Optical interferometry is ensconced as an ‘area of future interest’ (a socalled Green Dream) in Horizon 2000, the long-term scientific plan of ESA. Over the years, there have been three large ESA workshops on Space interferometry, where many different concepts and designs were proposed, and several ESA committees have studied the possibilities. These committees were also involved, in an advisory role, in a modest technological research program (TRP) by ESTEC. In 1990, the Space Interferometry Study Team (SIST) recommended building an optical interferometer, consisting of 10-15 small telescopes attached to an 100m inflatable structure, as a scientifically interesting first step. The SIST even produced a workable design. It quickly became clear, however, that such an undertaking would cost much more than an ESA cornerstone mission, and was thus far too ambitious. Simultaneously, another ESA study team (LIST) came to the conclusion that the Moon, contrary to earlier beliefs, does not offer a particularly suitable environment for interferometry. At the Beaulieu workshop in 1992, it was decided to try to achieve cornerstone status for one or two smaller interferometry missions in Space: a 10m UV imaging interferometer, or an interferometric successor to the astrometry satellite Hipparchos. The latter seems to have a good chance at the moment, in the form of the GAIA proposal which has been selected for further study for the new ‘post-Horizon 2000’ program. GAIA may have some limited imaging capability, but a true imaging interferometer in Space will have to wait for a few decades yet.

The European Public Sphere in the European Broadcasting Space Does the European public sphere exist in European television? Flora Anna Retfalvi PhD in Political Science Recently, as communicating Europe gained importance, a wide academic debate on the EU, its democratic legitimacy and its communicative efforts has risen. The majority of the scientific literature written about EU communication is focused on the concept of the “European public sphere”, which generally refers to the place where public opinion takes form through the discussion of questions, political issues and decisions and also where political power is placed under scrutiny. This research, besides discussing the mainstreams of the European public sphere(s) and summarizing and updating the ongoing debate over its existence/nature, primarily aims to address two additional aspects: on one hand it seeks to provide insight to the main communication channels and dynamics of information-exchange within the European network of journalists, news-agencies and television broadcasters—for this a qualitative method was used and interviews were conducted with journalists, editors and broadcasters. On the other hand it aims to monitor and measure the perception of European and Europeanized news on national (public) television channels with regard to the European institutions’ role in agenda setting, the impact of trust, informedness, language, diversity of news, independence and the channels’ ownership. Quantitative methods were used and we have designed graphs and diagrams using raw data from Eurobarometer. The outcomes measure how much general opinion on informedness, image of the EU, trusting the EU institutions and feeling like a citizen reflect the main characteristics of the European public sphere summarized in this research: knowledge, identity, we-feeling, legitimacy, participation and democracy. By comparing these outcomes with the requirements of an existing European public sphere, we can see that media, especially television, contribute to some of the main characteristics of a strong European public sphere, namely to a common knowledge; a European identity; a we-feeling and it also legitimates the EU by increasing trust in citizens. Although we agree with the academic mainstream of the Europeanization of national public spheres, we believe that it will never result in a truly united European public sphere due to numerous influencing elements also described in this research.
La sfera pubblica europea nel campo delle telecominicazioni in Europa Esiste la sfera pubblica nella televisione europea? Progetto di ricerca di Flora Anna Retfalvi Dottorato in Scienze Politiche Recentemente, mentre la comunicazione europea ha acquisito importanza, è cresciuto un ampio dibattito accademico sull'UE, la sua legittimità democratica e suoi sforzi comunicativi. La maggior parte della letteratura scientifica scritta sulla comunicazione dell'UE si concentra sul concetto di "sfera pubblica europea", che si riferisce generalmente al luogo in cui l'opinione pubblica si forma attraverso la discussione di questioni politiche, decisioni e anche dove il potere politico è messo sotto controllo. Questa ricerca, oltre a discutere i principali spazi della sfera pubblica europea e riassumendo e aggiornando il dibattito in corso sulla sua natura, mira principalmente ad affrontare due ulteriori aspetti accademici. Da una parte, cerca di fornire informazioni sui principali canali di comunicazione e sulla dinamica dello scambio di informazioni all'interno della rete europea di giornalisti, agenzie di stampa ed emittenti televisive. Pper questo è stato utilizzato un metodo qualitativo e sono state condotte interviste con giornalisti, redattori e emittenti. Dall’altra parte, mira a monitorare e misurare la percezione delle notizie europee ed europeizzate sui canali televisivi nazionali (pubblici) per quanto riguarda il ruolo delle istituzioni europee nell'ordine del giorno, l'impatto della fiducia, della conoscenza, della lingua, della diversità delle notizie, dell'indipendenza e la proprietà dei canali. In questo caso sono stati utilizzati metodi quantitativi e abbiamo progettato grafici e diagrammi utilizzando dati grezzi dell'Eurobarometro. I risultati misurano quanto le opinioni generali sull'informazione, sull'immagine dell'UE, sulla fiducia delle istituzioni dell'UE e sul sentimento di un cittadino, riflettono le principali caratteristiche della sfera pubblica europea, riassunte in questa ricerca: conoscenza, identità, sentimenti, legittimità, partecipazione e democrazia. Paragonando questi risultati alle esigenze di una sfera pubblica europea esistente, possiamo vedere che i media, in particolare la televisione, contribuiscono ad alcune delle principali caratteristiche di una sfera pubblica europea forte - vale a dire di una conoscenza comune, un'identità europea, un sentimento - e legittimano anche l'Unione, aumentando la fiducia nei cittadini. Anche se siamo d'accordo con il pensiero accademico commune della europeizzazione delle sfere pubbliche nazionali, crediamo che non vi sará mai una sfera pubblica europea veramente unita, a causa di numerosi elementi influenzali descritti anche nella ricerca.

