among these European stock markets to increase the economic integration. The breakpoints are the execution of the Customs Union Agreement of Turkey with the European Union in 1/1/1996 and the introduction of the Euro in 1/1/1999. While both breakpoints have effects on Turkey&rsquo
s economic relations, the European Union countries are expected to be influenced by only the introduction of the Euro. Stock market indices provided by DataStream is utilized. The statistical techniques used include the correlation and cointegration analysis. Results indicate that when examined on pair wise basis Turkish stock market has more liaisons with the European stock markets, in general, after the Customs Union
but less liaisons after the conversion to Euro. However, when examined as a group, the cointegration result finds the Euro as influential as the Customs Union. Alternatively, the European stock markets have decreasing integrations as a result of correlation analysis after the Euro, but it is an influential breakpoint according to cointegrating structures.

L'emploi informel est devenu un sérieux défi pour l'économie ukrainienne et des pays en transition au cours de l'adaptation aux conditions du marché. La tendance du nombre de travailleurs qui participent au secteur informel est en hausse depuis les dernières années. Dans mes recherches, je vais présenter l'état actuel de l'emploi informel en Ukraine et les pays en transition. Une attention particulière est accordée à la répartition du travail entre les différentes catégories de population, en divisant les individus en cinq catégories (employés formels, employés informels, travailleurs indépendants formels, travailleurs indépendants informels et chômeurs) selon la définition de l'emploi informel de l'OIT. Nous examinons le marché du travail en utilisant les données de Ukrainian Longitudinal Monitoring Survey pour l'Ukraine et Survey on Living and Income Conditions pour les pays en transition et nous élaborons la fonction des gains du capital humain pour le marché du travail en appliquant la fonction de répartition des gains de Mincer, afin d'étudier les facteurs qui déterminent les revenus et le choix de l'emploi de l'individu en Ukraine et les pays en transition
Informal employment became a serious challenge for the Ukrainian economy and economy of transition countries during the adjustment to market conditions. Trends of the number of workers participating in the informal sector have been rising for the last years. In my research I will present the current state of informal employment of Ukraine and transition countries. Detailed attention is paid to labour distribution across different population categories by dividing the individuals into five categories (formal employee, informal employee, formal self-employed, informal self-employed and unemployed) following the definition of informal employment from the ILO. We examine labour market using the data of the Ukrainian Longitudinal Monitoring Survey for Ukraine and the Survey on Living and Income Conditions for transition countries and we design human capital earnings function for labour market by applying Mincer earnings distribution function in order to investigate the factors that determine the individual’s earnings and choice of the employment status both for Ukraine and transition countries

In the last few decades the European Union (EU) and its members have emphasized the importance of human rights and the need to improve human rights conditions in Third World countries. In this research project, I attempted to find out whether the European Union and its members practice what they preach by giving precedence to countries that respect human rights through their Official Development Assistance (ODA) program. Furthermore, I tried to analyze whether European integration occurs at the foreign policy level through aid allocation. Based on the literatures on political conditionality and on the relationship between human rights and foreign aid allocation, I expected that all EU members promote principles of good governance by rewarding countries that protect the human rights of their citizens. I conducted a cross-sectional time-series selection model over all recipients of ODA for each of the twelve members for which I have data, the European Commission, and the aggregate EU disbursements from 1979 to 1998.

This thesis aims to present a critical legal perspective on the current direction of European Union (EU) food safety regulation. Through an analysis of three regulatory mechanismsmutual recognition, scientific risk analysis and standardisation-combined with a study of the evolution of food legislation in the EU, I seek to show how the current framework fails to face new challenges, such as the globalization of world trade and the last two enlargements. In particular, the thesis focuses upon the case of a newly acceded EU member state, namely Poland. The main argument presented in the thesis is that an enlarged and more diversified Europe must not disregard the numerous socio-economic implications of market regulation. If not properly acknowledged and reflected in the regulatory scheme, the mismatch between market regulation and socio-economic factors can lead to a kind of gradual "disembedding" of the regulatory framework, in the Polanyian sense of the term. This is of critical importance as the EU project is not one-dimensionally geared towards securing greater European unity, but equally concerned with preserving unique European diversity-in the field of food as well as in other aspects. I am thus suggesting that the existing regulatory approach can be opened up to include a wider set of relevant socio-economic implications, allowing for protection of diversity while aiming for greater homogeneity. The legal system for the regulation of food can be rebalanced to become more flexible and responsive by shifting the use of existing regulatory mechanisms, in order to diversify regulatory intervention. First, this would require improvement of application of the risk analysis model, in order to guarantee inclusion of valid socio-economic concerns in the decision-making process. Second, it would also entail reliance on managed mutual recognition in those areas where protection of diversity does not collide with protection of consumers (for example, where either longstanding trust has been available or national codes have provided sufficient safety guarantees), and where consequently imposition of strict standardization is not necessary. Due to legitimate concerns with crisis, the regulatory framework for food in Europe has generated a bias against diversity leading to unforeseen and unintended consequences. This thesis argues that this need not be so.