L’argomento che vado a trattare nella mia tesi magistrale riguarda principalmente la Gestione del Rischio Aziendale, definita in inglese Enterprise Risk Management. La tesi sarà scritta completamente in inglese e nel suo finale verrà anche analizzato un caso specifico. Infatti, ho iniziato una collaborazione con l’European Space Agency, con sede a Parigi, per trattare alcuni loro aspetti riguardanti la loro gestione del rischio. Il fulcro di questa tesi, quindi, e quello di dividerla in due parti: nella prima verranno trattati argomenti più specifici alla teoria dell’Enterprise Risk Management, nei quali capitoli cercherò di spiegare che cos’e questa “nuova” gestione di rischio, la sua storia, perché è cosi importante, quali sono i suoi modelli e quale potrebbe essere la sua implementazione; nella seconda parte, invece, verrà analizzato il caso specifico dell’European Space Agency, nella quale verranno introdotte delle statistiche per misurare la performance del Risk Management sulla base del loro database Risk Register

The appeal of decentralised approaches to structure energy generation, transmission and distribution networks, and consumption to scholars and practitioners has grown in the past 20-30 years. Moreover, in the coming years digitalisation will become a key enabler for the sustainable and efficient management of key areas in our economies including the energy sector. A European, decentralised, and open-source energy data space solution such as the one proposed in the Horizon Europe Innovation Action project EDDIE (European Distributed Data Infrastructure for Energy), fits into this trend. In this policy brief the authors outline their initial views on EDDIE and some economic concepts related to the project’s vision.

While global adaptation finance has more than doubled since 2016, from USD 10.1 billion to USD 28.6 billion in 2020, it is still inadequate to meet the costs of adaptation. European DFIs and PDBs have the potential to lead in closing the adaptation financing gap. However, they encounter challenges related to often low, unclear, and missing adaptation finance objectives, limited synergies in the adaptation financing space, and a lack of bankable projects. This paper recommends that European DFIs and PDBs should more actively advance blended adaptation finance approaches, develop a pipeline of bankable projects, adopt innovative financing mechanisms for climate adaptation and resilience, strive for result-oriented adaptation partnerships, and adopt a systematic approach to measuring adaptation risks to support developing countries in adapting to climate change, thereby also reducing negative cascading spill-over risks to Europe.

Faced with the acceleration of the digital economy, the governance and effective sharing of data have become fundamental issues for public policy at all levels of jurisdictions and in all areas of human activity. This paper reviews the initiatives and challenges associated with data governance, with a particular focus on the European Common Data Spaces (ECDS) and their direct relevance to the Canadian context. It explores the inherent complexity of data governance, which must reconcile sector-specificities with more horizontal governance principles. In doing so, it highlights the importance of strategic and coordinated action to maximize the social and economic benefits of data. The Burgundy Report, published by CIRANO in July 2023, calls for the creation of a common data space in the Great Lakes-St. Lawrence Strategic Trade Corridor by 2030. This proposal builds in particular on three separate policy reports published in 2022 by the National Supply Chain Task Force, the Council of Ministers Responsible for Transportation and Highway Safety (COMT) and the House of Commons Standing Committee on Transportation, Infrastructure and Communities. The findings and recommendations of these reports raise fundamental questions that are central to the critical issues of governance, organizational culture, execution capacity, public and private stakeholder engagement, and data underutilization within the Canadian government machinery strained by years of delay and exacerbated by recent disruptions related to anticipated climate disasters. The creation of a common data space is envisaged as a structuring investment in Canada's essential infrastructure for intermodal transport and the supply chain. This working paper on European Common Data Spaces (ECDS) extends the synthesis and recommendations published last July 2023 by providing an operational analysis of the transformative initiative currently underway within the European Union (EU). This major policy development stems from the 2020 European Data Strategy and seeks to establish twelve common data spaces in strategic sectors, including mobility and transport. The document is divided into three main parts. The first part provides an overview of data-related public policies in Canada and the EU between 2018 and 2023. The second part focuses on the implications and lessons learned from the impact assessment supporting the adoption of data governance legislation by the European institutions. This directive establishes a regulatory framework for the creation of common data spaces in the EU. The third section discusses the current deployment of ECDSs, highlighting key milestones and ongoing processes. The paper highlights notable similarities between the EU and Canada in the identification of data issues and the formulation of public policy objectives. It also highlights differences in optimizing data sharing between jurisdictions and stakeholders. A fundamental difference between these two strategic partners is the absence of an effective and sustained pooling of resources within the Canadian intergovernmental machinery in pursuit of common objectives in the face of major shared challenges such as data accessibility and sharing. This situation is in stark contrast to the EU's groundbreaking deployment of the ECDS in pursuit of identical objectives of positioning itself as a world leader in the data economy. This lack of consideration, let alone joint action, by Canada's intergovernmental machinery to implement a common data strategy in Canada is damaging. To be effective, the Canadian response must be agile, results-oriented, and interoperable across jurisdictions. The rigorous management, responsible use, and organized sharing of data within and between jurisdictions are crucial to addressing the complex challenges and major risks facing Canada. Neither the federal nor provincial governments are currently well positioned to treat data as a shared strategic asset. The resolution of regulatory, legal, and technical obstacles to data exchange between jurisdictions and organizations cannot be achieved without the creation of a common data space. This can only be achieved by combining the necessary tools and infrastructures, and by addressing issues of trust, for example by means of common rules drawn up for this purpose. “The barriers that prevent the establishment of robust health data sharing systems are not technical, but rather fundamentally political and cultural.”

Satellite navigation, communications and imagery are critical to military doctrine. They provide the capability and functionalities required to operate increasingly complex military assets with unprecedented precision. On account of their growing importance, there is a need for EU member states to develop their own satellite infrastructure, and to ensure control over and superiority in the space landscape in which satellites operate in order to protect their security. This paper analyses the EU Space Strategy, which is the first of its kind, identifying its strengths and areas where there is room for improvement, as well as the challenges facing the project to establish a common European space defence policy, in terms of both institutional and industrial collaboration.

M. Sergeyev’s article “Ukrainian National Idea in the Modern Ukrainian Media Space” states that modern Ukrainian philosophical thought tries to get rid of the flaws and stereotypes of its one-sided orientation “to the East” and tries to establish a European orientation in the minds of Ukrainian citizens. The theoretical proof of the new worldview took place throughout the formation of the Ukrainian state from Little Russia to Ukraine and presents its actual struggle for independence. It is an integral concept that reflects the process of forming theories and views of prominent Ukrainian thinkers on the place and role of Ukrainians in the becoming and development of an independent Ukrainian state. As O. Zabuzhko emphasizes, “all Ukrainian philosophical, historical, sociological thought of the past and our centuries (including the diaspora) is permeated with the sacred idea of nationalism”. The author concludes that the logic of the historical development of the Ukrainian national idea reveals only one model of its socio-political future, which implies the need for Ukraine’s integration into the European and world community. This path requires the moral and political readiness of the entire Ukrainian society for its implementation and prevents the emergence of any other - alternative ideas. Solving this problem is complicated by the need to return to Ukraine the temporarily occupied territories of Crimea, Luhansk and Donetsk regions. Of course, this model will lead to significant political and economic tensions in society (the final severance of economic relations with Russia, the closure of non-competitive industries, the outflow of labor to the west). At the same time, the orientation of the Ukrainian national idea to the west will increase competition in all branches of production and will be a condition for further self-improvement of Ukrainian society.

Following the release of a China–Russia joint statement in February 2022, analysts have argued that the two countries have become strategically aligned. While both share security concerns and even use similar terminology on ‘active defence’, the manner in which they address these concerns and operationalize these concepts is not the same—at least not yet. When applied to nuclear deterrence, the Chinese version of active defence suggests retaliatory action against a nuclear attack while the Russian version indicates pre-emption in the face of either non-nuclear or nuclear aggression. In terms of space, while both are jointly pursuing a treaty on non-weaponization, China’s defence white papers tend towards a brief and vague mention of challenges, as opposed to Russia’s pervasive concerns over an attack in its military doctrines. Thus, while there is similarity between the two countries, there remain notable differences. This paper explores China’s and Russia’s most recent official documents and statements on their respective nuclear and space postures, combined with some corresponding technological advances. It then makes recommendations to European Union member states on topics that could be addressed in future strategic stability talks that include either one or both countries.
